• Instigate and coordinate with the OSS for mechanisms to increase stipends for Student Assistants

TUNAY na paglilingkod at paninindigan • Conduct regular consultations with the Commission on Student Organization Accreditation to properly address the students organizational concerns; help amplify leadership skills of student organizations by regularly conducting Leadership Training Seminars

PALABAN na konseho • Be in the frontline of the continuous struggle for higher state subsidy on State Universities and Colleges; advancing the fight for higher state subsidy on education and basic social services

• Invigorate organization fairs in major university events (Freshie Week, Foundation Week, etc.) • Be in assistance to every accredited organization and provide them a cubicle or space in the Student Development Center to serve as an office or “tambayan” where they can conduct meetings and discussions of their programs • Strengthen the camaraderie among Fraternities and Sororities through regularly convening the Alliance of Concerned Fraternities and Sororities which was re-established this year through the efforts of fraternities and sororities under the samasa Alliance. Empower the alliance further by launching various events which ACFS can sponsor/head • Strengthen the bond among PUP-system student councils through assemblies or conventions of Alyansa ng Nagkakaisang Konseho sa PUP (ANAK-PUP) and make it a venue to tackle the plights and concerns of our local colleges, branches, and extensions and make the necessary collective action • Convene varsity teams and establish a broad athletes’ alliance to address their concerns and put up activities that will help raise the awareness of the PUP community regarding the worsening condition of our athletes ( insufficient allowance, quarters, lack of facilities/equipments, etc.); gather the widest support from the PUP community and collectively call for higher budget on education that will ensure a higher budget allocation for the University’s Sports Development Program and its athletes • Strengthen SKM committees by ensuring that they will effectively work according to their orientation: STRAW or the Students’ Rights and Welfare Committee (they will serve as the primary grievance committee of the students on repressive school policies and abusive faculty or administration staff, it will monitor and stop compulsory selling of books, tickets, uniforms, etc. , the committee will ensure that their democratic and academic rights are recognized and protected), Gender Desk Committee (they will initiate events such as alternative class discussions, symposia, PRIDE MARCH, etc. that will help raise the awareness of the Iskolar ng Bayan on gender equality and be active in the campaign against violence against women and children), Sports Development Committee (they will spearhead events that will cater sports-related interests of the students; facilitate community service in forms of holding sports program for the youth), Special Events Committee (effectively head important events and ensure that the Iskolar ng Bayan will enjoy and benefit in participating such events), Interfaith Relations Committee (ensure that there will be fair treatment among different faith and religions, make sure that they will co-exist; ensure that each religion/religious organization is free to use the Interfaith Chapel), Environmental Committee (head events in and out of the university that will promote environment-conservation awareness through symposia, community sanitation services, etc; head university-wide alliances against destructive mining, logging, etc.), Academic Committee (initiate the establishment of tutorial classes, college and university-wide academic competitions, put up recognition programs for outstanding students (outside campus competitions, dean’s, and president’s listers, etc.) • Empower the Freshmen Council and the recruitment of Junior Council Officers to ensure that the studentry is well-represented in promoting the welfare and interest of the Iskolar ng Bayan; conduct seminars and trainings that will be instrumental in strengthening their leadership skills and be genuine student-leaders for the Iskolar ng Bayan and the Filipino people • Call for regular college assemblies by coordinating with local college councils to gather concerns to collectively formulate necessary actions • Investigate and fight for the removal of rental fees on laboratories, halls, and other facilities

• Regularly publish the official publication of SKM, Ang Konseho, to advance the dissemination of information and events in PUP

