The BC Court of Appeal has upheld a decision in the Supreme Court of BC that struck down the regulation limiting a successful plaintiff’s disbursements recovery to 6% of the settlement or judgment amount.

The court’s decision recognizes the disproportionate harm caused by the 6% cap on already disadvantaged British Columbians. The example of a neurosurgeon and a nurse, both injured in the same accident and suffering identical injuries, was repeatedly cited during the proceedings. The neurosurgeon, due to their higher income and greater ability to prove their injuries, was awarded greater damages. The inflexible cap placed high-income earners at an advantage over low-income earners, the young over the old, and the healthy over the disabled. This ruling acknowledges the need for judicial discretion in the recoverability of disbursements.

The Patrika Auto Review: 2023 Toyota Supra GR 3.0- Pure Sports car Exhilaration!

The Toyota Supra is one of those iconic performance cars on looks alone it scores massive points with it squat long sensuous hood, outrageous bulging rear fenders and duck bill spoiler. The Sopra’s complex curves are wonderfully put together –some may say it looks over the top. But I for one love the design. It certainly does not look like anything else. But do note it uses mechanical, engines and some bits and pieces from the BMW Z4 Coupe – no bad thing!

For 2023 The GR Supra is available with a choice of two engines — 3.0 models feature a 3.0L inline 6 that generates 382 hp and 367 lb-ft of torque, while the 2.0 has a 2.0L 4-cylinder that produces 255 hp and 295 lb-ft of torque. The all-new Intelligent Manual Transmission (iMT) for the 3.0L Premium and A91-MT Edition models is a 6-speed gearbox An 8-speed automatic tranmission with paddle shifters is also offered.

Changes for 2023 models include new retuned traction control systems, upgraded braking, a vehicle stability control system enhanced with an anti-roll program, and an all-new performance Hairpin+ function. The 3.0 models also have retuned suspension and shock absorbers to improved stability and ride comfort. The electric power steering has also been tweaked and an active rear sport differential as standard equipment.

There are two models of Supra available: the base turbo four-cylinder 2.0 and the six-cylinder 3.0. The fourcylinder starts at $57,130. The 3.0 L Supra GR is $69,000 and gives buyers a 382-horsepower engine and 368 lbft, The BMW sourced 3.0-liter engine

has a twin -scroll single turbo, DOHC 24-valve and a Launch Control system. The transmission: is an 8-Speed auto unit with paddle shifters, and manual mode.

The GR Supra arrives with Qi wireless smart phone charging system, colour heads-up display, 14-way power adjustable seats, red and black leathertrimmed interior, 19-inch forged aluminum alloy wheels, a sport exhaust, and adaptive suspension system. The new, limited-edition (50 units only) GR Supra 3.0 A91-MT Edition ($70,270) as tested adds on the 3.0 Premium manual model with a beautiful exclusive edition with its cool “CU later” Paint and classy cognac leather interior, unique 19-inch forged wheels, strut tower brace, and an Alcantara-clad shift knob and shift boot. The cabin is not as outrageous as the outside and is neat and driver focused with an 8.8-inch digital gauge cluster provides heated leather power bucket seats and dual-zone automatic climate control. The leather-wrapped steering wheel feels good and the carbon-fibre trim adds a little contrast to the mostly all -black interior.. I do like the digital gauges in the Supra the driver-focused cockpit is snug, but fit like a glove when you settle in. The Supra is a twoseater and cargo space is accessed via the rear hatchback.

On the road, the 2023 We tested the 3.0L Supra With the ix speed manual transmission. It handles like a true sports car, nice rear wheelspin on hard standing, play with the launch control and you are rewarded with a real shove in the back rocket-like acceleration.

The engine is immensely powerful and provides lot of torque off the line; meanwhile the six speed transmission offer quick, firm beautifully calibrated up and down shifts without any hesitation. I love that urgent exhaust note! Since it is rear-wheel drive, there is a proper electronic limited-slip differential and an adjustable performance traction management system. The steering has good on-center feel, and a nice heft and firmness. The handling is delight and it is so cool , the way the Supra can be dive -bombed into corners and on accelerate out with a shimmy and squirm at the rear as it shoot out of the turn. The new Hairpin+ allows more freewheel spin when taking tight bends on a high-friction surface with an uphill gradient. Track Mode has also been fine-tuned to enhance drifting.. It features rev-matching technology on both up and downshifts to help drivers manage even faster responses, and this feature can be disabled in Sport driving

mode. The variable ratio steering, and electronically controlled suspension provide agile responses and a balanced ride and handling. The Brembo brakes are strong and bite very quickly. Surprisingly, the cabin is quiet, not at all booming or noisy.

