Going, going, sold. At a special council meeting April 3, the Town of Renfrew approved the sale of 249 Raglan St. South (the post office building), to a developer who has a unique plan for the historic landmark.

All but one councillor around the table was pleased with the sale and the proposed boutique hotel, which they say is sure to drive economic development in the town core. The hotel would feature eight to nine suites on the upper level of the building and
the post office would stay on the main floor. “With a heritage building, we take all the best parts from it, the stone and brick, expose it, restore it as best we can and mix it with the modern,” said Thompson in an interview with the Renfrew Mercury on March 29. “It is a fusion of heritage and modern.”
On March 14, 2017 councillors declared the building surplus after hearing a report that the building would need $1,285,000 in repairs, including roof work, heating and air conditioning, electrical upgrades, an elevator and more. The town has already declared the structure, which features a clock tower, a heri-
tage building and in the sales package there were numerous conditions to keep the historical features intact. The developer will need to bring it up to code and invest heavily. Some councillors after the meeting estimated the investments to be $1.5 million. See EVANS, page 3

There’s a new Tiger in town!! Giant Tiger grand re-opening in Renfrew set for April 28
There is a groundswell of excitement and anticipation in Renfrew, where in only a few short weeks Giant Tiger will be opening the doors on its new location. A larger, brighter, cleaner, more accessible store, and not only is the community excited, but the store owner and his staff are counting the days as well. “It will be like night and day,” says Renfrew Giant Tiger owner Sandy Brown of the new location versus the current store on Raglan Street. The 648 O’Brien St. locale opens April 28 with special opening ceremonies and treats for the first customers into the store. There is much on the agenda for this day of celebration, which begins at 7:30 a.m. when opening ceremonies kick off. Local dignitaries have been invited for the special occasion, Daniel Richer, Ottawa’s Town Crier, as well, there will be an anthem singer, and of course, a very enthusiastic Sandy will be saying a few words. Friendly the Giant Tiger, the official mascot, will be on hand to help with the ribbon cutting which will take place before 8 a.m. when the doors will be opened. The first 200 customers welcomed into the store will be given a Giant Tiger gift card. Entertainment for children will be featured throughout the day including clowns, mascot performers, Friendly the Giant Tiger will be on hand as well as face painting and more. A charitable barbecue will begin at 10 a.m. and run to 3 p.m., where those who have built up a hunger can purchase two hot dogs and drink for $2 with all proceeds going to the Renfrew & District Food Bank. And while everyone is hoping for a bright sunny day, if there is rain, rest assured the barbecue will still take place. The charitable barbecue is not the only opportunity to grab something to nibble on – there will be catered samples of Giant Tiger Meatballs available from 10 a.m. to 2 p.m. for customers to try out.

The average taxpayer in Renfrew will only see their tax bill go up a couple of dollars in 2018. Renfrew approved its budget on April 3 with an increase of one per cent for the town’s portion of the residential tax bill. The Renfrew County portion of that, which will go to the county on April 26, is estimated at .9 per cent and the school board section will go down five per cent. This means, for the average ratepayer, the taxes on a $100,000 home will increase by $3.29 or .2 per cent. “So that is probably the lowest number in 10 years that I have been standing here doing this. That’s per $100,000 for each individual residence,” said Keray O’Reilly, Town of Renfrew treasurer. “It depends on how much their assessed value changed for 2018.” For a multi residential property with six units or more the increase per $100,000 is $14.88, for commercial property over the same amount there is a decrease of 33 cents and for industrial properties there is also a decrease of $23. Renfrew Mayor Don Eady is very proud of the budget. “I think we have our finances in awfully nice shape for the Town of Renfrew and I am pretty proud of this budget,” said Eady. “I think maybe in four years we have put budgets together I think this is our best in the four years.” The tax levy, which is tax dollars the town
needs to raise for its own purposes, is $8,362,540. The budgeted levy increase of $160,300 for 2018 represents a 1.95 per cent increase over the 2017 levy. This is just under the two per cent increase the town was aiming for. As well, during 2017, Renfrew benefited from additional taxation revenue of 2.11 per cent due to net assessment growth (new constructions, additions etc.) In fact the Town of Renfrew was top in the county when it came to growth. “This year our growth at 2.11 per cent actually put Renfrew on the top of the 17 municipalities which was kind of interesting,” said O’Reilly. “When the county made a fuss over that I thanked them directly for building the new OPP building in the Town of Renfrew. That certainly contributed a fair bit to the assessment growth.” The mayor echoed his sentiments. “Being number one in growth factor in the county of Renfrew that is pretty huge when you look at an extra $164,000 in taxation without having to go to the old taxpayer to look for that money, that is a big deal,” said Eady. Total expenditures for 2018 are budgeted to be $10,712,215, which is an increase of $426,850 or 4.15 per cent compared to 2017. Some of the changes include: $40,000 for pavement crack sealing program, increase of $50,000 for capital projects to $1 million, $14,760 increase for the tourism budgeted associated with the new visitors centre, and an increase of $16,800 for the NHA/NHL Museum to provide for accommodation costs.
