It has been one year since I was blessed with the incredible opportunity to lead the Port of South Louisiana. On my first day, our team hit the ground running and I’m incredibly proud of the progress that our Port has made in one short year. By restructuring our organization, placing an existing brilliant staff in roles that fit their strengths and bringing on new talent to fill in the gaps, our team was able to tackle big goals. Many of those goals were set when my team and I identified three areas to prioritize: Agriculture, Infrastructure and Energy Diversity.

Port of South Louisiana has reversed a six-year trend of net tonnage losses and is finally growing. The numbers do not lie, with the Port moving 10 million more short tons of cargo in 2022 than the year before. Our Commission, Staff and I are constantly thinking outside the box and taking tremendous steps to maximize our growth and operate at optimal levels. Last year, Port SL faced many challenges, including barges being unable to move safely on the Mississippi and Ohio Rivers. Despite the adversity brought on by Mother Nature, the Port took major steps to overcome obstacles and remain resilient. In August, Port SL dedicated two new Konecranes at its Globalplex Intermodal Terminal Dock, doubling the Port’s discharge rate and making the Port more efficient with less downtime in the offloading process.

Port SL has also made significant improvements at our Airport.

As you know, our Port is home to multiple domestic and international companies, like Louisiana Sugar Refinery that you will read about in this feature. We have seen that aviation facilities are vital to these companies as they have aircraft bringing personnel into and out of their facilities. Because of the vital link between our river port and airport resources, we are in the process of planning the expansion of Executive Regional Airport’s facilities for the future.

Port of South Louisiana is responsible for exporting 60% of this nation’s grain. Seven of the state’s nine grain elevators are located in our Port’s jurisdiction and for the first time in 40 years, a new grain terminal is planned to be constructed in the state of Louisiana. Greenfield Louisiana’s plans for this new, state-of-the-art grain eleva-

tor and accompanying Dock will facilitate the movement of agricultural goods from both local and national farmers in the U.S. to end users throughout the world. The project will create 500+ jobs during peak construction and 100+ full-time, well-paying jobs with benefits once operational. Greenfield Louisiana will be a game-changer, creating wealth for St. John Parish and the region and increasing our state’s grain output by 10%.

Lastly, by now you may have heard the exciting news about Port SL’s agreement with T. Parker Host to purchase Louisiana’s greatest industrial icon, Avondale Global Gateway! Our Port SL Commission unanimously approved and directed me to begin the process to acquire this 254-acre global logistics hub along the Mississippi River which will allow our Port to be more competitive in traditional international trade and focus on the new frontier of renewable energy development. The acquisition of Avondale Global Gateway will further solidify the Port of South Louisiana as the premier gateway for U.S. import and export traffic and aligns with our goals to facilitate economic development in the River Parishes and Southeast Louisiana through waterborne commerce. This unique publicprivate partnership with Host remaining as operator is supported by Jefferson Parish officials and business groups, including Parish President Cynthia Lee Sheng, Jefferson Parish Council, JEDCO and the Jefferson Parish Chamber.

I often say that Port of South Louisiana’s best days are still ahead. 2022 was a great year for Port SL but our Commission, Staff and I are not letting our foot off the accelerator. We show up to work everyday with the mission to reach new heights, attract good-paying jobs and make Louisiana and America more competitive in the everchanging shipping markets. The state legislature established the Port of South Louisiana in 1960 to promote commerce and industrial development along the 54-mile stretch of the Mississippi River that runs through the St. Charles, St. John and St. James tri-parish regions.

PHILOSOPHY

The Port’s philosophy of development is to entice companies to set up regional operations within its boundaries. The Port serves primarily as a “landlord” port to more than 30 grain, petroleum and chemical companies. The exception to this is the port-owned world-class intermodal Globalplex facility SoLaPort, and the St. James Westbank property.

WORLD’S LARGEST PORT DISTRICT

The ports of South Louisiana, New Orleans, Baton Rouge, St. Bernard and Plaquemines make up the world’s largest continuous port district. They are responsible for moving one-fifth of all U.S. foreign waterborne commerce.

FACILITIES

Within the Port’s jurisdiction, there are seven grain elevators, multiple midstreaming operations, more than 40 liquid and dry-bulk terminals, the Globalplex Intermodal Terminal and the Port’s Executive Regional Airport.

