Improved transparency will fight money laundering

Investigating and accessing information about land ownership in B.C. is about to get easier for law enforcement agencies, journalists and researchers with the elimination of search fees for the Province’s Land Owner Transparency Registry (LOTR).

“Money laundering fuels the toxic-drug crisis and gang violence on our streets and takes away housing from hard-working British Columbians who play by the rules – and we’re fighting back,” said Katrine Conroy, Minister of Finance. “Through the registry, we’re shining a light on hidden property ownership and money laundering in the housing market, and now we’re strengthening that work to detect and fight tax evasion, money laundering, and other criminal activity in B.C.”

The Province and the Land Title and Survey Authority of British

Columbia (LTSA) are collaborating to improve transparency by allowing search of LOTR records at no cost as of April 1, 2024. The current fee is $5.25 per record.

In 2019, an independent panel of experts found that improving beneficial ownership transparency is the single most important measure the Province can take to combat money laundering. In 2022, the Cullen Commission recommended allowing LOTR searches at no cost for law enforcement and regulators. In response to the advocacy of stakeholders and journalists, the Province is going beyond that recommendation to allow searches at no cost for everyone.

“Making the Land Owner Transparency Registry more accessible supports compliance and enforcement efforts to crack down on hidden ownership in B.C. and ensures B.C.’s real property market is trusted and transparent,” said Al-Karim Kara, CEO, Land Title and Survey Authority.

LOTR is the only registry of its kind in Canada and is an important part of B.C.’s anti-moneylaundering work.

3 things Young People should know about Income Tax

Filing your taxes is something of a rite of passage for young people; a sign that you’re starting to make your way in the world by earning income. At the same time, they can feel a bit intimidating for someone still new to the process.

Here are three things to know:

Filing doesn’t mean paying

Filing your income tax and benefit return does not necessarily mean you will have to pay taxes on it. This is likely early in your career when your income is at the lowest rung on the pay-scale ladder. Depending on how much money you make, you could even get a tax refund if you paid more tax during the year than you now owe based on your income.

You can get some extra cash

In addition to a potential tax refund, you could receive benefit and credit payments. By submitting your tax

return, you’re automatically enrolled for certain payments if you’re entitled to them, such as the Canada Worker’s Benefit. Other payments you must apply for, such as the Canada Child Benefit, but your tax return and reported income determine if they apply to you.

You can get that cash quickly

Most of us are used to taking care of life online – from booking a yoga class to paying your phone bill. The same goes for doing taxes. You can submit your tax return online through a Netfile-certified software.

If you also sign up for direct deposit from the Canada Revenue Agency, then you can receive any payments you’re entitled to in as little as eight business days. The agency does not have access to personal banking information, like your account balances, when you do this.

$95,000 in funding available for projects that support agricultural innovation in Abbotsford.

The Abbotsford Community Foundation (ACF) is pleased to announce that applications for the 2024 Agricultural Enhancement Grants Program are now open to any organization, individual, or group whose project fits the grant criteria and is acceptable as an applicant to the ACF Agricultural Grants Committee.

These are matching grants provided through an endowment established by the City of Abbotsford to ensure the long-term sustainability of the local agricultural sector, in all its forms.

In 2024, the granting criteria will focus on projects that support agricultural innovation that directly benefits Abbotsford, specifically as it relates to:

• product development

• value added agriculture innovation

• solutions for product-to-market supply chains

• entrepreneurial farm practices to enhance market growth

• diversification of farming operations and/or regulatory compliances

• Agri Tourism education/farm to table initiatives

• climate change adaptation or mitigation

“Individual matching grants are available for up to $50,000 in project funding”, says Marcus Janzen, Board Chair and Chair of the ACF Agricultural Enhancement Grants Committee. “We’re looking for

projects that will have positive economic, social and/or environmental outcomes as a direct result of receiving this funding. With the catastrophic climate events we’ve experienced locally, projects that factor in climate adaptation or mitigation are of particular interest.”

“We are pleased to have distributed more than $1,000,000 in grants to benefit agriculture in Abbotsford since 2013,” said, Areni Kelleppan, ACF Executive Director. “ACF is proud to be able to partner with the City of Abbotsford to support this valuable economic sector and to continue to invest in local initiatives that will benefit our community now and for generations to come.”

Applicants may visit the grants section of the Abbotsford Community Foundation website at www. abbotsfordcf.org to review the program guidelines, which involves a 2-step granting process. The first step requires the submission of a Letter of Intent which is accepted until March 25th. Letters of Intent are reviewed once received and full grant applications are sent via email for those projects deemed eligible for grant consideration. Completed applications are due on April 15th. Fewer emissions, cleaner future with updated rules for industry

B.C.’s updated carbon pricing system for large industry will give companies incentives to lower pollution and create more good, clean jobs for British Columbians.

