Education foundation to host comedy benefit

demands placed upon the school system and a decrease in federal and local educational funding. We do this by awarding grant money to encourage the innovation and establishment of educational projects that touch the lives of as many of our students as possible.”

The playoffs proved a short road for the long-shot Sheehan hockey team. Ranked No. 16, the Titans fell to top-seeded North Haven 8-0 in the first round of the CIAC Division ll state tournament on Tuesday night at the Northford Ice Pavilion.

The Nighthawks continued on their road to redemption after falling to Wethersfield in last year’s Division ll state final. North Haven improved to 19-2-0 and will face No. 9 Daniel Hand (10-10-1) in Friday’s quarterfinals at Wesleyan.

Student artists recognized by NHFD

Each year, Connecticut students in grades four and five are invited to participate in a fire prevention poster contest, the goal being to promote a joint education effort between schools and the fire service. The North Haven Fire Department’s administrative staff selected two posters – one from a fourth-grader, one from a fifth-grader – and submitted the works for consideration in the state-wide competition. The NHFD also picked runners-up. The local artists were presented with a certificate of recognition and a gift card care of the NHFD.

Sheehan’s season ended at 6-13-2.

“We knew we were the underdogs, sneaking into the playoffs," said Sheehan head coach Dave Festa. “At first, we were looking for positional play, just trying to beat them to the puck, but they were faster and just got into the dirty area and got some good shots.”

Indeed, North Haven’s first shot on net was something of a warning bell. It came nearly two minutes in and ricocheted off the crossbar and nearly bounced in before it was cleared by the Sheehan defense.

The Nighthawks attempted five shots before Sheehan was credited with one nearly five minutes in.

Just past the halfway mark of the first period, North Haven’s Alex Peterson broke the ice courtesy of a great setup by fellow senior William Sullivan, who

wrapped the puck around from behind the net to an unmarked Peterson in front of the crease.

The Nighthawks wasted no time in extending their early lead, finding the back of the net again just 28 seconds later as junior Nolan Cole finished a beautiful passing sequence with sophomore Bryce Montabana and freshman Bryce Mastriano.

Down 2-0, the Titans tried to regain their composure after North Haven's early onslaught. The two teams traded chances for the better part of the remaining seven minutes of the period, with neither side able to convert

With time ticking down,

Sheehan goalkeeper Michael Fritz made a stunning save that electrified the visiting crowd. As the puck ricocheted towards the goal mouth, Fritz swatted the puck out of midair to prevent a sure-fire goal for North Haven.

Despite Sheehan's valiant efforts, North Haven had the edge in shots, outshooting the Titans 17-6 in the opening frame.

The start of the second period was briefly delayed to address an issue with the ice, but did little to slow down North Haven's high-flying offense.

Just 1:36 into the period, Sullivan, who had set up North Haven’s first goal, sniped a perfectly placed shot to the top right corner. Assisting were Peterson and senior Owen Quick, who showcased their slick passing skills to set up Sullivan's tally.

North Haven was far from done. The Nighthawks again struck quickly just 10 seconds later. Montabana took advantage of a defensive

miscue by Sheehan to score an unassisted goal.

Following North Haven's quick-fire double, the Sheehan coaching staff assessed its options and made the decision to pull Fritz and replace him with Justin Lyon. While Fritz had made some good saves, he had allowed four goals and faced a barrage of 19 shots. Lyon was tasked with the unenviable challenge of trying to keep the Titans in the game. The goalie change seemed to revive the Titans. They buckled down defensively and began throwing their weight around with some big hits. The game settled into a back-and-forth affair, with both teams trading chances and playing a physical brand of hockey.

With just under three minutes left in the second period, the game took a chippy turn when Peterson of North Haven and Tyler Connery of Sheehan were both sent to the box for roughing after a scuffle.

The resulting 4-on-4 gave both teams some extra space with which to work. The Titans needed to make the most of the opportunity if they hoped to cut into North Haven's 4-0 lead.

