otal energy consumption in American houses has remained fairly stable. In the United States the increase in domestic energy eďŹƒciency, in fact, has continuously compensated for new homes and their media

dimensions. This is the data provided by the recent report of the Residential Energy Consumption Survey. An average American family consumes 90 million British Thermal Units (BTU), as veriďŹ ed by the study with re-

despite the constantly increasing number of homes in the USA, American net energy consumption is falling, thanks to the use of renewable resources and new technologies
ference to the year 2011. This datum indicates a new tendency toward a continuous decrease in residential energy consumption, which began about 30 years ago. The reason for this more virtuous shift by the American people seems to derive from higher attention to the more conscientious use of heating, resulting in new techniques in the construction of homes and especially the signiďŹ cant evolution of air conditioners. Americans are paying particular attention to insulation of windows and walls, despite the fact that wood is often chosen as the construction material. Renewable resources have taken on a determining role, as can be noted in the architectural solution on the adja-
cent page, where the photovoltaic panels are perfectly integrated with the design of the building. Obviously not all of the States of the Union have begun to act with the same attention to the demand for improvements in domestic energy eďŹƒciency. Probably this occurs also as a result of geographic position within a vast and climactically diverse territory. For example, the average energy expenditure for a New Jersey family is 3,065 dollars per year, more than twice that calculated for an average Californian family. The statistical data recently provided by RECS cover a very broad dimension of samples, in order to provide very detailed information that comes as close as possible to describing reality. Soon new revelations are expected to be published related to energy costs as well, subdivided according to type of fuel and system used. This is certainly a type of study that could be useful also to us in Europe and that, in any case, comforts us about the fact that America, long considered one of the continents that pollutes most in the world , has been moving towards respect or nature for some time regarding energy supply. Unfortunately the study considers only the domestic market, while in industry we are still quite far from considerable results. However, we are on the right track.

ow that the Thermal Energy Account has become effective with the publication in the OďŹƒcial Gazette of the Decree of December 28, 2012, and entered into force last January 3, we will try to summarize the things you should know about the Thermal Energy Account. The actions eligible for the incentives refer to improvements in eďŹƒciency of the

exteriors of already existent buildings (insulation of walls and roofs, replacing windows and installing solar screens) and the replacement of existing space heating systems with more efficient ones (such as condensing boilers) and the replacement or, in some cases, the installation of new renewable energy sources (heat pumps, boilers, stoves and biomass fireplaces, solar thermal systems also combined with solar cooling technologies). In addition, the new decree introduces specific incentives for Energy Diagnosis and Energy Certification, when combined, in certain conditions, with the actions cited above. The incentive is identified based on the type of action as a function of the increase in energy efficiency achievable with the improvement in the energy performance of the building and/or function of the energy that can be produced by plants using renewable sources. The incentive is a contribution to the costs sustained and will be provided in the form of annual installments over a variable duration (between 2 and 5 years) as a function of the actions completed. SE already published an article in the last issue of December, but it is worthwhile to return to this topic, especially considering the numerous requests for clarifications that the editor has received. The incentivizing mechanism is divided into two types: -Public administration -Private parties, including individuals, apartment buildings, and holders of business or agricultural income. To consider this on a more practical level, let’s examine the small actions related to thermal energy production plants from renewable energy sources and high efficiency systems. Here is the list: a) Replacement of existing winter heating plants with ones that run on heat pumps, natural gas, or electricity,
using aero thermal, geothermal, or hydrothermal energy. b) Replacement of winter heating or heating systems for greenhouses and existing rural buildings with winter heating plants running on biomass heat generators. c) Installation of solar thermal collectors, also combined with systems of solar cooling; d) The substitution of electric water heaters with heat pumps. In order to access the incentives, the actions of substitutions of plants/equipment listed above must be realized in existing buildings and rural buildings. In the case of installation of solar thermal plants, also combined with technologies of solar cooling, the actions can be realized on new buildings as well. The incentives for small actions relative to plants for the production of solar thermal energy from renewable resources and high efficiency systems can be requested by Public Administrations as well as by private entities. It specifies that for any replacements of existing winter heating systems with heat pumps or biomass heat generators with total thermal power exceeding 500 kW and up to 1 MW, the responsible entity must request enrollment in the GSE’s special computer records. For both types of subject beneficiaries (government and private), there is also a specific incentive for the Energy Diagnosis and Energy Certification, if processed in the context of the interventions and according to criteria to be specified in the application rules of the GSE. The incentive will cover 100% or 50% of the cost depending on the person admitted. (source GSE)

