Guru Gobind Singh Wrestling Club’s (Abbotsford) Wrestlers Represent Canada
A couple days ago, the U-17 Cadet Pan-American Wrestling Championship occurred in the Dominican Republic, where wrestlers from 15 countries came to compete and win titles in their respective weight categories. Amongst these wrestlers, Canada was represented by two wrestlers from Abbotsford’s Guru Gobind Singh Wrestling Club.
Although the matches were very intense, the wrestlers were able to accomplish the following:
1. Michaeljeet Grewal won a gold medal in the 92-kilogram weight category
2. Jagroop Dhindsa won a silver medal in the 110-kilogram weight category
Additionally, in the U-24 Pan-American Championship, which occurred in Colombia, Guru Gobind Singh Wrestling Club’s Sikh Sardar wrestler Jorawar Singh Dhindsa won a silver medal in the 125-kilogram weight category. These accomplishments are something our entire community should be proud of!
A big congratulations to the parents and teachers of these wrestlers, that put in hardwork to ensure the wrestlers are motivated and continue to perform their best.
For more information about the club, please contact Balveer Singh Falpota at 604-807- 6455.

Cases Of Lead Poisoning Linked To OpiumContaining Products
Fraser Health is warning the public about risks associated with Ayurvedic medicines and opium products that may be contaminated with heavy metals, such as lead, mercury, arsenic and other toxins following two recent cases of lead poisoning likely associated with consuming Ayurvedic medicines or opium-containing products.
Ayurveda emphasizes good health and prevention and treatment of illness through lifestyle practices (such as massage, meditation, yoga, and dietary changes) and the use of herbal remedies. Ayurvedic herbal medicines, like conventional medicines, may cause side effects, trigger allergic reactions, or interact with other medicines or herbs you are taking. Some Ayurvedic medicines may contain high levels of heavy metals, which may be harmful to your body.
These opium-containing products are commonly used by some South Asian populations and are prepared directly from the poppy plant (called doda and afeem). Doda is a powder and usually dissolved in liquid and consumed orally.
Fraser Health and the BC Centre for Disease Control collaboratively investigate cases of elevated blood lead levels to determine possible sources of lead poisoning. Cases of lead poisoning are rare and there are actions you can take to reduce your risk. If you are consuming opiumcontaining products prepared directly from the poppy plant (including doda and afeem) or other Ayurvedic products, it can be very difficult to tell if products may be contaminated with lead by looking at them. If the product has a label, look for a Natural Product Number (NPN) to find out whether the product is registered with Health Canada. If you are using a product without an NPN, or using doda or afeem, you can talk to your health care provider about other options. Choosing products that are registered with Health Canada under the Natural Health Product Regulation reduces risks because
it provides oversight of quality, traceability, and recommended use.
If you or someone you know are using these products, it is recommended to monitor for symptoms of lead poisoning. Symptoms of lead poisoning may be hard to differentiate from other health problems:
• Mild symptoms include fatigue, irritability, headache, muscle pain, abdominal discomfort or pain, constipation, vomiting and tremor.
• Severe symptoms include severe abdominal pain, seizure, reduced consciousness, numbness and very weak muscles.
• Long-term use of products containing high levels of lead can lead to chronic exposure.
More information on lead exposure can be found at Lead Poisoning | HealthLink BC
If you experience any symptoms of lead poisoning or other unexpected side effects, seek medical attention, and call the BC Drug and Poison Information Centre at 604-682-5050 or 1-800-567-8911. Your health care provider will assess whether you need blood lead testing. Do not throw out the product. Store it in a secure place in case Public Health needs to submit it for testing.
Like all opioids, using opium products can put you at risk for opioid overdose. Care should be taken to prevent overdoses. Use with others and get a naloxone kit – find naloxone kits here: https://towardtheheart.com/ site-finder.
Detailed information on lead exposure can be found here: http://www.bccdc. ca/resource-gallery/Documents/ Guidelines%20and%20Forms/ Guidelines%20and%20Manuals/ Health-Environment/Lead%20 Exposure%20%20Information%20 Resource.pdf.

