Why does it take so long to settle my ICBC claim? Top 3 Factors

Anthony Thomas Founding Partner Simpson, Thomas & Associates We know that the vast majority of ICBC claims are resolved by negotiated settlement rather than trial. We also know that the settlement process takes time. Car accident victims are often anxious to resolve their claim and want to know how long it will take. Here are some of the factors that will influence how long it takes to settle your ICBC claim: Severity of your injuries. If you sustained more minor injuries and heal quickly, expedited settlement of your ICBC claim may be possible. If you have been seriously injured in a car accident, it will take more time to understand the full extent of your losses and how the injuries will impact your life. It is not possible to properly assess the full value of your ICBC claim until you have the whole picture on how much time you’ll miss from work, whether you will suffer future wage loss, your out-of-pocket expenses, your future care needs, and what your life will look like going forward. Maximizing the recovery process. It takes time to heal and explore all treatment options. Some car accident victims will fully recover from their injuries. Others will never get back to their pre-accident condition, instead reaching what is known as “maximum medical recovery.” For those, it will take time to adjust to post-accident life and cope with physical restrictions, pain, or permanent disability. Change of career may be necessary. You risk short-changing yourself if you rush to settle before knowing the long-term consequences. For example, if you prematurely settle your ICBC claim and then your injuries do not fully heal as expected, your condition worsens, or you develop additional issues (such as major depression arising from your physical injuries which then causes you to miss work), you will not be entitled to further compensation from ICBC. ICBC’s position. ICBC claims can be extremely complex, and the position ICBC takes on the many issues involved in your claim can delay settlement. ICBC may dispute liability for the accident, point to pre-

Review released in response to concerns about provincial health authority A report released by the Ministry of Health provides an independent analysis of concerns raised about decisions and spending at the Provincial Health Services Authority (PHSA).

On Nov. 19, 2020, concerns regarding misspending by PHSA were raised through the media. In response to the concerns, the minister of health directed the deputy minister of health to assess PHSA’s decisions and conduct relating to specific concerns, and to provide recommendations on existing issues as the cause of your actions, changes to policies or other current difficulties, or challenge the such changes that could be taken. severity of your car accident injuries. In his report, Bethel found: No evidence of any preexisting relationship between the CEO of PHSA and the Montrealbased vendor, Luminarie, that would indicate a conflict of interest. When it became clear that respirators provided through Luminarie were not suitable for use in health care, there was a disconnect between the CEO, the board of directors and PHSA staff regarding the appropriate course of action to pursue recourse from the vendor. Recent dismissals of three members of PHSA’s executive team and one senior staff were, at least in part, related to a perceived lack of loyalty to, and/ or friction with, the CEO. The CEO was not in agreement with finance staff at PHSA on whether a writeoff of approximately $7 million should be recorded in PHSA’s financial statements for the fiscal year ending March 31, 2020. Through his interviews and review of documents, Bethel also observed other areas of concern that were not directly within the scope of the review. These areas of concern include: information relating to the cost of renovations to PHSA executive offices; hiring and compensation decisions within the CEO’s office; and issues around the culture and work environment at the PHSA.

After COVID, Young Families Need Our Help

COVID-19 has taken a heavy toll, but Canada has weathered the storm comparatively well. Rebuilding will be as hard, or harder. That effort needs to focus on people, especially young families. Half the COVID-19 job losses in B.C. have been people under 30; 38% have been people under 25. The Business Council of B.C. says 2020 will rank as the worst year for B.C.’s economy and job market in a century. Just before the COVID-19 response kicked in, the Forum for Millennial Leadership (FML) commissioned a national opinion research study looking for ideas Canadians could agree on to make life better for young families.

COVID labour market impacts – are at a disadvantage. 72% of Canadians support adjusting the CCCB eligibility criteria to account for areas with higher living costs. Canadians are united in wanting improved childcare, ideally near workplaces. Modernizing, expediting, and simplifying permitting processes for new childcare facilities, without compromising on safety, is strongly supported and desperately needed in many jurisdictions. Even before months of working from home shone a spotlight on the juggling act of working parents, 77% of Canadians said we should encourage flexible and remote working arrangements for working parents; many support tax incentives for companies to do so. 73% say we should implement tax measures to help parents working part time from home while raising children.