To sum up the Supra performs like a well-bred sports car without the uncomfortable ride or cockpit. It looks simply fantastic, sounds wonderful. Small, with a powerful engine and excellent handling the Supra offers true, pure -bred sports car thrills in an awesome package. Highly recommended.

How to recognize the early signs of gum disease

(NC) According to a recent survey, symptoms of early gum disease such as bleeding and inflammation affect 65 per cent of Canadians. Yet more than half ignore the issue, although a common condition, early gum disease can cause serious damage to your teeth and gums if left untreated. Symptoms are caused by plaque formation on teeth as a result of poor oral hygiene. Understanding the signs and stages of gum disease can help you take proactive steps to keep your smile healthy.

There are some simple steps you can take to help improve your gum health. If you see signs or symptoms, don’t ignore them. Treat them instead. You can increase the frequency of brushing, flossing and rinsing, learn proper brushing and flossing techniques, try

B.C. promotes equity with antiracism research priorities

The Province takes another step improving access to government programs and services for Indigenous Peoples and racialized communities, with the release of 12 priorities for anti-racism research.

Seven research priorities were put forward by the provincial AntiRacism Data Committee. Indigenous Peoples recommended three research priorities and two priorities that set out how the Province should approach this research.

“Systemic racism and other forms of discrimination have shaped the delivery of government programs and services for generations,” said Lisa Beare, Minister of Citizens’ Services. “These research priorities will keep us focused on the areas that matter most to Indigenous Peoples and racialized communities, while we continue to take action to eliminate systemic racism in all our programs and services.”

The Anti-Racism Data Act (ARDA), which came into effect in June 2022, enables the safe collection and use of personal information for the purposes of identifying and eliminating systemic racism and advancing racial equity. ARDA requires the Province to establish and publish research priorities every two years, and annually release statistics or other information related to systemic racism and racial equity. ARDA also requires that the research priorities and information releases be done in a way that respects different cultures and minimizes harms to Indigenous Peoples and racialized communities.

“Everyone deserves equitable access to the public services they need,” said Niki Sharma, Attorney General. “These priorities were identified by people who are most impacted by systemic racism and provide a roadmap for how government can meaningfully improve services for more people.”

The implementation of ARDA aims to increase trust, transparency and ac-

countability with Indigenous Peoples and racialized communities through continued collaboration on data initiatives under the act.

“The Anti-Racism Data Committee has built a foundation of trust, a climate of collaboration and a deep commitment to communities that have helped us to recommend the priorities that will drive research on systemic racism in government programs for the next two years,” said June Francis, chair, Anti-Racism Data Committee. “As we work toward racial equity, it was challenging for the committee to choose areas of focus as there are no ‘low’ priorities in this work. These research priorities will lead to insights that can be translated into tangible actions and change that should be felt by racialized people across B.C.”

Along with the research priorities, the Province released two other documents. The first-year progress report outlines the work done under ARDA over the past year. It includes information about important milestones like the creation and function of the Anti-Racism Data Committee and details about consultation and cooperation with Indigenous Peoples.

“The Anti-Racism Data Act is being implemented in partnership with Indigenous Peoples and racialized communities,” said Mable Elmore, Parliamentary Secretary for AntiRacism Initiatives. “The research priorities not only outline our path forward but illustrate our commitment to transparency and collaboration every step of the way.”

The Guide on Using Categorical Race and Ethnicity Variables supports antiracism research by giving practical advice to researchers about how to use race and ethnicity data in reporting, research and evaluation projects. It summarizes a best practices checklist to ensure data about race is used appropriately and includes nine recommendations with examples, case studies and a self-assessment.

