Gift-wrapping service supports newcomer programs in Abbotsford

Archway Community Services hosts booth at Sevenoaks Shopping Centre

Shoppers at Sevenoaks Shopping Centre can save time this holiday season by using the gift-wrapping booth organized by Archway Community Services.

The service is available every day until Dec. 24 at the community booth located outside of the Hudson’s Bay store.

Proceeds support educational classes, after-school homework clubs, social activities, and events to help newcomers build connections within their community.

The Archway Immigrant Youth Services program is one of the programs that will benefit, and many of their clients are also volunteering.

“The youth enjoy giving back and it gives them a chance to practice their English and gain valuable volunteer experience,” said Murad Ahmed, the Immigrant Youth Services coordinator.

“The annual gift wrap booth presents a unique opportunity for the exchange of ideas, cultures and experiences across age groups.”

Jeya, a longtime volunteer at Community Connections and the gift wrap booth remarked that volunteering keeps you in a positive environment which supports mental wellness.

“Volunteering with Archway has been fun for me. It also helped me to meet new people and develop lasting relationships. It is also an easy way to explore one’s interest and passion. Most of all, it is a way to pay

forward to our/ my community,” said Jeya.

Those who are interested in volunteering, can visit Archway.ca/wrapping to sign up.

In 2023, just over $5,000 was raised which also benefitted the Archway Community Connections Program.

“These funds allow us to provide food during their group programs, host an International Women’s Day event, and purchase special-care items for newcomer families at the holidays,” said Elise Marier, the program supervisor.

A corporate gift-wrapping service is also offered so local companies can save time on their client or staff gift wrapping, while also supporting newcomers. There will also be a drop off bin at the giftwrapping booth accepting non-perishable food donations for the Archway Food Bank.

City releases updated Business Retention and Expansion Strategy

The City of Abbotsford is pleased to release an updated Business Retention and Expansion Strategy and action plan, designed to support and grow local businesses and reinforce Abbotsford’s position as the economic Hub of the Fraser Valley. The strategy was developed through extensive engagement and focused consultation with stakeholders and feedback received from the City’s Economic Development Table made up of local business representatives and through the Business Retention and Expansion survey conducted earlier this year. This feedback helped identify key priorities and actionable steps to enhance Abbotsford’s vibrant and

diverse economy while supporting the growth of over 7,700 businesses currently operating in Abbotsford.

“As the economic Hub of the Fraser Valley, our goal is to create an environment where local businesses can thrive, attract new investments, and foster innovation and growth,” said Mayor of Abbotsford, Ross Siemens. “This updated Business Retention and Expansion Strategy reflects Abbotsford’s commitment to being a business-friendly city full of economic opportunity, where people can live, work and invest long term.”

Key areas of focus and goals of the new strategy and supporting action plan include:

Enhanced support for Abbotsford businesses navigating municipal processes;

Enhanced and new online resources for businesses centralized in on location through the creation of a “one-stop shop” webpage; Strengthened relationships and communications with the businesses through an enhanced business visitation program and regular surveys;

Facilitated collaboration between businesses and education/training providers to share workforce needs and develop marketing initiatives to support employee recruitment and retention; and,

Facilitated and enhanced collaboration and information sharing with local First Nations on economic development matters.

As part of the strategy, the City has launched an updated webpage, which includes a new Business Hub and online Business Resource Guide, to create a one-stop shop for all things business within Abbotsford. In the new year, the City will be launching a comprehensive Business Visitation program, including Business Spotlights with Mayor and Council, which will promote and highlight different Abbotsford businesses and sectors within the community.

Robson Square ice rink opens for the season

Robson Square ice rink is now open for another holiday season of skating and fun in the heart of the Vancouver.

The Robson Square ice rink, which draws more than 100,000 skaters annually, is open seven days a week from 9 a.m. to 9 p.m. until Feb. 28, 2025. Skating is free when you bring your own skates. Skate rentals are $5 and include a helmet.

Live music will also be offered nightly from Dec. 13-24, and there will be additional theme nights through January and February. The B.C. government will fund free skate rentals on Family Day, Feb. 17, 2025.

Three ways Canadian communities are reducing flood risks

(NC) Communities in Canada are facing increased flood risks, with 1.5 million homes highly exposed. There are large-scale programs available across the country providing flood protection measures for communities at risk, such as Intact’s Municipal Climate Resiliency Grants. This program is helping build the resilience of communities and homes through a variety of preventative actions.