Club K.I.D.S. Before and
After School Program
Expanded for September
Earlier service hours and additional spaces have been added to the Club K.I.D.S. program for the upcoming school year.
"We know that Mission is home to one of the youngest populations in the Fraser Valley,” said Mayor Paul Horn. “That means that families need access to quality childcare. We are extremely grateful to work with the Mission Schools Board of Education to expand this service to ensure that kids are safely cared for as their parents and caregivers go to work. Mission is eager to work with community organizations to try and enhance services for families."
"On behalf of the Board of Education, we are very excited to be working alongside the City of Mission for the expansion of Club KIDS," said Mission School Board Chair Shelley Carter. "As Mission continues to grow this expanded access to childcare will be critically important for the families in our community. Mission is a growing, vibrant community and this work with the City will help and support the necessary need for childcare."
Alongside our existing program at Windebank Elementary, our new before school locations are:
Albert McMahon Elementary
Edwin
S Richards Elementary Hatzic Elementary
The Club K.I.D.S. before school program starts at 6:30 a.m. each day, and children will be dropped off directly at their classroom when the bell rings.
The new locations were determined based on results from a recent survey, current program registration numbers, as well as the capacity for growth within each facility.
Registration opens on July 24 and 25
All registrants (new and seasoned) are required to complete a 2024/25 Club K.I.D.S. Registration Form for eligibility to register for the upcoming 2024/25 school year. Find out more.

BC NDP MLAs say grants will support local sports in Surrey
BC NDP MLAs Harry Bains, Garry Begg, Jagrup Brar, Bruce Ralston, Rachna Singh, Jinny Sims and Mike Starchuk say grants for local notfor-profit organizations will support sports organizations so that people can stay active and healthy in Surrey.
“Sport plays a vital role in fostering strong and resilient kids and communities,” says Jinny Sims, MLA for Surrey-Panorama. “With this funding sports organizations in Surrey will be able to continue to serve the people in our community.”
Over $2.1 million in funding for 44 organizations in Surrey is part of the $25 million in Community Gaming Grants that will be shared among 736 organizations that deliver sports programs or services across BC that will improve the quality of life in their communities.
“For many individuals, participation in sports is a key aspect of living a healthy life,” says Mike Starchuk, MLA for Surrey-Cloverdale. “This funding will help sports organizations in Surrey continue to foster healthy living for years to come.”
Some of the organizations receiving funding in Surrey include:
$146,000 for the Surrey United Soccer Club
$177,000 for the BC Amateur Baseball Association
$100,000 for the Cloverdale Minor Hockey Association
$59,000 for the Guilford Athletic Club
The Community Gaming Grants Program distributes up to $140 million worth of grants annually to not-forprofit organizations across British Columbia that improve and enrich the lives of people and communities. These include sports, arts, environmental, quality of life, and health and safety organizations. These grants help approximately 5,000 organizations to deliver ongoing programs and services in their communities.

Environmental response complete at Stoney Creek
The City of Abbotsford is winding down a large-scale environmental spill response at Stoney Creek following positive results of surface water sampling and environmental assessments. The City of Abbotsford, in conjunction with Semá:th and Matsqui First Nations, as well as the Ministry of Environment and Climate Change Strategy, has successfully completed mitigation efforts stemming from an accidental release of concentrated firefighting foam into the creek on July 3.
Comprehensive testing and analysis of surface water samples taken July 4 and 5 by GHD environmental consultants indicate chemical concentrations were below detection limits and had negligible risk to aquatic life in Stoney Creek. The assessment further determined that the loss of fish was not due to chemical contamination from the foam, but rather the shortterm physical effects and foaming of the material, which limited the fish’s ability to get oxygen.
As concentrations of the firefighting foam rapidly decreased through dilution, biodegradation and oxidization, and based on recommendations from the environmental professionals, the City with First Nations and government partners is discontinuing surface water sampling, fish salvage, and water treatment, has started removing animal deterrents and is fully reopening public access at Bateman Park in the coming days.
