o improve travel for commercial truck drivers, the Government of B.C. is funding the installation of portable toilets at several commercial vehicle pull-outs, inspection stations and chain-up locations throughout the province. Commercial truck drivers play an important role in maintaining the supply chain by delivering essential goods during the COVID-19 pandemic. The drivers ensure people around the province continue to have access to the items they need, including food and medicine. This is why it is crucial that commercial truck drivers have safe and clean facilities. Installation of the additional portable toilets began this past weekend, with completion over the coming weeks to provide more options for commercial drivers. Approximately 20 portable toilets have been installed at commercial pull-outs and inspection stations, and the Province will look at adding additional ones in the coming weeks. The Ministry of Transportation and Infrastructure is also keeping all rest areas open during the outbreak to continue to support the trucking industry. Maintenance contractors are working to keep these facilities clean, sanitary and well supplied. If people encounter less than ideal conditions at any provincial rest area, they are encouraged to contact the appropriate maintenance contractor or nearest ministry office. In order to make sure everyone in B.C. has access to the goods they need, the Province has created a new Provincial Supply Chain Coordination Unit to assist with co-ordinating the distribution of goods and services.

The Province has also launched the COVID-19 Supply Hub, a made-inB.C. online platform to co-ordinate, find and speed up the delivery of medical supplies and personal protective equipment for provincial health authorities to support front-line health workers.

The importance of an “open for business” government cannot be overstated. And part of that “staying open for business” is ensuring that the services our residents and businesses require are available, regardless of the crisis. This also includes holding Public Hearings, which while a legal requirement may not be widely understood. PUBLIC HEARINGS Rules regarding Public Hearings are extremely rigorous and any deviation from the legislative or legal requirements can leave the City at risk of legal challenge. We have considered and have in place the technology to hold a Virtual Public Hearing; however, if a resident can’t connect virtually (for whatever reason) and therefore can’t be heard in person, the Public Hearing and Council’s decision derived from that hearing, could be challenged, thereby potentially nullifying the Public Hearing. Until the Province of B.C. makes changes to the legislation, we are left operating in this reality.

On our weekly Lower Mainland Mayors call of April 9, 2020, Minister Robinson repeated that the Province is currently developing processes that support Public Hearings continuing for all municipalities, and those will be released soon. In addition, the Minister mentioned Abbotsford and congratulated us on taking the steps to create safe physical distancing in our council chamber and applauded our community for thinking outside the box to support ongoing development. Unlike many council chambers across B.C., our physical chamber is used for more than just City Council meetings and public hearings. It is larger than most and is used by many community and faith groups for theatre, musical performances, and awards ceremonies. This larger-format chamber gives the City more room, too. The measures we’ve implemented for Public Hearings are far from business-as-usual. For example, through careful planning we’re able to take the necessary measures so the hearings will align with the Provincial Health Officer’s orders and guidelines on (A) physical distancing and (B) the 50-person limit for gatherings. Under normal conditions, our chamber can accommodate 350 people at a Public Hearing. Our staff continue to provide opportunities for the public to provide their comments on Public Hearing matters in writing versus in-person in Council Chambers. This information is going out through all the City's social media channels, our website, and in print on the City Page in the Abbotsford News. Key elements of our ‘new’ Public Hearing process: •COVID-19 continues to affect our economy and the operations of local businesses. To support continued development activity in Abbotsford, City Council has developed a plan that aligns with the Provincial Health Officer’s orders and guidelines. Public Hearings will follow the 50-person limit for gatherings as well as have strict measures in place for two metres of required physical distancing. ICBC Claims and COVID-19: How do I continue with treatment during the pandemic? Timely treatment is essential to symptom management and rehabilitation if you have been hurt in a major accident.
