IFSEC goes Dutch

IFSEC organisers have announced that the security show is going on the road to RAI Amsterdam in October 2023 for a new panEuropean security and fire safety event on the mainland. What can we expect for the foray onto foreign shores?

in 2019 the IFSEC event organiser (UBM at the time) announced that a show was planned for September 2021 in Netherlands, called IFSEC Europe. As we all now know, something rather major came along to scupper those plans and those of all of the events on the calendar for quite some time. However following a return to the ExCeL in London earlier this year the organiser (now Informa) has revealed that the new show is back on track for a 2023 start.

While IFSEC International in London will reportedly remain the showpiece event, IFSEC Europe will extend the brand into Europe and focus on tackling the challenges faced by the sector and creating a new environment where professionals can discover solutions to help deliver their projects. According to information from IFSEC, the new event will provide a platform for attendees, exhibitors and speakers to create a focused European security dialogue and address the key challenges faced by one of the world’s most interconnected and diverse markets.

Gerry Dunphy, Event Director of IFSEC International said at the launch: “IFSEC Europe will extend the IFSEC brand into a vibrant market to parallel and complement the London-based IFSEC International, which will remain IFSEC’s centrepiece event. It will provide a much-needed hub for the European security industry and create a new entry point for the European market for the UKbased firms that already attend IFSEC International.

“Amsterdam is centrally located and easily accessible, making it the ideal location for a pan-European security event. In addition, it’s a beautiful, dynamic, and exciting city, so it’s a joy to finally announce a major event there.”

I’m sure like many of you I look forward to finding out which hostelries of Amsterdam prove to be the after-show meeting venues and, no doubt, there will be stories of some individuals wandering off the path into areas of the city that offer other types of attractions than food and drink only to become legendary tales of the event. But does the industry need a new event in Europe? Well, some shows do have the feel of being mainly aimed at the countries in which they are being hosted even though panEuropean deals are key. With Brexit and new levels of bureaucracy to deal with, along with complicated supply chains and rising fuel costs, there is work to be done to achieve European-wide success for UK businesses. For those looking to work, sell into and partner with all of our overseas cousins IFSEC Europe could be the event to suit the modern industry’s needs.

BSIA expands its membership of Euralarm into Services Section

The BSIA has expanded its membership of Euralarm into its Services Section. This section provides a direct link to all services associated with installation, maintenance, and monitoring of security and fire systems across Europe and internationally.

The BSIA was already an active member of the Euralarm Security Section, representing the interests of manufacturers in regulatory and standardisation matters. The BSIA also represents the views of their members in their horizontal compliance, cyber security and marketing task groups.

ADI announced as distributor of Veracity product lines across EMEA

ADI Global Distribution has announced a new distribution agreement that will give its customers across EMEA access to Veracity’s transmission and installation tool product lines.

Investing in better technology leading to lower maintenance costs and longevity of the systems, will help make your business more attractive and valuable. Even better is adding new, recurring revenue streams and diversifying your customer base. You can also future proof your business by investing in long-term solutions which all leads to the exit value going up!

Organic growth can be slow and require a lot of effort. Investing internally to aid growth requires large cash commitments that the business may not have, so will need to come from a private investor. Indoor sensors feature lenses that can flip!

FlipX indoor sensors from Optex feature a bespoke pyroelectric sensor that adapts to the human shape and a lens that can be ‘flipped’ to provide both narrow and wide detection in a single sensor.

Open protocol fire detection range is announced

FireClass from Johnson Controls is a range of open protocol fire detection products.

The range includes FC700 fire alarm control panels which are available as two-loop or eightloop addressable panels. The FC700 is a digital addressable fire alarm system with a TFT colour touch-screen user interface that is ergonomically engineered specifically for fire alarm control. Operation of the touch screen is possible with or without gloves and provides easy-to-use, intuitive user controls including keyless logon using RFID cards.

In order to optimise loop capacity, FireClass offers a system design solution. Each addressable loop can be connected as one high power (HP) loop or two shared power (SP) loops. This provides the system designer the flexibility of allocating all available power and 250 addresses to the HP loop, or to share resources across two SP loops. HikCentral Professional V2.3 has been released with three major updates based on Hikvision's Deepen Intelligent Applications. Existing functions have also been optimised, including video surveillance, access control, visitor, attendance and vehicle.

AI feature speeds up smart video search function

Eagle Eye Smart Video Search, from Eagle Eye Networks, is a new AI feature which makes searching for video reportedly as fast and easy as searching the web. Built into the Eagle Eye Cloud VMS, the feature allows customers to search across all cameras and all locations and find the exact video they’re looking for, and quickly share video clips. There is no extra subscription fee, and no aditional camera, hardware or local installation is required.

Code Handle from Assa Abloy offers a simple solution for keeping private rooms private, allowing access only to those who require it. Motorised cylinder has been redesigned thirty years after launch

The electronic motorised cylinder (EMZY), introduced to the market by EVVA back in 1992, has been completely redesigned thirty years later.

A new commissioning app makes many things a lot easier, for example, by learning the lock and door parameters and adjusting the torque accordingly. The new EMZY app offers a choice of two office modes and a selection of visual signals that appear on the thumb turn button. In addition, existing configurations can be transferred to each new EMZY thumb turn and various alarm states can be set

The motorised cylinder is fastened to the inside of the door and is operated from the outside as required via RFID access media, biometrics or by entering a code. The door is released from the inside using the EMZY button. It can be connected to third-party systems such as fire and alarm systems as well as building management and evacuation systems via the EMZY interface (I/O box). The EMZY is simple to mount and is therefore suited for retrofitting in surface or flush mounted installations.

