Money Matters 2015 Audit Presented by EGP, PLLC Lindsey Baker, EGP Audit Partner, presented the 2015 audit and management letter to the Board at their April 20th meeting. Most notable was mention that one of two deficiencies identified in the prior year was eliminated during this audit period, showing the Association’s progress towards accrual accounting. The second deficiency, related to Information Technology controls, was repeated

as this year’s only deficiency since both the AS400 and TeG systems were used in 2015. This remaining deficiency is expected to be eliminated during the 2016 audit period, reflecting the internal control improvements made during the Total e-conversion. At December 31, 2015, the Association’s Total Membership Equity was $69,393,911, with $77mil in assets and $8mil in liabilities. Net Excess of Revenues over Expenses, before Depreciation, was $1.2mil.

New Wastewater Bond Approved The Garland County, Arkansas Waterworks and Sewer Facilities Board (Hot Springs Village) was originally formed on February 19, 1976 to assist in the financing of waterworks and sewer facilities inside Hot Springs Village. As a private corporation, HSVPOA is unable to issue its own tax exempt bonds. Rather, the Association has accomplished such projects under the oversight of a Facilities Board, including bond activities in 1991, 2000, 2004, and 2009. At a public hearing on March 8, 2016, the Facilities Board elected Major General Tom Arwood as President, Don Gooch as Vice President, and David York as Secretary. Along with fellow Directors Tom Bryant and Chuck Alvord, the Facilities Board unanimously passed a resolution signaling an intent to finance sewer improvements. The recommended bond arrangement was described during a December 1, 2015 special called meeting of the HSV Board of Directors, with Paul Phillips of Crews & Asso-

ciates presenting financing recommendations. On April 20, 2016, during their regular board meeting, the Hot Springs Village Board of Directors voted to use bonds for waste water projects, as identified by McClelland Engineers and RJN Group. Under this resolution, $2,045,000 in new debt will be issued and $1,350,000 in remaining 2009A bond debt will be refunded, bringing total bond debt to $3,395,000. The Facilities Board approved the transaction and closing followed on May 6, 2016. Special thanks to Paul Phillips, Crews & Associates, Ryan Bowman, the Friday Law Firm, and Michele Allgood, Mitchell Williams, for their guidance throughout the process. Under the direction of Jason Temple, Public Utilities Director, the Association looks forward to completing various manhole and waste water treatment plant rehab projects. Mr. Temple expects to begin these projects in June.

Hot Springs Village News DeSoto Club Renovation Complete The highly appreciated journey of the DeSoto Club renovation began two and one-half years ago. In January 2014, the facility experienced a burst water pipe which caused extensive damage. At this time it was determined that several areas contained asbestos which needed to be removed and abated. After demolition was completed, the POA began the design process. Project objectives were: improvements for a more functional space, a full service golf shop, upscale casual dining, a bar and lounge with conversational seating, an enlarged outdoor dining space and a private dining and event space to be used for meetings, events and convention space. The Placemaking team began the search to retain an architectural firm and selected Hight Jackson Associates from Rogers, Arkansas. Hight Jackson has worked on several E. Fay Jones projects in the past, and Larry Perkin, the principal architect, even studied under Jones while obtaining his architectural degree at the University of Arkansas. East Harding Construction was hired as the construction management team for the project. They have completed projects such as University of Arkansas Memorial Hall, Hillary Rodham Clinton Children’s Library, Arkansas Repertory Theatre and Arkansas Museum of Discovery. The design evolved over several months and was finalized with a full service golf shop, large main dining, bar/lounge area, private dining, outdoor dining and large events lawn. Demolition began late November of 2015 with construction starting at the end of the year. The project will be complete mid-June and open for business with Chef Johnna Westerman as the restaurateur and chef. The restaurant will be open seven days a week serving breakfast, lunch and dinner. Westerman states her food is “Continental with an upscale southern twist.” The smoked pork chop, shrimp and Gouda grits and salmon salad are a few specialities. The design strategy for the project was to keep as much of the original

