B.C. moves to increase housing supply, deliver more homes faster
New measures are coming to B.C. that will help create more housing as the Province speeds up permitting and helps build more secondary suites for rent.
“People in our province deserve a decent place to live they can actually afford to rent or buy, but a chronic housing shortage and long permit approval times are frustrating that achievable goal,” said Premier David Eby. “Our government is taking action. We’re making it easier and faster to get provincial permits to build new homes, and offering financial support for people who could build a suite they can rent out at more affordable
project experts. These expert ‘navigators’ will guide homebuilders through the provincial permitting process and provide a personal, one-stop shop that will streamline the process.”
The SHAS connects homebuilders to “navigators,” dedicated staff in the Ministry of Water, Land and Resource Stewardship, who guide applicants through all stages of permit applications, act as the single, dedicated point of contact for all information related to homebuilding permits and co-ordinate permitting decisions across ministries.
The second initiative centres on secondary suites and comes ahead of
rates. We’ve got lots to do, which is why we’re focusing on initiatives like these that make a real and tangible difference for thousands of families.”
The first action focuses on speeding up the permitting process through the launch of a one-stop shop that eliminates the need for multiple permitting applications across different ministries. The Single Housing Application Service (SHAS) will help deliver more homes faster by creating a simpler permitting application for homebuilders. The service will help clear permitting backlogs, while maintaining environmental standards. With the introduction of SHAS, the Province expects permit timelines to be reduced by two months.
“Our government is laser-focused on taking action on housing,” said Nathan Cullen, Minister of Water, Land and Resource Stewardship. “One way we’re doing this is by eliminating the current permitting backlog and speeding up homebuilding project approvals with the launch of a userfriendly tool that connects people to
planned legislation this fall to make secondary suites legal throughout the province, and a pilot incentive program to help homeowners build secondary suites.
To help homeowners navigate this process, the Province has launched a new comprehensive guide, titled Home Suite Home. The guide provides people with the information to prepare to build and manage a rental suite in British Columbia. This follows recent steps to make improvements at B.C.’s Residential Tenancy Branch, including more timely dispute resolutions.
The guide can be used as a resource for people preparing to access the Secondary Suite Incentive Program (SSIP). The pilot program, set to launch in early spring 2024, will provide approximately 3,000 homeowners with forgivable loans of up to $40,000 to create a new secondary suite or accessory dwelling unit on their property. The loans will only go to properties that will be rented below market rates. Additional eligibility re-
quirements of the program have been made available so people interested can prepare ahead of the launch.
“We’ve heard from a lot of homeowners that they would love to create a rental suite on their property, but find the process to build and manage one confusing and time-consuming,” said Ravi Kahlon, Minister of Housing.
“Our new Home Suite Home guide and secondary suite pilot program will clearly and concisely provide homeowners with the information
they need to make an informed choice on whether adding a rental unit is right for them.”
These initiatives are part of the Province’s Homes for People action plan. Announced in spring 2023, the plan builds on record investments in housing since 2017, and sets out several actions to deliver the homes people need in a shorter timeframe, while creating more vibrant communities throughout B.C.
Healing Hearts: New Pacemaker Program at Abbotsford Regional Hospital, Third in Province
As of September, of this year, patients in the Fraser Valley who need implantable electrical devices can now have their treatment at Abbotsford Regional Hospital (ARH) instead of having to travel to Royal Columbian Hospital and Jim Pattison Outpatient Care and Surgery Centre Clinic. The site will be the third in the province to offer remote monitoring services to patients living in the Fraser Valley: Abbotsford, Chilliwack, Fraser Canyon, Mission & Langley.
Pacemakers are recommended for people with conditions that cause the heart to beat abnormally. The average heart relies on neurotransmitters, as well as structures, within the heart to maintain pumping action required to circulate blood. With individuals that have irregular heart beats, or other cardiac conditions, the pumping action is limited, which is why a small electronic device is usually placed in the chest to help regulate the flow of blood.
Overseeing, the pacemaker program is a large Fraser Health team. The team
consists of members from the: operating room, anesthesiology, cardiac surgeons, cardiac team, diagnostic cardiology, medical imaging, surgical day care, PACU, triage office, and cardiac network leads. The operational team is under the leadership of Wendy Newson and Julie Dhaliwal (directors of clinical operations, community and hospital). Dhaliwal states, the goal is “to perform six cases a week at ARH with a total of 312 devices implanted per year. There will be potential to grow services as global funding becomes available to increase pacemaker implantable devices”. Eight regional implanters, cardiac surgeons, will join Dr. Rezazadeh in the operating room for Friday pacemaker implants.
Dr. Bhugra, cardiologist, helped kick off the celebration event, held on September 22nd 2023, at ARH for the cardiac team and others involved in helping with the program launch (see, images one and two). As he says, “today is going to be the day we remember for many years to come, the first pacemaker implantations were successfully
performed this morning...since this hospital has been opened, since its inception, we have been sending all our permanent pacemakers to Jim Pattison Pavilion in Surrey and to Royal Columbian Hospital, until today”. Following his speech were several other team members who spoke on this momentum occasion, including HollyKennedy-Symonds—regional strategic lead cardiac network. Symonds spoke on how, “so much effort, and so much collegiality, and collaboration went into this new service for our heart patients”.
This new service offers hope, ease and efficiency in a time where as Dhaliwal
says, we are “predicted to experience significant positive percentage increase in cases by 2040”.