The button which releases EMZY flashes when it is locked. The user intuitively pushes it to unlock. During the locking and release process, six LEDs rotate. Once the locking and release process is complete,

the default output is SD (CVBS D1) composite video. Holding the joystick to the left for around 5 seconds will set it to AHD, right selects TVI, down selects CVI and Up returns to SD.

The two halves of the globe appear to form a sealed unit, there is no apparent way to open the device without damage.

Menu options

A short press on the joystick button brings up the on-screen menu list. This is simple white text with no edging so does not necessarily show up well depending on the background. The menu lists:

TheZOSI

ZM4182 is a very low cost “Eyeball” style analogue HD dome given an IP66 rating and IR illumination. It can provide images in four different formats to suit most analogue DVRs; CVBS (D1), AHD, TVI or CVI. It has an IR cut filter for Day / Night operation with an array of 24 infrared LEDs controlled by a front facing light sensor for night-time illumination.

The ZOSI ZM4182 is a very low cost “Eyeball” style analogue HD dome given an IP66 rating and IR illumination

The camera requires a 12V input into its power jack and provides video output via a BNC flying socket. Current draw was found to be around 60mA in colour mode and 230mA with LEDs on, so a 12 volt PSU with sufficient headroom for startup current should be used. The two cables feed out from a joystick module that has a combined cable feeding into the camera. The joystick is used to select the video mode and to access the on-screen setup menus. A small cover is provided to protect the joystick actuator from inadvertent pressing when being installed.

The camera has a removable mounting plate with three fixing holes. This base is removed by rotating the assembly anti-clockwise against the surround when viewed from the bottom.

The joystick can be used to set the initial video output format without needing to view the video,

The OSD will clear after 30 seconds if no joystick activity. Some settings take a few seconds to settle down and may restart the camera. If making significant changes, it was found to be better to power-cycle the camera to ensure that settings had taken effect and given the right results.

Within Video Setting, if CVBS is selected the standard of PAL or NTSC can be chosen, otherwise the pixel and frame rate is shown.

Both the supplied instruction manual, and the on-line version showed a different menu structure and additional commands that were not present on the tested model. This suggests a lack of version control and it seems unlikely there is any possibility of firmware changes.

Performance

The 2MP sensor gives a 1920 x 1080 pixel display when in HD modes. While this gives reasonable image detail, the dynamic range is limited, and it does not cope so well with high contrast scenes.

The AE exposure control can be used to adjust the overall light handling though this is identified as ‘Brightness’ and is rated from 1 to 100 but appears to have 16 discrete steps within this range. This means a compromise may need to be made between daytime and night-time performance. With outdoor scenes the ‘Brightness’ could be seen to occasionally make a step change as light levels varied.

The image showed a fair amount of video noise even at high light levels, the 3 DNR setting had no noticeable impact on this and the 2 DNR setting can reduce the noise but only at the expense of loss of image detail.

In certain lighting conditions a slow flickering could be observed when in CVBS mode; there is no flicker-less mode to prevent this.

At low light the infrared LEDs are controlled by a light sensor and come on at around 15 lux, then off around 30 lux. Oddly this illumination appears to be unconnected to the camera electronics as it will still operate if the camera is set to permanent

colour mode. The colour filter was seen to remove at around 5 lux and then is re-applied at levels

With internal scenes there was a tendency to IR filter hunting as the camera reacts to the IR content and switches back to colour mode which then gives a low signal level and forces the switch back to monochrome with an approximately 3 second cycle. This tendency to filter hunting could lead to a reduced service life.

The illumination does work to the specified 80 feet (≈25 metres) but if used for shorter internal distances, there is a noticeable bright spot for the central part of the image.

Colour saturation appeared low when in HD mode. This could be increased by changing to the maximum manual setting of 20.

In AHD and TVI mode the camera was occasionally seen to drop video momentarily or change signal level; this was originally thought to be a noncompatibility with the test monitor, but subsequent oscilloscope tests showed that the camera’s output signal was changing.

The CVBS video output waveform is a conventional 1v p:p into 75Ω with sync pulses of 345mV and 350mV chroma burst. The HD waveforms follow their respective standards for frame and line rates but were found to be defaulted to 30fps.

The camera has a stated 90° field of view from a 3.6mm lens, however the measured horizontal angle was closer to 76°.

Although mentioned in the manual, there was no option to invert or mirror the camera image.

Conclusion

A very low-cost analogue HD camera that produces a 1080p colour image but will not likely provide the level of functionality and robustness required for a security or monitoring system. It lacks the base sensitivity, flexibility of settings and performance of mainstream manufacturers’ cameras.

The two cameras are easily set up as they are both tied to the 1 IP address, this can then be split into separate channels for viewing both cameras on separate input on your local recorder or VMS. Once connected to the camera, through the web browser, you are able to fully customise the camera channels to meet your desired preferences with the user friendly interface on the camera browser.