PORT AREA

The Port covers a 54-mile stretch of the lower Mississippi River between New Orleans and Baton Rouge. The Port begins at river mile 114.9AHP near the Louis Armstrong New Orleans International Airport and winds through St. Charles, St. John the Baptist and St. James parishes. It continues north to river mile 168.5AHP just north of the Sunshine Bridge.

MISSION

The Port is charged with a mission to promote maritime commerce, trade and development, and to establish public and private partnerships for the creation of intermodal terminals and industrial facilities.

GOVERNANCE

The Port is under the jurisdiction of the state of Louisiana and authorized by the state constitution. A nine-member board of commissioners directs the Port; all of them are unsalaried. •

2022: A YEAR OF CHANGE AT THE PORT OF SOUTH LOUISIANA REGIONAL EXECUTIVE AIRPORT

From hiring new personnel in leadership positions, to planning and constructing new projects, to patching up infrastructure damaged in Hurricane Ida, the latest calendar year was an eventful one.

Having a plan is one thing. Possessing the perseverance to battle through unexpected obstacles when that plan ventures off script is quite another.

Ten years ago, Port of South Louisiana leaders announced their multi-phased “master plan”

for the newly-acquired regional airport – a figurative step-bystep blueprint that identified improvements, renovations and additions to fully utilize this unique space for the clientele they intended to serve.

Since then, the airport has been completely transformed,

as each turn of the calendar page brought with it progress. Multiple extensions and resurfacing of the runway, enabling larger aircraft to land and take off from the River Parishes. A modern, state-of-the-art terminal. The construction of public T-hangars. Revamping the

airport’s security system. Year after year, development at the airport continued to advance.

In that regard, 2022 was just another year at the airport as the Port put shovel-to-dirt or applied the finishing touches on several projects, including the construction of a second batch of 10 T-hangers available for lease to the public after the initial batch of 10 erected back in 2019 sold out quickly and left a lengthy waiting list.

At the same time, 2022 presented a unique challenge at the airport as staff had to keep moving forward but also had to pause to refortify and repair much of the progress that had been made since 2012 after Hurricane Ida mercilessly ripped through the region in the late summer of 2021.

Additionally, for employees like Charles Palmer, it meant doing a little extra to help out those who had to put their ‘work life’ on hold when the storm forced them to temporarily relocate.

Prior to Ida, Palmer moonlighted at the Port of South Louisiana Executive Regional Airport a few days a week while holding down a full-time position at another aviation facility in Orleans Parish. In the immediate aftermath of Ida, though, Palmer assisted the understandably understaffed crew in Reserve by showing up at 4 a.m. every day to pump fuel and coordinate fuel quality control at the Port’s airport before heading to his full-time job.

“For me, it was just the thing to do in that situation,” Palmer

said. “Even though I previously only worked at the Port a few days a week, on those days you got the feeling that you were a part of one big unit working toward a common goal. That stuck with me.”

Partially because of that extra effort, and partially because of his expertise in the field and excellence in executing his job responsibilities, Palmer was hired as the Airport’s new supervisor in April 2022.

“As a person who has worked in several different roles at airports that largely handle private aircraft, this role encompasses all those roles into one,” Palmer said. “Day to day things like overseeing fuel quality and supply, welcoming planes in, overseeing the work of outside contractors, staying up to code with FAA regulations.”

visor position also has him involved in ‘big picture’ duties, as well. That includes helping to secure grants and funding on local, state and federal levels, soliciting additional traffic to the airport, and monitoring various infrastructure improvement projects on the grounds.

For instance, in February 2023 the Port celebrated the completion of its second batch of 10 rentable T-hangars built right across the apron from the original set of 10 T Hangars commissioned a few years back. The total price tag on the project was $1.8 million with roughly one-third of funding provided by a Department of Transportation grant.

Technically, these new hangars are known as “nested T-hangars” in the industry, meaning that unlike traditional box hangars,

these allow for the tail of the aircraft to sit in the center of the structure, which provides a much more cost-effective use of the space. In turn, that reduces the space needed for the apron, and therefore reduces the overall cost of the T-hangars. Upon completion, they’ll be able to house a variety of airplanes, including Cessna 340s, Beechcraft 55 Barons and Daher TBM 900s.