It didn’t happen. Neither team was able to find the back of the net in the waning moments of the second period and the Nighthawks maintained their stranglehold on the game, outshooting Sheehan 29-13.

The third period got off to a rocky start. A North Haven player collided with Lyon in the crease, causing a brief stoppage in play.

Once the game resumed, it didn't take long for North Haven to extend the lead to 5-0, with Peterson scoring his second goal of the game with 10:37 left. The Titans were reeling, and things only got worse from there.

Sullivan potted his second goal at 9:48 off an assist by Quick.

The Nighthawks had been firing on all cylinders throughout the game, and now they were putting the finishing touches on what had been a dominant performance.

North Haven showed no signs of slowing down as the game continued to wind down. With 8:51 left on the clock, junior Ben Gilbert found the back of the net to extend the Nighthawks' lead even further. The play was set up after the puck was lost under the Sheehan goalkeeper, and Gilbert was in the right place at the right time to finish it off.

North Haven's Alex Peterson had already had an outstanding game with two goals under his belt, but he wasn't done yet. With 4:43 left on the clock, Peterson completed his hat trick with another goal. The goal came on a power play after Sheehan was called for a slashing penalty. His brother Bryce Peterson got the shutout with 22 saves.

North Haven's suffocating defense had effectively shut down Sheehan's attack, while their own offensive firepower had proved to be too much for the Titans to handle, outshooting the Titans 41-22.

$125M in state loans available for companies

The Connecticut Small Business Boost Fund still has $125 million in loans available, especially for businesses owned by minorities and women.

The fund was launched in July as a public-private partnership that provides low-interest loans to small businesses and nonprofits in Connecticut. The program was designed to lend over $75 million-$150 million from a foundational investment from the state. So far, the fund has loaned $23 million to more than 190 businesses, according to fund statistics sent to the Record-Journal via email.

The program is aimed at helping small businesses and nonprofits particularly those owned by women and minorities with access to flexible working capital. This was a policy decision by senior management, said Sheila Hummel, business development program manager for the state Department of Economic and Community Development.

“Knowing some business owners face systemic barriers to accessing financing and business resources, 50% of financial assistance [is] directed to minority-, woman-, disabled- and veteran-owned businesses, and businesses located in distressed munici-

palities,” she said in an email statement. “We value these businesses and their contribution to the economy in Connecticut.”

nesses. Boost fund loans have a fixed 4.5% interest rate. The intent was to make the cost of capital affordable to small businesses and aid in the recovery and growth of existing small businesses during the next five years, Hummel said.

What's a pizza garden, you ask? It's a garden that provides all the topping for that fun pizza and movie night with your family. Wouldn’t it be fun to walk out to your yard and gather all the fresh ingredients to make a pizza

(except for the dough), then chop and prepare them for the evening meal?

Design and plant the garden with herbs like basil and oregano, tomatoes for sauce, peppers, spinach, broccoli, onions and any other topping you can want on a fresh pizza. Gets the kids involved to help them understand where their food comes from, the growth cycles of plants, and harvesting – which is the fun part.

Make sure to choose a sunny location for your pizza garden that offers at least six hours of full sun. Your garden can be any size or shape, but we suggest doing

a round garden in the shape of a pizza.

Next, get the soil ready. We all know kids love to get their hands dirty, so have them break up clumps of soil and pick out weeds and rocks.

When you are done, add a good top soil for vegetables; about six inches. Then, follow the directions on the seed packet or plant container.

The federal law overturned state laws that required women to have male relatives sign for business loans, in addition to establishing women’s business centers. Thirty-five years later, there is still a large gap in business ownership, particularly among women and minorities. In Connecticut, minorities made up 22% of workers, but only 13% of business owners, according to the Small Business Administration. Similarly, women made up 48% of workers, but 41% of business owners in 2022.

