The Water events and Specialty were very well attended and successful. These events can only happen with the capable and generous volunteers, so necessary when running complicated multi-day events and that’s what the PWDCC is all about.

The PWDCC Board of Directors is changing. After many years on the Board, Roslyn Eskind has resigned as our Secretary/Treasurer. She will be hard to replace. Roslyn has worked on so many things for the PWDCC over the years and deserves a well-earned rest from contributing much to our club. We thank her for her amazing work. Also, Vice President Mindy Selby has reached the six year maximum uninterupted term and will be resigning. We will miss her common sense and expertise.

I look forward to seeing you at the final event of the year, our Regional Specialty Show at Elora Gorge KC show, December 27-29 in Kitchener Ontario. Herb

2012 PWDCC National Specialty August 8-12, Milton Ontario PWDCC National Specialty Water Trial Laurel Creek Conservation Area, Waterloo, ON Judge Mary-Kay Schroeder August 9, 2012, 31 Entries I really want to thank the committee for asking me to judge this specialty. It is always an honor to judge at a specialty. And a big thanks to the water committee who made the day run smoothly despite the weather. I never heard anyone complain about the rain and there were smiles on the faces of the workers and competitors. The percentage of qualifiers was very high and for those that did not qualify, most were very close. It was wonderful to see so many new people to the sport and lots of young dogs that we hope will continue to train and become part of the water community.

Overall the Puppy exhibits were of excellent type, soundness, bone, depth of chest, pigment, coats. In a few I would have liked more leg and better proportion of loin to length of body and better shoulder layback. There were some very strong heads and muzzles with well-defined stops. I was please to see so many, even as puppies, covering ground as well as they did. The temperaments were superb. I was especially impressed with the 6-9 Puppy Bitch. For many their first time in the ring and they behaved like experienced campaigners, well done!

Louise Turcotte fut l’une des pionnières dans l’élevage des chiens d’eau portugais au Canada. Elle a commencé ses activités à la fin des années 90. Sous le nom de chenil Lolyka, elle a produit de nombreux champions dont plusieurs se sont placés dans le groupe et/ou ont remporté les meilleurs chiots de l’exposition. Elle a été la première propriétaire d’un gagnant multiple du meilleur de l’exposition (BIS) avec Chester (MBIS Can Ch Scrimshaw’s Chester of Lolyka CD) que l’on aperçoit sur la photo ci-dessus. Chester fut le premier chien d’eau portugais à se placer dans le groupe à l’exposition du Show of Show en 2002. Louise s’est grandement dévouée pour la race ainsi que pour ces chiens tout au long de cette aventure. Elle a combattu courageusement le cancer pendant plusieurs années.

LOUISE TURCOTTE 1962 -2012

Louise Turcotte was one of the first breeders of Portuguese Water Dogs in Canada, beginning her program at the end of the 90’s. Under the Lolyka prefix, she produced many champions; several placed in group and/or won Best Puppy in Show. She was the first owner of a multiple Best In Show winner in Canada with Chester (Multi BIS Can Ch Scrimshaw’s Chester of Lolyka, CD) picture above. Chester was the first Portuguese Water Dog to place in the group at Show of Show in 2002. Louise worked tirelessly to develop the breed and cared passionately about her dogs. She courageously fought cancer for many years.

She will be missed. Thank you and farewell Louise.

PWDCC Alberta Water Trial Results September 1-2, 2012 PWDCC Alberta Water Trial Wizard Lake, Alberta Judge Suzanne Malick, Beaverton Or September 1 and 2, 2012, 17 Entries