Beyond facility upgrades, 2022 also marked the airport’s return as a community and civic setting as several philanthropic and educational events came back on the calendar after the threat of COVID-19 lessened. In June 2022, the airport welcomed students from the Jump Start Summers Program so that they could apply their knowledge of GIS (geographical information sys -

tems) to real-world situations. Several volunteer pilots involved students in a detailed preflight briefing and even placed them in the cockpit of a Cessna 172, among other airplanes.

Making the airport accessible to the entire community through these programs – not just accessible to those wealthy enough to afford their own planes – is a trend Palmer and other airport officials plan to continue for years to come.

As far as long-term visions for the airport, studies are currently being conducted on the feasibility and potential economic impact of lengthening the existing runway to better serve the needs of business leaders who have industrial sites within the Port District.

“Lengthening the runway brings with it so many other opportunities, because it expands the types of aircraft you can have land and take off at the Port of South Louisiana,” Palmer said. “Especially when it comes to port-related travel or business – we want you to land here and take advantage of what we have to offer and to save you time. To do that, we need a runway capable of handling all sort of aircraft.”

Palmer said the Port prides itself on being intermodal and air is a part of that larger vision. “If a product is needed for an industry in a timely fashion, we want to have a facility capable of handling that instant demand, instead of them having to wait for truck or barge or rail,” Palmer said. “We want to provide more options and more solutions, and improving our airport’s capabilities does that.” •

SWEET SUCCESS

Louisiana Sugar Refining and the Port of South Louisiana work together to produce and distribute one of America’s most important commodities.

The River Parishes has a long history of sugar cane farming, production and refining, and the Port of South Louisiana is home to Louisiana Sugar Refining—a major employer in the region and a driver of the local and state economy.

“Every single day, the Port of South Louisiana is feeding this nation and the world,” said Paul Matthews, CEO of the Port of South Louisiana. “We move over 100 million tons of agriculture products produced by America’s farmers. Port of South Louisiana will always work in partnership with the entire sugar cane industry, from the farmers planting the seed stalk all the way to the refiners producing the sugar.”

SUGAR PRODUCTION IN LOUISIANA

According to the American Sugar Cane League (ASCL), a non-profit organization of Louisiana sugar cane growers and processors, Louisiana is the oldest and most historic of the sugar-producing areas in the United States. In fact, sugar cane arrived in the Pelican State with the Jesuit priests in 1751 who planted it near where their church now stands on Baronne Street in New Orleans.

The ASCL said that sugar cane is produced on more than 480,000 acres of land in 24 Louisiana parishes. As of 2021, the organization estimated that production in the state exceeded 14 million tons of sugar cane, with an economic impact

of $2.3 billion to the cane growers and raw sugar factories of the state. Louisiana is one of only four states in the nation to produce sugar cane, along with Florida, Hawaii and Texas.

Originally founded in 1895 under the name Gramercy Sugar Co., the sugar refinery now known as LSR was founded in 2003 as a joint venture between Cargill, Inc., and Louisiana Sugar Growers and Refiners, Inc. By forming a joint venture, LSR has been able to ensure the growth and stability of the state’s sugar cane farmers by integrating more than 800 growers in the industry.

The company added Imperial Sugar Co. in 2007, which provided funds to access new technology and improved infrastructure at the now 128-yearold Gramercy refinery. While Imperial Sugar sold its share in 2011, the facility is now capable of refining 2 billion pounds of white sugar annually, and produces and distributes refined sugar to food manufacturers and distributors in bulk, industrial and retail sized packages.

Located within the 54-mile jurisdiction of the Port of South Louisiana, the largest tonnage grain port in the United States, it’s no wonder that LSR and the Port of South Louisiana are mutually beneficial partners in the distribution of sugar. According to Larry Faucheux, CEO and general manager at LSR, Port of South Louisiana traces its roots back to the sister sugar refinery of LSR. “In the 1950’s, LSR was known as Colonial Sugar Refinery and the Port is located on what was once the Godchaux Henderson Sugar Refinery,” Faucheux said. “Today, nearly 1.4 million tons per year of raw sugar is either grown, milled or refined in the Port’s vicinity.”

