PIL ilipata fursa ya kuwaelimisha wenyeviti kuhusu miradi waliyo nayo pamoja na wadau wakuu wanaoshirikiana nao kwenye uuzaji wa viwanja vilivyo pimwa kwa ajili ya makazi bora. AfDB to Support Tanzania Housing and Agriculture in 2017 The African Development Bank (AfDB) will focus on funding the construction of residential houses, development of agriculture and other economically viable areas in Tanzania during 2017. This was announced by Frannie Leautier, Vice President of AfDB, during a meeting with the Tanzanian President, John Magufuli on July 26th 2016. According to Leautier, Tanzania is expected to benefit from AfDB’s 5 priority areas, which include energy, industrialization, integration, food security and livelihood improvement. Additionally, Tanzania is AfDB’s largest recipient of loans in Africa and that the Bank will continue to support the country through the provision of soft loans for development.

Tanzania could Add 1,200MW to its energy grid, ATI indicate

The African Trade Insurance Agency (ATI) indicates that it could bring USD1.2b investments into Tanzania’s energy sector and 1,200MW additional capacity. For this, ATI urged the Government of Tanzania to strengthen their partnership during an international forum on Tanzania’s energy hosted by ATI in Dar es Salaam on November 9th, 2016. At the forum, ATI gathered both the public and private sectors with the aim of finding solutions to unlock investments into Tanzania’s energy sector. “We are here to help unlock investments in Tanzania. We really think we can be a fantastic partner to the

Welcome to the Drone Age... PIL Introduces drone for topographical survey services.

Commercially available unmanned aerial vehicles (UAVs), popularly known as drones, appear to be changing the game in regards to aviation. The market for drones has been expanding rapidly, the applications of drones are growing more diverse, and now PIL is once again setting up the trend. PIL magazine talks to Amir, the drone pilot and he shares the night about the technology and the use of drone.

Briefly tell us about yourself and what you do. My name is Mr. AMIR HAMIS living in Dar Es Salaam. I graduated at UNIVERSITY OF DAR ES SALAAM as GEOMATICIAN and Fully-Registered-Surveyor by NATIONAL COUNCIL FOR PROFESSIONAL SURVEYORS (NCPS) with 10-years-working experience. Currently, I am working at a local Government Institution as a surveyor and also an Associate Technical Consultant for Property International on matters concerning surveying and mapping. I am an expert in using all the conventional surveying instruments and engineering softwares, geographic information system softwares and UAV instrument and softwares.

What led you to get into Aerial SURVEYING AND MAPPING? Having used conventional surveying instruments and techniques for a while, I realized there is lack of updated base maps to be used in urban planning and designs. Surveyors are the only reliable source for these kinds of maps.

Traditionally these maps were provided by Ministry of Lands Housing and Human Settlements. They are derivative data from Satellite imageries or Aerial Images. Doing topographical and detail surveying of 100-acres piece of land may take weeks or month for field and office works to get accurate results. It is laboring task and sometimes don’t produce desirable results due to nature of the site e.g. if covered by thick shrubs, presence of wild dangerous animals, muddy terrains, fast-moving-river-water etc. Aerial surveying came as a solution to these obstacles due to its fast-track operation and efficiency. I thought the need to change from traditional real time kinematic or Optical instruments into Aerial Surveying.

Tell us the importance of UAV machine to your work. As I said earlier, due to lack of updated-base maps for data acquisition and urban planning, there was a need for an alternative source. Previously Un-manned Aerial Vehicles (UAVs) were used for military and intelligence purposes.


