WORK EXPECTED TO BEGIN IN 2-3 YEARS Continued from page 1

frew. Yakabuski, a long-time champion of the expansion, along with mayors and representatives from the different municipalities in Renfrew County, were on hand for the news conference. "Our government is getting Ontario moving by investing in key transportation projects," Yakabuski said. "Widening Highway 17 will make travelling easier and provide relief to the people of Renfrew County. We promised to prioritize this project, which is so important to the people of Renfrew County and all of Ontario. Promise made, promise kept." In 2012, the county requested the province accelerate the extension of Highway 17 west of Arnprior, which later saw the expansion through to Scheel Drive completed in 2016. In 2017, the previous government had approved the detailed design phase of the expansion through to Renfrew, but did not include it in its infrastructure plan. During a visit to Renfrew last year, Premier Doug Ford said the province was supportive of the project. With this announcement, the government has finally confirmed funding for the project, including it in their five-year capital plan.

THE ISSUE: WORK TO FOUR-LANE HIGHWAY 17 FROM ARNPRIOR TO RENFREW WILL BEGIN IN THE NEXT TWO OR THREE YEARS LOCAL IMPACT: THE PROJECT WILL EXPAND BUSINESS AND RESIDENTIAL OPPORTUNITIES AND IMPROVE SAFETY IN THE AREA The project will widen 22.5 kilometres of Highway 17, from Scheel Drive to three kilometres west of Bruce Street in Renfrew, and involves a second bridge over the Bonnechere River. The project will also include four new interchanges. Widening the highway is expected to reduce congestion and improve quality of life for workers, families and businesses in Ontario. Renfrew Mayor Don Eady said the twinning of Highway 17 to Renfrew is a great opportunity for growth in the area. "I want to commend the Ontario government for the efforts put forth to make this expansion pro-

ject a reality," he said. "For the Town of Renfrew specifically, a number of positive spinoffs will result as a direct correlation to the highway expansion namely in enhanced economic development opportunities, increased efficiency of movement labour, goods and services and improved road safety." Horton Mayor Dave Bennett said his township is supportive of the commitment made by the province, adding it would provide many opportunities for both the municipality and Renfrew County as a whole. McNab/Braeside Mayor Tom Peckett was equally supportive, and thanked officials for advocating the long-awaited expansion. "The committee wishes to express its gratitude to Coun. Peter Emon for his immense contribution on this issue and also to all those who have worked long and hard to bring attention to the Highway 17 expansion as a vitally important issue for Renfrew County," Peckett said. Work on the four lanes is expected to begin in two to three years.

STORY BEHIND THE STORY:

The province has discussed the highway expansion for decades. In 2012, Renfrew County requested the project be accelerated, resulting in the expansion to Scheel Drive in 2016. The Renfrew Mercury has covered this issue for many years and attended the July 11 announcement to provide readers with the latest details and timetable for this latest development.

Canadian rockers The Trews are the headline act for this year's Renfrew Fair. This week, officials announced the entertainment lineup, which includes country performers Eric Ethridge and Carroll Baker. Taking the stage on Saturday, Sept. 7 is Canadian hard rock band The Trews. The second annual Renfrew Bluegrass Festival is larger than the inaugural, according to chairperson Arlene Jamieson. "It's going really, really well," said Jamieson on the final morning of outdoor music at Ma-Te-Way park. PRELIMINARY TRIAL WRAPS UP IN STABBING CASE DEREK DUNN derek.dunn@metroland.com A two-day preliminary trial in Pembroke was held in a stabbing case that has shocked many in the Arnprior area. Bill Kirby is facing an attempted-murder and 22 assault-related charges after a woman was stabbed in a wooded area off White Lake Road on Sept. 13, 2018. An assault charge dating back to 1968 was dropped at the preliminary trial because it occurred in another province. The well-known area volunteer who refereed and umpired for many years remains free on bail and attended both court dates on July 10 and 11, as did a handful of other people. "This is a long case with a lot of issues," said crown attorney Caitlin Downing.

