Jobs for life (safety) It was interesting speaking to a number of different people this month and to end up talking about the exact same thing each time. Apparently we have a problem with the regulation of fire equipment installations...

R

egulations, while essential for the improvement and professionalism of business, can be a bit of a pain. They usually signify an increase in paperwork and for many installers are a task that can keep them in the office rather than out on a contract, especially during the auditing period. But all in all, we all accept that the roles of standards and legislation are to raise the bar and help customers recognise who the good tradesmen are. However it would appear that there is a bit of a regulations black-hole when it comes to one area of installation that many of you will have had first-hand experience. This month we interview the new man at the top of the Fire Industry Association (FIA) and he clairified a point that only a few days earlier I discussed with a manufacturer and a distributor. This is that anyone can fit fire safety equipment. Yes, anyone. No, not anyone certified by a trade/industry body, absolutely anyone. On the face of it, for example, you might think that fitting a smoke detector to a ceiling mount is a simple enough job, and in itself it is, but where is the best place to put it and is the unit specified the right one for the job? When a room is converted for change of use, has it got adequate equipment fitted to suit the new working environment/use? And don’t forget the question about the knowledge of the ‘responsible person’ who is charged with looking after the fire safety equipment and procedures in a site. It is a bit of a strange one that equipment for the protection of human life (hence the oft coined phrase ‘life safety’) can be fitted by anyone no matter their level of experience and knowledge. There are Codes of Practice such as BS 5839-1:2013, but compare this situation to CCTV for example; if a camera is not installed properly then it’s a crime prevention problem - not generally a matter of life and death. If a smoke detctor is not installed or specified properly then it can definitely be a threat to life safety. Yet at the moment there is no strict legislation in place that says anyone fitting ‘life safety’ equipment must be accredited or certified by a body or be trained to a certain standard, only recommendations that may be followed. It is the hope of the FIA that fire systems installers will one day be held in the same regard as gas engineers who need to be registered Gas Safe before they are allowed to carry out any installation or maintenance. This seems an extremely reasonable request and one that we hope will come to pass especially in the light of the many variations of fire safety solutions there are on the market which need to be correctly specified and fitted for the application at hand. Equipment that has to be manufactured and designed to very specific standards, but can be fitted by anyone. Andy Clutton EDITOR 5

One saw technology investment firm Battery Ventures complete the acquisition of Physical Security Business Unit (PSBU), formerly part of the security division of NICE Systems. Through the acquisition, Battery Ventures has established an independently operating business named Qognify. Moti Shabtai formerly the general manager of the PSBU at NICE Systems, has become president of Qognify. He is joined by Adam Markin, an experienced industry operator and former Battery Ventures executive in residence, who is the new chairman of Qognify. In other news it was announced by Euresys, a provider of video acquisition and image processing components for machine vision, that Marc Damhaut (Chief Executive Officer) and three other executives, Claude Latin (Chief Operation Officer), Jean-Michel Wintgens (Vice

D-Link announces the launch of installer partnership programme D-Link has announced the launch of its Smart Installer Program (SIP) in the UK and Ireland, offering physical security installers a partnership opportunity with regular product and market updates. The SIP is a partnership program for installers of physical security who sell to small/medium-sized businesses and homes. Installers that wish to partner with D-Link can access a range of benefits via an online portal and receive support through an account team that can advise on pricing and pre-sales technical queries. The interview that gets the facts from the top This month Simon Banks talks to Mike Greaves, Managing Director of the Keyways group of companies encompassing Westmorland, CJ Alarms, GB Security Systems and Cumbrian Systems. Keyways are celebrating 50 years as a family business. Mike is also Chairman of the NASIC buying group, with consolidated annual sales in excess of £100m.

Have you always been a traditional alarm company? My father started Keyways over 50 years ago with a focus on providing safety and master key systems to the electricity generating market. We started to diversify into CCTV and Access Control long before traditional alarms. In the late eighties we became inspectorate recognised with a goal to focus on a full spectrum of security services including all aspects of physical and electrical security without the need to sub-contract. The aim was to be a solution-based design and installation company focused on mitigating any potential loss or crime against our clients. How many acquisitions have you made in the last ten years? Despite strong organic growth the group has also acquired several alarm companies. We often receive direct approaches, but our general approach has been more strategic. Buying companies in parallel sectors such as Fire can be very complimentary to our core strengths. We are also of a size that makes acquisitions necessary to address natural attrition. We made a conscious decision not to enlarge our installation department to cover any natural churn and to focus on high quality leads created from our database and referrals. Have you been tempted with other vertical business streams? We have consciously stayed away from AV and home cinema systems (despite being regularly asked) for several reasons. Notably, not to compete with many of our clients but also because we believe we’re a near perfect security company due to our legacy, workforce and experience. It would take considerable investment and an uncomfortable strain on our core workforce to achieve the same high standards in AV or home cinema. What are the biggest leaps in technology and what challenges do they bring? The biggest sea change in recent years has been IP. Our challenge has been to re-skill our workforce to take advantage and gain competency and proficiency. Advances in technology have allowed us to use video analytical data to shift the focus from the internal to the external. We want to prevent burglary – and especially aggravated burglary – before it happens.

Have you considered doing more Fire installations? I would estimate that Keyways - the largest company in the group - can attribute 10% of its installations to Fire; with our other companies the split is more 50/50. We see this as an opportunity to grow Keyways organically into a more lucrative vertical. Would CCTV benefit from storing data in cloud rather than an on-site DVR? As of today the quality is not comparable with an onsite storage device. Streaming to the client often involves very poor quality images with restrictions on both band width and storage space. It also generally commands a premium price. Are there enough skills in our industry? It is a company’s responsibility to make sure that there’s a feed of talent entering the business through investment in young people. We have created positions for over 10 apprentices in the last year across the group. Apprentices bring all the obvious benefits and provide some less publicized ones such as enabling health and safety compliance on sites that require two people. The apprentices buddy-up with an experienced professional to complement their academic study. As an

Should Electricians be moving into Security? Electricians have always been entering the security market. In my experience it often peaks when the construction sector is less busy. Some stay and take the attributes of Alarm Installers but many Electricians are adverse to the 24 hour call-out culture. We have six qualified Electricians within the group.

APPOINTMENTS Andrew Marsh, Oliver Spencer

Eaton has announced that two new security products area account manager appointments have been made. Andrew Marsh will cover the South-West and Oliver Spencer will take charge of North London. Andrew boasts a 30-year career in the security sector and extensive knowledge about a wide number of security technologies. As an internal appointment, Oliver has held a variety of roles within Eaton since he joined the company seven years ago including technical support, technical trainer and more recently as a member of the company's specification team.

Rob Clark

IDIS has appointed Rob Clark to the role of National Distribution Manager to be based out of the IDIS European headquarters in Brentford, London. Rob joins IDIS to focus on UK distribution sales for the IDIS total solution and will be responsible for leveraging and nurturing new and existing distribution partnerships while developing channel-marketing initiatives to increase value for both IDIS and its distribution partners. Rob brings with him over ten years’ experience in the security industry, particularly in video surveillance and access control with excellent knowledge of both IP and analogue technologies. He most recently held channel and business development positions at Sony and TDSi plus sales positions at Lucent Technologies, Avaya, Genesis and Mitsubishi.

VCA has appointed Ian Young to the role of Business Development Manager for the EMEA region. Ian will be responsible for developing relationships with market influencers, including consultants, specifiers and systems integrators to identify sales opportunities for VCA’s new range of IP network video devices which feature its analytics technology. Prior to joining VCA, Ian was Commercial Manager for SmartCCTV. “Ian is a welcome addition to our fast expanding global sales team,” said Kevin Waterhouse, Executive Vice President, Global Sales for VCA.

