JOINT OPERATION TARGETS UNDERAGE DRINKERS & FAKE ID Teenagers bragging about underage drinking on social media sites have triggered a new crackdown in and around licensed venues in popular beachside towns in the lead up to Schoolies Week. Minister for Tourism, Major Events, Hospitality, Racing and the Arts, George Souris, said the Office of Liquor, Gaming and Racing (OLGR) and NSW Police have launched the joint operation to stop minors getting into pubs and clubs and accessing alcohol from bottle shops. “The first leg of the program, Operation Uncover, was held in Newcastle last night

Harish Velji Pride of Sub Continent Community By Mukesh Maru The Labor Party has announced its most prestigious McKell Award. This award is the highest honor the Labor Party can bestow on its member, Harish Velji, a person of the Sub Continent heritage is one of them. This choice of the awardee underlines the Labor Party’s recognition of the dedication and leadership of Harish Velji, who has tirelessly worked to build bridges between the Labor Party and the Sub Continent community thereby winning over the confidence of this important community. The Sub Continent Community in Sydney received the news of the award with tremendous pride. His positive politics of inclusive style of adding people to the group and encouraging leadership within the community has proved the biggest source of his success! Harish had been helping the Labor Party prior to 1996. However the loss of the Keating Government inspired him to finally join the Labor Party. After joining the Party he has held various positions including Secretary of the Kariong Branch of the Labor Party for 13 years and now President of the branch. He is the founder of the Sub Continent Friends of Labor. He had visualised the concept as early as in the 1990s. However it was the present New South Wales Labor Secretary Sam Dastyari who saw potential of this group’s community service and pushed for its formation. Thus with the help of number of other people, the Sub Continent Friends of Labor was born with Harish as its chairperson. About two years back, a group of people including myself asked Harish for a meeting and requested him for active participation in the community activities as our community required an honest and dedicated leader. This was necessitated as many of our current ‘community leaders’ were found to be only self serving and the community needed a new direction.

Since then, Harish has provided this new direction for many of the community organisations. Harish also served as the Secretary and the Treasurer of the Central Coast Convoy for the Kids that raised over $4million for the local children related community needs. He also championed the cause of mentally ill. Harish campaigned against his own New South Wales Labor Government in an effort to change the Mental Health Act. The change was to give greater role for the families of mentally ill for the management of this illness. In 1982 Harish was asked to help in Fiji to act as a campaign manager in one of the most marginal seats. One of the most disturbing elements of a political campaign was that the government of the day had a Carroll Report that enlisted strategies to exploit Indian versus Fijian sentiments. The report also told of how to exploit the various Indian linguistic groups such as Gujarati, South Indians, and North Indians etc. As if this was not enough, the Report threw another hand grenade by encouraging religious rivalries - Hindu versus Muslim. “Having seen some of my Sikh friends being beaten up during the Pauline Hanson era and later John Howard not only adopting her policies but going further, is blight to our history!” said Harish Velji. “When the United India Association, during India Australia Day Fair in 2007 gave a heroes welcome to the principle participants in Dr Haneef Affair, it made for a sad moment for the Indian community in Australia.” Harish said that working with our community has been greatly satisfying but it nevertheless takes a toll on your health because of the oily and spicy food we eat and it usually is served very late. With dazzling costumes, sweeping dance numbers and a dramatic plot, Krishna Leela: The Glories of Lord Krishna will bring the life and times of Krishna to the Sydney stage on Friday 7 October at Marana Auditorium, Hurstville Entertainment Centre. The show is produced by Kala Indian Arts & Culture Association, a non-profit Sydney based organisation which endeavours to raise funds to support India’s old-age population through arts and cultural events in Australia. The show is choreographed by Sumati Nagpal of Harris Park-based Swastik Institute of Music & Dance and features about 50 performers who’ve learnt the Indian classical dance form of kathak over the last few years. “Kala serves two purposes. Firstly, it gives me the opportunity to spread the knowledge of India’s beautiful classical dance forms in the West,” says Nagpal. “There are so many young people of the Subcontinental diaspora who want to be close to their culture and heritage, and learning a traditional dance form is a great way to do that.” “Secondly,

