JONATHAN MULVIHILL jmulvihill@metroland.com Many gathered in O'Brien Park to help celebrate the McDougall Mill Museum's 50th anniversary on June 23. Established in 1969 after being donated by the O'Brien and Murray families, the museum has become the home to many artefacts over the years. "Our collection grows every year thanks to the generosity of local people who donate items of significance to Renfrew," said Sue McSheffrey, Renfrew and District Historical and Museum president. To celebrate 50 years, the museum officially unveiled the recently restored Cold War-era air See AIR, page 2

raid siren, which was reinstalled a couple weeks prior, along with a plaque describing the history of the siren. The siren was located in Low Square from the 1960s until 1994. It was then sold for scrap in 2010. The buyers were collectors who preserved the parts intact, donating them back to the museum in 2017. Carmen Goold, the regional advisor for the Ontario Ministry of Tourism, Culture and Sport, and Renfrew Mayor Don Eady were on hand to commemorate the museum's anniversary. Also present were John Lorn McDougall V and John Lorn McDougall VI, descendants of the original owners of the mill. Both McDougalls attended the grand opening of the museum in 1969. Muriel Freamo, who wrote a song about the Swinging Bridge, provided entertainment followed by the Renfrew Highland Pipes and Drums under the direction of pipe major Robert Savage.

FLOOD VICTIMS CALL FOR INVESTIGATION DEREK DUNN derek.dunn@metroland.com Many of the 200 people at an Arnprior meeting on Sunday believe human- or systemic-error factored into spring flooding along the Ottawa River. John Carmichael of Rhoddy's Bay, one of the worst hit communities during the record-breaking flooding, received a large applause when he called for an independent thirdparty investigation into how authorities performed; especially Ontario Power Generation. "I don't think too many people in in this room trust OPG," he said, looking at a stage of one dozen government officials (none from the federal level) and industry experts. "That's the only point we can feel confident: We've got to get some answers from someone who knows these systems." John Yakabuski had hoped to announce the investigator's name during the meeting at St. John Chrysostom parish hall. But approval needs more time. Meanwhile, he conceded that communication could have been more effective. Twelve warnings were issued, but they didn't tell people to start sandbagging immediately. The natural resources
THE ISSUE: AUTHORITIES SAY THEY DID EVERYTHING POSSIBLE TO MINIMIZE THE EFFECTS OF SPRING FLOODING LOCAL IMPACT: WATERFRONT HOMEOWNERS HAVE DEALT WITH COSTLY DAMAGE TWO OF THREE RECENT SPRINGS minister and Renfrew-Nipissing-Pembroke MPP was also asked about allowing retaining walls and other stabilization measures. Many say past Liberal governments care more for wildlife habitat than people's property. "There is a culture change in the ministry," Yakabuski said, to an applause. "We recognize how difficult it is to get things done today. We will be looking at that in a much more flexible way then we have in the past." OPG's Shaun Hinds was soundly booed after defending the control measures at dams and reservoirs. He was told too few
workers with too little experience remain along the Ottawa, most having been moved to Cornwall. Hinds talked about efficient use of tax dollars, his years of experience and the structures in place. "Staff performance was commendable," Hinds said. "The dedication of the folks was commendable, and I'll stand by that." Prior to the question and answer period, presentations talked about record-high snowpack, rain, and melting in early spring. Holding back water at any one dam wouldn't prevent runoff from banks up and down river, according to OPG. Little could be done for what they call "a natural river in many ways." To blame Mother Nature isn't good enough for some who have dealt with flooding twice over three years. A woman from Rhoddy's Bay summed up what appeared to be the view of many: "Nothing has changed since 2017. Whatever you are doing is not working. Something else needs to be done."

STORY BEHIND THE STORY
Rumours and rumblings about how OPG and governments have performed during the flooding have grown in recent weeks. Many have complained about a lack of communication and why greater actions were not taken. Mistrust reached a level that only an independent investigation could exonerate or blame those in control.

