Our swimming cover boy is Port Colborne’s Oscar, known as Oscar. He was born June 21 2007 and lives with Beth Pelletier and family in London Ontario. Oscar is a student of Agility, Dock Dogs, Obedience, Water Work, and while not training, he loves to keep busy swimming, chewing, sleeping, snuggling, running, playing tug of war, and fetch. A pet peeve is anyone or anything touching his tail and like most PWDs he loves a juicy dirty kleenex! A favourite trick – he will stop, drop and roll if you tell him he’s on fire. And as a reminder to us all, Oscar shares that he almost died when he was 10 weeks old from onion poisoning, 10 more minutes and he wouldn't have made it.

A favourite destination is Niagara Falls to Grama and Grampa's back yard pool (in the summer of course) as evidenced by his cover shot! Oscar enjoys his My stuffing'less Bunny, and shakes him to make sure he's dead on an hourly basis. He admits to an addiction to counter surfing, it really ticks his mom and dad off. And finally, Oscar has ambitions to be a world class agility dog... “I wanna show those Border Collies how it’s done!”

ThePresident’sLetter Hello to everyone Hope your winter has been a mild one like we have had in Southern Ontario. Either way it's almost over and time for dog activities to begin in earnest! And the PWDCC has a number of great activities for you this year including a National Specialty which is starting to take shape as we speak, see pages 8 for a complete listing. The specialty will need manpower and again I'm asking for volunteers for this and other events this year. Please contact me personally and I will send you to the people involved who would much appreciate any and all help. The PWDCC has donated to the Portuguese Water Dog Foundation Inc. (pwdfoundation.org), an organization whose mission is to generate funds for the research of genetic and canine diseases to improve the quality of life and health of Portuguese Water Dogs. They are currently researching Lymphoma, Hemangiosarcoma and Osteosarcoma, all are cancers that affect PWDs. They are also developing a system that will map genetic traits that cause health problems, this can only result in the betterment of PWDs everywhere. Going through their past donors the names of pwd owners from all over Canada come up many times so I know many of you know about this worthy cause. I recently met one of our members at University of Guelph where her dog is undergoing treatment and I thought of them when we made this donation. Now that OVC is no longer providing hip certification in Canada, we have some other alternatives to consider for hip/elbow certification in addition to OFA: BVA (new effective 2011), http://www.thekennelclub.org.uk/item/313 FCI, (more comprehensive than OFA) http://www.fci.be/commissions.aspx PennHIP http://research.vet.upenn.edu/Default.aspx?alias=res earch.vet.upenn.edu/pennhip OFA http://www.offa.org/hd_grades.html The world of breeding is becoming smaller and more connected. BVA, PennHIP and FCI allow for testing at one year. (Henri joined the meeting.) The German test is also something we might consider in the future. As long as a dog has one certification that is acceptable and we do specify what is acceptable currently: OVC pass, OFA Excellent/Good/Fair. PennHIP is somewhat more difficult to understand a pass, each certification says what is considered to be dysplasia given the current body of dogs examined. OFA specifies on their site the reliability of prelims (see below as read by Henri). Do we have the number in the study? Is there a recommendation that the dog be redone at 2 years? http://www.offa.org/hd_prelims.html: The OFA accepts preliminary consultation radiographs on puppies as young as 4 months of age for evaluation of hip conformation. If the dog is found to be dysplastic at an early age, the economic loss from the cost of training, handling, showing and so forth can be minimized and the emotional loss reduced. These preliminary radiographs are read by the OFA veterinary radiologists and are not sent to outside radiologists. The same hip grades are given to preliminary cases. A recent publication* compared the reliability of the preliminary evaluation hip grade phenotype with the 2 year old evaluation in dogs and there was 100% reliability for a preliminary grade of excellent being normal at 2 years of age (excellent, good, or fair). There was 97.9% reliability for a preliminary grade of good being normal at 2 years of age, and 76.9% reliability for a preliminary grade of fair being normal at 2 years of age. Reliability of preliminary evaluations increased as age at the time of preliminary evaluation increased, regardless of whether dogs received a preliminary evaluation of normal hip conformation or HD. For normal hip conformations, the reliability was 89.6% at 3-6 months, 93.8% at 712 months, and 95.2% at 13-18 months. These results suggest that preliminary evaluations of hip