LSR refines this locally sourced sugar cane into granulated sugar, liquid sucrose and molasses for industrial and foodservice customers. “What separates us is that we are 100-percent sourced United States sugar cane, and we utilize local communities as an integral facet of our daily operations,” Faucheux said.

LOCAL EFFECTS

LSR relies on nearly 400 local employees to help refine more than 1 million tons of raw sugar annually (representing more than two thirds of the sugar grown in Louisiana). “Approximately 800 Louisiana growers, all located within a 100-mile radius of LSR, currently supply the refinery with all of its raw sugar needs through SUGAR, a cooperative of growers and eight Louisiana sugar mills.”

One local grower, Pete Dufresne, St. James Parish President, is a first-generation sugar cane farmer who started in 1999. “That first year I produced approximately 30,000 tons of cane,

and we gradually increased our production,” he said. “Over the years I’ve been able to acquire new and innovative farming operations, and now I produce around 90,000 tons of cane. This is roughly 20 million pounds of sugar.”

While sugar cane farmers face challenges such as rising costs and weather fluctuations, one of the biggest challenges is educating incoming elected officials on Capitol Hill about the importance of the sugar provisions in the Farm Bill. “Sugar cane and sugar beet growers work together to partner with elected officials from across the country to advocate for farmers and our food supply,” Dufresne said.

The support of Louisiana lawmakers to maintain the current arrangement means that sugar subsidies provide essential safeguards against bargain imports with questionable quality. Dufresne, who has been a member of LSR since its inception, said that the partnership has proven to be a lifeline despite challenges in the industry. “It was a tremendous help when the refining process was integrated to include the growers and the mills,” he said.

Dufresne said that in the past, LSR would contract the raw sugar to the refinery and could never capitalize on the white price, meaning the price of the refined sugar. Now that they’re in partnership with the refinery, the profits are more evenly distributed from the refinery on down to the grower.

This presented growers with the opportunity to rely on a more stable income and enabled the farmers to compete with rising production costs and plan for capital improvements. LSR only refines and sells non-GMO Louisiana sugar, which makes their product unique and desirable in the consumer world.

Another benefit of LSR is the creation of jobs provided to residents of St. James and the surrounding parishes. “The sugar refinery employs 400 people, of which 80 percent are St. James Parish residents,” Dufresne said. “The jobs offered at the refinery include a wide variety of opportunities, from laborers up to engineering positions, and everything in between. It’s significant not just to St. James Parish, but to the River Region, and the entire cane belt.”

Additionally, the sugar industry supports other businesses ranging from equipment dealers and hardware stores to grocery stores and the fuel industry. Dufresne said that the sugar industry, in some way, affects every resident of Louisiana. “It’s the sweetest industry I know of,” he said.

LSR also works to uphold three pillars of sustainability: environmental, community and

economic. Environmental initiatives include water conservation, condensate recovery, recycling, and resource and waste minimization.

In the community, LSR has implemented a recycling program at the local elementary and high schools, and the company offers paid internships for high school and college students to receive hands-on work experience. The company also has created an annual scholarship, managed by the LSU College of Agriculture, geared toward students studying plant and soils systems or agricultural business.

Economically, LSR focuses on supporting local businesses, hiring from within the community and giving back. Ferrara, the third-largest nonchocolate confectionary company in the United States, recently recognized LSR for corporate responsibility based on its sustainability efforts.

ECONOMIC OUTLOOK

According to Dufresne, the sugar industry appears to be stable and bright. “The United States doesn’t produce as much sugar as we used to, and we must rely on other countries to help meet the demand,” he said.

Dufresne said growers are constantly working on research and development to produce new varieties to increase their production. He said he’s extremely happy and proud to have established himself and his family in the sugar industry.

“It’s amazing to watch my two sons operate the day-to-day activities on our farm, and we will be able to pass this family business down for generations to come,” Dufresne said. “As long as we continue to produce, there will always be a demand.” •

GETTING ‘SHIP’ DONE

The AAPA and Cary Davis advocate for American seaports

“We are the storytellers for U.S. ports in Washington D.C.”

