April 3: A salute to Vietnam veterans

Citizen report National Vietnam War Veterans Day is marked each year on March 29; a significant date in America's decade-long involvement in the conflict.

On March 29, 1973, the last American combat troops departed Vietnam.

More than 9 million members of the U.S. military were on active duty during the Vietnam era. Of that group, 2,709,918 served in Vietnam, and 58,202 lost their lives in the war.

Meet the newest member of the North Haven Police Department, K-9 Quella. The 14-month-old black lab has been paired with Officer Joseph Bianchi, and the two are slated to begin training this summer. In a recent social media post, the North Haven PD said Quella “will be eligible for tracking, evidence recovery, and narcotics work.”

Quinnipiac, ‘sister towns’ solidify bond

Quinnipiac University has signed a partner tuition agreement with the towns of Hamden and North Haven. Under the three-year agreement, QU will provide discounted tuition to Hamden and North Haven full-time town employees and their families. All employees, spouses and dependents under the age of 25 are eligible to apply but must complete the regular admissions process. Those admitted will receive a 10 percent tuition discount for online undergraduate and graduate programs.

“This tuition discount program idea came to us through leadership at the Hamden Police Department who were looking to advance educational opportunities for their officers,” said Bethany Zemba, QU’s vice president of strategy and community relations.

“When we investigated the idea, we thought, why not expand access to include all town employees in our two sister towns –Hamden and North Haven.”

At Faith United Methodist Church, 81 Clintonville Road, we have the "Garden of Eatin’," our open-to-thepublic community garden.

Kids Walk

Torch Run

This June, members of the North Haven Police Department will once again participate in the Special Olympics Torch Run. To support Special Olympics and the NHPD Torch Run team visit give.soct.org/team/492030.

Shredding event

The North Haven Land Trust will host a document-shredding event Saturday, April 8, from 9 a.m. to noon, in the parking lot of the municipal pool, 45 Elm St. The cost to have a small box or paper bag of documents shredded is $10. The on-site shredding truck will be provided by PROSHRED of Wallingford. Paper items only, please. Vendors sought

The North Haven Garden Club seeks vendors for its annual May Market fundraiser, which will be held Saturday, May 13, 9 a.m. to noon, at the Parks and Recreation Center on Linsley Street. Club meeting

The North Haven Garden Club will meet Thursday, April 13, 7:30 p.m., at North Haven Congregational Church, 28 Church St. Guest speaker Caty Poole will discuss herbs; mainly focusing on the culinary and medicinal variety. Trail association

The North Haven Trail Association maintains several trails in town for residents to enjoy.

As stewards of these trails, the NHTA is in need of volunteers. The group meets the third Monday of the month, 7 p.m., at the Recreation Center on Linsley Street. For further information, visit northhaventrails.org.

Hospice volunteers

Masonicare Hospice volunteers assist in many ways. Volunteers set their own schedules and receive ongoing support and training. To learn more, contact Jolan Szollosi at 203-679-5342.

Walking program

The Bobcat Stride, a free walking program, is open to people age 50-plus. Walkers meet weekdays from 6 to 9 a.m. at Quinnipiac University’s North Haven campus, 370 Bassett Road. For more information, contact Katie Picard at Katherine.Picard@ qu.edu.

Fire Explorers

Comprised of high school students age 14 to 18, the North Haven Fire Explorer program provides opportunities to explore a career path in emergency services as a firefighter, EMT or paramedic. Email NOHFDExplorers@gmail.com or visit northhavenfire.org.

Food bank

The North Haven Community Services Food Bank has a constant need for: mayonnaise, ketchup, mustard, coffee, tea, tuna, soup, Chef Boyardee products, instant mashed potatoes, cookies, crackers, macaroni and cheese, protein and granola bars, trail mix, nuts, jerky, peanut butter and graham crackers, dried fruit, fruit snacks, fruit cups, canned fruit, applesauce, juice boxes, pudding cups, peanut butter, jelly, Pop Tarts, cereal, oatmeal, pancake mix

and syrup. Items can be dropped off at the Department of Community Services office, Town Hall Annex Building, 5 Linsley St., Monday through Friday, 8:30 a.m. to 4:30 p.m.

Wellness expo

Exhibitors and speakers are sought for the 10th Bi-Annual Passport to Health & Wellness Expo, which will be held April 23, 10 a.m. to 4 p.m., at The Bristol DoubleTree by Hilton. Support for special ed. programs

For the 2023-24 school year, the Greater New Haven Probus Club invites you to participate in our SSNE program, supporting the efforts of special education teachers in Hamden. North Haven, New Haven, Cheshire, East Haven, West Haven and Wallingford. The deadline for applications is Friday, May 5.