“Climate change continues to hit British Columbians close to home – and it’s costing families and businesses both money and opportunities. We all need to do our part,” said George Heyman, Minister of Environment and Climate Change Strategy. “Some people want to shut down industry, while others do not want any accountability for big polluters. We think there is a better way to move forward, one that reduces climate pollution by providing both incentives and assistance to industry to reduce emissions. This approach ensures large polluters pay their fair share while people and communities here benefit from good jobs, a cleaner economy and a more secure future.”

Starting April 1, 2024, B.C.’s outputbased pricing system will see large industry pay for its emissions above a set target, and ensure companies have flexibility, support and incentives to reduce emissions and transition to a clean-energy future.

“B.C.’s updated industrial carbon pricing system will continue driving down emissions, while ensuring the province’s industries remain competitive in Canada and elsewhere,” said Mark Zacharias, executive director, Clean Energy Canada. “B.C. has what it takes to play a pivotal role in the fast-growing global clean economy and today’s announcement shows that the Province understands that B.C.’s industries are a key part of addressing climate change, while helping the provincial economy grow at the same time.”

The pricing system sets a performance standard based on the average intensity for the respective industrial sector. Companies that exceed the standard are rewarded with credits. Companies that do not meet the performance standard will have the flexibility to buy credits or offsets. The standard tightens over time as B.C. transitions toward a cleaner economy and in order to comply with federal requirements.

“Teck appreciates the Province’s focus on taking action on climate change and

supporting the continued competitiveness of the mining sector as we work to achieve the shared goal of building B.C. as a responsible, leading critical minerals producer,” said Jonathan Price, president and CEO, Teck. Industrial operators also have access to the CleanBC Industry Fund, which supports their transition to cleanenergy solutions. Since 2019, the fund has invested $215 million back into industry and has reduced nearly nine million tonnes of carbon emissions. The fund will be open for new project applications in spring 2024.

B.C. was the first jurisdiction in Canada to bring in a price on pollution in 2008. The Government of Canada’s changes to national carbon pricing requirements meant B.C.’s system needed updating. The shift to an output-based pricing system was a key request of industry following the introduction of the federal carbon pricing backstop.

“The world is transitioning to a clean economy, and B.C.’s access to clean and affordable energy allows us to be a global leader,” said Katrine Conroy, Minister of Finance. “Our made-inB.C. approach to reducing emissions will maintain a strong price on carbon, and reward innovation as we work together with industry and First Nations to lead Canada’s economic growth and create more good, sustainable jobs for British Columbians.”

The pricing system will allow eligible companies to buy verified carbon offsets to satisfy some of their emissions obligations. This is a new pathway to reduce and sequester greenhouse gas and carbon emissions to protect the environment and create clean industry jobs in communities across B.C.

The Province is committed to working directly with industrial facilities that face unique, insurmountable challenges associated with a rising carbon price. These facilities could be eligible for cost containment measures that provide temporary financial relief in order to protect jobs in B.C.

The output-based pricing system supports the Province’s CleanBC goals to lower emissions by 40% by 2030, 60% by 2040, and 80% by 2050.

Renters and landlords in B.C. are seeing faster and more efficient residential tenancy dispute resolutions thanks to government’s recent service improvements.

“Nothing is more frustrating for renters and landlords than when the relationship breaks down. It is vitally important that they get clear resolutions faster,” said Ravi Kahlon, Minister of Housing. “That’s why we have made significant investments to improve wait times. We have made great strides over this past year to address these issues with exceptional results. The actions we are taking will only continue to speed up service and increase user clarity as we work towards ensuring that renters and landlords can easily access the services they need.”

Dispute resolution services at the Province’s Residential Tenancy Branch (RTB) have substantially improved in several ways over the last year, including:

a 48% reduction in all tenancy dispute hearing wait times, including down to nine weeks for a standard hearing from about 16 weeks a year ago;

dispute resolution application processing times take, on average, about 1.4 days compared to nearly 10 days in November 2022;

the average wait time for service by phone is now less than seven minutes compared to more than 17 minutes last November; and

response times to general emails now take an average of one business day. These improvements have occurred despite increases in both dispute applications and inquiries. The RTB saw a 10% increase in applications in 2023, averaging 2,005 applications per month, compared to an average of 1,811 per month in 2022.

