Let’s talk trash I am amazed at how garbage management is not being taken seriously by the authorities and the state government. Ad hoc measures are proposed. Senior bureaucrats are employed and then shunted away (or they leave because of too many contradicting lobbies). The expert committee members go abroad to study the successful models in Sweden and China, but to no avail.

Landfills and waste to energy plants need to co-exist, but with proper precautions.

Only one third of Bangalore is segregating garbage. And even in the areas where some residents are segregating like Somasundrapalya, it is mixed later by the BBMP contractor because the majority of people in that area don’t segregate. In such a scenario, the government proposes waste to energy plants, but things are not proceeding briskly. Because there’s another lobby, inspired by American environmentalists, who doesn’t want these plants because they have one fatal flaw. They produce toxic

material as a process of burning garbage to fuel. This toxic can only be thrown away into a landfill that is specially equipped to deal with this kind of waste. With one side lobbying for waste to energy plants and another pushing for impractical plants like the super unsuccessful, Karnataka Compost Development Corporation (KCDC), the garbage crisis in Bangalore is only getting worse.

So what is a viable option? More landfills that could potentially pollute groundwater and soil or incinerators that will leave behind a smaller portion of toxic residue? Or a mix of landfills and incinerators? It’s the last option that most countries employ in addition to recycling, composting and producing electricity. I hope the guys at the top treat this issue on priority and use the right set of experts to resolve Bangalore’s garbage crisis.

MLC has moved on

Members of HaSiRu Mithra, comprising residents of HSR Layout, teamed up with the pourakarmikas of BBMP to clean up the Somasundrapalya lake park. They also looked into the upkeep of the trees planted by them last year by watering and deweeding the area. The team found space for 30 more saplings that could be planted in the area. Next month, the tree plantation drive is planned for it.

HSR Layout has lost a prominent resident. Member of the legislative assembly (MLC) Vimala Gowda is no more. She was 63 when she was hospitalised after a cardiac arrest. She is survived by husband and two sons. Gowda was the president of BJP’s state women’s wing and a three-time MLC.

Agara Lake beautification The large-scale debris dumping around Agara Lake was recently put to a temporary halt. The debris was cleared and barricades are to be erected to prevent future occurrence. Let us hope this works. It took BBMP officials almost a week to clear the entire thing. Health inspector Vinod and his team worked tirelessly and the result was a clean, hygienic looking area around the lake. The walls were painted, thanks to the Hasiru Mithra team. The bund work is almost half complete and work is going on at a good pace. Once the lake is fully restored, it will be the much needed water and lung space needed for this area.

Traffic cop gets thumbs up HSR Layout’s pride, traffic inspector Rao Ganesh Janardhan, was recently honoured with a Namma Bengaluru award for being one of the best government officials. He was one among the seven finalists. This magazine has reported about all the good things he has been doing ever since he was posted out here many months ago. A while back, one high ranking politician was trying to transfer him out because Rao was following the rules and stopped the neta’s vehicle on Outer Ring Road. It was only after phone calls were made by the resident activists from HSR and this magazine that the transfer orders were quashed before they could be put on paper. And HSR is thankful for it.

Trees get some breathing space

Today, the trees that were planted years ago are dying an unnatural death because of concrete footpaths. Here is where HSR Citizen Forum is making a difference. This before-after picture conveys the story. Says Shanthi T: “Breathing space for trees; they are choked with concrete. We humans don’t think that a tree is a living being and needs aeration and water. We want everything to just look clean.” The next time you see someone chopping a tree or concretising the footpath, tell them to do it this way.

Footpath gets a facelift Recently, the BESCOM side of 27th Main Road was given a facelift, thanks to HSR residents and BBMP workers. It took over three hours to clean a 200-metre stretch. More than two tractor loads of waste was collected and the footpath was made walkable. The clean-up was particularly stench-inducing since many people were using it as an open-air urinal. To prevent them from doing so in the future, the members of HaSiRu Mithra beautified the place with messages on cleanliness and hygiene. Kids from the neighbouring apartments joined in to paint the walls and make these messages stand out and be heard. We hope this effort pays off and it remains clean.

