B.C. moves to increase housing supply, deliver more homes faster

New measures are coming to B.C. that will help create more housing as the Province speeds up permitting and helps build more secondary suites for rent.

“People in our province deserve a decent place to live they can actually afford to rent or buy, but a chronic housing shortage and long permit approval times are frustrating that achievable goal,” said Premier David Eby. “Our government is taking action. We’re making it easier and faster to get provincial permits to build new homes, and offering financial support for people who could build a suite they can rent out at more affordable

project experts. These expert ‘navigators’ will guide homebuilders through the provincial permitting process and provide a personal, one-stop shop that will streamline the process.”

The SHAS connects homebuilders to “navigators,” dedicated staff in the Ministry of Water, Land and Resource Stewardship, who guide applicants through all stages of permit applications, act as the single, dedicated point of contact for all information related to homebuilding permits and co-ordinate permitting decisions across ministries.

The second initiative centres on secondary suites and comes ahead of

rates. We’ve got lots to do, which is why we’re focusing on initiatives like these that make a real and tangible difference for thousands of families.”

The first action focuses on speeding up the permitting process through the launch of a one-stop shop that eliminates the need for multiple permitting applications across different ministries. The Single Housing Application Service (SHAS) will help deliver more homes faster by creating a simpler permitting application for homebuilders. The service will help clear permitting backlogs, while maintaining environmental standards. With the introduction of SHAS, the Province expects permit timelines to be reduced by two months.

“Our government is laser-focused on taking action on housing,” said Nathan Cullen, Minister of Water, Land and Resource Stewardship. “One way we’re doing this is by eliminating the current permitting backlog and speeding up homebuilding project approvals with the launch of a userfriendly tool that connects people to

planned legislation this fall to make secondary suites legal throughout the province, and a pilot incentive program to help homeowners build secondary suites.

To help homeowners navigate this process, the Province has launched a new comprehensive guide, titled Home Suite Home. The guide provides people with the information to prepare to build and manage a rental suite in British Columbia. This follows recent steps to make improvements at B.C.’s Residential Tenancy Branch, including more timely dispute resolutions.

The guide can be used as a resource for people preparing to access the Secondary Suite Incentive Program (SSIP). The pilot program, set to launch in early spring 2024, will provide approximately 3,000 homeowners with forgivable loans of up to $40,000 to create a new secondary suite or accessory dwelling unit on their property. The loans will only go to properties that will be rented below market rates. Additional eligibility re-

quirements of the program have been made available so people interested can prepare ahead of the launch.

“We’ve heard from a lot of homeowners that they would love to create a rental suite on their property, but find the process to build and manage one confusing and time-consuming,” said Ravi Kahlon, Minister of Housing.

“Our new Home Suite Home guide and secondary suite pilot program will clearly and concisely provide homeowners with the information

they need to make an informed choice on whether adding a rental unit is right for them.”

These initiatives are part of the Province’s Homes for People action plan. Announced in spring 2023, the plan builds on record investments in housing since 2017, and sets out several actions to deliver the homes people need in a shorter timeframe, while creating more vibrant communities throughout B.C.

Healing Hearts: New Pacemaker Program at Abbotsford Regional Hospital, Third in Province

As of September, of this year, patients in the Fraser Valley who need implantable electrical devices can now have their treatment at Abbotsford Regional Hospital (ARH) instead of having to travel to Royal Columbian Hospital and Jim Pattison Outpatient Care and Surgery Centre Clinic. The site will be the third in the province to offer remote monitoring services to patients living in the Fraser Valley: Abbotsford, Chilliwack, Fraser Canyon, Mission & Langley.

Pacemakers are recommended for people with conditions that cause the heart to beat abnormally. The average heart relies on neurotransmitters, as well as structures, within the heart to maintain pumping action required to circulate blood. With individuals that have irregular heart beats, or other cardiac conditions, the pumping action is limited, which is why a small electronic device is usually placed in the chest to help regulate the flow of blood.

Overseeing, the pacemaker program is a large Fraser Health team. The team

consists of members from the: operating room, anesthesiology, cardiac surgeons, cardiac team, diagnostic cardiology, medical imaging, surgical day care, PACU, triage office, and cardiac network leads. The operational team is under the leadership of Wendy Newson and Julie Dhaliwal (directors of clinical operations, community and hospital). Dhaliwal states, the goal is “to perform six cases a week at ARH with a total of 312 devices implanted per year. There will be potential to grow services as global funding becomes available to increase pacemaker implantable devices”. Eight regional implanters, cardiac surgeons, will join Dr. Rezazadeh in the operating room for Friday pacemaker implants.

