It’s a festival like no other. Frew-tober has arrived in Renfrew. The new festival is a joint collaboration being put on by the town, the Renfrew BIA and the Renfrew and Area Chamber of Commerce. Jennifer Charkavi, deputy clerk for the Town of Renfrew, says the new ad-hoc tourism committee is focused on tourism and wanted to do something after summer. “We picked October because of the harvest season, the fall colours and Renfrew is so beautiful,” said Charkavi. The unique name for the festival came from a brainstorming session with the committee. “It’s a play on Renfrew and October, instead of just a festival, we wanted something catchy,” said Charkavi. Coun. Arlene Jamieson, who is chair of the ad-hoc tourism committee says they wanted to do something to get everyone involved. “Frew-tober is unique, no one in the county has done a food truck/brewery event before and it is going to be awesome,” said Jamieson. “Everyone should come on out.” The month of October is filled with a number of activities. “All of the events are important,” said Charkavi. “Some of them were already planned with Library month. We wanted to make sure we had a lot of events.” One of the early events of the month-long festival is Renfrew’s Best Pie Contest, which will be held on Oct. 6 at noon at Low Square. There are three different categories: apple, blueberry and pumpkin pie. See FREW-TOBER, page 3


Renfrew Town council could see salary increase, says report Tiffany Lepack

Two elected officials in the Town of Renfrew could soon have a pay raise. At the Sept. 27 regular meeting, council heard a presentation from Merv Beckstead and Douglas Sidock, two local residents who served on a panel to review the town’s remuneration practices for elected officials. The panel was also assisted by County of

Renfrew and Town of Renfrew officials when compiling the report. The report included 13 recommendations and was deferred to the human resources committee for consideration and it’s anticipated it will likely return to council for formal consideration in November. The panel did not think the mayor’s current salary of $28,362 was adequate in comparison to his peer group and with the responsibilities.

“The mayor serves as the chief executive officer of the municipal corporation and must compete with other municipal leaders to improve the economy of the town through development, attracting job-creating businesses, and ensuring that Renfrew receives its fair share of senior government funding,� said Sidock. “Other mayors, both within the county and beyond share the same responsibility to compete for these initiatives as well for their ratepayers. Hence, the mayor’s salary should be at a level similar.� The panel recommended two adjustments to the mayor’s salary - a $3,000 increase effective Jan. 1, 2016 (retroactively) and a $1,000 increase effective Jan. 1, 2017. The report also included the remuneration survey for the County of Renfrew for 2015 and it lists the mayor of Arnprior, which has a population of 7,871 people (Renfrew is listed as having a population of 8,218) receiving $39,128 and the mayor in McNab-Braeside receives $24,859 and has a population of 7,500. The panel also called the reeve’s position “unique in that the position carries with it the responsibility to be the town’s official representative at county council and serves on town council.� “The reeve’s salary should be somewhat higher,� said Beckstead. The reeve’s current salary is $15,691 per year and the panel proposes he be compensated at a rate of $3,000 above that of a councillor. The panel recommends a one-time adjust-

The panel also recommended that council receive a two per cent cost of living increase. As part of the research process for the report the panel received feedback from all seven members of council, Currently councillors receive an annual salary of $13,879 and the report states “many members of council expressed satisfaction with the current level of compensation. The consensus of the members of council was that the introduction of extended health care, dental and life insurance benefit coverage represented a significant improvement in the council compensation package.� Sidock told council they recommend no changes be made to councillors’ salaries other than the cost of living increase. Coun. Kate Windle was very pleased with the review. “Thank you, thank you, this should have been done years ago,� said Windle. “I’m really happy to see council satisfied with its salary.� Coun. Tom Sidney commended them on the report. “Within this document is a lot of research and comparison. You gentlemen have done your homework on a job well done,� said Sidney. Mayor Don Eady called it a very thorough report. “It was done with a lot of thought,� said Eady. “It’s nice to sit here and be wide open.�

Renfrew County joins the fight against child abuse across Ontario

Officials and staff at Family and Children’s Services of Renfrew County care passionately about children. And on Oct. 3 they joined agencies across Ontario to launch Child Abuse Prevention month. The agency urges the public to help break the silence about child abuse. “We care deeply about children and you,” said executive director Arijana Haramincic in a press release. “And we provide a broad range of services to children and families where there are concerns about safety and well-being. This may include parenting or treatment programs for a variety of problems families face. Our number one goal is always to empower parents to provide safe and loving care for their children.” As part of the month-long awareness campaign, agencies across Ontario are marking Oct. 19 as Go Purple Day, urging people to wear purple to raise awareness of child abuse and how it takes a community to come together to prevent child abuse. Communities play an important role in keeping children safe and help families that may need support to keep their children safe. Staff and volunteers of Family and Children’s Services of Renfrew County will be carrying out public information and education activities across the county during the month, seeking community support to help break the silence about child abuse. “I am hoping we get a lot of participants,” said Charkavi. “It really falls into the harvest because everyone makes pies and lots of people eat them.” During the entire month there will be a contest for the best decorated downtown window. “We wanted to encourage that because we wanted to see the downtown decorated in beautiful fall themes,” said Charkavi. “We thought it would make the downtown bloom.” People can vote for their favourite decorated business with a ballot that can be found in the Renfrew Mercury. On Oct. 22 there are two big events planned. There will be a craft sale downtown starting at 11 a.m. And the first ever Craft Beer and Food Trucks Festival in downtown Renfrew and Low Square from 1 to 7 p.m. “We are trying to get a few breweries for people to try beer and with Oktoberfest with thought it would fit,” said Charkavi. “And there will be some different foods for people to try.” The specialty trucks that will be there include a Peruvian, poutine, dessert, Dash mobile (chef inspired) and Redneck from Calabogie. “We want them to come out because we are doing this for the people of Renfrew,” said Charkavi. The breweries that will be there include: Whitewater Brewing Co., Square Timber, Stalwart Brewery and Broken Stick. Provincial Greens propose major animal rights, organ donation changes