The improved services are the result of approximately $15.6 million in additional funding, a 40% budget increase, the Province committed to the RTB in December 2022 to speed up and strengthen residential tenancy dispute resolution. The budget increase allowed the RTB to create nearly 50

full-time staff positions, including a doubling of the size of the Compliance and Enforcement Unit. The expanded capacity has allowed the unit to intervene more quickly to resolve issues that affect the livelihood of tenants and landlords in cases where serious and repeated violations of the Residential Tenancy Act occur.

“Timely access to justice at the Residential Tenancy Branch is critical for both landlords and tenants,” said David Hutniak, CEO, LandlordBC. “While there’s more work to be done, members have been telling us that they are seeing promising improvements to wait times. LandlordBC looks forward to continuing to collaborate with the branch to build upon these early encouraging results.”

Alongside improvements to wait times, the RTB has also launched updated web content as part of the Province’s continued commitment to make the branch’s services and information more accessible to tenants and landlords. The new website, which launched Dec. 7, was designed by asking users what was and was not working. With this feedback, the Province created userfocused and easier-to-navigate web content that supports efficient access to information and dispute-resolution services for tenants and landlords.

This updated web content adds to the RTB’s expanding toolkit of accessibility services, such as the recent launch of real-time interpretation for branch services in more than 200 languages. From April to October 2023, interpreter services were accessed in 134 calls and 97 hearings, spanning from American Sign Language to 14 other languages, including Arabic, French, Farsi, Hindi and Cantonese. The demand for these immediate and scheduled interpreter services has risen consistently since the launch of the service in April.

The RTB will continue to revitalize its tenancy dispute and investigation processes by improving service accessibility and increasing procedural efficiency. The work is part of the Province’s $19-billion housing investment. Since 2017, the Province has more than 77,000 homes that have been delivered or are underway.

Below are four ways to help you save both time and money this tax season.

Prepare your personal information

Efficiently filing your taxes means having all the required information on hand, whether it’s banking details, tax slips like T4s and T5s or other household information – especially if you’re also filing for your family members. Check your mail, as well as online employment and education portals for these documents. The Canada Revenue Agency will also have much of the tax information you need. Make sure you have this information nearby for a smoother and more accurate filing process.

Maximize the value of deductions and credits

The government has several programs and credits available to Canadians, including the Registered

Retirement Savings Plan, Tax-Free Savings Account, charitable donation credits and more. Make time to understand your eligibility and take advantage of any refunds you can get.

Make tax planning a year-round activity

Tax season comes once a year, but being organized and tax-smart throughout the year will help you when the time comes. It’s important to pay attention to key dates and contribution limits. Don’t wait until the last minute to prepare – it’s easy to forget things, and you may be left scrambling for the documents or details you need.

The Province is reviewing a recent report by B.C.’s provincial health officer, Dr. Bonnie Henry, about the Prescribed Safer Supply program (prescribed alternatives), while making immediate updates to the program based on her recommendations to reduce unintended harms and help people living with addiction stay alive.

Prescribed alternatives are one part of the Province’s work to address the toxic-drug crisis, in addition to the expansion of treatment and recovery services, early intervention and prevention, supportive housing and more.

Henry’s report highlights that access to prescribed alternatives is a critical option for people struggling with addiction and is often used in combination with medication-assisted treatments, such as opioid agonist treatment (OAT).

Her report lays out recommendations for how the Province can update the program to save more people from illicit drug deaths and reduce the risks of prescription misuse.

“Separating people from the poisoned drug supply so they can stabilize their lives and begin their own recovery journey is a critical part of our plan to save lives and connect people to care that works for them,” said Jennifer Whiteside, Minister of Mental Health and Addictions. “I’m very grateful to Dr. Henry for her thorough review, and to the doctors, nurse practitioners, front-line health-care workers, and people with lived experience who shared their perspectives and expertise. It will help inform critical changes to the program so we can save more lives and help keep people safe as we also expand access to treatment, so more people can get the help they need.”

The report makes several extensive recommendations that require further review and consultation. In addition to working with health authorities,

public health and other partners to review the recommendations and determine next steps, the Province is taking immediate action in the following areas:

Reducing the risk of misuse of prescriptions will be done by working to expand medication options to better meet the needs of people at risk of toxic-drug poisoning, making “witnessed” dosing the default for new medications, and updating clinical guidance on hydromorphone prescribing for select patients.

The Risk Mitigation Guidance for clinicians will be retired and a new practice bulletin will be developed that provides guidance about how to prescribe pharmaceutical alternatives during emergencies. The Risk Mitigation Guidance was originally introduced during the COVID-19 pandemic to support people with addictions who were required to isolate. Working with partners, a provincial child-and-youth substance-use and wellness framework will be developed. The framework will set the strategic direction for ministries, health authorities, community agencies and others to implement a more responsive and integrated youth substance-use system of prevention and care to improve addictions care for young people.