72% of Canadians agreed “government needs to stop chasing away investment and family-supporting jobs.” If ever there was a time for elected officials of all stripes to embrace economic development and create conditions for Some family tax policies simply don’t work for the entrepreneurs we are investment and jobs, it is now. counting on to rebuild our economy. Supports for youth in care extended another year Youth and young adults set to transition from government care will be able to stay in their living arrangements for up to one additional year as the Province extends COVID-19 emergency measures. “Youth and young adults in our care deserve to feel supported and safe — especially as we continue to navigate this pandemic,” said Mitzi Dean, Minister of Children and Family Development. “As the economy recovers, housing and employment are recovering too. We are supporting young adults to stay in their current living arrangements, so they don’t need to transition to independence during this tumultuous time.”

extension of the interim measures is a concrete step that we know will bring a sense of relief to many young people in care, knowing they will continue to have shelter during the pandemic. We applaud and encourage the continued focus on preventing homelessness as a critical aspect of youth transition planning, so that all youth leave care, at all times, knowing they have safe, sustainable shelter waiting.” As part of government emergency measures announced in September 2020, easier access to life skills and rehabilitation supports through the AYA program is in place until September 2021. These measures allow eligible young adults in the program to take part in a wider range of life-skills programs and cultural learning options, as well as online programming, with fewer required hours of participation per week. More flexibility is also being granted for eligible young adults to access mental health and rehabilitative supports while participating in the AYA program, along with a lower hourly requirement for these programs.

All youth who are transitioning into adulthood can access housing supports to stay where they are. In addition, for the first time, those who are eligible for the Agreements with Young Adults (AYA) program can apply to participate in both programs at the same time. Eligible young adults using the emergency housing support may be eligible to receive up to $350 per month through AYA, based on their unique needs and the length of their program. “We are incredibly happy to hear that the government will be extending “Being able to access both housing COVID-19 emergency measures for and AYA at the same time will help the next year,” said Sarah Stewart, more young adults participate in life co-chair, BC Coalition to End Youth skills, mental health and educational Homelessness (BCCEYH). “As a coprograms, while remaining in their alition comprised of youth with lived current home,” Dean said. experience and youth-servicing agenAll youth who are set to transition into cies, we know that this news will be adulthood at age 19 will continue to met with a huge sense of relief. These interim measures further complement government’s economic recovery plan, as well as its COVID-19 Action Plan, to provide income supports, tax relief and direct funding for people, businesses and services.

“Homelessness is a reality in communities across British Columbia. During the COVID-19 pandemic, the existing services for people who are unhoused have been sorely challenged by the need to deliver services in compliance with health and safety orders,” said Brian Frenkel, president, UBCM. “This new program will provide much needed funding to support the adaptation and innovation of service delivery to better meet current needs. UBCM was pleased to work with the province on the program’s design and the development of program materials to support this launch.” Local governments and Treaty First Nations are encouraged to submit applications for this funding through UBCM’s website: https://www.ubcm. ca/EN/main/funding/lgps/strengthening-communities-services.html The program is part of the Safe Restart Agreement, which is equally funded by the Province and the Government of Canada.

Changes to allow emailed documents between landlords and tenants The Province is amending regulations to allow email as a method of service between landlords and tenants, making it easier for people to participate in the dispute resolution process.

As a result, they have been accepting service by email with supporting evidence without issue for several years.

While electronic service methods, such as email, have not been permitted, arbitrators have accepted them in situations where other methods were not possible.

Taboo topics need to be addressed through cinema : Ayushmann conversation on such important subjects. The fact Ayushmann Khurranas film that Indian families came out and watched this Shubh Mangal Zyada Saavdhan film was the biggest success story for me released a year ago on this day. The because our families can contribute so much same-sex love story cast him as a gay to foster a spirit of inclusivity when it comes to person. The Bollywood actor says it same-sex relationships," he said. Ayushmann takes time and effort to normalise topics recalled how many people in the industry that are prone to be hushed up by advised him not to sign the film."I society."Taboo topics need to be was thrilled with the response to constantly addressed through our this film because everyone told cinema because it can really help me I was doing a very tricky film alter the mindset of people. It takes and that no one would accept a lot of time and effort to normalise this kind of cinema. Instead, I taboo subjects and bring about was humbled with appreciation. constructive changes in society. I'm The success of this film is in glad that we tried to contribute how it was accepted as a towards making the conversation commercial film and how it has about same-sex relationships in hopefully done its job to pave India mainstream through Shubh a path for many other films on such Mangal Zyada Saavdhan," subjects to be made.""I have always Ayushmann said.He added: "If wanted to reach out and have a it has had some impact on the conversation with people about the minds of people, then we have subjects that I have addressed done our job."For him, the film through my movies. I will continue was a success story because doing that because it satiates me as Indian families watched the film. "The fact that the film became a success, told an artiste and motivates me to discover more me that people want to engage and have a subjects like these," he concluded.

