A waste-management recommendation by Horton resident Angie Charbonneau could see the light of day. She has asked the municipality to consider flip-flopping the frequency of garbage and recycling pickups. That would mean switching weekly garbage to bi-weekly runs, and switching bi-weekly recycling pickup to weekly runs. Charbonneau, who lives on Pastway Road with her husband and two young children, says her recommendation is based on the notion that less garbage is better for the environment. “Itʼs more of a responsibility to the environment,” she told The Mercury. “I just think itʼs a good habit to recycle. When we have our garbage pickup weekly, itʼs so easy to throw a yogurt container or an empty milk bag into the garbage.” Charbonneau has also seen that more garbage can cost more. She recalls living a few years ago in neighbouring Whitewater Region, where filled garbage bags were costing $3 apiece. In neighbouring Renfrew, pickups are weekly for garbage and bi-weekly for recycling. Charbonneau pointed out that the City of Ottawa is moving from weekly to bi-weekly curbside garbage pickup up in November. “If the City of Ottawa can do it, Horton Township can do it,” she said. “We need some incentive (to collect less garbage),” she added. “Itʼs just being a respectable Canadian citizen and a respectable citizen in general.” Coun. Jamey Larone, who chairs the townshipʼs waste management committee, said the idea has been under consideration and arrangements are being made to meet with its local contractor. Hortonʼs recycling and garbage pickup are done by Renfrew-based Renfrew County Recycling. “Weʼve talked about it for a number of years,” said Horton chief administrative officer Mackie McLaren. “Now weʼre trying to get prices for the cost of pickup to see if we can afford it. Recycling pickup is twice the cost of garbage pickup because it includes processing.” If the move is made, the CAO said it would be for environmental, not financial, reasons. “Itʼs not an even tradeoff to switch to blue box pickup weekly and garbage biweekly.” McLaren said the practice isnʼt new science, but appears to be a recent tendency of larger municipalities.