DORMA UK has recently appointed two new Territory Sales People for Distribution and Industry. Debra Stott succeeds Tony O’Neill in the role of Sales New Equipment for the North East & Yorkshire, following his retirement from DORMA after 36 years. Debra brings over 25 years of experience in the industry, having previously held roles at Scott Beavan and Lloyd Worrall Newcastle. Samantha Fawn has taken over as Territory Sales Person for Distribution and Industry for the London & South East area replacing Dick Watts who retired after 32 years. Samantha has previously held sales roles with Leaderflush Shapland and Laidlaw Ironmongery. She brings over 20 years of experience working within the construction industry and specialising in the architectural ironmongery sector.

Eneo has announced the appointment of Martin Morris as Business Development Manager for UK and Ireland. Formerly at Panasonic, Martin is now responsible for selling eneo’s IP, analogue and TVI product range. He will support reseller and distributor customers, focusing on IP CCTV sales growth and increasing awareness of eneo’s IP system solutions. He will also leverage partnerships with integrated, third-party, open-platform VMS suppliers. “Martin’s career spans IP CCTV consultancy and sales management at installer, distributor and manufacturer levels”, explained Jochen Elsesser, Business Development and Marketing Director at eneo. “He is an IP specialist, with distributed IT network design, project management and project implementation experience. These technical abilities will be key to helping our customers migrate towards more flexible, intuitive and intelligent CCTV solutions across our IP, TVI and analogue ranges.”

Change of use warning

Research from Hochiki Europe reveals over half (56 per cent) of European businesses are risking the safety of building occupants by failing to adjust security systems in accordance with change in use of space ith demand for Grade A office space outstripping supply in many major cities, organisations are investing in fit outs and refurbishments to accommodate evolving needs but neglecting to alter fire and lighting safety systems to support this. The study of installers also found that 55 per cent feel their customers are more concerned with initial expenditure than Total Cost of Ownership (TCO) which could compromise performance long-term. Simon Massey, Section Leader Technical Support/Training at Hochiki Europe, explained: “While the construction industry works to meet a surge in demand for Grade A space in European cities such as London and Milan, businesses are understandably working with what they’ve got to accommodate their growth. “However, fire and lighting safety solutions are installed with the current use of space in mind so to disregard this when altering layout or function is a potentially fatal oversight.” The study also highlighted maintenance spend as an area for concern. A fifth (22%) of installers surveyed think building managers view maintenance as an unnecessary expense.

While almost three quarters (74%) believe that they view maintenance as simply a ‘tick-box’ exercise. When asked about the issues they most commonly encounter, installers said many were due to poor installation choices and poor maintenance practices. For example, when looking at fire systems, almost half (48%) of installers found businesses had the wrong system installed for the environment, while 51% found detectors that they needed cleaning. For emergency lighting systems, the situation was similar, 57% found batteries in the units were not charged, while over two fifths (44%) had inadequate lux levels. Massey commented on the findings: “With European GDP set to rise by 1.7 per cent this year alone, it’s likely that many businesses will be forced to continue adapting with what they have but this shouldn’t be to the detriment of overall safety. “Raising awareness of this issue, as well as overall maintenance, is reaching a critical point and it’s the responsibility of industry members to support businesses in regularly reviewing the status of their safety system to secure whatever form their building takes,” says Simon. “One approach installers can take to help managers solve their maintenance issues is to direct them to the manufacturer of the equipment to arrange additional training or support. Many manufacturers will offer CPD courses, seminars and educational literature, in line with current legislation, to assist those responsible for building safety.” Paul Adams, Marketing Manager, Hochiki Europe, concludes: “Well-trained installers in Europe will have in-depth knowledge of life safety regulations. Throughout a project or site visit, if they become aware that the correct systems or protocols aren’t in place, they have a duty of care to pass on their knowledge and recommendations to those responsible for the safety of the building’s occupants. By doing so, they can work with the building managers and owners to ensure the necessary systems and procedures are in place to safeguard compliance with legislation.”

Time travel sickness The European Court of Justice recently ruled that time spent travelling to and from first and last appointments by workers without a fixed office should be regarded as working time. Worrying news for employers of security installers? ccording to a BBC report this month the Court said its latest judgement was about protecting the “health and safety” of workers as set out in the European Union’s working time directive. The directive is designed to protect workers from exploitation by employers, and it lays down regulations on matters such as how long employees work, how many breaks they have, and how much holiday they are entitled to. One of its main goals is to ensure that no employee in the EU is obliged to work more than an average of 48 hours a week. The ruling apparently came about because of an ongoing legal case in Spain involving security company Tyco which closed its regional offices in

2011, resulting in employees travelling varying distances before arriving at their first appointment. The court ruling said: “The fact that the workers begin and finish the journeys at their homes stems directly from the decision of their employer to abolish the regional offices and not from the desire of the workers themselves. Requiring them to bear the burden of their employer’s choice would be contrary to the objective of protecting the safety and health of workers pursued by the directive, which includes the necessity of guaranteeing workers a minimum rest period.” A not very chatty Government spokesperson for the Department of Business, Innovation and Skills told PSI: “We are carefully considering the implications of this judgement.” For security installers and, in particular, the employers of security installers there are reasons why this could be a bit of a minefield.

First of all the location of an installer’s home shouldn’t really come into play. As my old boss used to say to me, “You can live where you like as long as you are in work by 8.30am” but if you are an installer employer will you now need to look at the first appointment of the day and pick out the engineer who lives closest to the site? If there is a tricky alarm job in Cambridge and your best guy/girl lives in Bromley you are faced with either giving him/her the job and absorbing the cost of not only paying his/her mileage but also the due wages (and therefore putting up the cost of the bid) or giving the job to the person that lives closest to the job but who is more of a CCTV guy/gal. The often wheeled out phrase of “protecting health and safety” by bureaucrats justifying the reasons for their latest gem of legislation is getting a bit thin on the ground. If they are not careful there will be so much employment legislation that while the employee will be safe their job will be in danger. The protection aspect of the ruling is meant to deal with the amount of time employees have

on holiday or on a break. This used to be the kind of thing that unions took care of. Where this doesn’t always work is in an unpredictable working environment such as security installations. Someone doing a 9-5 in an office is the ideal example of where the new ruling works ok, but if, as an installer, you are approaching 5pm and the company’s biggest customer calls to say that all of the alarm system has gone down, you can hardly say to the boss “Sorry, but if you calculate the return mileage and the time it will take to negotiate the busy M25/A21 junction at this hour, I’m technically at liberty to tell you and the client to wait until tomorrow when I should be able to fit it in after a more leisurely drive from my home unless of course you are willing to increase my wages this month, although strictly speaking I would be infringing the very health and safety ruling set up to protect me in the first place if I were to accept this proposal as running on this rate of working time I will exceed my 48 hours designated time by ten minutes.” Good luck with that.

Outdoor PIR cameras detect and record intrusions RSI Video Technologies has announced the launch of two new outdoor PIR cameras (MotionViewers), the OMV210 for the commercial market, and the OMVC200 for the residential market. The MotionViewers are battery-powered PIR motion sensors with integrated digital video cameras and infrared illuminators. They are designed to detect an intrusion, instantly record a 10 second video clip, and wirelessly send the alarm and video clip to a central station via a 2G/3G enabled control panel (IP also available). The central station operator views the video to verify a crime in progress and can initiate an urgent response where required. Outdoor environments are particularly prone to generating false alarms and unnecessary call out charges, and these can be avoided through relatively low cost video verification solutions. Products enable HD upgrades over IP or coax Dedicated Micros has released four CCTV products to the UK surveillance market providing a future proofing benefit by enabling HD video upgrades over either or both coax and IP. Essentially this means that end users are no longer limited to using only IP – they will have HD video no matter what the network infrastructure looks like, whether it is coax or IP. The products include an enhanced version of the SD Advanced hybrid DVR with HD analogue and HD IP support in models over 6TB. Also being released are the Ice2 HD analogue camera range, the SmartVu IP camera range with remote focus as standard and the SD Advanced NVR, which provides desktop HD video surveillance for up to 32 SmartVu IP cameras. his camera is an internal 5MP dome of the Tyco “illustra” range that covers internal and external domes and bullet cameras for the majority of installation requirements. It is promoted for its high definition image capture along with low light performance, wide dynamic range and ease of installation. Face and motion detection are provided as a means to improve event evaluation.