The Green Party of Ontario is updating its policy book this fall with several of the changes based on motions passed at its annual general meeting and policy convention earlier this year in Calabogie. Among the new policies approved by party members were an animal bill of rights and a presumed consent motion aimed at increasing the rate of organ donation. “There were a number of interesting policies put forward,” said delegate Andrew West, who has run for the party provincially and federally in the West Carleton-Kanata area. Also delighted to be attending such a major function in his home riding was the party’s most recent candidate, Stefan Klietsch of the Renfrew area. West, who is the party’s attorney general critic, said the Greens are much more than a party concentrating on environmental issues, as many people see it. The convention branched into many different areas at the convention, he said. For instance, if elected, the party will enact an Animal Bill of Rights, he said. After passing that resolution at the convention, the party is working on develop the details so it can be approved at the 2017 party get-together. He said the initiative was sparked by a Private Members Bill that would amend the Criminal Code to make certain animal abuses illegal. “While we support the intent of this Bill, it created opposition from groups representing anglers and farmers,” West noted. “We plan to work with these and other organizations to develop a bill that truly protects animals from unnecessary abuse.” He said he believes such legislation can be created striking a balance between protecting animals and not threatening the livelihoods of farmers and hunters. As for organ donation, the party is proposing that instead of the current ‘opt-in’ system, it be changed to an ‘opt-out’ system, meaning consent to organ donation is automatic unless a person registers their refusal. “The intent of this policy is to improve and save lives in Ontario, while still respecting individual and religious rights,” explained West, who authored the policy’s wording. That type of system appears to be working well in Europe, he added. “This is an important policy, given that 246 Canadians died in 2013 while waiting for an organ transplant, and there are approximately 1,500 Ontarians presently waiting for transplants.” Among other policies passed by the Green Party of Ontario at its Calabogie convention: Education improvements for students with special needs: The party supports improved resources for children with special needs based on expert advice and research findings including children with Learning Disorders. Labour regulations for teleworking: The party supports programs to study the best practices for teleworking in Ontario communities. Support for basic annual income guarantee: The party will develop, implement and monitor a basic annual income guarantee. Some other parties are now starting to talk about this as well, but this is something the Green Party has long been advocating, noted West.

County seeks input on CP Rail corridor future John Carter

The County of Renfrew has scheduled six public meetings from Oct. 19 to Nov. 3 to obtain input on the future of the CP Rail corridor. The schedule includes open houses in Renfrew on Oct. 25 and Arnprior Nov. 1. Renfrew County council has agreed with Lanark County that the former rail line, which runs from Smiths Falls to Mattawa, will be called the Ottawa Valley Recreation Trail. However, Renfrew County officials indicated they would prefer the stretch in this area be called the Algonquin Trail.

The naming is a clear signal that the counties are convinced the corridor should be used for a recreation trail. The main issue is expected to be whether it will be limited to more passive recreation pursuits such as hiking, jogging, bicycling and crosscountry skiing, or will motorized vehicles such as snowmobiles, ATVs and dirt bikes be allowed. However, some residents living along the former rail line have indicated they will argue that the land, now it is no longer needed as a rail line, should be given back to the families who gave it up originally. The county release announcing the public meetings says the aim is to “engage, inform and seek input”

from county residents on the proposed future of the corridor. County officials will on hand to answer questions. Each open house will run from 6:30 to 8:30 p.m. The sessions kick off in Chalk River Oct. 19 with the second meeting at the Cobden Legion Thursday, Oct. 20. The Renfrew meeting will be held in the Bonnechere Manor Auditorium Tuesday, Oct. 25. After an open house in Petawawa Oct. 27, the Arnprior session will be held Tuesday, Nov. 1 at the St. John Chrysostom Knights of Columbus Hall. The open houses conclude on Nov. 3 in the Renfrew County council chambers in Pembroke.

Renfrew County ‘not banning wood, oil burning’ Staff

Stung by recent public comments suggesting its revised official plan would ban the burning of wood and oil, the County of Renfrew has issued a statement stressing the contention is “totally inaccurate.” “Let me be perfectly clear on this issue … there is no mention of wood burning or oil burning in the County’s five-year Official Plan update,”

said County Warden Peter Emon in a news release on Sept. 27. “I would say that people need to look for themselves and view the document on our website or in person. Then they will clearly see that there is no reference to wood or oil burning. “As always, County staff are available to answer the public’s questions by phone or in person at the County

office.” The county is currently reviewing its official plan, as mandated by the province, has held seven public input sessions. Once the public submissions are all received they will be compiled and presented in a report to the development and property committee and County council in early 2017 The county has had an official plan in place for nearly 40 years.


Rent increases limited to 1.5 per cent Ontario has set the guideline on Consumer Price Index, a measure rent increases for 2017 at 1.5 per cent. The rent increase guideline is the maximum most landlords can raise a tenant’s rent without the approval of the Landlord and Tenant Board. It is applicable to rent increases between Jan. 1 and Dec. 31, 2017. The guideline is based on the Ontario

of inflation calculated monthly by Statistics Canada that reflects economic conditions over the past year. The guideline is not applicable to vacant residential units, residential units first occupied on or after Nov. 1, 1991, social housing units, nursing homes or commercial property.

