B.C. powering southern Interior growth with clean, affordable electricity

BC Hydro will invest nearly $6 billion in capital projects across B.C.’s southern Interior over the next decade to expand the electricity grid, and upgrade its infrastructure to ensure a continued, reliable supply of clean power across the region.

“We must build out B.C.'s electrical system like never before to power our homes and businesses, to power a growing economy and to power our future,” said Josie Osborne, Minister of Energy, Mines and Low Carbon Innovation. “Throughout the southern Interior and in communities across B.C., these construction projects will create thousands of good jobs over the next decade and ensure that people have access to clean, affordable and reliable electricity, when they need it and where they need it.”

In January, the Province announced BC Hydro’s updated 10-Year Capital Plan, which contains $36 billion in regional and community infrastructure investments throughout B.C. – a 50% increase in investments over its previous capital plan. These new construction projects are forecasted to support 10,500 to 12,500 jobs on average annually, and will increase and maintain BC Hydro’s capital investments as major projects like Site C are completed.

The plan reflects growing demand for electricity across sectors due to population growth and housing

construction, increased industrial development, and people and businesses switching from fossil fuels to clean electricity, among other factors.

“In regions like the southern Interior, we are investing billions of dollars to significantly upgrade our generating facilities and transmission lines to improve dam safety, replace aging or end-of-life equipment and reduce the risk of extended outages due to wildfires,” said Chris O’Riley, president and CEO, BC Hydro. “These investments, along with upgrades to our substations, and underground and overhead distribution infrastructure, will ensure BC Hydro can continue to provide clean, reliable and affordable electricity British Columbians rely on.”

The southern Interior is experiencing growth in communities like Kamloops, West Kelowna, Lillooet, 100 Mile House, Vernon, and Lake Country, among others. To meet these growing energy needs, $5 billion is being invested in BC Hydro’s generating facilities:

About $1.2 billion will go toward improvements to the La Joie dam facility on the Bridge River to address aging infrastructure and seismic vulnerabilities at the site.

Approximately $3.8 billion in investments is for dam safety, equipment refurbishments, replacements and

improvements to maintain continued reliable operation at facilities on the Bridge River system (Bridge River 1 and 2, Seton, Terzaghi, Lajoie), and on the Columbia system (Revelstoke, Mica, Kootenay Canal, Duncan, Seven Mile, Hugh Keenleyside).

Additionally, about $450 million has been earmarked for crucial transmission capacity upgrades, including:

the West Kelowna Transmission and Westbank Upgrade project, which includes adding capacity at Westbank station to serve up to 26,000 more homes, as well as a new transmission connection to provide redundancy to the area, which is currently served by a single transmission line;

upgrades to support electrification at the Highland Valley Copper mine near Kamloops; and Bridge River project, which proposes to raise the height of structures on transmission lines between Bridge River Terminal station and Kelly Lake substation.

BC Hydro is also investing in new distribution infrastructure to serve

more than 15,000 new homes in Kamloops and West Kelowna.

Approximately $275 million will be invested in substations to: replace endof-life equipment at Natal substation to maintain reliable supply of energy in the area; replace aging infrastructure, such as reactors and switchyard equipment; and upgrade station fire protection and telecommunication systems.

BC Hydro’s 10-Year Capital Plan is a key part of Powering Our Future: BC’s Clean Energy Strategy. The strategy focuses on building an economy powered by clean energy, creating new jobs and opportunities, and keeping electricity affordable.

BC Hydro also recently launched a call for power to acquire approximately 3,000 gigawatt hours per year (GWh/y) of clean electricity. This is BC Hydro’s first competitive call for power in more than 15 years. It will add 5% to its current supply, and will be the first in a series of calls for power as BC Hydro requires more power to electrify B.C.’s growing economy and reduce harmful pollution.

Support available for tenants, landlords as action taken against rental property brokerage

The B.C. Financial Services Authority (BCFSA) has taken urgent action to protect the interests of tenants and landlords of approximately 350 properties in B.C. by freezing the bank accounts and suspending the licence of Vancouver-based rental property brokerage firm Rent it Furnished Realty.

While there are no immediate impacts to existing tenancy agreements, B.C.’s Residential Tenancy Branch (RTB) is ready to help landlords and tenants with concerns and questions about measures they can take and laws in place to protect their interests. Tenants and landlords are urged to make themselves aware of their obligations or rights under the Residential Tenancy Act.