- Strengthen and institutionalize the Ugnayang Multisektoral Para sa Karapatan sa Edukasyon (UMAKSYONPUP) as the broadest alliance in the ranks of the students, teachers, employees, janitors, and administrators - Initiate the formulation of a broad PUP systemwide alliance in response to the intensifying local and national issues - Fight for higher salary and rightful benefits for teachers, employees, janitors, and security guards of the university and actively campaign for their job security • Intensify the fight against commercialization on education and other social services; formulate alliances and hold events in solidarity with the fight of the people; actively gather student concerns and fight against selling of compulsory books, tickets, and uniforms • Push for a transparent review of the Student Information System process and continuously lead the struggle to junk the SIS Fee • Intensify the fight against corruption in and out of the university; strengthen the PUP for Accountability and Transparency Now! Rekindle our patriotic roots, from Bonifacio’s Katipunan to Kabataang Makabayan’s First Quarter Storm against the Marcos Regime, it is important that we do not forget the principles and sacrifices of our forefathers because we owe them all the freedom we enjoy today. Hold regular activities that will pass on to the Iskolar ng Bayan the significance and what we have been benefiting from SAMA-SAmang pagkilos just like the long-maintained lowest tuition fee in the country. • SERVE the PEOPLE! There is no better manifestation of serving the Iskolar ng Bayan and the Filipino people than actively joining the people’s fight and encouraging the Iskolar ng Bayan in supporting the continuing fight for genuine land reform, P125 minimum wage hike, right to free decent housing, better health services, etc. • Lead the fight of the Iskolar ng Bayan for higher state subsidy on education. Strongly campaign against budget cuts on education and other social services. • Continue the struggle against commercialization. Through the STRAW Committee, constantly monitor the selling of compulsory textbooks, tickets, workbooks, uniforms, etc. and take necessary actions to fight for the welfare of the Iskolar ng Bayan. • Actively campaign against Noynoy Aquino’s Oplan Bayanihan. Condemn the atrocious militarization on PUP campuses, branches, and extensions. - Engage with the university administration to act and make the military accountable for violating the Prudente-Ramos accord that prohibits military presence in the university; put up discussions/symposiums regarding the Prudente-Ramos accord so the students will know their rights (military personnel must be at least 50 mtrs away from any school) - Actively campaign for the pull out of military camps near or inside the campus premises (ie. PUP-Lopez) - Fight for the abolition of the Student Intelligence Network that use our fellow students as instruments of the fascist government to repress the rights of student-leaders - Continue the fight to abolish the NSTP-ROTC program for its aim to continuously slot in its fascist character to the education system and its deception against the Filipino people

BANGON: Upang makamit ng PUP ang mas mataas na badyet sa edukasyon, una, kailangan munang maipamalas ng mga mag-aaral maging ng buong komunidad ng unibersidad ang kahusayang pangakademiko na siyang isa sa pangunahing isinusulong ng Bangon PUP. Ang paglalaan ng mataas na badyet ay karapat-dapat lamang na tumbasan ng mataas at de-kalidad na edukasyon. Pangalawa, ang pagsasagawa ng isang diplomatikong protesta o mapayapang pag-aalsa. Naniniwala ang Bangon PUP na ang lahat ng bagay ay nadadaan sa tahimik at mapayapang usapan sa pamamagitan ng maayos na pakikipag-ugnayan at pakikipag-kasundo sa mga tagapamahala ng unibersidad maging sa mga pinuno ng ating pamahalaan. Pangatlo, ang sama-samang pagkilos at pakikipagtulungan ng mga mag-aaral kasama ang administrayon, sa pamamagitan ng malawakan ngunit mapayapang pagpupulong ukol sa hinahangad na badyet. At panghuli, ang kooperasyon ng bawat progresibong makamasang samahan ay may malaking ambag sa pagsusulong ng mataas na badyet sapagkat batid ng Bangon PUP na isa rin ito sa kanilang adbokasiya at ipinaglalaban, ang maipagkaisa ang lahat KILOS: Well, last 2012, kasama ko ang Partidong Kilos! PUP, isinulong namin ang isang kampanya regarding sa pagtaas ng budget hindi lamang ng PUP ngunit pati na din ng iba pang State Universities. Tinawag namin itong PUP Budget +: Together with the all the SUC’s. So in the end, we had a dialogue with different congressmen such as Congressman Golez for them to support the said campaign and petition. At kung kakailanganin muling ipaglaban ang kakarampot na budget ng PUP para sa kapwa ko Iskolar ng Bayan, isusulong ko at ng Kilos! PUP ang karapatan ng ating mga mag aaral para sa mataas na budget at gagamit kami ng pamamaraan na hindi makakasira sa magandang imaheng naitaguyod na ng PUP gaya ng mga dayologo sa mga kinauukulang ahensya na nararapat lamang umaksyon dito. Nagawa na namin nung umpisa, ipagpapatuloy namin hanggang ngayon. May posisyon o wala. SAMASA: Kagaya ng palagi naming ginagawa, katuwang ang mga Iskolar ng Bayan, handa kaming ipagpatuloy ang laban para sa mas mataas na budget sa edukasyon sa anumang porma kinakailangan. Gaya ng matagal na nating inumpisahan, handa kaming makipagugnayan rin sa iba pang sektor sa PUP gaya ng kawani, kaguruan, mga janitors, at maging sa mga administrador para sa pinakamalawak na alyansa ng PUP upang ipanawagan mas mataas na budget sa edukasyon. At bukod sa paglolobbying, hindi dapat maliitin at isantabi ang kakayahan ng sama-samang pagkilos. Sa magkaibang panahon ng 1960s at 2010, malinaw na pinatunayan ang bunga ng sama-samang pagkilos ng mga Iskolar ng Bayan hinggil sa pagpapanawagan sa mas mataas na budget sa edukasyon. Hikayatin at makiisa tayo sa buong komunidad ng PUP dahil ang kakulangan ng budget sa edukasyon ay tumatagos sa anumang sektor sa ating pamantasan.