joint status in dogs are generally reliable. However, dogs that receive a preliminary evaluation of fair or mild hip joint conformation should be reevaluated at an older age (24 months). *Corley, EA, et al. Vol 211, No. 9, November 1997.’’ What will be our minimal age for accepting Prelims, OFA will only list Prelims at 12 months or older? Are we going to recommend a final testing at 2 years to complete OFA certification? With BVA, FCI, PennHIP you can get a final certification at 12 months. OFA is more cautious requiring certification at 2 years, while the other systems certify at one year. The issue is Prelims as a Fair, those dogs should not bred unless x-rayed at 2 years with at least a Fair grading. OFA results for PWDs state 15% Excellent, 9.6% rated dysplastic of almost 2,000 dogs. This number only reflects those dogs submitted, not the actual population. OVC our test that allowed for certification under 2 years is now gone. Sterility in male PWDs is a concern, is it genetic or are there other issues? Is there a case for breeding males younger? Or should dogs who loose their fertility be bred at all? What are the considerations to breed younger dogs? If breeding young PWDs you don’t know the finished dog as our breed matures slowly. An issue raised was breeding young produces genetic robustness, improved each generation, with each breeding getting better specimens. Discussion followed about genetics that you can resolve before 2 years, but environmental issues can impact hips. In hip development as in other polygenic disorders, there must be a number of liability genes to be present to cross a threshold to express the disorder. If two normal dogs produce the disorder, each dog contributed genes to tip the threshold. See Dr. Bell’s review at 2010 PWDCA Specialty (Courier Sept/Oct). Motion by Henri, seconded by Glenda to accept breeding stock hip certification from PennHIP, BVA, and FCI. Approved. Motion by Henri, seconded by Karine to accept for breeding stock OFA Prelims from 12 months to 2 years with grading of Excellent or Good. Yes: Herb, Henri, Roslyn, Henri, Karine No: Glenda, Mindy Abstain: Judy Approved To use BVA or FCI do you have to have your dog registered in their Kennel Club registry? Not for BVA, FCI unclear. This motion makes us perhaps the most progressive breed club. This announcement will be made on our web site, Waterlog and on the PWD-L list. Our current standard as accepting dogs x-rayed and certified at 2 years stands. Existing OVC certification is still accepted. Elbow certification and CERFing puppies should be considered especially considering Micropthalmia now emerging in breeding dogs in the United States. The variety of symptoms include fading puppies, eye disorders that can be diagnosed at 8 weeks. Dogs going back to 1986 show this condition. And very popular sires are producing this. There is no test, and no way of knowing if this is a simple recessive. There are some areas where you can’t get a CERF exam on pups easily. On the PWDCA web site you can see discussion of this condition. lf 1 in 100 dogs are affected it means that 19% of population are carriers. Symptoms include glaucoma, shorter tails, neurological condition. This will be added to the Agenda for our next meeting.
Quebec breeders and testing Karine produced a spreadsheet on the breeders. Our Code of Ethics says breeders must assume lifelong responsibility for re-homing all puppies they produce, should this be necessary. It would appear that they are not contravening the Code of Ethics. Karine has translated the Code of Ethics and Glenda will review it and it will be posted on our website and send out with renewals. Advertising puppies for sale on web sites Advertising on a popular website does not necessarily indicate that due diligence in finding appropriate homes is not being done. But the issue raised at the last meeting was over an ad for a 4 month puppy being resold by the purchaser not the breeder. In this case, how are we to say that there isn’t an understanding between the breeder and owner. We can’t police seeming ill conceived practices. This must be a complaint driven issue. In the past when we receive a complaint about non responsiveness from a member breeder, Rescue has stepped in to resolve this issue and has also intervened when the complaint is against a non member breeder to assist the puppy/dog owner. When breeders are not members we can’t deal with these issues except on an informal basis. Should there be a refund of money when a dog is taken back to be rehomed? This should be decided on a case by case basis, as there are situations where the breeder must expend efforts/expense to rehabilitate the dog before placement. In an effort to reach people to educate them about reputable breeders in Quebec, we will work on translating our web site, the Code of Ethics and the brochure are in process. The CKC is “working” on the translation, we could pay to have the Breed Standard translated, but it must have official CKC sanctioning. The breed brochure will be the next effort. Karine has begun this. Also, keep in mind all testing done may not show on the PWDHLD or the open health databases. There is another question of evaluation of quality of dogs produced? But this is quite a personal issue and that is something that can’t be policed. Another issue European dogs who do the testing and ship samples to the United