FLOOD RELIEF VOLUNTEERS NEEDED IN RENFREW COUNTY JONATHAN MULVIHILL jmulvihill@metroland.com The flood has devastated areas in Renfrew County, leaving many residents without a home. There is an opportunity for these families to help return to their homes with help. Samaritan's Purse, a Christian disaster relief organization, is responding in the region to help homeowners affected by the flood. Their focus is helping with the clean up of homes and properties at no cost to allow families to safely return home. One of their Disaster Relief Units is currently stationed at Whitewater Wesleyan Community Church as part of these relief efforts. Clean up efforts have already begun and will continue into early July. Houses in Renfrew County were damaged when the Ottawa River spilled its banks in late April. Many of these residents are in rural communities and have received little assistance since the river returned to normal levels several weeks ago. "Dozens of homes in the Westmeath-Pembroke area were underwater for weeks," said Andy Northup, who is leading the Samari-

"We want to offer help and hope to people who have lost so much to the floods." All registered volunteers will receive free orientation and training, and are paired with experienced leaders. Volunteers are provided with personal protective equipment and tools to assist homeowners with tasks such as clean up and sanitization. Volunteers must be at least 16 years or older, and youth ages 16 and 17 must be accompanied by a parent or guardian. A bag lunch will be provided for all volunteers. Anyone with special food requirements should
bring their own lunch. Overnight accommodations and meals are available for volunteers coming from out of town. Anyone this applies to should make the request known when filling out the application. Hours of operation are Monday to Saturday from 7:30 a.m. to 5 p.m. Volunteers can choose the day and time they are available to help. Anyone in Renfrew County who is in need of Samaritan's Purse clean up assistance can call 1-844-5472663. BEAUMAN'S CLOSED UNTIL FURTHER NOTICE JONATHAN MULVIHILL jmulvihill@metroland.com
Beaumen CEO Andrew Shouldice said the closure is only temporary. The company is in talks with GDF Environment and will give an update as soon as possible. Shouldice said they will hopefully reopen "within a day or two." In the meantime, the Town of Renfrew is looking into alternatives and solutions to this sudden change and will update residents as soon as possible.
Police and fire officials have been called to a multivehicle collision at the intersection of Highway 17 and O'Brien Road in Renfrew. Horton Township Fire Department was dispatched to the scene, involving three or four vehicles, for suppression. Airbags were said
to have been deployed as a result of the collision, which occurred a little before 1 p.m. on June 21. The accident began as a result of a pickup truck being hit by a smaller car. One person suffered non-life threatening injuries and was sent to the Ren-
frew Victoria Hospital, while another suffered minor injuries and was treated at the scene. Chief paramedic Michael Nolan said while there would be no road closures, the intersection would remain congested until further notice.

Residents in Renfrew and surrounding areas may not have their recycling picked up this week. Beaumen Waste Management Systems Ltd. closed its doors the evening of June 23, creating challenges for local municipalities that count on the business for recycling collection. Beaumen's, located in
Renfrew, also services Arnprior, Horton, Admaston/ Bromley, McNab/Braeside and Whitewater Region. Development and works director Mike Asselin said they were contacted over the weekend by the business, citing driver shortages with rising costs of insurance and wages, coupled with dropping market prices in plastic, paper and cardboard as the reason for the closure.

Since its grand opening on March 9, Man Up Fashions is open for business, providing men's formal wear for all ages. Jill Soucie, the owner of both the new store and the Shoe Lounge since 2015, describes how she decided to open a clothes store specifically for men. "Whenever I was at the Shoe Lounge, customers were always suggesting we needed a men's store. I would always say I have enough with the women," she said. "Then I thought more and more about it. They planted the seed. When I was out shopping for the Shoe Lounge, I would look at men's clothes. When I was out at shows, I would think, 'wow, they have some really nice stuff for men.' Then I woke up one day and decided I wanted to open up a men's store." The store mainly specializes in men's formal wear, including suits, shirts, ties and