the silent incentives an initiative by our newspaper to promote the use of a premium that few people are talking about
E
lectric and thermal energy are indispensable to everyday life. They guarantee us heat and useful energy, but it is also true that the costs on our bills and costs to the environment are rapidly increasing, and the public opinion is geared towards more rational and eco-sustainable energy. Actions to rationalize energy and avoid waste guarantee higher energy independence, providing the consumer with a notable savings in costs for the purchase of energy, favoring the development of a greener energy economy. The Authorities of Electric Energy and Gas promote actions for energy efficiency through the recognition of Energy Efficiency Credits, more commonly known as white certificates or Energy Efficiency Credits (TEE). The white certificates prove achievements in energy savings through the application of efficient technologies and systems. They are issued by the Electricity Market Operator (GME) based on verifications of savings achieved, carried out by the authorities. A certificate is equivalent to the savings of one ton of petrol (tep), which is the conventional unit used commonly in energy budgets to ex-

press all sources of energy, taking into account their calorific value. The promotion of energy savings through the white certificates was provided by the Ministerial Decrees of July 20, 2004, which establish that every year objectives for obligatory energy savings will be set for the distributors of electric energy and the companies that distribute natural gas. The objectives are growing with time and can be reached through the realization of actions by the final consumers (eg.: installation of high efficiency appliances or water heaters, interventions in thermal insulation of buildings, interventions to increase energy efficiency of industrial processes, high efficiency light bulbs etc.) bringing about direct benefits in terms of reducing energy costs. The Authority evaluates energy savings achieved by single actions and authorizes the GME to issue the white certificates. The TEE are issued to distributors, companies controlled by the distributors themselves or for the benefit of companies in the service sector (ESCOs), by the Electricity Market Operator (GMS), in order to certify the reduction of consumption achie-

ved through actions and projects for increased energy efficiency. The Italian experience is the first in the world with the application of a market instrument dedicated to the promotion of energy efficiency in the final uses of energy. Following its introduction in Italy, the structure of the mechanism and the regulation of its implementation have been subject to in depth studies and analyses by the European Commission, the International Agency for Energy, and by a growing number of Countries, both European and extraEuropean (United States, Australia, Japan, Korea). As an alternative to the energy saving actions to be taken by the consumers themselves (also in collaboration with third parties), distributors can choose to satisfy their own obligations by purchasing, as a whole or in part, energy efficiency certificates certifying the savings achieved by other entities (other distributors or companies operating in the energy services). The buying and selling of the certificates takes place through bilateral contracts or through the market for efficiency certificates, organized and managed by the Electricity Market
Operator, based on rules established in 2006 in consultation with the Authority. These rules determine the extent of the contribution to be paid to distributors each year for achieving their obligations. The contribution (currently equal to 100 Euros per ton equivalent of petrol saved-tep) is funded through a small withdrawal from the costs for the distribution of electric energy and gas, established by the Authority in order to guarantee that the total burden on the energy bill of consumers will be considerably inferior to the total economic benefit deriving from the implementation of the mechanism (by 6 to 12 times). The contribution therefore supports the realization of interventions by consumers, thereby reducing their costs. SE will soon conclude an important collaboration agreement with an operation company in the sector of energy services (ESCO), to offer its readers a service for increasing energy efficiency, which is eligible for the white certificates. This constitutes one more push forward to facilitate investments by companies and individuals.

A SPECIAL ITALIAN-STYLE MESS Systematic, in depth checks on plants have revealed how difficult it is to apply regulations that for years have continued to burden operators, posing new problems for the application of changes and for the onset of requests whose urgency is constantly increasing

ith a note published last February 9, the GSE (Manager of Energy Services) informs the public that the photovoltaic meter has reached the value of 6,554,565,645 euros, with a reduction of the indicative annual cost of the incentives recognized for photovoltaic plants as published on February 8. This update—the GSE specifies—is due to the control activities of document review and site visits, performed to ensure that the requirements set by current regulations and the accuracy of the statements made by the person responsible for the plant at the time of requests for admission to the Register and to the incentivizing rates. In fact these are systematic checks, not random ones as called for by the regulation, which the GSE is carrying out on plants that are already connected, and in virtue of some declarations by the responsible parties that turned out to be false. It seems however, that the activity of the GSE, whose function we respect and whose difficulties we are fully aware of, is particularly directed towards the plants that were approved by third party collaborators, to whom GSE had entrusted the practices of recognition of the incentives. In particular the action is directed toward those plants that requested and