The fight continues After a snap stir at the KCDC premises and blood donation to spread the message of the stench-causing government compost plant in March, the residents have sought out the authorities on the action taken so far. In a letter to them, the residents have petitioned them with their following demands. Odour arrest work - extremely necessary until the work of the alternative is completed. Work on alternative to KCDC i.e. the Waste Technology Park. Shifting of the Refuse-Derived Fuel (RDF) from the premises. The latest news reports suggest it will be shifted to quarries and not cement factories. Further details are sought on ‘solid waste management expert’ Ragini Jain's Terms of Engagement. A news report claimed that she was paid Rs 40 lakhs for her three-month stint at KCDC, which came to a halt abruptly. The residents would like to know from BBMP about the details of their Terms of Engagement with her like whether the tenders were sought for such a salvage operation of the KCDC. Is there a copy of her formal appointment? What were the terms of the contract? The residents say that they have a right to know as it is the taxpayers' money. The residents also stressed on the unkept promise of surveying Somasundrapalya Lake as it was well past the promised time-frame of one month. The residents want some urgent answers on this one. A formal RTI application will also be submitted to BBMP's head office on these very points.

He agreed with the residents that waste management should be processed ward-wise and will be proceeding in that direction. “We spoke about the issues related to the nursery next to KCDC and getting the fencing fixed,” says resident Lalithamba. “He will be visiting the nursery soon to get a first hand view.” The residents also met BBMP Commissioner Manjunatha Prasad. “He has ordered for a survey of the Somasundrapalya Lake with immediate effect. He also agreed that complete decentralisation of processing at ward level is needed and will be done so that waste from other locations doesn’t reach anywhere else. Monthly meetings will be held every first Saturday of the month at the KCDC premises to sort out the composting plant issues too.”

Want to be a Jal Mithra?

Metro at Silk Board junction

Last month, a children’s workshop aptly titled Jal Utsav was conducted in HSR. It was a summer break for kids who wanted to learn about the value of water conservation. They were referred to as ‘Jal Mithra’ (friend of water). The idea was to bring about awareness among them about the importance of water and how to save, harvest and conserve H2O. The best part of the workshop? All of them were given certificates and made volunteers to spread this information among their peers, neighbours and relatives. Workshops like these will be conducted every Saturday and Sunday from 5pm to 6pm at Akruthi Silverline apartments on 27th Main. For more details, call Lalithamba at 94480-63776.

Finally, the infamous Silk Board junction will get the much-needed respite. The Bangalore Metro has drawn up a Rs 900-crore project to steer the traffic at this busy intersection.

Stray dog bites on the rise in HSR Stray dogs biting people in HSR has become quite common but the BBMP is doing little to alleviate their fears. Newspaper reports blame the BBMP's inability to implement Animal Birth Control (ABC) and Anti-Rabies Vaccination (ARV) programmes. The worst part? Only two of the city's eight zones are covered by these programmes and even here, the progress is abysmal. According to reports, Sarvodaya Sevabhavi Samstha is managing Bengaluru East and Compassion Unlimited Plus Action (CUPA) is implementing it in Bommanahalli. But CUPA isn’t doing much in HSR either. Activists believe that the number of rabies cases is on the rise in the city because of this uncontrolled spread of stray dogs. The problem is compounded because the BBMP owes money to these NGOs and the non-profits don’t have enough kennels to accommodate these dogs. The problem is also with animal rights activists. Reports suggest that they are objecting to BBMP’s method of ‘catch, neuter, vaccinate and release’ way of sterilisation. The activists argue that the dogs need to be rested for atleast a couple of days after surgery before being let out into the open. But for the lack of kennels, this cannot happen. So the BBMP has stopped neutering dogs. New kennels are being built in four areas. But until they become operational, the residents have to live with the stray dog menace. RESIDENTSWATCH.IN

Complaints are piling up. But Gas Authority of India Ltd (GAIL) is undeterred. It is busy laying pipelines across the city to provide piped natural gas to households in Bengaluru as a part of its City Gas Distribution (CGD) project. However, many people are unaware of what is going on - as we see roads dug up, trenches and warning signage in front of homes. Here is all you should know about CGD. CGD is a network for supplying Liquefied Natural Gas (LNG) to domestic, commercial, industrial and transport sectors. It intends to replace the expensive liquid petroleum gas with the comparatively cheaper natural gas. GAIL Gas Ltd, a subsidiary of GAIL (India) Ltd, a central public sector undertaking, has won the bid from Petroleum and Natural Gas Regulatory Board (PNGRB), to implement the city gas distribution project in Bengaluru. CGD has two objectives: First, to distribute Piped Natural Gas (PNG) to domestic, commercial and industrial users; Second, to supply Compressed Natural Gas (CNG) for vehicles. Through PNG, GAIL intends to replace LPG cylinders which are mostly used for domestic and commercial consumption. Cylinders will be replaced by natural gas through direct pipe connection to households. Houses will be fitted with smart meters and the consumer has to pay the bill based on quantity consumed. CNG will be stored in the CNG stations that are to be setup in different locations, to be supplied to vehicles that ply using CNG. With the implementation of City Gas Distribution Project, Bengaluru will follow in the footsteps of Delhi and Mumbai where the project has already been rolled out. There will be CNG-certified vehicles, including BMTC buses that will make use of CNG. Why Natural Gas? Natural gas is much cheaper, safer and greener when