Landlords and tenants should be aware during this time that:

Landlords are not permitted to evict a tenant for non-payment of rent or non-payment of deposit if it was paid to Rent it Furnished as per the tenancy agreement.

Landlords will not have access to money managed on their behalf by Rent it Furnished accounts and are advised to take the necessary steps to change their rental payment

arrangement, according to the terms of their tenancy agreement. This could include seeking an alternative licensed rental property management brokerage to set up alternative accounts.

Tenants are advised to continue paying their rent according to the terms of their tenancy agreement, unless contacted by the landlord directly with alternative arrangements. Tenants are urged to confirm this person is the property owner.

Tenants who paid rent directly to Rent it Furnished cannot be evicted for non-payment of rent and they are not required to pay the rent a second time to the landlord.

Landlords should review their tenancy agreements, which include tenant information. They should contact their tenants in writing immediately to help ensure rental payments are directed to the appropriate recipient.

BCFSA is an independent Crown agency of the Government of British Columbia that oversees credit unions, trust companies, insurance companies, pension plans, mortgage services, real estate services, real estate development marketing, and money services businesses.

Following a series of escalating steps, BCFSA took action against Rent it Furnished Realty in order to ensure all funds are fully accounted for, to protect people’s money and reduce potential for misappropriation of funds. These funds can include rent payments, security deposits and fees collected by Rent it Furnished for their landlord clients.

COVID-19 public-health emergency ends, new vaccine registry will keep people safe

In response to the provincial health officer’s decision to end the COVID-19 public-health emergency, which ends the COVID-19 vaccine mandate in health-care settings, the Province is making it mandatory for health-care workers to disclose their immunization status as a way to help keep people safe.

Moving forward, all health-care workers in public health-care facilities must report their immunization for COVID-19 and influenza and their immune status for other critical vaccine preventable diseases. Collecting these records will allow for quick action to be taken in the event of an exposure, outbreak or future pandemic to ensure health-care workers who are not immune follow appropriate measures. Depending on the circumstances, this could include masking, modified duties or exclusion from work.

“Four and a half years ago, people throughout B.C. came together to keep each other safe through the COVID-19 pandemic, including our extraordinary health-care workers,” said Adrian Dix, Minister of Health. “Healthcare workers are strong supporters of vaccination and the vast majority have stepped up to get immunized and keep themselves and those they care for safe. By shifting to a new requirement for health-care workers to report their immune status for key vaccine preventable diseases including COVID-19, we are continuing to take actions that keep people safe, support a healthy workforce and a strong healthcare system.”

The mandatory reporting requirement comes into effect on Friday, July 26, 2024, and applies to health-care workers in health-authority-operated and contracted facilities, and includes doctors, nurses, allied health professionals, volunteers and contractors.

Health-care workers must report whether they have been vaccinated or have previously contracted: measles, mumps, rubella, hepatitis B, whooping cough (pertussis), chicken pox (varicella)

Some of this information was previously collected by health authorities and now will be collected through a provincial registry to ensure reporting is consistent throughout B.C. The requirement to report will be phased in, beginning with the immediate collection of immune-status records for all new hires and appointees.

Health-care workers who were terminated because they did not comply with previous orders requiring COVID-19 immunization can apply and be hired for positions.

Through the new reporting process, health-authority employers will be able to regularly connect with healthcare workers, such as contractors, to ensure their vaccination status is up to date. The Province will offer vaccinations to employees and contractors as needed to ensure their health and that of their patients.

Reporting vaccination status aligns with health-care workers’ ethical and moral duties to take science-based measures, such as vaccination, to reduce the risk of harm to people in their care.

“We know that immunization works to help protect people from illness, including vaccines that protect against COVID-19,” said Dr. Bonnie Henry, B.C.’s provincial health officer (PHO).

“It is the best tool we have to prevent diseases, like COVID-19, measles and others that can cause severe illness in the health-care setting. It protects health-care workers, their families and the vulnerable people we care for. The B.C. Day long weekend sees heavy traffic on provincial highways.

To ensure safety, the Province and the BC Highway Patrol advise that travellers should plan ahead and exercise extra caution.

People travelling B.C.’s most popular routes should expect heavy traffic and congestion during peak travel times and should plan for extra travel time, or travel at off-peak hours when possible.