March 11 Lions’ drive supporting several causes

The North Haven Lions Club will be collecting diapers, wipes and pull-ups as well as incontinence and feminine products Saturday, March 11 from 10 a.m. to 1 p.m. at the North Haven Congregational Church, 28 Church St. New and opened packages will be accepted. Donated items will benefit The Diaper Bank of Connecticut. Located here in North Haven, The Diaper Bank provides items to families in need throughout the state.

In addition, the Lions will continue our collection of non-perishable canned and boxed items for local food banks. Items such as peanut butter and jelly, cold and hot cereals, mayonnaise, canned fruits and vegetables, soups and chili, broth, rice, pasta and sauce, canned chicken and tuna, coffee and tea, juice and nuts are always appreciated.

This is also a good time to drop off your no-longerneeded eyeglasses. Lions collect usable eyeglasses to support the Lions Recycle for Sight Program.

We are also happy to accept blankets, towels and dog and cat food/treats for The Animal Haven in North Haven.

The North Haven Leo Club is collecting clean bottles and cans with redemption value, and the proceeds will be donated to a charitable cause.

Man charged with making bomb threat to theater

An 18-year-old Wallingford resident was arrested on Friday, March 3 after police linked him to a bomb threat made to a theater in North Haven. Authorities responded to a call to the Cinemark Theater, 550 Universal Drive., at around 2 p.m., after receiving a threat about multiple bombs being placed inside the building that were apparently scheduled to go off during a 9 p.m. showing of “Creed III.”

North Haven Police and the New Haven Police Hazardous Devices Unit were

called to the scene and the theater was evacuated. Authorities swept the building with bomb technicians and K-9 units present.

Police managed to trace the call to Christian Cuomo, a Wallingford resident. Following an interview and subsequent evidence found that connected Cuomo to the incident, they took him into custody at the New Haven PD at around 7:30 p.m. The threat was determined to be a hoax and no bombs were found on the property.

Cuomo was charged with breach of peace and falsely reporting an incident.

Jovanna Mejia works to remedy some of these historical disparities as an Associate Lending Manager at the National Development Council, a national nonprofit that manages the fund’s operations in Connecticut. Mejia is from Cartagena, Colombia. She said that her work is important to her as a Latina. “I want to make sure that women and minorities are able to know and have access to this amazing product,” she said. “You can really make a difference with businesses and that's really our goal to reach and to provide as much as we can to these minority and women-owned businesses. ”

Mejia explained that traditional lending for small businesses usually depends on what collateral a business can provide. They also usually have short terms and high interest rates.

Mejia explained that the 4.5% fixed rate is a few percentage points lower than the Prime Rate, which was 7.75% at time of publication. She added that most banks would also add a few additional percentage points, based on the kind of loan. “The parameters of the [boost fund] loan are lower cash flow requirements, no collateral requirements, such that historically underserved businesses can gain access to the capital that they need,” she explained. “This is critical, as it helps tear down the historical economic barriers that allow businesses to build the capacity over time.”

Boost fund loans have a 60to 72-month payback period and can range from $5,000 to $500,000, according to the boost website. After completing an online pre-application and matching the small business with a community lender, Mejía said that the community lender will assess the business and its capacity for repayment in the long term.

The pre-application can be accessed through the boost website. It is made up of 14 questions that consider a business’ ability to repay the loan, how the loan fits into their business plan, the possible impact of the loan on the business and other financial obligations of the business.

“We want to ensure that any new debt that this business is taking on is not going to negatively impact the business,” Mejia said.

“When payments start, it also allows them to continue to positively cashflow instead of having a very high loan payment for a very high loan amount that could potentially negatively impact the business. ”

If the loan is approved with a community lender, Mejia explained that there is a fairly broad number of things it can be used for including equipment, payroll, utilities, rent, back rent, marketing, building renovations, or even to refinance a loan with a high interest rate.

While boost fund loans are available to businesses or nonprofits that have 100 or fewer full-time employees and annual revenue of less than $8 million, each community lender targets a different demographic with their specific needs.