compared to LPG. It is safer than LPG because it is lighter than air, and therefore rises up when it leaks, lessening the possibility of ground level fire disasters. LPG is heavier than air, so settles down when leaked, and if there is a fire it is sure to affect the vicinity. Natural gas is greener, because its main component is methane. The pollution caused while burning natural gas is considerably less, when compared to diesel. Pollution caused by industries, commercial firms and vehicles which are highly dependent on diesel could be controlled by shifting to natural gas. In fact, the Supreme Court ruling for New Delhi and NCR on December 16th 2015, had directed the government to ensure that the taxi fleet in New Delhi and NCR should run entirely on CNG. It was one of the measures suggested by the SC to check the rising pollution levels in Delhi. GAIL Gas Ltd is cheaper than LPG. If the price of one 14.2kg LPG cylinder (subsidised) is Rs 451, the cost of PNG for 15 SCMD as proposed by GAIL is Rs 330. 15 SCMD is equivalent to one cylinder. Therefore, those who are now getting subsidised LPG cylinders can enjoy the benefit of Rs 121 per month, whereas the non-subsidised LPG holders (Rs 640) can save Rs 310 per month. The high-pressure main pipeline ends at Bidadi and GAIL has established a gas tapping station at Sulivara, a few kilometres before Bidadi, from where a pipeline has been laid connecting the city via Outer Ring Road. This 18-inch pipeline passes through Hebbal, HRBR, Hennur, Mahadevapura, Domlur, HSR Layout, Agara lake and ends at Singasandra on Hosur road. From the pipeline that passes through ORR, connectivity is given to Bengaluru city through various smaller five-inch branch pipes. GAIL secured the authorisation from PNGRB to implement the project on February 18th 2015. According to the contract terms, GAIL is supposed to give 1,32,000 direct domestic connections within five years of project implementation. GAIL intends to connect at least 2,50,000 houses. “We are laying the pipeline with the hope that people will opt for Piped Natural Gas,” said one GAIL official. “After the completion of work in HSR Layout, we will move to Mangammanapalya and Singasandra.” Apart from laying the pipeline, GAIL has also started giving pipe connection to apartments

and individual houses which have placed the demand for PNG. Connection with smart meter has been given to around 1,100 houses in BEL quarters in Jalahalli, and several 100 houses in HSR Layout. These connections have been given after obtaining permission from RWAs, claims the GAIL official. However, it is not mandatory for people to shift to natural gas. But people who wish to switch from LPG to PNG, should first surrender cylinders to their service provider. The next step is to submit an application to a GAIL distributor, by paying an application fee of Rs 100 and registration fee of Rs 300. GAIL has already signed up distribution agents in some parts of the city. Initially, a refundable security deposit of Rs 5,000 was to be paid to the agent, but this has been called off since the time taken to actually grant a gas connection is taking up to six months. SAFETY CONCERNS With the gas pipeline covering a large part of the city, how safe are we? What steps have been taken to avoid the disaster that may occur in case of leakage? “Piped Natural Gas is absolutely safe and is not hazardous in nature,” claims the GAIL official. While the 18-inch pipe that passes through Outer Ring Road (ORR) is made of steel, the five-inch pipe that passes through residential areas is made of Medium Density Polyethylene. The pressure of gas which is 19 bar on the steel pipe that passes through ORR, is reduced to 4 bar when it passes through the MDP pipe. This will be further regulated and reduced to 21 millibar when it enters the kitchen and is therefore, safe enough. All the pipes except the one that enters the kitchen will be underground and safely guarded with mats and bricks. The officer added that the safety aspect was taken care of during the design stage itself. There will be round-the-clock surveillance, Global Information System-based control systems and emergency response vehicles. “We have organised awareness programmes in schools and neighbourhoods and distributed pamphlets about the dos and don'ts in case of gas leak in BEL quarters. Cycle lanes for HSR

