Jamieson pleads guilty to manslaughter

Monday morning, five days before his 49th birthday, Dugald Barr Jamieson of Renfrew pleaded guilty to manslaughter charges in the May 2010 death of his friend, Carol-Anne Brunet, also of Renfrew. The death of the 54-year-old woman originally resulted in first-degree murder charges against Jamieson. Those were reduced to second-degree murder by Justice Jane Wilson during a January 2011 preliminary hearing in Renfrew. In Pembroke’s Ontario Superior Court on Monday, Justice Timothy Ray ruled he would provide sentencing based on the guilty manslaughter appeal. Jamieson also pleaded guilty to breach of probation, which had required him to have no contact with Brunet. The sentence for manslaughter can range from a discharge to a life sentence. Jamieson remains in custody in Ottawa. See RENFREW RESIDENT, Page 2

Renfrew Victoria Hospital has two new physicians on board, and the best news of all for the town and area is they are starting right away. The soon-to-be-married duo of Dr. Philippe Pinard and Dr. Jessica Bodig open their new practices at the Renfrew Medical Group at 510 Raglan St. N. on Jan. 16. Dr. Pinard and Dr. Bodig are general practitioners, specializing in family medicine. They were attracted to the Renfrew area by the Renfrew and Area Health Services Village (RAHSV) incentive program, organized in 2010. The program’s goal is to bring 14 new physi-

cians to the region over a 10-year period. The health village includes the townships of Horton, Admaston-Bromley, Greater Madawaska and the Town of Renfrew. The doctors were introduced by AdmastonBromley Mayor Raye-Anne Briscoe at RVH Monday afternoon. Dr. Bodig, from Georgetown in western Ontario, found Renfrew attractive right from the get-go. “We visited in the summer. We were so impressed with the community, we bought a house within a week,” she said. “We knew this was the place we wanted to be.” She received her medical degree from Queen’s University in 2009 and completed her residency at the University of British Columbia in June 2011.

Among her interests away from the doctor’s office is whitewater kayaking, which Dr. Bodig took up in 2005. Dr. Pinard is from Drummondville, Que. and is fluently bilingual. He earned his medical degree from L’Universite de Sherbrooke in 2008 and completed his residency in family medicine at UBC in 2010. Dr. Pinard said Renfrew’s rural setting, the health care at RVH and the way the doctors work together were keys to locating in the Ottawa Valley, as well as the access to the referral resources in Ottawa. “This is a great honour to be here today,” he added. courtroom he turned to look with a smile at family members present. They included his daughter, nephew Scott and brother Guy. When the proceedings wrapped up shortly after 3 p.m., Jamieson again turned to his supporters and exhaled, as if

he was mildly relieved. Among supporters from Brunet’s family were Carol-Anne’s children, Tyler and Stephanie, and sister Debbie Davidson. Those in the courtroom included OPP Inspector Guy Faucher of North Bay.

Defence counsel Richard Morris would not indicate if he would be asking for a sentence of less than 10 years. Assistant Crown Attorney Peter Hageraats indicated Monday that he would be asking for a considerably longer sentence than that requested by defence counsel. Both will make their case arguments the week of Feb. 13 to 17. The sentencing hearing will start Monday, Feb. 13, in Pembroke. The same hearing is expected to end in five days, including a day of deliberation. Hageraats and defence counsel Morris and cocounsel Victoria Legris agreed on a 28-page statement of facts. Issues in that statement included the volatile relationship between the accused and the victim; Jamieson’s record of domestic assault; the circumstances that led to the knife wound in Brunet’s abdominal wall; and details of the post-mortem. The statement also summarizes Jamieson’s testimony that he and Brunet had a scuffle on Saturday, May 19, 2010, with a knife. Jamieson said the scuffle and subsequent wound happened after Brunet picked up a knife and said she would cut the baby out of his pregnant daughter’s stomach. Jamieson said Brunet’s comment enraged him and he grabbed her from behind, taking control of her hands and the kitchen knife. The wound result-

fine.” Perhaps most telling, was the evidence that shows Brunet did not die immediately, or even shortly after, sustaining the 15-centimetre-deep incision to her left abdominal wall. She died about one and a half days later. She was still alive when neighbour Jim Sutcliffe arrived at her apartment at 236 Hall Avenue about 12:30 a.m. Sutcliffe said her fingers and lips were white and she was mumbling. Paramedics and the OPP arrived shortly afterwards, by which time she was in worse condition. Resuscitation efforts continued from 12:57 a.m. to 1:23 a.m. Assessed to be in cardiac arrest and showing no vital signs, she was pronounced dead at 1:28 a.m. at Renfrew Victoria Hospital. The summary statement, which was presented to Justice Ray, mostly by Hageraats, but also by Morris, included mention of the determined cause of death as peritonitis. Forensic pathologist Dr. Christopher Milroy said peritonitis, an inflammation of the lining of the abdominal cavity, inevitably occurs when the bowel is perforated. In this case, Milroy determined the perforation was due to the passage of a knife into the bowel. He also noted peritonitis will kill a person, but likely takes 24 to 48 hours to reach its most damaging stage. The 28-page statement of facts also included reference to testimony that

