Jonathan Mulvihill/Torstar Gary Javveaux, from left, Tammy Utronki and Mariano Salvati hold a cheque for $10,000 raised from Miracle Treat Day on Aug. 8. The funds will be donated to CHEO, a member of the Children's Miracle Network. For more, see page 22.
COUNTY APPEALS FOR RECONSIDERATION OF LONG-TERM CARE CUTS JONATHAN MULVIHILL jmulvihill@metroland.com Renfrew County may have a serious problem regarding longterm care in the near future. In late May, the provincial gov-
ernment announced they would eliminate two funding streams for long-term care. Two Renfrew County owned long-term care homes, Bonnechere Manor in Renfrew and Miramichi Lodge in Pembroke,
will be affected by these cuts. Provincial funding for both homes will be slashed by $175,000 in 2019 and by $366,000 in 2020. On June 26, Renfrew County See STAFF, page 4

ACCESSIBLE PARKING AN ISSUE IN NEWLY RENOVATED RENFREW DEREK DUNN derek.dunn@metroland.com Renfrew's ongoing $3 million downtown redevelopment is causing confusion for drivers seeking accessible parking. Larry Vincent counted just four spots, down from what he remembers was seven or eight. "There used to be lots more," Vincent said. "The town is 70 per cent senior citizens. It's ridiculous and I don't think it's right. "I use the handicapped parking space and so do many other people." Those that do exist, he said, are away from key areas. Vincent points to one in front of the Renfrew Legion, which is "a dead end." One was removed from in
front of the RBC. And the one in front of Domino's Pizza is "used by everybody." "I'm very upset and something has to be done about it." He added that travellers from out of town will have difficulty finding the spots because there are no signs. They can only be located by pavement paint marks. However, town development and works director Mike Asselin said the work isn't completed yet. The accessible parking signs will go up, and more spots will be added in the coming weeks. "We will have at least as many, if not more," Asselin said. "There were seven spots. Now we'll have eight."
Some have been relocated to side streets, including the one in front of the library. So that may account for initial confusion. He said in some cases the town will add a spot or move one, depending on public appetite. All issues such as parking were also discussed at public meetings where residents had the opportunity to contribute their ideas. "We encourage people to talk to us," Asselin said. "Sometimes we can move a spot or add one." The project has seen many improvements from an accessibility standpoint, something the province has strongly encouraged municipalities to focus on over the last decade or so. It is a human rights

hands, steps into many storefronts being replaced by ramps: all are geared to make the town more inclusive of those with mobility
challenges, Asselin indicated. The project also benefited from best-practices done in other municipalities over recent years.

STAFF, RESIDENTS WILL BE AFFECTED, SAY OFFICIALS Continued from page 1
Warden Jennifer Murphy sent a letter regarding the concerns to Merrilee Fullerton, the new Minister of Long-Term Care, asking the government to reconsider the elimination of the funding pots. "We support your intent to improve health care and end hallway medicine," she said, "but reducing provincial funding to municipal long-term care homes will result in either reduced service levels or increased tax burden for municipal ratepayers - particularly concerning when long-term care services are key to achieving your goals." Murphy added that the cuts would have "an immediate and negative impact" on front-line staff, which in turn would affect the quality of resident care.
THE ISSUE: PROVINCIAL GOVERNMENT ANNOUNCED CUTS TO LONG-TERM CARE LOCAL IMPACT: QUALITY OF RESIDENT CARE IN BONNECHERE MANOR AND MIRAMICHI LODGE WILL BE AFFECTED Shelley Sheedy, director of long-term care for the County of Renfrew, shares the warden's concerns. "In the short term, we don't know if these cuts will impact staff," she said. "However, if they hope to keep the same number of employees, then the extra

The cuts were to take effect on Aug. 1, but Fullerton announced in a state-
HYDRANT FLUSHING PROGRAM 2019
The Department of Development & Works will be flushing hydrants beginning
Monday, August 12th to Friday, August 16th The program will begin NORTH of the Bridge and will progress in a southerly direction. Flushing is part of a routine maintenance program that is necessary to maintain the integrity of the water system. The hydrants will be opened to discharge water and clear watermains. This procedure ensures that all hydrants and valves are working properly, and identifies other problems that may be present.