Want to take as many plunges as possible : Vaani Kapoor

Actress Shamita Shetty claims that right from the beginning of her career she was never into quantity when it came to signing films.Although she started with the multistarrer blockbuster "Mohabbatein" in 2000, Shamita saw only around a half a dozen releases in Bollywood that gave her acting roles over the last two decades, with her last bigscreen outing being the 2007 dud "Cash". Shamita, whose strongest role is perhaps in the 2005 Emraan Hashmi-starrer "Zeher", had a couple of hit dance numbers like "Chori per chori" ("Saathiya") and "Sharara sharara" ("Mere Yaar Ki Shaadi Hai") in her early years. It took her 13 years since "Cash" to return with an acting role to the Hindi screen in the web series "Black Widows" last year. She now has Sushrut Jain's "The Tenant" lined up."Right from the beginning quantity was really not something that I was attracted to and if I was, maybe staying relevant would have been an important factor for me. So, I don't think I have really focussed on that," Shamita said."Unfortunately, you are in an industry that says out of sight is out of mind, and I think that happened with me so many times," she added."Initially, maybe it affected me but now I really don't care because there is always something or the other I am doing, and as long as I am happy as a person I think that is the most important thing for me. I am utilising the time that is helping me learn something as an individual and a human being and helping me grow as a person. I am fine with it," she declared.

Definitely more possible to have a career in the West now : Pallavi Sharda

Bollywood actress Vaani Kapoor has three big films coming up, and is keen to constantly explore and present herself in new avatars each time her film hits the theatres.Vaani will be seen with Ranbir Kapoor in Shamshera, in the Akshay Kumarstarrer Bell-Bottom, and in Chandigarh Kare Aashiqui with Ayushmann Khurrana. She

says she doesn't want to be bracketed as an actress who can do just a particular thing or look a certain way on screen."As an actor, I want to try my hands at everything. I'm lucky that I have mass entertainers as well as high-concept content films this year that will enable me to present myself distinctly to audiences and the industry," Vaani said. She added: "I'm someone who wants to explore every genre possible in my career and want to undertake as many risks as possible too. I don't want to be bracketed as an actress who can do just a particular thing or look a certain way on screen."The actress wants to take plunges."In fact, I want to take as many plunges as possible and explore myself to constantly discover and rediscover. I have always wanted to pick films that allow me to do something interesting and leave a mark onscreen." Vaani dubs 2021 a huge moment in her cinematic career. "I'm really excited about how 2021 is looking like. It's a watershed moment for me and I want to continue on this path of choosing interesting roles that enable me to express," she said.

You're in an industry that says out of sight is out of mind : Shamita Shetty

Pallavi Sharda shot to Bollywood fame as Ranbir Kapoors heroine in the 2013 film Besharam, and had a few other Hindi releases. However, she has been busy in the international scene with roles in Australian shows such as

Never imagined I'd get to meet Bhansali in debut film : Jhataleka Malhotra

Miss India 2017 Jhataleka Malhotra makes her Bollywood debut opposite Poonam Dhillon's son Anmol Thakeria Dhillon in the Sanjay Leela Bhansali-backed romantic drama, Tuesdays And Fridays. She recalls how Bhansali put her at ease during an outdoor shoot in London."We were shooting in the UK and he came on set one day. Since I was aware that he would be coming, I had been conscious about how I would be performing on camera and what he would say. I remember while shooting a dance sequence I missed the step. I think my nervousness was visible and he understood. He came up to me and said, 'you are doing just fine, do not feel nervous, it is ok'. Sanjay sir spoke to me for two

minutes and that whole cloud went away!" Jhatalekha said. She is thrilled to make her debut in a film produced by Bhansali. "I never imagined that I would get a chance to meet an icon like Sanjay Leela Bhansali in my debut film. Like every movie watcher, I have grown up watching and admiring his work. The first time I met him, I was nervous and to an extent intimidated, because in my mind I was overthinking how the meeting would go. He has an aura. Eventually, I realised he is a nice man and has an eye for details. Even a small instruction can actually make a difference," she added. Tuesdays And Fridays is a love story of two people who decide to date twice a week. The film is directed by Taranveer Singh.

Retrograde and Pulse, and the British series Beecham House. She is now ready for her new role in the upcoming Hollywood live action-animation adventure, Tom & Jerry.Pallavi says the scene has certainly changed for people of colour, but it is still about pushing for roles that have a different gaze."It has definitely changed, it's definitely more possible to have a career in the West. I know that because I work solely in the West now," Pallavi said."It is still a matter of making that space and pushing to create roles that have a different gaze, in terms of the way that they are written. Making sure that storytelling is authentic, and that people of colour are not being used as plot devices," she added. However, there is change for the better. "As an Indian Australian actress, I have been able to play vastly different roles in everything that I've done in the last few years, which is something that's actually extraordinary, because one thought of Indian actors in the past and thought they would always be playing a doctor or a certain archetype. But that's definitely not the experience of my career," she said.