obtained the 10% premium on European products, providing the documents that, at the time, were tangled in a confusing legislation on the validity of factory inspections and the production chain, which was constantly expanding. After significant delay, accounting documents and technical forms were requested and the responsible party was not always able to recover them, because in the meantime the supplier companies had closed their doors, as had the installers and designers. This is an Italian style mess, for which the GSE is not responsible. (On the contrary, we understand yet again unexpected operative stress.) However, some reflection is appropriate. Why, since the month of August 2012 until October 2012, did the GSE meter rise so wildly, nearly reaching a 50% increase, regarding plants with the so-called innovative characteristics of the fourth Energy Account as well? We have revealed many times how this race for the incentives has been able to trick the GSE itself. The companies complained of a significant fall in sales, while the plants, at least on paper, were springing up like mushrooms. The impression is that not even Enel could launch so many at once. We believe that serious verifications should be carried out on this aspect of the meter. Following the verification activities, the GSE has confirmed the inaccuracies in the declarations made by the responsible parties of some plants in the act of accessing the Register. Those plants have been excluded from the ranking of the first Register of the D.M. of July 5, 2012 (Fifth Energy Account). The plants of the ranking relative to the first Register were also excluded because of the judicial decisions that confirmed the efficacy of the proceedings of art. 23 and 43 of the D.lgs. 28/2011, put into effect by the GSE as a result of pre-
vious document controls and/or inspections of the plants. The provisions for awarding incentivizing rates to plants already in operation were also cancelled, for which noncompliance was found to technical and/or administrative procedures provided for the by law for the recognition of the incentivizing rates. In addition the incentivizing rate was redefined with respect to the initially recognized one, relative to plants for which the GSE carried out site inspections, discovering non-compliance with technical requirements for architectural integration (D.M. February 19, 2007) or of the incentive for plants realized “on buildings” (D.M. August 6, 2010 and D.M. May 5, 2011). Lastly, the incentivizing rate “on buildings” was recognized in place of that which is due for the interventions of innovative architectural integration (Heading III of D.M. May 5, 2011) for the plants whose installation lacked the qualifications set forth in the "Guide to architectural integration for the architectural integration of photovoltaics." In summary, one big Italian style mess reveals, yet again, how certain regulations can seem like Greek. They are difficult to interpret and even more difficult to apply. n France in 2019 the first “atomic cemetery” may be inaugurated. Located at a depth of 500 meters in the village of Bure, where the Meuse meets Haute-Marne, in the northeast of the country, the industrial center was planned to collect 10,000 cubic meters of highly radioactive waste and 70,000 cubic meters of long-lasting medium radioactive waste, produced by the current French atomic park. It would therefore be essentially an enormous atomic cemetery, composed of 15 square kilometers of tunnels and cavities in which the radioactive elements will be enclosed for all eternity, or almost. These waste materials can last hundreds of thousands of years, and for some of them can even last for millions. The cost, initially estimated at 16.5 billion euros, has now more than doubled and stands at about 36 billion euros. Currently a 4-month public debate is planned to analyze the feasibility of the project. After which, in 2015, the

ITALY IS TALKING ABOUT IT A discussion that provokes strong reactions and further divides opinions in the Country
A
n article that appeared recently on Corriereweb revealed that many Italian research institutions are still pushing for the adoption of nuclear plants to produce clean energy. The article instigated a passionate debate on Linkedin, on a blog where many Italians are participating in discussions of current issues, very often connected to the world of work, production, and culture. We report here some of the comments that were published, thereby taking a sort of snapshot of Italian opinions, a safe distance away from the events of Fukushima, Japan. The opinion of SE. It seems to us that the only center under construction in Europe is located in Finland as a part of the Pheonix Project, of French origin, which was meant to raise fourth generation nuclear plants, and which was already abandoned before being finished. Initially it included two constructions, one being the Finnish project, and the other is Rhone. The French also realized, after spending a quantity of public funds, that the waste problem has not been solved, despite the premises about this type of plant, and they are also very costly. It is also worthwhile to say two words about uranium, which as you all know is a heavy metal found in truly small quantities in the earth’s crust and water. It is strongly radioactive but only slightly reactive. For this reason, for use in nuclear power plants, it is necessary to enrich it with fissile isotope. This process leaves behind a waste material that is called depleted uranium, which is much less radioactive, but is also used more than anything for weapons. In the current state of affairs, uranium is extracted in mines found mostly in the following countries: Canada, South Africa, Australia, Congo, Namibia, China, and Russia. In Italy one mine exists in Carso, and another a few kilometers away from Bergamo. Neither of the mines is considered to be of national interest. How much uranium is available to us then? If we are talking about extraction mines, we can count on 70-100 years of coverage, if in plants like the current ones, providing an amount of energy equal to 6% of the global energy demand. This clarification is unavoidable when one begins to feel the quite justified doubt that, in the economic planning of some Countries, especially Italy, nuclear energy and renewable energy meet on an antithetical market.