RENFREW FINDS NEW RECYCLING PROVIDER

Renfrew has accepted a proposal to restore interim recycling and processing services. The Town of Renfrew agreed on arrangements with Topps Environmental Solutions (TES) in Carleton Place to provide curbside recycling pickup and transport it to the Green for Life (GFL) Beckwith Transfer Station. Development and works director Mike Asselin updated council on the recycling contract during a special meeting held on July 9. "The Waste Management Committee has met twice in emergency meetings to discuss the path forward following the permanent closing of Beaumen's," Asselin said. "Our main priority was to reinstate the curbside recycling program so residents

could refrain from adding recycling materials in the garbage." The proposal submitted by TES will restore collection for a six-month period starting the week of July 22-26, giving staff time to review longerterm solutions. After the six months is up, the town will have the option to either extend the contract or work on a month-tomonth basis depending on the situation. The town will pay $24,512 plus HST a month, plus a tipping fee for recycling materials. TES also requires an initial deposit of $15,000 to secure the truck leases, reducing monthly payments by $2,500 for the six-month period. As a result, the incremental cost to provide recycling collection and processing services is estimated to be $114,500 over budget. The Town is seeking compensation from a Performance Bond for most of the amount, with the rest being drawn from the Unallocated Reserve. In addition, the propos-

al dictates that recyclables will be picked up every week. "Currently our recycling program is every two weeks," Asselin said. "If TES was going to go on a two week schedule they would have to unload at the transfer station partway through the route." Reeve Peter Emon said this was the best solution at this time while looking into more permanent options. He also thanked residents for being patient through the whole process. The town has struggled to find an alternative for recycling since their main provider, Beaumen Waste Management Ltd., unexpectedly closed on June 23. Immediately following the announcement, residents were asked to hang on to their recyclables. Large bins were installed at the landfill site where residents could drop off their recycling starting the week of July 2-5. Crews from Public Works are currently in charge of curbside pickup until the TES contract begins. The Town of Arnprior and the Township of McNab/Braeside have also ratified interim arrangements with TES in their respective council meetings.

Playing jacks on the cement at the pump in the middle of the yard, I could see everything going on around me that hot summer day. Our two horses, King and

Queen, were standing in the shade of the barn, swishing their long tails, trying to keep the flies away. Queen was as quiet as could be, but King was something else. Father said he had a mean streak in him a mile wide. My three brothers often got on Queen's back and rode around the barnyard, but no one dared try it with King. That is, until that hot summer day. Everett grabbed a bunch of grass and very slowly made it to the barn, and came out with a halter, and still very slowly, inched over to King. While he fed him the grass, Ev-

erett slipped the halter over King's head and gave him a gentle pat on his back. Everett led him over to the stoop at the barn door, and it was then I realized he had every intention of climbing onto King's back and going for a ride! Well, Everett made it onto King, and had a good firm hold of the reins, and then reached back and gave the horse a gentle tap on his haunches. Well, that's all it took. The horse suddenly realized what was going on, and it was obvious he wasn't going to let it happen. He raised his head in the air, let out a few loud snorts, kicked up his back heels and took off ! King was circling the barnyard, kicking up tufts of grass and dirt, and snorting, turning his head occasionally to take a look at what was straddling his back. Then he started to run - not a gentle trot, but a downright gallop. He circled the barnyard and headed for the front yard by the house, with Everett still hanging on for dear life. King headed for the big apple tree in the middle of the yard, went under the branches, and Everett, in a final act to save his life,

