Citizen report
On April 1, 2022, East Berlin Methodist Church posted the message "Pray for our little church" on social media, along with several photos of firefighters battling an early morning blaze at the house of worship. Fire destroyed part of the roof, and led to the church building being gutted.
Congregants of “The Little Church with a Big Heart,” while devastated, persevered. And they stuck together.
Now, nearly a year after the fire, the process of rebuilding East Berlin Methodist Church has begun. On Sunday, a groundbreaking ceremony marking the start of the job was held at the Main Street church.

A steadfast voice for residents FROM THE BERLIN DTC
Press Release
The Berlin Democratic Town Committee is pleased to welcome Dr. Donna Risolo as the newest member of the Town Council. Risolo was confirmed unanimously by the board on Tuesday, Jan. 17. She succeeds Jonathan "Jack" Fazzino following his November election as state representative from the 83rd House District.
Risolo holds a doctorate in education from Columbia University and is employed by the Capital Region Education Council (CREC). Also, she is the owner of College Prep Tutors, a Berlin-based college admissions consulting firm.
"I am honored to join the Town Council and look forward to serving the people of Berlin," Risolo said.
Letters to the Editor
Wonderful tribute
Editor:
The Berlin Veterans Commission would like to thank the Berlin Volunteer Fire Department and the Berlin Lions Club for their donations this year of $10,000 and $12,000, respectively, in $100 gift cards for Berlin veterans and veteran widows in need.
This is the eighth year that the Berlin Volunteer Fire Department has donated gift cards. The department holds four fundraisers annually, and the profits raised at these events are used to purchase the cards.
The funds donated by the Berlin Lions Club come from its annual luminary display.
For the past three years, the Lions have sold luminaries
and set them up for Veterans Day all around Veterans Memorial Park. The Lions said it “was truly a community effort that made this event an overwhelming success and will provide needed support to our local veterans. ”
Julie Erickson, chairperson of the Berlin Democratic Town Committee, praised Risolo's advocacy and dedication to service. "Donna brings a passion for community planning and business development," said Erickson. "She will be a steadfast voice for residents and a strong advocate for Berlin."
State Rep. Fazzino commented, "While I will miss the daily work of local government, I have every confidence that Councilor Risolo will offer a thoughtful, valued perspective on the Town Council. I look forward to working with her and all our town officials in moving Berlin forward."
The Berlin Democratic Town Committee may be reached by email at berlindemocrats@gmail.com.

a volunteer fireman at South Kensington Fire Department for over 50 years, serving as Chief for nine years. In between, he volunteered in the Town of Berlin in various capacities as Chairman of the Berlin Fire Board; Chairman of the Berlin Water Control Commission; Chairman of the Berlin Cemetery Committee. He served as Constable for the Town, was President of the South Burying Ground Association and was a Justice of the Peace.
His love for dogs was well known in the neighborhood, he always had a box of treats on hand to offer them as they walked down the street. He thoroughly enjoyed camping and travelling, especially vacations in September on Cape Cod. He loved to watch NASCAR and cheered on his favorite drivers.
He leaves his wife
of 58 years, Judith (McCormack); their children Kathleen Freeman of Pawcatuck, Kristine Lindgren of Berlin; two cherished granddaughters, Emily and Katherine Freeman of Pawcatuck. Two brothers, Richard (Diane) of East Hartland and their family Rick (Megan); Suzanne (Howard); Diane; Stephen (Lisa) Skelly and Kurt (Wanda) Skelly and Robert (Kathleen) of Harwinton and their family Kim (Mike) Hartzfeld; Todd, and many special cousins.
A Mass of Christian Burial was celebrated on Saturday, January 28, 2023 at 11:30 AM at St. Paul Church. Burial was private at South Burying Ground. Lamont unveils $45M tax cut for working poor
By Keith Phaneuf

Mirror
Gov. Ned Lamont unveiled plans Monday to cut state income taxes for more than 211,000 working poor families by an average of $211 over the next year.
The governor’s proposal to bolster the state Earned Income Tax Credit is aimed at families that generally will earn between $64,000 and $46,500 in 2023 and would become available with tax returns filed in the winter and spring of 2024.
Lamont is expected to complement this proposal with a broad middleclass income tax that involves the first rate reduction since 1995. The governor will present more details when he presents his budget for the next two fiscal years to the General Assembly on Feb. 8.
“Increasing this tax credit is one of the most impactful things we can do to target direct relief to low-income workers who are providing for their families,” said Lamont, who discussed his EITC proposal during a midday press
conference at the Wilson-Gray YMCA Youth and Family Center on Albany Avenue in Hartford.
Eligibility for the EITC is tied both to income and household size.
According to the federal Internal Revenue Service, a single filer with three or more children must earn no more than $56,838 in 2023 to qualify. Those with fewer or no children face a lower income threshold.

Church
From A1
Announcing the positive news on social media, East Berlin Methodist Church said, “We are grateful for the prayers and well wishes from our community.”
According to its website, East Berlin Methodist Church can trace its roots in the community back to 1864 “when a group of people were gathered as the East Berlin Methodist Episcopal Church.”
The group’s first church building was completed in 1876, followed by the current structure in 1896.
”Ever since its beginning, several generations of families were baptized, married and grew in faith of Christ here at EBUMC,” the church website states.
Those wishing to support the rebuilding of East Berlin Methodist Church can send donations to: EBMC, P.O. Box 265, East Berlin, CT 06023.