E. Fay Jones design as possible while providing a modernized, updaed look. The clearstory and large exterior picture windows remain, flooding the entire space with natural light. The boxy, compartmentalized feel was eliminated by removing walls and opening up the space. The vaulted ceilings in the lobby, along exterior windows and golf shop remain, adding a feeling of spaciousness. The original stone on the fireplace and lobby floors brings “nature”, a key element in Jones’ design, inside. And the stone surfaces along existing patios, planters and entrance were repaired to their former glory. Some noteworthy design elements are the stained wood ceilings. The double profile trim is repeated throughout the space on window trim, columns and floor details. The ceiling above the bar and back bar wall is constructed of slated wood and is a play on Jones’ linear design. This same slated design esthetic is used to conceal the heating and air return in the private dining space. The dining floors were finished with a reflective epoxy material, which is not only extremely durable but beautiful as well. The soffit cove lighting gives an inviting, ambient glow to the dining spaces and the golf shop. The new chandeliers give a modernized update to the original chandeliers. Note that Jones’ original chandeliers were repurposed into furnishings throughout the space. The fireplace screen was designed with a linear feel repeating the slated wood and exterior railing design. The existing circular patio curves are repeated in the deck, stairs and planting areas. And the relief detail on the front of the bar combines the linear and circular elements from both the interior and exterior. The POA offers a big thank you to all the departments for ensuring that construction, resurfacing of the parking lot, coordinating the kitchen equipment and small wares and landscaping projects came together in a timely fashion for a successful project. The landscape has been refreshed and awaits a full makeover by the Village Men’s Garden Club this fall.


Hot Springs Village News HSV Opens Downtown Discovery Center Earlier this year the board approved opening the Hot Springs Village Discovery Center located in the Wade Building in Historic Downtown Hot Springs.

At 231 Central Avenue, this building is located just north of the Arlington Hotel and nestled within downtown retail, restaurants and hotels. Hot Springs Advertising and Promotion Commission (A & P) spends an average of $2,000,000 annually concentrated on driving tourism to the downtown corridor.

This area sees more than 3.1 million visitors annually, and downtown hosts many events that will bring additional local and regional foot traffic by the Discovery Center storefront. It will be the front door to Hot Springs Village. The Discovery Center will offer an insight to life in The Village through lifestyle and community photography, graphics and an interactive map/information display. Staff will be able to assist in scheduling golf outings, facility rentals and events. Guests will also be able to obtain information on lots or home purchases, and staff will capture leads for potential relocation and follow up accordingly. Grand Opening is expected for early July.

Masterplan Workbook 2016 Update: Planning for our future Yang Luo-Branch

The Hot Springs Village Masterplan Workbook was created and presented to the public in May 2014. The purpose of the report-style document is to present to the public the work progress of the Placemaking Team. At the same time, it is a tool to help our team stay focused, and ensure our projects are properly prioritized and timely communicated. Over the past three years, it has grown from an “idea book” to a living, working document complete with project status details and expected outcomes, all of which are supported by careful research and robust analyses. These analyses illustrate the current real estate development conditions, revealing the development saturated areas and areas that are currently underdeveloped but have the greatest opportunity for growth. Based on this information, the Placemaking team

has developed a set of “Market Zone” based strategies, which give clear direction on where to expend our resources. These strategies are explained in detail in the Introduction and the Real Estate Analyses through GIS sections in the newest edition of the Masterplan Workbook. The new Masterplan Workbook has greater substance, and is a living document that will provide tools the staff of Hot Springs Village needs to better map our future. I am personally excited about the progress we have made in the past three years, and want to thank all our departments for their support. Hot Springs Village News New Website Under Development The POA retained the services of Sparkfire Branding early this year to develop a new website. The objectives of the new website are an easy to navigate and graphically pleasing site that integrates with Total e. The interface will be usable for both the visitor and the member and will be easy for the staff to maintain needed modifications and updates. The site will be developed in two phases. Phase 1 will consist of information relevant to both the visitor and the member alike. Phase 2 will begin after testing of phase 1 and be completed by the end of year and will contain information about financials, committees, agendas, member bookings for golf, tennis and events and utility and assessment payments.

The seven main navigation tabs are: Vision–This section will contain information about the masterplan vision of Hot Springs Village and an overview of the sections of The Village. Regional Highlights– This section will contain information about Hot Springs, Little Rock, Ouachita High Country Region, Lakes, Trails, Cycling, School and Healthcare within the area. Venture Out - This section will contain information about Adventure activities (Basecamp and Cycling), Family Adventure (Pool and Dog Park), Lakes (Marinas, Paddling, Beaches, Fishing and Ouachita Rod & Gun).

Hot Springs Village News Liz Mathis and Bill Staggs Join Management Team HSVPOA welcomed Liz Mathis our new Controller on May 16, 2016. As Controller, Liz will provide leadership to the Accounting and Financial reporting functions to ensure maximum return on resources and assets by establishing financial procedures, controls, and reporting systems. In addition, Liz will ensure the integrity of financial Liz Mathis records and processes, in accordance with accrual accounting and generally accepted Controller accounting principles. Liz holds a bachelor Degree in Management Accounting from Southern Oregon University. Prior to joining HSVPOA, Mathis was the Business & Finance Director for Ouachita Children’s Center. Liz also serves on the Jessieville School District Foundation Board, the HSV Rotary, and is a resident of Hot Springs Village. Bill Staggs, is our new Director of Public Works and joined HSVPOA on April 18, 2016. Bill is responsible for planning, directing, managing and overseeing the activities, projects and operations of the Public Works Department including street maintenance, Bill Staggs solid waste services and Director of Public lake maintenance. Works Bill has a Bachelor’s Degree in Civil Engineering, registered in Arkansas, Louisiana and West Virginia. He is a nationwide FEMA certified floodplain manager, certified storm water site inspector, and holds a Class III wastewater license. His professional

