Beat Torrent, the slightly geeky name of a collective of two of the world's greatest electronic musicians. DJ Atom and DJ Pfel are both French, and will both be in Qingdao for one night only on 19 May 2010. They come to unleash their very own brand of audio savagery on an eager and enthusiastic electro audience brewing in China's second tier cities, arriving in Zhonglian Plaza for the first stop on their Chinese tour, before heading to Jinan to tear a hole in its collective eardrum.

Musically, the two turntablists have often been lauded above the majority of electronic musicians, a primary reason being that for some of their career's highest points, they were responsible not only for spinning the vinyl, but also for producing the music that it contained too. This means that the conservative musician's staple critique of electronic music does not apply - Beat Torrent are not using beeps, beats and pre-programmed samples to perpetrate an elaborate hoax on an uninformed audience, they played the notes, arranged the samples, chose the tempos and layered the sections in hour upon hour of studio work behind the scenes.

It's loud though, make no mistake, and aggressive. The duo from Nantes use crunchy distorted guitars, phasors, synthesizers and other audio-tech wizardry to keep your attention, and stack that on a foundation of enough bass to make Charles Richter uncomfortable. That said, melodic sense remains high, with deft application of effects and the right noise only where it's necessary. Now for those career high points. DJs Atom and Pfel represented French indie label Onandon Records, as part of Coup 2 Cross (C2C), an agglomeration of 4 turntablists. This futuristic quartet

took the World Team First Place at The DMC World DJ Championships for four years in a row between 2003 and 2006. The competition is the most highly regarded of its kind in the world, and no other individual or group has won in the same category four times in a row (though Japan's Kireek stands to equal the record this year). So whether you are die-hard electro or just beat curious, at least you'll know if you like it when you see these guys in action. They are some of the best in the world. DMC World DJ Championships The DMC World DJ Championships is an annual DJ competition hosted by Disco Mix Club (DMC) which began in 1986, though the competition unofficially started at DMC's first DJ Convention in London in 1985, when a young local called Roger Johnson impressed at The Hippodrome, which at the time was London's premier dance music venue. The following year, America's DJ Cheese brought the best out of the turntables by scratching his way to DMC's first ever World Title. Winners through the years have included the most technically-gifted turntablists worldwide, such as Q-Bert, Mix Master Mike, The Scratch Perverts, Rafik. DJ Kentaro and Beat Torrent's DJs Atom and Pfel.

Great developments in Qingdao nightlife 新年新气象

It's been a year since we last surveyed your opinions of nightlife in Qingdao. In that year, the number of bona-fide bars and pubs in town has practically doubled (and we exclude drinkydrinky bars in this estimation), thanks to the harbour-full of hard-to-reach watering holes at the Olympic Marina and all of the glamourous new nightspots in Zhonglian Guangchang. What are these bars doing to step up nightlife in the Island City? Music, mostly. Player House borrowed Le Bang's DJ Miki to set up a ludicrous sound system and play opening gigs, while Qingdao's hip hop impresario Shazhou lit up at Harbour Bar. Player House then pushed the boat out way further, bringing 4-time DMC championship DJ duo Beat Torrent all the way from France for one of the best nights out so far this year. Sadly this can't be said of the Marina bars, apart from Hooters which, with former Freedom Cuba proprietor Chunzi at the helm, quickly dispensed with mimicking the sexy American chain, added an 's' to the start of its name and started hiring heavy metal bands every weekend. While those bars have made for worthwhile distractions, little has changed of the standard Friday - ie., starting with Chinese/Korean food before pre-gaming on Jiangxi Lu, then heading to Jazz Bar via a stop in Le Bang. But some of those bars too have made welcome changes in the last year - notably ssLPG, who pretty much turned the whole downstairs half of the venue into a sports bar, casting into doubt Charlie's Bar's victory in the Best Place To Watch Sports category last year. Freeman Cafe have put on plenty of folk rock concerts, proving very popular with thoughtful locals and incurring the least attention from the police for live music on Jiangxi Lu.