In the weeks leading up to the grand opening, a frenzy will begin on social media and posts will be featured on the Giant Tiger Facebook page. The public will be able to get informed on what’s happening for opening day, as well as receive an invitation to the events. While fresh meat is a big addition for this new Giant Tiger store, there will also be expanded produce and frozen foods, as well as fashion for men, women and children. This new location is located in a former Staples building. Overall, the store will be 20,000 sq. ft. after an addition of 5,000 was building onto the back of the facility. And while there are more options on the inside of the store, the new location offers more on the outside as well – there will be more parking available for customers. In the current location on Raglan Street, Sandy noted the parking is shared with other businesses and in addition to this, it is difficult to receive trucks during the day. The O’Brien Street location solves these issues, as well as makes it easier on the staff as well. As it is, inventory has to be shuffled around, and in the more modern facility efficiencies will be found, which the staff are eager to take advantage of. “Everybody is excited. I get stopped 10 times a day,” Sandy noted of enthusiastic members of the public wanting to know when the new store’s doors will open as they can “hardly wait.” Sandy is very thankful to the public and his customers. Saying he is grateful to them, “for their years of support, which has given us this opportunity to grow, to better serve them.” While much more will be offered through the new site, what will not change will be the store spirit, and the commitment to providing each customer with the best deals. As one of Giant Tiger’s earliest stores, the 12th, Renfrew’s site has served the community since 1973. The business has also made giving back to the community a tradition over the years by donating to the local food bank, as well as to small and large fundraising efforts. Originally launched in the Byward Market, Ottawa, in 1961, Giant Tiger now has over 240 locations across the country, providing jobs to over 8,000 residents.

Coun. Andrew Evans was adamantly opposed to the sale. He was the lone person who voted against the sale, in a recorded vote, referencing the appraisal study of $635,000. “This council decided to sell it for far less than that, the exact number is $100,000. “If we pay now the realty fee of $20,000 and the $2,000 for the appraisal we are stuck with a whopping $78,000,” said Evans after the meeting. “That I find is rather offensive.” Mayor Don Eady says they started talking about selling the building a couple of years ago and wanted a business plan for the sale. “I can hardly wait to show it to everyone it’s fantastic,” said Eady who also announced Thompson Hotels Ltd. would make a presentation on the proposed hotel in June. Eady emphasized the downtown is the heartbeat of the town. “This will increase our heartbeat quite a bit,” said Eady. His take on the selling price?
“That is the price that will make the business plan work, it is certainly not market value but how do you determine that? At the end of the day, this is great for the Town of Renfrew.” Coun. Tom Sidney acknowledged there will be some who are not happy with the cost. “It is a very unique hotel in downtown Renfrew to have maintained and we have protected it,” said Sidney. “I think it would be absolutely foolish to give this up and we need to take him up on this offer, it is pretty phenomenal. “We have only had one offer in six months (on the market). If we miss out on this it will be bad business.” For Sidney it was a matter of conscience. “This was not a decision we made overnight, it was over a year ago and on the market for six months. “Yes, we all wish it was millions of dollars but it’s not. The outcome will far exceed that.” Coun. Arlene Jamieson, who is also the chair of the tourism
and economic development committee, agreed with the sale and the boutique hotel 100 per cent. “I’ve seen the proposal and it is wonderful,” said Jamieson who has also been in the boutique hotel Thompson Hotels Ltd. has in Kemptville. “This is economic development at its best, we should be ringing the bells and jumping up and down for this, I am totally in favour of this.” Reeve Peter Emon admitted he had asked some questions that caused the proposal to be delayed a few months and supported the sale, albeit reluctantly as he would have liked to see the price tag higher as well. “In reality we won’t get a better offer,” said Emon. Coun. Mike Coulas noted the decision to sell did not come haphazardly. “We spent a lot of hours on this, in my eight years in real estate I have never seen so many conditions,” said Coulas. “It is a no brainer at this point and we won’t have to spend the money and they will be a taxpayer.”
Coun. Kate Windle was in favour of the sale. “It will be great to get rid of some dead weight,” said Windle. “I’m looking forward to selling it and this new business will be greatly appreciated.” Kaitlynd Topham, Downtown Business Improvement (BIA) office manager, was also on hand for the vote. She indicated she could not speak on behalf of the merchants but was pleased with the idea of a boutique hotel. She called the plan invaluable with the amount of people it would bring downtown. Eady pointed out if the hotel has 60 per cent occupancy for the year that would bring an additional 2,000 more people to the main street. “A hotel like this is going to bring people downtown,” said Topham. “People are going to want to stay in the old post office, so having a beautiful hotel and a beautiful downtown it is only going to do good things for Renfrew,” she added.