That’s how Cary Davis, vice president of government relations and general counsel of the American Association of Port Authorities (AAPA) described the organization’s work.

One of the oldest trade associations on Capitol Hill, AAPA’s origins date back to 1912, when a number of fires broke out on docks across the country. This prompted industry

leaders to band together in order to improve safety standards and operating procedures.

Over the past century, AAPA has grown and now represents approximately 84 seaports across the Western Hemisphere. “It used to be fires consuming entirely wooden seaports and docks, and now we’re dealing with a whole different set of issues that they never could have even imagined 110 years ago,” Davis said.

Davis heads up AAPA’s advocacy

efforts, telling the story of seaports to lawmakers in Congress. Lately, that story has centered around issues ranging from disruptive trade policies to the implications of offshore wind development to the “record levels” of freight passing through American seaports.

Davis began his post at AAPA nearly three and a half years ago, a few months before the start of the COVID-19 pandemic. According to him, the pandemic taught them a lot of lessons. “[It] laid bare

a lot of the weak points in the supply chain, many of which were in and around ports,” he said.

Davis said the pandemic also exposed lawmakers to what he dubbed “the criticality of supply chains and transportation infrastructure to our national economy and even to our national security.”

One of AAPA’s priorities has been to attract attention to the critical role sea ports play, not only in the American supply chain, but also in job-creation and economic growth more broadly. Their primary focus is on ensuring that sea ports are funded to parity with land and air, modes of transportation that Davis said have historically been more “top of mind for politicians.”

AAPA’s advocacy efforts have been highly effective. Last year saw the highest yield in federal investment in seaports and portrelated infrastructure, representing a more than 400% jump in

federal funding from 2014.

Yet economic viability and port-related infrastructure are only two axes along which Davis and AAPA approach their advocacy work. Others include trade, national security, and environment and energy.

In the summer of 2022, AAPA launched its POWERS Program (Port Opportunities with Energy, Resilience, and Sustainability), the goal of which – according to the POWERS website – is to enable lawmakers “to meet the twin challenges of energy security and climate change.”

Within this framework, AAPA “advocates for federal policies to support American energy prowess, pragmatic decarbonization, technology for renewables, and environmental sustainability.”

As Davis put it, “[the POWERS Program] boils down to seaports [being] the hubs of intermodal transport. They are by definition

where everything comes together – the vessel, the ships, the barges, the heavy-duty equipment that moves the cargo, the trains, the trucks.” In other words, it’s about situating ports at the center of policy decisions aimed at reducing carbon emissions, increasing alternative fueling sources, and investing in green infrastructure.

Davis’s and the AAPA’s advocacy work can be distilled down to a desire to shift the paradigm and increase the political salience of seaports. “When you can’t get baby formula, or you can’t get chips for your vehicles, or you can’t get weapons – many of which we import … there are existential problems that are created for our economy and for our national security,” said Davis.

When asked about what he’s hopeful for in the upcoming year, Davis replied, “I want to get ‘ship’ done.” •

ONWARD AND UPWARD

Despite challenges, Port sees growth in tonnage for first time since 2017.

One of the biggest obstacles facing the Port in 2022 was low water in the Mississippi River caused by historic droughts. This slowed down tug and barge traffic on the river. Many of the barges couldn’t be fully loaded because of the shallow river drifts.

But through it all, the Port of South Louisiana managed to weather the storms. In fact, over the past year, the Port didn’t just survive—it thrived.

“Despite challenges including historically low river levels, the Port moved 10 million more tons of cargo than it did in 2021,” said

Fueled in part by external forces, like the Russian-Ukraine conflict, the world needed America’s grain more than ever, leading to a 14% increase in soybean and 20% in wheat exports. This was coupled with a 38% increase in sugar tonnage— that’s a lot of sweetness.

But the increase in exports doesn’t stop there. Thanks to the construction industry, concrete and stone products saw a 111% increase. Animal feed-exports went up 40% from 5.2 million tons to 7.3 million tons. And the energy industry saw growth as it continued to fuel America and the world—a 16% increase in crude oil and 15% in petrochemicals.

All of this growth across the industrial board meant growth here at home, too. In 2022, the Port of South Louisiana

saw an 11% increase on ships and vessels calling on the Port, resulting in a revenue increase of $1.673 million from April 2021 to April 2022.