(TC): Anong pananaw niyo sa Tuition Fee Increase? B: Ang Bangon PUP bilang isang pangkat na binubuo ng mga mag-aaral ay kaisa rin ng mga samahang tumututol sa pagtaas ng tuition fee sa ating unibersidad. Kailangang mapanatili at maprotektahan ang 12Php per unit na siyang pangunahing ipinaglalaban ng mga Iskolar ng Bayan. K: Syempre, tutol ako sa Tuition Fee increase, dahil gaya ng karamihang Iskolar ng Bayan, I chose PUP because of its low tuition fee yet good quality of education. Kung tataasan ito, sakaling magiging maganda man ang mga facilities, it should not be burdened on the students, because in the first place, PUP is subsidized by the government, therefore, there should be enough budget for better facilities alongside with good quality of education. S: Ang tuition fee increase ay kaugnay lamang ng paksa sa unang tanong. Kung bakit palaging nakabadya ang pagtataas ng matrikula ay dahil sa idinadahilang kakulangan sa budget. Gayunpaman, naniniwala ang SAMASA na anumang porma ng pagtataas sa matrikula ay hindi dapat pahintulutan ng sinoman, ito ay malinaw na paglapastangan sa ating karapatan sa edukasyon. Kaya naman, hindi tayo dapat tumigil sa pakikibaka at panawagan para sa mataas na budget sa edukasyon at iba pang serbisyong panlipunan. Huwag nating kalilimutan ang mga tagumpay na ibinunga ng sama-samang pagkilos ng mga ate at kuya nating Iskolar ng Bayan. Kung bakit nananatiling P12/unit ang matrikula ng PUP ay dahil sa hindi pagaalinlangan ng mga ate at kuya nating mga Iskolar ng Bayan na magmartsa sa lansangan at isigaw ang panawagan ng mataas na budget at pagtutol sa anumang pagtataas ng bayarin. At ito ay hindi lamang tagumpay ng SAMASA at mga organisasyon sa ilalim nito, ito ay tagumpay dahil sa mga Iskolar ng Bayan na nakilahok sa laban.