For the second year in a row, Alberta hosted a fantastic water trial. Why was it so great? Was it Alberta’s famous sunny skies? Nope, it rained. Was it Wizard Lake’s usual calm waters? Nope, we had big waves and whitecaps. The success was due to the teamwork of this small but mighty group of water enthusiasts. Everyone volunteered. Everyone smiled, and everyone enjoyed being at this event celebrating what our PWD’s were bred to do… work in the water. Out of 17 dogs entered, 15 participated, and we’re very proud to say that 10 titles/certificates were earned. Judge Suzanne Malick from Beaverton, Oregon, was quick to point out that was quite a high success rate. She also commented on the group’s camaraderie, and how everyone pitched in to make this trial run smoothly. As she was giving the “Spirit Awards” (an award given to a team the judge feels exemplifies a special bond between dog and handler), Suzanne mentioned that she could have given out many such awards on this weekend. Suzanne ultimately chose Perry Massner and Jill Weatherby to receive this honour. Our Judge also mentioned being very grateful that she didn’t have to give out a Volunteer Award, because she wouldn’t have been able to choose. Suzanne did point out that Jill Weatherby and Greg Illchuk rowed their hearts out almost all weekend, because they were our strongest rowers and we needed them to handle the big waves! Have you ever really thought about how many people it takes to volunteer during a Courier run for example? Gate steward, land steward, table steward, 2 rowers, and because the waves were so big add in 2 non-rowing boat stewards. That’s 7 people and it doesn’t count the folks who found the site, organized the trial, took entries, drove the equipment there, set up the site, brought morning snacks, did ribbons and prizes, or drove and fed the judge. With such a small entry, it meant that everyone wore multiple hats in the volunteer department. Thanks to you all! We can’t name all the individuals who contributed here but we need to say thanks to the PWDCC Water Trial Committee who

helped approve our site on short notice when we had to change it… and thanks to the PWDCC Board for supporting this event. Judge is confirmed, Virginia Lyne. We will be having a dinner after the Specialty at the show, catered by the Bingeman’s banquet facility at the show site. The Judge is not able to attend unless we have a luncheon which is an option. There will be a booster the day before the Specialty. There will be Junior handling, Stud dog, Brood bitch classes but no Sweepstakes. Perhaps we can arrange to have someone interview the judge and her comments could be shared at the event and for the Waterlog. Changes to Breed Standard document This is the insert that was included with the February Waterlog. The people whose dogs were on the cover were mailed copies as a thank you. Carla Molinari, as the custodian of the Bensaude archives, was sent copies and requested a change to include some European dogs showing the longer coat they are typically presented in. She is now happy with the changes to the cover. The standards document was published on our website and on Facebook by a PWDCA member and with resulting requests we will send out to those who wish them. We will charge for this to cover our costs. Herb suggests that copies of this be available at the Specialty in our registration packages. This document has been very well received by the PWD world. New Business Kijiji Ad for Quebec As a result of the Kijiji ad there was a request by a French-speaking lady for an adult dog. What can we do to help her? There was discussion about sending an email to Quebec breeders who are French speaking. But there is the issue of the board brokering dogs, even though we don’t take money for this. Are the older dogs being sold or given away? Does this put us in conflict with our own breeder list where our members are paying to participate, if you have a litter of 10 puppies, the cost is $350.00 ($150.00 and $20.00 per puppy) Is there a French speaking person on the list? It varies every year, this year only Henri Berube speaks French. Difficult to make an exception in this case. What about a blast out to entire membership? Is this just information, or brokering? What about using the club Forums? Unfortunately they aren’t used, forums seem to have been replaced by social networking. Can’t this person find someone help her to navigate with English speaking people? Not really a board issue, but came out of ad placed in Quebec. Let’s encourage her to find Quebec breeders, and we’ll blast everyone on the breeder list and ask do you speak French? Henri will be noted that he is a French speaking member of the breeder list. “parle francais”.