grabbed hold of a branch and was left dangling from the tree about 10 feet off the ground. Everett dropped to the ground, brushed himself off, and said to no one in particular, "By gar, that was some ride." The talk at the supper table that night was all about my brother finally getting to ride King. But Everett wasn't to come out of it unscathed. His backside was so sore, when he went to settle on the bench behind the supper table, he took a cushion off the cretonne couch and, ever so slowly, sat down with a great sigh of relief. portunities. Janice was a friendly, beautiful, engaging seven-yearold. It was to be the beginning of a friendship that lasted a lifetime. She was such a joyous person always reaching out to somebody. She held strong views on all the important issues of life. Janice married a young American pastor who practised his faith by working with the poor and homeless in downtown Toronto in connection with the outreach work of the Anglican Church. Janice worked as a nurse in a Southwestern Ontario city where she was in charge of a floor. Early in her position abortion procedures were starting to be performed. Since she was morally opposed she resigned her position and found other work. Her views were strong. Throughout her lifetime Janice never wavered. She was an incredibly strong woman with high moral standards. It was during the 2015 election

that Justin Trudeau made it a requisite that all caucus members embrace his individual morality and embrace the pro-choice position he so strongly upholds. This was a first in Canadian politics where members of a political party were required to embrace the views of its leader. With an election looming all Canadians need to ask the same question, for example. What has Trudeau and his Liberal horde done for the betterment of Canada as a nation during the past four years? Our financial house is a mess with soaring debt. What has this prime minister done to make us a morally strong nation? This could very well be one of the most important elections in years. It's the democratic way of upholding what we believe to be right and oppose what we believe wrong. It's the best way to speak with a united voice and put Trudeau out to pasture where he belongs.

THE BEER STORE BUZZKILL To the editor: In the year 2019, the policy of the Doug Ford Progressive Conservative government to dissolve the Beer Store monopoly makes fundamental sense. Why should an unprofitable consortium of three foreign-owned companies be privileged with outdated protection from competition (albeit protection previously weakened with the opening of grocery alcohol sales)? What might not make sense however, is opening the monopoly to allow alcohol sales by corner stores. Research suggests that increasing the number of alcohol sales points is likely to increase alcoholrelated illnesses. What most definitely does not make sense, is ripping up an existing contract to dissolve the monopoly. Either Ontario will need to pay significant monetary penalties to do so, or else Ontario will send a chilling message to the business community about the worth and

integrity of government contracts. Such is the PC government's shameless enthusiasm for harming business: make decisions first, worry about the consequences later. Leave it to Premier Ford to turn the potential happy hour of the Beer Store monopoly's demise, into just another buzzkill.

MORAL STANDARDS NEVER WAVERED To the editor: This is a story about a most remarkable woman who left us very unexpectedly on June 29 after a very brief bout with abdominal cancer. Her name was Janice Jeffery. Nature displays no lack of imagination when it comes to how male animals court members of the opposite sex. Male common terns catch small fish, which they drop in front of a female to demonstrate their skill at catching fish. Male scorpionflies also offer edible gifts to their potential mates; their gifts being dead insects. Some species even wrap the insect in silk so that the female has to unwrap it before enjoying the meal. In my opinion, one of the most beautiful of all courtships is performed by a common local damselfly.

Damselflies are close relatives of dragonflies, with most being smaller and seemingly more delicate than their robust cousins. At rest, damselflies close their wings over their back instead of holding them out flat as dragonflies do. If you explore the edge of waterways and see tiny blue and black, matchstick-sized insects flying around, you are seeing bluets. Not all damselflies, however, are as small as bluets. In fact, one species is actually larger than many dragonflies and is arguably even more beautiful than most. Ebony jewelwings are iridescent green, black-winged damselflies that flit across streams and along shrub-lined shores of larger waterways. Females are nearly identical to males, except they sport conspicuous white squares near the tips of their first pair of wings, which are slightly less