here are many Italians who are open to making a small economic sacrifice in the name of ecology. The data from the SuperMoney Observatory reveals that 12% of consumers are looking for ecological rates for supplying energy from renewable sources. Only 6 month ago, this percentage was equal to only 8%. This sensitiveness regarding green energy seems to be increasing, in conjunction with a reduction in costs of renewable energy as well. The analysis conducted by SuperMoney has compared the prices of some traditional rates with those of the “eco” offers proposed by the same companies. For an annual consumption of 2,500 kWh of electricity, the difference is 54 euros per year. This means that giving just barely 15 cents per day it is possible to contribute to important energy savings by choosing renewable resources. For users who consume less electric energy, the difference in price is even more imperceptible. There are already many companies on the market that are propose ad hoc offers for those who want to contribute to energy savinwith a “green” energy supply.
“This data highlights a very positive situation. On one side, energy providers are able to propose competitive offers for renewable resources, with a minimal difference in price with respect to traditional costs. On the other side, consumers are demonstrating themselves to be open and receptive to ecological suppliers, a sign of growing environmental awareness and sensitivity.” Andrea Manfredi, Administrator Delegate of SuperMoney affirms this, according to whom the choice of many citizens in favor of energy from renewable resources can in turn represent an incentive for energy producers in the direction of constant development of renewable resources. components. In order to be granted Bulgarian citizenship, one must make an investment of at least 500,000 BGN
(255,645 EUR,) and of more than 1 million BGM (511,292 EUR) in equity investments in the framework of priority projects, by physical and legal entities, with more than a year of status as a permanent resident. It is also noted that the amended Law provides for the reimbursement of social security contributions as well, for a period of 24 months, in favor of Class A or B investors as a function of the new jobs created in Bulgaria. The World Bank has revised and lowered its predictions for the Country’s economic growth: in 2013, 1.8 percent growth is expected. The Irish Quinn Group, in the framework of a reorganization of its budget, has put the Sofia Hilton up for sale. The transaction, prepared on behalf of the seller by the American company Jones Lang LaSalle hotels, is expected to be completed by the end of spring. Formal offers must be submitted by February 22. ong Kong has become part of the People’s Republic of China again. In the city, life hasn’t changed much, because the Chinese government understood immediately the economic and commercial potential of this territory and therefore has adopted a rather different policy there from that of the rest of the country. Initially the “one country, two systems” idea was viewed with certain aloofness, but it quickly reinforced itself, as the economic growth of this metropolis has been attracting more and more international investments. According to Sole24Ore, 43% of foreign direct investments in China, since it opened its doors to foreign investments, were generated in or passed through Hong Kong. Regarding Italian companies present in Hong Kong, estimates are at 400. One reason for this success, besides Hong Kong’s declared fight against criminality, corruption, and political destabilization, is certainly the fiscal regime of Hong Kong. Let’s examine the taxation advantages. Companies registered in Hong Kong are not subject to the payment of any taxes, on the condition that no transaction is done in Hong Kong. In the opposite case, the tax rate increases to 16.5% on profits generated over the course of the year.
A company will be subject to taxation if it holds offices with employees in Hong Kong, if the current management of the company is located completely or partly in Hong Kong, if the clients of the company live in Hong Kong, if the suppliers are in Hong Kong, and/or if the material for sale is stored in Hong Kong. In cases when none of the conditions listed above occur, a request for the status of “offshore business” or “zero taxation company” must be sent to the tax authorities of Hong Kong so that the company may not be subject to any taxation. It should be noted that because Hong Kong is a special administrative region, it is absolutely possible to conduct business with China without the payment of any taxes. (source SFM)