The Renfrew Public Library celebrated Culture Day by launching a new art exhibit and reading program on Saturday, Oct. 1. The art exhibit, titled ‘Creative Minds Think Differently,’ features three artists – photographer Bonnie Tubman-Zimmerling, watercolourist Diana Wakely and acrylic painter Jill Alexander. The three artists selected nine of Tubman-Zimmerling’s photographs – three landscapes, three flowers and three animals – and composed their own interpretations in their selected mediums. The results are three similar yet very unique works of art, said Wakely, a Renfrew resident. “Hers (Alexander’s) is very wild and wonderful and mine is very sedate,” she said during the opening ceremonies. “I hope everyone comes in and sees how creative minds think differently.” There are 27 pieces on view and the exhibit will take place until the end of October. RENFREW READS The library also launched its inaugural Renfrew Reads: One Book, One Renfrew. The program “builds a sense of

community through the shared experience of reading the same book,” said adult program co-ordinator Maggie Murdock. The selected author for the library’s first edition of Renfrew Reads is Toronto-based Terry Fallis and his book ‘Up and Down.’ Fallis is a twotime winner of the Stephen Leacock Memorial Medal for humour (all five of his published novels have been shortlisted). “While the title we have chosen is not his latest work, it was a unanimous decision as (it’s) the most relatable to our own community of Renfrew,” said Murdock about the book selection. “Equal parts clever and satirical, thoughtful and affecting, this title is our author at his best, confirming his status as a literary star.” The Renfrew Reads program aims to promote Canadian authors while celebrating reading, writing and a shared community experience. “This program will encourage the citizens of Renfrew to read the same title, discuss it, attend free library programs whose theme will be based on the book, and will culminate with a visit from the author,” said Murdock. Fallis will visit Renfrew to discuss his novel ‘Up and Down’ and sign copies of his books on Jan. 29 – ten-

tatively set to be held at the Ma-TeWay Activity Centre. ‘Up and Down’ can be borrowed through the library or purchased with a ticket for Fallis’ visit. Tickets with a book purchase are $35 in advance. Tickets to the event only are $20 in advance and $25 at the door. All profits will be used to fund the event. The library planned its Culture Day celebration in collaboration with the Canadian Culture Days organization to showcase the culture and diversity in Renfrew, said chief librarian Kelly Thompson. “By celebrating Culture Day our goal is to foster appreciation and support for the artistic and cultural life that is lived, created and expressed across our rural area,” said Thompson. “We want to promote direct interaction between creators and citizens as a key to increasing understanding and appreciation of art and culture, and to affirm that every citizen of Renfrew is the guardian of the culture life of his, her or their community, not just the library.” October is Canadian Library Month. Keep input reasonable It’s clear there are people who don’t like some of the provisions in the County of Renfrew’s proposed revised official plan. That’s fine. If there are sections that frost your cookies, it’s important to speak up and let the county’s planners and politicians know what you would like changed. But don’t expect them to scrap the whole document or make it apply to certain properties and not others. Some of the complaints have not only been unrealistic, they are just plain wrong. Where did the contention that the official plan will ban wood or oil stoves come from? It must be in a phantom section written in invisible ink. The idea that the official plan and the county’s mayors/reeves are part of some widespread conspiracy based in the United Nations to rob us of our property rights and force rural folks to migrate to the big cities is rather far-fetched. Most of our municipal leaders are country down-homebodies to the core. The county’s updating of its official plan is long overdue and needs to reflect the changes in the area since it was last revised in 2003. In doing so, the county is attempting to walk a thin line between provincial policies and the special needs and desires of a rural area. It certainly shouldn’t cow-tow to made-in-Toronto solutions, but those urging it completely reject everything in the provincial policy statement are playing a fool’s game. That would almost certainly lead to having an official plan imposed on us from above. Better we have at least a partial made-in-Renfrew-County document with nodding recognition of what the province wants. Complaints that the county is trying to sneak in the changes without anyone knowing are also hard to fathom. The county has widely publicized the official plan review, which is mandated by the province, and organized seven public meetings to give people a chance to speak up. Area media outlets, including this newspaper, gave the process and meeting dates prominent coverage. Written submissions were accepted until Sept. 30 and you still have plenty of time to regale your county council representative with complaints, as they won’t be voting on the plan for another three months at least. There have been some complaints about the August timing of the meetings, but they were spread out over two weeks plus and an extra session was added in Horton (smart move). Sure, some people were away on holiday or busy on the farm, but the timespan was long enough to accommodate most everyone who really wanted to provide input. There is no best time for such meetings. Scheduling them in the winter makes them susceptible to weather, in September people are too busy signing their kids up for sports or going to meet-the-teacher nights, and don’t even think about holding them during hunting season. August was probably as good a time as any. The meetings didn’t attract huge crowds; sessions of this type seldom do. But they did pull in a few hundred people and there was some spirited input. It’s too bad the landowners who pulled in a couple of hundred people to a meeting about the official plan in Cobden Sept. 23 hadn’t rallied the troops before rather than after the public sessions. However, considering that there are 107,000 people in the county all directly affected by the official plan, it doesn’t appear there is any major groundswell of discontent. At least not enough to warrant going to war with the province over the issue. INSIDE

Parting is such sweet sorrow. It’s time to go, but I’ll miss all the dedicated and talented people I have had the good fortune to work with and the many interesting people I regularly get to meet. And I will miss the excitement and variety that comes with being a journalist. It’s definitely more than a job; it’s a calling. Yes, journalism can be frustrating, exhausting and definitely difficult on family life. And with all the changes and cutbacks, it’s becoming even challenging. But it’s also fascinating, stimulating and gratifying. And it can be just as much so in a small rural community as in the big city if you approach it the right way. After all, rural folks deserve to be served by quality, insightful journalism as much as the city slickers do. When I came to Renfrew in late 1995 to try to reflect the going-on in this new strange land, I already had 20 years in B.C. of being paid to be snoopy under my belt. But I was unsure what to expect in this neck of the woods. It couldn’t be as wacky as the political intrigues that had kept me hopping as a journalist in my home province of British Columbia, I thought.