Vincent a hero JANUARY 12, 1912 DANGERS OF GASOLINE LIGHTING: While in Barry’s Bay recently, Dr. Connolly witnessed some of the dangers of gasoline. In one of the hotels a gasoline lighting system had been installed. While the doctor was standing by, the little daughter of the proprietor, started to light the gas. After a moment a flame that reached the ceiling and had a diameter of about six feet flashed around. The child screamed. The doctor shouted at her to turn the valve; and started to get someone who knew what to do. Another scream brought him back, to find that gasoline had run down into the girls back, which also had flashed into flames. He managed to beat the fire out with his hands, which fortunately were incased in gloves, so he escaped injury. COUNCIL NOTES: There was omission of the report of Mr. Ritza, that the fire and light had made an improvement by moving

the light at the corner of Lochiel and Lisgar streets, and had put a small light instead of an arc near the separator factory. The first light, the 159-candle power tungsten had been put up, but somebody broke it with a snowball so an ordinary 16-cp had now been placed in the socket. The clerk was authorized to advertise for applications for the position of assessor at salary of $200. JANUARY 14, 1937 MASTER KENNETH VINCENT PLAYS ROLE OF HERO: On Monday evening of this week, what might have been a tragedy climaxed in the making of a hero in the person of Master Kenneth Vincent, six-year-old son of Mr. and Mrs. Bert Vincent of Renfrew. Kenneth, with some companions, were playing on the shore of the Bonnechere river watching the men cutting the ice when suddenly screams were heard and Mary Miller, eight years of age, and daughter of Mr. and Mrs. Jack Miller, had stepped off the ice and fallen into the water. Vincent standing near, crawled to the little girl and catching hold of her was successful in rescuing the child from the water. For such a small boy the rescue was a heroic one. ICE ON CHATS LAKE BROKE, TRUCK WENT THROUGH: Twenty three young people residents of Elmside and Bristol, Que., were plunged into the icy waters of the Ottawa River early Saturday morning, when a motor truck on which they were returning from attending the Minto Follies at Arnprior crashed through the ice near Norway Bay wharf. All of the party escaped with a severe drenching and a bad fright. All that averted the tragedy was the frame of the truck becoming caught on more solid ice so that it did not sink entirely. This enabled the occupants to scramble onto the ice. For a time excitement bordered panic. After their drenching, three members of the party walked two and a half

Renfrew’s landfill site has been projected to last 22 more years, but that number could drop sharply if local residents’ waste-management practices continue at their recent pace. Therefore, town council and staff have made it a high priority to upgrade the Renfrew landfill site in 2012. Renfrew development and works director Mike Asselin says the 22-year window is in jeopardy if certain permissible

items for landfill aren’t redirected out of the landfill. Asselin says changes are “very important because we’re finding the loading rates are steadily increasing. We’re finding a lot of that material could be diverted for beneficial reuse.” At the Jan. 9 meeting of town council, council members and staff addressed the importance of proceeding with landfill upgrades that include diversion bins. Comments emerged from the Dec. 8 meeting, when development and works committee members reviewed the town’s

diversion plan, particularly the design and costing of a ramp to facilitate diversion bins. The anticipated cost had been about $300,000, with $15,000 set aside for design, $150,000 for concrete retaining walls, $50,000 for diversion pads and $75,000 for a loader. This money was allocated in the 2011 town budget within an environmental reserve fund created by tipping fees and other waste-management charges. More recently, however, more savings have been found. Excluding the loader, the

projected project cost of about $215,000 has been dropped to $120,000. The project calls for space for six bins and an area to accommodate a recycling depot. It should be no surprise Renfrew is proceeding with modifications, given other area municipalities are doing the same, said Reeve Audrey Green at the Jan. 9 meeting. The process will include public consultation. Mayor Bill Ringrose says council has been talking about major changes to the landfill site for about a decade, and that it’s now time to “get on with it.”

High time to revisit land designations in Ontario B

udget time is here and municipal councillors everywhere are thick into talks about how to maintain services and keep taxes low. Rising costs – from gasoline and hydro to salaries and benefits – place tremendous stress on the steeliest of elected officials. Local government is driven largely by local tax dollars, and sometimes they’re pretty thin. Admaston-Bromley council knows all too well the price that is paid by being the county’s agricultural heartland, plus a region with its fair share of Crown land that doesn’t bring in tax revenue. As Renfrew County undertakes a re-

view of its Official Plan, the Ministry of Agriculture and Food is being asked to refine what is agriculture and what is rural. A public meeting may even be held to tackle the definitions. Admaston-Bromley Council agrees it’s high time the provincial government reviewed land designations in the township to accommodate future economic development. Council says some areas designated as agricultural land simply aren’t suited for farming and should be available for development of a stronger industrial, commercial and residential tax base. In some cases, the land is now rented for pasture.

