British Columbians will get better highway cell coverage

The Province is supporting new cellular projects that will enable better safety for travellers along key transportation routes across British Columbia.

“Access to cellular coverage is important when on the road, especially when travelling through remote and rural areas,” said Lisa Beare, Minister of Citizens’ Services. “With the Province’s investment in new cellular infrastructure, we’re mak-

ing it possible for more people to stay connected to their loved ones while travelling and have access to emergency 911 and other services via mobile connectivity.”

The Government of British Columbia is investing $75 million through the Connecting British Columbia program, administered by Northern Development Initiative Trust, to help fund projects that will expand cellular

to at least another 550 kilometres of highway by 2027.

“Our government is investing in highway cell connectivity projects so people can stay connected,” said Michele Babchuk, MLA for North Island, the Premier’s liaison for connectivity. “Today’s announcement to improve access to cellular services means that people travelling on our highways will have more confidence knowing they can access maps, search for roadside services along their route, or call for help in case of an emergency.”

The funding builds on a $15-million investment made by the Province for highway cellular expansion in 2020, which is supporting 532 km of additional highway cellular coverage. Projects underway include 252 km and two rest areas to complete con-

tinuous coverage along the stretch of Highway 16 between Prince George and Prince Rupert, known as the Highway of Tears.

The Province’s investment is part of the StrongerBC, B.C.’s Economic Plan to build back a strong economy with a focus on inclusive growth for all communities.

The Province supports the expansion of highway cellular in B.C. by contributing to the overall cost of the projects led by service providers. More information regarding the program and funding eligibility will be available later in 2023.

Students get improved air quality in B.C. schools

More students are in classrooms throughout B.C. that have improved ventilation systems with funding from the federal government, according to final spending reports from school districts.

During the 2021-22 school year, the Ministry of Education and Child Care provided $11.9 million to school districts throughout B.C. as a part of the Federal Safe Return to Class Fund. The funding was used to improve indoor air quality in schools and to help reduce transmission of COVID-19 and other airborne diseases. Ventilation experts, public-health professionals and health guidelines helped inform how funding was used.

The purchase and installation of standalone highefficiency particulate air (HEPA) filtration systems for the 1,218 classrooms that were being used without access to mechanical ventilation systems was a priority for government. Across 30 school districts, $2.5 million went to purchase 1,914 HEPA units. Some districts chose to purchase additional filters to use in other shared school spaces.

Additional air-quality investments in schools:

$4.1 million toward improving existing ventilation systems in schools in 29 school districts;

$2.8 million toward ventilation filter upgrades and replacements including purchasing MERV-13 (Minimum Efficiency Reporting Values) filters, which report the effectiveness of filters in more detail than other ratings, in 35 school districts; and

$1.7 million to 27 school districts to help cover the increased utility costs

associated with improved outdoor air circulation in schools.

Use of funding in some school districts:

The Vancouver School District received $1.1 million and purchased and installed HEPA filters in 11 classrooms without access to mechanical ventilation, improving existing ventilation systems in 33 classrooms. They also purchased MERV-13 filters for all their schools.

The Surrey School District received $1 million and improved existing ventilation systems and upgraded filters.

The New Westminster and Burnaby school districts purchased and installed enough HEPA filtration units in all classrooms without existing mechanical ventilation.

Since 2020, the Province and the federal government have invested $219.4 million to assist school districts upgrading ventilation and filtration in thousands of classrooms throughout the province, with $194.4 million from B.C. This has resulted in more than 343 ventilation projects being completed at schools throughout the province.

Budget 2023 includes $669 million in routine capital funding for school maintenance projects over the next three years to continue providing school districts with resources for upgrades, including for ventilation and filtration systems.

Farmers, ranchers, processors supported

new Canada-B.C. partnership

B.C. farmers and food processors will receive increased food security support over the next five years through a new agreement between the governments of Canada and British Columbia.

The Sustainable Canadian Agricultural Partnership (Sustainable CAP) will provide increased support for an innovative, adaptive and resilient agricultural sector in British Columbia.

“The Sustainable CAP is an ambitious collaboration by the governments of

nomic driver in B.C. and through this agreement we will be able to create new opportunities that make the sector even stronger while also supporting shared priorities such as Indigenous reconciliation, reducing emissions and mitigating the impacts of climate change, as well as more innovative and sustainable food production.”

The Sustainable CAP is expected to assist the B.C. agriculture sector through new and enhanced programs and funding in the following areas:

Canada and British Columbia to advance the province’s agricultural sector and ensure producers, ranchers and processors have the tools they need to continue to grow,” said Marie-Claude Bibeau, federal Minister of Agriculture and Agri-Food. “By working together, we can advance the sector and ensure it is resilient and able to prosper economically, socially and environmentally.”