Richard Alan Rampone
KENSINGTON- Richard
Alan Rampone, 81, of Kensington, passed away peacefully on Saturday, January 28, 2023. Born in New Britain, he was the son of the late Aldo and Mildred (Motto) Rampone. Upon graduating from New Britain High School in 1959, Richard enlisted in the United States Marine Corps, stationed in Camp LeJeune, NC, and San Diego, CA, where he worked as a draftsman and received the rank of Lance Corporal. His dedication to public service then continued as a Patrol Officer with the Berlin Police Department for 30 years (K9 officer, 8 department commendations).
Richard also retired from Sears after 16 years of “working/shopping” and fully stocking his family members’ toolboxes, leaving each of his paychecks in the tool department. His public service continued through volunteerism in various clubs and organizations such as The American Legion Post 68 (Chaplain of the Year 2014, Assistant Service Officer), The Knights of Columbus of Berlin (Fourth Degree Knight), The Hardware City Marine Corps League (Commandant), The Department of CT Marine Corps League (Commandant), Silver City Detachment member, Interstate Police Officers
Association (Secretary), Moose Club of Berlin (Governor), Berlin Republican Town Committee member, Sacred Heart Church reader, Town Council member, Marine Corps Thrift store volunteer, Soldiers, Sailors and Marine Fund (State Representative). His greatest and proudest accomplishments in his 81 years, were being named New Britain Veterans Council Veteran of the Year 2002, his induction into the CT Veterans Hall of Fame Class of 2011, and named Marine of the Year in 2012. He remained true to the motto, “Once a Marine, Always a Marine”. Richard was the beloved husband of Donna (Revoir) Rampone for just shy of 50 years! Truly the love of his life right up until the very end. He was also predeceased by his sister Joan (Rampone)

Dominic. Other than his wife, Richard is survived by two daughters: Rebecca and husband Mike Lukaszewski of Kensington and Rachael and husband Anthony Placentino of Harwinton and four grandchildren; Mikey and Megan Lukaszewski, Anthony and Rylee Placentino. Richard had been known to share stories and speak highly of all the accomplishments his grandchildren achieved. He is also survived by a sister, Carol and husband Richard Cop of Melbourne, FL, a sister and brotherin-law Jean and husband Dan Murphy of New Britain and many nieces and nephews and friends. Calling hours were held at Berlin Memorial Funeral Home at 96 Main Street, Berlin, CT, on Wednesday, 2/1/23 from 4-7pm. One last viewing available on Thursday, 2/2/23 at 9:00 at Berlin Memorial. Everyone is invited to attend a Mass of Christian Burial at St. Paul’s Church at 461 Alling Street, Berlin, CT, on Thursday, 2/2/23 at 10:00, followed by a Military Burial at Fairview Cemetery, 120 Smalley Street, New Britain, CT. In Lieu of flowers, donations can be made in Richard’s honor to the American Legion Post 68 c/o auxiliary 68, 154 Porters Pass Berlin CT toward their building fund or Tunnels to Towers, 2361 Hylan Boulevard, Staten Island N.Y. 10306

Similarly, a couple filing jointly with three or more children must earn no more than $63,698 to qualify.
And while the average household tax relief under Lamont’s new plan would grow by $211, some households will fare much better. For example, the administration says that a couple with two children could receive up to $585 extra.
Increasing the rate to 40% will make Connecticut among the top five states in the nation with the largest EITC rates. Twenty-nine states and the District of Columbia offer their residents an EITC, and the average rate among them is 22%. Governor Lamont’s proposal to increase Connecticut’s rate will make it higher than each of its neighboring states, including Massachusetts (30%), New York (30%) and Rhode Island (15%).
Hearing Solutions
A credit against the Connecticut income tax, the state EITC was launched in 2011. It originally provided refunds totaling $110 million to about 200,000 working poor families in 2012 an average of $551 per household.
But over the past decade, as legislatures struggled with numerous budget deficits, the credit was whittled down to 23% of the federal EITC.
Lamont and the General Assembly elevated it to a new high in 2021 when it reached 30.5% of the federal credit. And the governor’s latest proposal would lift it to 40% for the 2023 tax year.
This would give Connecticut one of the highest EITC rates in the nation, tied with the District of Columbia and topped only by Maryland, California, Minnesota and South Carolina.
At its current level, the Connecticut EITC provides about $144 million in relief to poor families, according to the General Assembly s nonpartisan Office of Fiscal Analysis.

Courageous Conversations: Tips and Tricks
Press Release
How do you respond when a friend or family member starts talking about a political or social issue, and their opinion is the exact opposite of yours?
Do you: Mumble something and walk away as soon as possible? Argue with them because they’re so clearly wrong?
What you may be missing with these responses is an opportunity to build connection.
How can you do that and not go crazy yourself?
Drawing from research and experience, librarians at the Berlin-Peck Memorial Library will present Courageous Conversations: Tips
and Tricks on Saturday, Feb. 4 at 10:30 a.m. The program will provide tips on determining when to engage in conversation, how to keep