Dr. Bhugra, cardiologist, helped kick off the celebration event, held on September 22nd 2023, at ARH for the cardiac team and others involved in helping with the program launch (see, images one and two). As he says, “today is going to be the day we remember for many years to come, the first pacemaker implantations were successfully

performed this morning...since this hospital has been opened, since its inception, we have been sending all our permanent pacemakers to Jim Pattison Pavilion in Surrey and to Royal Columbian Hospital, until today”. Following his speech were several other team members who spoke on this momentum occasion, including HollyKennedy-Symonds—regional strategic lead cardiac network. Symonds spoke on how, “so much effort, and so much collegiality, and collaboration went into this new service for our heart patients”.

This new service offers hope, ease and efficiency in a time where as Dhaliwal

says, we are “predicted to experience significant positive percentage increase in cases by 2040”.

The photos depicted below represent one of the hundreds of people in Canada who have had their lives improved thanks to a pacemaker. And this milestone is something we celebrate here today with the opening of the pacemaker program in Abbotsford where healing hearts remains the heart of the work.

Ambi Subramaniam brings the melodically alluring sounds of the Carnatic violin to The Centre!

Hailed as the “New King of Indian Violin”, Ambi Subramaniam will be playing in Chilliwack for the first time on October 11. Presenting Indian classical Carnatic music, Ambi will be showcasing the most sophisticated melodic and rhythmic structures in the world alongside percussionists Rohan Krishnamurthy (mridangam) and Sowmiya Narayanan (ghatam).

“As a musician, I am so excited to have someone of Ambi’s calibre and talent coming to The Centre. He is both trained as a Western classical musician and an Indian classical musician,” explains The Centre’s Executive Director Jean-Louis Bleau. “He brings a talent that is rare in any musician.”

“Indian Classical music with its sometimes complex rules about rhythm and melody, where a performer at times performs a set composition and at other improvises on the rules surrounding the notes and rhythm is something I have marvelled and admired. I am blown away every time I experience Indian classical music,” continues Jean-Louis. “These performers have to know and understand upwards of seventy plus scales and know what notes are allowed and which are not, and this can change depending on if you are ascending a scale or descending a scale. It is a level of complexity beyond what we are accustomed to in western music. Further, the dexterity and virtuosity of the playing and the interchange between instruments is amazing to witness. You see the musicians exchanging melody and rhythm back and forth in a way that often sees bright smiles cross the faces of musicians as they weave through melody and rhythm in such a mesmerizing and unique way.”

Although structured, large parts of the music will be completely improvised, Ambi will take modes and ragas that are thousands of years old, and create new pieces and structures on stage.

“It is also exciting for us at The Centre to be able to bring diverse expressions of culture from around the world here to Chilliwack,” Says Jean-Louis. “We want to give voice to diversity so people see themselves and their cul-

ture reflected here at The Centre but more importantly to allow amazing performers from around the world to share their passion with us.”

This incredible event is paired with a Molson Coors’ taste testing before the show, where you can try samples of some of Molson Coors’ exclusive products. Don’t miss being a part of this fantastic evening of music and delightful beverages!

Canada announces first-ever category-based selection invitations for newcomers with work experience in transport

Immigration, Refugees and Citizenship

Canada announced changes to Express Entry through category-based selection. These changes will help address labour shortages and support economic goals by inviting candidates with specific work experience or French language ability to apply for permanent residence.

The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced that the first round of invitations for transport occupations through category-based selection in Express Entry will occur this week. This focus on candidates with experience in the transport sector—including commercial truck drivers, pilots and aircraft assembly workers—will help the sector attract the skilled talent it needs across the country.

Canada’s Express Entry system is now tailored to provide a streamlined and efficient pathway for individuals with expertise in critical fields. By prioritizing the invitation of skilled newcomers with work experience in transport occupations, Canada aims to meet the increasing demand for talent and fill key positions that contribute to the nation’s economic growth and advancement.

Through category-based selection, Canada reaffirms its commitment to attract top global talent and help meet the need for transport workers to support the economy. These categorybased selection rounds will continue throughout the year, alongside general and program-specific invitation rounds.

with the SOGI123 “teachers re source” for K-12 children - that is currently being taught in every subject.