Wetlands can reduce flood risk by absorbing large quantities of water, but they are not typically found in cities. In Vancouver, B.C., Environmental Youth Alliance and Strathcona Community Gardens created a wetland on downtown’s east side, an area historically prone to flooding. Made up of natural elements like ponds and marshes, the wetland reduces the community’s flood risk by catching and absorbing rainfall and runoff from surrounding surfaces.

Knowing the risks is the first step to protecting homes and communities.

In New Brunswick, the City of Fredericton launched a Neighbourhood Flood Risk Tool to provide easy access to online flood prevention guidance. Rebate programs are a powerful motivation for homeowners to make upgrades that might otherwise be put off. In PEI, the City of Charlottetown offered rebates covering 75 per cent of eligible material and labour costs, up to a maximum of $1,000. B.C. focuses on supporting people, economy

As global and national pressures persist, B.C. is expecting modest economic growth this year and next year. Interest rates and high prices continue to affect economic activity, particularly consumer spending and exports, according to B.C.’s latest fiscal report. However, job and population growth remained relatively strong. B.C. led the country in GDP growth in 2023 and is projected to see 0.9% real GDP growth in 2024, followed by growth of 1.9% in 2025 as interest rates and inflation ease.

“B.C. is a great place to live, but high costs are taking too big a bite out of people’s paycheques,” said Brenda Bailey, Minister of Finance. “We are going to keep supporting people with targeted investments – helping families with everyday costs, delivering more homes faster, strengthening health-care services and building an economy that works for everyone.”

B.C. continues to have one of the lowest debt-to-GDP ratios among Canadian provinces and remains the only province with a triple-A rating from a credit-rating agency.

“As we work to expand our diverse economy, we know we’re facing increased uncertainty with the threat of unjust tariffs on goods going into

the U.S.,” Bailey said. “We will continue to reinforce our message to our American trading partners about how integrated our fates are in terms of jobs, opportunities and economic prosperity on both sides of the border. These unjustified tariffs would benefit no one.”

B.C.’s updated projection shows a 2024-25 deficit of $9.4 billion, $429 million more than the first-quarter forecast, mainly due to lower revenues.

“We’ve started work on a plan to reduce the deficit over time, not by putting costs onto people, and not with service cuts,” Bailey said. “We’ll do it by being careful with our budget and by growing our economy so we can pay for the services, for the infrastructure and the supports people need to get ahead and build a good life in B.C.”

B.C. will invest a projected $13.2 billion on infrastructure in the fiscal year, with four new major projects added to the report since the first quarter.

In January 2025, the minister will meet with the independent Economic Forecast Council to discuss B.C.’s economic outlook ahead of Budget 2025. The third quarterly report will be released alongside the budget on March 4, 2025.

More accessible taxis will help people stay connected

People who rely on wheelchair-accessible taxis will have more options to move between work, school and appointments as the Province helps to increase the number of accessible taxis.

The third round of funding for the Passenger Transportation Accessibility Program (PTAP) launched Monday, Dec. 16, 2024, to help ensure people in British Columbia can get to where they need to go. The program helps taxi operators buy and maintain wheelchairaccessible vehicles, increasing the number of these vehicles in service.

People who depend on accessible taxis historically have experienced longer wait times or lack of service. To address this, the Province developed the PTAP program in 2022 to increase the availability of accessible taxis by offsetting the costs that taxi companies and owner-operators face in providing wheelchairaccessible vehicles.

Approximately $7 million is available for this round of funding to partially subsidize

eligible applicants for costs related to vehicle maintenance, converting an existing vehicle, buying a converted vehicle, or purchasing a new vehicle and converting it.

This is on top of the almost $10 million from the first and second rounds of funding in 2022 and 2023. This year, rebates are also available to offset the higher costs of fuel and insurance.

The acquisition and conversion rebate will remain open all year to ensure companies can access funding as soon as a purchase is made. Applications for the maintenance portion of the rebate will be accepted until Feb. 14, 2025.

Funding for the program comes from revenues collected from the per-trip fee that came into effect in September 2019 to offset the regulatory costs of ride-hailing operations and support accessible transportation. Unlike ride-hailing companies, taxi companies are required, as part of their operating licence, to reserve a portion of their fleet for accessible vehicles.