NOTE: When you see flushing in your area, we ask that you refrain from running your washing machine or using a dishwasher. You may notice brownish sediment in the water. To clear this brown water, let a COLD WATER tap run (suggested taps: outside hose, bathtub or laundry tub) for a short period of time until clear water returns. Please DO NOT use your hot water until you have clear water again. If you have any questions, please contact the Department of Development & Works at 613-432-8166, or visit our website at www.renfrew.ca for further updates. Thanks for your co-operation.
ment in late July they would be delayed three months to Oct. 1 after hearing from long-term care operators and others with concerns. "This will allow for more sufficient time for long-term care operators to make the required adjustments and if there are any potential gaps affecting the quality of care for patients, they can be addressed."
Murphy urges all Renfrew County municipalities, the Eastern Ontario Wardens Caucus, the Asso-
ciation of Municipalities of Ontario and AdvantAge Ontario to support the recommendations.
STORY BEHIND THE STORY
In late May, Premier Doug Ford's provincial government announced province-wide cuts to long-term care funding, which will affect two local care homes, Bonnechere Manor in Renfrew and Miramichi Lodge in Pembroke. Renfrew County Warden Jennifer Murphy has asked Minister of Long-Term Care Merrilee Fullerton to reconsider the elimination of funding streams. The letter was circulated to all municipalities in Renfrew County. The Renfrew Mercury is tracking responses to the request.

FEDERAL ELECTION
LIBERAL CANDIDATE OFFICIALLY JOINS RACE JONATHAN MULVIHILL jmulvihill@metroland.com Liberal candidate Ruben Marini wants to see communities in Renfrew County catch up to the rest of Canada if chosen to be MP for Renfrew-Nipissing-Pembroke. Affordable housing, services for seniors, support for small businesses and more opportunities for young people are the main issues Ruben Marini aims to tackle if elected. "Canada is doing well. However, our riding is still lagging on several fronts," he said. "We need investment in infrastructure,
giving communities the tools necessary to keep a good standard of living, we need investment in education and skills and we need investment in people. The former engineer was the only party member to put forward a nomination for the riding. He officially joined the race Aug. 1 at a nomination meeting in Pembroke. Marini has been interested in politics since he was a student. He joined the Liberals during the 1993 campaign to re-elect Len Hopkins as a Liberal MP. He's been supporting the party and campaigns since then. He decided to run for office because he

about people, my community and the direction the country is going," Marini said. "After witnessing the disconnect between the progress Canada has made in the last few years and the state of the communities in our riding, I could not see a leader or a champion that listens and can help the people of Renfrew-NipissingPembroke have access to the same opportunities seen elsewhere." Marini explains what it will take to defeat Cheryl Gallant, the MP of Renfrew-Nipissing-Pembroke for almost 20 years. "People have been left behind in our communities while the country keeps growing. We need to close that gap," he said. "I'm committed to work hard, as I did
my entire life, to ensure that we get the best shot at lifting people's lives. So, what it will take to win this election is for local people to realize that there is a choice: more of the same or a real opportunity to do better." The federal election is set for Oct. 5. Along with Gallant, Marini will face off against Green candidate Ian Pineau, People's Party candidate David Ainsworth and Independent candidate Dan Criger. The NDP has not yet chosen a candidate as of early August.