Randall works with Capital for Change, a Community Development Financial Institution based in Wallingford.

He said that Capital for Change generally serves small businesses owned by Black and Indigenous people of color with less than $1 million in revenue.

“Many of those smaller businesses that maybe make ten, twenty or fifty thousand are not as adept, for lack of a better term, in securing funding,” he said. “So our approach is to be more inclusive and instructive as we navigate the process.“

Randall added that applying for loans or economic assistance can be “a bit of a hassle,” so there are also technical assistance programs available to small businesses through the fund.

Scott Arnold works with the Small Business Development Council at UConn, one of the four technical assistance providers that partner with the fund. A Wallingford resident, he said he has 25 years’ experience in banking and lending.

Technical assistance is often confused for tech support, but they are not the same. Technical assistance provides targeted support to a business with a developmental need or problem and seeks to build the capacity of a business, Arnold said.

For the fund, the council team is able to walk business owners through pre-loan, loan, and post-loan.

After matching with a local lender, sometimes a business needs help preparing a number of technical documents. The particular documents vary based on the community lenders, but Arnold cited documents like proof of revenue, a debt schedule, covered debt plan, business plan, valid operating licenses and letters of good standing with local government offices.

“We’re not here to prepare your financial statements, but we can help you in putting those together,” Arnold said.

After the loan, he added that the council can help businesses with services like marketing, market research, planning, cybersecurity, business disruption plans and more.

He also added that technical assistance programs can refer businesses to the right resource.

Thanks to The Achieving a Better Life Experience (ABLE) Act of 2014, families can participate in a tax-advantaged savings program for a family member with a qualifying disability that occurred before age 26. As the owner and designated beneficiary of the account, your child can withdraw funds tax-free to pay for eligible disability-related expenses. They also may be eligible for a tax credit for contributions you make to the plan.

An ABLE account is very similar to a 529 college savings plan. Anyone can contribute to the ABLE account, including grandparents and nonrelatives, up to the annual gift tax exclusion (unless limited by your state). Contributions are made with after-tax dollars and are not tax deductible at the federal level. Some states do allow contributors to take state income tax deductions. Not all ABLE plans are equal; shop around to find the most advantageous plan for your child’s needs.

Establish a special needs trust. A special needs trust (SNT) can provide financial security by creating an income stream to a loved one with special needs. Having funds in this type of trust would not disqualify your child, as beneficiary, from receiving government assistance. Note that he or she would not have direct control over funds in an SNT, which may not be ideal if he or she is capable of managing their own finances.

There are several different types of SNTs (first-party, second-party and pooled); each of which is governed

by various requirements. Because of their complexity, SNTs are usually prepared by a licensed attorney and may cost several thousand dollars to set up.

Buy a life insurance policy. Consider purchasing a whole or term life insurance policy that names your loved one as the beneficiary when you die. To ensure the payout does not disqualify the recipient for federal and state resources, set up the policy to pay proceeds into a special needs trust.

Ask the courts to appoint a guardian. When an adult family member with special needs has significant assets or property and is unable to manage their own financial affairs, a guardianship may be appropriate. When a guardian of the estate is appointed, all financial matters are managed for the person with disabilities. This person will pay bills and is required by law to maintain detailed records to account for all spending. A family member is often appointed to this role; however, in some cases the court will appoint an unrelated individual.

Watch out for scammers. Individuals with disabilities may be more vulnerable to identify theft and other scams. Monitor credit reports to keep an eye out for unauthorized accounts. Consider enrolling your child in an identity theft protection program. Be aware that phone and internet scammers routinely target recipients of government checks by impersonating government agents. Consult the experts. Talk to your financial advisor for ideas and guidance on ways to safeguard the financial well-being of your special needs child. Your advisor will be able to recommend a qualified attorney if you decide to open a special needs trust. A tax specialist can also be a valuable resource to help with tax planning for you and your child.