That was the first of my three main misconceptions about life in the Upper Ottawa Valley. I figured covering politics and life in staid true blue Ontario would be rather tame. No craziness or wild swings here. The province was back to being run by the Tories as it almost always has; the Valley had voted Liberal federally forever. On the local scene, small municipalities were run by old boys networks as they had been for generations. What could change? It wasn’t long before you Valley-ites set me straight. So much for my preconception that nothing controversial happens here. I was quickly enmeshed in covering the endless protests against the Harris common sense revolution on one side and the backlash against the Liberals’ gun control and perceived anti-hunting bias on the other. Local council meetings were seldom dull as councillors waged war on a multitude of issues ranging from what to do with the former Bonnechere Manor property and the CN corridor to motorsport track and town police vs. OPP decisions. There was even police called to one Admaston council meetings (no, it wasn’t me being rowdy). Then the province ordered munici-

palities to find dance partners for amalgamations and all hell broke out. It was an intriguing time to be covering all the shenanigans. And I thought B.C. politics had been crazy. The second misconception was to do with the Valley’s strange recreational pursuits. As a smart aleck transplant from B.C.’s coastal wilderness, I had trouble understanding why hunting and fishing was such a big deal when instead of seeking out grizzly bears or salmon, locals were hunting bambi and mudpout. And what the attraction was when the main festivals revolved around fiddle music, fisherfolks dragging halfdead fish from under the ice, horses pulling heavy weights around, farmers seeing who could plow the straightest and young bucks crashing beaters around a ring. It took a while for me to realize such activities are not only a key link to the area’s heritage and identity, they could actually be rather entertaining. I was even put on a tractor to plow a rather uneven furrow, but I never did screw up the courage to enter a demolition derby (although I’m sure I would have been volunteered for the pit by more than one local politician). For moose, size really does matter

Autumn brings many anticipated highlights. Deciduous leaves, formerly disguised by veils of green chlorophyll, now blaze with brilliant colour. Northern geese wing their way south, announcing their passing with a cacophony of sound. And moose are in the mood for love. While working on my first book, Moose Country, I spent much time each fall searching for these grand animals. “Searching” involved calling for bulls, and I was able to produce a pretty convincing imitation of a cow’s love call thanks to my teacher, the late Tony Bubenik, the world expert on moose mating behaviour. With loud moans produced while pinching my nose and cupping my hands around my chin, I summoned amorous bulls. I didn’t keep count but over the years well over a hundred bulls responded; on two memorable occasions three bulls arrived at the same time. Nearly two decades have passed since I last called moose, so this past weekend I decided to give it a try. Earlier this fall along the Barron Canyon Road in eastern Algonquin Park I’d seen a lovely beaver meadow that looked ideal for moose mating. Through the night until just past dawn is the best time for moose activity, so I arrived there just as the sun began thinking about getting up. After several minutes of calling, to my delight I heard a familiar “gawunk.” A bull was on his way! The call was not as guttural as a big bull would produce, and when the animal finally appeared, it was indeed a youngster, for its antlers were little

I learned it wasn’t smart to make fun of Valley traditions or suggest senior citizens should do something productive like weed their lawns or sweep their driveways instead of complaining about today’s youth (being invited to a Pegg’s seniors breakfast club meeting where my photograph was prominently displayed with a dart lodged between my eyes was a bit disconcerting). So now senior citizenship has snuck up on me, do I to get to complain about all those young whippersnappers on council and elsewhere. My third misconception was that Ontario, including the Ottawa Valley, was a flat, acid rain scarred landscape. How wrong I was. I decided that my first Canada Day in the Valley would be the perfect opportunity to check out the whole area, so I scurried about covering patriotic celebrations in Arnprior, Pakenham, Braeside, Glasgow Station, Calabogie, Renfrew, Admaston, Cobden, Foresters Falls and Shawville. While my boss nearly had a heart attack when I put in for mileage, it was a real eyeopener. I hadn’t realized how many scenic hills, rivers and lakes there are in this area.

As a fan of back-roading and backwoodsing, it didn’t take me long to realize how beautiful this area is. I particularly enjoy ambling along the K&P Trail, taking in the vista from Kennelly Mountain, relaxing at Burnstown Beach, swimming in Jeffreys (or is it Olmstead) Lake, and exploring the chutes of the Bonnechere. I admired Barnet Park on Calabogie Lake so much I got married there. As well, I also soon grew to admire the residents of my new home, finding them to be straight-shooters, although sometimes it was the messenger who was in their sights. I found they could be a truculent lot when they felt their rights were being threatened. But they made reporting much easier and enjoyable because of how welcoming they are. Even after competing with them for four years at the Renfrew News, the good folks at the Renfrew Mercury cheerfully took me in. The same warm welcome was accorded me in Arnprior, West Carleton and Carleton Place-Almonte in my stints there. Yes, it’s time to go. But thank you for the memories. I hope you all enjoyed reading my stories and columns as much as I did crafting them. -30-

OPG set to lower water levels to help frogs, turtles As part of Ontario Power Generation’s (OPG) commitment to biodiversity, the company will begin lowering water levels within allowable operating limits on the Madawaska and Ottawa rivers after Thanksgiving weekend. FSSF veteran from honoured in Westmeath The Canadian Special Operations Regiment (CSOR) honoured First Special Service Force (FSSF) veteran Wilfred Paquette in Westmeath recently through the dedication of a parachute drop zone in his name. Paquette, who passed away in 2015 at the age of 90, was a member of the notable FSSF, an elite special forces unit comprised of soldiers from both Canada and the United States. In later years, he upheld the legacy of the FSSF through his connection with the personnel of CSOR. The early morning began with paratroopers from CSOR and the Canadian Special Operations Training Centre descending from the sky over Westmeath. Once on the ground, the jumpers were joined by several members of the Paquette family for the dedication of the drop zone officiated by the CSOR Padre. The ceremony in Westmeath would not have

been possible without the outstanding support of the local landowners. “It is an honour to join the Paquette family in remembering Wilfred and the legacy of the First Special Service Force. We are very thankful for the support from local landowners in Westmeath who made this possible,” said Lieutenant-Colonel Steven Hunter, Commanding Officer, Canadian Special Operations Regiment. A drop zone is an area designated for paratroopers and supplies to land. CSOR is proud to perpetuate the battle honours of the FSSF. Founded in 1942, the FSSF began operations in the Pacific Theatre on the Aleutian Islands and quickly moved to the European theatre where they partook in 251 days of combat operations, notably breaking the PHOTOS BY CANADIAN SPECIAL OPERATIONS FORCES COMMAND/SUBMITTED Nazi Winter Line. New Really Cool Initiatives show explores family “Good men are hard to find, especially for musical theatre,” quips Kathy Dagg who is producer/director of the new Really Cool Initiatives production entitled We Are Family. “We are really lucky to have this particular group of good men as part of our cast for this show.” We Are Family is the latest in the theatre group’s tributes to Broadway, the big screen and beyond that explores many aspects of what being a family means. The show will be presented at St. Joseph’s Catholic High School for an evening performance on Friday, Nov. 4 at 7 p.m. as well as a matinee show on Sunday, Nov. 6 at 2 p.m. The popular J.S. Future solar power projects at risk in the County of Renfrew Ottawa Renewable Energy Co-op