Qingdao needed a sports bar. Now it just needs a better time difference between Europe and America. LPG把下层重新装修了。地下室变身运动酒吧。阿拉丁，取消欧美和中国的时差吧。

2010年红星--青岛夜生活酒吧奖，火热投票中！登陆qingdaohejiu.com，为您支持的酒吧投上宝贵的一票。仅一年的时间，青岛的酒吧数量就足足翻了一倍，新的酒吧区有奥帆中心码头和中联广场。各酒吧都在新的一年里大展拳脚，改善岛城的夜生活。Vivi吧借来了乐邦的DJ Miki来组合了强大的音响系统。刚开业时，他还在那里DJ过一阵子呢！码头酒吧有青岛本地嘻哈音乐人沙洲。鸿巢会更强，带来了来自法国的DMC大赛四连冠双人DJ组合Beat Torrent。这些晚上都称得上是今年最好玩，最热闹的晚上。很可惜，除了猫头鹰酒吧，奥帆中心的酒吧就没那么热闹了。因为猫头鹰酒吧有已闭业的自由古巴的经理纯子在，很快就不再装成以性感著称的美国连锁酒吧Hooters，在前面加了一个's'，而且每周末都请到不同的重金属摇滚乐队来演出。虽然前面提到的酒吧带给青岛人不少娱乐，我们惯常的周五夜还是没怎么改变─晚餐吃中国菜或者是韩国菜，然后到江西路的酒吧玩，再去乐邦，最后就是街角酒吧。不过这些酒吧有一些做了受顾客欢迎的转变，尤其是ssLPG，把半个酒吧，整个下层改成一个运动酒吧，这为去年获得最佳观赏体育赛事酒吧的查理斯酒吧带来了威胁。自由人酒吧则办了不少本地民谣音乐演出，都很受本地的乐迷欢迎，而且在江西路的现场音乐演出之中，最不会招来居民的噪音投诉。

There are guesthouses in several areas, but we have one near Beizhai that feels like getting away from it all. The rustic 10m² rooms cost 200元/night for up to 3 guests, and they ask 30元/person for all the organic cherries you can pick. 樱桃节 May is pretty in Qingdao Every Spring, Qingdao's hills are splattered in pink and white as untold thousands of cherry trees flower and bear fruit. With sunshine pouring down, and the warmest weather we've experienced in several months, this kind of beauty is easy to enjoy whether you prefer the romantic 'urban garden' feel of Badaguan and Zhongshan Park, or if you fantasise about being lost in a wilderness of ripe cherry trees and rural guesthouses, we've got you covered. The cherry trees that pack Zhongshan Park and line many of the city's old avenues are one of the major legacies left by the Japanese, after foreign governments took Qingdao away from Germany and gave it to that empire following the first World War. For most of the year, the trees blend in quietly with the sycamores and birch, but when May rolls around urban dwellers are reminded of the region's colourful past. For the duration of the festival, Zhongshan Park holds regular concerts and other cultural performances, though details were not available at the time of print. If the weather's good, grab the kids and head over for the day - in the worst case, you can spend the day at the amusement park.

There is one thing about Kuala Lumpur that I can’t really explain. It’s so cheerful and everything is made with dedication. I got the impression that people here did anything and everything so that their fellow citizens would be satisfied. The local people realise they are part of a multinational city and they respect the different cultures that they are surrounded by. They celebrate Hindu festivals and Chinese New Year too: Every shopping mall during this period has a place for stalls made of wood or fake stone where they sell beautifully packed souvenirs and build a scene for Chinese musicians that play traditional music the whole day. It was so cold in Qingdao that we were glad to finally indulge ourselves in sunshine. We had a friend in Kuala Lumpur who met us at the airport and took us to the only Indian restaurant open at 3am. We were starving and ordered a traditional naan bread. We could choose the fillings and get 3 bowls of different spicy sauces for free. We took naan with cheese, which during our time in Qingdao we had missed so much - just delicious - it became our favourite appetiser for every meal afterwards. We enjoyed mango lassi (smoothies) too. One thing about drinks in Malaysia - everything comes on the rocks, including milk tea. Our friend lived in a condominium where the residents shared a swimming pool, barbecue area, kids playing area and security personnel everywhere. It cost around 3,200元 a month for a flat with 2 bedrooms, a living room and a big balcony. A QUICK DETOUR - PUTRAJAYA We had barely had time to realise we had touched down in Malaysia before being swept away to a neighbouring town. We met 20 Iranian residents on our way to Putrajaya, the Silicon Valley of Malaysia, which is about 40 minutes away from Kuala Lumpur by car. The city has also become Malaysia's seat of government since the capital was deemed too crowded in 1999. Students flock there to study, mainly in IT. At this Persian party we got a chance to try specially-prepared dishes and breads. All the ingredients were supplied from a local, authentic Iranian shop, which was not a big surprise to us there are Iranian shops everywhere, stocking items