The time has clearly come for a broader look at the Official Plan, to ensure prime agriculture land is protected and land that is not functional as farmland be available to generate tax dollars for a service-hungry society. “There are acres and acres zoned agriculture that are not agriculture land,” Mayor Raye-Anne Briscoe maintains. “We’ve had some wicked mistakes.” Councillor Michael Donohue, a farmer himself, also supports more rationalization of what is deemed agricultural property. “It’s years and years and years since it’s been done,” Mayor Briscoe says. As municipal councils are expected

to make ends meet in the face of a weak global economy, every tool should be made available to them to help them fulfill that goal. Healthy local government starts, and ends, with a strong, sustainable tax base. The November 2004 edition of Maclean’s magazine featured an article by Charlie Gillis that stated, “Urban versus rural is a far more important division in this country than French versus English or East versus West.” That observation still holds true. As urban populations grow and rural dwellers dwindle, it’s important for government of every level to heed the needs of this important demographic.

Government spying online To the editor: The Conservative government seems far from eager to discuss one piece of legislation they have promised to pass within 100 days of taking office — legislation that will allow online spying without a warrant. The proposed legislation will force every phone and Internet provider to allow “authorities” to collect the private information of any Canadian, at any time, without a warrant. This will create legislation that is: Warrantless: A range of “authorities” will have the ability to invade the private lives of law-abiding Canadians and our families using wired Internet and mobile devices, without justification. Invasive: The laws leave our personal and financial information less secure and more susceptible to cybercrime. Costly: Internet services providers may be forced to install millions of dol-

lars worth of spying technology and the cost will be passed down to you. Privacy Commissioner Jennifer Stoddart has repeatedly voiced her concerns about online spying, and has called for strengthened oversight and privacy safeguards in the bills. Any proposals to expand telecommunications surveillance must be based on a clear need for new powers, which must be demonstrated by verifiable evidence. And these new powers must include comprehensive internal controls, clear oversight, meaningful deterrents, and a system of enforcement. They are also planning on sharing this information, with the U.S. selling out Canadian sovereignty. Keith Blair Golden Lake

Thinking bigger by getting smaller To the editor: Protesters, backed by unions, are setting up demonstrations around the world, complaining about corporate salaries. They should look in their own back yard. Corporate wages are a drop in the bucket compared to the pigs at the trough in public sector unions. When Mike Harris was premier of Ontario he forced salaries over $100,000 to be disclosed to the public. It was a wise move. Thousands of Ontario public service salaries are over $100,000. There are also thousands of bureaucrats who come close

to that figure, as do thousands of friendly liberal ‘consultants’ that simply name their own price. There are also millions of lost hours because of poor management, sick days, lost holidays and damn few days in the classroom. We have enough labour legislation to protect workers. We don’t need greedy, agenda-driven government unions anymore. It’s time to downsize government and unions. Ken O’Day Eganville

Smoking shelter appreciated To the editor: I have written many letters in support of finding a shelter of sorts outside for the smokers in a local nursing home to protect these people from the elements. Share budget priorities, MP urges In her January column, RenfrewNipissing-Pembroke MP Cheryl Gallant reports she is asking local residents to make their voice heard in advance of the federal government’s federal budget. She suggests the best ideas to help the economy and create employment in the riding come from talking to people directly about what works and what should be discarded. “I am pleased to acknowledge that many of the policies that have been implemented in past Conservative budgets came from ideas that I heard locally and was able to present directly to Finance Minister Jim Flaherty,” she adds. MP Gallant also writes that the challenge has always been to ensure all sectors of the economy share equally any stimulus measures implemented by the government, as it encourages the economies of Canada’s trading partners to recover.

Bonnie and Ray Cadieux have a pair of cardinals coming to their feeder regularly; at least the male does. The female will sit on the edge of the feeder and he will bring her food. The pair also defends the area around their winter territory. On occasion he will chase her from the feeders but still brings her food. He defends the food source but does not mind sharing it with his mate. Joan Mielke at Stewartville sent us this information: I have two cardinals at my feeders, and one is always at my car side-view mirror arguing and fighting with himself. I hope he does not injure or exhaust himself defending his mate and territory. I may have to put plastic bags over the mirrors to prevent an injury. I also had three pileated woodpeckers at my suet feeders today. (Usually there is one every day). They certainly eat a lot. WINTER PLUMAGE We have many goldfinches at

bite and death.