High-speed internet available in Upper Viewmount

People in Upper Viewmount near Smithers now have access to reliable high-speed internet, unlocking faster access to digital services and economic opportunities.

“New infrastructure in Upper Viewmount takes us another step closer to our goal of connecting all communities in B.C. to high-speed internet,” said George Chow, Minister of Citizens’ Services. “Whether for work, education or connecting with loved ones, fast, reliable, high-speed internet access ensures everyone is able to participate in the digital world while staying rooted in their communities.”

People in 153 households in Upper Viewmount can access health-care services, jobs or enroll in online courses from the comfort of their home. Built and operated by internet service provider CityWest, the project delivers improved access to opportunities and supports economic growth in the Bulkley-Nechako region.

The Government of British Columbia invested $231,712 through the Connecting British Columbia program administered by the Northern Development Initiative Trust. The Government of Canada invested $462,420 through the federal Universal Broadband Fund and service provider CityWest contributed $271,160. The Regional District of Bulkley-Nechako (RDBN) has also invested $110,657.

cess to reliable, high-speed internet,” said Stoney Stoltenberg, director, Electoral Area A (Smithers Rural) Regional District of BulkleyNechako. “The RDBN has been advocating for improved connectivity for several years and we are thankful for funding programs like the Connecting British Columbia program and Universal Broadband Fund that help us meet our connectivity goals. In March 2022, the governments of British Columbia and Canada announced a partnership to invest as much as $830 million to expand high-speed internet services. B.C.’s commitment is to connect all remaining underserved households in B.C. by 2027.

Since 2017, the Province has invested $584 million to expand connectivity in British Columbia. As of January 2024, an estimated 77% of all rural homes and 80% of homes in First Nation communities have high-speed internet service.

The Connecting British Columbia and Connecting Communities BC funding programs support projects to expand high-speed internet access to rural and remote areas of the province. The plan to connect all households will level the playing field for people in British Columbia, ensuring better access to services and economic opportunities for every community.

affected by flooding due to the atmospheric river event from Oct. 18-20, 2024.

People, businesses and communities in the following areas are now also eligible for DFA:

City of Surrey; Village of Anmore; and City of Port Moody.

The new geographical areas are in addition to the Indigenous communities, electoral areas and municipalities that were declared eligible for DFA on Nov. 25, 2024.

For this event, DFA is available to homeowners, renters, business owners, farmers, corporation-owned properties and charitable organizations to cover

B.C., creditors approve plan to resolve long-standing

A significant milestone has been reached in the long-standing legal battle with tobacco companies.

All provincial and territorial governments, as well as class action plaintiffs, have voted to accept a plan proposed by a court-appointed mediator. With creditors unified in support of the plan, the provincial government is urging the tobacco companies to accept the proposed agreement.

“Tobacco has harmed far too many people, and tobacco companies have avoided accountability for far too long,” said Premier David Eby. “This is a critical step forward after 20 years of litigation, including five years of mediation, and we urge tobacco com-

panies to take responsibility for their deceptive actions and accept this plan. B.C. has been a leader in standing up to powerful corporations that are hurting people and we will continue to be relentless in pursuing all legal avenues to get justice for those who have been harmed and their loved ones.”

The plan, valued at more than $32 billion, will provide compensation to individuals harmed by the effects of smoking, deliver critical funding for health-care systems across Canada and establish a foundation to support treatment research. B.C. will receive approximately $3.5 billion. This money will be used to invest in cancer treatment and primary care, and research

into treatments, as well as to promote smoking cessation.

In 1998, B.C. initiated legal action against the three principal Canadian tobacco manufacturers and their foreign parent corporations to recover the cost of treating tobacco-related diseases caused by the industry’s wrongful conduct. The Province is seeking recovery of health-care costs resulting from what B.C. and other Canadian provinces are alleging is the wrongful conduct of these parties in the manufacture, promotion and sale of tobacco products spanning many decades.

“Tobacco companies’ deceptive activities led to millions of people taking up smoking without knowing the actual

consequences,” said Niki Sharma, Attorney General. “This plan offers real progress and essential resources for public health in B.C. It’s time for the tobacco industry to step up and take responsibility for the harm it has caused. This process has gone on far too long and now is the time for resolution.”