“We are grateful for the expertise and collaboration of our First Nations partners, the biologists and environmental experts for their careful and thorough assessment of the water in Stoney Creek,” said Peter Sparanese, City Manager of the City of Abbotsford. “The safety of our environment, aquatic wildlife and our community
remains our top priority, and we are grateful the test results show the creek and surrounding area is safe.”
The surface water sampling reports and scientific literature information about the chemical components of the firefighting foam also indicate that the fish that were relocated during the response, as well as those that remain in Stoney Creek, are no longer at risk. Likewise, the chemical components of the firefighting foam do not accumulate in fish tissue and, therefore, the fish in Stoney Creek as well as the fish relocated to Clayburn Creek are no longer impacted by the chemical components of the firefighting foam.
During the response, representatives from Semá:th First Nation, Stó:lō Guardians, Lower Fraser Fisheries Alliance and GHD conducted a fish salvage to remove fish from the creek. A total of 1,448 live fish were collected and moved to fresh water, and 922 deceased fish were removed. Up to 300 fish were also salvaged from an unimpacted upstream portion of Stoney Creek where they were stranded due to seasonal low water levels and relocated to Clayburn Creek.
The City will continue to investigate this incident and will adjust procedures as required, to safeguard against a similar accident from happening in the future.

New plastic regulations will keep more plastic waste out of communities
People in British Columbia will benefit from a cleaner environment and reduced waste from single-use plastics as new regulations come into effect.
People will see less plastic waste in their communities as the next phase of the CleanBC Plastics Action Plan comes into effect. Beginning Monday, July 15, 2024, plastic shopping bags will no longer be offered at stores and oxo-degradable plastic packaging and single-use products will no longer be sold in the province. These changes will keep harmful waste out of landfills and will reduce oxo-degradable plastics, which contain chemicals that cause break down into microplastics and pollute the environment.
It is estimated that more than 340,000 tonnes of plastic items and packaging were disposed of in British Columbia in 2019. This equates to more than 65 kilograms of plastic waste per person sent to the landfill in one year.
Phasing out single-use items is part of the CleanBC Plastics Action Plan to help us move away from temporary
and disposable plastics to durable and reusable products.
These changes are the next step in Single-Use and Plastic Waste Prevention Regulation announced in July 2023, which limits the use of plastic shopping bags, disposable foodservice accessories, oxo-degradable plastics, and food-service packaging made of polystyrene foam, PVC, PVDC, compostable and biodegradable plastics.
To better support businesses and industries to source alternative products, the Province is gradually rolling out changes through July 2030.

B.C. sets higher standards, strengthens protections for international students
The Province is strengthening supports to ensure the highest quality education for international post-secondary students.
“We welcome international students to B.C. and we want them to have a great experience when they arrive here, anchored by quality education and supports that are meaningful, relevant and will set them up for further success,” said Lisa Beare, Minister of Post-Secondary Education and Future Skills. “That’s why we are building on the enhancements we made in January to ensure that international students coming to B.C. are successful, supported and protected.”
The Province is introducing new protections for international students
by setting higher standards and more rigorous requirements for institutions enrolling international students. Among these protections is a new Education Quality Assurance (EQA) code of practice, which will require institutions to meet higher standards for student support and protection in order to be eligible to enrol international students.
New strengthened standards include: clear and accurate marketing and promotional information; accountability for education agents; tuition transparency; and better information about student supports, including academic and housing support, wellbeing and health.
“Our commitment is clear: we’re dedicated to upholding the integrity of B.C.’s education sector and protecting international students,” said Ravi Parmar, Parliamentary Secretary for International Credentials. “I want international students to know that we’ve got their back.”
The new measures include guidelines for public institutions, as well as targeted measures for private institutions.
Some of the guidelines issued for public institutions include: limiting international enrolment to 30% of an institution’s total enrolment; providing tuition-fee transparency to prevent unexpected international student fee increases; and requiring the development of new international education strategic plans, improved student services, housing supports, and standards to ensure Indigenous and domestic students are not displaced.