The stage show revolves around the life of young Krishna, with the story starting in Krishna’s cruel uncle Kans’s kingdom long before Krishna is actually born and ending with Kans wadh (Kans’s annihilation) by Krishna – signifying the triumph of good over evil. There are 16 dances in the show, ranging from solo numbers to group sequences of up to 10 dancers, and from pure kathak pieces to folk- and even Bollywood-inspired dances. The script is written in Hindi, but with regular interjections by an English narrator, the story is communicated to all the audiences, whether they speak Hindi or not. The cast of performers have been rehearsing for several months now. “So many dances are being rehearsed, the script and dialogues

Minister for Police and Emergency Services Michael Gallacher has today welcomed the latest Bureau of Crime Statistics data which shows a drop in several crimes while others remained stable. “The second quarterly report for 2011 shows that crime rates in the major categories remain stable or have fallen,” Minister Gallacher said. “These latest figures give both Police and the Government an insight into the crime trends occurring and provide a guide to future problem areas. The report found that for the last 24 months to June 2011 there were decreases in: Robbery without a weapon - Down 16.3% Motor vehicle theft - Down 9.8% Malicious damage to property - Down 6.8% All other major offence categories remained stable. The report noted increases in possession and detection of supply and trafficking offences of some drugs. “It would be fair to say a great deal of this increase can be attributed to the hard work of the NSW Police Force,” Minister Gallacher said. “More police on the beat, making use of better and more effective investigative capacity, all result in increased detections. “We are determined to continue to see reductions in crime across the board. The NSW Government is backing the NSW Police Force with the resources and the powers they need to achieve this,” Minister Gallacher concluded.

Interview with Dr Geoff Lee, state MP for Parramatta

Nishtha Handa, the newest member of the Hindi Gaurav Team spoke with Dr Geoff Lee, Liberal MP for Parramatta on Friday the 16th of September. Dr Lee talked about the district of Parramatta and Harris Park and discussed Indian Community concerns, local community involvement and plans for exciting new community and government initiatives. Nishtha: So with a background in science, business and education, how did you get involved in politics? Dr Geoff Lee: Very unusual story. I worked for myself most of my life in small business. I had a garden centre and a landscape construction business. I worked seven days a week, for ten years. I decided to sell my business and then I worked at the University of Western Sydney. I was fortunate enough to become the Associate Dean. I enjoyed that. I got my doctorate. Then part of my role there at the University was to do a lot of work with government and industry and so I used to meet a lot of ministers. So when the opportunity arouse I thought why not take the opportunity. I can give something back to the community? Nishtha: Great! Being involved in politics, how have you found your experience with the community of Parramatta? Dr Geoff Lee: I first moved to Parramatta in 1992 so I think it was a wonderful insight into how Parramatta and the whole electorate actually works. Whether it’s the business community through the Chamber of Commerce, whether it’s working with the council, which I used to do a lot of, whether its community groups or the residents, which we used to serve through the garden centre. It’s been an excellent insight to see the needs and what needs to be delivered at the local level on the ground services and resources required. Nishtha: Okay. Where do you see the Indian community fitting into Australian Politics? Dr Geoff Lee: I think the Indian community is actually under represented in politics. One of the things, especially in the Parramatta electorate, I would like to encourage is for more people with Indian ancestry to step forward. Interestingly I am second generation, half Chinese. And it’s interesting that I am the first person directly elected to the lower house with any Chinese background for the New South Wales Parliament. Especially in the Parramatta electorate we have something like 9000 people who live in the electorate with Indian ancestry and they are certainly under represented so we would like to do everything to encourage those people to join which ever party – it doesn’t matter if it’s the Labor Party, Liberal Party, Greens or Independents - to step forward. Nishtha: And how do you go about doing that? Encouraging Indians to be involved?