The plan will now move to a court hearing scheduled for Jan. 29-31, 2025, when the court will be asked to grant final approval of these plans, marking a pivotal step in this important litigation. The B.C. government remains committed to holding the tobacco industry accountable and advancing public-health initiatives to protect future generations.

New funding helps bring more veterinarians to rural B.C.

A new program to help attract and retain livestock veterinarians in rural parts of the province will mean timely and better access to animal care for ranchers and farmers.

“Our government remains committed to supporting farmers in B.C. care for their livestock by developing innovative programs that address their veterinary needs,” said Lana Popham, Minister of Agriculture and Food. “This initiative aims to bolster the number of veterinarians in rural communities. By doing so, we can provide essential support for livestock care, ultimately

strengthening our province’s food security and economy.”

The program will focus on northern B.C. as the priority region. It will help veterinary clinics that provide livestock care with recruitment and retainment of veterinarians and registered veterinary technologists, as well as funding for equipment and training.

“Meeting the demand for animal care in a rural area means long and busy days and nights, especially with the shortage of veterinarians in our rural communities,” said Cori Stephen, a veterinarian with the Nechako Valley Animal Health Services, Vanderhoof.

“I’m hopeful the new program will help rural, small-town practices like ours attract and retain veterinarians and technologists interested in joining a rural practice, which, in turn, will allow us to provide care to more animals in need in our area.”

Clinics in the southeast, Okanagan, Thompson, Southern Cariboo, Vancouver Island, Lillooet and Pemberton will be designated as secondary priority areas, with the Lower Mainland and Fraser Valley being the lowest priority area. The program will also help build local partnerships to improve strategic planning for veterinary ser-

vices in under-serviced communities and regions.

Next time you want to cozy up with your special someone, consider adding this sweet, savoury and eco-friendly dessert to your date night menu. This recipe can also be made in bulk so you can share the love with friends and family and “upcook” your leftover ingredients in tomorrow’s date-night snack.

Marbled Bacon Walnut Bark

Prep time: 10 minutes

Cook time: 40 + 30 minutes chilling

Makes: 12-20 pieces

Ingredients:

6 slices of Maple Leaf Original Bacon

1 250 g bag good quality bittersweet chocolate chips

1 225 g good quality pure white chocolate chips

2 tbsp (30 ml) toast walnuts or pecans, finely chopped

Directions:

Preheat the oven to 400°F (205°C).

Line a baking sheet with parchment paper and lay six slices of bacon flat. Cook on centre rack of oven for 15 to 20 minutes or until completely crisp and golden brown. Remove onto a cooling rack and blot bacon with paper towel completely on both sides. Set aside to cool.

Pour bittersweet chocolate and white chocolate into two separate microwavable glass bowls. Set aside white chocolate for later. Line a large baking sheet with parchment paper. Microwave bittersweet chocolate for 35- to 40-second intervals, stirring each time until chocolate has melted. Be careful not to overheat and burn the chocolate during the last interval – reduce time to ensure smooth melted chocolate.

Using a rubber spatula to pour the chocolate onto prepared a baking sheet.

Using an offset spatula, spread the chocolate into the shape of a square, being careful not to spread it too thin.

Repeat heating steps for white chocolate.

Spoon dollops of white chocolate all over the bittersweet chocolate. Drag your rubber spatula in a zig-zag pattern across the chocolate.

On a clean surface, chop cooled bacon into fine pieces and immediately sprinkle evenly over marbled chocolate. Sprinkle the nuts over the top and softly press down any toppings that do

not adhere to the chocolate bark with the back of a clean spoon.

Refrigerate for at least 30 minutes. Once completely chilled, use a butter knife to crack the bark into the desired number of pieces. Enjoy right away or place in an airtight container and refrigerate for up to one week.

Action! B.C. sets the scene to attract more film, TV productions

Increased tax incentives for British Columbia’s motion picture sector will help attract more major productions and ensure that good-paying film and TV industry jobs stay in B.C.

“Our province is home to one of the busiest film and TV production centres in North America,” said Premier David Eby. “But film production in B.C. has taken a big hit over the last few years, responding to significant impacts from the pandemic, multiple labour disruptions and changes to industry practices. We’re boosting tax incentives – and our competitive advantage – to ensure that our province remains a destination of choice for filmmakers in Canada and around the world, employing skilled British Columbian crews.”