Alberta Water Trial The PWDCC WT committee will approve the site. Robin asked for a copy of our club insurance certificate to discuss the insurance coverage of the property owner with him this weekend. Our insurer has recommended that the property owner increase his coverage to at least $2MM liability per occurrence and to name us on his insurance for this event. She noted that an increase in our coverage from one million to $5MM (requested last year by the park where the Ontario water trials are held) costs $50.00 per year. The other alternative is for the property owner to get event specific coverage, but that would probably cost more than just increasing his policy coverage for the year. I spoke with another insurer and she also concurred that the $1MM coverage for an event like this is too little. If the insurance issue is resolved then the board can approve the trial as the budget issues are now resolved. National Specialty Budget includes high, low and reality columns. Each scenario shows a loss, going forward we will make every effort to control expenses. This year we have the added expense of judges’ travel, all who are out of town. It would be nice to have all board members contribute to the Trophy donations. Although it is early in the process, it would be nice to see this support to encourage other support. Ribbon expenses unknown given the entries. Mindy is working on several ideas for trophies. Mindy suggests that all placements, 1-4 get a trophy that is useful, one idea is silver picture frames with club identity. What about a coupon with the photographer? Too expensive. Dog show pictures are 8x10, idea was 8x10 ($14) for first, 5x7 for other placements. Larger trophies will be other ideas, waiting for quotes. Registration bags are being done by Mari using a branded Purina bag, as a giveaway to registered participants, there will not be a charge for this, contents are donated by Purina, Drewsar and Rens. We could do our own show branding on a luggage tag, which could be used later on personal luggage. Harry suggests hat purchases $7 each. Henri has a caterer for the show site party, north of the 401, the banquet caterer also does off-site catering. Roslyn and Henri will continue offline to coordinate this. Boat purchase Roy Vokes has researched and recommends purchasing a new boat, costing approximately $1,495.00 plus taxes. He further recommends selling the blue boat, which sits high in the water and makes it difficult for dogs to jump from. Should we keep it as a back up rather than selling it? Trailering issue, we have a double and single trailer. Herb moves that the PWDCC purchase a new boat recommended by Roy Vokes, Mindy seconds. Approved. Henri brought up Club merchandise Recommending the PWDCC consider demand ordering of merchandise from Humber College supplier. Special machinery to allow for one off orders. Shipping is $10.00 an item. A web site can be developed for ordering 3/4 business days turn around. So rather than have pre-ordered pre-purchased inventory, we could use this system. How much is ordered online? When you have an event you need to have the goods there? This would make merchandise available across the country. There is the option of broader use of items. Let’s talk to people who are managing this feature. Important to have merchandise at events. But stock is limited in sizes/colours for men’s items. With just in time ordering you can increase the range of items offered. Henri will send out link to Mindy so she can see what is offered. Quality is good.

Breeder List How do we address the situation if we learn that a participant on the list hasn’t sent in their health testing when they have a litter? It seems that no matter how we try to explain the new policy people are not getting it. Henri: we should expand the breeder contact function to include contacting breeders to send in their health testing. Perhaps we try one warning then removed for the balance of the year and the executive then deal with it in a hearing? But we need some consistent policy. Initially see how the new regulations are working and then develop a policy. If board members learn of a litter let the breeder contact know, and then Cindy contacts the person and reviews the situation. Then if it happens a second time, the board will deal with it. Herb, volunteers to be the breeder contact liaison. The breeder contact is not applying sanctions, but asking for compliance, and then if the breeder is not forthcoming with health stats, then the board should act on the lack of compliance. Breeders recently eblasted to remind them of the new Policy. And now we’re going to warn individuals, and then if there is another infraction then possibly suspend. Aren’t we rather toothless? How many people have followed the Policy this year? About three have complied. Henri recommends that the breeder contact contact anyone who she hears is not in compliance. Herb moves that the Breeder Contact be empowered to contact breeders who may not be in compliance with the current Policy, and to remove anyone who is not in compliance until the health records are sent to the Breeder Contact. Further, the Breeder Contact will keep records and will report back to the board on a regular basis. Henri seconds. Approved. Although we are dealing with negative issues of enforcing our policies, in the end we are moving to improving our club and protecting the breed. National Specialty update report Roslyn: everything is moving ahead, all entries are open on line on our web site. The ribbon selections have been sent to MJN but they don’t respond to requests for confirmation. Mindy’s trophy selection is powder coated cutout PWD garden ornaments in various sizes in aluminum with removable spikes, 68” for smaller trophies, 18” for larger ones. This is for the top awards, and irregular and unofficial winners. For BISS trophy, we’ll offer a custom one of the winning dog. Dog in lion trim, all are black. Class awards are 8 x 10 silver/wood frames, 2-4 placements are 5 x 7 frames the same style. We’ll order quantities that are reasonable and when we have the actual numbers check our quantities. As the frames are stock, if we need more, we can more easily fulfill the numbers.

However, breeders in Canada who claim ‘clear by parentage’ may or may not have DNA testing verifying parentage. The initiative is strong and sound, but the execution is not working. The idea was not to exclude breeders.

