British Columbians encouraged to prepare for climate-related hazards

As warmer weather approaches, British Columbians are encouraged to be prepared for the possibility of climate-related hazards, such as floods and wildfires, which are becoming increasingly common.

Flooding may occur in the spring and early summer when the snowpack melts and water levels rise. According to the River Forecast Centre, the average provincial snowpack is slightly below normal, with some

regions experiencing well above normal snowpack levels.

“Spring is a time of change and renewal, but it can also bring unpredictable weather patterns that may cause emergencies,” said Bowinn Ma, Minister of Emergency Management and Climate Readiness. “If we all take proactive steps to prepare for these events, we can better protect ourselves, our loved ones and our homes, while minimizing the impact

of these increasingly common occurrences.”

To prepare for the potential of flooding, people should put together an emergency kit, which includes essentials such as water, non-perishable food, medication and a first-aid kit. People are also encouraged to have an evacuation plan in place and stay informed about weather alerts.

People living in low-lying areas are encouraged to move equipment and other assets to higher ground and clear perimeter drains, eavestroughs and gutters. A rapid change in water levels – especially a drop – may indicate a problem upstream. If something out of the ordinary is suspected, call the fire, police or public works department immediately.

Looking beyond flooding caused by heavy rain or melting snow, known as freshet, people should be prepared for extreme heat, wildfires and drought. October 2022 was one of the driest and warmest Octobers on record, elevating drought conditions across the province.

“As a result of drought conditions, the BC Wildfire Service is observing more advanced fire behaviour than what is typical at this time of year,” said Bruce Ralston, Minister of Forests. “Given the current conditions, we are urging the public to exercise caution as the majority of spring wildfires are caused by people and are therefore preventable.”

The Province is encouraging people to ensure they are aware of open burning regulations before lighting a fire of any size and to create a buffer zone around their property clear of debris and flammable material, such as wood piles, dry leaves and fuel.

During extreme heat events, it’s important to stay cool and hydrated to avoid heat exhaustion or heatstroke. People should limit outdoor activity, drink plenty of water and regularly check in on friends, neighbours and family members.

The connections between diabetes and oral health

(NC) In Canada, one in three people has diabetes or prediabetes, a chronic disease that prevents the body from producing or properly using insulin. Diabetes affects a person’s health in many ways, including increasing the risk for heart disease and stroke, kidney disease, glaucoma and cataracts. But did you know that diabetes can also affect oral health?

If diabetes is poorly controlled, it can create a burning sensation in the mouth or on the tongue. Worse, it can cause oral thrush which is a fungal infection in the mouth or dry mouth (xerostomia), a condition in which the glands in the mouth don’t produce enough saliva, raising the risk of cavities.

Uncontrolled diabetes can also increase a person’s risk of developing periodontal disease, an infection of the gums and bone that surround and support the teeth. Initially, gums may be sore or bleed when brushed. Over

time, the infection may cause bone loss that can lead to tooth loss. At the same time, untreated periodontal disease can cause blood sugar to rise, creating a vicious circle in which diabetes becomes even more difficult to control.

But there is good news: dental hygienists can identify signs and symptoms of undiagnosed or uncontrolled diabetes. They will refer you to your doctor for a medical consultation and can help you manage your blood glucose levels through nutrition counselling and strategies to stop smoking. They can also work with you to develop an individualized at-home oral care routine, including twice daily toothbrushing with a fluoride toothpaste and daily cleaning between your teeth. Pet Custody: Who Gets To Keep The Family Pet After a Separation?

The BC government made an important announcement shortly after this article was first written. It introduced amendments to BC’s Family Law Act to include provisions dealing with pet custody. If passed, the proposed amendments should provide more clarity in the law that applies to pets in the separation process. The amendments to the Family Law Act will require consideration of factors such as each spouse’s ability and willingness to care for the pet, the relationship a child has with the pet, and whether there is a risk of family violence, threat of cruelty to an animal.

It is expected that the changes in the law will provide guidance for separating spouses and judges when determining how to address ownership and possession of pets. The proposed changes to the law can be found in Bill 17 – 2023: Family Law Amendment Act, 2023, which passed third reading at the 4th Session, 42nd Parliament on Monday April 3, 2023. The next and final step is for the Lieutenant Governor to give Royal Assent to the new law. No date has been set for Royal Assent or proclamation (the date the new law comes into effect). BC family law sets out the rules for custody and access to children. The court can order shared custody where such an arrangement is in the child’s best interests. BC family law does not treat pets the same as children. Instead, the law is that pets such as cats, dogs, rabbits, and birds are possessions. Because pets are treated as objects of personal property, the issue for the court when spouses separate is who owns the pet. The court will look at factors or “indicators” of ownership, for example:

• Did one spouse bring the pet into the relationship?

• Who purchased the pet?

• Did one spouse give the pet as a gift to the other spouse?

The courts can also consider other factors such as which spouse cared for the pet during the relationship and after the relationship ended, which spouse paid for the pet’s expenses (vet bills, food, grooming, toys, etc.), and the children’s rela -

tionship with the pet (if the spouses have children). That being said, BC courts are reluctant to deal with pets as anything other than mere possessions when spouses separate.