BIRDS FINALLY ARRIVE A female cardinal finally joined her mate at Mary Steele’s feeders. She also has a large flock of pine siskins, several white crowned sparrows, blue jays, white- and red-breasted nuthatches, many chickadees, both downy and hairy woodpeckers and mourning doves. There is a large hawk in the maple bush behind the Steele home. Mary says she could see it while sitting at the kitchen table but was unable to identify it, possibly a Cooper’s hawk looking for a meal. AND THEY ALL FLED Joyce Calverley at Douglas was enjoying the action at her feeder when all the birds disappeared and all was quiet. She found the reason perched in a tree a short distance away. A sharp-shinned hawk had arrived looking for an easy meal. The main food source for this small hawk is other birds. They have short rounded wings and a long tail, both of which give them tremendous manoeuvrability to chase and catch their prey. If the birds at your feeder disappear, the reason may be this small hawk. STARLINGS European starlings have arrived at many feeders in hungry flocks. This species walks around and eats continually. They are not picky and will eat corn, Niger seed, sunflower seed

suet, bread, buns, pastry, peanuts or any other food items you care to give them. At the present time starlings are in their winter colours: plumage black speckled with white and buff, bill brownish. Their short tails and direct flight distinguish them from other black birds. SOME ADDITIONS Due to the excitement of Christmas, I missed some important results for the Christmas Bird Count: 69 common goldeneye, 121 ring-billed gulls, 132 mourning doves, 110 house sparrows, 17 purple finches, and one horned lark can now be added to our count. Deer feeding not necessary this winter, says Ministry of Natural Resources improper feeding practices. And feeding may encourage more deer in an area than the habitat can support. This can result in poor reproduction, smaller fawns and, ultimately, higher winter mortality rates. MNR also says:

SNOWMOBILING SAFETY With the lack of snowfall so far in Eastern Ontario, the majority of Ontario Federation of Snowmobile Club (OFSC) trails remain closed. One of the perils of this winter sport is that it is so dependant on the weather and snowfall, that the season for this sport may be extremely short in some years. Snowmobilers are reminded that waterways remain dangerous, as in most areas there is simply not sufficient ice to permit snowmobile traffic. Sobering results for OPP holiday Festive RIDE program

The Ontario Provincial Police Festive RIDE (Reduce Impaired Driving Everywhere) in eastern Ontario that ran Nov. 25, 2011 to Jan. 1, 2012, has produced some sobering results. This year, the OPP did not track the number of vehicles or drivers checked, but are concerned about the number of impaired over 80 mm refusal charges compared to the same time period of the Festive RIDE in 2010. They have doubled. “It is very disturbing that so many people decided to risk, not only their life, but also their family, friends and others sharing the road this holiday season,” said Insp. Dave Springer, East

Region manager, for traffic and marine. “Our officers removed 103 impaired drivers from the roads during the OPP’s Festive RIDE.” Insp. Springer said. “Another 83 had their licence suspended for registering in the warn range on a road side device. “This is unacceptable. “OPP officers across the Region will continue to focus on those who have decided to endanger others on our highways.” In 2010, those numbers were 51 impaired drivers and 77 warnings. “In the arms of an angel/ Fly away from here,” Bailey Rogers sang at the funeral of her dear friend and former bandmate Keegan Melville. Her powerful and brave voice rose above tear-stained eyes in every corner of the Horton Community Centre on Saturday, Jan. 7. All seemed to look up at her, as if asking for the young woman beside the casket to sing the pain away from a room filled with too many young people. “You are pulled from the wreckage/ Of your silent reverie/ You’re in the arms of the angel/ May you find some comfort here.” But as courageous as she was, as professional and committed to Sarah McLachlan’s song as Rogers was, it all came crashing down under the weight of her anguish. She sobbed her way through the final lines. “You’re in the arms of an angel/ May you find some comfort here/ Some comfort here.” It was also difficult to live up to the words below Melville’s photo; asking for his memory to be “a happy one;” for it to be an afterglow “of smiles” and “an echo whispering softly” in the days ahead. Still, there were some smiles. Not many among the RCI Jazz Band members, nor from conductor Deb Foohey, nor those in the Arnprior McNab Pipes and Drums Band, which played music the talented young man likely would have enjoyed playing alongside them. Those musicians struggled, too, but seemed to know how much he loved to play music; they gave what they could.