The Kuala Lumpur Bird Park was definitely one of my most memorable experiences in the Malaysian capital - I never knew I loved birds so much! And it’s not just watching them in cages. OUT OF THE CITY - BATU CAVES They say that more than one and a half million Hindus come to Batu Caves to attend a festival called Thaipusam. It’s a day of penance and thanksgiving for Hindus. The festival is celebrated in honor of Lord Muruga and Hindus believe that sins can be cleansed during this period. Many who take part in the festival prepare themselves by cleansing their bodies through fasting and abstinence, usually observing a vegetarian diet for a certain period of time. As one Indian woman told me, only after months of fasting, the devoted manage to pierce their body with fruits hanging on them like earrings, without bleeding. Many devotees carry the image of Lord Muruga, with gifts, up the 272 steps to the temple cave. They carry toddlers despite the fact that the place is overcrowded, and shave their heads pouring some powder on. These people are really dedicated and they come with their family to offer one another support because it takes such stress to accomplish all this. This festival is definitely worth seeing, and the people allow westerners and other non-Hindus to participate as well.

MELAKA - HISTORIC CITY OF MALAYSIA It’s so easy to travel through Malaysia. You just go to Puduraya Bus Station and buy a ticket to another city. It’s not expensive – from 20 Ringit (40 元) for a comfortable bus with air conditioning and sometimes, a toilet. You can even go to Singapore and Thailand by bus and train. We went to the station, bought tickets and it took us just two hours to get to Melaka. The place felt a little like South America: Old colonial-style buildings, a Catholic church and a museum of torture apparatus entitled Tortura, a sign of a vicious past. We lasted just five minutes in here. It’s decorated like it might have been during the Inquisition, very realistic and really scary with faint light, sinister music and cool air as if you were in a dungeon. Melaka's history is complicated. It was occupied by the Portuguese, Dutch and English - no wonder it has such an European spirit. It is also so small enough that it takes just two days to see all the places of interest. THE ISLAND OF PENANG Ok, honestly, January is not the best month to see the most beautiful islands of Malaysia because it's the rainy season. If you want to go diving in a clear blue turquoise water and lie on the white sand then your choice is East coast islands, but those were closed due to dangerous weather conditions. So we went to Penang, a West coast island. Renting a beach house with a sea view costs just 150 Ringit (300元). Be ready for a high humidity level, ant bites if you walk on the sand and huge cockroaches for company. To be honest, after a while you will easily get used to that. These are the tropics anyway. We spent one day in Penang before heading for Thailand...

Busy streets, crowded restaurants and booked hotels are what the people of Shouguang have come to expect during the month of May. Shouguang, a city of nearly one million people, located approximately forty minutes west of Weifang (and three hours west of Qingdao), is in its eleventh year of hosting the largest vegetable exhibition in China, which runs from 20 April to 20 May. This up-and-coming city is the largest vegetable producer in the country, and has been named 'The Vegetable Capital of China'. Shouguang received this title with the help of a local farmer named Wang Leyi 王乐义, who changed the fate of vegetable production through the invention of winter-warm greenhouses. Wang Leyi, also

known as 'The Vegetable King', created the first greenhouses to sustain vegetable growth in temperatures as low as -25 degrees Celsius, producing fresh fruit and vegetables all year long. The Shouguang Vegetable Fair was created in 2000 to showcase innovative farming techniques from farmers like Wang Leyi and other pioneers in the field. The Fair, which is held at Shouguang’s Exhibition Center, has grown greatly in popularity, last year reaching a total of approximately 1.71 million visitors, from over 30 provinces in China, and from more than 16 different countries. The 2009 fair turnover was estimated at 16.1 billion RMB. The festival is also visited by top government leaders.