Breeder Policy Cindy Berube has resigned her position as Breeder Contact effective Dec. 31, 2012. We don’t know if this is a direct response to the new policy. There seems to be issues with execution. It appears that very few people are complying. Cindy does not want to have to police breeders. Herb followed up to see if he could get compliance. An Alberta breeder resigned from the list going forward. If solid breeders are not complying perhaps we have to look at the policy, what are the issues? Is it too onerous to send in health certificates on the sire and dam when you breed? People are not requesting the puppy packages. Didn’t forsee that breeders would just not comply. Cindy has attempted to remind people, we have eblasted the breeders. Should we canvas our breeders either by focus group or survey to ask what is reasonable? It is better to have something that people will comply with? Now with the 2012 regulations every litter that is bred must supply health documents and every litter must be puppy members. In the past, when you wanted a litter due listing you needed to send in health documents and puppy membership was a voluntary program. We could go back to a voluntary puppy program. Henri was a strong advocate for the changes, he agrees that not a problem in how the changes were communicated. The original issue was that the breeder list appeared to the public that it was an endorsement. The aim was to give the list some ‘teeth’. If these changes to the policy are causing larger problems in the club we must address this. Are we more onerous than the US policy? No. There was always the understanding that we would revisit the policy to fine tune the regulations. Such as breeding with non Canadian dogs. It appears that people might find the new policy intrusive.

Can we table this til after the Specialty? Should we amend the policy in the interim? Let it stand for the next couple of months until we have a clear direction for going forward. Or we could revert to former regulations. But it appears like capitulation before we know what the issues are?

Maybe a survey will illuminate what the issues are and will help us amend the policy to make it more workable. People are not communicating to us what issues might be, they are just not complying. The US club has similar issues. Some of the people are not complying just in part. Some breeders may feel the health testing policy is out of step with current realities, are there any dogs breeding now who are carrier’s of GM-1. Is it no longer relevant? Should the health requirements be amended? Not ready to open this up right now. Regulations can be modified. Before, people on the list who didn’t use the litter due could be there and not have health testing. Do we do the survey, or do we reverse the changes and take a stepped approach or is that confusing also. The perception is that the list is one of approved breeders by the general public. Even though the disclaimer at the top of the list explains the criteria of the list. The American program allows for only one parent tested for GM-1, they also accept CHIC clear by parentage for one generation.

The survey could simply ask: Do you believe that there should health testing regulations? Yes No If so, do you feel you understand the current club regulations? Do you have any recommendations to modify the regulations to make compliance easy? Would you be willing to discuss your issues on a club conference call with the board and other breeders?

The support for the program has decreased significantly. What are we to do in the interim when people are not complying? There is a breeder who has not sent in her puppy memberships. Cindy sent two requests asking how many pkg were required. Another breeder originally didn’t send in health testing, she simply forgot, and then did send in the health testing. If some pups aren’t sold, could she be waiting? If that is the case, we should wait. Herb will send out emails, and Cindy will remove people from the list if that becomes necessary. It will cause the people who are working on organizing this undue difficulty and the caterers need notice soon. Brawna Levy is working very hard on organizing hospitality, judges and merchandise events. Perhaps people wait until the last minute to register both dogs and people events. Our judge will have to take a car both ways to and from the airport as the volunteer has a conflict. The Banquet program will have to be worked out so the caterer can schedule the meal. The presentations are judges’ speeches, Silent Auction and Raffle items (basket, tub and dog bed), Thank you’s and announce the top prizes.