Renfrew Hydro partners with Ontario AffordAbility Fund Renfrew Hydro is spreading the word about the Affordability Fund, a new Ontario program that supplies free energy-saving products such as ENERGY STAR light bulbs, programmable thermostats, refrigerators, and insulation upgrades to eligible customers to help lower their electricity costs. “Customers on fixed or lower incomes who don’t qualify for other energy assistance programs and can’t afford to upgrade to more energy-efficient products but want to lower their home energy costs are encouraged to get in touch with the Affordability
Fund by calling 1-855-494-3863 or by filling out the contact form at www.affordabilityfund.org,” said Renfrew Hydro’s president Bill Nippard. “The first contact with the Affordability Fund has to be made by you.” Nippard will visit a number of local groups in the next month to provide more information on the program. There are three levels of support up to a maximum value of $15,000. That will depend on your net income, your average energy bill, and if your name appears on
your hydro bill. It doesn’t matter whether you own or rent or live in a house or an apartment. Individuals who qualify for the Home Assistance Program, the Low-Income Energy Assistance Program, and the Ontario Electricity Support Program aren’t eligible for support under the Affordability Fund. For example, if your total household income is $45,334 after tax and your annual hydro bill is $2,000, you may be eligible for up to $4,500 in energy-efficient upgrades. “After you have contacted the
Affordability Fund by telephone or the internet, an Affordability Fund representative will call you back to ask you about basic information such as your net income and your average electricity bill to determine eligibility. Eligibility is subject to verification by Renfrew Hydro. Once eligibility and the level of support is confirmed, Renfrew Hydro is responsible for providing you with the products in 2018,” said Mr. Nippard. In Level 1, you may receive a home energy kit and products such as a block heater timer, smart power bar, efficient shower
heads, aerators, hot water pipe insulation, and LED light bulbs. In Level 2, you may receive an in-home visit from a Renfrew Hydro home energy advisor, a home energy plan and upgrades to Energy Star appliances such as a refrigerator, freezer, window air conditioner, dehumidifier, and/ or programmable thermostats. In Level 3, which is specifically for those who heat with electricity, you may receive an in-home visit from a Renfrew Hydro energy advisor, a home energy plan and upgrades that may include heat pumps, attic and wall insulation, and draft proofing. OPP continue to deal with impaired drivers On Sunday, April 1 at about 3:30 p.m. officers from the Renfrew detachment of the Ontario Provincial Police (OPP) responded to a complaint of an erratic driver on Highway 17 near Cobden. Police located the suspect vehicle and observed it cross over the centre line into oncoming traffic. The vehicle was stopped and the female driver was found to be under the influence of drugs. She failed a standard field sobriety test and was arrested for impaired driving. Following further tests conducted by a drug recognition expert officer at the detachment she was charged. A 37-year-old Pembroke female was charged with impaired driving. She was released on a promise to appear in court in Renfrew on May 2. Const. Dave Peace led the investigation. On Sunday April 1 at about 4:52 p.m. a vehicle was stopped for speeding on Burnstown Road in McNab/ Braeside. The driver had been drinking and following breath tests and an investigation a 52-year-old man from McNab/Braeside was charged with: driving over 80mgs, driving while disqualified, driving while under suspension, using licence plates not authorized, driving without a currently validated permit, failing to surrender proof of insurance and failing to surrender a vehicle permit. He was released on a promise to appear in court in Renfrew on May 2 for the criminal charges and issued a summons for traffic court in Renfrew on May 18 for the provincial offences. Const. Jason Golds led the investigation. On Monday April 2 at 9:45 p.m. officers were conducting RIDE spot checks on Bruce Street when they observed a vehicle turn into a private drive in an attempt to avoid the RIDE. Officers stopped the vehicle and spoke to the male and female occupants. The male admitted he had been driving and had been drinking so turned to avoid the officers. He then moved to the passenger seat, attempting to avoid charges. Following an investigation and breath tests at the detachment a male, 36, of McNab/Braeside Township was charged with impaired driving, driving over 80mgs and possession of a schedule 1 drug (cocaine). He was released on a promise to appear in court May 2. He was also charged under the Highway Traffic Act with 2 counts of driving while under suspension. He was issued a summons to appear in traffic court in Renfrew on April 27. Const. Mathieu McLaren led the investigation. Domestic violence Arnprior and Renfrew officers investigated six domestic disputes during the past week. One male was charged with three counts of assault and one count of fail to comply with a probation order and one male was charged with domestic mischief and fail to comply with an undertaking. Sexual assault On Monday, April 2 an adult female reported historical sexual assaults which had occurred over several years in Admaston/Bromley Township. The suspect was known to the victim and charges are pending against an adult male. Const. Kyle Mask is leading the investigation. RIDE Spot Checks On Saturday March 31 at about 2:05 p.m. officers were conducting RIDE spot checks on Opeongo Road in the Township of Admaston/Bromley. Officers stopped a vehicle with an expired validation sticker, and the driver advised his licence was also expired. A 41-year-old male of Minden Hills Township was charged with driving without a licence and driving without a currently validated permit. The vehicle was towed from the scene as there was no other licenced driver available to drive the vehicle. Mischief A window in a home on Elgin Avenue in Renfrew was
broken overnight March 31-April 1. It is believed a rock was thrown at the home. There are no suspects at this time. All four tires on a vehicle were slashed in Renfrew overnight March 31-April 1. The vehicle was in a driveway on Sixth Street at the time.