“B.C. food hubs create new opportunities for small- and medium-sized businesses and strengthen food security, so British Columbians can rely on locally grown and processed food now and for generations to come,” said Lana Popham, Minister of Agriculture, Food and Fisheries. “Our BC Food Hub network is a wonderful example of innovation at a local level, creating jobs and supporting farming, skills training and community building in the regions they operate.” The B.C. government is investing up to $750,000 to purchase foodprocessing equipment and cover other startup costs in partnership with the District of Mission and the Mission Community Skills Centre Society. The hub will help small- and medium-scaled businesses access shared food and beverage processing space and equipment to increase their production and sales. “The Fraser Valley is home to a rich agricultural history, thanks to the hardworking people that live here,” said Pam Alexis, MLA for Abbotsford-Mission. “As our agricultural community continues to grow, so do the ideas that people bring to the table to innovate our food. The new food hub will help support small business owners with the resources they need to build on their ideas leading to a stronger food supply for all British Columbians.”

ing, owned and operated by Josh Vanderheide since 2016. The brewery includes an eatery that sources many of its ingredients from local farms and businesses, and produces its own grain used in many of Field House’s beers. Vanderheide hopes to use the shared kitchen and support resources from the new Abbotsford Food Hub to help continue to grow his business.

“As a local entrepreneur involved in our food community, we are very excited to hear about the development of a regional food hub,” Vanderheide said. “We see a growing need for additional shared kitchen space and resources for value-add processing. This food hub will be a key component of building more resilient and One of the local Fraser Valley busithriving food ecosystem in the Fraser nesses looking forward to using the Valley.” new food hub is Field House BrewPAGE 19

Something that has been forgotten related to money could come to light either on the receiving or owing side. You might also review an area in which you had planned to spend or invest money. It could be that your priorities are changing more than you anticipated and requires a rethink on where to spend money.

There is a need to review your level of commitment or responsibility, either in relation to what is manageable personally or because new opportunities arise. What can be favourable opportunities for growth can arise. To take full advantage, you need to ensure you are not or will not be too bogged down to manage effectively.

You could see so many avenues for the development of future goals that it becomes overwhelming. Initially, you need to take a serious look at anything you feel does not have much of a future or doesn’t really interest you to continue pursuing. Being able to enjoy what you do will be paramount and you should accept nothing less.

Someone else can be extremely secretive about their intentions. This could generate frustration in you, mainly because you will feel as though they want ultimate control. The more openly you state what you would like or expect, the more secretive and illusive they will become. You need to let time take its course.

A super busy time when it comes to other people. This could include exciting new people coming into your life. It might also represent changed attitudes for the better from someone else, though this might be something you need to make them aware that you expect. It is a good time to review commitments expected of you.

Tackle anything you suspect could cause some issues when it comes to putting future goals in place. This is an excellent time to establish new habits yourself both on the health and exercise side or with matters you need to deal with on a regular basis. You could surprise yourself with inventive ways to work around things.

Take every opportunity to create greater enjoyment in all that you do. There needs to be an element of practicality underneath it all but there will be ways to expand the lighter side. Part of this might be acknowledging the pressure somebody else places on you, which is more to their benefit than yours. Work at balancing this.

Whether you like it or not, some sort of completely new structure needs to be put in place in your life. This could involve home and family matters. You could feel others want to leave you with little choice and it might be this that you need to address, especially if it has been going on for a while. Set out to turn things around

You can be brimming with new ideas or perhaps find yourself in a situation where there is a lot of new information to take on board. If you are putting forward new ideas, you need to be mindful of then dealing with the details involved in turning them into a solid reality. Getting them accepted will be easy, doing the work, not so

This is a good time to come put new directions in place, involving finances. This can include working with other people either on a personal or business level. It could also mean tidying up past debt. You have to watch taking on too much of a risk. It is better to follow your natural tendencies towards being conservative.

The New Moon this week falls in your own sign along with a number of planet combinations generating the start of new cycles. You can have feelings you have not had in a long time that give you a sense of forward movement rather than having to wait or feeling stuck. Something from the past may need rethinking.

There is a huge amount going on behind the scenes and much of it can produce some good results in the future. At the moment, you are being encouraged to look at what you need to let go of in order to bring some newness to life. Part of this might be taking up an interest in something that involved you mentally in the past.
