INSTITUTIONAL INTERVENTION

Since Shenzhen migrants are the city's primary labor force, the right to urban household registration and access to social housing becomes a necessity to decent living conditions. On the other hand the cost of the city is very high and purchasing land from farmers to sell it to developers did not prove to be a sustainable way of financing projects. The costly demand of social housing and expansion of social benefits (Hukou rights) to rural migrants could be met by enabling farmers to sell their rights to legal real-estate developers paired with lucrative economic incentives under the rigorous public, community association and NGO's supervision that play a major role in transparency and enhancing public interest rather than directing the development towards the only ultimate target of making of Shenzhen a new business hub.