Each menu will provide you with a different configuration and options, with a simple dropdown menu to switch between camera 1 –PTZ, and camera 2 – Fixed lens. 2. The fixed lens camera

In the same housing, this unit also includes a 4MP 4mm fixed turret camera that utilises ColourVu technology allowing for high quality colour images even in dark applications without any supplementary lighting. The turret is fitted with 2 LED’s that can provide a supplementary white light as well as being utilised as an active deterrent.

By itself, this camera provides high quality images and works well in high and low light. With the ability to utilise video analytics to raise an alarm using detection areas, line crossing and other in-built analytic functions.

The huge benefit of this unit is being able to utilise both cameras in tandem with the fixed lens providing a generous overview of a scene and being linked to the functioning PTZ at its base.

Once calibrated through the web browser, this can create a very effective solution for vehicle and human tracking. Drawing a detection area on the fixed turret camera can start the tracking of the object for a customised period of time before the PTZ will reset to its parked position. One thing to note here is that the object tracking can only do this 1 object at a time, if this is being fitted in a busy area, there be tracking loss – but as this is a tandem view, the fixed lens will still provide recording and images of the overall scene as a redundancy.

Guard response to demand

Following on from the article in last month’s edition we take a closer look at

a new response service in the UK and find out how technology is evolving in the alarm sector

How receptive are your customers to adding monitoring to their installation package?

Money is tight so it is no surprise that there are plenty of domestic bells-only alarm systems in place today. What’s more, there is a trend towards anything with an app these days resulting in self-monitoring being a popular option. Recently a new service has come to the UK which could be an attractive choice for customers and an earner for installers.

RSPNDR is a Canadian company that formed four years ago but now supports over 200,000 properties and handled more than 50,000 call outs in the last year. The business sells through security providers including ADT, Chubb, Telus and installers and has already expanded into the US and recently brought its services to the UK and European markets.

The response service is of note to installers as it offers recurring revenue following the initial install and can be added to existing systems as we found out when we spoke to the company’s GM for Europe, Kevin Meagher:

Who are the people behind RSPNDR?

The company founders and management team all have a security background, specifically with regard to running and managing guarding companies, but they also happen to be entrepreneurs. They understood the challenges of getting guards to a particular place within a reasonable timescale and cost. They saw how high false alarm rates meant the police would not react and felt that some of the security industry’s attempts to address this through stricter regulations on installations simply increased the cost and complexity of systems which in turn, choked sales. This is when the idea first came to life.

How does the system work?

It is very simple; the easiest way to think about it is as Uber for manned guards! In essence we link into the software of alarm receiving centres so that when an alarm goes off and the alert goes to the monitoring station, the ARC can, with the simple press of a button, trigger a guard response. The second part of what we do is to manage a network of guard companies

across the country (typically two or three guard companies covering any one patch) with all of their guards carrying our app. This allows us to see their location so when the alarm goes off, we can quickly identify the nearest guard and direct them straight to the property.

So does the installer sign the customer up?

The channel to market for us is through ARCS to installers to customers. The installer would sell our services as an alternative to police or traditional keyholder response when the alarm is fitted and connected to the monitoring station, the installers simply tells the ARC that the customer has subscribed to the RSPNDR service.

What is the pricing model?

We typically charge an installer less than £1 a week for a domestic customer and this covers two free call-outs. A small business would pay about £2/week. In essence, we operate an insurance model. Normally about 20% of professionally fitted alarms will trigger a need for response services every year so if everyone pays a small premium, these cover the likely claims. We think everyone wins with this new business model. It’s designed to make response services more affordable and expand the market. This in turn will give guard companies

access to new tasks, whilst monitoring stations and installers will generate new, recurring revenue streams.

Can ARCs not provide the same service?

The problem that they would have in matching our service is in the building of the network and developing the technology to make it all happen on a national scale. The efficiency of traditional keyholding services depends on a particular guard company being available at the moment when the alarm goes off and access to the keys. This can delay responses and makes it costly. We think the priority should be to get a guard to the site as quickly as possible, find out if there is any evidence of a problem, and only get the keyholder if there is a need.

So speed of response is better?

In Canada, our average response time over the rolling twelve months is 26 minutes. We are sure we can beat that in the UK so we are giving customers the guarantee that we will get on site within 30-minutes. There are some obvious geographical limitations and we recognise that there will inevitably be some occasions where traffic and event will conspire to thwart our efforts. We back the guarantee up with promise that the call-out is free if we don’t get there in the 30 minute window.

There are plenty of UK homes that don’t have monitored alarms or prefer bellsonly. How can we change this picture?

I think this is a major problem for the industry. In my view, part of that is due to customers not being able to afford traditional response

services and preferring to go with selfmonitoring on an app to keep costs down. However, if installers could offer an effective response service for just a few pounds a month it becomes more appealing than the traditional keyholding option. We've already seen this happen in Canada where we had a lot of customers who wouldn't otherwise buy monitoring of any sort. They like the comfort of a professional security officer coming around in a uniform driving a branded security van to check their house or business.

Do insurance companies have a role in developing alarm adoption?

They do have a role, but I don’t think it will be in the way you might expect. In talking to insurers, they are not motivated by burglaries - their biggest losses are fire and flood related. Look at what ADT is doing in the US. They're shifting from professional systems to DIY in the domestic market and including water sensors, temperature sensors and fire sensors to help minimise the insured loss. The recent announcement that Google and State Farm are investing $1.5bn into ADT is further evidence of this trend. And I think this trend will be copied in the UK which is good news for us. We will be able to send a guard when a water leak is detected to switch off the water supply – not really a security alert but an incident that could be expensive for both the homeowner and their insurer.