Dr Geoff Lee: Certainly it’s about talking to people. As we meet people it’s encouraging them not only to play a role in their local community but also if they feel inclined then certainly, for me obviously, to join the Liberal Party. Nishtha: Okay. So Harris Park is a central hub for Indian small businesses – Food and Fashion businesses. What sort of support is being given to those small businesses? Dr Geoff Lee: Harris Park, I think has had a transition from being dominated by the Lebanese Australian community some ten years ago. In the last five years, Indians have really embraced the area and have made some wonderful changes. What I have done in Parliament is mentioned on several occasions and talked about it in parliament about the wonderful benefits – the food, the fashion, the shopping, the groceries and the nightlife. You can go there at 11 o’clock at night and still dine out. I quiet often dine out at 11 o’clock at night with friends and family in Harris Park. So we are looking at organising, through the Chamber of Commerce, things we can do to support them in terms of the local community. But it’s really up to the local community to come up with many of those ideas and for me, representing those people, is to support those ideas and push them forth in the government agenda. Nishtha: Both Parramatta and Harris Park are homes to many skilled migrants and students. Dr Geoff Lee: I think we should not forget Westmead and Wentworthville, also have very large and successful communities where many Indian Australians live. Nishtha: Yes. What avenues are being provided to support these skilled migrants and students who have recently arrived from India? Dr Geoff Lee: One of the things I personally believe, having a background in University is to encourage, not just Indian students, but Chinese or wherever they come from Taiwan, Indonesia, Saudi Arabia, all international students to come here because I think some of our best Australians come in on student visas, stay here for 2 years, whether they get the degree. Economically it makes sense too because all of a sudden they are spending $40,000 on an education and another $40,000 on living and they get a degree and I am in favour of those people staying here in Australia and becoming Australian citizens. Australia benefits over the whole in terms of having well educated, very good people that already have paid money and will contribute to the economy. So I’m mostly in favour of international students staying in Australia and I can see the value. I’m disappointed in the Federal Government in the uncertainty they have put especially in the last couple of years to the changes they have made to immigration, which is a Federal issue that makes it harder for Indian students to come to Australia and to be able to study because they make not only wonderful students but also wonderful new Australians. Nishtha: The next question I had was regarding cultural diversity. Parramasala is a great initiative that has been brought about. But why is it that there are no Indians on the actual organising board for this event? Dr Geoff Lee: I am looking with the minister and I have been in consultation with George

Souris, the Minister for Tourism, Events, Racing and a lot of other things and this falls under his remit. We’ve been in government since March, so not a long time by any standard, and its really getting our head around projects like Parramasala which I have a very keen interest in to making sure that we become even more successful but to also involve more local communities. When I go around, what I am hearing about Parramasala especially is that local communities aren’t particularly involved. Whilst the government supports it financially, I think its always a risk when we are just paying out money and not suiting the needs of local community and the Indian community. It will only ever be sustainable if we attract segments of the Indian community to actually take ownership and support those people in the community and say what do you really want in Parramasala? Then we are assured that we can build it up not only from its 40 or 50 thousand people that attend over the oneweek to ten day period but why can’t we have a quarter or a million or half a million people? I see that as a peak event that I will always be fighting for to keep and to expand. But why can’t we use it to integrate not only Indians but also other Australians and other communities? So that people from right around Sydney come to Parramatta and that’s what I’m very excited about. But that will take a little bit of time and the only way we are going to reach those scales is actually involve the local community and get them on the board or get them owning events and building it around those events that are possible. I go to many Indian events and an event with three, five or ten thousand people is just a normal weekend festival. One of the fantastic things about the Indian community is that they love their festivals. So I think getting a quarter of a million people is not out of the realm. Nishtha: Yup. So do you think by having an Indian community member on board you will be able to reach out to a wider range of people? Dr Geoff Lee: Whether it’s an Indian community member, someone has to be culturally sensitive and understand the community. Whether it’s on the board, whether it’s informing on the decision making process, the right people need to be on the board and I haven’t looked at the composition of the board myself. I understand that it has carried over from previous years. I know there are a couple of Parramatta councillors on the board and they are the only ones I actually know. I would say to you, the most important thing is to have the right people on the board, making considered decisions to reflect the communities needs and the tax payers needs who actually fund it too. So whether that’s an India person, a Chinese person, whether its an accountant, whether its an engineer, it needs to be the right people on the board. Nishtha: Most definitely. So in regards not just to Indian community members but community members in general, Parramatta and Harris Park have issues to do with parking. What’s happening with that? Dr Geoff Lee: Parking is a problem for all of Parramatta. It’s part of being a city. It’s part of being the capital of greater Western Sydney. I think the council has done a good thing by removing the parking meters in Harris Park, to