Will BC Courts Order Shared Pet Custody?

No. If your family case goes to court, the judge will not order shared pet custody or make an access schedule for pet visitation. BC judges must decide what happens to pets in divorce based on ownership and make an order that the pet is the exclusive property of one spouse or the other. Even when the evidence indicates that the pet is jointly owned by the spouses, the court will not order shared custody. Instead, the court will determine the value of the pet and order one spouse to purchase the other spouse’s interest in the pet. If there is more than one family pet, another option is for the court to order that each spouse gets one pet.

Can You And Your Spouse Agree On Shared Pet Custody?

Yes. When spouses separate, they can make a written agreement on what happens to their pets. The agreement can be as detailed as the separating spouses see fit and can set out a shared pet custody arrangement, visitation schedule, and/or details about how pet expenses will be shared after separation. This is welcome news for anyone who is unsettled by the traditional legal view of “pets as property.”

MLA Pam Alexis funding will support people working in the arts in Abbotsford

New Democrat MLA Pam Alexis says that provincial funding for arts organizations and people working in the arts will help the local sector continue to recover from the economic impacts of the pandemic.

“The importance of the arts in our communities cannot be overstated. These organizations receiving funding are so important for the people in Abbotsford, like the REACH Art Gallery, and I’m grateful we can give them a boost,” said Pam Alexis, MLA for AbbotsfordMission.

Funding supports tech-skills training for under-represented British Columbians

A more diverse technology sector is the result of a successful start to the Innovator Skills Initiative program, providing tech companies with funding to hire and develop talent, including those from under-represented groups.

“As B.C. continues to be a North American leader in tech job growth, we know one of the industry’s greatest needs is skilled workers,” said Brenda Bailey, Minister of Jobs, Economic Development and Innovation. “That’s why we are helping businesses access a more diverse workforce while helping under-represented people get their foot in the door of B.C.’s fastestgrowing sector.”

In 2021, the Government of B.C. made a $15-million investment to launch the Innovator Skills Initiative through Innovate BC, which has helped approximately 3,000 people get their first job in technology and

contributed to this growing sector. With the continued success of the Innovator Skills Initiative, the Province is investing an additional $5 million to the Innovator Skills Initiative, creating a more inclusive economy.

“We are thrilled to see more support for the Innovator Skills Initiative, a critical program that introduces under-represented groups to the plethora of opportunities in tech,” said Raghwa Gopal, president and CEO, Innovate BC. “With increased funding, we can create more pathways to connect a broader spectrum of British Columbians to one of our province’s most robust sectors while B.C. companies will benefit from new talent eager to make their mark and grow.”

The initial program resulted in 70% of participants being offered jobs after a placement, and 100% of them choosing employment, starting a

new business or returning to postsecondary studies.

“Upanup initially hired me as a communications and proposal writer through the Innovator Skills Initiative program,” said Linh Nguyen, a former participant in the program. “Afterward, they offered me a fulltime position and now I work as a communications and proposal writer where I use my skills in digital communications and technical writing to bring forward innovative ideas and recommendations for optimal and accessible digital solutions for various communities.”

The expansion of the Innovator Skills Initiative program is expected to secure as many as 500 more placements in the tech sector or in a tech-enabled role. A key priority of the program will be more Indigenous placements.

“Vivacity technologies hired a software analyst through the Innovator Skills Initiative program in the summer of 2022,” said George Emery, CEO, Vivacity Technologies. “Afterward, we offered them a job and now they are a full-time software developer, using their skills to help build Vivacity’s Intelligent City platform. The Innovator Skills Initiative program offered us a massive boost with onboarding highly skilled talent.”

British Columbians interested in the program are encouraged to sign up for a notification when applications open in early May 2023.

The additional funding for the Innovator Skills Initiative program aligns with the StrongerBC Economic Plan by training people for in-demand roles, and tackling the issues of today while growing an economy that works for more people.

carbon monoxide safety top of mind

(NC) Carbon monoxide, commonly known as CO, is a colourless, odourless gas, and it can cause serious injury or even death. To help protect you and your family against this “silent killer,” here are some important safety tips to follow.

Know the CO basics. Carbon monoxide can be emitted by fuel-burning appliances, such as ovens, furnaces and boilers, and it is impossible to detect without a working CO alarm. Take extra caution during colder months as more use of home heating systems may heighten the risk of a CO leak.

Be aware of the warning signs. Symptoms of CO poisoning can include headache, nausea, dizziness, weakness, chest pain and vomiting, mimicking those of the common cold or the flu. If you suddenly experience any of these symptoms, exit the building and call 911 immediately.

Know what to do in a power outage. If power goes out, portable generators must only be used outside, at least seven metres from the home. Never

use them inside the home, in a garage or in any confined area that can allow CO to collect. Additionally, be careful to always follow operating instructions closely.