Since 1921, the Greater New Haven Probus Club has provided funds and assistance to special needs groups and individuals in our area.

Our organization is initiating a teacher grant program designed to support instruction and/or provide experiences for special needs students that school dis-

tricts would otherwise be unable to finance. For example, curriculum materials, educational equipment, adaptive learning materials/equipment and enrichment experiences.

The program will offer 12 competitive grants of $500 and eight grants of $250. We invite community members to sponsor a grant or make a donation.

Also, the Greater New Haven Probus Club has expanded its efforts to help others by providing assistance for at-risk individuals and families, homeless shelters, veterans and incoming refugee support groups.

Bill allowing limited bear killing advances; hunt proposal nixed

HARTFORD Connecticut lawmakers voted last Friday to allow special state permits to kill bears that threaten or damage crops, livestock or bees. However, they shelved a more contentious proposal to allow a limited bear hunt supported by state environmental officials grappling with an increase in humanbear conflicts. The proposed annual bear hunt, which would have been limited to a northwestern Connecticut county, was pulled following outcry from animal rights advocates who argued it was inhumane and wouldn’t reduce the number of incidences. Data from the Connecticut Department of Energy and Environmental Protection, which supported the hunt, show the number of reported conflicts between humans and bears has more than doubled in recent years with less than 1,000 in 2015 to more than 2,000 in 2022. The number of towns where these interactions, such as the 67 home entries report-

ed last year, have occurred has also increased. There were two bear attacks last year, including an incident where a 250-pound black bear mauled a 10-year-old boy playing in his grandparents’ backyard. The bill, which cleared the General Assembly’s Environment Committee and awaits action in the Senate, also makes killing a bear justified if the animal is inflicting or about to inflict great bodily harm to a human or is injuring or killing a pet. The proposal further prohibits intentional and unintentional feeding of a potentially dangerous animal.

Health costs increasing twice as fast as goal

The Connecticut Mirror Connecticut’s first health care benchmark report says health costs in the state rose by 6 percent to $34 billion in 2021, double the aggressive goal set by Gov. Ned Lamont to limit cost growth to 2.9 percent in each of the next three years.

Less than $2 billion went to primary care that the governor’s health adviser says is crucial to preventing or stabilizing chronic conditions like diabetes and high blood pressure, saving residents from costly complications and hospitalizations.

The numbers were presented late Monday afternoon to

the governor and a steering committee that includes the leaders of the state’s two largest hospital systems, Hartford HealthCare and Yale New Haven Health.

Lamont is making health costs a priority of the second term that began in January, and the new report instantly became ammunition in the administration’s lobbying for two bills aimed at curbing costs, with a special focus on hospitals.

“The findings of this report reinforce the need for more sweeping action to ensure equitable access to affordable health care to all residents of Connecticut,” Lamont said in a statement issued by his office.

Dr. Deidre Gifford, the executive director of the Office of Health Strategy, said the benchmarking data out Monday and a full report to be released Friday, March 31 are important tools for policy makers. “It may not sound like it, but it’s big

news that we have for the very first time in Connecticut a goal of how much we think it’s appropriate for health care spending to increase year over year, ” Gifford said.

To the steering committee, Lamont expressed frustration at the difficulty in controlling costs that are outpacing income and economic growth, often beyond the increases in other states with benchmarking projects.

“I don’t know why Connecticut is not best in class. We got the best damn hospitals in the country, incredibly innovative,” Lamont said, adding that the state also is a major insurance center. “I feel like we’ve got the pieces of the puzzle. We’re a relatively small state, and here I feel like I’m always playing catch up.”

Hospitals are lobbying against Lamont’s bills, which would limit out-of-network costs for hospital services to Medicare rates, giving insur-

ers greater leverage in negotiating prices, and would prohibit the facility fees charged by hospitals for services at free-standing clinics and offices.

Chris O’Connor, the chief executive of Yale New Haven, told the governor that while the hospitals “ are crying foul,” they are willing to work with the administration.

O’Connor said hospital finances are fragile coming out of the worst of the COVID-19 pandemic, and the industry is “losing money for the first time in a long time.”

“But at the end of the day, you know, we have to be part of the solution,” O’Connor said. “And I just want to continue to reinforce the importance of working together at solutions.”