New community-owned solar power projects slated to be developed in Renfrew County are at risk of not getting off the ground due to a lack in community support. The Ottawa Renewable Energy Co-op (OREC) has been actively developing new projects in Renfrew County, however, prerequisites state that renewable energy co-operatives must prove new projects have community backing. Community support translates into having 50 co-op members who own property for at least two years in the county where projects are to be built. OREC is hosting an info session on Monday, Oct. 17. The group has been actively connecting with communities in Renfrew County to recruit 50 members. Before the outreach efforts began, the co-op had 27 members in the county, 10 new members joined in two months, and 13 new members are needed to meet our objectives before the fast approaching deadline of Oct. 31. Meeting the 50-member threshold will allow OREC to apply for Feed-in Tariff (FIT) contracts with the Independent Electricity System Operator (IESO) this fall. The co-op is guaranteed a fixed rate for every kilowatthour (kWh) generated under the FIT program. The revenue generated through these 20-year agreements provides a solid annual return to investors between 3-5 per cent depending on the security. The Ottawa-based co-operative is expanding to areas outside the city limits after being approached by several landowners looking to host a community-owned project. “Most regions in Eastern Ontario are underserved by renewable energy co-ops due to the significant commitment required from volunteers to manage a co-op among other reasons. OREC wants to make it easier for residents of Eastern Ontario to invest in projects close to home by building new projects outside of Ottawa,” said Janice Ashworth, OREC’s general manager. Evidence shows that community-ownership of clean energy brings $2 to the provincial economy for every $1 invested. They also double the amount of jobs created and increase a given area’s energy security compared to conventional electricity generators, shows a new report published by TREC: Canada’s leader in the development of community-owned renewable energy. Close to home, the Ottawa Renewable Energy Co-op empowers Eastern Ontario residents to support the growth of the local renewable energy sector through responsible, long-term investments that finance projects together as members of a democratic co-operative. OREC currently has 550 members and manages 13 solar projects with a 1 mW capacity which can power 190 homes year-round. Ontario residents receiving support from Ontario Works and the Ontario Disability Support program are getting a raise, albeit a small one, this fall. Starting in October the rate for single adults goes up $25 a month and the amount received by families will increase by 1.5 per cent for families. Individuals with disabilities who receive Ontario Disability Support

Program (ODSP) payments saw their amount go up 1.5 per cent starting in September. In addition, the province is increasing support for parents who receive income through the Assistance for Children with Severe Disabilities program by 1.5 per cent. As a first step to a wider income security system, the province’s Income Security Reform Working Group is conducting a review of a variety of income supports, including social assistance.

This work will support the development of a roadmap for an income security system based on “fairness, adequacy and simplicity.” Ontario is also developing a Basic Income pilot to test a different approach to income security. Social assistance provides support to more than 900,000 adults and children in Ontario every day. A single adult without children will receive $100 more per month through Ontario Works than they did in 2012. The government has raised rates in 12 out of the last 13 years. Since 2003, Ontario has in-

creased social assistance rates by 20 per cent for families receiving Ontario Works and families and individuals with disabilities receiving ODSP, and by 33 per cent for single adults receiving Ontario Works. Ontario families receiving social assistance fully benefit from the new federal Canada Child Benefit without any provincial ‘clawback’. In July, low-income parents, including families with children receiving social assistance, saw the maximum Ontario Child Benefit (OCB) increase from $1,336 to $1,356 per child.

Something had to change after the Renfrew Timberwolves after they started the season 1-9 in the Central Canada Tier 2 Hockey League. In a statement to the Renfrew Mercury released early afternoon on Oct. 1 the team announced a coaching change. “The Renfrew JR Timberwolves regretfully announce that Jesse and Mike Riopelle will be stepping down from behind the bench. The organization will maintain its dedication to the development of Ottawa Valley talent. Leadership and a strong commitment, while contributing to the growth of young players, will continue to be extremely important,” said the statement. Team president Derek McGrimmon was behind the bench Saturday night. The Timberwolves are currently in last place in the Richardson Division with only two points. Brockville 11, Renfrew 6

On Sept. 28 the team travelled to Brockville to face the Tikis. After the first period the game was close with Renfrew up 4-3. The Timberwolves came out strong, scoring the first four goals of the game: Dallas Farr on the power play, assisted by Isaac Perreault at 2:44; Curtis Foster, unassisted at 4:19; Kurtis Keohane on the power play, assisted by Foster and Spencer Hill at 10:10; and Andrew McIntyre on the power play assisted by Adam Pearson at 13:43. The Tikis finished out the period with three goals including two in the last minute. The second period saw the Tikis come out of the dressing room with three goals followed by two more early in the third. Mike McCormick to host solo concert at Dragonfly