This message is in response to a video that has recently gone viral involving our National Gur Sikh Gurdwara located at 33089 South Fraser Way Abbotsford. Please note that Khalsa Diwan Society owns and operates both Gurdwaras (33094 and 33089 South Fraser Way). Both of these sites are the sole responsibility of one executive committee. The video shows a $30,000 ne for non-compliance with Immigration, Refugees, and Citizenship Canada (IRCC). The monetary ne from the Government of Canada is for a society named “Gur Sikh Temple and Sikh Heritage Museum Society ”. The address on the society les is 33089 South Fraser Way, Abbotsford. This society and its actions are NOT operated by Khalsa Diwan Society. From our understanding, this society was created by certain community members for immigration (LMIA) purposes. In a similar situation, Gurshabad Education and Sikh Sewa Society was created on 33117 Mill Lake Road. This property also belongs to Khalsa Diwan Society Abbotsford but is being used for society registration purposes with BC Societies Register. Khalsa Diwan Society committee has received emails, letters, and phone calls from IRCC in relation to these immigration cases and we have clearly stated that these society is fraudulently utilizing our Gurdwara name, address, images, website, etc. We have requested them to take action against these societies and notify them of the consequences. Unfortunately, the actions of this fake societies are tarnishing the name of our National Gur Sikh Gurdwara in Canada and Khalsa Diwan Society Abbotsford. New funding provided for local emergency operations centres

Residents of nearly 30 communities will be safer during emergencies with provincial funding for emergency operations centres that will enhance local governments’ and First Nations’ response to emergencies.

Emergency operations centres (EOCs) are essential for emergency response, acting as the main hub where local leaders and representatives work together to co-ordinate plans and resources. They help to protect communities during emergencies by providing crucial support to first responders and ensuring a unified and efficient response to crises.

“It is encouraging to see so many local governments and First Nations prioritizing their emergency operations centres,” said Bowinn Ma, Minister of Emergency Management and Climate Readiness. “These EOCs are vital during disasters, providing fundamental co-ordination and support to ensure the safety of everyone in the community. This provincial funding will help support improvements that help communities respond more swiftly and effectively during emergencies.”

The Province is providing approximately $1.4 million to 29 B.C. communities for emergency preparedness, including new supplies for local EOCs and training exercises to support staff and increase efficiency.

purchasing a generator and essential support equipment for uninterrupted EOC functionality to strengthen the resilience and operational capacity of the Big White fire department as a central emergencyresponse hub within the Regional District of Kootenay-Boundary;

acquiring and installing a generator, TV monitors and support equipment to ensure uninterrupted EOC functionality, and providing certified emergency-management training for staff and facilitated tabletop EOC exercises for community training for Sema:th First Nation;

establishing a 24/7 EOC in the Oliver town hall with necessary infrastructure

and supplies, and providing additional emergency-management training and conducting an annual exercise with a facilitator and support for partners, such as the Osoyoos Indian Band; and purchasing portable sound equipment, safety vests and installing earthquakeresistant enhancements; developing a community Critical Incident Stress Management (CISM) team to support Regional EOC operations and staff; hosting a workshop on First Nation principles of ownership, control, access and possession (OCAP); and hosting multiregional evacuation exercises with Tla'amin and K'omoks First Nations.

“This joint funding will champion the creation of a community CISM team and sustain a collaborative, people-centred approach to training, exercises and resource sharing,” said Cari McIntyre, emergency planning co-ordinator, Comox Valley Emergency Management. “It will also help our continuous development of trauma-informed, response-ready partnerships that support regional disaster risk reduction initiatives with neighbouring communities and external agency organizations.”

The Province has invested $369 million into the CEPF since it was established in 2017. More than $224 million has been provided to First Nations and local governments through the CEPF for approximately 2,000 projects. Since 2017, approximately $16.3 million has been invested to support local EOCs.

The CEPF helps communities better prepare for, and mitigate the impacts of, climate-related emergencies by funding local projects and initiatives in several categories. In addition to EOC equipment and training, other categories include:

disaster-risk reduction and climate adaptation;

public notification and evacuation-route planning;

Indigenous cultural safety and culturalhumility training; and emergency support-services equipment and training.

The CEPF is administered by the Union of B.C. Municipalities on behalf of the Province.
