recycling and golf course bunker renovations, while increasing golf and water rates, plus implementing a 2.3% Consumer Price Index increase, as allowed by our Declarations, to the current monthly assessment rate. These rate increases combined with the insurance reimbursement will hopefully allow the POA to fix last winter’s weather-related damage issues at the DeSoto Events Center and Golf Pro Shop. Other identified shortfalls of this leaner 2015 budget are a reduced road/pavement program and our ability to save money for the next unexpected weather related issue, like we have had to deal with every year since 2011. Plus, we will not have available funding resources to start saving money for existing infrastructure/major capital repair projects, like Balboa Golf Course or Clubhouse. Your POA Board remains committed to keeping our Village competitive and viable to a diverse population, whether that be retirees, second home/vacation property owners or younger buyers for primary residences. As we move into 2015, it will take more than just retirees for our Village to maintain the pace of the existing home sales market, while still cultivating significant new residential home growth. Just as the seasons change here, the Village has changed over the last forty years, and we will need to continue to change if we want to maintain our financial stability and flourish in today’s competitive planned community environment. Money Matters Assessment Increase Vote Does Not Receive Quorum

O

n Friday, Nov. 21, Independent audit firm, Frost, PLLC tabulated and validated all proxies received for the Assessment Increase Election. As the total number of proxies received did not constitute a quorum, as required by the Declaration, Article X, the assessment increase proposal failed. Since the Assessment Increase Election did not reach the quorum requirements, the POA Board will need to make some additional important decisions in December as

2015 Annual Budget Adopted

A

t the October 15, 2014 regular Board Meeting, the Board approved two budget scenarios pending outcome of the Assessment Increase vote. As a result of the quorum not being achieved, Budget Scenario 1 will be adopted as of January 1, 2015. The details of both budget scenarios can be found on the Governance page of the HSVPOA.org website, under Financials. At a summary level, the 2015 adopted budget includes a CPI Increase of 2.3% for all lots. This represents an increase of $0.84 per month, moving monthly assessments from $36.68 to $37.52. Member golf fees will increase the equivalent of $1.00 per round. And, water rates will increase from $8.50 per month to

$10.66 per month for the first 5,000 gallons.

Money matters Nalley Presents Financials at November 19 Board Meeting

H

ot Springs Village ended the month of October with $4.6 million in cash and cash equivalents. The $3.58 million year over year decrease in cash correlates to the increased assets (mainly water plant). The decrease in cash from September’s balance relates to the timing of quarterly assessment payments received in September, as well as receipts from bi-monthly utility billing and annual real estate taxes. Receiving 2015 assessment at historical pre-payment levels will determine our ability to fund projected service levels for the remainder of 2014. Outstanding liabilities total $6.2 million, with $1.8 million related to bond debt and $2.29 million of prepaid assessments and deposits. At 83 percent into the year, MTD and YTD revenues are $3.03 million and $24.34 million, respectively. Public Works is forecasted to be under budget in 2014 by $500k. While the golf budget includes an additional $1 million in revenue this year, 2013 golf revenue totaled just over $300k in November and December. Therefore, we continue to project a $750k budget shortfall in 2014. MTD and YTD expenses before depreciation are $2.196 million and $21.208 million, respectively. YTD 2014 operational expenses are $375k lower than in 2013 due mainly to filling police vacancies and increased fuel, offset by additional insurance premiums paid by employees. YTD net excess before depreciation equals $3.1 million with operational subsidies of $2.8 million in Public Safety and $1.1 million in Recreation. million budget. Net YTD results indicate that cash available for 2014 operations and reserves is forecasted to be $1.1 million lower than originally budgeted due to short falls in Golf and

Public Works. The forecasted impact to cash is being monitored and addressed by holding $707k of capital projects and temporarily releasing $432k of reserves.

Deliquency Policy Change The board voted at the October regular meeting to revise the Delinquent Assessment Policy, Chapter 1, Article 11, to provide a systemic way to address and write off delinquent accounts for greater focus on balances most collectible, and to possibly re-engage seriously delinquent property owners, according to Lesley Nalley, HSV CFO. This change eliminates inhouse interest calculations, and instead increases the late payment penalty to $7 beginning Jan. 1, 2015, with the penalty being assessed monthly starting with the 31st day of delinquency. Third party collection fees are unchanged by the new policy. Nalley promises a stronger collection effort going forward. Pay Annual Renewals It’s time to renew vehicle decal and other annual fees. The

Notable in Hot Springs Village HSV Fire Department Improves HSV ISO Rating The Hot Springs Village Fire Department (HSV FD) has recently been awarded a new Insurance Service Office (ISO) rating 4, which will take effect on Feb. 1, 2015. Obtaining this lowered rating places the HSV FD in the top 35 percent of all Fire Departments in the U.S. The HSV FD constantly monitors its operating efficiency to find ways to improve its performance in both emergency and non-emergency responses, according to Fire Chief Jason Miller. “By increasing its effectiveness, a department creates a safer community and in turn affects the insurance rating for property owners in a positive manner,” he said. “The fire department will continue to constantly monitor its operating efficiency and find ways to improve its performance in both emergency and nonemergency responses to create a safer community,” said