Set-up

Three captive screws hold the dome’s bowl in place; once removed this is held in place by a flexible strap that can be easily removed using a small cross-head screwdriver but the screw and its washer are very small and not captive so care must be taken to avoid loss. Three further captive screws hold the main dome body into the base. These main securing screws are all of the Torx T20 security format so can be released using the supplied bit in a suitable interchangeable screwdriver. The camera can be powered from 24v AC or PoE. For these tests PoE was used. The camera takes approximately 40 seconds before any network activity lights activate, then once operational the camera can be accessed via a standard internet browser or the Connect application. Push-fit connectors are provided for Power input, Alarms and Audio if these functions are used. The supplied conduit adaptor plate attaches to the casing to provide sturdy protection of these connections if not base mounted. While the manual gives the default IP address as 192.168.1.168, DHCP is also set by default so if setting up on a customer or test network this may be automatically allocated within the local subnet. The Connect software will allow discovery of the device details if unknown, along with any other devices that use the ONVIF WS-Discovery protocol. The Connect software failed to load onto a Windows 10 PC but this was not investigated further as it was not specified to operate beyond Windows 8, and no mention was given to Windows 10 in the release notes. Loading onto a Windows 7 PC went smoothly with the camera being immediately found.

The camera performed well with discernable colour being observed well below 1 lux light level with the IR turned off and the camera forced to Colour mode. In Night mode the IR illuminators gave good results when observing a target at 15 metres.

The Tyco Illustra 5MP Mini Dome The camera body measured 36°C and the head 34°C after over two hours of operation so temperature control is well managed. The manual is clearly written with good examples and even provides (unsupported) information on stream monitoring using the VLC player which could prove beneficial for system diagnostics. During testing it was found that for a number of the picture functions and perhaps all, the browser windows showed default settings rather than those stored in the camera. This meant that it was not possible to determine if the IR illuminators were enabled or not. These had to be cycled off and on to ensure that they were enabled. The same was observed for Zoom and Focus settings. During testing of the lens functions the focus control stopped working. Switching between Live mode and back to Setup did not recover the functionality and logging out and restarting a new browser session did not recover focus control. Eventually a full reset was performed. This resulted in a lack of re-connection to the camera. The Connect application was identifying an IP address 192.168.0.19 as had been allocated previously by DHCP but was not linking to the camera. Network activity suggested that the camera was broadcasting IPv6 DHCP connection requests only. After a number of power cycles, the camera did re-connect as 192.168.0.15 after which the DHCP and IPv6 options were turned off and a fixed IPv4 address given. The camera then gave no further start-up problems and the focus issue was resolved. It was also found that images recorded onto the SD card were still showing in the log after deletion (although not available to download). This could be due to some form of Browser Cache issue but they disappeared after a further reset. SD card recordings are made in AVI format which would not be considered an ideal format for evidential use but as a back-up recording method may be acceptable.

Conclusion

The camera performs well and has a wide range of network security features but some of the issues observed during testing may cause problems in complex installations. Using with basic settings and direct into a Tyco control system may avoid some of these issues.

stablished as a business in the UK in 2004, Kewtech has a heritage that goes back into the twentieth century as the Kewtech Directors and many of the staff were originally part of Robin Electronics. Robin had established its reputation with products that were manufactured by Kyoritsu. When Robin was acquired by Fluke, Kyoritsu and the previous Robin UK management team decided to create Kewtech in order to manufacture and market quality test equipment specifically designed for the UK market. Kewtech is owned and managed by the original founders and employs a team of more than twenty UK staff designing, developing, testing, marketing, selling, repairing and supporting Kewtech products throughout the UK, based in offices in Chesham, Doncaster and Lincoln. The Kewtech KT116 multimeter and temperature probe can be used to carry out measurements of DC voltage, AC voltage, DC current, AC current, resistance, continuity, diode, capacitance, frequency and temperature measurements. We asked David Pascoe, Technical Supervisor at Amthal Fire & Security to spend some time using the unit to give us his expert opinion on its performance and build. He told us: “Overall, it’s portable and very lightweight despite being packed full of different testing functions. It proven to be a great tool for use in the field and includes multiple measurement ranges for each available testing parameter. It also included a handy data hold feature, which will store test data on the screen for easy reference.” This DMM is an autoranging multimeter, features a large rotary dial for changing between selection modes and it also comes with the ability to calculate MAX/MIN values when tests are being carried out.

Into the fire... This month we talk to Ian Moore, Chief Executive Officer at the Fire Industry Association (FIA), about joining the trade body and the need for training and certifying installers an Moore is well known by many in the fire and security industry with a 25-year career behind him including, most recently, a spell as Managing Director at Elmdene International. In September 2015 Ian joined the FIA, the notfor-profit trade association which has the aim of promoting the professional status of the UK fire safety industry.

I

How are you settling in to the new position at the FIA? It is all going really well, although it does feel slightly alien being here as I’m used to working for a commercial company looking for profitability and generating revenue for the shareholders, so my role at the FIA needs a little bit of a change of mindset! For example, as a managing director of a business you look for ways to improve efficiency and the bottom line, in a trade organisation the dominant factor is member satisfaction; we are paid by the members so it is our duty to be the secretariat and represent the members’ needs. I’m finding that the fire sector is quite splintered because there are so many facets to the fire alarm industry. It’s a similar picture for the security market with CCTV, access control, intruder etc. all working in their own interests. With fire we see distinct differences ranging between the established portables market and the innovation-led electronic fire technology companies. This situation alters the way in which we talk to the Government about change and the acceptance of standards. It has been an interesting month in the job so far, however I feel like I’ve spent most of my time learning all of the vast numbers of acronyms that the fire industry has! When I was Chairman of the Export Council at BSIA we had a lot of acronyms to deal with but in fire there seems to be an overwhelming use of them. What are the initiatives that the FIA has running at the moment? There are quite a few currently on the go however one of the most exciting ones is

research we have funded with the Scottish Parliament working with their Fire and Rescue Service. The reduction in false alarms is now as important as ever; firstly for public confidence that should an alarm activate, there is not the known delay in reacting “just in case it is a false alarm” which loses vital seconds; this is also now compounded by the ever increasing need for efficiencies in the Fire and Rescue Service, specifically attendance to alarms. We chose the Scottish Fire and Rescue Service as they attend every site following an alarm activation which is not the general trend in England (it varies regionally as to which alarms are responded to). Attendance to every activation was the perfect vehicle for us to investigate unwanted alarms. The biggest problem with Services attending alarm activations is the frequency of unwanted alarms and their impact upon efficiencies and cost. The FIA have organised and part funded investigation into fire activation listed as “false alarms”. The industry knows well that many are not false alarms (as the detection device and system activates as designed) but are “unwanted alarms” created by, for instance, change in use of a room that creates different environmental conditions not previously considered. The research the FIA has organised is for accurate information, which is difficult in the heat of the moment (excuse the pun), as to the exact cause of the false/unwanted alarm so we can analyse how we can best as an industry, reduce as much as possible these unnecessary call outs while still retaining complete vigilance. Further on the false alarm – unwanted alarm statement, one thing important in this research is that we must move away from the term ‘false alarm’ when describing an unwanted alarm activation. An ‘unwanted alarm’ is, the vast majority of the time, the technology doing exactly what it is supposed to do, just in the wrong circumstances. For example if you accidentally break the glass on a call point and set off the alarm, the system itself is working