OPINION EDITORIAL
The choice to fly, wear, or otherwise associate oneself with a flag is, inherently, a bold statement. If you fly a Canadian flag on your front porch, for example, you are telling the world that you are Canadian and proud of it. In recent years, a number of municipalities in the Ottawa Valley area have chosen to raise the Pride flag as part of their local Pride parades and festivals. This, too, is a clear statement, proclaiming that everyone, regardless of sexual orientation and gender identification, is welcome in these communities. Flags, and people's reactions to them, can indeed reveal much about someone's character. Recently, North Grenville council heard a delegation from a citizen who put forth the curious opinion that the Pride flag is itself discriminatory. Harman Boersma argued that the municipal flag policy states that "at no time will any flag be flown that's inappropriate, offensive, discriminatory, prejudice, political, or religious ... and I've argued in my articles that the rainbow flag is all of those." Members of council explained to Boersma that, in their opinion, the Pride flag is none of these things and in this case, it's council's opinion that counts. At the other end of the spectrum, there are those in this area who choose to fly the Confederate flag. Earlier this month, one appeared at a car show in Smiths Falls. Whether those who choose to use this flag as decoration want to admit it or not, people who associate themselves with it are aligning themselves with the Confederate States of America, which went to war against the U.S. in the 1860s to resist abolition and maintain their Black slaves. As such, the Confederate flag continues to be viewed by most people as a subtle (or not-so-subtle) endorsement of white supremacy. In Canada, people have the ability to fly whatever flag they want - this is freedom of speech; but freedom of speech also means that you recognize that in flying any given flag, people are going to judge you for it in one way or another, whether they judge you as a proud Canadian, a person who embraces inclusivity, or a bigot. The progression of society is a constant battle of push-and-pull. Flags, people's reactions to them, and indeed the reactions to the reactions, are often good ways of telling which side of history a person is on.

LETTERS & COMMENTARY GREATLY DISTURBED To the editor: I have been greatly disturbed by China's reaction to the protests being staged by citizens of Hong Kong against the proposed new laws. Several years ago I was one of a group of teachers and graduating students of a Pointe Claire secondary school who spent 10 days on a guided tour of China. I did not enjoy it. An atmosphere of oppression was apparent from the moment we disembarked in Beijing. Our tour included many visits to local institutions, three of which remain vividly in my memory. The first one, a conducted tour including Tiananmen Square was notable due to the arrival of a soup kitchen on the Square. Within minutes a queue formed. A member of our group produced his camera and was happily snapping away until a Chinese official stopped him, informed him that taking pictures was forbidden and confiscated the spool. The second incident occurred when we visited a local university. As soon as we
dismounted from our buses we were surrounded by students with but one question. How could they leave China and get to Canada? The third event was a visit to a combine and was the most disturbing. A number of children were in the care of government officials and we witnessed more than one incident of corporal punishment. By the non-reaction of the children it was apparent such treatment was the norm. We arrived back in Montreal about a week before the world was shocked by the events on Tiananmen Square. One can only hope that the present conflict, which must be bringing Hong Kong financial institutions to their knees, will not end in similar bloodshed.
CHRISTINA EDGAR RENFREW
WEEDS AN EYESORE To the editor: Re: 'Main street trees, sidewalks an issue.' Kudos to Scott McGuire for bringing up the subject regarding dead trees and weedy flower beds downtown. This has been something bothering me and I
am sure many others. I am a gardener and the weeds overtaking the beds were such an eyesore especially after all the work and money put into redoing all the roads and infrastructure. I know it was a contract and the company doing the work did the best they could, but it was quite late when the trees and perennials were put in and they never got a chance to take root before winter and then many did not survive. Are there still students to hire over the summer with part of their wages paid by the government? If so, this weeding job could have been a great opportunity for them. I am not sure how much budget was left to help beautify the beds but would have been nice to see the dead trees removed and some colourful annuals added. I know that I would have been willing to volunteer to help out planting some annuals to fill the nice beds made to fill in colour for the summer. Not sure, but I think others would have helped too. It would have made us more proud of the downtown.