Manni Sandhu, one of the protest organizers said, “the only job for schools is to teach reading, writing, and math. Schools are not places for sexualizing our kids. Nor should schools be counselling centres confusing our children whether they might be a boy or a girl.”

Nav Singh, who has produced a video to help Punjabi speaking parents learn more about SOGI curriculum and what is being taught in the schools.

“The SOGI program was introduced as an anti bullying program to promote ‘inclusion’ and ‘respect’ but all we’ve seen is that our faith is excluded and we are not respected.

The only ones who are being bullied are Sikhs, Muslims, and Christians who don’t agree that children should taught that gender is fluid,”

The protests will continue until SOGI is removed from Abbotsford Schools, stated Manni Sandhu.

New technologies reduce employment barriers for people with disabilities

People with disabilities will have better employment opportunities with personalized technologies funded through a $1-million grant to CanAssist, an organization based at the University of Victoria (UVic).

People with disabilities often face many barriers to being hired and remaining in jobs. Some individuals need customized assistive devices that meet their specific needs to succeed in the workforce.

“Assistive technologies make a difference in the lives of people with disabilities by helping them to overcome barriers,” said Susie Chant, Parliamentary Secretary for Accessibility. “It’s exciting to see this funding for CanAssist going toward assistive technology specifically focused on ensuring accessible employment for everybody. I look forward to seeing what the team at UVic creates and how their efforts will benefit all British Columbians.”

CanAssist develops technologies for people of all ages and disabilities when they cannot be obtained elsewhere. Attending to the requests of families and people with disabilities, occupational therapists and health-care professionals, devices that are developed can also be adapted for use of a larger group. With these funds, CanAssist will focus on tools specifically designed to support people with disabilities in the workplace.

This grant complements WorkBC’s Assistive Technology Services, which provide supports to help people thrive in the workplace, including ergonomic and mobility supports, communication and hearing devices, as well as workplace and vehicle modifications.

“This is a tremendous opportunity to apply CanAssist expertise in developing personalized assistive technologies to support individuals who need practical solutions to be successful in securing or maintaining employment,”

said Robin Syme, executive director, CanAssist at UVic. “We are grateful for this investment in CanAssist as we continue partnering with the Province in support of people living with disabilities.”

Participants will be identified with collaboration between the Ministry of Social Development and Poverty Reduction, WorkBC, and disability service organizations, such as Community Living B.C.

This $1-million in provincial funding comes from the 2022-23 Canada-

British Columbia Labour Market Development Agreement. Under the agreement, the Province receives more than $300 million each year to fund employment services and supports, including those provided through the 102 WorkBC centres throughout the province, and through the assistive technology contract.

Investing in projects like this is part of StrongerBC’s Future Ready plan to make education and training more accessible, affordable and relevant to prepare British Columbians for the jobs of tomorrow and help businesses grow.

Actions protect people, B.C. communities this respiratory illness season

The Province and public-health officials are taking actions to continue protecting people, communities and the health-care system this fall and are encouraging people in B.C. aged six months and older to get their COVID-19 and influenza vaccines.

“An increase in hospital visits with the fall respiratory illness season requires measures to ensure our acute care is effective and our health-care system is strong, and that’s exactly what we’re doing,” said Adrian Dix, Minister of Health. “We all know that getting immunized is the best way for us to protect ourselves, our loved ones and the B.C. health-care workers we rely on. We all know that to keep ourselves healthy and our health-care system strong, we all need to do our part. And by getting our free and readily available COVID-19 and influenza vaccines at the same time, we’re all doing precisely what’s needed.”

When the vaccines start to arrive in B.C. in early October, priority populations will be invited to book vaccine appointments. This includes people most at risk of severe illness and complications, such as seniors 65 and older, residents in long-term care facilities, Indigenous peoples, pregnant people and those with chronic health conditions (e.g., cancer, HIV, hepatitis C, diabetes), as well as health-care workers.

Invitation for immunization appointments for everyone else will begin on Oct. 10, 2023, and people will be able to receive influenza and COVID-19 vaccines at the same time, if they wish. Invitations will roll out incrementally throughout the month of October.

Vaccines will be readily available in many participating pharmacies, health-authority clinics, and some primary-care providers’ offices throughout the province. They remain free and are available for everyone six months and older, including enhanced influenza vaccines for seniors.