How do you see the market evolving over the next year?

I have two predictions. The first relates to the likely disruption in the legacy market and the second is tied to changing customer expectations and the need to deliver more value. The disruption with the removal of PSTN could be significant, because customers will need to upgrade their systems if they want them monitored. To bring them to full standard will be expensive and we think our new service will prove to be a better alternative as we do not have the same demands. The second prediction relates to customer expectations and how we can add value. We are building RSPNDR into apps so that customers can summon a response and just like Uber, the homeowner will be able to monitor their progress and receive messages to let them know the situation. This will add a new dimension to the offering that installers can present to their customers and goes beyond traditional security services into areas such as insurance, repairs and maintenance.

Requests for the new PM

TheRt Hon Elizabeth Truss MP was appointed Prime Minister on 6 September 2022. She was previously Secretary of State for Foreign, Commonwealth and Development Affairs from 15 September 2021. She was appointed Minister for Women and Equalities on 10 September 2019. She was elected as the Conservative MP for south west Norfolk in 2010.

Notwithstanding the unfortunate death of the long-reigning monarch and all that involved The PM takes up the position at a time when there are concerns about the cost of iiving with a particular focus on fuel and food prices.

When times are hard new security installations could be viewed as a luxury and, as we saw during the lockdown/pandemic if belts are tightened there could be a slowing of fresh contracts for the trade. Plus of course there is still the fallout from Brexit to consider and how this will affect manufacturers, distributors, importers, exporters and product supply.

Given all of this what does the Prime Minister need to do to help the security industry? We asked the PSI Panel for their thoughts on advice they would offer the PM:

Jamie Barnfield –IDIS Europe

A very positive reform that I would like to see from the new Liz Truss government would be the introduction of a compulsory installation standard for CCTV. After all,

Early September saw the appointment of a new leader of the Conservative party and therefore, a new Prime Minister. There are a number of items on Liz Truss’s agenda that need dealing with, but what issues would the security industry like to see addressed?

we already have regulations covering other forms of electronic security, which reflect the fact that these are vital solutions.

Yes, we have installation benchmarks such as the NSI Gold Standard but these do not deter the ‘bang-it and hang-it’ type installers, or the inexperienced satellite dish engineers straight out of college who think they can deliver a CCTV system because they have a tool bag and some Cat 6 cable.

When systems aren’t installed properly, the failure impacts user confidence and undermines the security and safety benefits that CCTV should deliver.

I have seen some absolutely atrocious CCTV installations, botched systems in both domestic and commercial settings. We were recently called to a site where the installation was a definite case of “fit and forget”, with all the essential configuration and commissioning steps totally forgotten. As manufacturers we step in to help rectify these issues, and we have to explain to the customer what went wrong: that the technology was not at fault, it was the satellite dish man who didn’t know what he was doing.

Compulsory CCTV installation standards would protect customers and bona fide businesses, and prevent the inefficiency of rectifying botched work.

I also think it’s time to see NDAAcompliance requirements introduced in the UK, with a standards committee to oversee the authenticity of manufacturers’ NDAA claims.

This would give the NDAA customers confidence that the products they are installing are truly NDAA-compliant and not just a box with an NDAA sticker on it.

And measures like this need teeth. There should be penalties for any manufacturers found to be exploiting customers by making false NDAA claims.

Nick Whiting – BT Redcare

Without a doubt, fire and security installers and the industry will be impacted by the increase in fuel and energy costs, and skyrocketing inflation which will need to be addressed. However, the crucial role the industry plays in protecting the nation means swift action must be taken by the new leader and her Cabinet, to protect the security and safety of the country.

The new Prime Minister will need to ensure that there is sufficient education around the ongoingnationwide PSTN closure by 2025. Although seemingly a few years away, many phonelines are already being switched to the new digital service, meaning fire and security solutions that rely on older analogue technology will no longer operate as they should. Awareness among installers and especially customers is not at the level it needs to be –meaning some premises will go unprotected. What's needed is a national awareness campaign to make sure this is communicated quickly and effectively.

Another similar ongoing conversation that new leadership should closely monitor is the upcoming decommissioning of 2G and 3G networks on which many alarm signalling solutions rely. Operators are quickly redeploying network equipment for 4G and 5G as the older networks can no longer support today’s data capacity requirements. These two transitions together present a significant opportunity for installers to bring in solutions connected via both 4G and IP and provide a kind of ‘double future-proofing’ against these two big shifts, and it’s vital that the new leadership does all it can to enable this.

Ultimately, installers hold the key to the nation’s safety and security, but this doesn’t mean they can do it all alone. More awareness and collaboration are needed in the industry to make the next few years a success for all parties involved, and it’s so often impetus from the very top which can kickstart that process.

The Prime Minister needs to get cost of living and fuel costs under control. If consumers stop spending it impacts the smaller installer, with a retail and hospitality downturn affecting national installers. Fuel costs impact all levels of the supply chain increasing costs that just can’t be absorbed.

A topic I would like to discuss with our new PM is the introduction of the UKCA safety standards, which come into effect at the start of 2023.

