nyone who has followed SE’s development has understood the mission of our fortnightly magazine for some time. SE informs its readers about business opportunities in Italy and in the world, and it creates a platform for discussion and development in the sector of energy. The operating rental (applicable only to those who hold a VAT number) is a medium to long term rental rate on devices subject to rapid obsolescence and additional services related to it. Among these devices, LED lights were added a few days ago. The operating rental is a contract for

the use of property (as opposed to leasing), which aims to use the assets only for the duration that the customer considers most appropriate for their needs. The types of rental are flexible, or customized, taking into account the needs of the client and the nature/type of product sold. Alternatively the rentals are standard for types of products in which processes of request and activation of the rental takes place immediately, through a custody award procedure. The advantages for the vendor are visible and immediate: reduction or extension of payment times and the possibility to penetrate the market, with a subsequent increase in sales. It also appears evident how this system increases liquidity and optimizes cash flow to the company. The advantages for the dealer, on the other hand, are the rapid realization of economic goals, increased possibilities for customer retention through service and maintenance contracts, and a more continuous relationship with the customer: Finally, the advantages for the client are the total absence of impact on the financial reputation of the enterprise, immediate reduction of financial liabilities and fixed assets, no fiscal management of the space leased, total deductibility of fees paid for IRAP purposes, no risk arising from the ownership of
the property, which remains in control of the owner, maximum customization of the contract based on actual needs and budget requirements, accounting for operating leases in the financial statements only at the level of income (the rent is a cost), no costs of preliminary investigations of the property. Lastly, our financial partner makes its web-tracking available, a user friendly platform which, thanks to a reserved area for the dealer, allows one to manage and track the progress of the new practices added, ensuring visibility and monitoring of the customer base. The use of web-tracking allows the practice to be added in real-time. It also keeps the availability of the coefficients for the calculations of the fees up to date, and maintains the possibility of drawing up the offer. You can also monitor the steps related to the liquidation of the files and, in particular to guarantee the timing of payments to the supplier, accelerating processing times significantly.

I
n Italy there are numerous companies operating in the renewable energy sector, and with regards to registered patents, Italy is second only to Germany. The Vedogreen study monitored 50 of these excellent companies, with an average of 7,700 employees and an annual turnover of 3 billion euros. The Green Energy Award, which will be discussed in the following pages, was won in 2012 by Loccioni (Producer Category), Diasen (Constructor Category), and New Twins (Energy Efficiency Category). The award was sponsored by companies such as Danfoss and Bosch, European leaders in the sector of components for energy. This premise seems like a duty, since our country, which has always been defined as the land of poets and navigators, in reality has always shared the greatest minds with the rest of the world, although many of them share little with Dante and Magellan, and all too often, do not even share the aspect of fame. Certainly, if we refer to Galileo and Marconi, I think that those who are not familiar with their scientific discoveries, bases for global evolution, are quite few. But after these geniuses, there have been many more who were less well-known, throughout history and in the present. In addition to those mentioned above, there is Leonardo, Antonio Meucci, Alessandro Volta, Enrico Fermi, after whom runs a series of names such as Maria Gaetana Agnesi, author of the Book of Differential and Integrated Calculus; Amadeo Avogadro, author of the study on the differences between atoms and molecules; Eugenio Basanti, which few people know to be the inventor of the first combustion engine; Giovanni Beccaria, who discovered the first relationship between electric conductors and their respective lengths; Giovanni Borelli, father of biomechanics; Luigi Brugnatelli, the inventor of
galvanoplasty; Bernardo Buontalenti, who invented modern ice cream in the early ‘500s; Salvino degli Armati, who in 1200 invented the first pair of glasses; Francesco Faà I Bruno, inventor of the first electric alarm clock; Enrico Forlanini, who invented the hydrofoil and a steam-powered helicopter; Macedonio Meloni, inventor of the thermomultiplier; Evangelista Torricelli, who invented the barometer; Pellegrino Turri, who invented carbon paper and also built the first typewriter. This list could continue to excess and it would be captivating as well. But let’s say that even if it’s typical of Italian to work with some imagination, it isn’t typical of Italy to fund such research, and above all, to develop industrial production based on such geniality. Therefore, SE would like to send out a sort of lifeline to engineers, designers, chemists, and inventors in general, who can present to us their ideas and patents. We will be happy to dedicate our attention and space in our newspaper to the characteristics of such inventions. We will not do so randomly, because SE has come to an agreement with various foreign investors who are interested in seeing what new technologies are born in Italy. Their interest is in buying patents in Italy, and then applying their uses in factories outside of Italy’s borders, especially in China. We therefore await the opportunity to discover new geniuses in our country (we say this sincerely and without any irony), in the belief that, starting from these pages, we will be able to propose many small, great opportunities.