The theme of this year’s fair is “Green, Science, Technology, Innovation and Development”. For the price of admission (40元), visitors have access to 8 exhibition halls, 4 greenhouses, 2 winter-warm greenhouses and over 2000 indoor and outdoor exhibition booths, all showcasing fruits, vegetables, seeds and flowers in unique, interesting and unexpected ways. Some of this year’s highlights include 120 new and rare varieties of vegetables, fruits and flowers, over 100 new farming techniques, live demonstrations and the new and improved Shouguang Vegetable Museum. There will also be fixtures like traditional Chinese art galleries, exhibits containing large statues and displays made entirely of fruits, vegetables, flowers and seeds, and oversized and overgrown fruits and vegetables. prestige awards given out for achievements in diverse agricultural areas. During down time visitors may retreat to the shopping areas, or picturesque resting spots. After spending a day looking at delicious fruits and vegetables, venture in to town to see how they are prepared at local Shouguangese restaurants. A Shouguang favourite is ludoupau 绿豆扒古, which is similar to a pâté in texture, but is made from beans, spinach and turnip. Another local dish huang gua ban you tiao 黄瓜拌油条, which is a Chinese version of caeser salad. If you’re looking for a warm meal, pay a visit to one of Shouguang’s favourites, 'Qingdao Style Barbeque' 青岛风味烧烤. Restaurant owner and local resident Rob Zhang 张英波 prides himself on only using the best local vegetables and meat, and says that no meal is complete without some of his famous barbecued potatoes!

Sumptuous blending of sweet, spicy, sour, bitter and salty flavours characterise Southeast Asian cuisine, which is already well represented in many of China's international cities, though unfortunately not Qingdao yet. However there are a few under-the-radar choices for those craving the scent of lemongrass, including recently opened Taifuyan. Sandwiched between girly-girly bars on Yan'erdao Lu, TFY's interior is not like the usual Southeast Asian restuarant. The French wine bottles on the wall don't really match the two elephants outside the door, but the seats are comfy. After a few visits last month, my favourite dish is the vegetable Tom Yam Soup. The broccoli, cauliflower and mushrooms look really appetising in the red soup, and its hot and sour flavours are well-balanced. The Vietnamese-stlye spring rolls dipped in sweet and sour fish sauce, the coconut milk green curry chicken (sweet, requests for no bones or skin were met with... no bones or skin!) and the lettuce-wrapped minced chicken (salty and hot) go really well together in a meal. But the pineapple fried rice is too salty and not sweet enough, and mango chicken fillet lacks a sufficiently rich sauce. For 3 persons, we ordered spring rolls, minced chicken wraps and the Tom Yam, which with soft drinks and rice cost less than 90元. Overall, it's clean, reasonably priced, and has a chef from China's Yunnan province, where this cuisine has quite a presence. Definitely a good choice for Southeast Asian food in Qingdao.

Jingyu Yoga 静悦瑜伽养生会所 Opened on the first of May, this homely little yoga place right next to the Tsingtao building at May 4th Square is ideal for newcomers to the discipline. The comfortable surroundings allow for small class sizes, or oneon-one tuition. Instructor Wang Qian, a native of Qingdao and also an avid oil painter, has spent the last eight and a half years developing her toned physique through this ancient spiritual practice, and learned the majority of her skills under instructors Ge Hong Mohan and Devananda Giri in Beijing. She says, "Yoga is the ideal lifestyle. Lots of people in India do it, and live it. Since I started practicing yoga I've felt more calm." She's even visited the Indian subcontinent, spending 2 months in the gateway to the Himalayas, Rishikesh. Jing Yue Yoga is offering opening specials such as a 14 days to 1 month free period for new members, gifts including spa vouchers, and yoga clothes and mats. With a range of membership packages for students of different levels and monthly to yearly periods of instruction, newcomers don't have to commit to long, overly-exerting courses - there really is nothing to keep you from trying out. Jing Yue also offers yoga instructor classes and can coordinate trips to yoga training schools in india. Like its 2005 forebear -- Liu's graduation project for the Beijing Film Academy -- Oxhide II boasts a one-woman crew (Liu), a three-person cast (Liu and her parents, playing themselves), and a single location (their tiny apartment). Dad still runs his handmade leather-goods shop, its future now seriously in doubt. This all comes out over the kitchen table, around which the film literally revolves -- each of the nine shots is 45 degrees removed from the previous one.