Shotgun Season Begins Dec. 1 Golf shotgun season began Dec. 1. Balboa, DeSoto, Granada, and Magellan Golf Courses will have shotgun starts at 11:00 a.m. each day. Coronado, Cortez and Ponce de Leon Golf Courses will continue to schedule normal tee times. Isabella Golf Course will have tee times from 10:28 a.m.-12:12 p.m. starting on all three nines, Nina, Pinta and Santa Maria. Click here for tee times. Covering Bermuda Greens Bermuda greens, like those on the DeSoto and Magellan Golf Courses, are covered in extended periods of freezing weather as a precaution to the turf. However, it is not necessary to cover the greens every time it gets below freezing. The determination to cover greens is based on type of cold temperatures and whether or not moisture is present. Bermuda greens must be kept moist so if temperatures are cold and dry, then greens could be covered. When a thin layer of ice is present, this will hold the temperature of the ground at 32 degrees and the greens will not need to be covered. Dry weather allows the water to slowly release into the greens as the ice thaws. 2015 Golf Calendar Posted The 2015 Golf Calendar is now Available online.

For more information, call P&I at 501-922-5562. 2014 Permits Issued P&I reports the following permits have been issued through November 2014: 38 new homes, 1,218 additions, 11 seawalls, 26 propane tanks, 218 landscaping, 29 sprinkler systems, 29 boat docks, 47 commercial additions and 243 signs. Deer Hunt Continues The 2014 Deer Management Assistance Program (DMAP), the archery only deer hunt, is currently underway. The hunt is regulated by the Arkansas Game & Fish Commission (AGFC). A total of 35 deer were reported harvested as of November 18. The hunt will continue through December 15. Mt. Carmel Plans Phase 3 in Spring Mt. Carmel Retirement Community plans to begin construction on Phase 3, which includes 22 garden homes and a community building/club house, in the spring. Winter 2014 Hot Springs Village Advocate 7


Notable In Hot Springs Village West Gate Project Continues With Sculpture, Fountain Installation

T

he Hot Springs Village West Gate North Fountain project is nearing completion with the recent installation of the “iconic” E. Faye Jones replica sculpture as well as fountains at both ponds. The north fountain and sculpture, created by noted Arkansas architect E. Faye Jones, was dismantled due to disrepair. Now the waters are flowing and iconic sculpture stands proudly, once again welcoming members and guests alike to Hot Springs Village. The restoration of the entire West Gate Entrance, a landmark which has welcomed guests for many years, should be complete by end of the year, says Jason Temple, Director of Public Works, barring weather and construction delays. The new LED lighting system for the North Pond is also up and running. The system includes LED lights that have a full spectrum of color and lighting adjustments. Temple noted the system has been programmed with several settings that can be adjusted according to the season/holiday including shows for Christmas, Thanksgiving, July 4 and more. Be on the lookout for announcements about fountain lighting displays. Savings Allow Improvements The West Gate project is under budget, thanks to skills of HSV employees. “Doing the project ‘in-house’ by managing our own general contracting, scheduling and coordination enabled us to come in under budget and provided enough savings for much needed upgrades,” said Temple. These upgrades include West Gate entrance signage and landscaping. In addition, a concrete liner was in8 Hot Springs Village Advocate Winter 2014

Restored West Gate Fountain stalled for the North pond, an investment that will improve pond maintenance, according to Temple. The Village Men’s Garden Club has done most of the landscaping, with Al Edmonson in charge of the landscaping design work and signs, according to Temple.

The median at the West Gate has been upgraded with the installation of the flag pole, a historical marker and signage. The South Pond has also been upgraded with the installation of a new floating fountain. “It was a huge team effort that has produced a great result and added value to the Village,” says Temple, noting the hard work of Hot Springs Village employees, the Public Works Committee, the Village Men’s Garden Club and various contractors. “In spite of delays, with the budget savings and improvements, this is a project we can all be proud of,” says Temple. “It’s definitely worth the wait.”

Public Works Paves, Stripes, Patches and More

F

rom patching and striping to paving and mowing, maintaining roadways is a necessary task for the Hot Springs Village Public Works Department. Each year, a substantial portion of the budget is allocated for this purpose. Public Works crews work hand in hand with outside contractors to provide the best service at the most affordable prices. Paving: In 2014, a total of 18 miles will be completed by the end of the year including eight miles of crack sealing, five miles of micro surfaced residential streets, five miles of super paved high priority roads and resurfacing the HSV Administration parking lot. Patching: Where there are roads, there will be pot holes and Public Works crews work hard to fill those

holes in a timely manner. In 2014, a total of 408 pot holes have been repaired. This number includes 258 pot holes that were reported in 2013 and 2014 and 150 unreported holes. New Roads: This year a little over one half mile of new roads were built including portions on Fenix Way (0.20 miles), at the Water Treatment Plant (0.12 miles), the East Gate Bypass lane (0.11 miles) and the DeSoto Trail (0.12 miles). Striping: Hot Springs Village is a beautiful place to bike and this year biking stencils and signs were added on DeSoto Blvd., in an effort to become more bike friendly. In addition, the cart path crossings were restriped, 9.7 miles of DeSoto Boulevard was touched up and the PAVING continued on page 9

Culverts: In 2013-14, a study of culverts in HSV was conducted to determine which were failing or most likely to fail. From that list, Public Works began working to replace those culverts. In 2014, 30 CMP culverts were replaced using

an outside contractor and six CMP culverts were replaced in-house. Mowing: More than 600 miles of mowing along both sides of roadways were completed during the growing season in Hot Springs Village.