Through Sustainable CAP, more than $140 million will be invested in strategic initiatives, a 25% increase over the previous funding agreement. Demand-driven, business-risk management programs are estimated to provide $330 million in support to farmers over the lifespan of Sustainable CAP.

“This partnership will support our government’s focus on food security for all British Columbians while investing significantly in B.C. farmers, producers and processors,” said Pam Alexis, B.C. Minister of Agriculture and Food. “Agriculture is a key eco-

The Sustainable CAP replaces the Canadian Agricultural Partnership, the five-year federal-provincial agreement that ends March 31, 2023. The Sustainable CAP will enable the governments of Canada and B.C. to provide business continuity to farmers, ranchers and agricultural businesses that rely on the current funding agreement.

Province celebrates B.C.’s diversity champions

More than 100 people and organizations have been nominated for the 2023 B.C. Multiculturalism and AntiRacism Awards for efforts to address racism and build a more equitable B.C. for everyone.

“Indigenous, Black and people of colour in B.C. and Canada continue to be harmed every day by discrimination and hate,” said Niki Sharma, Attorney General. “I’m so proud to recognize the award winners and nominees who are working to dismantle systemic racism and make our communities more fair, just and equitable for everyone.”

The B.C. Multiculturalism and AntiRacism Awards were held on March 21, 2023, in Vancouver to honour the people and organizations that are addressing racism and promoting inclusivity in their communities. Due

Other government actions that are making B.C. a safer and more inclusive place for everyone include:

The Reach Celebrates the Fraser Valley’s Thriving Art Scene

Abbotsford, BC – A vibrant arts event is planned for Friday March 24th, 6:30pm at The Reach Gallery Museum. Open to all, the mid-season reception celebrates the wealth of local creativity on display in the Fraser Valley Biennial, and the Art on Demand 9.2 exhibit which opens that evening. This casual, public event is your chance to get to know some of the most exciting artists currently working in the region, enjoy light refreshments and a cash bar, and connect to the thriving Fraser Valley arts scene. Admission is pay-whatyou-can by donation.

The Fraser Valley Biennial is an important vehicle to showcase local talent, bringing together some of the most outstanding works of art created in the Fraser Valley over the past two years. Since its start in 2011, the Biennial has showcased the work of more than 250 local and regional artists. Active supporters of the local art scene, RDM Lawyers provide generous support for this important exhibition.

The 2023 Fraser Valley Biennial features over twenty local artists and is guest curated by Candace Couse. Couse—who is a practicing artist and an Assistant Professor in the School of Creative Arts at the University of the Fraser Valley—has set the theme for this year’s Biennial as “the body,” and has encouraged artists to explore this concept as broadly as possible.

Couse elaborates in her curatorial statement: “The works represent the diverse and deeply meaningful ways we think about and through the body, exploring illness, gender, sexuality and disability narratives, the body as an organism, the body’s relationship to technology, the labouring body, the body as a site for pain and pleasure, and more. The exhibition speaks to the power of the body.”

The resulting exhibition includes an incredibly diverse collection of works in a variety of media, with artists approaching the theme from a range of unique perspectives.

Art on Demand is an exhibition series that brings together emerging artists and curators to showcase the talents

of young creatives in our region. The exhibitions are often participants’ first opportunity to display their artwork in a professional public gallery. For Art on Demand 9.2, emerging curator Rachel Kehler presents artworks by Krystal Charlston (March 24 - May 6, 2023). Charlston’s current artworks use photographs and found objects to invite viewers to consider the importance of women’s contributions in maledominated industries and pursuits. The exhibition series is part of the Emerge program at The Reach which supports emerging arts professionals in the Fraser Valley between the ages of 18-35. The program is made possible by financial consideration from RBC Foundation Emerging Artists program which supports the organizations that provide the best opportunity to advance an artist’s career trajectory in genres such as visual arts, music, theatre, dance, literature, and film.

Our continued advocacy for disaster recovery funding has resulted in a top-up of Disaster Financial Assistance Arrangement funding. Emergency Preparedness Bill Blair visited Abbotsford to announce $557M to the Province to be distributed to municipalities as we recover from fire, flood and landslides. This brings the total to over $1B, the most DFAA has ever been delivered.

EXCISE TAX INCREASE

On April 1st, Canadians will be hit with the largest beer tax increase in our country’s history. As the Conservative Shadow Minister for Small Business Recovery and Growth, I am concerned about the impact this increase will have on local bars, restaurants and breweries as they continue to battle inflation and repeated disruptions to supply chains.