But later due to high demands for Photography, filming industry and journalism in general, scientists were allowed to develop UAVs for Civilian purposes. Other sectors which equally needed this new technology are agriculture, construction, urban planning, transportation, energy and utility sectors. So based on that, many firms developed various types of UAVs to fit to certain sectors and needs. Now UAVs are produced in industrial scale and many developed countries have grasped this technology already in their daily urban planning activities. Here in Tanzania there were some few attempts by International Agencies to try to persuade local professionals and firms to adopt this technology but due to its high price and training costs many people fail to come on board. The importance of UAV in land surveying is beyond explanations. UAV can do detail surveying of let us say 100-acres piece of land for less than 20-minutes! A task which costs surveyors weeks or month to complete depending on the number of field surveyors, weather, nature of the terrain, types and number of instruments being used.

Two-days for tests and examination. So it adds up to thirty (30) days of intensive training. A layman can learn normal drone for taking aerial photographs (not a professional mapping and surveying drone) for days or week but it depends on the type of brand. Other brands have complex operations while others are user friend. But consider learning normal UAV as learning to drive a car, the longer you spend training the better professionally you become. Some UAVs require the user to register his/her username in-order to restrict the flight altitude and coverage distances. This controls the enthusiasm of trying to go higher and far while not yet acquired enough experience. As you keep on practice the software allows you to go higher and further and until you get into an advanced user stage.

How will you charge for the use of drone? How is it like to first time experience using a UAV? Using drone for the first time is unexplainable experience. It was not a chunky of stuff. Since it’s something new to you and operates the same way the real aircraft works the only

differences are: fuel, pilot(s)-on-board, and passengers. You need to have the feeling that, not only “you are training to become a pilot” but also you are using UAV to do surveying while sitting on the field-table and get the real time results, as the plane is moving. The first time I tried, I was so nervous but my trainers tried their best to persuade me not to give up. Training to become UAV professional user is a package, which comprises of many stages, lessons, theories, and practical works under close supervision by experts. No chance for error because a mistake in the air may cause irreversible damages to the UAVs, people’s lives or properties. But due to hard working and tireless-effort between my experts and me I managed to get through.

The charge of using drone will depend on the following: site selection i.e. big or small, distance from office location i.e. travel hours, accommodation, food and beverages, allowances and office cost.

Where or how can people reach you, in-case there’s a need of drone services? If anyone needs our service, we are ready to work with anyone provided he/she comes to our office at PIL, MARIAM TOWERS, Ilala or through our contacts provided here. We may arrange to meet him/her in our office and have brief discussions on the scope of the work. We will also need to do site reconnaissance and get thorough view of the landscaping since UAV needs selection for take-off and landing, inspecting the nearby areas if there are sensitive sites for military or government premises in which flying objects are restricted to hover around.

How long did it take you to flight a drone? How long can a layman take to learn? It took me more than ten (10) days of theory lessons, office demonstrations, software lessons for mission design and

nce again P.I.L(Property International Ltd) and P.B.Z ( People’s Bank of Zanzibar) partnered for the project of financing the low and middle income earners up to five years with very low interest rate paid. The project is geared to help low income earners to afford better surveyed plots by Property International Ltd. P.I.L have seen success in Dar Es Salaam, and this time they decided to expand to Zanzibar and Pemba with P.B.Z.

The Bank does both retail and corporate banking with equipped modern systems that facilitate banking business locally and overseas efficiently.

The People's Bank of Zanzibar Limited (PBZ) is one among the oldest commercial banks in Tanzania. It is fully owned by the Government of Zanzibar.

In April 2011, the bank opened a branch in Dar es Salaam on the mainland. As of May 2012, it planned new branches in Mwanza, Arusha, Mtwara, and Mbeya.

PBZ is the only bank in Tanzania with its head office in Zanzibar. It dominates the Zanzibar market with about 50% of the market share formed of the cosmopolitan population of over 1.0 million people. Zanzibar enjoys leading tourist investments from various countries.

In December 2011, the bank launched an Islamic bank window, in addition to the conventional banking services that it offers.

The bank was founded in 1966 by the government of Zanzibar. It functions as a retail bank, serving individuals, small and medium enterprises (SMEs), and large corporate clients. Initially, its service area was limited to the islands of Zanzibar and Pemba.