New Business Alberta Water Trial, new site and application made to the Water Trial committee, could be an algae problem, however, in September temperatures are cooler so less likely. Algae is a problem all over Alberta, weather will dictate. The Proviso that the board should make is that the water quality be tested before the event. The park wouldn’t allow swimming if there is a bloom. Mindy moves that the board approve the Water Trial at Wizard Lake subject to that there are no government advisories for green algae and that the insurance policy of the park is acceptable, seconded by Roslyn. Judy in her resignation letter criticized some aspects of the 2012 Specialty. Roslyn replied to Judy by email and Henri commented to Herb in an email. In response, in the future, cash donations to the Silent Auction should be acknowledged at the event. Language describing cash donations will make clear that money will be used at the organizer’s discretion to purchase items not necessarily for the exact amount donated, there may be several items purchased or funds may be grouped. Rally, we were informed very late by the Show Secretary that we couldn’t give a ribbon for Rally, the qualifiers got a trophy, and the results were announced at the Banquet. Judy’s donation for Rally was diverted to Obedience as indicated in the show catalogue. She should have been informed and if something of this nature occurs again, the donator will be informed. The Obedience HIT ribbon which was not available at the show will be sent to Robin. This was again an issue with the Show Secretary who supplied the ribbons. Other issues by Judy raised were misplaced, free parties? Additionally, we will acknowledge cash donations to the Silent Auction in the Waterlog. Three other people donated cash but no one else had an issue. We do have some issues with director distribution across the country to comply with CKC regulations. We can cast a broader net, Mindy has some ideas of people to contact. A CKC board member has assured Herb that as long as we make an effort to comply with regional representation on our board we should not have an issue with the CKC. The rule specifies that the club have directors from 4 of the 6 regions: Atlantic, Quebec, Ontario, Prairies, B.C. Yukon and Territories. It would be good to have someone on the board who is not a breeder. There are strong and passionate pet people and it would be great to have their perspective and input. We need more people who are involved in performance, water is what will grow our club. In Ontario

the Water program is very strong and will grow the club. The PWDCOntario trial was sold out, the waiting list was full. In discussion with Cathy Gadd and Lorraine Wilson, perhaps the next step would be to develop Canadian judges. Old Business National Specialty re Water Trial signage: Deb Graffmann of Kilbride has been contacted by the local bylaw enforcement in Waterloo about our Water Trial signage posted on a public road. The reported fine is $600.00. If we receive a summons we can try to fight it. (Subsequent contact by the Waterloo Regional Bylaw enforcement officer was purely informational, there will not be a summons or fine, in fact, she wanted to return our sign.) We’re waiting for reconciliations from Kilbride and MJN and Brawna. Ballpark there is probably a loss of up to $6,500.00. As soon as I have the final figures I will distribute the report. There was a request for a Best Veteran Female ribbon. However, this was not an award in our premium. This person received the best veteran overall. The show secretary advised Herb that there was no Best Veteran Female award. Herb will check again with MJN. Good feedback from judges, they felt well cared for and thought it was a great specialty. Mindy’s awards were outstanding, and her MC’ing at the Banquet added to the ambience and made it a friendly, warm event, people stayed, the Raffle earned $498.00, (some US currency), the Silent Auction was well attended. The prizes and ribbons were commented on by people at ringside. There were lots of extra ribbons, there weren’t that many absences, and the order was to our counts, Roslyn will take an inventory to determine what these extra ribbons were. Kilbride wants us back next year, however, it is probably too onerous to hold a yearly specialty. Also, we have tried to move the Specialty across the country. Robin, the president of the Alberta regional club, and Herb spoke about having a closer relationship between the national and Alberta clubs. Perhaps Alberta might consider a Regional Specialty? Should we consider a yearly Specialty? There were some issues with Kilbride/MJN organization. Kilbride offered to share the cost of our tent as they used it for the WH Specialty on Sunday. MJN was late with the catalogue pages and there were errors in the entry numbers. For the Working and Herding Specialty all Working Veterans were not allowed back in the ring at breed judging by MJN even though the language describing Veteran judging was identical to the language for our and other specialties where Veterans were included in breed judging as is the norm. Breeder Program Survey There has been a lack of compliance with the changes to the Breeder program made in 2012. We have discussed a simple survey to seek input and understand the issues from the breeders’ perspective to make the program more responsive. Henri will circulate some questions together. Selling the Blue Boat Roy would like to buy the single boat trailer, and suggests selling the blue boat. We could blast the members, and perhaps Roy will help us determine an appropriate price. If no members are interested we could then post on the PWD lists. Its been suggested that the club purchase a matching boat to the new boat which is light and very maneuverable, and collapsible fencing at approximately $250.00 that would make site set up, storage and transportation very easy. Let’s ask for a quote and specs on the fencing. Roslyn moves to sell the Blue Boat, making it available to members first on the club web site and in the Waterlog and then to the PWD community and then publicly, seconded by Henri. Approved. 18