perfectly when the alarm sounds – it was the cause of the activation that was the problem. As there is often an activation problem with alarms perhaps we need to look at placing safety covers over call points to prevent people from accidentally raising the alarm? We also need to look at the types of detectors involved and whether they are suitable for the environment in which they have been installed. Once the research work is completed we will be in a much better position to make some statements on the key areas that need addressing to reduce the number of unwanted alarm activations. Is the fire industry one in which a high profile event can change the way the sector operates? I think it is. One example is that last year EN5423 came in for the use of strobes with sounders in the UK so that the hard of hearing would know when an alarm was sounding. This was on the back of the US legislation that all public buildings should have a strobe with a sounder. So this became mandatory in the UK and a few companies developed a fully approved range ready to fit, but very few are installing them. There is nobody to enforce this, however it will only take one fire where a hard-of-hearing person is killed or injured by the fire and the industry will jump on it. Another concern is the situation that has resulted from the Regulatory Reform (Fire Safety) Order 2005 when the responsibility of ensuring the premises is as safe for the occupants and visitors as possible falls at the feet of the owner/agent/user of the building. The Fire and Rescue Service used to inspect and report on what needed to be done to make the building safe and subsequently issue a certificate once those works had been completed. This is no longer the case and Fire Risk Assessors are now used to investigate the risks and issue a report (this is meant to be all encompassing covering, but not limited to, identifying areas of risk, procedures, equipment, testing, training etc.) and the responsibility to ensure these recommendations are implemented become the responsibility of the building’s owner/agent/user. As the risk assessment is now the real foundation for a safe building, the work involved should not be taken lightly and a professionally trained and tested individual is vital for a successful outcome.

The bigger customers will not use anyone but an authorised expert for fire safety but unfortunately not everyone operates like that. Using an unqualified Fire Risk Assessor could result in a failure to properly carry out a fire risk assessment, an occupant of the building or someone in the immediate vicinity is then put at risk of death or serious injury in case of fire, an offence is committed which can lead to a heavy fine or, in serious cases, imprisonment. This is why the FIA champions the use of suitably qualified fire risk assessors and run fire risk assessment training courses and encourage our members to use the FIA logo to raise the standard of safety across the board. How will fire safety systems continue to evolve? Technology will always move forward. A clear case of this is with smoke detection where we used to have ionisation systems which have been replaced (initially due to low levels of radioactivity) by today’s multi-sensor units that detect smoke particles, carbon monoxide and heat. The whole idea is to detect fire as quickly as possible without raising any unwanted alarms. There are a number of different ways to detect a fire or smoke but despite what manufacturers might say there is no ultimate panacea for fire safety: there is no one product that is suitable for every application. I am in a unique situation in order to say this as we won a Queen’s Award for Innovation for the first commercial video smoke detection system and I know that the technology is not the best system to use in all environments. As an example, if you have a small, enclosed area you would probably use a point smoke detector, if you have a higher area and you want to cover a distance you can use a beam detector, if you had a high air flow area you would use an aspirating system and if you had an aircraft hangar you may choose video smoke detection maybe supplemented with heat detection. There are some great innovations and ideas coming to the market all of the time, but they must be linked with the right application in the right type of room with the correct design and installation. It is great being at the FIA and seeing the new innovations come on board and hearing about the improvements in fire systems, which ultimately mean that the safety of all of us is improved as well.

As if it is not bad enough that people are preying on the vulnerable, they are also damaging the reputation of our industry. Unfortunately, because of the nature of our industry and social medial, there is not a lot we can actually do to control consumer contact and scare-mongering tactics to sell sub-standard systems. As industry professionals we are well aware that most security systems are traditionally a ‘grudge’ purchase. Whenever residential and commercial customers purchase a security system, it is most often following local intruder activity or related publicity around criminal activity. If people felt completely safe and secure in their homes, they would not buy a security system. Clearly what we can do as industry professionals is to ensure that customers understand what a reliable, warranted security system should provide, and what professional installation and service should consist of, to undermine and prevent the selling of cheap, shoddy systems unfit for purpose. We can continue to work collaboratively with NSI and SSAIB and their approved installation companies. By keeping them updated with all the latest new and existing solutions, trained to the highest level and offering after sales support, we ensure that the public are fed the right information by the right sources in regards to what they need from a security alarm system. Furthermore, as an industry, we can continue to vehemently condemn such techniques and push the right information on far-reaching platforms such as social media. As technology and home connectivity improve, the attitude of the customer is likely to shift from a ‘grudge’ purchase to a lifestyle purchase. As we move forwards the security system will become part of an integrated package of home/business automation and monitoring through IP, cloud and app infrastructure. Like in all industries, as purchasing patterns will change, the issue of fraudulent selling and misrepresentation will change with it. It is only the continued presence of a buoyant, professional and truly competitive industry that will be able to keep that threat from taking any substantial hold of customers.

Brett Ennals – Cento Group Fortunately these cases are in the minority especially security industry related ones, however, when they do occur they generally gain a great deal of press and bad PR and do not assist our industry and all the benefits we have to offer. Knowing the security industry and the companies in it, I would guess that the organisation who embarked upon this sales campaign would be one that sees the security industry as new business and are trying to gain a foothold. These sales techniques are generally used by home improvement companies who probably now feel security is a nice bolt on. The majority of our peers would sell in a consultative manner rather than using this modus operandi. Entry into the domestic "bells only" security space has a relatively low barrier of entry and maybe this needs to be raised to the same level as signalling system. Mandatory third party accreditation, codes of conduct as well as educating the consumer so they are aware that they need to deal with a third party approved company would assist. Unfortunately you will never stop the wide boys who think they can make a fast buck, they should be named.

Yet again we are hearing of dubious techniques being used to sell burglar alarms to the public. What can be done to stop such companies from ruining the work and image of professional businesses? The PSI Panel is in session…

Those organisations who adopt unscrupulous sales tactics to sell burglar alarms are behaving in a way which could have serious implications on the credibility of our industry. Thankfully there are a number of tools we can use to combat this. The first option is naming and shaming, which can be done through both the national and the local press, another is to impose tougher fines on those companies who breach consumer and Eu Directives - ones that are worked out as a percentage of a businesses' turnover, rather than being a set amount. This may sound extreme, but it would have a real impact and stop incidents like the one in Market Harborough from being repeated too widely . But punishing those who exploit or intimidate consumers is only half the battle. We need to convince the public that this is rogue practice, educate them about how to select the right organisation and give them the confidence to question any unethical behaviour they may come across. One vehicle that promotes companies who are both third party accredited and uphold a code of conduct is the government endorsed standard ‘Trustmark’. I would suggest more firms should sign up to it so we can build a nationwide, government-backed register of approved companies, which would maintain a commercial level playing field and promote working to the highest possible standards. It would also have the benefit of positioning those businesses who try to exploit or intimidate consumers as a very clear minority instead of undermining the reputation of what is a highly professional industry.