City to give secondary street name of Komagata Maru Place to Canada Place

Vancouver City Council has announced that “Canada Place” will be given a secondary, honorary street name of “Komagata Maru Place.” This decision forms part of the City’s ongoing efforts to redress historical discrimination against South Asian communities and is informed by community input and support.

The site for the honorary naming was chosen due to its historical significance, being the location closest to where the Komagata Maru ship, also known as Guru Nanak Jahaaz, docked in 1914. The ship had 340 Sikh, 27 Muslim and 12 Hindu passengers onboard. They were mostly from Punjab, British India, and most were denied entry into Canada, marking a significant historical incident of systemic discrimination.

“Today’s decision is a meaningful step towards acknowledging and rectifying our city’s historical missteps,” said Mayor Ken Sim.“The primary street Canada Place being provided a secondary honorary name “Komagata Maru Place” will help educate the community and remind us of how unique Canada, British Columbia, and Vancouver’s diverse makeup is,” said Raj Singh Toor, Vice President of Descendants of the Komagata Maru Society. “We are all richer when we remember how special it is to have so many different ethnic communities living together. I hope that it will help to connect Canadians, British Columbians and Vancouverites with their past to build a more peaceful and tolerant tomorrow.”

City Council has also committed to recognizing the cultural and historical significance of the 2nd Avenue Gurdwara site in Kitsilano, known for its importance to South Asian communities. This is a historically significant location in relation to the Komagata Maru incident, as this was the site where the local South Asian com -

munity mobilized to support the passengers. Future initiatives will further explore other areas of historical and cultural significance to the South Asian Canadian communities in Vancouver.

“Cultural redress is a complex and ongoing process that the City is undertaking with South Asian communities — and this work needs to continue to be done with the understanding that these communities are not a monolith. The secondary street renaming and the historical account of the partial history shared in this report are a first step in recognizing historical discrimination and holding our City to account,” said Monica Cheema, community researcher and storyteller. “I’d like to express my deepest gratitude to the members of the South Asian community who have been involved in this difficult process. We look forward to continuing to address historical discrimination and untold histories as part of the City’s larger work with South Asian communities.”

Upon approval of these recommendations, the City will initiate a community process for the design of the sign for “Komagata Maru Place” and the creation of public education materials. Efforts will also be made to enhance the monument at Harbour Park, and an unveiling ceremony is expected for late 2023.

Dr. Henry is a specialist in public health and preventive medicine and is board certified in preventive medicine in the U.S. She graduated from Dalhousie Medical School and completed a Master of Public Health in San Diego, as well as residency training in preventive medicine at University of California, San Diego and in community medicine at University of Toronto.

She has worked internationally including with the WHO/UNICEF polio eradication program in Pakistan and with the World Health Organization to control the Ebola outbreak in Uganda.

Dr. Henry will be recognized at the Thursday, June 15 morning ceremony at 9:30 am. She will appear via prerecorded video.

Albert (Sonny) McHalsie (Naxaxalhts’i), Doctor of Letters

Naxaxalhts’i is not an academic in the traditional Western sense, but by sharing his knowledge with researchers, scholars, and students over the past four decades he has ensured that a wealth of knowledge about the Stó:lō people and their culture and traditions is preserved, shared, and interpreted for current and future generations. He has a lengthy history of association with UFV, and also cooperates with other institutions through his role as an instructor and mentor for an ethnohistory field school.

Perhaps more important even than his academic contributions is Naxaxalhts’i’s work as an historian and teacher within his own Stó:lō cultural tradition. He is one of the most distinguished interpreters of the Coast Salish world of his generation and serves as a bridge between Elders (many of whom are no longer living) and current scholars and interested people of both Stó:lō and non- Stó:lō descent.

Naxaxalhts’i, more commonly called “Sonny” by his many friends, is an active adjunct member of UFV’s

History department, regularly leads faculty and staff on Stó:lō Place Name Tours, acts often as an Elder and Witness for university events and gatherings, has served as a member of the UFV Indigenization Committee, and has been a guest speaker for several events in Xwelítem Siyáya: Allyship and Reconciliation Building, a collaboration between UFV and a group of Stó:lō agencies to offer an educational program to help participants enhance their capacity for reconciliation building..