(TC): Anong magagawa niyo para sa mga Iskolar ng Bayan? B: Transparency as a Council- ang student council ay mula sa pagtitiwala ng publiko o ng buong komunidad ng PUP. Kaya tayo ang dapat na mangalaga, mamahala at managot sa ating sinasakupan. Totoo at Matapat na Paglilingkod- ang student council ay pamumuno ng mga mag-aaral, para sa mga

This will help the Iskolar ng Bayan understand the situation of peasants, workers, urban poor communities, and other basic sectors of the society and encourage them to take part in their struggles - Coordinate with students’ and people’s organizations and the University administration to be able to conduct community empowerment services from which the students will propose programs/curricula that will respond to the needs and interest of the communities; this is also an opportunity for the students to impart skills and knowledge on children and youth in communities through: literacy programs, arts and sports development, women empowerment, health and sanitation, etc. • Actively join the fight of the national minority against the destruction of our natural resources and domain lands; through the Environment Committee, conduct series of events, symposia, and other activities that will actively campaign against corporate mining, multi-national companies, and US intervention that cause massive destruction of our natural resources and worsen the effects of natural calamities which greatly affects the lives of the people • Through the SKM’s Gender Desk Committee, heighten the awareness of the Iskolar ng Bayan on women emancipation and fair treatment of the LGBT community; actively campaign against gender discrimination and violence against women and children

K: Nasa General Plan of Action namin lahat ng mga nais naming gawin. But generally, I can assure the students that the leadership that Kilos! PUP can offer is constructive. Therefore all our projects would be tangible and would not be hidden from the eyes of the students. Also, all of our plans for a better PUP Student Council would make efficient use of every 25 pesos that every student is trusting to the Student Council per se. Lastly, I, together with Kilos! PUP would like to erase the image of destructive activism inside the university, but moreover, Kilos! PUP aims to promote what makes PUP as the globally competitive university that it really is, no wrong judgements, no wrong impressions. TC: Anong stand niyo sa isyu ng korapsyon at Pork Barrel? B: Hindi masama ang Pork Barrel dahil sa katunayan, napakalaki ng tulong nito sa mga programang ipinatutupad ng mga lider ng ating bansa. Maganda ang papel na ginagampanan nito ngunit dapat na mabago ang sistema. Ang kaban ng bayan ay para sa mamamayang Pilipino at hindi para sa pansariling interes at nailalaan sa bulsa ng iilan (korapsyon). Pinaninindigan at pinapanigan namin ang interes ng karamihan. K: I am truly against Corruption and Pork Barrel. Noong bata pa ako, hanggang ngayon, ganiyan pa rin ang usapin sa balita. Kapwa Pilipino, nagnanakawan. Matatalino tayong mga PUPians, alam naman natin na kaban ng bayan ang kinukurakot minuminuto, kaya tama lang na tanggalin ang isa sa mga malalaking pinanggagalingan ng korapsyon. And that is the Pork Barrel. Kailangan ng simulan ang pagtutol at pagkundena ng mga mamamayan. In that way, mas madali ng maibubunyag ang iba pang uri ng korapsyon at mas mapapadali itong malutas. S: Mariin naming kinukundena ang nakagigimbal na mga isyu ng korapsyon sa ilalim ni Aquino gaya ng $30 million-extortion ni Ballsy Cruz sa isang Czech company, ang mga isyung kasangkot ang Executive Secretary na si Paquito Ochoa, ang bilyon-bilyong ma-anomalyang pork barrel ng partylist ni Aquino na Akbayan, ang isyu ng korapsyon kay Mar Roxas at Dinky Soliman at marami pang iba. Ngunit ang pinakakahindikdik dito ay ang P1 trilyong pork barrel ni Aquino. Nakakagalit isipin na ganito kalalaking pera ang sangkot sa mga isyu ng korapsyon habang patuloy ang pagtaas ng presyo ng lahat ng bilihin, at pagbabawas ng pondo sa iba’t ibang serbisyong panlipunan. Dapat lang na ang bawat iskolar ng bayan ay makilahok at makiisa sa laban ng buong sambayanan para i-abolish ang Pork Barrel system hanggang sa pagpapabagsak ng sistemang pinaguugatan ng korapsyon sa gubyerno. Malinaw na pinatunayan ni Aquino ang kahambugan at katotohanan ng kaniyang campaign propaganda na, “Kung walang korap, walang mahirap.” Kahambugan dahil isang malaking ilusyon ang “paglilinis” niya ng kaniyang administrasyon at sakaniya nakatala ang pinakamalalang isyu ng korapsyon. Katotohanan dahil hindi maitatanggi na lubos na dumarami ang mahihirap, kaya naman ayan at hindi na mapagtakpan ang baho ng korapsyon sa kaniyang panunugkulan. Bilang isang komunidad, dapat sumabay ang PUP sa pagpapanawagan ng pagtatanggal ng pork barrel lalo na ng kay Aquino at ng pagsasalin ng mga pondo patungong social services.