In Budget 2017, the Liberals added an automatic escalator to the excise tax on beer, meaning that every April the tax is increased based on inflation. Due to the high inflation rates of last year, this year’s increase is a record-breaking 6.4 per cent. In recent months, I have called on this government to cancel this automatic increase and give our local breweries, restaurants and bars a break.

PUBLIC SAFETY

Last month I co-hosted a townhall meeting on public safety and the federal criminal code with MP Ed Fast and video contribution from Abbotsford Police Department. It is clear that major reforms to bail and conditional sentencing are needed to keep repeat violent offenders off our streets, a reversal of the Supreme Court’s extreme intoxication ruling is needed to prioritize victims over offenders and we need to bolster efforts on anti-gang measures for at risk youth.

The Patrika Auto Review: 2023 Jeep Grand Cherokee Trailhawk 4xeHybrid Equipped!

For 2023, big news on the Jeep Grand Cherokee front is the high off-road performance Trailhawk version will only be offered as an electric plug-in hybrid powertrain format. Stellantis, Jeeps parent company has made no secret that it intends to have 50 percent of its sales to come from battery-powered electric vehicles by the end of the decade, so this is push on that front.

Jeep’s new 2023 Grand Cherokee Trailhawk 4xe plug-in hybrid. combines its potent turbocharged 2.0-liter I-4 engine with an electric drive motor to produce a combined 375 hp and 470 lb-ft of torque. The gasoline engine itself pumps out 270 hp and 295 lb-ft of torque while the electric traction motor is good for another 134 hp and 195 lb-ft. A 17.3 kWh lithiumion battery provides about 42-50 Kms of pure all-electric driving according to conditions and driver inputs. An eight-speed automatic transmission is hooked up to legendary Jeep 4x4 hardware.

Jeep fand also do not have to worry how the new hybrid powerplant affects off-road performance. The 4xe powertrain is fully capable and is able to operate solely on EV battery power without the need for the gas engine. (Until the battery runs out that is!) The Trailhawk offers off-road

The cabin features easy access and great visibility. It a fine luxury orientated cabin with sleek details and a neat premium fee land look. There is also a generous amount of cabin space and occupant room, but alas no third row seats. Quality is good all around in terms of design, materials, fit and finish. Passengers will appreciate the generous legroom and luxury touches. Blue contrast colour adorns the stitching on the seats and the dash. The seats arrive both heated and cooled up font. In addition, there is a heated steering wheel, dual-zone climate control, 8.4-inch UConnect infotainment display with wireless CarPlay and Android Auto. I do not know why other manufacturers adopt a version of the excellent Stellantis/ Jeep’s Uconnect infotainment system. Its bright, with crisp graphics, so easy to use. That display is paired with a crisp digital gauge cluster which can be adjusted to display either a traditional speedo/tack set-up, or any number of navigation map or infotainment configurations. The 4WD system controls offer rock, sand and mud, snow, auto and sport modes plus ride height controls activated via toggle switches, while 4WD low, sway bar disconnect and crawl control are all accessed via a single button press. The 8-speed automatic transmission is controlled via a dial wheel which some purist may not like but works well enough for me.

There are three entirely different drivetrain modes on the hybrid “4xe: Hybrid, e-Save and Electric. Hybrid mode decides automatically when to switch between the electric motor, battery and the 2.0L gas engine.

Electric mode runs on pure battery power up to a claimed 42 km.

The e-Save mode ensures that the battery charge remains at a constant reserve. And of course, there is regenerative braking to

On the road, the turbo four engine has to haul around a hefty 2,150 kg and sounds like it has to work hard once it kicks in. Electric takeoff is fast and smooth as expected. However, the gas engine is a tad loud and rough in contrast. Handling is good and neutral with nicely weighted steering and tracking. If you save the EV mode when you hit the trails, drivers are rewarded by the handy boost from the electric motors that aids in exuberant off-road hill ascent performance as the instant torque aids in quick bursts of power on climbing steep grades.

Jeeps tough rugged four-wheel drive system and assorted traversing aids means its no “soft roader.”

Also note, the hybrid tows only around 6,000 pounds, not the 7,200 of the bigger gas engine models. In summing up, the Grand Cherokee Trailhawk 4xe remains all Jeep – no filler and proves Hybrid Jeeps are meant for business as usual. Highly recommended.

Province improves inclusion, accessibility in B.C. parks

The Province is renewing and expanding its commitment to make B.C. parks more inclusive and accessible with the release of the BC Parks Commitment to Inclusion.

The commitment comes with additional funding to upgrade park facilities to accessible standards, so that more people can experience the benefits of being in nature.