FRAGILE BUTTERFLY MICHAEL RUNTZ Column
Nature is replete with cycles. Some, such as the rise and fall of the tides, or the change in the persona of the moon, are regular and predictable. Others, such as the size of seed crops or small mammal populations, are wildly unpredictable. The latter is especially true of insects because these small animals are affected by so many variables including food availability, winter severity, predator and parasite densities, and summer environmental conditions. Some butterflies exhibit great fluctuations in their numbers. This is especially true of Monarchs, the most famous member of that group, for not only must they contend with conditions in our area but also with those in the mountains of Mexico where they spend winter. One factor influencing Monarch populations is the availability of Milkweed. Two species of milkweed are common locally: Common Milkweed, which thrives in dry, sundrenched fields; and Swamp Milkweed, a stunning, wine-hued wildflower that likes having its feet wet. A third species, Orange Milkweed (aka Butterfly Weed) is rare here. All are food for the Monarch caterpillar whose distinctive green, black, and yellowringed body is familiar to most school children. This appears to be an excellent year for Monarchs, as plenty of caterpillars and butterflies are being seen. Monarchs and Milkweeds enjoy a complex relationship. Milkweeds contain a powerful chemical
Michael Runtz photo While a Monarch sips Milkweed nectar, a Longhorn Beetle also dines. However, a small white moth, still barely alive, has payed the price for visiting a Milkweed bloom. that deters most animals from eating them. Monarch caterpillars, however, safely ingest the bitter-tasting terpenoid heart poison and store it in their bodies. This makes them unpalatable to other animals, a feature advertised by their highly visible colouration. When the caterpillars transform into their adult stage, their toxicity is passed on, a trait that the butterflies advertise through their distinctive colouration. Milkweeds provide food not only for Monarch caterpillars but also for the adult butterflies. Their floral cups contain sweet nectar that the butterflies sip through their long proboscis. In return for providing them with nourishment and chemical armament, the butterflies repay Milkweeds by pollinating them. This is accomplished by transporting the Milkweed's saddlebag-like pollen sacs to other Milkweeds. The "saddlebags" attach to a Monarch's feet (or those of another large insect such as a Bumble Bee) when they slip into slits between nectar cups. The pollen sacs detach when those legs slip into a flower that previously had its saddlebags removed. This remarkable system works well unless visitors lack the strength to pull their legs free once laden
with pollen sacs; it is commonplace to find small moths and flies hanging lifelessly from Milkweed flowers. Although Monarch caterpillars own chemical protection, they still have problems to deal with. Parasitoids (parasitic wasps and flies) lay eggs on caterpillars, and when those eggs hatch, the larvae eat their way into the caterpillar where they continue to dine at their host's expense. However, Monarch caterpillars bear hairs that are sensitive to air currents created by wings of an incoming parasitoid. When one is detected, the Monarch caterpillar rears up, swinging large black "whips" back and forth, keeping its attacker at bay. To see this response, try gently blowing on a Monarch caterpillar. Just be sure you don't accidentally inhale it! The Nature email is michaelwruntz@gmail.com Michael Runtz is a longtime columnist who teaches Natural History and Ornithology at Carleton University. NEW COURT DATE SET FOR SERVER CHARGED IN FATAL RENFREW CRASH The criminal case against a Calabogie bar server was back in Renfrew court on Aug. 7. Ann Senack faces two counts of causing death by criminal negli-
gence, and two counts of criminal negligence causing bodily harm. The maximum penalty on one count is 10 years' imprisonment. Senack did not appear in court,
and her attorney, Michael Edelson, addressed continuing difficulties reviewing the volumes of evidence presented by the Crown for this case.
Therefore, it was agreed the matter would return to court on Sept. 4. In the meantime, the Crown spokesperson said conference between parties may lead to an understanding on streamlining the process.
After leaving the now-closed Shooters Bar and Grill on Oct. 27, 2017, two teenaged Renfrew boys were killed and two more injured when their car crashed into rocks alongside Calabogie Road near Burnstown. OPP say alcohol was a factor.