a prize for renewable energy and energy efficiency

he fourth edition of the “Good Energy Award 2013” has begun, the recognition dedicated to Italian companies that operate in the sectors of renewable energy and energy savings, conceived of and promoted by Bernoni Grant Thornton. The prize was made possible by the contributions of Bosch, Danfoss, and Universal, and with the scientific patronage of the Minister of the Environment and Protection of Land and Sea, the GSE, The Manager of Energy Services, The AEIT Federation, ANDAF, CSR Manager Network Italy, Fiper, Order of Certified Public Accountants and of Accounting Specialists of Milan, TIS Bolzano, Trentino Develop-

ment, University of Milan, and University of Trento. Participation is free and it is intended for companies, established in any form, which operate within the national territory and which: • produce energy from renewable resources (Producer category); • construct plants for the production of energy from renewable resources (Constructor category); • have adopted policies to achieve energy efficiency (Energy Efficiency category). The jury consists of notable representatives of the Italian economic-financial, entrepreneurial, an institutional panorama.

The president of the jury is Maurizio Fauri, of the University of Trento. The judges will have the responsibility of evaluating the candidates, in order to arrive at the nomination of a winner of each of the three categories of operators (Producer, Trader, Energy Efficiency). The winner will be chosen from a shortlist of finalists at the discretion of the Jury. The criteria that will guide their choice of the winners will regard to their commitment to the production and spread of renewable energy, as well as efforts for increased energy efficiency. These elements will be evaluated based on economic, financial, technical, and environmental parame-
ters, as well as parameters on the relations with the territory where the business operates. The awards ceremony will be held in the month of June 2013. The prize will consist of symbolic honor, which will act as recognition of the entrepreneurial talents of the winners and finalists. s people know who are in field, every day when selling a photovoltaic plant, one of the things clients most often want to know is always what they will have to do when the
photovoltaic panels are at the end of their life. In reality this is a rather extraordinary request, not just because these are unfamiliar things, but because we often meet people who don’t worry about recycling but are still interested in the disposal of solar panels, which they presume will need to be dealt with after twenty-five years of use or more. This kind of worry seems to come from a resistance to spending money on photovoltaics rather than a real ecological conscience. There is a list of groups, which have teamed up with the principle companies that build panels, who occupy themselves with guaranteeing the disposal of them and who are eligible under the Technical Regulations, published in the implementation of the Applicable Regulations for the recognition of the incentivizing rates (DM May 5, 2011, and DM July 5, 2012). The GSE has published a list of them and we report it to you here.

C2 (Europe-China Clean Energy Centre) is a project, co-financed by the Italian Minister of the Environment and of the Protection of Land and the Sea, which was created with the assistance of the European Union. However its contents are the absolute and exclusive responsibility of the EC2 itself and cannot be subject in any way to the policies of the European Union.

The Europe-China Clean Energy Centre is on its fifth year of life and in addition to a first phase of development, the Commission is working on symbiosis with the National Energy Administration of China and the Chinese Ministry of Commerce. The Center is managed by a consortium of nine partners—six European partners and three Chinese—guided by the Polytechnic University of Turin.

The main task of EC2 is to promote increased use of clean energy in China and to sustain the efforts of the Chinese government to realize its plans for more sustainable energy, which is more efficient and more respectful of the environment. This is an issue for which China is accepting international initiatives, and invites Italian companies as well to make suggestions. The Center’s five areas of interest are the following: clean coal, biofuels, renewable sources of energy, energy efficiency with regard to energy consumption and sustainable and efficient distribution systems. In this context, the third E-learning course has been set to take place from March 20 to 22 for urban sustainability and the green economy. The objectives of this third edition of the course are low CO2 emissions in the sustainable planning of the city. The sectors of special interest are construction, transport, and industry. The field of application of the e-learning course is to provide the community of experts with a variety of plans, policies and case studies that contribute to the ecological transformation towards sustainable development. or small and medium businesses of the Veneto region that intend on investing in keeping energy consumption low, the Veneto Region has activate a decree, through an agreement stipulated with its own financer Veneto Development. This relates to the Energy Fund that makes 23.8 million euros available to the PMIs with headquarters in Veneto, a part of which is funding with zero taxes (15 million), and another part that is made up of capital contributions (8.8 million). Another 15 million euros of contributions from banks with conventional taxation will be available in addition to the regional funds, bringing the entire plafond to almost 40 million euros. The chosen modality, which integrates grant funding with the support by the revolving fund, has already been successfully tested and aims to increase the available resources. The Energy Fund was created, through the implementation of a measure introduced by the ROP Veneto 2007-2013, for the granting of concessions for investments oriented towards the improvement of production techniques, in order to improve the energy efficiency of plants, through the adoption of solutions that leverage potential energy by using renewable and non-traditional
generation systems. In particular the projects eligible for funding must relate to improvement of the energy performance of existing plants (for example through the installation of high efficiency electric motors, power factor correction of power lines, etc.) the combined production of thermal and electric energy through cogeneration, the production of electric energy through cells that run on combustible substances, and the production of energy from renewable resources. Obviously projects are eligible that lead to energy savings. The limiting of energy consumption, evaluated for a product unit or processing center, can regard the whole plant or only specific productive lines or parts. The minimum cost of the facilitated operations is 25 thousand euros, and the maximum is 2 million. The maximum duration is 84 months. European funds for development in Romania
A
s a result of the agreement recently signed by the leaders of the European Union, the value of European funds allocated for Romania in the period from 2014 to 2020 will be 39.88 billion euros (21.82 billion euros of European funds for structures, and 17.5 billion euros for agriculture), an 18% increase with respect to the funds committed to Romania for the 2007-2013 period. The funds destined for the CAP (Common Agricultural Policy) will be for direct payments (10.3 billion euros with respect to 5.6 billion in the 2007-2013
period) as well as for rural development (7.1 billion euros, with respect to 8.2 billion euros for the 2007-2013 period). However 25% of the total value of funds destined for agriculture may be used in a flexible way, for direct payments for rural development, also as a function of supplies of renewable solar and biogas energy. Also for the 2014-2020 period, the VAT will represent a cost eligible for pre-financing of4%.
In addition, co-financing remains unchanged: 15% for structural funds (85% European funds, 15% Romanian funds) and 25% for rural development (75% European funds and 25% Romanian funds).