A few chuckles were audible when seats were pushed closer together to make room for even more folks to come inside, to escape the sunny and cold day beyond those walls. More than a few weak smiles were shared with Patty Edwards, Melville’s Grade 8 teacher and mother of good friend Mitchell, who sat nearby. “It’s a huge impact on our community. It touches everyone and we all feel it,” she says, touching hands with many who passed her. “He was in everything; just a really, really good kid.” Edwards said they were “all exceptional” teenagers: Melville, along with Zabrina Rekowski and Hillary Afelskie. They died last week in a car accident near Sudbury. They and the sole survivor, Emily Olmstead, were heading back to school at Laurentian University. The university actually packed up two commercial-sized busloads of students and came down for Melville’s funeral. It was testament to the youths’ short but convincing impact on campus. Family also arrived from Arnprior and McLaren’s Landing. After the songs were sung and the stories shared, it was time for Rev. Bruce Ferguson to address the question responsible for the most confusion, even anger.

Why? “Why did it have to happen this way,” he said, adding that it is part of the condition of life in this world, and even if an answer were provided mere mortals would not understand. “It’s part of the mystery of life,” he said. “Trust in Him. We grieve as people who have hope.” Rev. Ferguson also spoke of Melville’s music continuing in the hearts and minds of all who knew him. And that a lamp is put out because dawn is arriving. The casket was then taken into the blinding daylight, followed by parents Peter and Gwen and their children. Peter’s arms enveloped his entire family one last time at the back of the hearse. The black car pulled away, snow crunching under tires en route to the crematorium, leaving the rest of Keegan’s family in the parking lot to meet with the exiting mourners. ZABRINA REKOWSKI “I’ve known her since I was born,” said Abe Ellement of his friend Zabrina Rekowski, at the back door of her family’s Delicious restaurant on Raglan Street in Renfrew. A celebration of life for Rekowski was held about the same time as Melville’s funeral. Media was unable to speak to the family, but it was evident by the long and sustained lineup outside that Rekowski was loved by many. “She was like a sister to me. I can’t believe this happened,” Ellement said. “She was really well known for being there for everybody; always with a smile.”

Friday will be another day of mourning in Renfrew. The third teenager killed in a car accident near Sudbury on Jan. 3, Hillary Afelskie, will be remembered at Elmwood Bible Chapel, 200 Francis Street. Visitation is from 1 to 4 p.m. A celebration of life begins at 4 p.m. Services for Keegan Melville and Zabrina Rekowski were held Saturday, Jan. 7 at the Horton Community Centre and Delicious restaurant in Renfrew. As reported in last week’s Mercury, three teenagers were killed in the evening near Hagar, Ont., about 55 kilometres east of Sudbury, while returning to Laurentian University after the holiday season ended. Melville, 18, and Rekowski, 19, died on scene. The driver, Afelskie, 19, died in hospital the next day. Emily Olmstead, 19, of Whitewater Region Township, remains in hospital. They were in a Ford mini van headed toward a curved stretch of the highway, according to officers with the Noelville OPP detachment, when it crossed the centre line and struck an eastbound Jeep Cherokee. The two people in the Jeep – Walter Rancourt, 72, and Patricia Rancourt, 71, of Sturgeon Falls – were taken to hospital with serious injuries. Highway 417 was closed between Hagar and Verner for several hours to allow OPP collision re-constructionists to examine the scene. Melville and Rekowski, both former Renfrew Collegiate Institute (RCI) students, were known for their many talents.Melville was an excellent musician while Rekowski was an accomplished wrestler, track and field athlete, and loved to dance. Afelskie, of Admaston-Bromley, was active with RCI’s Relay for Life and dreamed of becoming a teacher. Words and memories are never enough “We were just lying here watching a stupid movie. It was so stupid it was funny; but Keegan would have loved it. Then we heard a knock on the door,” recalls Gwen Melville of Tuesday evening, Jan. 3, 2012. The Melville family was watching Disaster Movie, which was a spoof on other disaster movies. But what happened in the next minutes is most parents’ worst nightmare. Gwen and Peter Melville’s son, Liam, opened the door to their home in the Horton Township countryside and two OPP officers stepped inside. Upon hearing the words, “You have a son, Keegan Melville?” Gwen bolted up and said yes. Then all she heard was the word ‘killed’. “It’s not true. I just kept staring at the one guy and saying, ‘It’s not true.’ You don’t want to hear it. You don’t want to believe it, so you just keep (talking),” she adds. But the news only got worse. The Melvilles learned their 18-yearold son’s Laurentian University friend, Zabrina Rekowski, had been killed in the

same vehicular accident. And the next day, another of their friends in the vehicle, Hillary Afelskie, also died of injuries sustained in the crash. “It’s not just us. It’s the whole community that is mourning,” says Peter. “It’s affected a lot of people.” What’s keeping the Melvilles strong, in the face of tragedy, is the presence of their other children, Sage and Liam, and the ongoing presence of Keegan despite his death. Both parents smile when recalling memorable times with Keegan, like the time he announced between Grade 8 and 9: “I’m retiring from hockey.” He did, but his former teammates, on the team sponsored by Kung Po Chinese Cuisine when he was nine or 10 years old, didn’t forget their good times together. They retrieved the sponsor’s team photo as a gift for the Melvilles after Keegan died. Supporters also presented the family with Keegan’s former Kung Po sweater (No. 8). Pivotal in Keegan’s life was music, including his time spent with the Arnprior-McNab Pipes and Drums, the jazz and