“We are starting to see increasing respiratory virus infections in B.C., including COVID-19, and now is the time to remember the healthy habits we can all do to protect ourselves, our loved ones and our communities,” said Dr. Bonnie Henry, provincial health officer. “That includes covering your cough, cleaning your hands regularly, staying away from others if you have a cough or a fever, wearing masks if you have lingering symptoms or need extra protection and getting the updated COVID-19 and influenza vaccines. By getting immunized for both COVID-19 and influenza, we are not only protecting ourselves, but also those around us.”

Health Canada

approved the updated Pfizer-BioNTech Comirnaty Omicron XBB.1.5. COVID-19 vaccines on Sept. 28, 2023, and the COVID-19 Moderna Spikevax vaccine on Sept. 12, 2023, and they will be available in B.C. soon. The new vaccines target the XBB.1.5 subvariant and are approved for use in people six months and older. The updated Novavax vaccine is expected to be approved shortly and will also be available throughout the province.

As respiratory infections are increasing in communities in B.C., the risk also increases in health-care facilities where people may be more at risk of severe infections or complications. To increase protections in health-care facilities in the province, medical mask wearing will be required by all health-care workers, volunteers, contractors and visitors in patient care areas starting Oct. 3, 2023.

Long-term care visitors will be required to wear a medical mask when they are in common areas of the home and when participating in indoor events, gatherings, activities in communal areas of the care home or residence.

Ambassadors will be at facility entrances to support screening for symptoms of respiratory illnesses, hand out medical masks, and ensure people clean their hands before entering.

As fall and winter can add more strain to B.C.’s health-care system and to ensure hospitals have capacity in the event of increased demand during the respiratory season, plans are in place to add hospital beds and expediate patient flow as needed. This includes daily co-ordination planning between the Province, health authorities and the BC Emergency Health Services, as well as continuing efforts to strengthen the health-care system through B.C.’s Health Human Resources Strategy.

By paying attention to detail you could sort something out much easier than you imagined, especially if it has been bothering you since late August. A novel way of dealing with it can come to mind. As a result, you can feel you are finding a way around pressures somebody else may have been placing upon you, perhaps unfairly.

Some unexpected opportunities can come up and perhaps suddenly that you could feel very pleased about. This can enable you to put things into place in a manner that gives you a solid sense of stability. This can include home and family matters. The only thing you have to mindful of is how this could affect routines already in place.

You can come up with a solution with something you haven’t been quite able to get settled and properly organised as far back as late August. A different way of looking at it or communicating the idea can make all the difference. It might also require some juggling when it comes to things you enjoy but are not necessary.

You could find the perfect thing. Think carefully before spending, whatever the cost as it may not be that necessary. Conversations about what is important to you can go well. Leave no stone unturned, discuss all the details. Getting things in place might take more time and energy than you initially anticipate. It will be worth it.

This is an excellent time for anything associated with work or business, especially if you want to increase your income. You should not hold back when it comes to promoting yourself, though keeping it well balanced and not too much over the top would be of benefit. Your skills could be appreciated more than you expect.

Don’t be surprised if your long-term view changes suddenly. It has likely been difficult to come to a final decision and not necessarily due to yourself since late July. You could see the benefit of letting something go and it can be this that establishes harmony in some way. Spending less could be part of the process.

You could feel you have finally worked out what somebody else is really expecting. It can now place you in a position where you can ask the right questions so that you can fill in the details more thoroughly. Much of your understanding needs to be kept to yourself. Your natural Libran charm, used patiently, will bring you results.

Somebody else could be more generous than you expect when it comes to a situation that suits you or fulfils something important to you. It is also possible that you could be highly recommended in some way. When it comes to obligations attached to any situation with others, it will be up to you to keep them in balance.

You can gain a clearer idea of commitments you are prepared to accept on a daily basis, or with regular routines in your life, especially if they have been all over the place since late August. Your main aim should be to maintain greater equilibrium in the long term. It might mean you will have to be more direct where priorities are concerned.

Some unexpected opportunities can arise that would be enjoyable to pursue and certainly most tempting. Your obligations will not be such that you could take these on wholly and solely. Somebody else might be quite prepared to pay as well. Your natural tendency to put responsibilities first will work out what is reasonable to accept.

Ideas somebody else has put into place might be worth considering when it comes to the way you would like to structure your own life, especially if you want to create more independence or freedom in some way. It would not be without some hurdles and it might mean lowering expectations in the long term but it could work out in the end.

Discussion with somebody else could get you thinking in a more open manner to what you have considered before. What you cannot afford to overlook in what might be enthusiasm for these ideas, are the things you need to deal with on a regular basis. Saturn in your sign now, will demand a practical approach from you in the end.