The name of the program will be changed from “prescribed safer supply” to “prescribed alternatives” to better describe the nature of the program.

A recent study in the British Medical Journal found that the prescribed alternatives program reduces the risk of death by as much as 91% in people with opioid-use disorder.

The Province continues to urgently work to expand treatment options for people living with mental-health and addictions challenges, in addition to harm-reduction actions including the prescribed alternatives program and overdose prevention services.

2024 Ford Mustang Mach -E Premium: EV SUV Legend!

The 2024 Ford Mustang Mach-E is the first fully electric SUV from the Blue Oval. Its a handsome and sporty SUV and shares the iconic name of the venerable Ford Mustang sports car. Naturally, there are sporty and high-performance variants, but no rumbling V8 here folks!

For 2024, prices have dropped making it a more attractive proposition to buyers and there are several models to choose from, with output ranging from 266-480 horsepower and offering from 370-502 km of EV driving range with a full charge. Power is via two all -electric synchronous AC motors enhanced by a battery pack. The transmission is a direct-drive unit with multiple drive modes supplied to either the rear wheels

The Mach- E’s cabin is loaded with premium materials and attention to detail. There is a smart modern look to the interior with plenty of storage and ample space in the airy and spacious cabin. The front seats offer good support for long rides. Ford’s excellent Sync infotainment

software is updated to include options on how to manage optimum charging, EV range, and other information.

The rear compartment is roomy enough and has all the creature comforts you could want. Rear cargo capacity is 821L, with 1,687L with rear seats folded down. A 35 liter “frunk” under the front hood allows for storing charging cables and what have you.

On the road, the Mach -E Gt offers very quick acceleration. Its disconcerting at first as all this happen with the dab of the throttle and in near silence! Endearingly Ford provides the available three drive modes with “propulsion” sounds. The different drive modes also firm up such parameters as the steering response. The throttle response is also adjustable. With its low center of gravity and underfloor batteries, the Mach-E feels stable and composed on all surfaces. Handling response is nicely weighted, and the Mach-E is a joy to drive. One of my favourite EVs.

To sum up, the Mach-E offers an excellent combination of luxury, performance and electric driving range. The Mustang Mach-E one of the better all electric SUVs in the market. Highly recommended. More info at www.ford.ca

Local Hospital Looks to the Future of Clinical Communication with Vocera Technology

For Abbotsford Regional Hospital, ARH, patient-centred care is at the heart of all matters.

During the peak of COVID-19 it became clear the hospital needed to speed up communication and coordination to help provide seamless care.

Long gone are the pagers of the past, where staff would receive notifications tasked with a tedious number of things to process. The new Vocera technology has forever changed the way care teams communicate.

Director of Clinical Operations, ARH, Julie Dhaliwal says: “this system allows for in the moment planning, calls for support to other team members and overall increased efficiency”.

The hands-free technology allows staff to call one another immediately through the Vocera badges (visualised in photo), thereby enhancing

communication, especially in the Emergency Department.

Dhaliwal, further states, “our team members have immediately noticed the value in their day-to-day work, and we couldn’t be more appreciative to have received this through the generous donations from our communities to support health care teams to take care of patients and families”.

After the pressure you have likely experienced since the year began, you are now moving into a period to 23rd March where you can work out what needs to become your main priority in life. Almost $60,000 in funding available for projects that support agricultural innovation in Abbotsford.

The Abbotsford Community Foundation (ACF) is pleased to announce that their online application portal for the 2024 Smart & Caring Community grants are now open with almost $60,000 available for local charitable projects, programs, and initiatives supporting children, youth, and families at risk.

ACF’s Smart & Caring Community Grants are available annually and provide up to $15,000 as a matching contribution for projects, programs and initiatives addressing social issues related to children, youth, and families at risk within Abbotsford. “While markets continue to be unpredictable, we were able to make

some gains in the latter part of 2023, allowing us the ability to continue to invest in our community where and when it’s most needed our endowment funds,” said Areni Kelleppan, Executive Director.

Applications are reviewed by ACF’s Community Grants committee, which is composed of six volunteer community members who call Abbotsford home. This committee reviews all applications against the grant criteria and selects those recipients to award with funding. Applications can be made for new, existing, or enhancing local programs, projects, or initiatives. “We are pleased to have distributed almost $1,000,000

in Smart & Caring Community grants to Abbotsford charities since 2013,” said Areni Kelleppan, ACF Executive Director.

The 2024 Smart & Caring Community Grants application portal closes March 21, 2024.

Funds are raised for the Smart & Caring Community grants program in a variety of ways, including the annual charity golf tournament, being held on September 12, 2024.