The EQA designation certifies that institutions meet or exceed the institutional quality assurance standards set by the Province and is required
for all public and private institutions enrolling international students.
“International students come to British Columbia hoping for a great education experience and many hope to enter the workforce after they complete their studies,” says Prince Solanki, an international student from Camosun College and external executive with the student society. “Ensuring students have access to a range of services and supports along the way is critical to ensuring they succeed and thrive. The strengthened standards being introduced by the B.C. government are one more welcome addition to strengthen the protections offered to international students like me.”
The second phase of the International Education Framework builds on measures introduced in January 2024, which paused the growth of institutions offering international education and strengthened oversight of private training institutions, including increasing inspections, strengthening and publishing compliance and enforcement actions, and setting higher standards for distance delivery.

2024 Mazda CX-90 PHEV – Seats
Seven or Eight in Style.
Review by Veeno Dewan
For 2024 the Mazda CX-90 SUV. The large three-row crossover can seat eight occupants and represents the company's new flagship vehicle. For now, it is the only electrified three-row crossover on the market available. The body is designed to be sleek with crafted curves and a typical Mazda design language. Discreet chrome trim is tasteful and spare. The CX-90 rides on available 21-inch diamond-cut wheels that feature a slick well integrated black metallic finish. It is features the typically sensuous, sculpted sleek looking Mazda design language Mazda fans love so much.
giving it the most horsepower and torque of any production engine from Mazda. All three versions put the power to the road through an eightspeed automatic transmission and all-wheel drive. The three-row SUV can be configured to carry six, seven, or eight occupants. Mazda rates the CX-90 PHEV with a up to 42 km of pure electric range or you can cleverly “store” the charge for later use. Charging times for the battery come in at 1.3 hours on a Level 2 plug: and 6.4 hours via Level 1.
There are three powertrains for buyers to choose from. The base CX-90 Turbo as tested has the 280-horsepower, turbocharged 3.3-liter inline six-cylinder engine with a 48-volt Mild-hybrid Boost and i-stop setup.
The PHEV (plug-in hybrid) model as tsted combines a 2.5-liter fourcylinder engine, an electric motor, and a 17.8-kilowatt-hour battery, for a total system output of 323 hp. The most powerful version is the Turbo S, which uses the same basic engine as the Turbo but bumped up to 340 hp,
The 2024 Mazda CX-90 has a starting entry -level MSRP of $45,900 to $64,3350. The GS, DS-L and GT version features a 280 horsepower 3.3L e-SKYACTIV engine with 332 lb-ft torque. The signature edition meanwhile adds front and rear parking sensors, a 360-degree camera, driver attention alert, automatic emergency rear braking, and traffic jam assist. The Signature also appoints luxury touches like exclusive Nappa leather-trimmed seating and other enhancements.
The CX-90's cabin design has a luxury premium feel. High quality materials, such as Nappa leather, wood, and tone-on-tone fabrics that all come together harmoniously. Top line Signature models have an even more
premium look and feel with unique Japanese Kumihimo stitching using negative space to create a unique design ethos. There is room for up to eight passengers. Opt for the second-row captain's chairs and the total seating drops to seven.
New, advanced technologies and amenities enhancements include such features as an optional 10.3- or larger 12.3-inch infotainment display controlled via a click wheel on the CX-90's center console, which is more intuitive to use, Apple CarPlay and Android Auto are both standard, The CX-90 offers a 12-speaker Bose premium stereo. available third-row USB-C charging ports, air conditioning vents, and upgraded interior lighting, are among many more features.