experience has been with the Arkansas Highway and Transportation Dept., North Little Rock Wastewater Utility and the City of Benton. Bill has extensive experience in planning, design and project management. As a plus, he also has vast knowledge and experience in water and wastewater. In order to ensure successful completion and on-going maintenance of vital waste water and infrastructure upgrades and rehabilitation projects requiring expert-level engineering management, the Public Works Department was reorganized to include a Director of Public Utilities and a Director of Public Works. Jason Temple, Director of Public Utilities, directs, manages and oversees long-range planning and development of water and wastewater treatment operations, upgrades and projects.

Balboa Arts Center The Balboa Club is currently undergoing deferred maintenance items, in preparation for an arts center. These items include the repair of the geo thermal system, which the board approved and work is complete, painting, flooring, and roof repairs. Our goal is to open the arts center by early fall. The primary function of the Balboa Arts Center

is to nurture the growth and development of artists, arts organizations, and to foster artistic inspiration. This space will be designed specifically to encourage the cultivation of arts and to provide space for performing arts, gallery, musical performance, workshop areas, educational facilities and culinary arts. Bob Cunningham, Thomas Weiss and Bill Roe were elected to the Hot Springs Village Board of Directors for three-year terms, replacing outgoing board members Jeff Atkins, Harv Shelton and Mary Neilson. Cunningham, Weiss and Roe were sworn in Wednesday, April 20 at the conclusion of the Board of Directors Regular Board Meeting. Mike Medica was elected as president of the new board, and John Weidert was elected vice president. The 2016 Board of Directors election was held on March 25, 2016 at the Ouachita Building. The count was conducted by Election Day Committee members and the accounting staff, under the direction of acting Chairman Tom Elliott. The Board of Directors mission is to govern consistently with the Declarations and Protective Covenants, to assure the viability of Hot Springs Village by establishing and managing goals and objectives, and to ensure that the voice of the property owner is represented. New home information packets are available in the office or upon request by mail. The information packet covers what is needed to obtain the new home permit for construction. In 2015, a total of 60 new home permits were issued here in Hot SpringsVillage.

Upcoming Events Coronado Community Center World Tour of Wines, Destination France Sat - Aug 6, 2016 - 6:00 p.m. Take a World Tour of Wines. This is the first in a series of wine tastings from around the world. Our first destination is France. We will be tasting wines from various regions in France along with tasting of French Cuisines. It will be wonderful evening of amis, aliment et vin (friends, food and wine). The Art of Gourmet Herbal Cooking with Chef Mike Tripp Sat - Aug 13, 2016 - 2:00 p.m. Have you always wondered how to use fresh herbs from your garden or from the farm and wanted to learn to cook with them? Chef Mike Tripp of Rosemary Hill Herb Farm will teach you the art of using fresh herbs to make a delicious meal with affordable ingredients. Chef Mike will prepare a delicious menu of salad greens with herb Vinaigrette, Marinated Herbal Steak, Tarragon Scallion Deviled Eggs, Pan Roasted Herbed New Potatoes, and Homemade Herb Crusted French Bread. Participants will enjoy sharing a light meal to sample everything we prepare! There will be an inexpensive red wine that will go with these dishes

served to those who wish to partake. (Please have I.D. available if requested.) Debbie Tripp of Rosemary Hill Herb Farm will offer growing information for the herbal gardeners. Starter pots of the same herbs in Chef Mike’s recipes will be available for purchase for those who wish to start their own kitchen garden. Fine Dining with an Artist September 1, 2016, 6:00 p.m. An evening under the stars on the Coronado Center Patio will begin with fine dining, music and wine. Followed by an artist brushing a painting and talking about her techniques and style. The artist will also have a showing of her award winning artwork. The piece of art at the end of the evening will be auctioned off, with the proceeds going to the Arkansas Children’s Hospital. It will be a wonderful evening where you will share time with old and new friends and help children in need. Trivia Night September 8, 2016 6:00 p.m. - Come test your knowledge and build a team to go up against some of the best and most knowledgeable teams in Hot Springs Village and be a trophy winner. Each 2-hour calss begins at 10:00 a.m. and taught by Marlene Gremillion. This a great opportunity to learn how to make jewelry or refine your skills. Floral Water Colors September 19 and 26, October 3 and 10, 1:00 p.m. – 3:00 p.m. If you enjoy art and love to paint, join Award Winning Artist Cynthia Schanink for classes in floral watercolors.