The BC Parks Commitment to Inclusion outlines a vision to ensure everyone feels welcome in provincial parks, as well as eight guiding principles that can be applied to any aspect of park management, including natural places, digital services, facilities and programs. These principles will help remove barriers that restrict people from accessing outdoor recreation in their community.

“We know that being outdoors can help build community and provide many positive health benefits –physical, mental and spiritual. British Columbians love and appreciate the beauty of B.C.’s natural and wild spaces, but there continues to be far too many people who face barriers to being included, welcome and safe in our parks,” said George Heyman, Minister of Environment and Climate Change Strategy. “Our government is dedicated to ensuring that everyone in B.C. can both access and feel comfortable in our parks, and we will continue our work to break down the barriers that discourage or prevent many of our neighbours from accessing the natural beauty of our province.”

Budget 2023 provides $3.6 million over the next three years to continue

upgrading facilities, such as washrooms, parking lots and trails, to an accessible standard in parks near urban centres.

The Commitment to Inclusion outlines the range of actions the Province has taken to ensure provincial parks and protected areas are more welcoming to people, along with a pledge to continue several initiatives, such as: ensuring front-country campgrounds and day-use areas have accessible, inclusive features; where practical, building new frontcountry campgrounds to a universal design standard, and making the maximum possible number of campsites accessible to all; shifting to gender-neutral, universal facilities wherever feasible; sharing diverse cultural connections through increased storytelling and interpretation; supporting partnerships and programs for adaptive recreation equipment; and fostering a culture of inclusion among BC Parks staff, park operators and volunteers.

“Our government is committed to making sure that everyone in B.C. has equal opportunities to live, work and play in our beautiful province,” said Susie Chant, Parliamentary Secretary for Accessibility and MLA for North Vancouver-Seymour. “Creating more accessible and inclusive public parks are an essential component of our work to remove barriers and build a province that works for everyone.”

The Commitment to Inclusion was created with input from community organizations that serve equity-deserving groups. The groups provided insight on how their members use provincial parks and what barriers members face when accessing them. There are several categories of barriers, such as physical, cultural, financial, language, sensory, technology and visual.

Accessibility upgrades are being made in several parks throughout the province, and universal design standards are incorporated into new campgrounds and recreation expansion projects.

At the popular Rathtrevor Beach Provincial Park on Vancouver Island, the day-use parking lot has been paved and another section of trail has been upgraded to improve access. A new universally accessible playground with a recycled rubber surface and wheelchair accessible ramp was built at Miracle Beach Provincial Park, also on Vancouver Island, adding to the growing list of accessible playgrounds throughout B.C.

Since the journey to parks usually begins online, many pages on the BC Parks website include parkspecific accessibility information. To help people choose the park that best meets their needs, the website provides photos and descriptions about accessible facilities and infrastructure, such as parking, pathways and campsites, and is continuously improving to meet digital accessibility standards.

The Province is working toward true and meaningful collaboration with Indigenous Peoples, informed by respect for their deep and ongoing connections to the land. To fully respect the importance and breadth of reconciliation in the context of BC Parks, separate and unique initiatives are underway.

B.C. protects farms from animal disease

The Province is investing $5 million to help protect B.C. farms from animal diseases, including avian influenza, swine fever, and foot-and-mouth disease, to help support a resilient food supply for British Columbians.

“This investment will provide B.C. farmers and ranchers with the support to plan and respond quicker and better to disease outbreaks,” said Pam Alexis,

Minister of Agriculture and Food. “It is important that we continue to work together and stay vigilant to protect farmers and their animals, which protects B.C.’s economy and our food security.”

The funding will help B.C. farmers plan, prepare, prevent, and mitigate for animal diseases on their farms and ranches and provide co-ordinated

emergency planning and training for the livestock and poultry sector.

“Animal diseases, such as avian influenza, have a huge impact on farmers. Funding that will help us plan for and mitigate the impacts of these diseases, is very welcomed,” said Mark Siemens, president, BC Egg producers association. “Poultry farmers particularly appreciate the fact that this funding

is available to a wide variety of applicants so we can take advantage of best practices from across the animal agriculture sector.”

The funding will support industry associations with a variety of activities, including business planning, research, biosecurity measures and equipment purchases needed to respond to an animal disease outbreak.

(NC) Purchasing new home appliances can be a daunting task, whether you’re replacing an appliance or home electronic that no longer works or upgrading as part of a renovation. To help simplify the process and ensure there are no surprises, take the A-B-C approach.