The safety suite is good. Mazda CX90 gets smart brake support front, blind spot monitoring, rear crosstraffic alert, adaptive cruise with stop and go, lane keep assist, and road departure protection standard across the board. Mazda has also introduced a new Driver Personalization System that uses cameras to ID your face and switch dozens of functions to your
setting. Great for a family ride that sees multiple drivers. On the road –ride and handling is stand out thanks to Mazda Kinematic Posture Control, which suppresses body lift on tight corners to enhance the grip and allows all occupants to maintain a natural posture. The steering is responsive, and despite its size and weight, the CX-90 is fairly agile. Fuel ratings are 9.9 L/100 km city; 8.7 highway; and 9.4 combined. The CX-90 also has a good towing ability at up to 5,000 lbs.
To sum up, the 2024 CX 90 is an attractive proposition, with a PHEV version offering decent fuel economy, all electric range for urban and city driving up to three rows of seats and eight seating capacity- what’s not to love? A must buy if you need maximum people carrying ability and comes highly recommended.
2024 Mazda CX-90.GT Price as tested $66,6955 with Options, Freight and PDE. More info at www.mazda. ca

Rules for importing food to Canada
(NC) More food than ever before is being traded across borders. Many of the foods we eat and ingredients we use are imported – from spices, nuts and snack foods to coffee, tea and other beverages.
While all this can bring adventure to our taste buds, more trade can add potential risks to foods.
This is why it is so important for businesses to stay up to date with new requirements from the Canadian Food Inspection Agency, including the Safe Food for Canadians Regulations.
These regulations apply to all food that’s imported, exported or traded between provinces. Any business importing food or beverages into Canada needs a valid food safety licence.
As of February 2024, food safety licences will be automatically verified for imports of manufactured foods. Without a valid licence, shipments may be denied entry into Canada.
It is each food business owner’s responsibility to ensure their licence is valid and they are proactive about meeting all rules and regulations when importing food products.
Learn more about food import requirements at inspection.canada.ca/foodrules.

The opportunity to be able to do things your way can seem a lucky break but what you need to be careful about is being overly confident. Some sort of balance an at underlying level needs to be maintained either to do with family or you might be reminded by family due to the fact they can sense the unexpected more than you.
The ability to have freedom of choice is important. You may have now come to the realisation that these things don’t necessarily need to cost a lot. If you have been able to become more settled of late with certain financial obligations you now have the opportunity to view the long term from a completely different perspective.
Mercury, the planet of thought and communication moves into your sign this week for its first stay until 26th July. Whatever decisions you make, particularly on a personal level in this time cannot be expected to be final. The position of other people is not something you can be entirely certain about, so let time take its course..
Someone else can expect to have more freedom and to be able to do things their way in the future without taking into account any added responsibility that may be landed with you. It is possible you have been doing too much and now they believe you can continue on. It is up to you to express exactly what you insist on and think.
Any effort you have put into something of late could result in feeling rewarded by a solid structure of some description that has been the hopeful expectation. This can take you to the next stage of planning the future goals or possibilities up to late July. Bear in mind though that this will just be the first stage. More will settle later.
Don’t be tempted to spend money on something you don’t really need, however small, this week. It might be that you get a lot of little things out of the way resulting in a sense that a good job has been done. Communication with others will pick up to late July. In some way it is a first stage – it will be repeated again later.
Something you might like to initiate either with friends or in any situation that involves a group of people can go well. You can be both creative with your ideas or conversation as well as practical. Be aware of the obligations that might come with it or any situation that somebody with authority may not be too pleased about.
Decisions can be finalised that can result in greater peace of mind in the future. You can feel settled about having established a situation that will give you a greater sense of security, particularly if you have felt that others could make decisions in the future that could affect you financially. You have successfully protected yourself.
You have likely experienced support when it comes to things important to you or in any situation that has involved you with a group of people, even friends. Either something you didn’t see coming or the way normal routines in your life could be interrupted might require you to contemplate matters further up to late July.
It might seem more important to fit in with others at the moment. With this attitude you could actually enjoy any responsibilities that go with it, especially if it is to do with young people and what they might be able to accomplish in the long term. Your focus can turn to obligations attached to getting a workable structure in place..
Social situations that have a degree of obligation attached can be a pleasant change to any hectic situations with others that have likely been the case of late that may have necessitated usual routines to be put on hold. Be mindful when it comes to responding to any expectations placed on you to late July as the whole picture may not be evident.