COVER STORY Recently PIL and PBZ met and discussed on a possible easy way to help the majority of Tanzanians, who are in the lower carder of the pyramid. Majority who cannot afford to own proper surveyed plots or better housings. They have agreed to make a product that will benefit local Tanzanians, Property International Ltd (PIL) and PZB have agreed on simple standard operating procedures to access that will assist the financing procedures between the bank, PIL and the beneficiary/ client buying the plot or house. These procedures start from the moment an individual reserves a plot. They start with filling PBZ Application form and the PIL reservation form after payment of TZS 10,000/= fees. The client will then be given a list of requirements for the project. The client is advised to open an account with PBZ and pay 21% deposit (21% of the value of the plot or property reserved. You are given seven days or a week to finalize this and then the plot is then blocked. Client must submit bank deposit slip as proof of payment. PIL stamps the PBZ application form, attach with the cover letter and a copy of reservation form and submit to PBZ. For PBZ clients, employer fills the application form. PBZ then approves the loan for PIL within 2 to 3 days.

PBZ avails the copy of clients sales agreement and loan repayment schedule within 5 days after loan approval. Every 5 days of the month, PBZ will send PIL the entire loan performance portfolio with comments on defaults if any. Should the customer default in payment, PBZ will follow up with the customer for one month or 30 days of default and then handover to PIL should the default exceed another 30 days, on its 80th day of default, PBZ shall issue a 10 days notification of the intended default amount to PIL. On the 90th day or three months since the start of default, PBZ will do a monthly recovery otherwise customer shall regain the repayment plan as on schedule. For PIL clients, PIL shall submit the processed tittles to PBZ on completion of a loan repayment successfully. Any recovery arrears to be sorted out by PIL, however for PBZ clients shall surrender the title deeds once they are out. In the requirement lists, the client will have to submit 8 colored passport size photos (1 to be fixed on PBZ application form). A certified identity card or passport, copy of 21% bank deposit slip, TZS 10,000/= for reservation form and TZS 5000 for site visit payable on the day of site visit. Above are just simple rules that will enable clients to own properties. PIL is looking forward to see more people benefiting from these simple procedures and their partnership between PIL and PBZ.

On November 4, 2008, Senator Barack Obama of Illinois was elected president of the United States over Senator John McCain of Arizona. Obama became the 44th president, and the first African American to be elected to that office. He was subsequently elected to a second term over former Massachusetts governor Mitt Romney. EARLY LIFE Obama’s father, also named Barack Hussein Obama, grew up in a small village in Nyanza Province, Kenya, as a member of the Luo ethnicity. He won a scholarship to study economics at the University of Hawaii, where he met and married Ann Dunham, a white woman from Wichita, Kansas, whose father had worked on oilrigs during the Great Depression and fought with the U.S. Army in World War II. Barack and Ann’s son, Barack Hussein Obama Jr., was born in Honolulu on August 4, 196. Obama’s parents later separated, and Barack Sr. went back to Kenya; he would see his son only once more before dying in a car accident in 1982. After remarrying an Indonesian man, Lolo Soetoro, And moved with her young son to Jakarta in the late 1960s, where she worked at the U.S. embassy. In 1970, Obama returned to Hawaii to live with his maternal grandparents. Re-elected in 1998 and again in 2002, Obama also ran unsuccessfully in the 2000 Democratic primary for the U. S. House of Representatives seat held by the popular four-term incumbent Bobby Rush. As a state senator, Obama notably went on record as an early opponent of President George W. Bush’s push to war with Iraq. During a rally at Chicago’s Federal Plaza in October 2002, he spoke against a resolution authorizing the use of force against Iraq: “I am not opposed to all wars. I’m opposed to dumb wars…I know that even a successful war against Iraq will require a U. S. occupation of undetermined length, at undetermined cost, with undetermined consequences.”

Africa for the new Africa master plan?