Essentially every product sold in Europe is currently subject to CE marking, in 2023 this is replaced by UKCA. Many security products also

fall under the CPR (Construction Products Regulation) for emergency escape and fire safety. The Grenfell catastrophe further highlighted the importance of safety standards within the construction industry.

The introduction of these new UKCA standards is a major concern for the manufacturers who have always imported their products with the acceptable EU standards. They will now no longer conform, and a thirdparty declaration of performance certificate will be required, at an additional cost for the manufacturer.

There are rumours that some suppliers are considering creating a new SKU for products eligible to be sold in the UK. This will help ensure the correct products for the UK are received, but it have a knock on effect to manufacturing times and costs.

Although the UK Government have already extended the deadline due to the pandemic, the industry is still suffering the effects of the component crisis. The task involved in third party accreditors being ready for the change should be recognised as there is often large

There is a real fear that some unscrupulous suppliers/manufacturers could bypass the correct accreditation channels and nonconforming products flood the market.

The knock-on effect of this is that the UKCA mark will be devalued almost immediately, and cheaper products will flood the market to help plug the component shortage gap within the construction industry.

Obviously I would mention the fuel energy costs that affect all business large and small. Business will have to adapt very quickly or perish. Also, great acceleration on reviewing Chinese security products that continues to flood into the UK despite the ongoing possible security concerns.

Eaton’s i-on range has been designed to satisfy the most demanding requirements of alarm systems professionals for domestic, commercial and industrial applications. Here we take a closer look at one of the products in the range, the i-on40H panel

Thei-on40H is a 40-zone hybrid (wireless and/or wired) control panel, which is expandable to 80 zones. It is aimed at installers who prefer using a radio or hybrid solution and is backward and forward compatible.

Due to this, it is suitable for larger floor plans and properties with outbuildings that require detectors, sounders and cameras to be located far away from the burglar alarm panel.

We caught up with Glenn Foot of Eaton to find out more about the technology:

Why did you develop this particular unit?

To provide a perfect solution for hybrid installations, having the flexibility of both radio and wired zones built into the panel makes it extremely flexible. Upgrades are the best example, if there was an existing wired system, then the previous cabling can be used but at the same time it is really easy to add additional detection through radio devices.

Is there an older Eaton product that this replaces?

Yes, the i-on40H is the successor to the original i-on40, this new version introduced cloud connectivity and expandability to name but a few enhancements. We have also taken the decision to replace the i-on30R with the i-on40H as they share many of the same attributes, essentially the i-on40H is a feature rich version of the i-on30R, the good news, The i-on40H is now priced as the i-on30R, so all the additional benefits of the i-on40H at a reduced price, great

value! It means that the i-on40H is fast becoming the go to panel for installers who know that for a radio or wired installation, it will cover most jobs.

Which type of applications should installers consider the panel for?

Its pricing and features such as hybrid functionality, expandability and 80 zone capacity mean it can be used in virtually any grade 2 installation, whether it be domestic or commercial. It really is a one size fits all type of panel.

So the panel is particularly cost effective?

Yes, the panel offers exceptional value for money, it makes commercial sense for a standard radio installation and for larger and more complex sites, there is no need to purchase additional radio expanders as it supports 30 radio zones out of the box. Will all alarm systems be wireless and app managed one day?

For the wireless part of the question, I would say no, this is because both radio and wired systems have their place in the market and installers will choose the most suitable method of connecting detectors and devices against the nature of the installation.

If by app management you are referring more to generally connected system rather than specifically end users, then I would say we already a long way down that journey. Often the word “app” is used with the end user in mind but when you expand it to connectivity there are many more possibilities such remote installer servicing, diagnostics & programming, connections to ARC’s and integrations to other systems. Connected systems can reduce the time and cost to installer as they no longer need to physically drive to sites to deliver customer service, this can now be down with a few clicks.

David Scott of Skills for Security details how the national training provider is continuing its expansion plans with a new centre in North London

reading an article in 2013 after

qualifying as a fire and security engineer and leaving the tools to progress into education about the growing concerns around competency and skills. Since then very little has happened, in fact, the concerns have only worsened. With an estimated Skills Crisis of over 30,000 engineers required to ensure fire and security providers can continue to meet customer demand. Quite a startling figure when you realise there are only 1,500 apprentices in the whole of the UK, meaning it would take approximately 25 years to actually meet that demand and by that time the problem is only going to be much much worse, which the Government have confirmed estimating engineering sectors will see a further skills shortage of around 250,000 by 2025. The solution is simple, isn’t it, we need more employers to recruit more apprentices. Sounds simple in theory, but in practice, it’s not or hasn’t been. Apprenticeships often have face to face element of teaching which can range from 1 day a week, to 40 days per year depending on the provider, the burden of which always lands on the employer to take on that cost to ensure apprentices attend the face-to-face delivery, with only a handful of employers in the UK the travel costs alone can reach the thousands of pounds. When I first took over at Skills for Security, we had one centre for delivery, in a village in Knutsford. It was a beautiful village but had terrible links to public transport and was not easy to get to from the motorway, so didn’t make an ideal locale for training. With around 100 apprentices enrolled at

the time, we watched over 80% of our learners travel from Birmingham and the South to get to Knutsford for training, some even putting in over 6-hour round trips from Norwich to attend. With the absence of local training providers, the number one barrier for employers recruiting apprentices was cost, not hiring costs, not day-today employee costs but training costs. For those travelling 6 hours to get to the centre, the costs were in the thousands for each training block.