Ambi Subramaniam brings the melodically alluring sounds of the Carnatic violin to The Centre!
Hailed as the “New King of Indian Violin”, Ambi Subramaniam will be playing in Chilliwack for the first time on October 11. Presenting Indian classical Carnatic music, Ambi will be showcasing the most sophisticated melodic and rhythmic structures in the world alongside percussionists Rohan Krishnamurthy (mridangam) and Sowmiya Narayanan (ghatam).
“As a musician, I am so excited to have someone of Ambi’s calibre and talent coming to The Centre. He is both trained as a Western classical musician and an Indian classical musician,” explains The Centre’s Executive Director Jean-Louis Bleau. “He brings a talent that is rare in any musician.”
“Indian Classical music with its sometimes complex rules about rhythm and melody, where a performer at times performs a set composition and at other improvises on the rules surrounding the notes and rhythm is something I have marvelled and admired. I am blown away every time I experience Indian classical music,” continues Jean-Louis. “These performers have to know and understand upwards of seventy plus scales and know what notes are allowed and which are not, and this can change depending on if you are ascending a scale or descending a scale. It is a level of complexity beyond what we are accustomed to in western music. Further, the dexterity and virtuosity of the playing and the interchange between instruments is amazing to witness. You see the musicians exchanging melody and rhythm back and forth in a way that often sees bright smiles cross the faces of musicians as they weave through melody and rhythm in such a mesmerizing and unique way.”
Although structured, large parts of the music will be completely improvised, Ambi will take modes and ragas that are thousands of years old, and create new pieces and structures on stage.
“It is also exciting for us at The Centre to be able to bring diverse expressions of culture from around the world here to Chilliwack,” Says Jean-Louis. “We want to give voice to diversity so people see themselves and their cul-
ture reflected here at The Centre but more importantly to allow amazing performers from around the world to share their passion with us.”

“The SOGI program was introduced as an anti bullying program to promote ‘inclusion’ and ‘respect’ but all we’ve seen is that our faith is excluded and we are not respected.
The only ones who are being bullied are Sikhs, Muslims, and Christians who don’t agree that children should taught that gender is fluid,”
The protests will continue until SOGI is removed from Abbotsford Schools, stated Manni Sandhu.

