High school earns computer science award

Each year, select schools earn the AP Computer Science Female Diversity Award. Recently, North Haven High School learned that it was one of 832 schools in the U.S. to receive the honor.

Yuri Panferov is coming up in the world of mixed martial arts. According to the website tapology.com, Panferov is currently ranked 35th out of 322 fighters in the U.S. Pro Light Heavyweight division, and is third among light heavyweights in the northeast. Fighting at 214 pounds, Panferov also has accumulated multiple titles in MMA and Brazilian Jiu-jitsu.

According to the College Board AP website, the Computer Science Female Diversity Award recognizes schools that are closing the gender gap and expanding young women’s access to computer science coursework in AP Computer Science Principles and AP Computer Science.

Schools receiving this award have achieved either 50% or higher female exam-taker representation in one or both AP computer science courses, or have a percentage of female computer science exam-takers that meet or exceed that of the school’s female population.

Winners represent a broad range of institutions. These schools include private, public and charter schools, large and small student bodies, rural and urban populations, specialized high schools and generalized programs.

On Sunday, Jan. 29 the six remaining qualified volunteer firefighters from the Montowese station will be reassigned to the two volunteer fire stations within North Haven – West Ridge (1331 Ridge Road) and Northeast (366 Washington Ave.).

Since 1932, the Montowese section of town has been proudly served by dedicated volunteer firefighters.

The North Haven Community Services Food Bank has a constant need for: mayonnaise, ketchup, mustard, coffee, tea, tuna, soup, Chef Boyardee products, instant mashed potatoes, cookies, crackers, macaroni and cheese, protein and granola bars, trail mix, nuts, jerky, peanut butter and graham crackers, dried fruit, fruit snacks, fruit cups, canned fruit, applesauce, juice boxes, pudding cups, peanut butter, jelly, Pop Tarts, cereal, oatmeal, pancake mix and syrup.

Ballpark jobs

The Hartford Yard Goats Baseball Club, the Double-A Eastern League affiliate of the Colorado Rockies, announced it will be holding its annual job fair at Dunkin’ Donuts Park (1214 Main St., Hartford) Saturday, Feb. 18, 10 a.m. to 1 p.m. The Yard Goats are seeking applicants to fill a wide range of game day positions and are looking for upbeat, fan-friendly individuals to help make the upcoming season in Hartford another huge success.

Nicknamed the “Russian Polar Bear,” Panferov was born, and spent much of his youth in Moscow, before moving to the United States in 2015 at the age of 15.

“We came to the United States for a better life,” he said.

Panferov and his family settled in North Haven, where they had friends waiting.

Back in Russia, Panferov had trained in mixed martial arts, and in the U.S., it just so happened that his new home was across the street from Ultimate Mixed Martial Arts & Jiu-jitsu Training Center.

“When we first came to North Haven, and I saw the gym, I knew I wanted to start training right away,” Panferov said.

“I couldn’t do any matches until I was 18, so I had to wait a little bit.”

At Ultimate Mixed Martial Arts & Jiu-jitsu Training Center, Panferov caught the eye of gym owner and trainer Andrew Calandrelli.

Panferov and Calandrelli now train six to eight hours a day, six days a week, in the disciplines of boxing, kickboxing, Jiu-jitsu and wrestling.

“I’ve told him since he started that he’s the most naturally gifted all-around athlete I’ve ever coached. He never believes me when I tell him that," said Calandrelli, a former professional MMA fighter who retired in 2012.

Panferov's first match was in 2016, and he turned pro a little over a year ago.

On Jan. 7, Panferov defeated Anthony Benevides at Mohegan Sun.

Until his big pay day comes, to make ends meet, Panferov works at the Home Depot in Hamden.

“Saturday, you’re a celebrity with hundreds of people screaming your name, today you’re back working at Home Depot,” the local fighter said in a Facebook post.

In a recent social media post, the North Haven Police Department stated:

“Congratulations to Ofc. Brianna Sargent, who wrapped up 24 weeks of training at the Hartford Police Academy last night. Next week Brianna will begin her Field Training Program where she will be paired with a Field Training Officer for a minimum of 12 weeks. Fire department

At one time the Montowese fire station had a full roster of 35 active volunteer firefighters, with a waiting list. Generations of volunteer firefighters worked within the Montowese fire station responding with two engines, each with a capacity of six riding positions that would regularly be filled when called upon.

Unfortunately, it has been 15 to 20 years since every seat has been filled, with a steady decline of volunteer firefighters since. Like the nation, our state and adjoining towns; volunteer firefighters are dwindling due to several reasons which is regularly reported by local news.