While sub-Saharan Africa countries do have a history of poor urban planning and policymaking, the new 'Africa master plans', designed by foreign developers, that have emerged post-2008 three fantasy city types: one is the full city makeover in which the existing city is done away with and a new development takes its place. Another is the edge city - these are very large projects undertaken at the edge of existing cities. The last type is satellite cities. All these cities are branded as either smart, eco-friendly or world-class - the labels are interchangeable.

ACCRA, Ghana — Hope City project started with a ground-

breaking ceremony led by the president, followed by a lavish launch party at the national stadium that featured a performance by American R&B star Chris Brown. On the eve of the country’s independence day in 2013, Ghanaian developers announced their plans to build a $10 billion tech hub on the outskirts of the capital. The name they chose for the project, Hope City, underscored ambitions to once again make Ghana — the first country in sub-Saharan Africa to achieve independence — a beacon for the rest of the continent. Two years later, though, construction on Hope City has yet to begin. The project’s Italian architects have gone back to the drawing board to redesign their blueprints. The CEO of homegrown tech company RLG Communications, Roland Agambire, who is Hope City’s driving force, has been caught up in highprofile scandals. And a protracted economic downturn in Ghana, which has led to crippling power cuts and a steep slide in the value of the Ghanaian cedi, has made some question whether such an ambitious project will even get off the ground.

Kigali, Rwanda’s capital city, is growing fast. For the largest city in Africa’s most densely populated country, space is valuable. The city may already seem bustling with its current 1.3 million residents, but with urban migration and natural population growth Kigali is expected to reach 3 million residents by 2025, and as many as 5 million by 2050. All this, plus the unique and demanding terrain on which Kigali sits, adds up to the need for a well-designed, compact, and sustainable plan for this fast-growing city. Kigali’s city planners are keenly aware of the pressure they’re

under. The idea for planning came in the early 2000s, when people began realizing that informal housing settlements were popping up all over the city. This led to the creation of the Kigali Conceptual Master Plan in 2008, which focused mainly on how to manage both population growth and density. With the memory of 1994’s conflict still fresh and the city left in near ruins afterwards, the need to build a city that allowed all its residents to live in harmony was the government’s main concern.

The aims of the master plan are broad and ambitious. The six goals for the development of the city are “character, vibrant economy and diversity”, green transport, affordable housing, “enchanting nature and biodiversity”, “endearing character and unique local identity”, and sustainable resource management. Nearly 40% of the city’s land is reserved for ‘nature areas’ –including a large central wetland area – and 19% is undeveloped due to steep slopes. That leaves only about one third of Kigali’s land for development of any kind. To lead this daunting planning process, the government brought in Singaporean company Surbana International Consultants. Rwanda has earned the nickname the “Singapore of Africa” due to its clean streets and miraculous post-conflict economic turnaround, but now even its skyline is beginning to mimic that of the Southeast Asian powerhouse. Indeed, one of the challenges the city planning office faces in implementing the master plan is a lack of ownership from the population. Another challenge lies in changing traditional living habits. With so little of the city’s land available for settlement, apartment

living is inevitable and necessary. But apartments in Kigali are still a rarity, and are unpopular among Rwandans. “We need to make people understand that living in an apartment is just as good as living in a house,”.

Nigeria International Commerce city, also known as Eko Atlantic City, or the initials E.A.C. and E.A., is a planned city of Lagos State, Nigeria, being constructed on land reclaimed from the Atlantic Ocean. Upon completion, the new peninsula, which is still under development is anticipating at least 250,000 residents and a daily flow of 150,000 commuters. The development will also have a positive environmental impact, as it will help in stopping the erosion of Lagos State's coastline. The city adjoins Victoria Island district of Lagos city and the Phase 1 area of Lekki, to the north, while the entire Western, eastern and southern borders are coastline. Eko Atlantic is expected to rise as the next generation of property on the African continent; having a total of 10 districts, spread across a land area of approximately 10 square kilometres (3.9 sq mi), the city will satisfy needs for financial, commercial, residential and tourist accommodations, with a state of the art high tech infrastructure in line with modern and environmental standards. Eko Atlantic development is being carried out as a Public– private partnership, with private companies and investors providing the funding, whilst Lagos State Government is a strategic partner, with the support of the Federal Government. The Contractors are China Communications Construction Group, a company that works in the field of marine dredging and landfill operation. Consultants are Royal Haskoning (traffic and transport expertise) and ar+h Architects. South Energyx Nigeria Ltd. a subsidiary of the Chagoury group was specifically created to undertake the development. The Eko Atlantic project has been criticized by local residents living nearby, saying that ongoing construction works have caused coastal erosion and ocean surges; as ocean water