These types of activities are nothing new and the bottom line is that they are an unwelcome side effect of an unregulated industry. Selfregulation means that competition and profit maximisation are given free reign and can, if left unchecked, become the dominant force in selling, installing and maintaining intruder alarms to the public – sometimes at the expense of quality and service. When it comes to the installation sector, the fact that there are no barriers to entry can obviously lead to some unscrupulous practices. There are, however, standards that have been clearly defined and should be adhered to. One of the regulatory factors is the insurance industry and householders who wish to benefit from lower premiums need to have a correctly specified and installed system, and ensure that any work is carried out by trusted professionals. This becomes even more important if a system is to be connected to an alarm receiving centre (ARC) and false alarms must be minimised. It is also important to remember that it’s not just the ‘Bodgit and Scarper’ type operations that

For decades we have seen unethical opportunist salesmen latch onto double glazing, roof coatings, insulation, solar power and now, it seems, intruder alarms as a vehicle to exploit the vulnerable in our society. The pattern of behaviour is the same whatever the product: cold calling, exaggerated claims, huge time-bounded discounts, aggressive persistence, unrealistic promises and, ultimately, poor execution. These scavengers have another common characteristic; they are parasites passing through the industries they infect. Like intestinal worms, they bring no benefit to the host before they move on to the next victim, leaving a weakened and damaged entity behind. Reputation, once blighted by such behaviour, is almost impossible to repair. Many in the security industry are aware of the amount of effort that has been expended over the last thirty years to clean our own house, putting in place a regulatory framework and driving standards higher. We should therefore, as a body, be outraged that the collective work of a generation is now being exploited by others as the next “get rich quick” scheme, with no regard to the long-term damage being done to industry standing. The solution, I believe, is to inoculate ourselves against such infection with the vaccine of professionalisation. Compulsory barriers to entry into the industry, with minimum academic and vocational requirements, effectively applied through a more comprehensive licencing scheme, would deter the formation of “Bodgit & Scarper” companies. We have to accept that the only reason that we are being targeted is that it remains all too easy to self-declare as a security practitioner. What we have currently is a permissive environment within which such behaviour can flourish. It is somewhat ironic that a body made up almost entirely of risk managers did not see this one coming!

For instance, some of the industry’s big names are well known to be commercially aggressive and have a reputation for practices such as installing hardware at a reasonable price but then charging astronomical fees for maintenance and ARC based services. The sad fact is that once a contract is signed, it is possible to exploit people through high cost extras, particularly with closed protocol systems. People that are restricted in terms of who they can employ to maintain a system could easily be exploited and, all too often, are. Where maximising revenue stops and dubious selling techniques begin is a moot point, however, I think most people know where to draw the line. When it comes to doing something about those who cross that line, the options are limited and within an unregulated industry there will always be horror stories from time to time. My advice would be caveat emptor – let the buyer beware.

Every industry has its 'cowboys' whether they’re builders, plumbers, gardeners and carpenters. Increasingly more cowboys seem to be exploiting the security industry too. Whether their motivation is to make a quick buck or to gain access to a property, to stake it out and later burgle, it’s concerning to see more and more stories crop up. Such behaviour will, undoubtedly, have a knock-on effect if action isn’t taken by the industry as a whole. Of course, if customers are educated about the risks and savvy to stick by some rules, it would also help to make it difficult for rogue operators to conduct their business – that way the industry could dodge a bullet. Websites that list local trades people do often include security alarm and CCTV installers. They’re a great place for the public to start. The public could also ask for accreditation from the likes of the NSI, SSAIB and BSI to make sure that their installer runs a legitimate business and installs to a high standard. Within the security industry the SIA could more to individual licence installers, as they already do security guards and CCTV operators. For Farsight, as a remote monitoring station, this is a requirement and it ensures our operators are highly trained and qualified to do the job they do. With people’s and businesses’ security on the line, it may be a necessary measure.

A boost for biometrics Biometrics has much to offer for high security applications and the widespread use of the technology in modern mobile phones is breaking down barriers

O

ver the years, the use of biometrics in security applications has been hampered by a number of factors, mostly ones that have since been shown to be unfounded. For example there is a reluctance to use biometric readers instead of conventional access control readers because of a perceived high cost. Where lower cost options have been available, such as those using thermal sensors which were more competitive than the hi-end sensors, these have not always been reliable. Because of this, biometric readers have not been considered conventional access control systems by many installers. However, technology has improved significantly recently with the introduction of more accurate, sturdy and durable capacitive and optical sensors. As a result, installers are starting to see the difference in quality and reliability at competitive prices allowing them to propose a higher security product and increase their margin compared to other access control readers. Furthermore since the introduction of biometrics functions to smartphones the technology has become so much more commonplace than it was previously that another stumbling block, that of the public fear surrounding personal data, has almost been completely overcome. As with many forms of electronic security there exists the problem of personal data storage, exactly who has access to it and how secure it is. People not familiar with the technology may be concerned that images of their fingerprints are stored in the reader or the software. However,

readers simply analyse the unique features found within the patterns on a person’s finger and compare them to the template stored in the reader. There is no actual image of the finger stored, only data containing the ridges and troughs of the fingerprint pattern. Furthermore it is not just the readers than can check the card and the biometric factors, it is also possible to have the biometric information stored in the access control card itself meaning that the proximity or smart card wouldn’t work unless verified by the authorised person’s thumbprint on the card. Developments in smartphone biometric technology have also seen the option of not only fingerprint recognition as in the devices of a few years ago, but now also other methods of confirmation. This is good news for professional biometric access control applications too as this will bring to the public the same level of understanding as phones with fingerprint readers did, with other forms of biometrics and data storage. Dr Stefan Margott and Wolfgang Schnabel, Marketing Manager at Osram revealed recently that as people continue to store important personal and professional data on their smartphones, making sure this data is secure has become an important factor when designing these devices. We are starting to see a range of biometric methods being deployed across the market to help people keep their smartphones secure; technology such as fingerprint scanning and voice recognition have often been popular choices

when trying to offer customer’s a safe and simple solution, however these have proven to have issues. Fingerprint scanning and voice recognition have been shown to be temperamental, due to the fact that they struggle to offer the user friendly solution people want and are more fallible than many would like. Because of this, iris scanners are increasingly becoming a key focus for manufacturers as they look for that convenient and secure method to make sure users can keep their devices protected. Through infrared LED (IRED) technology, companies now have the capability to create consistent, reliable systems. The reason that Iris scanning technology provides such a secure solution for protecting your smartphone is because the method is far more reliable. For example, the iris pattern does not change with age and is also not subject to any external influences such as injuries, unlike fingerprints and vocal chords, which can become damaged or change with time. This is highlighted by the fact that the rate of false rejections – when an authorised user is rejected – through iris recognition is below one per cent. Additionally iris recognition is considered to be extremely forgery-proof, due to the fact that the iris cannot be replicated or leave marks on the screen, unlike fingerprint scanners which could be outsmarted due to fingerprints that the users themselves leave on the touch screen. The technology involved when designing iris recognition systems is highly detailed; so many factors need to be considered so that the process is simple and secure. High-contrast camera images are an important requirement for iris scanners, in order for the iris pattern to be read with the highest reliability. It

has to be considered that the image contrast depends on the eye colour and on the wavelength of the used light source. For brown, the most predominant eye colour worldwide, very good results are only achieved with infrared light. Blue and green eyes are, however, best reproduced with visible light, this previously held the technology back. However, the technology has now developed so that any coloured eyes can be recognised through one system. Infrared illumination allows smartphones to obtain highcontrast images for all eye colours, while the typical reflections of the cornea, which can have an interfering effect on the iris recording, are minimal in this spectral range. A central requirement for the reliability of iris scanners in any device is that the achievement of an image contrast is as high as possible, and this is no different when it comes to putting it into smartphones. The necessary irradiances at the eye have to be realised with minimum space and current use. Such a design can succeed with IREDs specially designed for that use, which not only deliver high optical performance, but also enable a highly efficient system with their radiation characteristic. People are becoming more security conscious when it comes to their smartphones and as they continue to become an ever more standard part of our day-to-day lives, this is only going to increase. The good news is, however, that systems are being developed that can ensure people’s private information is secure. Iris technology gives users the best of both worlds, it provides all of the security with none of the hassle or risk and as the technology continues to develop, we will see it become a prominent fixtures on the smartphones for a long time to come. And along with this increased use of biometrics in our private lives will come the breaking down of more barriers to biometric business in the future.