TC: Bakit kayo ang dapat iboto ng mga Iskolar ng Bayan? B: Bagamat bago ang Bangon PUP, bitbit din namin ang bagong plataporma at bagong mga programa para sa interes at pangangailangan ng buong komunidad ng ating sintang paaralan. Mayroong tunay na pagpapahalaga sa paglilingkod—paglilingkod na may kahusayan at dignidad. Lahat ay nagnanais na maglingkod, lahat ay may kakayahan sa paglilingkod ngunit tanging ANG TUNAY NA PINUNO AY NAGLILINGKOD NA MAY KAHUSAYAN. K: Kilos! PUP, I included, has been serving the students with or without position right from the start, and we would continue serving the students whoever they think is the right fit for their respective votes. S: Kailangan ng mga Iskolar ng Bayan ng konsehong may tunay na paglilingkod at paninidigan, konseho na hindi mangingiming tumindig kasama tayong lahat upang ipaglaban ang ating akademiko at demokratikong karapatan. Hindi natin dapat ipagkatiwala ang konseho sa mga taong ang nais lang ay magpakapal ng credentials o konseho na minamaliit ang militansya at aktibismo dahil ito ang mga pundamental na dahilan kung bakit nanatiling P12/unit ang matrikula sa PUP. Kailangan natin ang isang konsehong palaban at handang humarap sa kahit sino at anumang laban upang itaguyod ang kapakanan ng iskolar ng bayan at sambayanang Pilipino. Makabayang pamumuno na hindi kailanman kalilimutan ang esensya ng pagiging iskolar ng bayan—ang pagiging socially and politically conscious.

Jason Marmol Housing Campus Knowing many of the students in PUP are living in boarding house due to the distance and transportation cost, with this project the student council will provide safe and affordable list of boarding house near the PUP campus in Manila that any student can accomodate for their studies needs but with fair rate. Community Engagement Whenever there is calamity like flashfloods, and earthquake most especially when students are affected, the student council will lead and conduct a volunteer project with the coordination of the local government which is the brgy and the PUP administration to help those people who are in need . September PUP Student Summit Student Strike for Higher Budget on Education

It is an intellectual platform and educational philosophy for instigating learning across disciplinary boundaries and generating collaborations between the academy and society. Public Service: Reachout The student council and the PUP administration will Recruit, train, amd matche tutor for children at a local community center to engage and challenge them with reading and writing activities COLAB (Community Innovators Lab) The Student council will support the development and use of knowledge from excluded communities to deepen civic engagement, improve community practice, inform policy, mobilize community assets, and generate shared wealth Emerging Leaders Conference "A joint venture of the Student Activities Office and Fraternities, Sororities, and Independent Living Groups, the Emerging Leaders Conference is a weekend opportunity for freshmen and sophomore leaders that happens each Spring semester. from them (e.g. Support Student Athletes, Provide small scale scholarship and research grants). 3. Conduct charity events, outreach programs, mobilize volunteers in times of calamity and natural disasters, etc. 4. Promote eco-friendly and environmental awareness projects (e.g. Styro-free University, Cleanup Drive, Fun Run sa Kalikasan). 5. Support and serve as a linkage to cultural organizations that promote talent and skills development (e.g. PUP Film Fest, Support Himig Serenata etc.)