“I nominated Naxaxalhts’i, to recognize him but also the Stó:lō tradition in which he was trained and is training others,” notes Dr. Keith Carlson, Canada Research Chair in Indigenous and Community-Engaged history.

“Indeed, as one academic recently articulated, ‘McHalsie is a major force in the development of constructive relations between the mainstream community of British Columbia and Indigenous people here.’”

Shirley Hardman, UFV Vice President, Indigenous, says that Naxaxalht’i embodies what the university seeks in an Indigenous community-based educator.

“The engagement he has with every community in S’olh Téméxw, with the various Elders and knowledgekeepers, the leaders, storytellers, Halq’emeylem language speakers, and the cultural educator ensures that what he shares, what he teaches reflects that which is Stó:lō. His pedagogy is largely an immersion in the experiential. It is how he has learned and it is true to our Stó:lō epistemology. He educates those who listen. His ability as a teacher, storyteller, knowledge-keeper/historian, and a witness to our Stó:lō lived reality. His knowledge is without parallel.”

Dr. Judith Soon, Doctor of Laws

Sometimes it takes one defining moment to change life’s trajectory. For Dr. Judith Soon, that moment was in her Grade 12 year when she and four other classmates toured the inner workings of a pharmacy.

From this experience, Soon knew she wanted to pursue a career in pharmacy, one that has turned out to be extremely rewarding. She is especially proud of developing and maintaining a province-wide clinical pharmacy program for long-term care facilities, helping establish the Fraser Valley Regional Science Fair (FVRSF), and being actively involved with CanadaWide Science Fairs.

It was this unassuming and patientfocused attitude that Soon brought with her when she first moved to the Fraser Valley and noticed a problem within long-term care facilities.

She discovered that prescription processes for members of the aging population living in care homes were not straight-forward. She found that nearly every resident in a long-term care home had a different pharmacy.

“A 100-bed nursing home had maybe 30 different pharmacies all bringing their prescription vials and deliveries to the nursing station.”

This spurred her to gather some colleagues and create the first consultant clinical pharmacy group in the province, which would then go on to manage medications for 55 long-term care facilities.

“One pharmacy could manage all the medications for one nursing home,” she stated. This change decreased the negative side effects patients experienced.

In 1992, Soon signed up to judge at the Fraser Valley Regional Science Fair (FVRSF). She then became the chief judge in 1995.

Soon then became chief judge at the Canada-Wide Science Fair in 2005 and has even been invited to international science fairs in Taiwan, Ireland, and Siberia to judge and coordinate the set-up of new science fairs.

Recently retired from her position as an associate professor of pharmacy at UBC, Soon is actively involved in the Canada-Wide Science Fair, helping coordinate and judge 340 science and technology projects from across the country.

Dr. Soon will receive her honorary degree at the morning Convocation ceremony on Wednesday, June 14, which begins at 9:30 am.

New Archway Podcast Shares Newcomer’s Stories of Resiliency

Anew podcast by the Archway Diversity Education team shares stories of newcomers to Canada and their immigration struggles, successes and resiliency.

Hosts Sumaiyyah Adam and Darien Johnsen interviewed eight immigrant and refugee women over six sessions for the Stories of Resiliency podcast.

“We wanted to share the stories of newcomers, immigrants and refugees to foster understanding, and showcase the diversity and resiliency of the people who live here,” said producer Robyn Garland.

Resiliency is a common theme in the podcast as the newcomers share how they adapted to a new culture, overcame trauma and found a way forward.

“The women interviewed had these struggles but they’re able to reframe it because they’ve developed such a healthy mindset of resiliency and they’re able to see the benefits of the struggle and how they’ve grown as people,” said Johnsen.

As Canada welcomes more newcomers from Ukraine, Afghanistan and other places experiencing conflict, this is a timely and important project.

“We hope these refugees and displaced persons will be met by people who are empathetic and understand a bit of the newcomer experience,” said Johnsen.

The Archway Diversity Education program promotes cross-cultural understanding and learning within the Fraser Valley through training, a resource library, consulting on policy and delivering workshops. The team looks to create and support initiatives and projects that uplift the voices in their community.

This project is the first podcast out of Archway Community Services and something Johnsen has long been interested in.