Teaching cameras to wink In our September edition we looked at how manufacturers develop new technologies for the market. Here, with the help of Karen Sangha of Panasonic Security Systems, we find out how advances in CCTV technology have created additional challenges for manufacturers to overcome

T

he closed design of controllable cameras with a watertight dome has been established in recent years and the use has become widespread. These cameras – commonly called speed dome cameras – are characterised by various functions, which include 360-degree rotation, but also often very powerful zoom lenses. These, and other high-tech performance features, have made this camera design an almost indispensable component in many current surveillance systems. The compact design of the camera head in speed dome cameras enables super-fast pan and tilt movements with negligible mechanical vibrations in contrast with other types of pan and tilt heads, which sometimes have to move significantly more kit (such as the camera, protective housing as well as other superstructures and attachments). The agile speed dome cameras stand out in this regard, due to the excellent ratio between the amount of force required and the level of control that can be achieved. Ultimately, this also results in a lower overall weight, which in turn makes for a more simple assembly. However, where there is light, there is also shade. These cameras also have certain disadvantages that manufacturers, installers and operators, have to deal with. The camera head, generally consisting of a lens, sensor and servomotors, must be protected against environmental conditions such as dust, moisture and corrosive substances. Therefore, a protective dome made of a fully or semitransparent material is fitted. Whilst this seals off the housing against interfering environmental

influences, the material used for the dome adds a layer of refraction and consequently affects the path of light in the lens. It thereby becomes part of the camera's optical system and directly influences its perception. The dome is formed as a hemisphere so that its distorting effect is kept to a minimum. The lens is positioned at the centre of the hemisphere so that the optical conditions are the same everywhere, irrespective of the selected angle of view of the camera. This means that the distance between the lens and dome, and consequently the path of light beams, does not change as the camera pans and tilts. To ensure the camera has clear visibility, it is also extremely important that utmost care is taken when producing the dome to ensure that any irregularities in the material do not lead to streaks or different layers of thicknesses. Both would lead to visible image distortion. Manufacturers are aware of this problem and have become very good at dealing with the challenge. It is also clear that the hemispherical curve of the dome brings the following disadvantage: It is virtually impossible for the camera lens to have a direct horizontal alignment without covering part of the image as the angle of view is partly covered by the camera housing. In certain cases, this issue reduces the application range of the camera and/or the maximum distance that can be surveyed. The solution to this problem is to modify the

dome's geometry. This involves elongating the typical hemisphere so that it becomes more cylindrical. As before, the optical system's centre of rotation is in the middle of the hemisphere. By extending the dome, however, it is now possible to have angles of view that are horizontal and in an upwards trajectory. This configuration creates a new problem. The distance between the lens and the dome is no longer equidistant at certain angles of view. This results in double images which lead to a drop in performance. The solution to this problem is an artificial eyelid that extends mechanically for particular viewing directions and blocks part of the incoming beams of light. This "blinking" prevents poor double images. Speed dome cameras are a good tool for the controlled surveillance of large areas because of their relatively large focal lengths combined with their pan and tilt properties. As a result, they are often installed very high up. Whilst this puts them out of reach of vandalism, it also makes them difficult to maintain. The domes become dirty during operation due to particles in the air. The cameras often have a peripheral edge to provide protection against vertically falling rain. However, condensation through fine mist droplets, flurries of snowflakes, and, of course, rain brought in by side winds leads to dirt particles settling on the surface of the dome and remaining there after the moisture has evaporated. Domes should therefore be cleaned once or twice a year depending on environmental conditions. There is no practical solution to this problem as the shape prevents the use of a wiper. However, the amount of dirt can be reduced considerably by using a special rain wash coating, which is applied very carefully to the dome to ensure that moisture can run off more easily. This reduces the amount of fluid that is able to remain and dry on the dome. It also means that dirt

particles stuck to the surface are easily washed away during the next heavy rainfall. Cleaning a dome with such a coating is as simple as a quick spray with clean water. Every camera contains a certain amount of air in the housing and therefore can contain moisture. Enclosed speed dome cameras must not be opened for commissioning. Fixed dome cameras, on the other hand, have to be opened in order to be optimally aligned. Consequently, there is the risk of moisture in the camera condensing on the inside of the dome and causing fogging. This issue is generally dealt with by using drying agents or semipermeable membranes. However, drying agents can only absorb moisture up to a certain saturation level and therefore have to be replaced from time to time. Even more effective than semipermeable membranes is the use of active dehumidifying elements. These elements work according to an electrophysical principle: the water molecules are split into oxygen and hydrogen. Driven by a low electrical voltage, the hydrogen atoms migrate through a semipermeable membrane out of the housing and combine again with the atmospheric oxygen to form water molecules, leaving only a small surplus of oxygen molecules in the housing itself. Cameras that need to be opened for commissioning or maintenance (usually fixed dome cameras), and are subject to constant reabsorption of moisture in the housing, are therefore practically able to dry themselves, reliably and actively, within a short time after switching on. In contrast to drying agents, the active dehumidifying elements also have the advantage of not having a limited short-term life span. In summary, as CCTV technology advances, so to do the side effects brought about by this progress. As you would expect, manufacturers have responded to this challenge in the blink of an eye.

Having studied the Value Chain at the Kent Business School, we are very keen to utilise and promote it. Is third party accreditation beneficial to your company? We work with several construction and utilities companies, so for Secure Engineering, third party accreditation is essential. It also has the benefit of providing an extra level of assurance for new customers. What would be a typical project for you? It’s hard to pinpoint a typical project as our products and services are so diverse, and customers vary from water treatment sites, and metal refineries, to local councils and transport services. We specialise in creating tailored systems that meet customers’ needs, whilst integrating into their existing business setup. Are there any common requests from customers that give you problems? The most frequent problem that we encounter is related to time constraints. Security systems are very much in the background for most of the year, but if an incident occurs, it naturally becomes the most important factor. Some quotes are considered for months or even years on end, but if their business should suffer an incident, they want the work turned around within days. We always do our best to accommodate our customers, but firmly believe that prevention is better than cure in the case of security. Do you think there is a skills shortage in the industry? Any trouble recruiting? We are always on the lookout for new engineers to join our team, and it’s important to us that we get the right kind of people, that are conscientious, fun and really care about the quality of their work. In recent years there has been a noticeable skills shortage, as young people lean more towards university. There does seem to be a shift now to celebrate more practical skills, and we are embracing this trend by adding trainee engineers to our team. This allows us to expand our workforce, whilst coaching young people in

the unique way that we work. There really is no substitute for practical experience. What is the security industry’s biggest myth? Everyone in the company knows each other well, leading to excellent communication and a great working environment. What would make your job easier? t’s difficult to go anywhere these days without being reminded that we are living in a connected world which allows us to go online and do a multitude of tasks, find the answer to almost any question and also improve our safety and security. Mobile phones have become a major part of the security industry offerings to customers with just about every manufacturer bringing products to market that have some form of remote monitoring via a handheld device. These are a boon to installers as well as their customers as they represent a valuable source of recurring revenue - vital for continued success in a sector that offers a host of different methods of achieving the same result. It is this wide range of options that we like to focus on in PSi and PSiX outlining the choices that you, as installers, can promote to customers to give them the results they want. For example we all know that you don’t have to offer IP cameras to get HD and you don’t need to pull out coax cable to be able to offer remote services. What’s best for one customer might not be best for another, so in this edition we again look at some of the options available to make security a reality - mobile or not. Connectors for convenience

Luso Electronics has announced the availability of right angle and vertical mount RJ45 connectors with integrated magnetics from Elec & Eltek (E&E). The new series of Magnetic Integrated Connectors (MICs) are available in Power over Ethernet (PoE) and higher power PoE Plus (PoE+) versions delivering Fast Ethernet (10/100) and Gigabit Ethernet capability.

The magnetic jacks serve a variety of IP phones, access points, network cameras, industrial, building control, network and telecom equipment applications. They are compliant to IEEE802.3, RoHS, REACH and ELV standards. Are you carrying? As mobile phones are everyday lifestyle items these days, would security professionals benenfit from carrying one too?