Not a religious family, the Melvilles weren’t sure what to do for a funeral. But community members rallied around them for the service, held at the Horton Community Centre. “It was perfect,” says Keegan’s mom. “It just fit,” says his dad. Several hundred attended, including two busloads of Laurentian University students who travelled to give their respects to Keegan and later to Zabrina at Delicious restaurant in Renfrew. Hillary’s visitation and brief celebration cer-

emony doesn’t take place until Friday. Songs performed at Keegan’s service included Rick Roger’s version of the James Taylor song, Soldier, which Peter used to sing to his sons at night. Words and memories are never enough to comfort parents who have lost a child. But both help, including memories of Keegan’s thousand-watt smile. Both parents are also pleased to know their son was working hard, fitting in and making all kinds of new friends in first-year university. It was Keegan’s way, say his parents. But now the tough times start. “Time is going to tell. We can only learn as we go,” says Gwen. She and Peter suspect they will adjust to what they call a new normal while relying on friends and family. As Gwen says, Keegan will be part of the Melville family’s strength: “To me, we’ll always be a family of five. “I will never describe myself as (part of) a family of four … just because he’s gone doesn’t mean he’s not here.” steve.newman@metroland.com

When Admaston-Bromley residents go to the polls in the November 2014 municipal election, the ballot will look very different. Council voted 3-1 Thursday night in favour of disbanding the ward system established when the former municipalities of Admaston and Bromley amalgamated. Only Deputy Mayor Dirk Rook, who represents the ward of the former Bromley Township, voted against the move. Coun. Bob Dick declared a conflict of interest and didn’t vote. The motion to disband was introduced by Coun. Ray Pender and seconded by Coun. Michael Donohue. Last year the township hosted public meetings at both its Barr Line and Stone Road locations, and offered surveys both online and at the front

counter of the municipal office. Even so, interest was poor and survey response what Donohue described as ‘paltry.’ “I want a resolution tonight resolving this issue because we need to move on,” Mayor Briscoe directed council prior to debate of the resolution. Coun. Pender, who introduced the motion to dissolve the ward structure, said all of the people who contacted him regarding the issue favoured an open vote. Deputy Mayor Rook, however, reported just the opposite response from “the other end” of the municipality. “By and large, the people wanted to keep the ward system,” he said. “That was the feeling of the majority of people that approached me. They wanted to keep the ward system.” Councillor Donohue said nobody called him

or approached him on the street with input on the issue. “I’m very much aware of the issues on either side of the fence on this one,” said Donohue, noting he is also a ratepayer. As for fear that council could “get stacked,” Donohue suggested it was too bad the municipality didn’t “blow up the name” (Admaston-Bromley) and begin with a fresh identity. He spoke of today’s world, where technology allows people access to the entire world. He said he simply doesn’t buy “this notion that someone 30 miles up there is vastly different.” “To me, the fundamental issue here is, we have a budget of $4 million and I get to vote for less than a quarter of the majority of people on council,” Donohue said. The township survey generated 73 responses, which represents only

about three per cent of the population. “It is insignificant,” Donohue said. “This information is, for all intents and purposes, useless.” Mayor Briscoe, in a recorded vote, also favoured dissolution of the wards. She said she always regretted being outnumbered on the question that, in order to have an amalgamation, wards were necessary. Opposed “from the getgo,” Briscoe said she felt, even back then, that wards would hamper the municipality’s cohesiveness. “It was an encouragement, to keep separate, separate,” she recalled. She likened the situation to Renfrew County Council, where she is responsible not just for her own municipality but decisions for the betterment of the county as a whole. “You look at what’s best for all of us,” she said of county council. She believes the same should

New smoking policy planned for new year at RVH In an important initiative, Renfrew Victoria Hospital is implementing designated smoking areas on hospital property. Smoking in other areas will be prohibited. “As a health-care facility committed to providing the safest and healthiest environment possible for patients, staff, physicians and visitors, our ultimate goal is to become smoke-free,” says RVH president and CEO Randy Penney. However, Penney notes, being sensitive and compassionate to the needs of those who smoke, RVH will begin by limiting the areas where smoking will be permitted on hospital property. This compromise respects the rights of non-smokers and addresses the needs of smokers. In co-operation with a committee comprised of RVH staff members representing smokers and non-smokers, two designated smoking areas have been chosen. These areas comply with the nine-metre distance restriction from entrances and exits that is required by the Smoke-Free Ontario Act, and have been assessed for safety con-