Oxhide II sets a screentime record for dumplings. The ubiquitous dish is assembled, cooked and consumed, all in real time. Even for dumpling-lovers, this could prove too much of a good thing, and some may ask why a movie

Rigid, maybe, but Liu keeps a sense of humor. She uses a ruler to measure out chives and can only produce misshapen dumplings. One shot is cheekily filmed at floor level, through the table supports. As in the '05 original, the static, widescreen framing frequently crops actors or leaves them completely offscreen, bestowing a lived-in quality. It's as though events happen with the camera, not for it. This is occasionally sabotaged by 'scriptwriterly' dialogue, which redundantly underlines established character traits (Mom's contrarianism, Dad's traditionalism, Liu's nonconformism). But even the dissonances show Liu's invention: by imposing such strong order on everyday, autobiographical details, she blends documentary, experimental and narrative filmmaking, and creates something completely distinctive.

《牛皮贰》创下了饺子画面之最，影片实时地拍摄了包饺子、煮饺子和吃饺子的全过程。即使对喜欢吃饺子的观众来说，饺子的画面也不免有太多之赚，于是有些观众不免质疑，为什么影片的两小时都围绕一顿饺子的主题展开，而且仅煮饺子就占用了十分钟的镜头？这是一部关于个人家庭生活的电影，和导演在北京电影学院2005年的毕业作品《牛皮》一样，《牛皮贰》中导演刘伽茵和她的父母在自己家中再次扮演了一家人，父亲仍然经营着手工皮具店，但一家人赖以生存的皮具店面临关闭的危险。全剧的剧情展开始终围绕着厨房的桌子-九个紧紧围绕着桌子的相隔45度的固定镜头。电影讲述一个严肃的话题，但却不乏幽默感。刘在剧中用尺子量菲菜，只能包出不规则形状的饺子。剧中的一个镜头非常搞笑，透过桌子腿拍摄了地板的场景。和2005 年拍摄的《牛皮》一样，在影片宽屏取景拍摄的静态影像中演员经常部分离镜或完全置身于镜头之外，让人感觉到影片镜头的焦点基本上就是家里的一部分家具，或是屋里的那扇窗户。剧情随着镜头发展，而不是为了配合镜头而展开。美中不足的是影片中的对话偶尔有些生硬，颇有刻意写作之嫌，这样强调对话的目的是为了重点刻画剧中的人物特征（妈妈思维逆向，爸爸传统保守，刘很叛逆），即使这些情节有些冲突，但并不妨碍彰显刘的伟大创造力；通过坚持生活原态和铺展生活中的细节，刘的电影集纪录写实、创新尝试和影像叙事手法为一体，独创一种与众不同的风格。

Disposal program. These are the soldiers who spend their days responding to calls of strange looking piles of garbage with wires coming out of them. They suit up in massive amounts of armour - which we quickly learn provide little protection - and work to diffuse or control the detonation of the device. The great director, Alfred Hitchcock, believed there was a significant difference between the uses of Terror and Suspense in film. Terror was found in random unexplained events with crushing consequences while Suspense would give the audience context for the events revealing the bomb ahead of time to them. In film, a bomb hidden beneath a table can evoke Terror if it explodes without notice. Show the audience the bomb ticking away beneath a couple talking and the scene becomes suspenseful.