Although a resident of Renfrew for over 15 years and a full-time musician for even longer, Mike McCormick has never done a solo concert in town. Until now, as on Friday, October 14 at the Dragonfly Golf Links, McCormick will perform his first solo concert in the area. McCormick is a founding member of the Arrogant Worms, Canada’s favourite musical comedy troupe. The group, founded in Kingston in 1991, performs all original comedic songs with a uniquely Canadian take on things. What started as a joke has led to tours of Canada, the US, England and Australia; a television special with the Edmonton Symphony; 13 recordings and sales of nearly 200,000 units. Their music appears in many strange and unique places including the Space Shuttle during one of Commander Chris Hadfield’s missions. This fall will see the release of a new album titled “The Arrogant Worms First Farewell Album.” McCormick joined the group while pursuing his Masters degree in metallurgical engineering. He always had an interest in music, first studying the piano then learning guitar and trombone. Song writing has always been a passion and with the Worms many of his compositions have become fan favourites highlighting his musical prowess with a unique take on the world as evidenced by titles such as “I Am Cow,” “Pressure Washer” and “River of Snot.” In recent years McCormick has appeared in various musical endeavours with the Arnprior Community Choir, some cameo appearances at St. Joseph’s High School coffee houses, as a part of Really Cool Initiatives, creating a weekly Ottawa Valley podcast “Talkin Valley,” playing guitar during Renfrew Collegiate Institute ’s production of Emma last year (where his daughter Cameron played Mike McCormick will do his first solo concert in his hometown of Ren- Emma) and most recently as musical director and organist at Trinity-St. Andrews United Church. He’s also hosted frew on Oct. 14.

two different open mics, “Soundcheck” at the Neat cafe and this summer “Open Mik” a monthly venture held at the Dragonfly Golf Links. For these, McCormick’s humour is on display as both the MC and when he debuts a new song each month. Recent compositions focused on the Olympics and Ottawa’s sinkhole. These songs formed the seed behind this concert. “I have a bunch of songs that have been performed once, maybe twice,” says McCormick. “If they don’t make it as Arrogant Worms songs, they are pretty much done. I wanted to see if I had enough strong material to create my own show and the Dragonfly was willing to host it.” The show will be a mix of songs from his life of song writing and music drawing from some Arrogant Worms material and some that are “either too straight or too weird for them.” The show begins at 7:30 p.m. on Friday, Oct. 14. You asked why your hydro bill is continuing to increase. Major investments in Ontario’s electricity system are needed to modernize generation, transmission and distribution services—in fact by 2025, most of the aging electricity system is expected to be replaced. Over a decade ago, the Ontario Government decided to phase out coal-fired generation plants, which produced about 25% of Ontario’s power, for health and environmental reasons. The elimination of coal-fired generation, completed in 2014, is said to be the single largest greenhouse gas emission reduction initiative in North America, and significantly reduced air pollution. At the same time, Ontario launched a program of investments in renewable “green” power such as wind, solar, and biofuel. Costs have increased for many reasons: • replace aging parts of the generation, transmission, and distribution systems • create an environmentally-sustainable system by investing in currently, more expensive renewable power supplies and connecting them to the grid • getting rid of surplus power by exporting it, at times, at a price lower than production • paying generators not to produce power to maintain system stability • paying suppliers the difference between contract prices and market prices, and • funding conservation and demand management programs.

How do Renfrew Hydro’s residential rates compare with other local distribution companies? A simple measure that can be used as a comparison with other utilities is the utility’s total cost per customer. Total cost is a sum of all the costs incurred by the utility to provide service to its customers. The amount is then divided by the utility’s total number of customers. You asked about the electricity system and how it affects charges on your hydro bill.

Electricity charges represent 53% of your bill. Renfrew Hydro keeps approx. 20% of your bill payment to deliver electricity to your door. The rest goes to others. Generation Sources

Electricity charges represent the largest part of the hydro bill – 53%. These charges are based on your smart meter readings and time of use (TOU)— when you use electricity: • on-peak from 11 a.m. to 5 p.m. • mid-peak from 7 a.m. to 11 a.m. and 5 p.m. to 7 p.m. and • off-peak from 7 p.m. to 7 a.m., weekends and holidays TOU charges are set by the Ontario Energy Board in May and November. Prices are based on 12-month estimates of the cost to supply electricity to homes and small businesses and are intended to recover payments made to electricity generators—nuclear, hydro, gas-fired and renewable (solar, wind and biofuel). Here’s what’s included in the time of use (TOU) charges: • market prices paid for electricity and • the Global Adjustment (see sidebar) How are market prices set? The Independent Electricity System Operator (IESO) operates the wholesale electricity market where the cost of energy is determined. An hourly price is set— known as the Hourly Ontario Energy Price (HOEP). • Renfrew Hydro buys its power from the wholesale market and is charged the HOEP which it recovers from consumers. There is no mark-up. The IESO settles $14 billion in electricity charges annually. • The HOEP is based on supply and demand. When the demand for power is high, the spot price is high; Low demand creates lower prices.

What are the other electricity charges on my bill? Delivery charges to connect to Hydro One Networks’ (HONI) transmission lines

The Wholesale Market Service Charge covers the cost of services provided by the IESO to manage the high voltage power system and operate the wholesale electricity market, and the administration costs to plan for generation, demand management and transmission in Ontario. It also covers purchasing reserve electricity, covering costs incurred by local utilities to connect renewable generation, and bridging costs of electricity lost over transmission lines.

The Global Adjustment (GA), which is set monthly and included within your time of use charge, covers additional payments made to electricity generators to compensate for the differences between the hourly market price of electricity (HOEP) and the electricity generators’ regulated or contract prices, and conservation and demand management suppliers.

The Ontario Energy Board (OEB) regulates and monitors the electricity and natural gas sectors in Ontario; sets rates, develops policies, and helps consumers make informed decisions.

To ensure stability, some electricity generators get contracts to supply power at a fixed price. Power is bought and sold on a market where prices vary by the hour, so, the market price can be lower than the contract price. The GA makes up for that gap. Most generators have contracts with the IESO or the Ontario Electricity Financial Corporation (OEFC). Payments are also made to Ontario Power Generation (OPG). OPG’s generating stations (nuclear and hydro) run at or near capacity at all times to meet basic demand. When OPG is at capacity, higher cost contracted generators are brought on stream.