very once in a while we get some good news about the environment. This time we are talking about gases and chemical substances that are damaging to the ozone. The term “hole in ozone layer” is by now commonly understood, at least since for 70 or 80 years scientists from around the world have maintained that certain chemical substances were modifying the ozone layer that surrounds our planet. This is a relevant problem for those who believe that the ozone (which is a strong oxidant for living beings and a highly poisonous gas) is a gas that is essential for life on Earth because of its ability to absorb ultraviolet light, and it contributes to limiting the Earth’s rising temperature, in addition to other effects such as impeding the damage of marine phytoplankton, at the base of the food chain. Precisely for their ability to destroy the ozone layer of the stratosphere, Freons were banned from production and use when the 1990 Montreal Protocol for the protection of the ozone layer was signed as a part of the Vienna Convention. With this act governments decided to re-
duce the production and consumption of substances that are damaging to the ozone. The word Freon identifies a family of chemical compounds that derive from methane and ethane for the replacement of hydrogen atoms with halogen atoms (chlorine, fluorine, bromine). And some of these precise compounds (in particular those that contain chlorine) are those that were banned by the Montreal protocol, except for uses for which it was impossible to find other gases with which to replace them. A report by the European Agency for the Environment, which analyzes more than 200 substances that are damaging to the ozone, it is emphasized that the European Union has made notable progress in limiting these damaging substances. The Montreal Protocol is one of the international environmental agreements that has been the most successful until today. “This example of global action,” says Jacqueline McGlade, executive director, “should inspire cooperation on other global environmental problems.” (source www.eea.europa.eu)

NEW REGULATIONS
FOR NETWORKS
A
nnounced in March with the deliberation 84/2012, the third edition of the CEI regulation 0-16 arrived last December 21, after the public inquiry completed on December 5, 2012. As indicated in the premises, the new edition of the norm was elaborated by the CEI following the indications of the deliberation of the Authority for electric energy and Gas (AEEG) 84/12, which makes the implementation of the A70 and A72 attachments obligatory, of the network code of the Manager of the national transmission network (TERNA