JANNEY, Lynda Mary (Firth) June 10, 1949 - July 5, 2019

Lynda Mary Janney was born in Ottawa on June 10, 1949. She was the daughter of Mary Anita Smith and Joseph Edward Firth, and the sister of Lorna Agnes Firth and Martin Joseph Firth. The Firth’s had a cottage on the Rideau River just past Manotick, Ontario which was adjacent to her grandfather and grandmother’s cottage. Lynda, Lorna and Martin spent many weekends and summers there and it was these experiences that shaped her love of the countryside and cottage country. Loving mother to April Rebecca Desjardins (nee Janney) and Douglas Matthew Janney Jr. as well as grandmother to Kevin Desjardins, Bradley Desjardins, Kayla Janney and Alyssa Janney. Lynda attended Immaculata High School in Ottawa and joined the Federal Public Service in 1967. During the 1970s she studied Human Resource Management at Algonquin College and the University of Ottawa. Following this, she entered the Human Resource Management field in the Public Service. She held various HR specialist positions and HR management positions in the Ministry Secretariat of the Ministry of the Solicitor General and in Health and Welfare Canada. She then moved to the Human Resources Branch of the Treasury Board Secretariat as an Executive where she dealt with organizational change at the most senior level and made recommendations to the Treasury Board. In 1970, Lynda met Doug Janney Sr. and married him on January 6, 1973. She shared his enthusiasm for cottage and country living with Doug and her children on Spectacle Lake, in Madawaska, Ontario and became a fishing partner too. There never was a dull moment as Lynda took on the role and responsibilities of not only a wife but also as a mother. During the same time she encountered increasingly more challenging work including being a ‘hockey Mom’ around the hectic and busy hockey schedules of both April and Doug Jr. Lynda was elected President of the Ottawa Women’s Hockey League in approximately 1982. Having owned several antique automobiles, she and Doug were also members of the Historical Automobile Society of Canada (HASC). In 1995 Lynda became involved with the Federal Science and Technology workforce and their HR issues. Lynda was instrumental in developing and implementing a framework and a process which resulted in improved human resources management of the Federal Science and Technology community. This framework and process became the norm for broader policy issues and was a model for other communities in the federal public sector such as the newly created Food Inspection Agency. As a result, in December 1999 Lynda received the “Head of the Public Service Award” presented by the Clerk of the Privy Council for valuing and supporting public service employees. After 35 years in the Public Service, Lynda retired in July 2002. Following the introduction of Bill C-17 on Firearms Safety, Lynda was appointed by Justice Canada and the Chief Provincial Firearms Office of Ontario as an Instructor and Examiner.

Lynda and Doug moved to Renfrew in 2002. Shortly after they became members of the Eganville Baptist Church.

She was also an avid reader and was a member of Renfrew’s “For the Love of Reading Book Club” including being a Trustee on the Renfrew’s Library Board for approximately 7 years, eventually becoming Chairperson. In March 2019, Lynda was diagnosed with stage IV lung cancer which she ultimately lost her battle on July 5, 2019 with her family by her side at the Renfrew Victoria Hospital. There will be a celebration of her life to be arranged shortly where friends and family are welcome.

Ruby’s zest for life, sense of fun, and strength through trials was an inspiration to everyone who knew her. She was a truly remarkable woman, who will be missed by her family and many friends. MUNRO, Sarah Joan Sarah passed away quite suddenly at the Ottawa Civic Hospital on Sunday afternoon, July 7, 2019. She was 43. Beloved daughter of Colin and the late Heather (nee Pilch) Munro and stepdaughter of Leah Keats. Sarah is also survived by her daughters, Alicia and Kailee; her long-time companion Pierre “J.P.” Cholette and his children Samantha and Shayne; her sister, Kelly Arsenault (Jeff); her brother, Craig Munro as well as her aunts, uncles, cousins and friends. A number of impaired driving charges were laid. July 1, officers responded to a motor vehicle collision on Madawaska Boulevard in Arnprior. As a result of the investigation Suzette Cousineau, 57, has been charged with, impaired driving and operating a motor vehicle with over 80mg of alcohol. The accused was released on a Promise to Appear in Ren-

As a result of the investigation Gregory Marcellus, 63, of Arnprior has been charged with, dangerous operation of a motor vehicle, impaired driving and operating a motor vehicle with over 80mg of alcohol.