Thefts The OPP in Renfrew investigated two thefts from unlocked vehicles during the past week. Sunglasses were the only items stolen. At least six other residents in the area reported their vehicle rummaged through but nothing stolen. All vehicles involved were in the White Lake area at the time. Motorists are encouraged to lock their vehicles overnight, and remove valuables so thieves are not tempted to steal items in plain view. Remember, lock it or lose it.
Stunt driving charge On March 31 at 5:14 p.m. Const. Mark Cranford was conducting traffic enforcement on Highway 17 near Bruce Street in Horton Township. A black pickup truck was observed travelling westbound at an extremely high rate of speed. The vehicle was locked on radar traveling in excess of 50 km above the posted 90 km/ hr speed limit. Mackay Manor seeks support for women’s addiction facility TIFFANY LEPACK tlepack@metroland.com
Mackay Manor (MM) is demanding financial support from the provincial government for a new Women’s Residential Addiction Facility in Renfrew County. Along with Bernadette McCann House, Mackay Manor officials are set to launch a petition “seeking support from the people of Renfrew County to demand that the Ministry of Health and Long Term Care Fund a Women’s Residential Addiction Program.” MM has been in existence since 1975 in Renfrew, serving close to 4,000 male clients. There have been discussions since 1987 to have a women’s treatment centre and they came close to having one in Horton in 2013 but were unable to secure a letter of intent for funding. Tom Carroll, executive director of MM, knows the time is now for a treatment centre. “The longer we wait the more people are going to die,” said Carroll. MM gives priority to clients living in the county but as it is provincially funded, the centre helps people from all over Ontario. On the flip side of that, the latest research MM has conducted shows in an 18-month period 160 women had been referred out of the county for treatment to Ottawa, Toronto, Brockville or North Bay. Leigh Sweeney, executive director at Bernadette McCann House, said a women’s centre is needed because this service is not available in Renfrew County. Women need something closer because once they leave the county it becomes complicated, she said. “Many women who require that service have to leave the county and that means leaving their kids. That means they have to make choices and usually that means staying with their kids so it’s not successful that way. And we have one for men and we need one for women,” said Sweeney. “It is an issue in the county, addictions are very prevalent and they affect kids, and going forward in our community, we need to look out for one another and to me this is a great example of that.” Carroll is encouraging people to sign the petition and do more to show support for the new centre. “We are going to ask the people of Renfrew County to write letters to their MPP demand-
ing that the government fund this program for women,” said Carroll. “There is a real lack of interest from the ministry to give annualized funding to programs. They are fine with onetime funding but they don’t want to commit to annualized funding.” To combat this lack of enthusiasm from the government and the Local Health Integration Network, Carroll says they are trying a different strategy with the petition and the letter writing campaign. “We need the people, we need to come in the other way and have the taxpayer and the people of Renfrew County demand now that they support this service,” said Carroll, who also wants to raise $250,000 to prove this point even further. Things are falling into place to get a new centre off of the ground after an anonymous benefactor purchased the Deacon House at 358 Pembroke St. E. The building has 14 bedrooms and is 9,000 square feet. “It purely coincidence, last summer I was asked to go and look at this empty building … the owner said do you have any ideas and I said absolutely I got ideas,” said Carroll. He would not disclose how much the building cost but is very grateful it was purchased on their behalf last summer. “That’s someone who is very interested in helping the people of Renfrew County and they recognize the fact that there is a lack and a big gap of services for women,” said Carroll. “We went ‘Wow, maybe this is going to happen and we will be able to get our women’s treatment centre after all.’ ” The organizations have secured a funding agreement with Infrastructure Ontario to help with the $1 million cost to transform the building but officials are now focused with getting community support. Now they just need the letter of funding intent from the Ministry of Health and Long Term Care. The goal is to have it open in 2020. Another recent change, a former fee-for-service addiction treatment centre located in Pembroke, has become available as well. Carroll’s goal is to have two buildings in Pembroke: one as a treatment centre and the other will be an ongoing support building. The vision with the new centre would also include a Hub for Women’s Addiction and Mental Health needs in Renfrew County.