A: Always do your research

There are several factors to consider when purchasing home appliances. If you’re in the market for a new home appliance, you’re likely asking yourself: Does the price fit within my budget? Do the features and functions meet my needs? How quickly can I get it installed?

It’s also important to consider a company’s warranty program when making a purchase decision as it can save you money on unexpected repairs. When researching appliances and electronics, look for those that have extended war-

B: Beware of bargains

3 things that diminish your home’s indoor air quality

(NC) A healthy home is more than a cozy vibe or clean floors. Even though you can’t see it, the quality of indoor air can make a big difference to your

health and comfort at home – especially since Canadians are said to spend 90 per cent of our time inside.

Here are three potential indoor air quality issues and what you can do about them:

Radon

Radon occurs from the breakdown of radioactive minerals deep in the ground. As it disperses in the air, it’s not a problem outside the home. But inside buildings it can accumulate to high levels that will damage your lungs over a long period of time. In fact, it’s one of the leading causes of lung cancer in non-smokers. Get a test kit or hire a professional to test the radon levels in your home and take action if they are too high.

Volatile organic compounds

These chemicals can cause headaches, breathing problems, eye irritation and other issues. Stovetop cooking, paint fumes and some composite wood products like flooring or furniture may expose you to VOCs. Aerosol or plug-in air fresheners may use VOCs to mask odours, and wood or gas burning appliances can create them without proper venting. Reduce exposure by improving ventilation whenever possible, es-

pecially when cooking, painting, using chemical products, and so on. Be sure to opt for low VOC-products for your home whenever possible too.

Dust

Dust can occur in any area of the home and can irritate your eyes, nose and throat as well as trigger allergic reactions and worsen health conditions like asthma. To prevent the buildup of dust or dander from humans and pets, clean hard surfaces with a wet cloth or mop regularly. A dry cloth will only spread it around. Also vacuum carpets, curtains and other soft furnishings frequently. Make sure to clean your vacuum filter according to instructions to get the best performance.

While the mechanical ventilation in your home is a key part of healthy indoor air quality, the first line of defence is to minimize the contamination at the sources above.

On March 19th, the 9th annual Hands Against Racism event will finish in Surrey. Started under the leadership of Shushma Datt and Gurpreet Singh of Spice Radio. According to Datt and Singh, the two month long campaign continues to grow and has attracted wide support across the Lower Mainland. The campaign was launched on the birthdate of the late civil rights movement leader, Martin Luther King Jr.

Unaffordability skyrockets as British Columbians say they are worse off than ever before

British Columbians are struggling to keep up with the cost of living, as a new poll from Angus Reid reports that more than half the population feels worse off financially today compared to a year ago. Adding to these concerns, a new report from Statistics Canada shows that in February 2023, B.C. was the only province where inflation failed to cool down, marking the eighth consecutive month that the province’s inflation rate has outpaced the national average.

“Today’s inflation numbers are just confirming what most British Columbians have been feeling in their

wallets for months. It’s all well and good to make announcements and promises, but at the end of the day, results are what matter” said MLA Trevor Halford, Shadow Minister for Affordability. “Families should be able to afford necessities like chicken and eggs, but the cost of food has risen by 10 per cent over last year making it more difficult than ever to make ends meet. Cost-of-living is the number one issue for families right now”

Statistics Canada recently reported that B.C. was the only province in Canada to maintain elevating inflation in February 2023, with the cost of some essential foods rising by almost 20 per cent, including butter (+19%), chicken (+18%) and fresh vegetables (+14%).

Happening in May, from the 15th through the 22nd, Cycling4Diversity/ Spinning4Diversity will be celebrating its 12th year with C4D/S4D week from the 15th to the 22nd discussing issues of diversity and where we can be more inclusive through an open dialogue via social media. The transition from cycling to spinning has been very successful and much more easier to organize. Detect Radon and Thermal Leaks with the Library

Fraser Valley Regional Library expands its Playground lending collection with home testing kits.

Radon and Thermal Leak Detector kits are the newest tools in Fraser Valley Regional Library’s (FVRL) Playground lending collection. Each respective kit type enables the user to easily and quickly test for radon exposure levels or leaky seals throughout their home.

The kits, partially funded with the financial support of the Province of British Columbia through the Ministry of Municipal Affairs, are free to borrow with an FVRL card. With a radon detector, customers can make informed health choices by testing the radon levels in their homes. With a thermal leak detector, customers can discover areas in their homes that may need better insulation. This knowledge can help reduce household carbon emissions and improve monthly energy spending.

“The vibrant health of our communities and community members is important – and so is the health of the planet we share,” says Heather Scoular, Director of Customer Experience at FVRL. “The world is changing and we are excited to offer new tools to help our customers adapt.”