Soucie is a proud member of the Renfrew community, and running both stores in town keeps her busy. "Being part of the community, along with the Shoe Lounge becoming a destination store, has been a tremendous honour," she said. "I listen to the customers, they mentor me," she continued. OPINION EDITORIAL
Summer is finally here, marking the end of school for millions of young people in Canada and the peak season for camping, cycling, paddling, rock climbing and many other sports and adventurous activities. While these activities are fun, it is important to prevent the possibility of injury for kids and adults alike, by keeping head safety tips top of mind. Concussions - an injury to the brain that affects the way a person feels, behaves and remembers - represent more than one in five Ontario student injuries treated by a doctor or nurse. Symptoms from a concussion can impact daily life for weeks, months or even years. Despite how common the occurrence is, one in two Canadians have little or no knowledge about what a concussion is, and only 15 per cent of individuals can correctly identify the best treatments for it, according to the Government of Canada. Recognizing the signs of head injuries and taking precautions to prevent them is essential to enjoying outdoor adventures. That's why Scouts Canada and Hydro One, leaders in safety and prevention, have teamed up to inspire others to work safe, live safe and play safe. Through their new Head Safe program launching this fall, young people and their families will have access to tips on how to be Head Safe this summer to equip them with the knowledge to prevent, identify and respond appropriately to head injuries. The best way to prevent a head injury is to protect the head. Always wear a properly fitted helmet that is appropriate for the activity. Following a blow to the head or neck, or any other jarring impact, watch for concussion symptoms like a headache or pressure in the head; sensitivity to noise, light, motion or odours; drowsiness; nausea; dizziness; blurred vision; neck pain; feeling emotional, irritable, nervous or anxious; inability to concentrate; and difficulty remembering facts or events from earlier in the day. If a concussion is suspected, stop activity and treat any swelling with ice, seeking medical advice immediately. A person with a suspected concussion shouldn't be left alone and an ambulance should be called if they lose consciousness. The time it takes to recover from a head injury will vary. Returning to activities, sports or work can be a slow process and should be done with a doctor's progressive plan. Play safe this summer. To learn more visit www.scouts.ca/playsafe.

WHO WE ARE LETTERS & COMMENTARY REMARKABLE VENUE RIGHT IN RENFREW To the editor: Last Friday, my partner and I spent another remarkable evening at Dean Batstone's Northern Ramble, a live music venue at 45 Railway Ave. in downtown Renfrew (across from the Renfrew Fire Hall in a former Baptist church). As with each visit, I was amazed at the boldness and creative, entrepreneurial spirit that have brought this experience to the people of Renfrew and surrounding communities: the integrity and grace of the original church have been lovingly maintained; the atmosphere is warm, relaxed and exciting; the musicians are from the elite of Canada's music scene representing many genres (folk, jazz, blues, rock, eclectic); and the homemade cookies and beverages round out an evening with pizzazz. There is nothing - nothing like live music. And we can now hear the very best right here in Renfrew. We are incredibly fortu-
nate to have such a venue in Renfrew County, so easily available to us, both physically and economically. Parking is simple. Tickets are very reasonably priced. The Northern Ramble eblasts keep one current about upcoming performances (sign up at northernramble.com). Purchasing tickets on line is a snap. My congratulations go to Dean and to his loyal volunteers who have created this opportunity for our community. With continuing support, my hope is that Northern Ramble will become an ongoing part of the fabric of Renfrew and will demonstrate clearly that Renfrew is growing, vibrant and connected to the wider world.

RENFREW ROTARY MEMBERS HOST FUNDRAISER DINNER JONATHAN MULVIHILL jmulvihill@metroland.com The Rotary Club of Renfrew is part of a massive worldwide effort to rid the world of polio. The club held a fundraiser on May 4 in support of eradicating the disease around the world. Polio is a paralysing and potentially deadly disease that affects children under five. The virus spreads frequently through contaminated water and attacks the nervous system. Rotary International, in conjunction with the World Health Organization, has reduced cases by 99.9 per cent since 1979. The club became involved in active support in 1982, and since then they con-
tinue to raise money each year, with some members personally donating up to $10,000. Bill and Melinda Gates, through their foundation, have agreed to match two to one the donations made by Rotary worldwide up to $100 million U.S. This would mean they would donate $200 million if the Rotary raised $100 million. This spurred the members of the Rotary Club in Renfrew to put on a dinner at the home of club president John Wilson with members Joe Fontes, Kent Tubman and Dennis Yakaback as the master chefs. They put on a four course meal comprising of a cucumber wrapped spring salad with balsamic, chicken and chorizo meatballs in mango and jalapeño