Renfrew’s residential customers no longer pay this charge set by the Ontario Government to pay down the debt of the former Ontario Hydro. The charge (.61 per Kwh) remains on all other electricity users’ bills until April 1, 2018.

The Ontario Energy Board does not set the amounts that the IESO and OEFC pay to contracted generators, but it does set the amounts that are paid to OPG. Generally speaking, when the HOEP is lower, then the GA is higher.

The Independent Electricity System Operator (IESO) which operates Ontario’s electricity market is licensed by the OEB. IESO covers its costs to operate the system and ensure power is available 24 hours a day through the Wholesale Market Charge. Every five minutes, the IESO forecasts the demand for electricity and ensures sufficient supply to meet that demand. It does this through the wholesale market where the price of electricity is set. The IESO also works with local distribution companies to help reduce consumers’ energy consumption and encourage them to change when they use energy, through saveONenergy programs. It’s part of Conservation First—a directive from the Minister of Energy that emphasizes conservation before spending money on new electricity systems, where possible. Renfrew Hydro has been assigned a target of 4.17 GWh, part of the overall plan to reduce electricity consumption in Ontario by 7 terawatt-hours (TWh) or seven billion kilowatthours (kWh) between 2015-2020.

Renfrew Hydro, thanks to its residential and small business customers achieved 96% of its previous targeted savings or 4,700,000 kilowatt hours of electricity, equivalent to not having to supply 522 homes annually. October 22, 1929-September 26, 2016 With heavy hearts we are deeply saddened by the death of Norman Hazelwood on September 26, 2016 at the age of 86. Norman was a loyal and true friend to many through the years. He was a dedicated husband and father. He will be remembered for his strength, loyalty and faithfulness. He lost his wife Frances, the love of his life on August 8, 2016. His death will leave a large void in our family circle. Surviving are his children, Bruce (Deborah), Nora (Brenton) Conrad, Michael (Wanda) and son-in-law Norman Good. Predeceased by daughter Brenda (2007). He will be extremely missed by his grandchildren Darryl (Sharon) Good, Kyle (Jolene) Good, Jodi-Ann (Magnus) MacLeod, Jenelle Good, Lisa Hazelwood, Paul (Shari) Hazelwood, Sara Hazelwood, Shayne (Denise) Conrad, Luke Conrad, Justin (Tiffany) Hazelwood, Jeremy (Jessica) Hazelwood, Kendra Hazelwood. For many years Norman owned and operated AF Campbell, served as Arnprior Councillor, Reeve of McNab Township, Renfrew School Board Trustee, President of Arnprior Hospital Board as well as many other boards and committees. Visitations were at the Boyce Funeral Home, Chapel and Reception Centre, 138 Daniel Street N., Arnprior Friday from 2-4 p.m. and 7-9 p.m. and again Saturday from 11:00 a.m. until 12:30 p.m. The Funeral Service was conducted Saturday October 1, 2016 in the Boyce Chapel at 1:00 p.m. Interment White Lake Community Cemetery. Cherished grandmother of Alexandra, Jacob and Sydney. Elizabeth was born in Rygate, Surrey, England and was the only child of Leonard and Doris (Boag) Fuller-Crook. Together, after WWII they migrated to Canada where Liz met and married her husband John. They settled in the Hamilton/Burlington area to raise their family before finally settling in the Ottawa Valley in 1991. Liz gave many years in faithful stewardship to her church, community and missions at home and abroad. She was devoted secretary of the Calabogie Bible Fellowship Congregational Church for 19 years. She was Administrator for Still Point House of Prayer in Springtown dedicating 18 years of her life to the personal and spiritual development of others. Arrangements entrusted to the Boyce Funeral Home, 138 Daniel Street N., Arnprior. In keeping with Liz’s wishes there will not be a formal visitation. A memorial service celebrating her life will take place on Saturday, October 8th, 2016 at 4:00 pm at St Andrew’s United Church in Calabogie. We’ve got spirit, how about you?! St. Joseph’s Catholic High School’s spirit day was a great success. A gorgeous blue sky welcomed us as Jags walked over to Ma-TeWay. This year, we decided to make our annual walk in honour of the Renfrew Victoria Hospital, donating all proceeds to our local hospital. Student council collected $500 in student donations, which was matched by an anonymous parent donation, raising our grand total to $1,000! Throughout the day, students enjoyed all kinds of fun activities such as bubble soccer, beach volleyball, and dodgeball. A pizza lunch and a bake sale for our Dominican Republic team sealed the deal. St. Joe’s is now gearing up for our third annual Thanksgiving food drive. Classes are encouraged to bring in as many non-perishable food items for the local food bank;

A spirit day tradition is the giant handshake. the class with the most food items collected wins a pizza lunch. Our chaplaincy office has also started hosting a mass service and reconciliation every Thursday at lunch for students and teachers. We are also getting

EQAO results highlight junior and primary student reading and writing within Renfrew County District School Board The Ontario provincial government released the annual Education Quality and Accountability Office (EQAO) assessment results for reading, writing and mathematics in the primary (Grades 1-3) and junior (Grades 4-6) divisions and Grade 9 Assessment of Mathematics and the Ontario Secondary School Literacy Test. Primary and Junior EQAO assessment data measures the percentage of students achieving the provincial standard in reading, writing, and mathematics. The data assists senior administration, school principals and teachers as they seek to make informed decisions that create the best possible out-

comes for students. The 2016 results, when compared to 2014-15 provincial and board results, indicate that Renfrew County District School Board (RCDSB) students are acquiring the necessary skills to achieve levels of academic performance on a majority of the curriculum measures. In most categories of student achievement, EQAO results for the RCDSB mirror the provincial trends. The following percentages reflect students who participated in the EQAO assessment: • Primary reading 75 (2014 score, 71) • Primary writing 75 (2014 score, 76; 2016 provincial aver-

age is 74). • Primary math 66 (2014 score, 67; 2016 provincial average is 63). • Junior reading 82 (2014 score, 76) • Junior writing 73 (2014 score, 70) • Junior math 49 (2014 score, 51) “We are pleased with the academic achievement of our students and our board results show we are meeting or exceeding the provincial standards in our primary and junior reading and writing,” said Gayle Bishop, the Superintendent of Education who oversees Assessment and Evaluation. Despite having comparable

math scores to boards across the province, RCDSB recently developed a renewed math strategy aimed at ensuring teachers have access to supports they need to teach a curriculum that strives to balance math concepts with thinking skills for advanced problem solving. “Ultimately, we are proud of the gains that have been made,” concluded Bishop. “It confirms the hard work of our staff and underlines the importance of our strategy to strengthen staff knowledge of the curriculum and share the most effective methods of instruction.” To view the full RCDSB data set, visit www.eqao.com.