Budget 2025 will include increases to the Film Incentive BC (FIBC) tax credit, which supports Canadian-content productions, and the production services tax credit (PSTC) that provides a tax incentive for international projects made in B.C.

With the approval of budget legislation, the FIBC will increase from 35% to 36%, and the PSTC will increase from 28% to 36% for productions with principal photography starting Jan. 1, 2025. To further give major productions incentives in the province, projects with B.C. production costs of greater than $200 million will receive a 2% bonus.

“We know that incentives and investments in B.C.'s film sector are generating significant returns for British Columbians, local film crews, and B.C. businesses,” said Brenda Bailey, Minister of Finance.

“Today's announcement solidifies B.C.'s competitive advantage as one of the world's top filming destinations and our commitment to strengthening our economy all across B.C.”

In 2023, strike action halted the industry for more than six months and a decrease in global productions have affected the province’s film industry. According to Creative BC, more than 37,000 jobs in the province were supported by the motion-picture industry in 2022, compared to 26,000 in 2023.

Other jurisdictions are increasing film incentives to attract productions in an already competitive market. Increasing the FIBC and PTSC is intended to support continued growth in B.C.’s motion-picture industry and meet market demands.

Jennifer Blatherwick, Parliamentary Secretary for Gender Equity, has released the following statement in recognition of the International Day to End Violence Against Sex Workers:

“This day, also known as Red Umbrella Day, was founded by sex workers and community advocates to call for an end to hate crimes and violence against sex workers worldwide.

“This is a call to action for all of us to advocate for the dignity, safety and wellbeing of sex workers everywhere.

“Everyone has the right to be respected and to live and work free from violence. And yet, too often sex workers face disproportionate levels of violence and marginalization, fuelled by harmful stereotypes that disregard their very humanity and their rights.

“Indigenous people, racialized people, newcomers and those who are undocumented, 2SLGBTQIA+ people, as well as those with disabilities, who work as sex workers face a greater risk of being targeted.

Directions:

To make the truffle filling, place prunes, coconut oil and red wine

Line an 8×8-inch (20 cm x 20 cm) baking pan with plastic wrap leaving a four-inch (10 cm) overhang on two sides. Scrape paste into baking pan and spread evenly. Cover tightly with plastic wrap overhang and freeze for 2 hours.

Remove wrap from frozen prune puree and place on cutting board. Cut into 49 squares (7×7 rows) wiping knife with a damp cloth between cuts.

For the chocolate coating, place chocolate and coconut oil in a heatproof bowl. Microwave for 1-2 minutes, stirring every 30 seconds until chocolate has mostly melted with a few remaining lumps; continue stirring until smooth.

With an offset spatula or knife, lift and slide one prune puree square into melted chocolate using a spoon to help coat evenly. Lift out with a small spatula, gently scraping to remove chocolate.

Abbotsford woman donates blood for 150th time

More than 300,000 Canadians donate blood every year, according to Canadian Blood Services, but few have donated as much as Tamara Charman.

The Abbotsford resident recently donated blood for the 150th time, which she says has been a 46-year journey that she is proud to have embarked on.

The start of this journey was in 1978 when the 17-year-old Charman took advantage of the recent Canadian Red Cross rule change that allowed females to donate blood at the age of 17 when

that chair to give another bag of blood to those in need. "To be honest, the needle hurts a little, but not a lot, and it's so little effort on my part that could possibly lead to saving someone's life," said Charman.

As she's gotten older, a lot has changed about the donation process, but one thing that hasn't changed is her passion for giving back.

"I've learned a lot over five decades about what my physical limits are," said Charman. "For instance, when I was in my 20s, I ran up a flight of stairs right

accompanied by a letter of permission from their parents. Her inspiration for doing this comes from her uncle, who donated more than 100 times, according to Charman.

In addition to her uncle, it's also been the thought of how many people her blood can save that's kept her pursuing this goal even after all these years.

As someone with O-negative blood, Charman is what's known as a universal donor, meaning that her blood is compatible with anybody.