A nation in mourning
It’s unbelievable. Unfathomable. Horrific. The stories and photos coming out of Saskatchewan following Friday’s deadly crash that claimed 15 lives and injured 14 others from the Humboldt Broncos junior hockey team have been nothing short of mind-numbing. The players on this junior hockey team, 17 to 21 years of age, their coaching and support staff, could have been anyone, on any bus, in smalltown Canada. It wasn’t long ago members of Renfrew’s own junior hockey team gathered in hospital and at churches and funeral homes following a tragic crash that killed two players and injured two others. That experience underscored for us the incredible healing power of community. As we get to know the people of Humboldt, the pain and suffering of a nation is front and centre. Our junior hockey teams, or minor hockey teams for that matter, it could have been them. It’s not like we haven’t thought about that already, and perhaps that’s why it’s been so easy for Canada to come together as a nation – it’s what we do. We support each other, through tragedies like this. We offer money, food, condolences, floral tributes, our hearts, thoughts, and our prayers.
“Hockey is a community, no matter where we play,” said one local coach and hockey dad. “It’s not just a sport, it’s who we are.” Local condolences are pouring in. The #putyoursticksout campaign saw numerous families and agencies pay tribute with sticks placed outside doors. Teams and officials paid tribute with unity circles in rinks. Students are wearing their jerseys to school April 12 in honour of the victims. The Humboldt Broncos GoFundMe page has reached over $6 million and the money keeps coming. The Town of Arnprior announced Monday night it will donate to the cause. To the families of the victims, may you continue to find strength in the rally of the nation. This community needs a swimming pool To the editor: Recreation is an investment in the health of a community. This community cannot afford to continue on this current trajectory. Your community physicians are deeply concerned. The lack of investment in the past has come back to haunt our community. With no community health centre, including a pool, we have chosen to ignore what is important for the recovery and growth of this region. Compared to the province of Ontario, Renfrew County has higher rates of heart disease (5.5 per cent vs. 4.2 per cent), diabetes (5.9 per cent vs. 5.6 per cent), hypertension (16.7 per cent vs. 14.7 per cent), adult obesity (20.6 per cent vs. 15.5 per cent), and most shockingly, a more than 10 per cent higher rate of obese

and overweight youth (34.8 per cent in Renfrew County vs. 24 per cent provincially!). We are quickly heading in a direction of becoming a sick and immobilized community. Something needs to be done to turn this trend around. The presence of a pool will not cure what ails us overnight. If our residents are too unwell to be a part of the economy, the skills development and expansion of other community resources will be for nothing. The health of our community cannot be judged on a balance sheet of revenue and expenses, but our collective health does have a price. Investment to restore and keep our population healthy costs money, but it is nowhere near as costly as an aging, obese and diabetic population. Municipal leadership requires invest-
ments in services like police, fire and in recreation. How will this community afford to build such an amenity? Perhaps the department of recreation could follow the ingenuity of our own local hospital. Despite continued funding cuts from the Ministry of Health, Renfrew Victoria Hospital has continued to expand and stay on top of the changing demands. Last month’s “Grand Rounds” section of this newspaper featured yet another story of more than $3 million in government funded programs for upgrades to hospital infrastructure. This is just one small example of the many programs our hospital has taken advantage of. To build this pool, in a financially sound way, we need to get creative. With the rise of a child-
hood obesity epidemic and lack of long-term care beds, the government is very interested in creating ways to get both youth and seniors active. Grants are available; we need to find and secure them. Or will we wait until it is too late for the children and seniors of Renfrew and health-care costs dwarf what this community pool and health centre would be worth right now? Expensive commodities should not be priority
To the editor: As I walked from Toronto Dominion Bank to Giant Tiger a few days ago, I was saddened to pass four empty stores. For some reason I began to think about the two very expensive commodities that have been the subject of bitter dispute for many years. One, the new ice pad, is supposed to be operational by the end of this year, and the other contentious issue, the new aquatic facility, will probably take shape circa 2023. I am very sure that if Kathleen Wynne has her spendthrift way, both will be equipped with goldplated amenities. My thoughts were rudely interrupted by a youth pedalling his bike behind me on the sidewalk. If I had not veered to my left to avoid tripping over one of the many potholes we could have collided. This made me once again deplore the shocking state of our sidewalks and main roads. I have heard my friends complain, not too politely, of damage that can be the result of driving under these conditions. Please, can we not for once, get our priorities straight?