But it's not just that an action-soaked film. It's the first successfully self-aware film addressing the current Iraq conflict on its own terms. It does this by taking us on a journey through the eyes of soldiers in the US Army's Explosive Ordinance

The Hurt Locker is a difficult film to just throw praise at because it's perspective on today's Iraq wrenches away that line between Terror and Suspense. What should feel like terror--instantaneous death, mutilation, destruction-has become expected. It's not just expected by the audience but by the characters too. Without that explicit insight we know there's a bomb here. We know there are lots of them. Sergeant William James, the film's lead, has spent a lot of time standing over ticking bombs. He lives far beyond terror or suspense. He lives far beyond the day-to-day life of his family back home in the US. He is a sad strange hero. We aren't asked to like him. Some viewers won't. But at least go along for the ride.

The Dragon and the Foreign Devils

When the English burned the Summer Palace in 1860, they sent a Pekinese dog to Queen Victoria. She callously named her new pet 'loot-y.' Gelber, a historian who has taught at Harvard, recalls the tale in his ambitious, informative exploration of China’s diplomatic history. Unfortunately the book has a few lacunae and mistakes, but it is worth the read. He correctly insists that while China is the “most exciting emerging power” today, many find it impossible to understand. Therefore, he avoids the typical dynastic history for a welcome 'outside looking in' examination of who has come to China, why, and their experience. We learn that after China subdued the Xiongnu around 200 BCE, the Xiongnu became allies. In contrast, the

Mongols sacked Beijing in 1215 CE and killed thousands, then established the Yuan Dynasty (1279 -1368). As for the theory that China made intruders more Chinese, Gelber indicates that this is only partly true. Yes, the Mongols held Confucian exams. However, they appointed governors, usually Mongols or non-Chinese; used Persian as the court language and elected the new khan, spurning the Confucian hereditary principle. After the Ming dynasty's founders expelled the Mongols, the Mings reinforced the great wall. Gelber’s takes a very close look at Marco Polo. He is correct that Polo’s famed writings are partly true but also filled with exaggeration and fabrication. The author’s treatment of the the communist and nationalist parties needs more clarification. For instance, Gelber quickly reviews the USSR’s support for the nationalists, not explaining Stalin’s ideological and power-based motives, or detailing how the nationalists were divided about these relationships. Unfortunately, inaccurate dates mar the Korea section - if you read it, see if you can spot them! The book generously includes pictures, maps and diagrams. Lets marvel at the Ming Emperor Xiao Zong in his ballooning orange robe; admire Jesuit missionary Matteo Ricci’s dignified, bearded face; and recoil at the iconic photograph of Japanese invaders bayoneting victims at Nanking in 1937. While an excellent effort at history, the book needs an analytical overview of the principles undergirding Chinese statecraft for perspective, e.g. playing off the barbarians. As for the foreigners, Gelber asserts that they came to China out of "curiosity, admiration, greed for trade or territory." Yes, but sometimes the Chinese lured or invited them here for the former’s interest, e.g. they sought the US's help against Japan. Looking to the future, Gelber hopes to see marauding horsemen give way to traders, teachers and negotiators in a new era of working for mutual benefit. In 1Q10, a number of expensive land parcels were auctioned in Qingdao, coinciding with the surge in real estate demand and leasing transactions during the same period. This increase in market activity was primarily fuelled by the steady recovery of the residential and office markets as well as the continued aggressive expansion by mid-range retailers. The Office Sector The completion of Qingdao International Development Center, a Grade B office building in Laoshan District, brought approximately 31,000 sqm of new office space to the Qingdao market. As for the leasing market, China International Capital Corporation Limited (CICC) opened its flagship office in Qingdao, while Coca-Cola relocated its Qingdao office to the Flagship Tower. This reflects the significant increase in office leasing activity that we have witnessed throughout the first quarter of 2010. Domestic companies have been the key drivers for the recovery, although multinational corporations (MNCs) have also been increasingly active in the leasing market as global economic conditions improve. Many tenants are attempting to take advantage of what seems to be a market coming out of a bottom, and well on its way to at least a partial recovery, by relocating their office or restructuring their lease before rental rates head higher. - Grade A average rental price: RMB 105/m2/month (down 2.8% on previous quarter)