f lrEcj & vDrcw j encourage people to come and shop and stay for a couple of hours. I don’t think we are ever going to solve parking issues. What we need to do is focus on alternates such as buses and trains to make public transport more convenient and easy to use. I don’t think there’s a city in the world that’s been able to build enough highways to deal with our congestion. My own view on parking is that it is a critical issue for Parramatta and Harris Park. As the member for Parramatta I will be lobbying to get as many of those people that work in the city or in Harris Park into parking areas for funding of parking stations on the outskirts so that you can drive there in the morning, park your car, take the shuttle bus, go into town and then at night you can come and pick your car back up again. But that requires significant investments in terms of car spots and we probably need in our area of Parramatta and Harris Park, five to ten, maybe even twenty thousand car spots and with the average price of $25000 a car spot for development, we are going to have to chip away at that slowly. Nishtha: Yes, using public transport is definitely something we should look into. Dr Geoff Lee: Yes, public transport is the answer because anybody that has a car fully well knows that it is very busy, but during school holidays they say that’s only a 3 to 5% reduction of people on the roads. Therefore what we need to do is encourage that 3 to 5 % to use public transport, that clears up the roads. So it’s all about trying to invest more in public transport. I think the State Budget this year was good in terms of committing works to the North Western Rail links, an area that will grow by a hundred extra thousand residents is predicted over the next twenty odd years to get people out of their cars and onto the trains. Nishtha: Great. There has been significant

WWW.HINDIGAURAV.COM developments in Parramatta but are there any plans for uplifting Harris Park Station, in terms of getting more lighting and possibly a lift for disability access? Dr Geoff Lee: Not only does Harris Park but Wentworthville station actually needs lifts. Our State Government have actually announced a program – special funding for stations right around. New South Wales is being prioritised in terms of the busiest stations will get the lifts first. Obviously Harris Park needs the lifts. Now lighting is a separate issue in terms of security and I would be more than happy to make representation and push for additional lighting to improve the safety. I think safety is a concern especially right around the Parramatta electorate. Nishtha: Mr. Nehal Gupta has become the chairman of the Multicultural Business Advisory. Can you tell me a bit about that initiative? Dr Geoff Lee: The Multicultural Business Advisory committee is actually a way that we are feeding back because Australia is such a diverse population of people that come from lots of different parts of the world, it’s about the State Government recognising it’s not based upon Anglo-Saxon businesses. There’s a huge Indian Community with a ninety odd thousand people here in New South Wales, there’s a huge Chinese Community. These communities, whilst we are all Australians, we need to be informed about we can best work with the communities and so the government can make policies and legislations to best look after everybody around the whole State. It’s that diversity, especially Parramatta they say is very typical of the whole of Sydney. It’s like the average – the average wage, the average size household and the average mix of people with different ancestry. I think it’s a fantastic