cerns such as adequate lighting and traffic volume. Clear signage will be posted to indicate these areas. For visitors and patients, the designated area will be located outside the emergency department. Butt stops will be removed from all other areas around the hospital including entrances/exits and will only be located in the designated areas. Cooperation in abiding by the new rules will ensure the safety and comfort of patients, visitors and staff. Those observed smoking in places other than the designated areas will be asked to butt out or relocate to one of the two assigned areas. This new policy comes into effect during National Non-Smoking Week, Jan. 15 to 21. Included among the goals of the week, an event established in 1977, are education about the dangers of smoking, prevention from beginning to smoke and help for individuals who want to quit smoking. During the week, which has been given the theme, Breaking up is hard to do, RVH will highlight different

methods of smoking cessation that are available. The hospital takes a positive approach by providing support to both patients and staff who express a wish to quit. In 2006, a partnership was formed with The Ottawa Model for Smoking Cessation (OMSC) — a program that provides counselling, educational materials, nicotine replacement aids and follow-up support to patients who want to try to kick the habit. A summary of the program indicates that 241 smokers have been consulted since its implementation at RVH, with a 16 per cent increase in the number of patients who received smoking cessation counselling in 2011. “We’re happy to be able to offer our guidance and support to patients and staff members who want to make this significant change to their lifestyle, and we’re proud of the many successful ‘quits’ we’ve had,” says RVH respiratory therapist Maureen Magill. Calabogie Ski Racing Club opens 2012 ANN LEFEBVRE Calabogie Ski Race Club

The Calabogie Ski Racing Club (CSRC) has kicked off another race season. The athletes have been training since before Christmas, and have just wrapped up an intensive race camp at Calabogie Peaks, which ran almost every day through the Christmas holidays. CSRC is a competitive alpine ski racing program focused on the development of youth into competitive athletes and responsible young adults. The club is athlete-centered, which encourages personal growth and develops individual potential. Athletes race within the National Capital Division of Alpine Ontario, against racers from other ski hills in Eastern Ontario and Western Quebec.

There are five levels: I2, ages 910; K1, ages 11-12; K2, ages 13-14; and Junior, ages 15 and up. Calabogie’s racers come from all over Eastern Ontario, from Calabogie to Pembroke, and as far away as Kingston and Kemptville. On Jan. 7 and 8, the Junior Racers kick-started the season with a race at Chantecler Ski Hill near Montreal. On Jan. 15, Calabogie Peaks will be hosting a K2 race. Calabogie Ski Racing Club and the Peaks are honoured to have Todd Brooker, one of the original Crazy Canucks downhill ski racers and a former Olympian, attend this race and hand out the medals. The following weekend the I2s and K1s are travelling to Quebec for their first races. Stay tuned for more updates.

FUNdamentals for young Special Olympians If Danny Dubeau had anything to say about it, the average age of Renfrew’s Special Olympians would be, and could be, reduced by 25 years. “That’s not a knock on our current program or our current athletes,” Dubeau is quick to point out. “It’s more of a statement of our intent to provide additional opportunities for some of our younger potential athletes to learn and grow, so we can celebrate success across a broader range of Special Olympic athletes in our communities.” And that’s where the FUNdamentals program comes in. FUNdamentals is a national program providing specific training and educational opportunities for young athletes ages 7-12 with intellectual disabilities, assisting them in the development of more sport-specific skills that will contribute towards their future participation in sports. Dubeau puts these so-called sport-specific skills into perspective. “We’re talking about things here that many of us take for granted,” said the local head coach of the program.

“Things like jumping, throwing, kicking, running, catching, striking, agility, balance, co-ordination, and speed. Each of these needs to be introduced and developed.” The program goal is for each participant to have improved in one or more of the following areas: physical skill acquisition, physical fitness, social skill development, decision making, knowledge and understanding, and a true and lasting appreciation of the merits of physical activity. The FUNdamentals program is intended as a vehicle for fostering and developing improved social, physical, and cognitive abilities of young athletes, and building the foundation for what we hope might evolve into future success in the realm of sports. It’s intent on introducing children at a younger age to the world of sport, allowing for earlier development of fundamental movement skills. It’s also a wonderful opportunity for participants to interact with peers in a fun environment while learning and improving upon basic motor skills, Dubeau points out. As well, both children and caregivers will be edu-

cated about nutrition and the importance of a balanced lifestyle, which will help them stay healthy throughout their lives. The program, beginning Feb. 3 at St. Thomas The Apostle School in Renfrew, runs every Friday evening from 6:30 to 7:30 p.m., but with doors opening 15 minutes before, and remaining open 15 minutes after, to allow for free play and socialization. There is a $60 cost per entrant for the 12-week run of the program, with snacks included as part of the package. Edwards also had two goals in a 43 win over the Char-Lan Rebels, and two assists in an early-morning 5-3 setback to the Perth-Lanark Wings. Connor Budarick, Rory Whalen, Cody Corbin, Adam Martin and Mike Bradley had other Renfrew goals. Chloe Eady went the distance between the pipes, making 24 saves in the B final. The Orleans Blues beat Perth 4-1 to capture the six-team tournament’s top honours.