Connecticut is one of nine states trying to benchmark health costs and spending on primary care, with a target of 5 percent for primary care in 2021 that will rise to 6.9 percent in 2023, 8.5 per-

N.H. Garden Club details Pollinator Pathway project

The North Haven Garden Club is pleased to announce membership in the Pollinator Pathway Project, an effort which brings awareness to the need of planting trees, shrubs and flowers to support pollinators such as birds, insects and wildlife.

Pollinators, which are essential for plants to reproduce and grow flowers and food, are under threat from use of pesticides/insecticides and loss of habitat through the expansion of urban and suburban areas.

The concept of the Pollinator Pathway Project is to

identify pollinator-friendly habitat along a series of continuous corridors, with a goal of having connected properties no farther apart than 750 meters.

This allows an expanded area for pollinators to forage for the nectar they require.

Garden Club member Gerri Giordano has researched North Haven properties, including Land Trust parcels and club-managed gardens, to create a map of all the pollinator locations in the community.

This map, along with photos and descriptions of town gardens, will be uploaded to the Pollinator Pathway Project website.

Please note that small wooden furniture items are not included and can be put out with your regular trash as long as the items are cut to no more than four feet in length. Carpet and pool covers are not included and can be put out with regular trash if cut to four-foot lengths and securely tied.

Learn More About Community College at an Open House

Students planning to enroll in community college this fall should consider attending an upcoming open house to learn more about higher education. Each of the 12 main campuses of Connecticut’s community colleges have time set aside in March and April for prospective students and their families to visit, tour the campus, talk with faculty and staff, and learn more about the academic programs, degrees and certificates available for study.

Connecticut’s 12 community colleges are merging to become Connecticut State Community College on July 1, 2023. Also called CT State, the college will offer students a seamless experience across all locations, in every corner of the state, with coordinated student services and shared curriculum for over 200 degrees and certificates.

Open house attendees can learn more about CT State and the specific offerings of a particular campus. Information about online courses, co-curricular activities (including clubs and organizations) and non-credit career training and workforce development programs will also be available.

One primary advantage of an open house is the opportunity to learn more about the admissions and enrollment process. Enrollment Services staff will be on hand to

answer questions about applying, registering, advising, financial aid and paying for college. Information will also be available about Connecticut’s free community college program, PACT. Transfer advisors can speak with students who may be considering community college as the first step to a bachelor’s degree.

Prospective students are encouraged to visit CTState.edu before attending an open house. Here, they can learn more information about the merger, individual campuses, academic programs, and the college catalog. Students should peruse the catalog to identify programs of interest ahead of time.

For those unable to attend an open house, many of the campuses offer individual and group tours; details can be found on their websites. Analysts equate primary care with prevention, Gifford said.

“It’s actually based on pretty clear evidence that health systems that spend more as a proportion of total spending on primary care have lower overall costs and better health outcomes,” Gifford said. “So primary care is a bargain.”

A letter signed by North Haven First Selectman Michael Freda, Lt. Gov. Susan Bysiewicz and Department of Veterans Affairs Commissioner Thomas J. Saadi states, "As a Veteran of the United States Armed Forces, it is because of your service and that of your brother and sister Veterans that we are able to live in this free and democratic Nation. We believe your patriotic service to our Nation during the Vietnam era is truly deserving of recognition."

The health care cost growth benchmark was 3.4 percent, judged against 2021 data, and will be 3.2 percent for 2022 and then 2.9 percent for three years.

While the overall state cost growth rate was 6 percent in 2021, commercial health care costs grew 18.8 percent. Medicare increased by 1.4 percent and Medicaid by 0.8 percent.

Lamont was scheduled to make brief remarks, but he remained for more than half the two-hour meeting. As he left, he said he was pleased at the level of engagement by the hospital executives but acknowledged differences.

He repeated a message delivered directly to the executives. “If you’ve got a better idea, let me know,” Lamont said. “I tried to come up with some real cost savings for consumers and taxpayers now. I don’t have all the answers. I presented ours. What I don’t want to do is have another couple of years of studies.”

The hospital executives said after the meeting they heard him.

“The governor has been, throughout his administration, a great ally for heath care, ” said Jeffrey Flaks, the CEO of Hartford HealthCare.

“He continues to express interest in hearing new and more ideas, as he expressed today. And if some of these proposals may not make the most sense for the benefit of health systems and how we deliver health care across Connecticut, he’s asking for new ideas.”
