Government ignorance hampers cleaning sector progress Jim Melvin, chairman of the British Cleaning Council, recently sent out an impassioned plea to all major stakeholders across the cleaning and hygiene sectors, requesting their ‘full support, endorsement, and involvement’ in holding the government to account over a number of serious shortcomings in its treatment of the cleaning and hygiene sector. Frustrated by a lack of action by the recently-formed APPG for the cleaning and hygiene sectors, the BCC recently called a meeting of APPG members to understand the disconnect between what had been promised and what had (or had not) been delivered. The response from MPs left Jim and fellow BCC members in attendance shocked. Some of the feedback received included: 1. The use of the APPG to bring attention to the resourcing issues was not a good idea as there ‘were so many other industry sectors in the same boat who were lobbying government’. 2. Despite adaptations being made for HGV drivers, fruit pickers and poultry workers, the government would not give any leeway in relation to the Immigration Act or in temporary visas for the cleaning sector as it would be ‘political suicide’. 3. The sector remained one that was seen as ‘low skilled’ and one that employed ‘cheap foreign labour’. The government’s appalling disregard for the incredible work undertaken by the cleaning and hygiene sector throughout the pandemic is astounding. Jim Melvin said: “It is clear that we will not get the support or lobbying opportunities via the APPG and therefore we intend to take action (ourselves)…We will formally request that the APPG pick up and lobby on three named concerns - protection and recognition of the role of cleaning and hygiene operatives and personnel as being in an essential and key occupation; recognition that cleaning and hygiene is both critical and essential in restoring the confidence of the nation in returning to work and normality, thus aiding the UK economy to recover; and being fully committed to the adoption and recognition of the Apprenticeship Levy as a universal training and accreditation in cleaning and hygiene across the UK. In relation to the resource issues and concerns, we intend to organise a mainstream media campaign which will pull no punches in relation to the issues, our concerns for the health and welfare of the public and our clients, and we will
seek to discuss, produce and agree both a short-term strategy to get over the immediate concerns whilst planning a longterm strategy with government involvement. This will highlight and produce an image of an industry that is a £55 billion per annum concern, one that employs 1.5 million people… and one providing a service that our teams have delivered quietly, efficiently, bravely, and in a very skilled manner across the pandemic, a fact that must never be forgotten!” The BCC has created a list of questions that it is asking all stakeholders to complete and return to Simon Hollingbery, secretary of the BCC, at: compsec@britishcleaningcouncil.org: 1. What was your vacancy percentage prior to the current resource issue? 2. What is your vacancy percentage today and has it decreased/increased? 3. ‘Burnout’ risk due to severe staff shortages INDUSTRY leaders have warned that cleaning staff in healthcare, hospitality and other parts of the sector are facing burnout because of increased workloads due to the COVID-19 pandemic and severe staff shortages. The extra procedures and protocols put in place during the pandemic to protect people’s health along with the current severe staff shortages in the sector, compounded by staff absences due to winter illnesses and the disease itself and increasing numbers of personnel leaving the industry, have created a dangerous cocktail which has raised concerns for the health of staff. The crisis in the cleaning and hygiene industry is so severe and widespread that the British Cleaning Council (BCC) warned recently that the health of members of the public could be put at risk because of difficulties maintaining the measures needed to keep the UK’s buildings hygienically clean and reduce the risk of the COVID-19 virus spreading. A JOB WORTH DOING - A CONTRACTOR’S BLOG C&M
Is purified air the answer to our problems? Lee Andrews, CEO of DOC Cleaning, reports. SHOWING my age, I know, but one of my favourite tunes of yesteryear was the Hollies in 1974 singing ‘All I need is the air that I breathe’. Could this become a popular slogan for the way we deal with COVID in 2022, I wonder? In April last year, the World Health Organisation updated its guidance on COVID-19, placing far greater emphasis on inhaling airborne droplets as a way of transmitting the virus than touching contaminated surfaces. Soon afterwards, the Centre for Disease Control and Prevention (CDC) made similar changes to its own COVID-19 guidance, also placing the inhalation of aerosols firmly at the top of its list of how the disease spreads. Fast forward and the NHS now has a preferred supplier for portable, hospital-grade air purifiers, developed for Scandinavian hospitals, and trusted, so the supplier claims, by businesses globally. The product claims to trap and destroy 99.97% of airborne bacteria and viruses, including the Coronavirus family. The HSE’s position on air purification units in general is positive, if cautious, saying they have a role to play, but that ‘these units are not a substitute for ventilation. Organisations should prioritise any areas identified as poorly ventilated for improvement
in other ways before thinking about using an air cleaning device’. So how does this affect the cleaning industry? Well, on the one hand, anything that reassures people that they can occupy buildings safely and confidently is clearly to be welcomed. Yes, there will always be people who worry about air being recirculated that has in any way been ‘treated’, even though the units available are just trapping and killing the virus. And, if anything, the next logical step - the circulation of antiviral ‘chemicals’ in air-conditioning systems – could potentially be a much harder sell. Then there’s the problem of how to install any such technology in mobile locations such as buses and trains. When all’s said and done, however, what the current wave of infections has shown us is that stopping transmission is critical in enabling the economy to function properly without mass absenteeism due to self-isolation and we need to enlist the support of technology to achieve this. Any cleaning contractor will be grateful for measures that reduce infection amongst our own staff, particularly if it means, for example, early morning cleaners going to work in a building where a purification system has been switched on all night.
Looked at from another angle, we have of course become expert at a new style of ‘anti-COVID’ cleaning that combines multiple techniques in order to keep buildings safe and one could argue that this expertise might be devalued if a slam dunk, anti-viral air cleaning system is introduced that results in our expertise being downplayed. Realistically, however, I don’t see that happening. The quantum leap in the perception of cleaning as something that guarantees hygienic cleanliness alongside visible cleanliness is surely here to stay. It could potentially be years before air purification technology becomes widespread and economical, whilst transmission by touching a contaminated surface will most likely be with us for some time yet, meaning that regular cleaning will remain vitally important in combatting the disease. Whatever direction the technology takes us, it feels like we desperately need some positivity in order to start restoring the confidence of building users. As an industry, we are working hard to maintain hygienic environments. Let’s have some good news, please, from the Government and employers to support the idea that buildings can be occupied safely provided that sensible precautions are taken. WWW.DOCCLEANING.COM

Custody cell cleaning – a unique challenge for cleaning professionals IN the UK, custody sergeants are responsible for the welfare of arrested individuals and detainees during their time in custody, which includes providing a hygienic holding cell.