When it comes to animals, our species has always been impressed by size. Big mammals like moose attract considerably more attention than do mice. People journey to foreign continents to see elephants and giraffes while few would walk a block to see a snowshoe hare or a red squirrel. And birds as large as eagles never fail to elicit excitement when sparrows and their kin bring only yawns. Perhaps it is their size that draws our eye to great blue herons, now just returning from their winter retreats. Five feet tall and owning a wingspan that exceeds six feet, herons are among the largest birds on this continent. Yet, while the sighting of an eagle always seems noteworthy, few people mention with great excitement an encounter with a great blue heron. Perhaps that’s because herons are far commonly encountered than are eagles. We see them on creeks, rivers, and shallow bays of lakes. We often see them flying over highways, their long necks folded back into an S and their long legs sticking out behind as their ponderous wing beats carry them slowly through the air. In spring and summer, herons seem ubiquitous.
Still, they are fascinating birds. Their long legs serve them well as they stalk frogs and fish in shallow water. Their spear-like bills snatch (not spear) fish and other prey, which can include voles, chipmunks, snakes, frogs, and occasionally other birds. Meals are swallowed whole but sometimes a few whacks are required to subdue fish with spiny fins before they are swallowed. Prey is located visually and herons have remarkable patience in standing still until something of interest moves below them. When it does, they slowly lean forward, cocking their neck for a rapid thrust. When it shoots out, the head vanishes below the water’s surface for a second or two, reappearing most times with a small fish clenched in the bill. Like all birds, herons spend a lot of time keeping their feathers in good order for they not only keep their owners warm and dry but also allow them to impress the opposite sex. During the breeding season, great blue herons sport long, thin, white ornamental feathers on the back of their head (occipital plumes), breast (pectoral plumes), and shoulder region (scapular plumes). More than a dozen courtship displays have been described, with many of these involving the plumes. Displays include the “stretch display”

Although they are one of the largest birds in our area, Great Blue Herons usually eat small prey, such as this Golden Shiner. in which an unmated male extends his neck and erects his neck plumes, and the “snap display” in which a heron erects its head, neck, and breast plumes and lowers its head, loudly clapping its bill together with its neck stretched out straight. In addition to making sound, herons use their bills to clean their feathers, adding waterproofing secretions acquired from a gland above their tail. But their bills cannot reach their head and upper neck so herons
use their feet, employing a special comb located on their middle toe. Herons might be impressive to see but apart from bill clacking, they make few sounds apart from hoarse squawks. GRAND ROUNDS Retiring Foundation Director acknowledges incredible support What started out as a desire to volunteer turned into the final phase of her career for retiring Foundation Executive Director Barb Desilets. One of the founding members of the RVH Golf Classic, she will be behind the committee for the 20th anniversary event this year as she retires from a successful term with the RVH Foundation. “We have been so fortunate to have Barb in the leadership role at the Foundation,” notes Jim Lemenchick, Foundation Chair. “Under her direction, programs were developed that will last for years to come, ensuring the hospital’s capital needs will continue to be met. We wish Barb every success in her well-earned retirement.” Randy Penney, RVH President & CEO, also thanked Barb for all of her contributions to the Foundation and the hospital. “In addition to her role in the Foundation, Barb has been an active member of our Senior Management Team. She brought passion, energy and a wonderful sense of humour. Her presence will indeed be missed. On behalf
of both organizations, I would like to thank Barb for ten plus years of dedicated service.” For her part, Desilets states, “It is difficult to put into words what this experience has meant. I can tell you that I leave with feelings of pride and satisfaction, but most of all appreciation for the opportunity. Working alongside the RVH team to support the healthcare needs of our community has been very meaningful. Together with the support of so many, I have been part of accomplishments from implementation of CT service to innovative concepts like the Healing Garden project to the largest expansion in RVH history under I Choose RVH. I can’t begin to name the partners, corporations, supporters, volunteers, staff, physicians, management and boards who have contributed in so many ways during my term, but extend a huge thank you to all. I will continue to be an advocate for RVH and encourage our community to do the same as you are, making a difference at RVH. Fact 1, the $65,000 master plan survey said the majority of residents (61 per cent) supported a minimum one per cent tax raise to help pay for a new recreation facility, with a new indoor pool being the preferred facility. Fact 2, the pool was estimated to be used by 3,700 households in the town and generate 70,000 visits/year. Fact 3, the conclusion was that “a new indoor pool should be Renfrew’s highest priority future recreation facility, the importance of an indoor pool is consistent across all demographic subgroups.” In contrast, the data reveals that the demand for increased ice time comes mainly from the 800 existing arena users, of which only 430 are residents of the Town of Renfrew. Why are we continuing to do more costly surveys when we already have one prepared by a very objective group that has outlined all these facts? Why are we continuing to debate the pros and cons of a pool in our community? I think it is time to take the bull by the horns and get on with it (a phrase my farming father from this community used). In regards to skating as being a safe recreational sport for older individuals, the fact is that there is a risk of falls which carries with it devastating consequences in the elderly. Hip fractures are life threatening in the elderly population (mortality rates of 37.5 per cent in men, 28.2 per cent in women within one year of sustaining a hip fracture, Jiang et al 2009). As physicians we need to ensure our patients safety, we need to look at risk versus benefits, and we need to advocate for our patients in terms of what is safe and effective exercise op-