Install alarms. Fire and home safety experts from the National Fire Protection Association recommend installing CO alarms, like the First Alert Plug-In CO Alarm with battery back-up, on every floor of your home, including the basement. They should be in or near every sleeping area to ensure your whole home is protected. Remember to test your CO alarms regularly and, if using battery-powered alarms, replace the batteries at least every six months. Have fuel-burning appliances inspected regularly. Arrange for an annual professional inspection of all fuel-burning appliances such as furnaces, stoves, fireplaces, clothes dryers and water heaters to help prevent a possible CO leak in your home.

Communities along Fraser River benefit from increased flood resilience

People and communities along the Fraser River will be better protected from flooding with dike improvements, and enhanced flood-mitigation and watershed-restoration projects.

“We know people living in the Fraser Valley are concerned about a repeat of the devastating November 2021 flooding, particularly as we expect more climate-related events in the years to come,“ said Bowinn Ma, Minister of Emergency Management and Climate Readiness. “By investing in flood-mitigation and watershedrestoration projects, we are better protecting people and businesses along the Fraser River from future flooding.”

Metro Vancouver, Leq’á:mel First Nation, Fraser Valley Regional District and the District of Hope will share approximately $7.5 million to increase flood resilience along the banks of the Coquihalla River, Fraser River and Hatzic Lake, including critical watersheds.

“As the challenges facing B.C.’s watersheds continue to grow, climate resiliency has never been more important,” said Nathan Cullen, Minister of Water, Land and Resource Stewardship and Minister Responsible for Fisheries. “Investing in flood-mitigation and watershedrestoration projects ensures we have healthy ecosystems and communities today, and for future generations of British Columbians.”

The funding will be divided between the communities for four projects.

Barnston Island dike improvements

Metro Vancouver will receive approximately $5.3 million for Barnston Island dike improvements to ensure the island can withstand a once-in-50years flood to keep people safe and enable farming activity to continue. The funding will also support other flood-risk-reduction work, such as updating dike assessments, flood infrastructure improvements and design standards.

Leq’á:mel First Nation watershed recovery capacity

Leq’á:mel First Nation will receive $1.2 million for watershed recovery capacity. The funding will enable Leq’á:mel First Nation to offer support and leadership, and guide floodrecovery-related projects affecting the Leq’á:mel First Nation’s territory. It will also support timely and collaborative approaches to the delivery of watershed recovery programs that protect residents, farmers and infrastructure.

Hatzic Lake flood mitigation

The Fraser Valley Regional District will receive $500,000 to offer support and leadership in the Hatzic Lake flood-mitigation planning table and support actions to reduce flood risk in the Hatzic Lake flood zone.

Lower Coquihalla watershed resiliency

The District of Hope will receive $500,000 for Lower Coquihalla watershed resiliency planning that looks beyond traditional flood infrastructure, encompasses regional partners and works toward building resilience to future flooding.

What are the first signs of cataracts?

(NC) As we age, our vision changes. Sometimes these changes mean you need to increase the strength of your glasses prescription, but other changes may be a sign of something more serious.

Cataracts, for example, affect more than 3.5 million Canadians every year and are the leading cause of blindness in Canada. Cataracts form naturally as we age. If left untreated, they can cause significant vision loss.

“It’s so important that everyone is proactive about their eye health, especially if there are changes in their vision,” says Dr. Kathy Cao, a Canadian ophthalmologist. “Canadian seniors should be getting eye exams at least once a year to stay on top of their eye health.”

If you are experiencing any of the below symptoms, it may be a sign of cataracts.

Cloudy or blurry vision. With cataracts, it can seem like you are looking through a foggy window. Over time, the cloudy area will get larger and your vision may become duller and more blurry.

Trouble seeing at night. As cataracts get worse, they block light from reaching the retina and can make it harder to see or drive at night.

Light and glare sensitivity. Cataracts can make your eyes more sensitive to light. You may notice that indoor lights seem too bright and may have trouble seeing in bright sunlight.

Seeing “halos” around street lights. Seeing halos around lights is one of the most common symptoms of cataracts and is caused by light being dispersed abnormally as it enters the eye.

Fading or yellowing colours. Cataracts may cause colours to appear faded, and your vision may also start to have a yellowish-brown tinge. This is gradual at first, but can worsen over time.

Double vision. Cataracts can sometimes cause double vision, where you see two images of a single object at the same time. This occurs even when you have one eye open.

Frequent changes in your prescription. A sometimes unexpected effect of cataracts is that you may find you need to change your glasses and contact lens prescriptions more frequently.

A survey commissioned by Alcon Canada found that changes in vision were the most common topic Canadian seniors had discussed with their eye doctors. However, among patients who had cataracts, only 34 per cent said they had a full understanding of their condition.

The only way to repair cataracts is surgery. Modern cataract surgery is a routine procedure where a surgeon replaces the natural clouded lens of the eye with an artificial lens. There can be significant new directions associated with home and/or family that will alter the whole structure of things in the long term. This could seem overwhelming to begin with but will settle down to some extent from mid May.

A sense of having to be prepared to make definite decisions to let things go can be part of feeling as though you need to be more in control in your life. Gaining this control will be a slow process and will come into play more next year. What you need to think about to mid May is what you would like to put in place in life to build upon.

There will be many decisions to make up to mid June. What you thought you wanted might change between now and mid May.