You should feel more confident of mind, especially if you are at a point of finalising something you have been working towards. It can bring a real sense of satisfaction. This can lead you to the next stage to late July that can be about putting regular routines in place. There can be a degree of experimentation with this as a final stage will come up later.

Summary of Response Efforts and RecommendationsCity of Abbotsford Firefighting Foam Release
Introduction
GHD Limited (GHD) was engaged by the City of Abbotsford (City) to provide emergency environmental response services following a release of firefighting foam into a stormwater drainage system that discharges into Stoney Creek, in Abbotsford, British Columbia (BC) (Site). The City led a coordinated environmental response, which included GHD, the City’s contractors, Semá:th and Matsqui First Nations, the Ministry of Environment and Climate Change Strategy, and others. GHD’s emergency response team of environmental technical professionals included environmental engineers, biologists, risk assessors, chemists, and technicians.
Incident Information
The release of firefighting foam occurred on July 3, 2024 and the products entered the local storm sewer that is connected to Stoney Creek. On July 4, a coordinated environmental response was initiated. A cut-off dam was established approximately 1,000 meters (m) downstream of the Site, and daily surface water sampling commenced. On July 5, fish salvage operations began, with both live and deceased fish recovered from between the Site and the cut-off dam. As a precautionary measure, water treatment was initiated upstream of the cut off dam on July 6. During the environmental response, 1,448 live fish were collected and relocated to an unimpacted watercourse, Clayburn Creek, approximately 700 m northeast of the Site, and a total of 922 deceased fish were recovered from Stoney Creek. No other impacts to plants or animals were observed, but to further support the response and investigation, samples were collected from sediment, insects (benthic invertebrates), and deceased fish.
Summary of Environmental Fate and Effects of the Products
GHD understands that the product released was identified as PHOSCHEK 1% Fluorine Free firefighting foam (PHOS-CHEK) and, out of an abundance of caution, Frontier 3% Fluorine Free Foam Concentrate (Frontier 3%) was also evaluated. Both products which contain biode-
gradable surfactants and organic solvents. Based on a review of the safety data sheets (SDSs) for the products and a focused scientific literature review, the two products are highly soluble in water, readily biodegradable, and do not readily absorb into surrounding landforms, or organisms found in the water. From this, we can surmise that impacts to the environment would be acute (short-term) and not chronic (long-term).
Physical effects
Firefighting foam is the product of chemical concentrates and water, that forms a film that quickly cuts off oxygen to the fire. The release of the firefighting foam products into Stoney Creek resulted in wide-spread foaming, which likely resulted in lowered dissolved oxygen conditions within the creek. Additionally, while these substances are generally not toxic to fish, they can physically coat their gills, which can cut off their oxygen supply. The combination of low oxygen in the creek and decreased gill function likely resulted in rapid fish mortality as the fish would not be able to access sufficient oxygen to survive. Following the release, chemicals in the products would have rapidly diluted, undergone biodegradation/ photooxidation, and the short-term physical effects would have rapidly diminished. It is estimated that the fish mortalities occurred on or before July 5. Based on visual observations made between July 5 and 11 of live fish salvaged from Stoney Creek and the insect (benthic invertebrate) community, it is believed that the shortterm physical effects of the products no longer pose a risk to aquatic life in the creek.
Chemical effects- Both product SDSs indicate that they are of low toxicity to aquatic life. However, as a precaution, surface water samples were collected daily beginning on July 4, and sent to an analytical laboratory to evaluate chemical concentrations in Stoney Creek in an effort to assess the potential for the components of these products to negatively impact the environment. These results are discussed below.