CCTV and recorded surveillance footage are great for retrospectively catching people out, but as a first response tool, it does have limitations

I

t was announced recently that after a successful trial run, all police officers in Lancashire would soon be equipped with 4G enabled smart phones. That means around 2,000 officers will now have Samsung Galaxy Note 4’s on them at all times and is just one part of a £10.1m IT update from the force. This massive outlay from the police obviously indicates just how useful they believe smartphones will be as part of a policeman’s arsenal now, and in the future. Inspector Dave Hannon who took part in a pilot scheme for the project said “What this does is free us up from police stations and allow us to access systems while we are out and about”. It begs the question, if in the future all police will be using these readily available devices, should security professionals follow suit? Private security is a different game to policing. There are different restrictions and challenges to the jobs but that doesn’t mean that each profession shouldn’t take notice of innovations in the different fields. There’s inevitably also a lot of crossover in the types of work that they do too. If we compare a police officer and a security guard they often have very similar responsibilities. Evidence collection is mainly down to the police, but there will also be instances when

security professionals have to collect their own. Say a security guard who sees somebody committing criminal damage to the property. Using a smartphone they can take video footage of the incident taking place and after contacting authorities and dealing with the perpetrator can take photos of the damage and share them easily with others. This ease of investigation and evidence storing is extremely useful and could especially be so for confrontations. Police already use body mounted cameras to film protests and arrests so that they have evidence of events. If for instance doormen used smart phones this might lead to greater accountability in the profession, but also as a deterrent to would-be troublemakers. Surveillance is somewhere new technology comes in to its own. While CCTV is an invaluable tool to security professionals it does mean there are many restrictions to how and when footage can be viewed. CCTV and recorded surveillance footage are great for retrospectively catching people out, but as a first response tool, it does have limitations. If you’re sitting in a large building’s CCTV room and you see some sort of security breach by the time you get out to see what the issue is, it may be too late. With the introduction of new interfaced apps with video recording systems, smartphones can now be used as mobile recording and viewing screens meaning professionals can continue with waling patrols of the building while still keeping an eye on cameras elsewhere. These apps can also give employers and installers’ insight by allowing them remote access to camera feeds. Instead of installing complicated and expensive security systems to control camera movement and recording it might end up being cheaper to configure equipment with smartphones and adapt them to use as a remote for example. Anthony Neary, an expert at security product provider The Safe Shop commented that “Smartphones can be so useful for remote viewing of surveillance cameras. I think in future they’ll become more integral to security strategies and make it much easier for security professionals to do their job, you can do everything on the go!” Smartphones are integral to most of our lives now and they help us with everything from finding recipes and facts to watching and making videos. With new apps and technology making them more and more useful the security industry should think seriously about making a call, and equipping the workforce.

A SOUND UPGRADE PEL Services has completed an upgrade to the Public Address (PA) and Voice Alarm (VA) system at Reading’s Hexagon Theatre, an architectural asset of the burgeoning Berkshire town. At the same time, the security systems already in place were refurbished to provide the premises with greater protection out of hours.

he Hexagon Theatre was built in the shape of an elongated hexagon in 1977 and is a multipurpose theatre and arts venue with a maximum capacity of 1,200 seated. Outside the performance-space, the many levels and accessways make for a complex acoustic environment. The particular age and architectural character of the largely solid-concrete structure of the building produced some additional challenges along the way. PEL’s engineers designed, supplied, tested and commissioned a multiple zoned Bosch Praesideo PA and VA digital system, designed to take care of the Hexagon Theatre’s visitors, performers and staff, from backstage to front-of-house. The quality of the system, design and

installation enables the Theatre’s many spaces to be filled with intelligible sound, notably including useful improvements to the show-relay into dressing rooms and artists’ corridor, as well as VA readiness for all corners and levels. The Bosch Praesideo system was ideally suited to the Hexagon Theatre as its 'daisy-chain' network (topology) means system elements can be connected to virtually any point and any type of equipment to be located wherever most suitable in the building – including the many corners in this unusually shaped building. The system features 150 discreet low-profile speakers and a number of line column speakers which have replaced some of the previous cabinets to provide more efficient sounddistribution while actually reducing the total number of speakers. Energy savings have also been made with this new system, with the control rack reduced from a 6ft tower to an efficient and compact unit less than half the size, even saving on space at the side of stage. Over 10,000 metres of cable was used in the installation, giving an indication of the size of the overall project. All installation took place without disription to performances and the result is a future-proofed, optimised PA and VA system for the theatre.

The weakest link? I

nformation Technology decision makers (ITDMs) believe wireless networks to be the most vulnerable element of the IT infrastructure, according to a survey from Fortinet. Nearly half (49%) of respondents ranked wireless networks as most exposed from a security standpoint, in contrast to just 29% for the core network. The Fortinet survey also reveals that insufficient wireless security is a concern for almost all (92%) of the CIOs polled; hardly surprising given that more than one-third of the enterprise wireless networks put in place for internal employees, do not have the basic security function of authentication in place. The findings come from an independent survey of over 1,490 IT decision makers at 250+ employee organisations around the world. All respondents were sourced from independent market research company Lightspeed GMI’s online panel. According to the survey, wireless networks are ranked as the most vulnerable IT infrastructure, with the highest proportion of ITDMs (49%) placing it in their top two. Respondents positioned wireless as significantly more vulnerable than corenetworking infrastructure, with just 29% of ITDMs ranking this highly. Databases (25%), applications (17%) and storage (11%) infrastructures were considered amongst the least susceptible from a security standpoint. In addition, 37% of global ITDMs polled do not have the most basic wireless security measure of authentication in place. A significant 29% and 39% of enterprises respectively, overlook firewall and anti-virus security functions when it comes to wireless strategies. Other security measures deemed critical to core infrastructure protection, such as IPS (deployed by 41%), application control (37%) and URL filtering (29%), play a part in even fewer wireless deployments. When considering the future direction of their wireless security strategies, the majority of respondents said they would maintain focus on the most common security features – firewall and authentication, while demand for more security is emerging with 23% prioritising complementary technologies – IPS, anti-virus, application control and URL filtering - to guard against the full extent of the threat landscape. Of the ITDMs surveyed, 83% are concerned their existing wireless security is not sufficient, with CIOs reporting the highest level of concern at 92%. Despite deploying the highest level of

security of all the regions surveyed, ITDMs across APAC are the most concerned about their wireless security with 44% stating they are very concerned, in contrast to 30% in the Americas, and 20% in EMEA. Globally, ITDMs reported varying confidence levels in wireless security; China tops the board with 71% ‘very concerned’, compared to just 13% in Japan. When asked to cite the risks of operating an unsecured wireless network, 48% of ITDMs considered loss of sensitive corporate and/or customer data as the biggest risk to their organisation. This was highest at 56% in APAC, in contrast to the Americas at 45% and EMEA 42%.

Cloud management Wireless infrastructure governed by a premisebased controller is a thing of the past according to the findings, with on-site wireless controllers the least common form of management (28%). This trend for cloud-based management looks set to grow further, with only 12% of enterprise ITDMs refusing to trust the cloud for such critical management in the future. Of the cloud-ready respondents, 58% would want to use a private cloud infrastructure for wireless management and 42% would outsource to a third party managed services provider. 14% of those considering outsourcing would only do so provided it is hosted in the same country, leaving 28% happy to embrace wireless management as a public cloud service regardless of geography. Nearly half (43%) of ITDMs polled provide guest access on their corporate wireless networks, with 13% of these organisations doing so without any controls whatsoever. The most common form of guest security access on corporate wireless networks is a unique and temporary username and password (46%), ahead of a captive portal with credentials (36%). “The survey findings indicate that despite the growth in mobility strategies, wireless security has simply not been a priority for enterprises to date,” said John Maddison, vice president of marketing products at Fortinet. “As advanced persistent attacks increasingly target multiple entry points, and the cloud becomes more prevelant, it’s not an oversight organisations should risk any longer. Wireless must be considered as part of a holistic security strategy to ensure broad and consistent protection for users and devices over wired and wireless access.”