People with disabilities will have better employment opportunities with personalized technologies funded through a $1-million grant to CanAssist, an organization based at the University of Victoria (UVic).
People with disabilities often face many barriers to being hired and remaining in jobs. Some individuals need customized assistive devices that meet their specific needs to succeed in the workforce.
“Assistive technologies make a difference in the lives of people with disabilities by helping them to overcome barriers,” said Susie Chant, Parliamentary Secretary for Accessibility. “It’s exciting to see this funding for CanAssist going toward assistive technology specifically focused on ensuring accessible employment for everybody. I look forward to seeing what the team at UVic creates and how their efforts will benefit all British Columbians.”
CanAssist develops technologies for people of all ages and disabilities when they cannot be obtained elsewhere. Attending to the requests of families and people with disabilities, occupational therapists and health-care professionals, devices that are developed can also be adapted for use of a larger group. With these funds, CanAssist will focus on tools specifically designed to support people with disabilities in the workplace.
This grant complements WorkBC’s Assistive Technology Services, which provide supports to help people thrive in the workplace, including ergonomic and mobility supports, communication and hearing devices, as well as workplace and vehicle modifications.

Participants will be identified with collaboration between the Ministry of Social Development and Poverty Reduction, WorkBC, and disability service organizations, such as Community Living B.C.
This $1-million in provincial funding comes from the 2022-23 Canada-
British Columbia Labour Market Development Agreement. Under the agreement, the Province receives more than $300 million each year to fund employment services and supports, including those provided through the 102 WorkBC centres throughout the province, and through the assistive technology contract.
Investing in projects like this is part of StrongerBC’s Future Ready plan to make education and training more accessible, affordable and relevant to prepare British Columbians for the jobs of tomorrow and help businesses grow.

The Province and public-health officials are taking actions to continue protecting people, communities and the health-care system this fall and are encouraging people in B.C. aged six months and older to get their COVID-19 and influenza vaccines.
“An increase in hospital visits with the fall respiratory illness season requires measures to ensure our acute care is effective and our health-care system is strong, and that’s exactly what we’re doing,” said Adrian Dix, Minister of Health. “We all know that getting immunized is the best way for us to protect ourselves, our loved ones and the B.C. health-care workers we rely on. We all know that to keep ourselves healthy and our health-care system strong, we all need to do our part. And by getting our free and readily available COVID-19 and influenza vaccines at the same time, we’re all doing precisely what’s needed.”
When the vaccines start to arrive in B.C. in early October, priority populations will be invited to book vaccine appointments. This includes people most at risk of severe illness and complications, such as seniors 65 and older, residents in long-term care facilities, Indigenous peoples, pregnant people and those with chronic health conditions (e.g., cancer, HIV, hepatitis C, diabetes), as well as health-care workers.
Invitation for immunization appointments for everyone else will begin on Oct. 10, 2023, and people will be able to receive influenza and COVID-19 vaccines at the same time, if they wish. Invitations will roll out incrementally throughout the month of October.
Vaccines will be readily available in many participating pharmacies, health-authority clinics, and some primary-care providers’ offices throughout the province. They remain free and are available for everyone six months and older, including enhanced influenza vaccines for seniors.
“We are starting to see increasing respiratory virus infections in B.C., including COVID-19, and now is the time to remember the healthy habits we can all do to protect ourselves, our loved ones and our communities,” said Dr. Bonnie Henry, provincial health officer. “That includes covering your cough, cleaning your hands regularly, staying away from others if you have a cough or a fever, wearing masks if you have lingering symptoms or need extra protection and getting the updated COVID-19 and influenza vaccines. approved the updated Pfizer-BioNTech Comirnaty Omicron XBB.1.5. COVID-19 vaccines on Sept. 28, 2023, and the COVID-19 Moderna Spikevax vaccine on Sept. 12, 2023, and they will be available in B.C. soon. The new vaccines target the XBB.1.5 subvariant and are approved for use in people six months and older. The updated Novavax vaccine is expected to be approved shortly and will also be available throughout the province.
As respiratory infections are increasing in communities in B.C., the risk also increases in health-care facilities where people may be more at risk of severe infections or complications. To increase protections in health-care facilities in the province, medical mask wearing will be required by all health-care workers, volunteers, contractors and visitors in patient care areas starting Oct. 3, 2023.