States, the results are not posted on the databases. Quebec is in a different position with respect to the cultural attitudes to dogs. Puppy mills exist rampantly and the laws are not strong. There is federal legislation, but the provincial criminal code offers little protection against cruelty to dogs. A 600 dog puppy mill was closed down this past weekend. In regards to educating people about reputable breeders, we need the brochure, and we’ll need other initiatives. At the major pet shows we can support a booth also. Karine will complete the brochure for the next meeting. Should we be doing advertising? On Kijiji you can place ads by province. Should we consider placing ads to direct people to reputable breeders who do the appropriate testing. Glenda will investigate the costs and develop a script. When you have a group of individuals hosting, we need the same type of controls, as the national board is responsible for losses/profits. So policy has been drawn up to mimic the approach taken with National/Regional Specialties. The $200 mentioned is a donation, the entry fees are to cover expenses. Some concern about perhaps not enough seed money? When an application is made details of costs of site, entertainment, judge fees/expenses, etc. could be a negative budget. The board could approve that, as long as given the opportunity to review a budget submitted. In the course of planning if there is a material event in excess of $500, they must come back to the board with a revised budget for approval. The average budget for a 2 day water trial is approx $2500-3,000. Site costs can range fro $50-300 per day. Perhaps $500 is too liberal? +20%. Can we monitor and see what is typical? Or we can approve now and re-evaluate if necessary. What follows are 2 new paragraphs under the heading PWDCC Water Trial Policy. a branch (they hold it and are responsible for all the financing, we just give $200 max. if they ask for it) or if there isn’t a branch in that area, like Alberta last year, we need a budget sent to the board at the same time as the application goes to the Water Trial committee and need updates if material change exceeds $500.00. We are on the line for profit/loss, the individual members are off the hook once the budget is approved. Proposed update to page 26 of the PWDCC Policy and Procedures Manual: PWDCC Water Trial Policy PWDCC Water Trials are governed by the PWDCC Water Trial Manual. The PWDCC is the only organization to recognize and sanction Portuguese Water Dog water trials in Canada. The PWDCC shall be empowered to certify Junior Water Dog, or award the titles of Apprentice Water Dog, Working Water Dog, Courier Water Dog, Courier Water Dog Excellent and certify the Versatility Award to any pure bred Portuguese Water Dog individually registered with the CKC, AKC, or foreign registry recognized by the CKC or with a CKC ILP number. Refer to the Administrative Guidelines of the PWDCC Water Trial Manual for additional information on holding sanctioned water trials in Canada. The PWDCC will support all sanctioned water trials with up to $200.00 per year to the host branch, or committee if a branch is not in place in that region, upon request. If a branch is not in place in that region the trial committee will produce a budget for approval to the PWDCC board and submit that budget to the PWDCC at the same time as the application to hold a trial goes to the PWDCC Water Trial Committee. After the budget is approved if there is a material change (in excess of $500.00, it must be
re-submitted to the Board. An approved budget commits the PWDCC to all costs and profits. Individual members who organize a water trial on behalf of the PWDCC are not responsible for losses and all profits are retained by the PWDCC. A branch that holds a PWDCC sanctioned water trial is responsible for budgeting at the branch level and is responsible for costs and retains all profits. Update to Water Trial Policy on page 26 of the PWDCC Policy and Procedures Manual above. Motion by Henri, seconded by Glenda. Approved. Booster at Ste. Foy Dog Show in Quebec, Societé Canine de Québec, August 3-5, 2012. Tasks involve communication with all breed club, judge selection from the panel by the board, all breed club supplies rosettes, we supply prizes, organize social event if desired and we publicize event on our web site and by e-blasts. Obedience and Rally trials and 2 shows on Friday. Last year there were 7 PWDs, perhaps some Americans nearby might come to improve the numbers. But it is essentially in Quebec City, too far for Ontario group to come. Karine has asked for judge panel, and she will ask about timing of premium publication. Motion by Karine to have the PWDCC host a booster at the , seconded by Roslyn. Approved. Can we boost Obedience or Rally? Normally we would have a prize and rosette for the HIT in each, we’ll have to request the ribbons. This is the weekend before the National Specialty, will this affect entries? It may effect numbers, but let’s try it and see. Karine will send the judges’ list when she get it. Our next meeting is Feb. 9, 2012, 8pm EST. Motion to adjourn made by Lori, seconded by Glenda.