“With podcasts, you’re capturing stories straight from the mouths of people who have experienced them, which is different than other forms of journalism,” said Johnsen. “It’s so much more meaningful to hear someone’s

voice telling their own story. You can hear the nuance, emotion and passion.”

Adam is a secondgeneration Canadian who feels passionate about equality and advocacy for all people. She wishes something like this had been around when her family immigrated from East Africa so that people could have seen past the one-dimensional stereotypes and stigmas that often face newcomers.

“I hope that as people listen to these stories, they come with an open mind and heart of getting to know your neighbour and those who are different from ourselves, so we can build community and togetherness making us all more comfortable with who we are in the world,” said Adam.

The Stories of Resiliency podcast can be found on Spotify or on CIVL Radio 107.1 on Wednesday mornings at 9am (May 24 - June 28).

While the podcast is currently limited to six interviews, the group hopes to continue using the podcast format with other projects in the future.

Harpreet Jhinjar’s exemplary work with the Pathways Program, aimed at fostering grassroots community engagement and supporting at-risk

youths and their families, earned him well-deserved recognition. Chief Serr highlighted the tremendous progress Abbotsford has made, stating, “12 years ago our city was known for being the homicide capital in Canada. For the past two years, we have not had any gang-related homicides in Abbotsford. This is in part due to the good

work of Harpreet Jhinjar.”

Smallenberg emphasized the significance of Marazzi’s efforts, stating, “Yodbee’s volunteerism is especially remarkable since the healthcare system is currently experiencing staffing shortages. Yobdee is an example of how Abbotsford youth are stepping up to support.”

Raymonde Tickner, the third award recipient, received accolades from Kim Riddell, Executive Director of Abbotsford Restorative Justice and Advocacy Association (ARJAA).

Riddell acknowledged Tickner’s profound ability to see the big picture and her calm and caring demeanor, which greatly contribute to creating the safe spaces necessary for restorative processes. Tickner’s remarkable dedication to volunteerism, with over 1000 volunteer hours, earned her the title of “a leader among volunteers.”

Vijay Manuel, Board Chair of Character Abbotsford, opened the event

by sharing the organization’s mission: to Inspire Character, Enable Leaders, and Influence Community. Manuel expressed his hope, stating, “Our hope is that by recognizing these inspiring individuals, we are really honoring the many citizens that they represent in the service-rich community of Abbotsford.” He further added, “We hope this will inspire even more heart-centered decisions and actions in our community.”

In recognition of their outstanding contributions, each recipient was presented with a formal letter of recognition and a $500 gift card.

ICBC reaches tentative agreement with MoveUP

The Insurance Corporation of BC (ICBC) has reached a tentative agreement with members of MoveUP under the Province’s Shared Recovery Mandate.

The tentative agreement covers approximately 4,900 employees who work in various areas of ICBC’s operations, including customer claims, insurance, driver licensing, and administering road tests, as well as providing vehicle licensing, road safety and general administrative support.

Negotiations under the Shared Recovery Mandate support government’s priorities to improve public services and the health-care system, while supporting the province’s continued economic recovery for all.

Details about the agreement will be available after the ratification process for the union members is complete. Every day, Fraser Health cares for more than 2,000 people in emergency departments across our region. Considering the busy and unpredictable nature of emergency department volumes, we are pleased to launch new information about average wait times for care at hospital emergency departments across our region.

We recognize that some patients and their loved ones are experiencing longer-than-usual emergency

department wait times which can be frustrating and cause concern for loved ones.

This new information about the emergency departments will help patients and families make informed decisions about accessing care. These estimates help demonstrate how long it may take to see a physician and the expected length of stay in the emergency department.

Over the past fiscal year, we have seen a seven per cent increase in emergency department visits compared to prepandemic levels. By providing information about wait times and expected length of stay, we hope to improve the experience for our patients and their families by reducing uncertainty and anxiety they may feel while waiting for care.

While Fraser Health encourages people to familiarize themselves with this dashboard, anyone with an emergent health issue should immediately seek emergency care. If you require treatment for life- or limb-threatening health concerns, visit your nearest emergency department or call 9-1-1 immediately.

Wait times vary across emergency departments and fluctuate when patient volumes suddenly increase. If this occurs, estimated wait times can also change suddenly.