But getting to 150 donations hasn't always been a walk in the park, she explained. Various illnesses, surgeries, childbirth, and other life events have forced her to take temporary breaks in her donations. However, no matter what life threw at her, she always returned to

after a donation and nearly passed out. As I get older, the donation process does wear me out more than it used to, but I recover very quickly."

"I've seen so many changes and innovations to the blood donation process over the years, and it's always interesting to see what new thing they've come up with."

Few people ever reach 150 blood donations, but Charman isn't satisfied quite yet. "It will take me at least another 12 years to reach 200 donations," she said. "I'd like to reach that milestone."

She also hopes that her story might inspire more people to donate as well, with Canadian Blood Services warning that 100,000 new blood donors are needed every year in order to keep up with the demand and keep saving lives.

PRIME Minister Justin Trudeau visited the Shri Guru Ravidass Community Center in Burnaby on December 14 and shared his appreciation for the contributions being made by the congregation and members of the society. Trudeau's visit generated a lot of excitement as this was the first visit of a sitting prime minister to the Guru Ravidass Temple in Burnaby in the 42-year history of Shri Guru Ravidass Sabha (Vancouver). Trudeau spoke of the values of "equality" prescribed by Guru Ravidass, and said these are the same values of Canada. Trudeau also had a tour of the community center and met members of the congregation in the langar hall. Trudeau mentioned that he would be pleased to return to the Guru Ravidass

Center once it is completed. A couple of months ago, Trudeau had also visited the Guru Ravidass Temple situated in his own riding in Montreal. On behalf of the congregation and the board of the organization, President Harjit Sohpaul and General Secretary Amarjit Lealh welcomed Trudeau and ministers Harjit Sajjan and Terry Beech, parliamentary secretary and associate minister Randeep Sarai, MPs Sukh Dhaliwal and Taleeb Noormohamed, and Burnaby Mayor Mike Hurley. Sohpaul also acknowledged the continued support of MPs Sajjan, Sarai and Dhaliwal. Sajjan was particularly acknowledged for arranging Trudeau's visit to the center.

At this time of year, many of us start compiling lists of things we resolve to tackle in the coming months. Here are four things you should consider for your list.

Get your finances in order

With high inflation and interest rates, you may be among the many Canadians struggling to make ends meet. As you get older, you should also talk to your doctor about any age-related testing you should have, including colonoscopies and mammograms.

No matter how young or healthy you are, it’s never too early to write your will.

Without one, the courts will likely step in to decide who should look after your dependents and how your estate should be divided if you unexpectedly die. The easiest way to create a will is to work with a trusted lawyer (or notary if you live in Quebec or B.C.) or online will service.

Donate to charity

In the current economic climate, you may find it hard to make charitable donations. But there is one easy way to make a difference without impacting your current finances: leave a donation in your will.

When you’re writing or updating your will, simply name a charity or charities you’d like to include as beneficiaries, and list the specific amount or percentage of your estate you’d like them to receive.

Your donation will also lower the taxes that would have to be paid on your estate, making things easier for your loved ones.

You won’t be alone. More than three million Canadians have left a donation to charity in their wills, a number that is growing every year.

When you pass, a secondary home, leftover savings in your RRSP, and other assets will turn into taxable income – often a very big number. Entering a new year is the perfect time to set some financial goals. Whether your goals are to pay off debt or save for your children’s post-secondary education, the key is to have a plan.

The first thing to do is to identify and prioritize your goals. Then, set a dollar amount and a timeframe for each goal. The amount of time you have to achieve your goals can affect how you plan to save and invest.

If you’re saving for a major purchase within a year or two, your focus will be on building your savings. You’ll want to

keep your money protected and easily accessible, such as keeping it in a savings account.

If you’re putting money away for a longterm goal, such as your retirement or your child’s education, you may want to consider a broader range of investment types, including bonds and mutual funds. Keep in mind that some investments are complex and can be risky. More risk may be acceptable if your goal is longer-term because you have more time to recover any financial losses. You need to figure out what level of risk you’re comfortable

with. Talk to an investment professional or financial advisor to find the investment options that are right for you. You can also work with them to come up with a plan.

If you can, you should also consider setting money aside for an emergency fund as part of your goals. That way, you’ll be covered in part or in full if you have unexpected expenses, like a home or car repair. Start by figuring out what you can put aside every week. Even if it’s not a lot, it can add up quickly.