tions for them. Also, please note that Renfrew’s population of over 60 years is 27 per cent (compared to provincial average of 18 per cent) and the Ministry of Finance projects that the Town of Renfrew population aged 65-plus will increase by 109 per cent by the year 2026. It is a known fact that pool time and swimming is very beneficial for our joints, puts no weight stress on arthritic joints, is a good exercise for young and old, male and female, ablebodied and handicapped, has many health benefits, requires only a bathing suit to participate, and is therefore very affordable by low income families. As physicians we are health educators. We are already addressing nutrition, daily activities, regular rest, preventive options to prevent ill health, but we are stymied when we have no access for our patients in terms of facilities where it is safe to exercise, that is all inclusive, benefits young and old, and low-income families. Let’s get together and try to obtain facilities that are much more inclusive in terms of who can participate, facilities that would benefit an even larger percentage of our population, and has been shown to have so many health benefits. Let us work together for access and wellness for our entire population. This is an election year, become proactive and find out if the candidates you are voting for share your vision and your values, and vote accordingly. Election workshop in Renfrew April 23 Get the political signs and slogans ready. The next municipal election will be held on Monday, Oct. 22. Nominations open May 1 and close July 27, so if you want to run, it’s time to start thinking about it. To prepare for the upcoming election season the municipalities of Arnprior, McNab/Braeside, Greater Madawaska, Horton, Bonnechere Valley and Whitewater Region are joining together for a special presentation. “So you want to run for council?” is a candidate information workshop that will be held on April 23 at 7 p.m. at the Ma-Te-Way Activity Centre in Renfrew. “This should be considered a must for those individuals wanting to better understand the roles and responsibilities of being a member of council, the expectations of being in office, and the key legislative framework that directs the governance and administration of municipal governments,” said Kim Bulmer, Renfrew town clerk, in an email on the event. The workshop is aimed at potential
candidates, spouse/partner and anyone interested in learning more about local government. It will touch on a number of key topics: municipal powers, roles/responsibilities, public’s role in local government, difference between governance and administration, municipal conflict of interest/other personal responsibilities and the impact on family life. The night will also feature lawyer Fred Dean as the keynote speaker. He acts exclusively for municipalities across Ontario and municipal associations. “Mr. Dean is a well-known expert in municipal law and governance and shares his knowledge and passion by facilitating workshops for the Association of Municipalities of Ontario and through his own company, Amberley Gavel Ltd.,” said Bulmer. “In addition to being a solicitor, (he) has also served as an appointed official in the role of city clerk for the City of Sudbury for 23 years.” This is a free event, however registration is required. OVTA announces tourism award finalists The Ottawa Valley Tourist Association is excited to announce the finalists for the 2018 Ottawa Valley Tourism Awards. The OVTA received nominations from across the Valley. A judging panel made up of members of the board of directors and a representative of the warden of the County of Renfrew will be tasked with the challenge of selecting a winner for each category. “The Ottawa Valley Tourism Awards are an annual celebration of the most dedicated, creative and supportive tourism partners in the Ottawa Valley,” says OVTA communications co-ordinator Lauren McIllfaterick. “The quality of nominations received this year is outstanding. I don’t envy the judges who have the hard job of selecting only one winner per category!” The finalists for the Marilyn Alexander Tourism Champion of the Year Award are: Bob Peltzer and Teresa Hebb. This year’s Business of Distinction finalists are: Whitewater Brewing Co. Valley Cycle Tours and the Renfrew County ATV Club. In the Special Event of the Year category, the finalists are: the Upper
Ottawa River Race & Paddle Festival, Renfrew’s Frewtober Craft Beer & Food Truck Festival, Cavestock — A Subterranean Concert Series, Ontario Festival of Small Halls and the Paddle & Fiddle the Bonnechere. Award winners will be announced at the annual Ottawa Valley Tourism Conference and OVTA annual general meeting on Monday, April 30, at Santa Fe Southwestern Grill in downtown Renfrew. The Renfrew Vipers Wrestling Club is seeking the community’s support this weekend. The club will be hosting its annual bottle drive on April 14. Wrestlers will be going door-to-door from 9 a.m. to 4 p.m. collecting bottles and cans.
All proceeds from the drive will help offset costs for local wrestlers to go to the Canada East Wrestling tournament from May 9 to 13. The Vipers are very thankful for the support of the community last weekend during the tag days at local stores and businesses and appreciate the continued support.