Vidya shares her fitness journey

Actress Vidya Balan, who has been outspoken about embracing body positivity and the lengthy journey she undertook to come to terms with and value her own body, recently disclosed how her mother’s worries regarding her weight prompted her to embark on early diet and exercise routines, which had a profound impact on her body image. Speaking about how her mother put her on a diet early on, the Parineeta actress said, “My mother had this fear that I was a chubby girl. So she was constantly doing things to make me lose weight because she grew up a big girl. She was scared about the fact that I would be judged like her. Parents are always worried for their children and I see that today. I used to

be very angry with my mother, ‘Why does she make me go through the exercise regime? Why is she making me diet so early?’ Maybe it’s because she was worried for me. I grew up hating my body. I had developed hormonal issues very early on in my life because it was the rejection of the body.” She further said, “It’s taken me a lot of work to reach this stage. People always come and tell me, ‘You must not be exercising.’ And only if they knew that I love exercise and I am consistent at it because I love it. But for whatever reason, I don’ t have the quintessential heroine body, I have not been able to figure that out. I have been through a time where I have put in all the effort and I have not seen the result. The journey of acceptance started around the time I was maybe 30-31 and it’s only been getting better.” On the work front, Vidya Balan was recently seen in Neeyat and will be seen next in Lovers.

Mrunal’s mantra to stay relevant

Actress Mrunal Thakur, who is known for Sita Ramam, Ghost Stories, Toofaan, Dhamaka, Jersey and others, has completed five years in the film industry. On this occasion, the actress shared how imperative it is for actors to constantly reinvent themselves and explore more in showbiz to stay relevant. The Lust Stories 2 actress said, “I have so much more to explore. There are numerous languages of cinema to be a part of, and so many genres that excite me. I’m ready to experiment and immerse myself in the diversity that the world of films offers. As an actor, if you don’t have the appetite to accept new challenges and find ways to reinvent the wheel, and be open to different kinds of work, you will become irrelevant too far, too soon.” She further mentioned, “I have gone from doing television, to indie films, to commercial to south, have worked in 3 languages now and I have committed to myself to keep trying things that excite me. This hunger is what has helped me to be where I’m today.” On the work front, Mrunal will be seen next in Telugu film Hi Nanna.

SRK’s respect for women wins hearts

Shah Rukh Khan is popular not just for his superstardom, memorable performances, stellar filmography and sense of humour but also for his deep respect for women. At the success press meet of Jawan, SRK opened up about this aspect. The DDLJ star was asked about his chemistry with Nayanthara and how he manages to look so good with all his heroines. Shah Rukh flashed his million-dollar smile at this question and said, “I’ll be very honest. People who create characters – the writers, the directors, the chief assistants, some of Atlee’s boys and girls

like Shilpi, Raghav, Manoj etc –all of them have a lot of respect for women. It stems obviously from Atlee sir. They have a lot of respect for women. So, when people who respect women write love scenes, I think they just flower themselves. All say SRK

does well in romantic scenes. But I have always maintained that if you respect women, the scenes automatically become good.” The audience clapped loudly at this statement. He clarified, “Nayan ji’s character says in the film that she has a nine-year-old daughter. The father of the child declines to marry her only if she goes for an abortion. She refuses. I think that empowerment, that feeling of women being so strong, that strength itself made us feel that prem kahaani khud hi ho jaati hai. How can you not love for a character like Narmada? You’d love them naturally!”

The rest… I can’t control how people take it.” While her other releases the year have worked in favour of the actress, Bholaa Shankar failed to make a mark at the box office despite starring Chiranjeevi in the lead role. The film is official Telugu remake of Ajith’s blockbuster film Vedalam. It follows the story of a brother who resorts to extreme measures to keep his adopted sister safe.

We live in a world that needs diversity, and every individual’s story is a piece of that beautiful mosaic.” The actress further mentioned, “Stories of fierce women are not just the need of the hour, they are the timeless tales that inspire generations, reminding us that strength and resilience know no boundaries. We need these stories to remind ourselves that we, too, can be the heroes of our own lives. This novel is deeply personal and it puts out there the rawest, most unfiltered version of me.”

I don’t feel I need to move to another country or speak the way they speak in order to be accepted. Has the journey taken longer? Yes. But I sleep better knowing I am in my culture and I did it on my own terms.” On the work front, Deepika will be seen next in Fighter and Kalki 2898 AD.