In 2019, Skills for Security set in motion a new accessible model where we would remove barriers to apprentices and employers being able to access apprenticeship training. We have worked with industry partners, raised investment and worked tirelessly to make that goal a reality. In only three years we now have 7 sites across the UK with almost 15,000 sqft of training space in Glasgow, Southport, Mansfield, Oxford Warrington and now our Flagship site opening this month in Watford. This is in line with our mission to be THE leading national provider of fire and security training, bringing accessible apprenticeship training closer to where employers and apprentices need it. In the last three years, we have seen the number of apprentices enrolled on the fire emergency and security systems (FESS) apprenticeship programme quadruple, with an additional 200+ apprentices qualifying to become fully qualified fire and security engineers.

The need to update EN50131-1

The CENELEC TC79 committee on alarm systems is currently looking at a revision of EN50131-1, the European system standard for intrusion and holdup systems. Why is this standard important for Europe and what are the benefits of the revision for European citizens, alarm responders, policy makers, insurance companies and for the professional security industry? Here, with the help of Euralarm, we take a closer look…

In order to keep Europe a safe place to live, work and travel we need to protect ourselves and our resources against burglary and robbery. Therefore, many homes and buildings are equipped with an intrusion or hold-up alarm system. The requirements for the design of these systems are laid down in the European standard EN 50131-1. While the number of buildings that are equipped with such a system increased every year, the digitisation of our private and business world exploded. Technology evolved and smart homes and smart building became part of our connected world where each and every device is able to communicate with each other.

Remote access, remote services, connected devices, cloud-based systems and interaction with automation system are just a few examples of today’s possibilities.

Just like fire safety systems, all security systems have one thing in common: we install them while hoping we will never need to use them. But if the system is needed ‘we only have one chance’ to detect an incident. No matter if it is a panic, holdup, fire, or intrusion we cannot afford ourselves to miss an event. Missing an event can be the difference between no incident or a major incident. The same counts for tamper or technical problems which could lead to malfunctioning of a system. Because there is only one chance in case of an event, our industry wants to ensure that the equipment used in these systems have a maximum reliability. That is why the professional security industry already for a long time manufactures and delivers products and services that comply with the EN standards. For intrusion or hold-up alarm system this is the EN 50131-1 standard.

EN 50131 has a long history. The first version of the system standard was published in 1997 and was updated several times since then. Other standards in the EN 50131 range followed soon. Today the standard covers all aspects of intrusion and hold-up systems: from the system requirements to power supplies, intrusion detectors and pyrotechnic obscuration security devices. The advantage of a European standard is that it unifies the view on what an electronic intrusion and hold-up system is, as well as defines its functionalities and performance. The standard has helped end users, insurance companies, risk managers, installation and service companies, alarm responders and local authorities across Europe to understand what a system should do.

Since the introduction in 1997 the standard has defined the difference in requirements for low, medium and high risks. This differentiation is meant to ensure that there is a balance between measures and risks. Over the past decades, more parts were added and updated to keep the standards in line with the available technologies. To ensure a correct installation of a security system application guidelines were provided and, in most countries, professional security installers need to proof that they have the knowledge to classify the risks, choose the correct product and install the system in the proper way. Only with these requirements the security system will offer the desired reliability and will be accepted by end users, insurance companies and police response is provided.

Confidence by compliance

In order to proof that security systems and

components meet the European standards, the products are tested by independent accredited laboratories. After being tested successfully the systems and components get their official EN compliant certificate. In most countries these certificates are needed to show compliance and get the product locally accepted. Some countries have additional requirements, like the PP6662 – ACPO policy in the UK or the ‘blockschloß’ functionality in Germany to meet the requirements from the local market. The confirmed compliance with the standards and technical specifications is a passport for the professional security industry in Europe and the base for the confidence in our products and services.

In general, these products and services do not comply with the standards for intrusion and hold-up systems.

Meanwhile, the number of buildings that are secured in this way increases every year, while the digitisation of our private and business world explodes. Technology evolves and smart homes and smart building are becoming part of our connected world where each and every device is able to communicate with each other.

Therefore, Euralarm took the initiative in 2020 to organise an open round-table to describe its vision on the future of the security standard. The outcome of the round-table discussion was that the standard should address a set of components complemented by a proposal bringing some nuance to the original 2 options. These outcomes have been presented to the working group in charge of this revision. Another significant contribution has been the proposal for the structure of the revised standard based on the 5 essential functions of an intruder and hold-up alarm system (detection, control and indication, notification, power supply and interaction with other systems) and considering the 4 performance aspects: effectiveness, reliability, robustness and resilience. Very recently, Euralarm fed the standardisation working group with substantial proposals for drawings depicting the boundaries of the system and a style for writing the content of the new standard.

Going forwards Euralarm wants to ensure that the updated standards on one side

include the use of new technologies and on the other side continue to ensure that the product, installation and services meet a set of functionalities and qualities and perform as expected in case of an event. This will give users the best insurance that their system works as they expect and that it does not miss any events. Euralarm also believes that the revision will have significant impact on the other standards and therefore suggest to establish, when achievable, a roadmap for the corresponding revision of these other standards. In particular, the revision of the EN 50131 product standards should be refrained until the content of the revised EN 50131-1 is stabilised.