She was 60. Janet is survived by her loving husband of 26 years, Greg; her siblings: Margaret Neill (Tim), Frances Goodwin (Brenda), Shirley Slater (Richard), Peter Goodwin (Sandra) and Edward Goodwin. Daughter of the late Gerald and Winnifred Goodwin. Janet will be lovingly remembered by her father-in-law, Bill Russell (late Ruth) as well as the entire Russell family. Also survived by many nieces, nephews, great-nieces and great-nephews as well as so many wonderful friends within the L’Arche community and beyond who have supported and loved her throughout her life. Her pleasant demeanor, her infectious smile and her genuine interest in others will be missed. Ronny’s antics frowned on at school and the farm It wasn’t unusual for my Montreal cousins, Ronny and Terry to come to the farm in Renfrew County at any time of the year. Spring came early that year, and with it came Aunt Helen with Ronny and Terry in tow. All she did was drop them off, have one night’s sleep, and was back on the train to Montreal the next day. You’d never know Terry was in the house, but Ronny was a different story. All Mother had to do was pack another sandwich in the lunch bag, and off Ronny went to the Northcote School with the rest of us. Well, it didn’t take long for Ronny to be up to his usual tricks at school. He was back to eating chalk, throwing spit balls, and dunking Cora’s long braids into the ink well on his desk where he sat behind her. Why I hike for hospice: one family’s palliative care journey JOANNE MCVEIGH
My mom was dynamic, honest and just easy to love. Her name was Lee McVeigh-Sharpe. She passed away on Feb. 12, 2017, just shy of her 80th birthday in Hospice Renfrew. But before that, my mom lived in hospice, welcoming visitors, having some laughs, sharing memories, spending time with her family and friends, saying her goodbyes — something she often commented on, how lucky she was to be able to do that. On Jan. 31, 2017, when I walked into hospice with my mom, I was overwhelmed with fear. I felt like we were walking the plank, hand-in-hand. Part of me felt like I was letting my mom down. I thought I could look after her
at home. I thought maybe it wouldn’t be as hard if she passed away at home. Losing my dad at 13, I had always lived in fear of losing my mom. I couldn’t even begin to imagine life without her. And the thought of watching her die could bring me to my knees. As I walked through the doors of hospice with my mom, I remember thinking, “OK, hang on, Joanne! This is going to be a journey through hell.” Well, from the moment we were greeted at the door, the journey I thought I was going on quickly changed course. What I experienced in the last two weeks of my mother’s life was a gift — to my mom, to me, and to my family. Before long, hospice started to feel like home, only better because I didn’t
spend all my time cleaning, making sure there was food in the fridge, or cleaning up after anyone. It gave me and my siblings time to just be with our mom. There was always someone there if you needed anything, even at three in the morning. Spending time in hospice definitely had moments of sadness and heartache, but it also had times of laughter and acts of kindness, which have been imprinted in my heart forever. Hospice is a place where strangers quickly become friends, and you realize that the person you just met has great insight into what you are going through because she too is losing her mom. Over the last year, I have often found my mind drifting back to that
time at hospice. I can still smell Verna’s (one of the volunteers) sugar cookies baking. Those cookies were my comfort food during my time there. I also remember looking out at the beautiful grounds around hospice and feeling a sense of peace and calmness that I never thought I would feel near the end of my mom’s life. And I remember watching as these angels came in and out of my mom’s room, caring for my mom with such kindness and dignity. It was like my mom was as special to them as she was to me. I can still hear the tenderness in their voices and the way they said my mom’s name when they came into her room to care for her. That still brings me comfort today. When I walked out of hospice without my mom, I didn’t feel afraid, like
I had when I walked in, and I didn’t feel like I had let my mom down. I felt sad, but hopeful. I felt broken-hearted, but I also felt at peace. I felt that the decision my mom had made to live out her life in hospice was one of the best decisions she had made in her beautiful life. This is all thanks to Hospice Renfrew — its staff and volunteers, and everything that makes hospice what it is. I will always be grateful to Hospice Renfrew for giving me and my family time to just be with my mom. Thank you, Hospice Renfrew, for everything. Join us Monday, April 16, 2018, from 6-7:30 p.m. at the Best Western Inn and Conference Centre in Pembroke. The Renfrew County Youth Network (RCYN) will be hosting a presentation of the Renfrew County and District Youth Needs Assessment and Report — Walking in a Good Way: The Path to A Youth Engagement Strategy. From Jan. 9 to March 8, the RCYN engaged 655 youth between the ages of 12 and 24 to share their voices, experiences and ideas through an online survey. Six community sharing circles were organized, in addition to the survey; where 77 youth explored further some of the questions from the online survey. “I am honoured to connect with youth and voice youth perspectives. It is vital to have a youth strategy that can guide and foster youth engagement and leadership in the county,” said Zwetlana Rajesh, RCYN youth co-chair. “In order for the strategy to be effective, our youth need to be one of the main stakeholders in both the planning and implementation stages.” This presentation is open to the public and will be delivered by Pytor Hodgson, from Three Things Consulting, who specializes in youth engagement and community development work in rural and remote communities.