way to feed back to the government and listen to the communities that have traditionally not had much of a voice in government. Nishtha: Finally, how does the O’Farrell government plan on continuing to promote multicultural diversity in New South Wales. Dr Geoff Lee: Well one of the good things we are initiating now is the advisory groups as well as the Business Advisory Groups, there are other advisory groups and I am the co-chair along with David Elliot on the Indian Multicultural Advisory group that advises the minister on different programs. So what we are doing at the moment is putting together community leaders for approval of the minister, Victor Dominello. That committee will then meet and decide on its own priorities on how best, what we need to focus on in terms of feedback to government – the pipeline of information that goes back and forth. Also two-way communication, not just telling what we are doing but certainly understanding the community. And my view is for the committee to actually suggest projects, initiatives, ideas or things that we can do as a committee. It’s what we can focus on as a government and work towards in terms of better catering for people with Indian ancestry. Dr Geoff Lee’s Final Message to the Indian Community: I feel that I am in a very luck position to be in Parramatta and have such a wonderful Australian Indian Community. I go to as many festivals and I never stop being impressed by the enthusiasm and the participation of the Indian Community. Avoiding Victoria’s top five shopping problems Consumer Affairs Victoria helped more Victorians than ever in the last financial year, with almost 142,000 consumers contacting Consumer Affairs Victoria for advice on shopping problems and around 10,600 downloading the MyShopRights smartphone application. “Clothing and airline services refunds topped the latest top five list of consumer complaints as the most common fair trading issues for Victorian consumers,” Minister for Consumer Affairs Michael O’Brien said today. The top five shopping problem complaints for Victorians in 2010-2011 were: 1. Refunds for clothing & apparel (891) 2. Refunds for airline services (775) 3. Defective electrical appliances including whitegoods) (733)

4. Defective furniture, furnishings & homewares (including manchester) (614) 5. Warranties, rights, remedies and guarantees of electrical appliances (including whitegoods) (604) Mr O’Brien said that not everyone is fully aware of their rights when buying goods and services, but the Australian Consumer Law (ACL) campaign had been very successful at helping consumers to understand their rights. “To help avoid these problems, the free MyShopRights application answers common shopping questions including guidance on ACL. Because it is stored on phones, consumers can refer to it

when out shopping,” Mr O’Brien said. “It is also providing consumers with instant information on refund, warranty and lay-by rights, and can store photos of receipts to show proof of purchase.

Residential tenancy changes benefit tenants, rooming house residents Tenants and rooming house residents will be better protected by changes to legislation which take effect this month, Minister for Consumer Affairs Michael O’Brien said today. “The change of season brings changes to how estate agents and landlords operate in relation to tenants and rooming house residents,” Mr O’Brien said. Amendments to the Residential Tenancies Act 1997 include: - increasing the maximum amount a landlord or property owner will have to reimburse a tenant or resident who pays for urgent repairs; - setting guidelines for property agents for reporting suspected unregistered rooming houses; - expanding the powers of the Director of Consumer Affairs Victoria in relation to rooming houses; and -regulating residential tenancy database checks; Tenants will be entitled to reimbursement by the landlord or property owner for costs of up to $1,800 for urgent repairs including GST, up from $1,000. This maximum will also

apply when a tenant or resident seeks a Victorian Civil and Administrative Tribunal order for urgent repairs. “This is the first time the amount has been revised since the Act took effect in 1997, bringing it more in line with the costs for emergency repairs a tenant could face,” Mr O’Brien said. In changes affecting regulations about rooming houses, landlords and agents will have to report suspected unregistered rooming houses, and the Director of Consumer Affairs Victoria has more power to initiate investigations. “From 1 September, landlords and their agents will have to notify the local council if they suspect their property is being used as an unregistered rooming house. Consumer Affairs Victoria has prepared guidelines for landlords and agents to help them meet their obligations, so they will be clear on what they have to do,” Mr O’Brien said. “Consumer Affairs Victoria has consulted with the REIV about the changes, and in addition all estate agents in Victoria will receive information from Consumer Affairs

about the changes,” Mr O’Brien said. Mr O’Brien said the revisions to the Act would tighten the use of tenancy databases and protect tenants. If a landlord accesses information about a tenant on a tenancy database, they must inform the tenant in writing within seven days. Mr O’Brien encouraged landlords and agents to be mindful of when they can and can’t add a tenant to a database. “Under the Residential Tenancies Act, if a tenant signed an agreement and then breached it by not paying the rent, or used the property for illegal purposes, they can be listed on a database,” Mr O’Brien said. “The tenant cannot be listed for exercising their rights, for example, by asking for repairs to be made. “Tenancy databases can be a valuable tool for real estate agents in assessing the suitability of tenants, however it’s vital that they be used appropriately and with the knowledge of tenants.” More information about renting can be found at consumer.vic.gov.au/ renting or by calling Consumer Affairs Victoria on 1300 55 81 81.