Surface Water Sampling and Analytical Results
Surface water samples were collected daily from locations upstream and downstream of the Site. Surface water samples were analyzed for diethylene glycol monobutyl ether (DGME), which is the main ingredient in PHOS-CHEK and propylene glycol monobutyl ether (PGME), which is the main ingredient in Frontier 3%. The surfactants in these two products could not be analyzed by the laboratory; however, these chemicals are also considered to be of very low toxicity to aquatic life, are biodegradable, and do not bioaccumulate in organisms. Chemistry results for samples collected on July 4 and 5, 2024, showed that DGME and PGME were not detected above the laboratory detection limit, both 15 milligrams per litre (mg/L). Analytical results from July 6 through 10 are pending from the laboratory, but concentrations are expected to decrease over time due to the characteristics of the products. An update will be provided to the City when additional analytical results are available.
GHD conducted an exposure pathway analysis to evaluate the completeness of exposure pathways for surface water to potentially impact human health and the environment. That is, could humans physically come in contact with these products through exposure to drinking water and could these products impact aquatic in Stoney Creek. GHD also compared the sample analytical results for DGME and PGME against literature-based toxicity values and guideline values for BC and other jurisdictions.1
Drinking Water Exposure Pathway
– Based on a desktop review of publicly available information, there are no reported active drinking water intakes or wells located downstream of the Site; therefore, there is no physical way for potential concentrations of DGME or PGME in the creek to impact drinking water.
– DGME was not detected in the surface water samples above the laboratory detection limit of 15 mg/L.
The BC CSR Standard protective of drinking water is 0.1 mg/L, which is lower than the laboratory detection limit for DGME. There is no provincial water quality standard or guideline protective of drinking water for PGME.
– Given that there are no reported active drinking water intakes or wells that could be intercepted by surface water in the creek, there is no risk to human health from exposure to drinking water.
Aquatic Life Exposure Pathway
– There are no water quality standards or guidelines for DGME or PGME that are protective of aquatic life from either BC or other North American jurisdictions; however, there are toxicity values available
form the European Union (EU) and European Chemical Agency (ECHA). GHD compared the potential concentrations of DGME and PGME in surface water samples (less than 15 mg/L) to the concentrations that are documented to be toxic to aquatic life, referred to as the Lethal Concentration
50s (LC50s) provided by the EU and ECHA.
– DGME and PGME were not detected in surface water samples from Stoney Creek at levels above the laboratory detection limit (15 mg/L), which is 1 to 2 orders of magnitude less than the LC50s. Therefore
these concentrations do not pose a meaningful risk to aquatic life in Stoney Creek. Furthermore, concentrations of DGME and PGME would have continuously decreased since July 4 and 5, 2024 due to dilution, biodegradation, and photooxidation. Given these lines of evidence, there is a negligible risk to aquatic life from DGME and PGME exposure in Stoney Creek.
Recommendations for Next Steps
Based on the information presented above, GHD recommends the following next steps:
– Following the planned flushing activities (which will be completed with appropriate environmental and fish monitoring in place), discontinue water treatment, remove cut-off dam, and remove bird deterrents.
– Discontinue fish salvage.
– Discontinue environmental sampling (surface water, sediment, fish tissue, and benthic invertebrates).
– Periodic monitoring of the creek may be considered to monitor the return of fish.
– Review data pending from the laboratory when available, including sediment data from July 5 and surface water data from July 6 to 10, 2024. Concentrations are expected to decrease over time due to the characteristics of the products; however, concentrations will be confirmed based on the lab data. GHD will communicate results and associated conclusions and recommendations to the City.
Summary
Based on observations of conditions in Stoney Creek, a review of scientific literature related to toxicity of the components in the products and the surface water analytical chemistry data available (summarized above), the short-term adverse conditions in Stoney Creek that are believed to have caused the fish mortalities are no longer present. Therefore, conditions in Stoney Creek no longer pose a risk to aquatic life in the creek. Likewise, the chemical components of the firefighting foams do not accumulate in fish tissue and, therefore, the fish remaining in Stoney Creek as well as the fish relocated to Clayburn Creek are not expected to be further impacted by the chemical components in these products. There are no reported active drinking water intakes or wells that could be intercepted by surface water in the creek. Accordingly, there is no risk to human health from the consumption of drinking water. GHD recommends discontinuation of fish salvage, environmental sampling, and other response measures given the negligible risk to human health and the environment related to the release as of July 11, 2024. Analytical data that is pending from the lab as well as associated conclusions and recommendations will be provided to the City as they become available.