sauce, cedar plank Atlantic salmon with asparagus and baked potato and a tequila lime cheese cake. In total, $1,343.50 was raised toward the cause. Once matched by the Gates Foundation, $4,030.50 will go toward the polio fight.

Notice of Commencement under the Class EA for Waterpower Projects First Chute Waterpower Project
NEWS
Date: June 27, 2019
Renfrew Power Generation is planning to undertake and environmental evaluation and assessment for a proposed waterpower project First Chute Generating Station located on the Bonnechere River near the Town of Renfrew, in the Township of Horton, Ontario. If approved and constructed, this waterpower project would have a capacity of up to 1.7 MW and produce 5,500 - 7,000 MWh of renewable energy annually. The project is subject to the provisions of the Ontario Waterpower Association “Class Environmental Assessment for Waterpower Projects. Pursuant to the Class EA, this project is considered to be on a managed waterway.

QEPS UNVEILS NEW INTERACTIVE PLAYGROUND, SENSORY GARDEN
The Class EA process under the Environmental Assessment Act, requires Renfrew Power Generation to undertake an evaluation of the project to evaluate its potential effects to the environment (positive and negative) and prepare a detailed Environmental Report. The project is also expected to require review and approvals under the Lakes and Rivers Approvals Act, Environmental Protection Act, Endangered Species Act, Public Lands Act, and the Ontario Water Resources Act, and the federal Species at Risk Act and Fisheries Act. This notice and the public consultation process for the project under the Class EA is intended to coordinate and meet notification requirements relevant to the planning stage of the project under these statutes. Renfrew Power Generation has identified certain environmental components that are expected to be the focus of the proposed project. The evaluation and the environmental report will assess the potential effects of the proposed waterpower project on the environment during its construction and operation.

Public consultation will be an integral component of this process. For more details please visit www.renfrewpg.ca. For information on the project proposal, to raise any issues or concerns, or to be placed on the mailing list, contact: Kai Markvorsen at CIMA+, kai.markvorsen@cima.ca. Under the Freedom of Information and Protection Act and the Environmental Assessment Act, unless otherwise stated in the submission, any personal information such as name, address, telephone number and property location included in the submission will become part of the public record files for this matter and will be released, if requested, to any person.
Queen Elizabeth Public school's parent council, students and staff were thrilled to unveil their new, inclusive play structures and sensory garden at their third annual fun fair June 20. "We have had tremendous support through the community, as well as parents, raising over $8,000 since December," said Lauren Johnson, parent council chair. "We will still be actively fundraising to pay off the remaining $10,000 of the loan we received through Renfrew County District School Board." Organizers are thrilled with the generous support of all the sponsors who contributed to creating both the playground and sensory garden. The junior structure is equipped with an interactive board 'BIBA.' "This app inspires children through outdoor play with digital games, through fun and age appropriate challenges," reads a press release. "Parents, guardians and teachers download the free BIBA app onto their smart devices to get a suite of scavenger hunts, obstacle courses, treasure maps and other games. We hope that not only the school children, but the community get to
enjoy all that the new, inclusive play areas have to offer." Students in Grades 2-4 have been working hard over the last two years to create the sensory garden after being inspired by the gardens at CHEO and creating calm spaces from local Yoga Instructor Ro from Move-ment. The sensory garden is designed and planted to attract the five senses and to be a space for students, staff and community members to enjoy, relax and contribute to building wellness. There are raised beds with plants that match the senses and musical instruments to play and listen to. Both are wheelchair accessible. There is a pathway to stroll along as well as benches to sit on to watch for birds or butterflies, quietly read a book or chat with friends. "We would like to thank all the community partners that helped the kids turn their ideas into reality! Thank you to CHEO for sharing their plans and ideas, Ray Maynard for showing the kids woodworking skills, the Pembroke Horticultural Society for showing the kids how to plant, Dr. Katrina Traikov for sharing her
knowledge of herbs and medicinal plants, local landscaper Steve Schuler with design ideas and information about careers in horticulture and landscaping," said teacher Heather Raudssus. "Thank you also to all the parents for their support and to community volunteers that donated their time to help with planting and preparing the garden." Principal Angie McCrae expressed her thanks. "The dedication of families, staff and community who have rallied around this project has and continues to be greatly appreciated. School council members have spent countless hours discussing, fundraising and planning for this moment. Thank you to Lauren and team for their determination and action to make all of this happen," said McCrae. "Thank you to Mrs. Rauddsuss, Mrs. Grenier, Ms. Cluett and their students for creating the sensory garden, this wonderful space of serenity is to promote our school community's wellness. Please take time over the summer holidays to bring your children to this wonderful space where they can embrace physical activity and their senses."