Due to the decline of available volunteers and increasing call volume, three career firefighters were assigned to this station, 24/7, in June 2022 to supplement the volun

immediate response of a paramedic staffed engine to all fire and medical emergencies requiring the fire department. The Town of North Haven will now rely even more so on the remaining volunteer firefighters within town due to the number of incidents occurring multiple times every day. Last year alone, the North Haven Fire Department responded to more than 5,200 incidents, the busiest ever on record.

The decision to reassign members of Montowese was requested by volunteer leadership based upon growing concerns over the inability to respond to fire incidents when dispatched. The intent is that by reassigning members to other stations, the fire department can bolster the operability of the two remaining volunteer stations that each have 10 or less qualified firefighters remaining.

“I feel like North Haven tries to keep a culture of openmindedness and understands the importance of equal opportunity,” Romanelli said.

“I think that shows through all our teachers and all the departments.”

Romanelli said the district is seeing an upward trend in females showing an interest in computer science.

Dallai said that the high school has a wide range of courses for students to take, no matter what they decide to do after graduation: college, military or the workforce.

“What this award shows to us is that there is the opportunity for the students to be whoever they want and do whatever they want in the school,” the NHHS principal stated.

The governor’s proposal to bolster the state Earned Income Tax Credit is aimed at families that generally will earn between $64,000 and $46,500 in 2023 and would become available with tax returns filed in the winter and spring of 2024.

Lamont is expected to complement this proposal with a broad middle-class income tax that involves the first rate reduction since 1995. The governor will present more details when he presents his budget for the next two fiscal years to the General Assembly on Feb. 8.

“Increasing this tax credit is one of the most impactful things we can do to target direct relief to low-income workers who are providing for their families,” said Lamont, who discussed his EITC proposal during a midday press conference at the Wilson-Gray YMCA Youth and Family Center on Albany Av-

enue in Hartford.

Eligibility for the EITC is tied both to income and household size.

According to the federal Internal Revenue Service, a single filer with three or more children must earn no more than $56,838 in 2023 to qualify. Those with fewer or no children face a lower income threshold.

Similarly, a couple filing jointly with three or more children must earn no more than $63,698 to qualify. And while the average household tax relief under Lamont’s new plan would grow by $211, some households will fare much better. For example, the administration says that a couple with two children could receive up to $585 extra.

Increasing the rate to 40% will make Connecticut among the top five states in the nation with the largest EITC rates. Twenty-nine states and the District of Columbia offer their residents an EITC, and the aver-

age rate among them is 22%.

Governor Lamont’s proposal to increase Connecticut’s rate will make it higher than each of its neighboring states, including Massachusetts (30%), New York (30%) and Rhode Island (15%).

A credit against the Connecticut income tax, the state EITC was launched in 2011. It originally provided refunds totaling $110 million to about 200,000 working poor families in 2012 an average of $551 per household. But over the past decade, as legislatures struggled with numerous budget deficits, the credit was whittled down to 23% of the federal EITC. Lamont and the General Assembly elevated it to a new high in 2021 when it reached 30.5% of the federal credit. And the governor’s latest proposal would lift it to 40% for the 2023 tax year. This would give Connecticut one of the highest EITC rates in the nation, tied with the District of Columbia and

Things to consider when remodeling your home

Home renovations can enhance your living space and raise the value of your home, but they also come with many decisions and potential pitfalls. If you’re considering a home renovation, keep these tips in mind: Set a realistic budget. Know how much you can spend before you ask for the moon. Remodeling projects are notorious for running over budget. Once the work begins, your contractor may discover problems lurking behind walls and floors. A simple job can become complex due to unforeseen water damage or foundation issues. To accommodate budget creep, set your budget at the low-to-mid range of what you can afford.

Save up for your project. Home remodels can cost tens of thousands of dollars. In our current economy, raw materials are more expensive than ever due to supply chain issues. Plus, interest rates have risen with inflation, adding to the cost of financed projects. You’ll need to be prepared to make a down payment ranging from 10 to 50 percent of the total estimated cost. The most cost-effective way to pay for a project is to use savings rather than a loan. Don’t be tempted to use credit cards, which will inflate your total costs unless you pay off the balances on time and in full.

If you must finance your project, shop for an affordable home equity loan. Select a lender with the most attractive interest rates,

fees and repayment terms. Consider how your plans will impact your home’s resale value. In general, kitchen and bath remodels lead the list of value-add projects. Many other home enhancements provide only a nominal return on investment – and some can even lessen your home’s resale value. For example, few home buyers are willing to pay a premium for high-end upgrades such as a fancy wine cellar or extravagant landscaping. Installing a pool, particularly in regions that don’t enjoy year-round sunshine, can make your home harder to sell down the road. At the end of the day, it’s not only about the money projects that don’t add to resale value may still be worthwhile if the changes make you happy and you plan to stay put long enough to enjoy them. Just be sure to consider the downstream financial impacts before you make any decisions.