STODDART, James Passed away in peace on Sunday, August 11, 2019 at the age of 81. Preceded in death by his wife Valerie. Dear brother of Angela. Loving father of Andrew and Chris (Leanne). Proud grandad to Matthew, Carolyn, Colin and Samantha. Uncle of Jennifer (Derek), Laurel (Lewin) and Michael (Julie). Brother-in-law of Ed Komorowski. Born in England, Dad spent his formative years in Jamaica and Canada where a career in drafting and design commenced, including a stint on the AVRO Arrow project. A natural offshoot of his occupation, Dad was a life-long lover of all things aeronautical and cars, particularly MG’s, where many hours were spent researching, restoring and driving said vehicles! Family roots were planted in Georgetown and Dad became involved in the activities of his two young sons, the growing social scene of a new community, as evidenced by the always entertaining basement parties in his hand-built bar area, and was always seen on Sunday mornings for his customary long walks. A life curve ball in 1983 saw Dad recover from a car accident where some physical challenges remained, however his sense of humour, love of sunshine, a car ride and a cold beer did not diminish! Thank you to the Allendale Day Program for Dads care. A move to Renfrew in the 2000’s, Dad was welcomed at the Bonnechere Manor Day Program and eventually became a full-time resident. Well cared for, Dad enjoyed the back and forth greetings received from everyone. A very special thank you to Dr. Di Paolo and the staff at Bonnechere for keeping Dad looked after. A further thank you to the Sunshine Coach service for Dads ‘wheels’ around town. Arrangements have been entrusted to the care of the Goulet Funeral Home. If Irvin was here with us, he would say don’t cry for me today. I am sitting on a John Deere Tractor, and I’m busy baling hay. A warm breeze is gently blowing, the field is flat and wide, and loved ones gone before me, are waving from the other side. The calluses that were on my hands don’t feel near as rough. The hard work that I faced at home, here does not seem quite as tough. So when you pass a nice hay field and that fresh cut smell is in the air, I may not be with you now, but remember me while you’re there.

NEWS
RENFREW'S DAIRY QUEEN CELEBRATES MIRACLE TREAT DAY JONATHAN MULVIHILL jmulvihill@metroland.com Dairy Queen provided a real treat to residents on Aug. 8. The Renfrew location held their annual Miracle Treat Day, said to be one of the biggest yet at that store. Returning for the 17th year, all proceeds gained from Blizzard sales were donated to the Children's Hospital of Eastern Ontario (CHEO), one of 12 hospitals across Canada that are members of the Children's Mir-
acle Network. For this year's fundraiser, they included a raffle, yard sale and a lemonade stand that took in additional donations for CHEO. All together, Dairy Queen was able to reach their $10,000 goal, surpassing last year's total of just under $3,500. Manager Mariano Salvati expressed his thanks to everyone involved who made Miracle Treat Day a success. "Many people were involved to make this special event hap-
pen, volunteering endless hours," he said. "Special thanks to all the Dairy Queen staff for organizing this fundraiser, and also a very big thank you to our community to make this all happen to reach our goal." Salvati has worked at Dairy Queen since he was old enough to get a job, so he had a hand in organizing and participating in past Miracle Treat Day events. He said this year's celebration was the biggest ever in Renfrew.
"I was happy to see a whole lot of people come out," he said. "We just acquired a huge lot down the street from our location to accommodate some new stuff this time around." Salvati said in addition to the Blizzard treat sale, the Renfrew Dairy Queen had some extra entertainment this year. "We have a car show, we have motorcycles being shown off and the OPP brought in some vehicles as well," he said. "Plus the Renfrew Fire Department showed up with their mascot,
Sparky, to entertain kids alongside the CHEO bear." Salvati also showed appreciation to the vendors and special guests that day, including Renfrew Event Tents, the OPP, Ellen's Face Painting, Horton mayor Dave Bennett, Centennial Glass, fire chief Kevin Welsh and his crew, Lily and Sarah's lemonade stand, myFM and Valley Heritage Radio. Similar events took place at Dairy Queen locations in Arnprior, Pembroke and Petawawa.