That growth wouldn’t be possible if the Port hadn’t been prepared for the increase in tonnage or put in place the people and the policies that could make it happen. It takes all hands on deck to handle and receive such a massive influx.

For Cormier, the reason the Port was able to successfully step up and fill the need is clear. “This is because our commission and staff have been

laser focused on efficiencies and attracting cargo and investment,” Cormier said. “Also, because of the hard-working men and women working in the River Region.”

Cormier said the Port is looking forward to continued to growth in the coming year. He said the potential in Avondale Global Gateway and the beginning of construction on the state’s first grain elevator in 40 years will be a game changer for the Port of Louisiana. “We are optimistic about 2023,” Cormier said. “And we’ll continue to work on attracting foreign and domestic investment. •

The Port of South Louisiana welcomes a New Chief Administrative Officer: Chambrel Riley-Williams brings experience and a strong vision to her tenure at the Port of South LA

For a port that spans 54 miles of the Mississippi River, ranks number one in total domestic trade, and strictly speaking feeds the world—moving 60 percent of the world’s grain—it’s important to have a steady hand at the helm.

High-ranking executives set the pace in a growing and bustling business like the maritime trade and act as an example and inspiration for those looking to join the industry. In December 2022, the Port of South Louisiana, found their new Chief Administrative Officer Chambrel Riley-Williams.

With degrees in accounting from both Delgado and the University of New Orleans, RileyWilliams has worked in the Port Maritime Industry for twelve years with a focus on finance and administration. She is also a certified port executive and certified public accountant.

The shipping industry in which Riley-Williams steps into her new executive role remains a male-dominated sector. Less than 30% of on-shore maritimerelated positions worldwide

are held by women, with averages in America trending close to 20%. And according to data published by the Spinnaker’s Maritime HR Association, only 5% of the maritime leadership roles are held by women.

And Riley-Williams is proud to be one of the women in that growing percentage. In recent years, the number of women working in the maritime industry has grown and will likely continue to grow with more women like Riley-Williams setting an example for women looking to join the industry and move into leadership positions.

Riley-Williams said it’s “truly a blessing” to be a woman and person of color in a leadership position such as this. She is proud and honored to a part of such a unique, powerful, and inspiring culture.

“With faith, dedication and determination all things are possible,” Riley-Williams said.

Riley-Williams began her career at Plaquemines Port with a focus on finance and policies. Initially filling the role of senior accountant and office supervisor, where

she was responsible for all aspects of port office operations and assistant to the port manager in operating decisions, she eventually moved into the position of director of finance in 2020.

While at Plaquemines Port, she was encouraged to develop her skills in administration as she simultaneously pursued her a master’s degree in business administration from the University of Phoenix. Motivated to explore more opportunities in the maritime industry, she pursued a position at the Port of South Louisiana. In her new role, Riley-Williams seeks to accomplish successful innovation in all departments by bringing a strong financial outlook on all current and future projects.

The new Chief Administrative Officer has a clear vision of what she wants to do in her new position. “The Port has done an excellent job with securing state and federal funding for various projects, and I will make it a priority to ensure that continues,” she said.

administrative systems and procedures to increase the centralization within the departments while concentrating on management, collaboration, and decision-making.

Riley-Williams credits her family as her source of strength as she’s climbed the leadership ranks in the maritime industry over the past decade. She said they’ve played a huge role in her career achievements from her college education to her certifications, as well as their supportive role on just getting through the average workday. “Without them, no milestones would be met,” she said.

A NEW ERA AT AVONDALE

Standing for decades as a symbol of south Louisiana’s economic stability and industrial strength, the old Avondale Shipyard is in the midst of an astonishing second act.

After operations closed on the site roughly a decade ago, Avondale was revived in 2018 when Virginia-based terminal operator T. Parker Host and Illinois-based Hilco Redevelopment Partners purchased the neglected industrial site and transformed it into a private terminal for maritime commerce under the new name of Avondale Global Gateway.

Now, after a months-long negotiation and the unanimous approval of the Port of South Louisiana’s commission, the Port has entered into a purchase agreement with T. Parker Host to acquire the 254-acre global logistics hub situated on the West Bank of the Mississippi River in Jefferson Parish.