Board membership We currently have directors in BC, Ontario, Quebec. Officers don’t count. Our officers cover Prairies, Ontario. Roslyn will outline the nomination process from our Bylaws and add to the minutes. Our AGM should be scheduled for early February to help make a quorum. We need 10% of the members present to hold a meeting. We can hold the meeting on the conference call system. The board term is ending at the end of this year. To elect a new board a nominating committee is struck and puts together a slate. Other people can be nominated and if so, then there is an election. Next meeting is scheduled for Thursday Sept 13th. AGM, Board Nominating Process Timeline: • Feb 7 AGM second Thursday in Feb 2013 • Nov 10 3 months before AGM Nominating committee struck • Dec 19 60 days before the AGM, notice goes out to members • Dec 27 6 weeks before, the slate mailed out to membership • Jan 10 4 weeks before, nominations other than the slate must be received by the Secretary Article II. Meetings Section 1. Annual Meeting. The annual meeting of the club shall be held in conjunction with the club’s specialty show if possible; at a date and hour designated by the Board of Directors. The Secretary shall mail or email written notice of the meeting to each member at least 60 days prior to the date of the meeting. The quorum for the annual meeting shall be 10 percent of the members of the club in good standing. In the absence of a quorum, the members present may adopt recommendations to be presented to the membership for decision by written ballot cast by mail. A nomination Committee shall be chosen by the Board of Directors three months before the Annual General Meeting. The committee shall consist of three members from different provinces, all members in good standing, no more than one shall be a member of the current Board of Directors. The Board shall name a chairperson for the committee. The nominating committee shall nominate from eligible members of the club one candidate for each office and each position on the Board of Directors and shall procure acceptance of each nominee so chosen. The committee should consider geographical representation of the membership to the extent that it is practicable to do so. The committee shall then submit it’s slate of candidates to the Secretary who shall mail or email the list, including the full name of each candidate, and the province in which the person resides, to each member of the club 6 weeks before the Annual General Meeting so that additional nominations may be made by the members if they so desire Additional nominations of eligible members may be made by written petition and addressed to the Secretary and received by email or mailed at his or her regular address at least 4 weeks before the Annual General Meeting signed by two members and accompanied by written acceptance of each additional nominee signifying his willingness to be a candidate. If no valid additional nominations are received by the Secretary on or before four weeks before the Annual General Meeting, the nominating committee’s slate shall be declared elected at the time of the annual meeting, no ballot shall be required.

From the Board To all PWDCC Breeders and those who currently participate in the Breeder Program on the PWDCC web site For 2013 the Breeder Program will revert to 2011 Policy. Details following: The PWDCC Breeder Program was developed to support PWDCC Rescue to cover the expenses of assessing and re-homing PWDs. Our Member Code of Ethics requires all member breeders to assume life-long responsibility for re-homing all puppies they produce should this be necessary. But, as the PWDCC is often faced with non-member breeders who don’t take responsibility for their dogs, PWDCC Rescue steps in to re-home these dogs. To qualify for this program, breeders must be members of the PWDCC for at least one year before being eligible to be on the Breeders’ List. (Updated March 18, 2010). Member breeders can support Rescue by

signing on to the Program and additionally have the benefit of being listed on the award-winning PWDCC web site. At the beginning of each fiscal/calendar year, the breeder submits his/her application, the application is posted on the club site and mailed with membership applications in October: • A $100.00 contribution per year secures a breeder listing on the PWDCC site in the NEW PUPPY/BREEDER CONTACT section. • There is an additional $50.00 charge for a web site link should you require this. The web site listing is updated January 31st of each year with renewed participants. (Updated January 16, 2011). Litter Due Listing Each breeder participating in a fiscal year can list all or any litters due by sending a completed Litter Due form with all the supporting health documents currently required by the PWDCC or, check the PWD Health & Litter Database box if your dog is listed. It is recommended that all breeding dogs and each litter is registered with the

PWD Health and Litter Database. All Health and Litter information is now accepted through the PWD Health and Litter Database, online through the PWDCA web site. When a bitch is owned by two or more breeders, all breeders have to be members of the PWDCC in good standing and all breeders have to be participants of the PWDCC Breeder Program and be individually listed on the PWDCC web site. The Breeder Contact coordinator activates the LITTER DUE ENTRY. It is requested that all breeders notify the coordinator when their litter is sold. At that time the listing is removed. Participation in the Breeder Program does not confer endorsement by the PWDCC of any kennel, its breeding program or practices.