ters, Shopping Centers, Apartment buildings, etcetera) it is necessary at this point to be familiar with one’s own energy profile based on precise data and not just hypothesized Parameter-mediated tables of more or less effective Regulations or on the individual evaluations of field technicians (even of those same Energy Managers). These latter must equip themselves with the appropriate knowledge for use of the new instruments that are presenting themselves on the international market, and are based on, not only complex and adaptable algorithms and all possible situations, but also on multi-year tests carried out to verify their effectiveness in various fields of application. This is in fact one of the distinguishing elements in the choice of an energy management system, which is the guarantee of reliability verified on the field in the most disparate situations. Other elements to evaluate are the simplicity of implementation of the system and the efficacy of the expla-
natory reports on the levels of Graphics and of summarizing Tables. Also the completeness of the parameters that can be analyzed is fundamental in order to evaluate the System that must include: -Analysis of Consumption of: • Lighting plant • Driving force plant • Heating and cooling plant • Photovoltaic plant • Cogeneration plant -Internal and external: •Temperature and humidity •Wind speed •Luminosity •CO2 concentration The continuously monitored values will be associated with algorithms capable of producing complex analyses of: - Accounting treatment of Consumption and Time slots of energy use - Benchmarking Energy costs as a function of production - Triggering of alarms (as a function of deviations from the reference values) - Creation of Energy Patterns and Control Charts customized for users -Display of autonomous System Anomalies of Energy production -Control of Energy Bills and rate offers for the purchase of energy. -Conformity of the energy management system to the effective Regulations. To charge and unload the battery, KACO has developed a bidirectional inverter with a power of 120 kW, which is distinguished for its rapid reaction times and its high performance. With regard to storage of solar energy, on the other hand, the use of a central buffer tank with a capacity of about 20,000 liters is planned, which will be connected to a network along with a local thermal UHPS and a heat pump. In addition, every building will feature a reservoir tank for daily use. In order to make the maximum amount of thermal energy and electric energy available from solar energy and the combination of these various elements, in addition to the management of electric energy, KACO new energy will occupy itself with the control of all thermal components. This will include monitoring activities as well, which will record all energy fluxes in the quarter. The data obtained will be used for the optimization of the system. “Occupying itself with the entire process of energy management for a neighborhood reservoir, KACO new energy demonstrates that our company does not intend to affirm itself just as a producer of components, but to show that it is able to offer its clients highly complex integrated systems,” confirms the delegate administrator Ralf Hofmann, commenting on the high relevance of the project for the company. The model neighborhood will serve also to analyze how neighborhood reservoirs can relieve or support the public electric network. For this reason, along with network managers, KACO new energy will define the requisites of the structure of the future network, elaborating its parameters of regulation.

The Weinsberg pilot project offers the opportunity to provide a local energy supply with solar power from which can even be utilized by large customers such as hotels and businesses. The construction of the “Steinbruchweg” quarter was launched in August of 2012. Over an area of 16,000 m², 23 residential units will be built: six single family homes are planned, in addition to one single family home with an apartment, ten terraced houses and five unit multifamily housing. The conclusion of work is planned for the end of 2013. The design task was entrusted to the studio of Kruck + Partner Wohnbau und Projektentwicklung GmbH and Co. KG Heilbronn. ment, was recently awarded. This year the winner was the Quimby Huus project, a rehabilitation and care center for disabled people in San Gallen, Switzerland. The structure runs on a solar plant that, among other things, powers the wheelchairs of the residents. Thanks to this mechanism, it is estimated today that every patient has independently travelled about 1,500 km, using only the energy of the sun. An important piece of data for the autonomy of less fortunate people. The next step? The construction of wheelchairs with an independent recharging mechanism, capable of receiving the energy necessary for movement directly from the sun. The solidarity comes straight from the sun. Smart Grids moving forward in China According to a recent study by the British research group, Bloomberg New Energy Finance, technologies for smart grids have registered a 7% increase in investments in 2012, for an annual turnover of 13.9 billion dollars, especially in China’s push forward, which has represented almost a quarter, 23% of global investments in the sector: 3.2 billion dollars with a growth of 14% in one year. Progema Ltd., although recently established, has been on the market for over ten years in the project management. Back in the 90s dealt with the current team core of renewable energy and energy conservation in the project called Blue Line. On 2005, in collaboration with professional firms specializing in engineering, has developed the brand Ecoplanet for the construction of photovoltaic projects advanced public and private business. The technical expertise and financial capacity taken at that time have since given birth to Progema Ltd. The increasing business and complexity of the projects were invited to go on a road of new investment and capacity certified by ENEA (National Agency for Energy and the Environment).