Louisiana state law allows entities like the Port of South Louisiana to obtain property outside of its jurisdiction as long as it can show the new facility will provide benefit to its partners within the Port District. The

addition of Avondale Global Gateway marks the first time the Port of South Louisiana has acquired a site outside of its 54-mile River Parishes footprint. It’s a bold move that port officials felt was necessary in order to stay competitive in the global maritime marketplace.

“Within our Port District, we have a lot of industry on the West Bank that, prior to this acquisition, did not have access to a public dock,” said Port of South Louisiana CEO Paul Matthews. “The deficiency created a logistical challenge for those tenants on the West Bank, so much so that several of them were shipping cargo all the way to Houston to get it out.”

“There was no West Bank public dock from the mouth of the Mississippi River all the way to St. James Parish,” Matthews continued. “Therefore, our port commission made it a priority to acquire one, even if it required thinking outside the box. Commerce knows no parish line. When folks are looking to invest here, they’re looking to move cargo in the most efficient way possible.”

Interestingly, the Port’s success with upgrades to its Globalplex

complex on the East Bank of the Mississippi River roughly a decade ago served as the blueprint for how acquiring Avondale Global Gateway could better serve businesses. Able to secure federal and state funding, the Port constructed a $22 million, 700-foot-long Finger Pier at Globalplex in 2013 to facilitate berths of two vessels simultaneously along with the purchase of two mobile cranes for on-loading and off-loading.

At Avondale, the Port will be able to berth six vessels on the West Bank of the Mississippi River.

“What we learned at Globalplex, and in turn why Avondale was a site that interested us, was that in the end it was a winwin,” Matthews said. “Through Globalplex, we were able to serve the needs of our clients while at the same time fulfilling the Port’s goals and mission, which has always been job creation and generating tax revenue to benefit the residents of Louisiana.

Matthews said that in the end, having the capacity to move the maximum amount of cargo possible is what makes the Port successful. And Avondale ups

that capacity substantially. “It’s really a ‘gamechanger’ as far as maximizing the amount of cargo we can move,” he said.

As a public entity, the Port’s ability to secure federal and statelevel grants could expedite on-site development, economic growth and employment opportunities at Avondale Global Gateway. Upon reopening the once-shuttered Avondale site, the private owners and operators did pour money into several improvements, renovations and additions, including the purchase of three ship-toshore cranes, and infrastructure improvements that transformed Avondale into a true intermodal hub for international trade. Still, despite those impressive efforts, the current Avondale site is only operating at 25 percent capacity.

Once the transaction is complete, T. Parker Host will stay on as the day-to-day operator of the facility, meaning all current employees at Avondale will be retained as the Port hopes to grow on the site’s early success. Despite dealing with a global pandemic,

Avondale handled a half-million tons of cargo in 2020. This past year, that total exceeded 1 million tons. In the short-term, the Port of South Louisiana intends for those numbers to spike drastically as it continues to serve its clients, particularly those who deal in traditional energy sources.

With that said, Matthews and other Port officials view Avondale as a key cog in their efforts to facilitate “energy diversity.” They believe long term that the Avondale site, with its 8,000 linear feet of Mississippi River frontage to handle deep-water cargo, will be an attractive location for renewable energy investments and help make Louisiana a leader in what many economists believe will be a major financial/ industrial sector in the future.

In particular, the Avondale location would be an ideal site for renewable-energy manufacturing, the construction of wind turbines and blades, for example. More than a dozen “legacy buildings” still stand throughout the

expansive Avondale property, meaning future manufacturing tenants could use or remodel existing infrastructure to fit their specific needs, as opposed to spending additional time and money constructing from scratch. Incoming raw materials or outgoing completed products could be transported via barge, truck or rail.

“This is a new day at the Port,” said Micah Cormier, the Port of South Louisiana’s director of communications. “Our commissioners, our team, our partners, are very bullish on growth. As the largest port in the state and the second largest in the western hemisphere, it’s imperative that we continue to build and take advantage of smart growth opportunities, like Avondale, when they arise in order to maximize our ability to keep high-paying quality careers in the state, bring in new highplaying quality jobs and careers, and solidify the region as a major player in the global economy.” •