Parkinson's disease is a long-term degenerative disorder of the central nervous system that mainly affects motor functions. The Renfrew support group's main goal is to raise awareness of the disease and to raise donations for their annual Parkinson's SuperWalk on Sept. 8. Last year, their goal was to raise $24,000,
but ended up collecting $25,000. This year's goal is $29,000, but the group is confident they can end up raising over $30,000. Registration for the walk begins at 10 a.m., while the walk itself starts at 11 a.m. at the Ma-Te-Way Activity Centre. The next support group meeting is scheduled for Sept. 4 at 2 p.m. For more information, contact Shannon Harrison at 1800-565-3000 ext. 3420 or shannon.harrison@parkinson.ca.

HERE’S HOW IT WORKS: Sudoku puzzles are formatted as a 9x9 grid, broken down into nine 3x3 boxes. To solve a sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle!

SENIORS MONTH PERFORMANCE ADDRESSES ELDER ABUSE JONATHAN MULVIHILL jmulvihill@metroland.com The Women's Sexual Assault Centre presented Stories Around the Patchwork Quilt to the residents of Groves Park Lodge on June 12. The performance was a series of monologues from seven actors detailing various instances of elder abuse, including physical, verbal and sexual, as they gathered to help knit a quilt. The stories presented were based on true accounts of elder abuse, with names being changed for protection. The Stories Around the Patchwork Quilt has been in development since the fall of 2012. Throughout
these years, many people have shared stories of elder abuse, which provided the inspiration for the monologues. "Years ago, we would have been told not to share these stories, but today we hope to bring awareness and understanding to some of the issues facing our community members," Lynne Goodbody, who played the narrator, said before the performance. Local resources available to support seniors include Elder Abuse Prevention and Response Services at 1-800-363-722 , Women's Sexual Assault Centre at 1-800-663-3060, Renfrew County Legal Clinic at 613432-8146 and Renfrew OPP at 613-432-7810.

FLYING DRAGONS ARE COMING TO OUR RESCUE MICHAEL RUNTZ EXPLAINS THE ROLE OF DRAGONFLIES MICHAEL RUNTZ Column
With ravenous mosquitoes now flying en masse and hordes of blackflies still seeking blood donations, many people avoid going into the wilds. This is unfortunate, for there are myriad rewards to be currently enjoyed in the outof-doors. Of course, one can always attempt to defeat those little sensors that detect carbon dioxide, water vapour, and heat by dousing oneself with insect repellent or wearing a protective bug jacket. But other help is currently available. As water-
ways warm, legions of predatory animals are quietly emerging and taking to the air. These flying armies make no noise and never bother us humans, but they play havoc with any insect that dares fly into range of their acute vision. These animals are, of course, the dragonflies. While people marvel at the transformation of a caterpillar to a butterfly, a dragonfly's change is even more wondrous. A dragonfly nymph lives in the water for a year, breathing through gills in the rear of its abdomen. When its time comes, the nymph crawls out of the water and, clinging to a plant stem or rock, breaks free of its nymphal prison, emerging as an airbreathing, winged master of the air. At first a newly emerged dragonfly's wings are soft and folded over its back. But liquids are soon