Euralarm calls upon all stakeholders –insurance companies, risk managers, installation and service companies, alarm responders and local authorities – to join the work from Euralarm and its members and participate in the different working groups from TC79. Together with stakeholders on European or on national level we can keep Europe a safe and secure place to live, work and travel.

What would be a typical project for you?

At TouchStar we don’t really have a one size fits all approach, our projects are typically large scale and can cover one or many of our disciplines. As such, the projects we work on can range in size, from one door to multi door, multi-site operations, they can also span a wide number of sectors; anything from manufacturing and retail, through to education, healthcare, commercial and warehousing. That said, no matter what the size or scope of the project may be, we always deliver a complete end to end project management service covering consultation, design, installation and most importantly the ongoing support of a project.

Do you have any ‘go to’ technology and manufacturers?

As a designer and manufacturer our goal is to provide a best fit and tailored solution, to this end we have the benefit of owning our own ‘go to’ inhouse technology, however we do integrate our technology with a small number of industry leading third party equipment providers. Integrating door systems, car park barriers, gates and turnstiles, our security hardware products include ievo biometric readers as well as hardware products from Abloy, FAAC, Avigilon, Hikvision and IDL. By working with a smaller number of best-in-class technology providers, this has enabled us to raise the bar in relation to the quality and scalability of solution we can provide, but also from a service perspective, the solutions are easier to support and manage.

What is the best thing about working in this industry?

Relationships with customers, manufacturers and partners is a big part of what makes the industry great. When you have delivered a project within budget and on time, relationships stay strong, and it is great when people remain in contact even when they move on in the industry. As a business we have established many long-term relationships with our customers which in turn have become more of a partnership. For me, the ability to scale up, enhance and help support our customers as they grow their operations really is the most satisfying part of being involved in this industry.

Is third party accreditation beneficial?

More than we appreciate sometimes. Certification isn’t about just selling that badge but knowing as an organisation you are not only operating to your own internal standards, but you are also working in the same way as others do and as others measure. Every renewal of every standard we hold brings the next list of improvements we can step up to. Maintaining accreditation with our governing bodies means we are growing with the requirement of the times.

There is a shift in the employment industry from what I can see and I don’t think it is just restricted to engineers. Everybody is a part of this changing world and of late there have been many changes such as Brexit and COVID which people have had to accept and navigate We are lucky in that we have a well-established and loyal team, however I can see how the changes we have faced would make many reflect on things such as their quality of work/life balance or their financial position. Only when there is some level of stabilisation in the world will the market, customers, and staffing settle.

What impact has smart/home automation had on your business?

A lot of the products we sell in the domestic market have been derived from the commercial world, but there are also many smart/home automation products that are not applicable to the commercial world. What is great is that there is a better understanding of the technology available within our market and the benefits they offer, however we can’t deny there will always be the commercial pressure associated with cheaper domestic products.

What would make your job easier?

“We always work hard to ensure that both ourselves and our customers have realistic expectations when it comes to the outcome of a project, whether it is financial, technological or otherwise”

Are there any common requests from customers that give you problems?

For us, problems provide us with the opportunities to help grow and shape the products and solutions we offer. One of the most common ones is the expectation of value for money. At TouchStar, we always work hard to ensure that both ourselves and our customers have realistic expectations when it comes to the outcome of a project, whether it is indeed financial, technological or otherwise, when these expectations are not fully aligned that is when problems tend to occur.

What is the industry’s biggest myth?

One of the main myths is the assumption that upgrading an access control solution means that everything needs replacing at the same time such as readers, cards and locks. In most instances, this is not the case and many systems can work with existing door furniture and sometimes even the same wiring.

It would be great to see a national standard whereby a company is recognised as being to a particular standard, reputable and operating to agreed and fair pricing structure. This would not help raise standards within the industry, but ensure orders can be placed based on merits and not a free for all tender where the customer may be left with less than desirable options or a provider is forced to lower standards to meet cost pressures.

What is your ultimate/fantasy electronic security/fire product?

The ultimate would be true AI and not just machine learning. Something that is tapped into everything and can rationalise any input and complete any check before making an action. Until then – it is the users that make technology perform at its best, ensuring they are trained to the highest of standards will allow for optimum performance.

What advice would you give to a younger version of yourself?

As long as you are doing and doing to the best of your ability everything else will find its place. Never sit still and dream, but instead, plan, execute and review.

Will England ever win the World Cup again?

I am not one for football or watching any game/ sport. The only thing I have to say about this is; if you can’t lose with dignity you don’t deserve to win and if you can’t win with integrity you don’t deserve to play.

If you won £25,000 what would you do with the money?

Me personally I would invest in the younger version of me which is my son. He is bordering around this industry and has just started college. I am sure it would make his life easier if he had a leg up and I would encourage him to use it wisely. If this is for the business, I would invest in a young person to bring on board and teach our values to build them to be the best they can be.