The North Dundas Demons doubled Char-Lan 4-2 to claim the C banner. Whalen and Budarick had two goals and Martin the single as the Minor Midget Wolves topped the Arnprior Packers 5-3 in Upper Ottawa Valley Hockey League action. The Pembroke Kings were happy to see the last of Carson Barber after a boarding major, but not before the Bantam Wolves’ captain collected three goals and two helpers in a 5-2 Renfrew victory. Justin KnightLocke and John Pettigrew added single markers, and Austin Scheuneman two assists. Carter Blimkie make 18 saves. The Peewee Wolves were in Smiths Falls and for the third time this year. They lost the final by one goal. The Wolves defeated the Metcalfe River Rats 4-2, blanked Smiths Falls

Budget Roofing brought a banner to the Ma-Te-Way Activity Centre by capturing the B title at Renfrew minor hockey’s annual bantam house tournament Sunday. The Renfrew squad shook off a 4-3 overtime setback to Arnprior in the eight-team tournament opener with 3-1 and 8-3 wins over Barry’s Bay and West End Chiefs. Nicholas Hazen had six goals in the tournament, including four in the B final. Three of Chase Parkinson’s four markers also came in that same game. Dawson Campbell, Austin Clarke and Justin Visinski added singles. Visinski also carded two assists versus Arnprior. Braedon Vincent backstopped Budget Roofing to the B crown. He was busy against Arnprior with 23 stops. Fraser’s Clothes Shop won its opener 43 over West End on Kellee Bovair’s short-

handed overtime goal 44 seconds in. But they dropped their second encounter 8-3 to eventual tournament champion Ottawa Centre. Ben Lefebvre and Riley McNulty scored in both games. The Renfrew team edged Pembroke 2-1, lost a 2-1 decision to the Arnprior Aces, and then defeated Kanata 71 to earn the wildcard slot to the playoff round. Farrell’s outscored the Arnprior Stars 5-3 in the semifinal. By the time they got to the final, the legs were a bit wobbly and the Renfrew side fell 10-1 to the Petawawa Warriors. The Renfrew A team of Yvonne Sklepowicz, Sandra Fredette, Cathy O’Donnell and Donna Watson fought a nail-biter against the first-place team from Killaloe, losing on the last rock, followed by a second loss in the afternoon to Eganville. Willy Lafrance replaced Joan Hickey in the afternoon and the team held a lead through the whole eight ends, handing Killaloe their first loss of the season. The win moves the Renfrew B team into fourth place overall. The Best Western Women’s Challenge and Fairfield Marriot Men’s Challenge Zones were hosted in Renfrew on the weekend with the Renfrew team of skip Barb Westgarth, third Shelley Jamieson; second Stephanie Langlois; and lead Barb Roy securing the A flight. The next stop in the Challenge is provincials, which will be played against teams from all across Ontario out of the Prince Edward

and Stirling Curling Clubs, Jan. 21-23. The Renfrew men were not represented in the Fairfield Marriot Challenge, but nine teams from clubs all over the Valley played in Renfrew over the weekend for the privilege to move on to provincials. These two competitions do not go on to nationals, but are a great opportunity for club curlers to experience the thrill of competition. The annual International Spaghetti ‘Spiel will be held this coming weekend with our friends from south of the border. I have had the privilege of exchanging e-mails with them and suspect they have some very special fun planned for us. The bonspiel is currently oversubscribed, but all are welcome to join in the

After a few tense minutes, and an emergency c-section, Fred St. Michael and Ashley Guest welcomed another baby boy into the world. Big brother Chase and big sister Mia would like to introduce their baby brother to everyone. Cameron Patrick St. Michael was born on August 18th, 2011 at 12:16pm in the Almonte General Hospital. He was 6lbs, 11oz and was 18 inches long. Cameron is the 4th grandchild of Valerie Guest and Bob Visinski, 7th grandchild of Annette and Scott Nolan, and 3rd grandchild of Dianne and Ray Norton. His great grandparents are Alma Hisko, Estelle and Lawrence Guest and Charlotte and Hughie Nolan. He is well loved by all of his aunties and uncles, Nicky (Trevor), Tara (Kirk), Jenn (Leon), and Caitlin (Kyle). He is a wonderful addition to the “boys club” of cousins that includes Hunter, Griffin, Parker, Ryland, and Devon! There is no way to say enough “thank you’s” to Dr. Karen Stillman.