surges through living areas, flooding access roads and taking down electricity poles and forcing residents to relocate. The Lagos State Government is also being criticized for failing to involve the people in the project. In August 2012 the Atlantic Ocean surged and overflowed its banks, sweeping 16 people into the Atlantic ocean, killing several people and flooding Kuramo Beach, Victoria Island and other areas.. According to an environmental expert, "the ocean surge occurred as a result of the failure of the contractors handling the sand filling activities of the proposed Atlantic Ocean City, to put in place measure that would reduce the effect of the surge on the environment". The Lagos State chapter of the People's Democratic Party of Nigeria (PDP) issued an official statement, blaming the ACN led state government's sand filling for the ocean surge. The party called for a stop to the Eko Atlantic project and immediate compensation to the bereaved families.

Nairobi Kenya’s Tatu City Twenty-six kilometers north of Nairobi, a giant sign announces the entrance to Tatu City, a proposed 2,500-acre sprawling piece of real estate, which was expected to be a major satellite city but has instead turned into a massive tale of suspected graft and corporate intrigue. How a multi-billion-shilling venture turned into a near fiasco is the story of raw power, power abuse, suspicion, mistrust and boardroom wars, which spilt into courtrooms in both Nairobi and Mauritius. The principal characters are now all too familiar: New Zealand millionaire and investor Stephen Jennings; Vimal Shah, the face of the Thika-based Bidco Africa; Nahashon Nyagah, a former Central Bank of Kenya governor and Stephen Mwagiru, a local tycoon. The investment again grabbed headlines when lawyer Ahmednasir Abdullahi accused Director of Criminal Investigations Ndegwa Muhoro of complicity in an attempt to rob the main investors of their stake in the business.

Tanzania-Dar Es Salaam- The NSSF Satelite city project in Kigamboni: According to the Controller and Auditor General (CAG)’s 2014/15 Audit report, NSSF entered a joint venture with Azimio Housing Estate to form special purpose vehicle company, Hifadhi Builders Ltd. Under the contract, Azimio undertook to develop 20,000 acres located in Rasi Dege, Kigamboni of which NSSF holds 45% while Azimio holds 55% shares. The estimate cost of the project was $ 653.44 million (Sh 1.4 trillion). According to Prof. Kahyarara who took the office at NSSF, he realized NSSF’s initial probe into the matter unearthed massive flaws in the contract. For instance he pointed out the project area was only 3,503 acres and not 20,000 acres. Again the price of the plots was massively overrated, for according to contract, one acre was valued at Sh 800 million, but the true valuation indicates the actual price of an acre is sh 25million. Therefore the project had to stop until further investigations

So understanding the fact that perhaps we don’t truly know our investment psychology and find that we are not buying when we know we should, let’s look at some steps that can help when buying investment properties but also make you feel that you are financially secure. 1. Make sure that you have a solid buffer after you have purchased a property so that you can pay for any unforeseen circumstances that may arise, this is an amount that only you can decide on to make you feel safe. 2. Buy in an area that has high rental demand and little risk of property values falling, e.g. CBD’s, near water or long established commercial ventures. 3. When obtaining finance structure your loans so there is a clear separation between your own home and your investments. If you take these four steps and use professionals with property investing experience then you will be well on your way to building your property wealth.