Review: The product is constructed very well. The casing is made of a hard polycarbonate with a deep grey (anthracite) finish which makes the door contact look great. The overall performance of the product did not disappoint during testing as it managed to maintain a high signal strength at all times as well as being very responsive. Score: 8.5/10

ARCs adopt new comms solution

As the migration from PSTN to IP lines in the UK continues, Texecom’s primary alarm communication service, Texecom Monitor, is being utilised by a growing number of Alarm Receiving Centres (ARCs) in the UK. Here we find out why it is an attractive proposition

London retro arcade bar installs new security technology

Amthal has worked with contractors in the fit out for the new NQ64 arcade bar in London, ensuring staff and guests can enjoy the retro arcade games and classic consoles safely and securely.

The new addition in Soho, NQ64’s eighth UK venue, now offers a choice of over 30 original arcade games including Time Crisis, Guitar Hero, Dancing Stage and Pac-Man, alongside a selection of gamer-themed cocktails.

In the build, contractors Clarke Gough ripped out the existing site, taking it right back to the brickwork and building from scratch to create the new NQ64 experience. This included removal of a legacy CCTV and intruder alarm, which Amthal replaced with a smart and monitored solution.

Andy Platt, Property Manager at NQ64 Arcade Bars said: “It’s always exciting to open a new venue, but bringing NQ64 to London has been a huge ambition of ours for some years. We think it will bring a whole new dimension to the entertainment landscape of the capital by transporting visitors back in time. This is whilst being the latest hotspot for those who just want to have a drink and a good night out in the capital.”

NQ64 Soho has a capacity for 300 people, for which safety and security was a top priority in the specification and design of the venue.

Andrew Clarke of Clark Gough Contractors added: “This was an immense project where every aspect of the design had to work with the retro

glowing neon graffiti theme of NQ64, right from the entrance through to the bar area.

“In the first fit stage, we had to include security to ensure compliance.Having Amthal on board right from the early stages of the design, and specification of the bar development was key. The team could offer advice and practical support on how and where to install the right systems to assure guest safety and peace of mind.”

Access control solution supplied for safe research units

Abloy UK has supplied the SafePod Network with the Assa Abloy ARX access control solution to help secure the new research facilities located at universities across the UK.

The SafePod Network provides standardised safe settings across the UK for data that requires secure access for research. The network was launched in September 2021.

Tourist port upgrades from analogue surveillance system

The Marina di Varazze tourist port needed to replace a completely analogue video surveillance system that no longer met its needs so the security team decided to invest in a new system to improve the quality of the recordings and give operators the ability to view footage remotely.

The aim of the upgrade was to improve the safety of the personnel assigned to the structure, of the shipowners and of the commercial premises located on the promenade of the port itself. Furthermore, there was the need to have the option of providing clear and effective documentation to the police in the event of a specific request/investigation.

To provide a safe and robust environment for researchers, SafePods required a security solution that could offer a simple access system while ensuring it was kept physically secure.

Several access control system options were considered during the SafePod prototype and specification phase. A fingerprint reader was tested, but it did not meet the requirements in terms of reliability and ease of use.

Using ARX, for controlled access, researchers are supplied with a pre-programmed door card that can be swiped over the reader on the SafePod door to gain access and begin their research.

Darren Lightfoot, SafePod Network Manager explained: “SafePods were created to widen the opportunities for approved researchers to work with data that requires secure access and improve the quantity and diversity of public benefit research undertaken across the UK.

“The Assa Abloy ARX access control system was a key component for providing researchers with secure access to SafePods. The online management software is straight forward to use, and it was great that I could brand the swipe cards to give a custom and professional finish.”

Installation of the ARX solution was managed by JCI, who also provide services at other Universities operating the ARX platform.

There are expected to be around 24 SafePods primarily based in universities across the UK by the end of 2022.

The video surveillance system had to be able to protect the 232,000 square metres of port, of which 144,000 square metres is water, as well as shops, restaurants, bars, car parks, public areas and apartments.

The Marina security team had previously worked with XiX by Paolo Laterza so they once again turned to the company to install the first phase of cameras, the fibre-optic infrastructure, and all active equipment, switches, servers and clients.

XiX by Paolo Laterza advised investing in Wisenet Q and Wisenet X cameras and centralising the system to the VMS Wisenet WAVE.

The first phase involved the installation of IP cameras, in particular 33 bullet cameras and four speed domes. After completing this first phase, and with the changing needs of the marina, additional cameras were added, bringing the total to 67.

Marina di Varazze invested in Wisenet WAVE, Hanwha Techwin's VMS, to consolidate video feeds from both Wisenet cameras and legacy devices still in use. There is a control room on site to protect and monitor the marina 24/7, and thanks to Wisenet WAVE, operators can quickly access footage to investigate events and people of interest. In addition, operators can easily find the most appropriate footage and images relating to an event and export this data to be delivered, if necessary, to the police.

Islington Council utilises cloud based door entry solutions

Islington Council has worked with Comelit-PAC to create a cloud based door entry solution for managing access control to communal residential developments across its housing portfolio.

London Borough Council, Islington has made the transition to a PAC cloud solution across its housing network, delivering improved security for residents.

Initially, PAC pilot tested the system across six blocks. The pilot was successful in working around residents to ensure a seamless transaction of fobs and secure access to communal areas. The works have now been extended to more locations across the borough.

The PAC security system can accommodate the high frequency movement of residents and operators who may need controlled access to communal areas. Overall, the PAC installation offers greater peace of mind and safe audit control.

From the borough’s perspective, the remote capability enables a much more efficient approach to managing access throughout our properties, enabling resident instant access, and old resident details can be removed and replaced as necessary.