Choose a reputable partner. It’s imperative to find a licensed and insured remodeling contractor who delivers quality work, on time and within budget. Ask people you trust for referrals. Interview multiple contractors and check their references and affiliations with local building associations. Expect written bids with detailed project cost estimates. Make sure you know who is responsible for obtaining and paying for local inspections and permits. The contract you sign should specify agreed-upon materials and describe the process for change orders and other contingencies.

“We’ve had notice that this was it ... the legalization was coming, so we’ve done additional training for our officers on what’s legal, what’s not legal,” Southington police Chief John Daly said.

Enforcing what is or is not legal particularly in regard to DUI arrests may prove challenging for officers, however. There is little technology to determine if an individual is in fact high, and state law does not currently place a limit on the volume of THC a motorist may have in their bloodstream while driving.

As a result, Cheshire police Chief Neil Dryfe said officers will need to rely on testing methods such as urine samples to make arrests. Dryfe said a potential outcome of leaning on these procedures as police have done for decades could be unwarranted DUI charges, as current test measures can de-

tect marijuana in the bloodstream days after it is consumed. “Marijuana stays in people’s bloodstream for a lot longer than alcohol does,” Dryfe said. “The fact that somebody’s urine sample tests positive does not necessarily mean that the person was smoking marijuana or using marijuana in the immediate lead up.”

Data out of states such as Colorado indicate measurable increases in THC-related DUI arrests after marijuana sales were legalized, according to the Colorado Division of Criminal Justice.

Daly too said he worried that ease of access to cannabis could lead to a spike in DUI arrests and automobile accidents involving an impaired motorist.

Daly is not concerned by the prospect of adults choosing to use marijuana, but is troubled by statistics out of peer states indicating a growth in high driving on the horizon. “We worry about accidents associated with people driving im-

paired,” Daly said. “I’m not going to judge people whether they choose to [consume marijuana]. I just hope they do it responsibly, and don’t drive after.”

In the interest of reducing the odds of false DUI charges, the state legislature mandated police departments increase the number of drug recognition experts on hand as part of the passage of Public Act 21-1 in 2021.

Drug recognition experts, or DREs, Daly said, are officers who receive specified training in determining whether or not an individual is under the influence of narcotics. Though having these experts on hand is essential to pressing DUI charges, becoming a DRE is lengthy and expensive process which Dryfe said entails extensive training sessions and a cross-country trip to Arizona.

Wallingford Police Sgt. Stephen Jaques said Public Act 21-1, though a valuable measure for both police ac-

countability and DUI enforcement, may place financial strain on smaller departments.

“It’s going to require law enforcement agencies across the state send more people to this training,” Jaques said. “It’s a pretty rigorous program from what I hear, and it’s also expensive. So, that’s something that law enforcement and all agencies across the state have had to deal with.”

Yet, the predicted jump in impaired driving and the number of certified DREs likely will not be accompanied by an expanded police presence on Connecticut highways and backroads.

Daly, Dryfe and Jaques each indicated their departments will not increase the number of officers on the road, with Jaques attributing a plateau in highway patrols to persistent short staffing observed statewide.

topped only by Maryland, California, Minnesota and South Carolina.

At its current level, the Connecticut EITC provides about $144 million in relief to poor families, according to the General Assembly’s nonpartisan Office of Fiscal Analysis.

Lamont’s budget staff project boosting the state EITC to 40% of the federal credit would push the overall tax break to nearly $190 million and would benefit an estimated 211,675 families.

Unlike certain other state tax credits, the EITC is refundable. If a working household ‘s earnings are so low it owes no income taxes, it still would receive the full value of the credit via a refund.

“Numerous studies have shown that the EITC is one of the best anti-poverty tools we can use because it encourages work, boosts economic stability and uplifts generations to come,” Lamont said. “Ultimately, this tax credit helps improve entire communities because these dollars are being invested right back into our local economy through groceries, transportation, clothing, rent, utilities and other necessary expenses. The EITC encourages work and boosts economic stability, and I think it’s about time that we increase it.”

The governor’s proposal is expected to draw strong support from progressive Democrats in the legislature who have argued for years that the combined state and municipal tax systems in Connecticut disproportionately burden low- and middle-income households.