s.p.a.). The regulation takes into account technical innovations that are being delineated at both the national and the European levels with reference to the creation of the next smart grid, and more generally of command signals transmitted by Distributors designed to compensate local or generalized situations, correlated to the parameters pertaining to the quality of the electricity service provided to users. Along with CEI 0-16 (or rather one day ahead of it) the deliberation 562/2012 was published, which recants further actions related to plants for distributed generation, to guarantee the security of the national electric system, with modifications to deliberation 84/2012. Deliberation 562/2012 defined the modality of implementation, or rather the application times, of some articles of the CEI 0-16, which entail the implementation of technologies, or modifications to equipment, which cannot be carried out quickly. The first actions will be taken starting April 1, 2013 (for example the application of the table of adjustments of interface protection and the audits thereof). The subsequent actions necessary will be taken starting October 1, 2013. The parts of the CEI 0-16 regulation that are not dealt with the in deliberation, on the other hand, will become effective 01/01/2013. One of the aspects that we find interesting, that has allowed us to overcome some challenges, is that this time we are not talking about date when the plants began operating, but of the date that the request for connection was made. This is in our opinion a notable step forward, because at least we have a precise date to work with. All those employed in this field know perfectly well that the date when a plant begins operating is not always conceivable and that it therefore does not allow for correct scheduling, as
occurred with the CEI 0-21 and the 84/2012 deliberation. Now in fact, in the moment that a producer sends a request for connection, he knows perfectly well how his plant must be built and to which articles of the CEI 0-16 the plant and its equipment must conform. Some parts of the CEI 0-16 require more time for their correct definition, and they are indicated in the text as “Being studied.” This formulation was chosen to emphasize the subjects that will complete the regulation, such that all the interested sectors are alerted, and if possible, also for loans, proofs and characteristics that can be requested to the generators in the near future. We hope therefore not to end up, as usual, managing the whole transition from the old to the new CEI 0-16 (in the time defined by the deliberation 562/2012) at the last minute, as occurred in the case of the BT interfaces and the ordinances of CEI 0-21. This Regulation will completely replace CEI 0-16:2008-07 and all relative Variations, which have been effective since 31-12-2012. The reading of deliberation 562/2012 is not so simple, in that it entails the simultaneous reading of deliberation 84/2012, and the substitution/modification of the articles and commas introduced by deliberation 562 (which does not replace it but instead modifies it), with a look at the dozens of articles of the CEI 0-16 regulations mentioned in the text. This is the usual painstaking work, which can be added to dozens of other obligations and readings to keep handy on your desk. (source Rinnovabili.it)

he idea is not at all farfetched. We are talking about a project, started in Calabria, whose cost is about 40 million Euros and provides the addition to viaducts, new or existing, of a series of wind turbines to attach under the viaduct itself. As noted and through the experience of people who drive anything that rolls on rubber tires, when passing over kilometers of bridges, which
often connect one tunnel with another, drivers are subject to noticeable gusts of wind. The completely Italian project proposes to take advantage of the winds of those valleys and translate it into electric energy that can satisfy the need of thousands of families and businesses. This system entails a limited use of soil and therefore a reduced impact on the environment and on the landscape, in addition to redesigning the profile of the viaduct. And it doesn’t stop there. The asphalt road surface above the turbines will be replaced by a technological surface, which is already in use in the USA (“solar roadways”), and is capable of working as an absorbing element, generator of energy, composed of a dense network of solar cells, covered in a translucent, resistant, plastic material. This hybrid system (solar and wind) facilitates continuous energy production.

nev and Free Coordination have published the data on wind power in Italy in 2012. The power of the new wind installations built during the past year and connected to the power supply was 1,272 MW, a significant increase compared to 2011. Thanks to these new plants, the wind power accumulated at the end of 2012 reached 8,144 MW. The reason for such acceleration should be looked for in the change in the support system of Renewable Resources introduced by D. Lgs. 28/201, which became effective at the beginning of 2013, has pushed the operators with project construction sites in order to start operating during 2012. This information is in line with the notable growth of the last few years and is a testimony of the significant capacity of a young entrepreneurial sector that is still confident with regards to the enormous potential of this technology. The occupation of the wind power sector is today about 40,000 employees, with an average annual growth of 5,000 more, which in a period such as this one, is extremely worthwhile to preserve. One cannot forget that the increase in renewable energy itself, and of wind power in particular, have allowed our country to reduce imports of raw ma-

terials for fuels needed to meet the energy demand, with consequent benefits for the trade balance and the environment. Unfortunately such a virtuous sector is not appropriately maintained by the Institutions, which with the DM of July 6, 2012, have introduced new systems of bars and incentives, in addition to cumbersome mechanisms, that even with a fixed power ceiling equal to slightly less that 40% of that which was realized in 2012, sufficient offers have not been received in order to reach it. Because of these regulatory actions, the results obtained in 2012 will be impossible to recreate in 2013 and 2014 if the government does not intervene promptly on the critical issue exposed here. he fjord of Sognefjord, in Norway, will soon be a testimony to the functionality and potentiality of the first electric ferry in the world. The German multinational, Siemens, in collaboration with the Norwegian shipyard of Fjellstrand, is developing the project with the intention of baptizing the special ferryboat within three years. With a transport capacity of about 360 passengers and 120 cars, the ferry will rely on an electric motor and pack of fast charge batteries (only 10 minutes to charge) for its power.

A student from the University of Melbourne had an idea that may revolutionize the future of clean energy. Brandon McDonald, with the support of the Australian national research institutions CSIRO, has built solar panels that are so thin that they can be suspended in liquid, such as ink for example. The mixture can therefore be injected, painted, or printed directly onto the glass, metal, or plastic surface of buildings. In this way it is possible to build photovoltaic walls that are integrated into the building and do not take up any extra space. These panels are formed by nano-crystals whose diameter is a few millionths of a millimeter. The producer assures the public that their price will be competitive with that of traditional solar panels, and even two or three times cheaper. However, consumers will have to wait at least 5 years to see them in action.