Industrial The industrial market demonstrated clear signs of recovery in 1Q10. Rental demand was predominantly driven by domestic retail goods and manufacturing enterprises. The development of Qingdao’s coastal area, along Jiaozhou Bay, brought new land resources to the market, and could potentially lead to robust growth in the area. Additionally, Hong Kong Sunbase International (Holding) Limited invested in an LED (light emitting diode) project located in Jiaozhou Bay Industrial Zone, this project is projected to bring approximately RMB 80 billion worth of investment into the relevant industries, and provide employment opportunities for up to 50,000-80,000 workers, thus this project will have a far-reaching impact on Qingdao and Shandong province as a whole. - Grade B average rental price: RMB 78.1/m2/month (up 2.2% on previous quarter) Retail With no new retail completions in 1Q10, the total prime retail stock (including high-quality department stores and shopping centers) remained at 803,600m2. The vacancy rates of most developments remained at almost the same level as that of the last quarter, slightly increasing by 1% to reach 11% in 1Q10. This was largely due to the repositioning and tenant mix adjustments of shopping centers that have been seeing a slowdown in business.

Fast food restaurants have also expressed interest in opening new locations, exemplified by McDonalds, KFC, and Papa Johns, which have all opened new locations in recent months. High-end and Luxury Residential One luxury residential project was completed in the first quarter of 2010, bringing an additional 365 units to the luxury market. Three high-end and two luxury projects were also launched in 1Q10 as high-end and luxury properties recorded significant average sales price increases of approximately 13.0% to RMB 13,597/m2 and 17.5% to RMB 22,878/m2, respectively. Both high-end and luxury properties brought in the highest sales prices to date in Qingdao's residential market this quarter. Although sales prices had increased, the sales rate of both high-end and luxury apartments decreased this quarter, declining from 41% to 18% for high-end and from 28% to 20% for luxury.

规范和加强《避免双重保税协议》实施 Tightened Double Tax Treaty Reporting Adam Livermore, Dezan Shira and Associates

With the filing deadline for individual income tax approaching on March 31, we take a look at some new tax rules that have been introduced in China to further regulate double tax treaty reporting. In September 2009, the State Administration of Tax issued Circular 124 further regulating tax administration for non-residents availing of the benefits that double tax treaty arrangements provide for their income in China. Foreign executives based in China for limited periods over a 12 month timeframe currently may not have to declare taxable income in China if their stay is less than 183 or 90 days (depending on their nationality). Circular 124 provides filing requirements to support such claims and have them pre-approved. The circular seems aimed at offshore companies in jurisdictions that have tax treaties with China and are shielding individual income tax and to the tax treaty domicile. Filings requiring pre-approval with the SAT: 1. Dividends derived from the same equity investment in the same enterprise 2. Interest derived from the same debt and due from the same debtor 3. Documentation needs to be filed with the local responsible tax bureau for a pre-approval process lasting up to 40 days, with a further 10 days if additional investigation be required. If no answer is provided by this time, the application shall be deemed as having been approved.

The circular tightens considerably the application requirements and procedures for applying for tax treaty status and demands more disclosure. 提出非居民享受税收协定待遇审批申请时，纳税人应向当地税物局提交以下资料： 1. 适用的合同、协议和付款收据 2. 由税收协定缔约方主管当局在上一公历年度开始以后出具的税务登记证； 3. 其他相关税收协定缔约方主管当局在上一公历年度开始以后出具的税务登记证 4. 股东居留身份以上资料都需呈报当地税物机关审批，审批期限一般不超40个工作，在规定期限内不能做出决定的，经有权审批的税务机关负责人批准，可以延长10个工作日。有权审批的税务机关在规定的时限内未书面通知申请人审批结果的，视同有权审批的税务机关已做出准予非居民享受税收协定待遇的审批。如需申请人进一步提交相关证明文件，该时间段不应被列为正式审批的时间期限内。该管理办法还同时允许对个案进行抽样调查，并加强了对申请要求和申请程序的管理，从而达到对申请人的个人信息和申请要求更详细具体化。值得一提的是，该管理办法赋予国家税务总局可调查公司运营情况、个人和公司具体车辆拥有情况和海外公司交易情况等权利。在此建议中国境内的海外公司在向当地税务机关提交这些证明文件前，应仔细咨询相关专家意见以审核做好证明文件的准备工作。