This Chinese model can help where cycle lanes are part of the footpath and not road

ore than a year ago, the Department of rban Land Transport (D LT) came up with the idea of earmarking cycle lanes stretching up to 22 km in HSR Layout. ut the project is still hanging fire for reasons best known to them. Sources at D LT said the project is now with the Bruhat Bengaluru Mahanagara Palike (BBMP). They also said that LA Satish Reddy and corporator Gurumurthy Reddy should play an active role in making it happen on ground. The Rs 18.5 crore project is completely sponsored by D LT and therefore, budget is not an issue. The consensus at D LT is that HSR residents and the local representatives need to push harder for this project to come through from BBMP that is known to have finalised the contractor to execute the project. Apparently, the residents of Sanjaynagar have been more successful in convincing the BBMP commissioner in having cycle lanes in their neighbourhood. Their project is to start soon. LA Satish Reddy told Residents Watch that the cycle lane will come through soon without giving a timeline. “I have already spoken to the government authorities and the contractor. It will be done,” is all he said. When we asked D LT authorities for a copy of the project plan, they were yet to send us by the time we went to print. Since the project plan isn’t with us, we have come up with a few suggestions on how the Chinese model could help the cycle lanes from becoming a failure in HSR Layout, like it happened in ayanagar when it was last implemented. The first take away from the Chinese model is the heavy penalty and 24-hour camera surveillance of streets. The residents dare not violate the rules for fear of

losing their driving licence. There is no question of bribing the cop because everything is done remotely by the overhead camera. And the most important thing is that the roads and footpaths are wide enough to accommodate cycles and electric two wheelers in China. CHALLENGES IN HSR The challenge in HSR is to first fix the footpaths that are non-existent in many places; too narrow in other places or largely unusable due to overarching trees, uneven and broken pavements. The other problem is to only take up cycle lanes on roads that are atleast 80 feet wide, so there is enough room for vehicles. Here again, there is the problem of taxi aggregators like ber and Ola narrowing these very roads by parking en masse. How will these cabs be removed to enable cycle lanes is another issue that needs to be looked at by D LT. As Shashidhara , the head of HSR Cyclists Club says: “Even with dedicated lanes and multi-crore investments, will the cars follow rules and not park inside the lanes? In few other parts of the country, they built dedicated lanes with lane separator and now cars have converted these lanes for parking.” It’s here that the Chinese model can come in handy. In most places across Shenzhen where this writer visited last month, the cycle lanes were part of a wider footpath and elevated from the road. They were barricaded by metal railings or big trees to prevent cars from parking at these places. Agrees Shashidhar, with a caveat: “Elevation is possible only if footpaths are like Tender Sure (Eg: St Mark’s Rd). Footpaths need both walker space and cycle lanes and they can be elevated, but our S s will surely climb that.” His solution? “Well dedicated lane with cement blocks and bollards at intersection, spreading awareness about cycle lanes and imposing stiff penalty by the traffic police. “We can even put up fully barricaded cycle lanes to ensure safety and acceptance; just that the cost will go up and it is not the best way to bring about awareness among car owners. We should also ensure that there are car parking spaces clearly marked out on the other side of the road where there is no cycle lane. We should have these kind of boards every 200 metres like ‘cycle lane only’, ‘no

parking’, ‘parking will attract Rs 1000 penalty’ and so on.” LEARNING FROM THE CHINESE Cycles and two wheelers are banned from the main roads in Shenzhen. They are to only take to the footpath to reach from place A to B. Cycle rentals are common out here. At every other road, you will find cycle stands. Just scan the barcode stuck on the cycle and unlock it with an app on your smartphone. Pay digitally and you are good to go. In north China, Hang hou has even set a record. In five years, the number of cycles being rented out rose from 2,800 to over 60,000. “China grew in rental cycle program by 1000% in the last 18 months,” agrees Shashidhara. “We need this kind of revolution in Bangalore. However, the cycle sharing program may be initiated in Bangalore similar to Mysore, since it was announced in the recent budget.” ntil that happens, let us hope the P fixes our footpaths and atleast allows the pedestrians to make full use of it.

Sector 2 and 3 have become a pigs' paradise. And for some residents who have a vacant site next door, it has become an unbearable place of stench and all things that come with it. Will the BBMP activate the pig squad and remove the piggies from HSR Layout please? It's a long-pending demand that deserves immediate attention.

When will our politicians learn? Everytime, there is some anniversary, function, shop opening or birthday, these ugly hoardings dot the neighbourhood. Will BBMP and MLA Satish Reddy put an end to this visual pollution please?