That cannot happen fast enough, for sharpeyed common grackles and red-winged blackbirds search the water's edge for

newly emerged dragonflies to feed to their ravenous young. It takes several days for a dragonfly's wings to fully harden and its body's brilliant colours to appear. When they do, they endow their owner with beauty that rivals any bird. The
colours, along with certain body structures, allow us to put a name to each species, which, when their smaller cousins the damselflies are included, number more than 100 in our area. Just like birds, dragonflies are habitat specific. Many clubtails (dragonflies whose eyes don't touch and that bear enlarged clubs at the end of their abdomen) live as nymphs in flowing water, their flattened body shape allowing them to cling to the bottom in current. Others, like skimmers, own fat bodies suitably adapted for the quiet water of ponds. The first wave of dragonflies is coming to an end. Baskettails, named for how the females deposit eggs from a cup-like structure at the end of their abdomen, are the first to appear in large numbers. The next wave, which includes skimmers and clubtails, is currently underway. Because dragonflies emerge by the countless millions when

the water reaches a critical temperature, they seem to come out of nowhere. Their sudden appearance spawned an urban myth that each spring the government dropped off planeloads of dragonflies to control biting insects. Years ago during the question period at a dragonfly presentation, a woman stated that her husband told her he had flown on the planes that dropped off dragonflies. I wonder what other tall tales he was telling her! The Nature email is mruntz@start.ca.

Lunchtime at the Northcote School seldom varied. First, we had to wash our hands in the basin at the back door, girls first, and then fresh water was brought in for the boys by one of the lads from senior fourth. Miss Crosby was high and clean hands. Only a few of us had lunch boxes. Everyone else carried theirs in a well-used brown paper bag that had come from Briscoe's General Store. It may once have held bulk tea, sugar, or cookies, but was never discarded when brought home. My name was printed on the
outside so that it wouldn't get mixed up with anyone else's lunch. Often, bad Marguerite brought both her fancy tin lunch box and something special in a brown paper bag. And she never failed to tell us what was in it either ... fresh fruit ... or store-bought cookies. Why she didn't put everything in her tin lunch box was beyond me, but my friend Velma said it was just to show off how special her lunch was that day. One day Marguerite got her comeuppance. She put her box on the table at the back of the room, as we all did, and she then announced that in the paper bag was a fresh banana and real store-bought cookies. At recess, Miss Crosby ordered us all out of the school, and with her eyes on Emerson and Earl, said there was to be no nonsense. As she often did, to get out of the hot schoolhouse for a bit, she went over to the bench under the big ma-
ple and opened a book she was reading. My sister Audrey said that was when the deed was done. The next break was lunchtime - the big CPR clock at the front of the room had its hands at exactly 12 p.m. Grabbing our lunches off the back table after washing up, we headed outside to sit on the grass. I tried not to look at Marguerite's paper bag. "Guess I'll eat my banana first," she said loud enough that everyone could hear her. She dug into the bag, and out came, not a banana, but a round stone covered with wet grass! Well! The roar could be heard in Admaston. She blamed Cecil, she blamed Emerson, both vowing they had nothing to do with it. The banana and the cookies were never found, but on the way home from school, I saw a banana peel in the grass leading out of the schoolyard. Velma said she saw a squirrel run-
ning away with a cookie. Miss Crosby turned a deaf ear to Marguerite's howling, who had to resort to eating what was in her fancy tin lunch box. And it was a long time before the hateful classmate again brought something special in a brown paper bag. No one owned up to the deed, but my sister Audrey, who sat behind Cecil in school, was pretty sure she could smell banana off him when we came back in for afternoon lessons.