Senate President Pro Tem Martin M. Looney, D-New Haven, a longtime advocate for a strong tax credit for the working poor, said many Democrats had wanted to enacted a state EITC before 2011 but had been blocked prior to that by Republican governors.

“We can say we want to help people out of poverty, but the EITC is one of the ways to actually accomplish that goal,” Looney said. “The EITC is an important piece of a Democratic budget, and I want to thank Gov. Lamont for including it as a priority.”

Lamont still is expected to face considerable pressure from progressives, though, to support a second expanded income tax credit.

A coalition of Democrats led by state Comptroller Sean Scanlon want a new state income tax credit for families with children. Scanlon has proposed a $600-per-child credit that offers a maximum of $1,800 per household. About two-thirds of this credit also would be refundable, ensuring low-income households with little or no income tax liability still would benefit.

This would cost an estimated $450 million per year, about 10 times the value of Lamont’s new relief proposal for the working poor.

The governor prefers to offer tax relief to the middle class by driving down state income tax rates. But while this would chiefly help middle class households, critics note that it also would provide some relief to wealthier filers, while the child tax credit would not be available to top-end earners.

Representatives of Recovery for All CT, a coalition of more than 60 labor faith and other community groups, endorsed Lamont’s proposal to bolster the EITC. But they also made it clear that while an extra $211-per-poor family, on average, will help, it is far from a complete solution.

“We share a vision of ending our state’s extreme racial, economic and gender inequities,” said Nelli Jara, executive director of the Connecticut Worker Center in Bridgeport. “Families are choosing between paying utility bills or buying groceries.”

Personal safety: Older residents and those with health problems are reminded to avoid the extreme physical activity connected with shoveling snow. Also, skiers, operators of snowmobiles and all terrain vehicles are advised to keep vehicles off Town streets at all times.

Travel safety: When traveling, exercise extreme caution. During winter storm events, limit travel to trips which are absolutely necessary. Please keep a minimum of 75 feet from snow control vehicles.

Parking: Residents are encouraged to refrain from parking on the street during and immediately after snowstorms.

A Parking Ban may be declared by the Chief of Police as conditions warrant in accordance with Town Ordinance (Sec. 175). Stay tuned to local radio and television for updates.

When in effect, the Parking Ban greatly improves the proper cleaning of snow and enhances both public and employee safety.

Winter Weather Reminders

Treated salt: In the event of a winter storm resulting in mixed or frozen precipitation or at the beginning of a snowstorm, all roads will receive an application of treated salt normally within the first three hours and as needed thereafter.

Snow plowing: During snowstorms (usually greater than two inches accumulation) town crews will plow based on established town priorities.

Main roads are plowed first, followed by residential streets with one pass in either direction until the snowfall ceases. Then all roads are plowed to the curb.

Cul de sacs: Residents are encouraged to be patient with the removal of snow from these areas as necessary large snow removal equipment often prohibits the full clearing of some areas where there is insufficient room available. Alternate equipment may be dispatched when storm conditions have subsided.

Priority is given to clearing access in the roadway first.

Private plowing: Depositing of any snow from private driveways in the public streets that results in a hin-

drance to traffic is prohibited. This includes piles pushed across the street and the windows that are created in the street.

Homeowners and plowing contractors should take notice that violators may be subject to a fine of $100 per offense. Homeowners may be held responsible for the actions of their contractors.

Driveways: The Town is not responsible for snow which is deposited in private driveways. Plow operators have very little discretion on where this snow can go. Residents should understand that the Town’s priority is to clear streets to ensure public safety.

Residents should throw/shovel snow to the down traffic side of the driveway. This will minimize the amount of snow that will be pushed back into the driveway.

Sidewalks: Property owners are responsible for clearing all snow and ice from sidewalks adjacent to their property within twenty-four (24) hours of the end of the snowfall or precipitation (Sec. 180-4).

Mailboxes: Residents should make certain that their mailboxes are at least 42” high and set back slightly from the road so that the postal carrier can reach it. In the event mailboxes are damaged from plowed snow, the Public Works Department may assist residents in making temporary repairs as resources allow to ensure continued mail delivery.

Basketball hoops: It is illegal to install a basketball hoop in the Town right-of-way. The Town does not repair or replace basketball hoops that are illegally installed in this area and damaged from plowing operations. Please move all portable basketball hoops out of the Town right-of-way in advance of snow. The Town is not responsible for damage to basketball hoops and misc. objects left in the Town right-of-way.

Fire hydrants: Adopt the fire hydrant nearest your home and keep it clear of snow and ice.

Self-serve treated salt: Small quantities of treated salt mix is available to residents only at the Recycling Center on Elm Street on a self-service basis.