New digital tools being tested to improve people’s health
Provincial laboratories are testing digital tools and innovative solutions to support more rapid diagnostic services to improve access to testing for people living with diseases, such as cancer, throughout B.C.
Teams of researchers will explore the ability to securely share high-quality images across a common platform for pathologists in other locations in B.C. to perform diagnoses and provide secondary consultations. Implementing digital tools and a provincial cloud solution will support more rapid diagnostic services and the ability to use artificial intelligence (AI) and innovative algorithms to improve health service delivery to people in British Columbia.
Through B.C.’s Integrated Marketplace, delivered by Innovate
BC, the Province and PacifiCan are contributing up to $2.65 million that will support three projects through a new testbed hosted by Provincial Laboratory Medicine Services (PLMS), a program of the Provincial Health Services Authority (PHSA).
By testing the critical parts of a secure end-to-end digital pathology solution, the project teams will help reshape how pathology services are delivered in B.C.
“The Integrated Marketplace is about scaling up technology to help B.C. companies grow and provide jobs, while providing real-world solutions to big challenges,” said Brenda Bailey, Minister of Jobs, Economic Development and Innovation. “These new projects have the potential to strengthen our economy and contribute to a stronger health-care
system that will improve people’s lives.”
Testing new digital tools will help integrate and strengthen existing digital pathology services used by B.C. health authorities and improve service delivery in rural and remote areas. Sites that will test elements of an integrated provincial system that reflects their own case-use and system requirements will include labs in Northern Health Authority, Vancouver General Hospital, BC Cancer – Vancouver Centre and St. Paul’s Hospital.
“By harnessing the power of innovation and partnerships, the Integrated Marketplace is creating a dynamic environment where B.C. companies are testing and developing the technologies of tomorrow,” said Harjit S. Sajjan, federal Minister of Emergency Preparedness and Minister responsible for the Pacific Economic Development Agency of Canada (PacifiCan). “This new project will provide solutions to challenges faced by health-care providers in B.C. and around the world, ensuring critical care for British Columbians.”
“We recently marked one year since the release of B.C.’s 10-year Cancer Action Plan and the work we’re announcing today plays an important role in the delivery of that plan to improve on diagnostic pathways for cancer and modernize our system,” said Dr Kim Chi, executive vicepresident, BC Cancer, PHSA. “I’d also like to acknowledge the driver behind this project – Innovate BC. Their mandate to accelerate the growth and success of B.C. companies is a key component of this work. Without their foresight, we
wouldn’t be in a position to advance cancer diagnoses in the province and develop digital pathology capabilities to benefit patients.”
Results from the projects will be used to inform the future investment in an integrated digital pathology system. The new PHSA testbed is part of the Province’s Integrated Marketplace, which works to link a group of strategic buyers with local companies to implement, scale up and export B.C. technology solutions. It is part of B.C.’s Industrial Blueprint and is supported by PacifiCan.
“The digital pathology testbed project at BC Cancer is revolutionizing cancer diagnosis by enabling instant and remote pathology review,” said Dr. Gang Wang, BC Cancer pathologist and lead for the BC Cancer testbed node. “Our partnership with northern B.C. hospitals is crucial, as it ensures timely and accurate consultations, bringing advanced diagnostic services to underserved regions and improving patient outcomes across the province.”
This announcement is part of the Government of B.C.’s investment of as much as $11.5 million, and the Government of Canada’s investment, through PacifiCan, of as much as $9.9 million in the Integrated Marketplace.
Clean and Competitive: A Blueprint for B.C.’s Industrial Future lays out the Province’s work to drive new investment, create new jobs and seize new opportunities in growing clean energy and sustainable industries. Leveraging B.C.’s strengths to create good jobs and opportunities in every community will improve quality of life, while strengthening B.C.’s diverse economy.