Camera developments revealed for 2016 release

Canon Europe has announced that its parent company is developing a network camera which allegedly makes possible the viewing of subjects that the naked eye would have trouble discerning. The network camera being developed will feature a large-aperture ultra-telephoto zoom lens with a focal length of more than 600 mm (35 mm film equivalent) that achieves an F-value of 2.4 to allow large amounts of light to enter. The lens will incorporate aspherical and UD (Ultra Low Dispersion) lens elements that suppress the incidence of chromatic aberrations, which become more prevalent as a lens’s aperture size increases, while making possible a compact lens unit. The combination of the large-aperture lens with sensor and image processor will reportedly enable the colour recognition of a subject’s face at a distance of 100 metres even in dark environments with a mere 0.08 lux of illumination, roughly equivalent to the illuminance of moonlight. By comparison, says the company, conventional night-time surveillance to date has only been possible within a limited range with the aid of infrared illumination, or by using a night mode that only captures images in black and white. Connections Hello Again, Nobody likes price increases but we have been recently informed by Redcare that as of the 15th December all Redcare recurring costs are going up by 5% on the anniversary of each connection. So the price increases will take up to 12 months to be fully implemented across the full estate of Redcare connections.

The iVision+ wireless system from Optex Europe comprises a wireless handheld unit with LCD monitor and a wireless doorbell/camera unit with over 100 meters (330ft) transmission range, line of sight. The handheld units can be housed within a wall mountable charging cradle. A feature of the system is the ability to see who’s at the door and to record images of who called. The new technology contains a micro-USB port PC connection which gives property users the ability to download and view images taken automatically from the inbuilt 2.4inch LCD monitor. By using an additional gateway unit, an installer can connect the intercom system to the electronic door, such that the iVISION+ handheld unit can be then used as door release. iVISION+ can be extended to a system accommodating two door units and four handsets. Grade II listed Empire Hotel gets security upgrade The Empire Hotel in Bath is a Grade II-listed building located close to Bath Abbey and Pulteney Bridge and was used as a Royal Navy postal sorting office from World War 2 until 1990, when it was converted into retirement apartments and restaurants. The contract for the installation of new alarm panels was awarded to Tann Synchronome, who specified MxPro 5 panels from Advanced. Will Jones, Project Manager for Tann Synchronome, commented: “We suggested the MxPro 5 to First Port, the managing agents, as we find it the best panel when we are installing on existing cables. In particular, we find the diagnostic mode allows us to demonstrate to ourselves and the client there are no device communication issues.” MxPro 5 panels can be used in single loop, single panel format or configured into 200 panel networks. The MxPro 5 panels installed at The Empire are approved to EN54 2, 4 & 13. Phil Calvey, regional sales manager for Advanced, said: “The ability to utilise existing wiring loops is a major time and cost-saving feature in a complex project like this one. ” In total, 340 individual components were installed in the new system, which is built around a fourloop MxPro 5 panel. The installation covers the main Empire building, the in-house cinema, fitness centre, and snooker room and hair salon, as well as two restaurants on the ground floor.

CCTV-based system installed for weight restriction enforcement The London Borough of Hillingdon has become the first council to enforce HGV weight restrictions using unattended digital CCTV-based hosted system from Videalert. This is also the first system to be delivered using CEaaS, the innovative Civil Enforcement as a Service solution that utilises the Videalert’s DfT Manufacturer Certified hosted platform, and will play an important role in improving road safety across the borough. The unattended system is being delivered by Videalert as a managed service and will enforce weight restriction contraventions which apply to HGVs exceeding 7.5 tonnes on designated roads. The limits apply to the maximum permitted weight of vehicles so empty HGVs or those with partloads are still subject to the prohibitions. Whitelists enable

‘except for access’ clauses to permit HGV access to local shops, businesses, residential properties for deliveries/removals, etc. ANPR is used in conjunction with video analytics to capture vehicles that disregard the stated weight restrictions. Contraventions are automatically captured at the time they occur and transferred to the hosted server platform without using any council IT infrastructure or communications networks. Evidence packs are remotely reviewed and processed by the council’s enforcement contractor staff using standard web browsers before confirmed offences are sent to the PCN back office system for processing. CEaaS includes the planning, supply, installation, commissioning and ongoing maintenance of all necessary on-street equipment such as digital cameras and all associated communications connectivity. It allows the equipment to be moved and relocated as required to meet Hillingdon’s tactical requirements. “CEaaS provides councils with a cost effective and efficient way to make weight limit restrictions really work,” added Tim Daniels, Sales and Marketing Director of Videalert. “This fully managed service allows additional systems to be installed or existing ones removed to meet local needs without saddling councils with obsolete technology.”

Russian airport utilises IP system for its 30m annual passengers

Over 400 Samsung IP network video surveillance cameras have been installed to monitor activity at the border crossing point of Russia’s largest airport. Domodedovo International Airport, which is located 42 kilometres from Moscow, is used by over 30 million passengers every year. All passengers have to pass though the customs area of the airport to ensure that import duties are paid and to provide employees of the State control bodies with the opportunity to detect smuggling of restricted or forbidden goods. In order to provide employees of the State control bodies with the tools to allow them to deter and detect any criminal activity, the Management of construction and operations of the State Border Facilities of the Russian Federation” (Rosgranstroy) decided that an existing CCTV system should be replaced with an IP network based video surveillance solution. TELROS Integration was awarded the contract to install the new video surveillance system. The images from all the cameras are monitored live 24/7 by officers from a control room situated within the border crossing point area and are recorded in real-time onto a server based system supplied by video recording specialists, ITV. Among the Samsung cameras installed in the customs area were SNP-5300H 1.3 Megapixel IP network PTZ domes which have a 30x optical zoom capability that provide operators with the opportunity to observe close up detail of far away people or objects without pixilation occurring. Other models installed, include the SND-7061 3 megapixel Full HD network dome cameras, the SND5061 1.3 megapixel network internal dome camera and the SNV-6084 WiseNetIII 2MP Full HD network vandal-resistant dome camera, which is designed to be resistant to physical attack.

4K CCTV security for Rugby World Cup fanzone

Universal Systems Solutions has been commissioned by Newcastle City Council to install a Sony ultra-HD 4K camera to provide CCTV coverage of the Fanzone at Newcastle’s Science Central. The installation at the Fanzone has been commissioned to assist in managing public safety at the Science Central site, which has a capacity of 10,000. In addition, Universal Systems Solutions have provided two rapid deployment wireless CCTV cameras. Kevin Bruce, Director of Universal Systems Solutions, stated: “We are thrilled to have negotiated the first ever installation of Sony 4K cameras as part of our ongoing work with Newcastle City Council. The technology we are using to cover the site will help in ensuring that public safety is of the highest levels during busy periods.” Paul Angus, Community Safety Officer at Newcastle City Council commented: “It’s great to have Universal Systems Solutions as a North East based company providing support and safety to the Rugby World Cup Fanzone at such a busy time. We believe this technology, provided by Sony, will really help to improve safety and everyone’s overall experience of the Fanzone and are excited to be the first organisation to utilise it.”

Belfast housing scheme fits smoke and heat alarms

The Parkside Phase of the Limestone Road regeneration project is a scheme to transform an historically volatile interface area of North Belfast. Smoke and heat alarms from Aico’s Ei160RC Series and Ei261ENRC CO alarms were selected by the consultant and contractor for this phase of the development. Each property has been fitted with five Aico alarms, hard wired together for maximum tenant protection and controlled through the use of a single wall mounted switch. Three optical smoke alarms are located in the main habitable areas and escape routes and one heat alarm in the kitchen. The CO alarm is located adjacent to the boiler in each house. Newington Housing Association’s Operation Manager, Anthony Kerr said, “The control switch was a key benefit as residents can test all the alarms safely from one point; it’s a truly user friendly device.” With all the alarms hard wired together, if one alarm on the system is triggered, all other alarms in the same property sound.