News from the Renfrew County District School Board Susan Humphries,

At their recent meeting, the Renfrew County District School Board had an excellent presentation by five very enthusiastic teachers who were involved with the Summer Booster Program. This year there were eight sites with 120 students across the county including a site at Queen Elizabeth Public School in Renfrew. This program is a four-week, halfday day program for Kindergarten and Grade 1 and 2 students aimed at assisting them with retaining and growing their math and literacy skills. The days are divided between having fun indoors and learning. The board has been offering this program for three decades and the success rate has been overwhelming with 70 per cent of students making progress in their literacy and numeracy skills and the other 30 per cent maintaining their levels. This program really helps prevent the ‘summer slide’ where students often forget over the summer months some of what they have learned during the school year. Congratulations to our enthusiastic team of teachers who choose to work extra time in July to support our students. RDCSB launches review of strategic plan

With the current strategic plan

scheduled to expire at the end of the 2016-2017 school year, the board of trustees has initiated a review. Stakeholders and board staff will have an opportunity to review and comment on the plan over the next few months. The board is satisfied with the current vision and mission and the three guiding principles, however, there will be minor changes. The strategic plan provides a roadmap of where we want to focus our resources on education programming in Renfrew County over the next number of years.

Ontario students still struggling with math

In addition, parents will have access to resources that can assist them in supporting their children by providing helpful tips and information on math curriculum. The renewed strategy has a strong focus on profession learning for educators. All elementary principals will be supported in implementing a wholeschool approach to math and every elementary school will have between one and three math lead teachers. To get these initiative rolling, principals and some teachers from each school met on Sept. 22 to examine three years of EQAO data.

Following the announcement by the Ministry of Education of the 2016 EQAO assessment scores, plans were already being put in place to provide new support for students, teachers and parents through a new math strategy in the county. Specific support for students includes stringent protection of the board’s existing practice of a minimum of 60 minutes each day for math instruction, better access to onAugmented Reality Sandbox line resources as well as support for The RCDSB is one of five school grades 6 to 9 outside of the school boards across the country to have as day. part of its curriculum an Augmented Reality Sandbox. When asked about a ‘back to basics’ approach, superintendent Brent McIntyre said that a closer look at the EQAO results show that students are doing quite well on questions that require basic math skills but are falling short where problem solving is required. He also responded to some criticism that suggests a misfit between the curriculum taught in schools and the questions on the tests. He indicated that this cannot be substantiated as every question can be linked to specific expectations in the Ontario curriculum. Stay tuned for more information on this topic.

Audrey more than earned her quarter for this duty Old Herman was there again to make another plea to Mother. Herman was a bachelor who lived alone in a hut of a house, deep in the bush off the Northcote Side Road. Mother was only in his house once. She said that was enough to last her a lifetime. The first time Old Herman came to Mother with a request was to ask her do to his laundry once a week, a job, he said, that would pay handsomely. Those were his exact words. Well, money was scarce and any chance Mother had to make a few extra dollars was not to be ignored. Old Herman arrived with his laundry in a couple grain bags and after tub after tub of boiling hot water and lots of slivered soap, the water was still black as your boot. Mother got out of that deal in a hurry. This time he came to see if my sister Audrey would be interested in making a few a bits of cash to tidy up his house because his sister was coming to visit and he didn’t think she would be too impressed with what she would find. Poor Audrey was never part of the discussion. Mother said she was sure she would be up to the job of putting his house in shape. Goodness knows she had lots of experience with housework in our house. Audrey wasn’t too impressed, but the thought of earning a whole dollar for a day’s work won her over and off she went with old Herman in his buggy on a Saturday morning. That meant most of the chores that day fell onto my shoulders. Well, the morning wasn’t half over when I saw Audrey walking down our long lane at such a clip I thought she may have seen a bear. She slammed into the kitchen, her face beet red from the long walk from Old Herman’s farm and with a violent bang, she slapped a quarter on the kitchen table. “I quit,” she roared. Mother stopped stirring whatever she was stirring on the stove and

just looked at Audrey, as if she had never laid eyes on her before in her life. “You quit?” I had my eyes on the quarter. “That’s right,” Audrey said. “I could hardly get in the door for garbage. Did you know he keeps his baby pigs in a box beside the stove? The smell would knock you over. And the dirty dishes were stacked sky-high and just about covered the table. I took one look at the greasy pans on the stove and knew it would take an army to clean up the place.” She paused for a breath of air. “As soon as I walked in the door, he handed me that quarter and said he was going to the barn to do chores and he would pay me the rest when he came in for his dinner, which he expected me to make, too.” Listening to Audrey was like watching a movie at the O’Brien Theatre in Renfrew. I was sure Mother would lace into her for quitting a job. Mother hated quitters. But she just listened and made the occasional clucking sound and nodded as Audrey described the hut Old Herman lived in. Finally, even though the day wasn’t half over and being a Saturday and all, which meant it was bath night, Audrey asked Mother if she would mind if she had her bath then and there. Mother filled the old oval tub with water from the reservoir, Audrey stripped right there in the kitchen, threw her clothes out into the woodshed and sunk into the warm water. If Audrey had stayed the full day and came home with a whole dollar, it was understood that it would be handed over to Mother.
