Sathish Reddy is now a 'hat trick MLA' BJP MLA, Sathish Reddy scored a hat trick of sorts. He won the Bommanahalli state assembly elections by a huge margin, dwarfing his own victory margin in 2013. He defeated his Congress rival, Sushma Rajgopal Reddy, by more than 47,162 votes compared to his winning margin of 25,852 in 2013 against another Congress condidate. His constituency has become almost impregnable now with his winning margin only increasing over the years. In 2008, he won by a margin of 13,640 votes. The three-time 45-year-old MLA has indeed come a long way. Having only studied till 10th standard, he is still more educated than his nearest competitor Sushma (48) who only has a

diploma to her credit. The most qualified of the lot was Prasad Gowda (49) from the JD(S); he had a bachelor's in engineering. But his biggest weakness was that he was never known for social work whereas both Sathish and Sushma are social workers for a long time, in addition to running their own businesses. Moneywise, the triangular fight favoured Sathish because his declared assets are worth Rs 66.12 crore while Sushma's stood at Rs 30.45 crore, and Prasad's at Rs 95 lakh (with a liability of Rs 46 lakh). The fourth most voted candidate happened to be NOTA (none of the above) that secured 2491 votes, which went to show the voter disenchantment among some residents.

Median work in progress When proactive traffic inspector Rao Ganesh was around, the 24th Main-KPTCL junction towards Somasundrapalya faced a major issue of traffic getting piled up from both Somasundrapalya and 27th Main. To ease this very issue, he made a makeshift median to direct traffic with discarded electric poles. Today, those poles have protruded out and become a hazardous issue, with some motorists getting injured by them. To precisely fix this issue, the residents led by Kavitha Reddy have petitioned the traffic police to erect permanent medians. After many visits and letters, the work on this has begun.

Shoddy civic sense

Sector 3 ooded again

Half the roads are filled with construction material on 17th Main and 22nd Cross in Sector 3. The corner site owner who is building a house has the most inept engineers who are inconveniencing traffic and pedestrians alike. This is going on for more than two months now and the residents are mighty angry. "Whenever it rains, the water has no place to flow because of these materials on 17th Main and the BBMP is not bothered," says K Balachandra. "It's difficult to even cross the road. I also heard that the 22nd Main residents are not letting the BBMP to desilt the drains as they have political contacts. This was told by one of the bbmp worker's a year ago." A similar scene was playing out on 24th Main as well (see photo). The site owner and engineer were the least bothered about commuter and pedestrian safety and comfort. Now the scene has shifted to another building on the same road near ICICI bank. The builders just don’t get it.

Parts of Sector 3 were flooded again last month, thanks to the raingods and BBMP's apathy. "After the August flooding last year, the authorities have still not desilted the drains inspite of all the promises," says A Hitu. "The roads around 17th A Main and its cross roads are in a mess. The main roads and footpaths were desilted and covered but the leftover debris and material went back into the drains after the rains and the BBMP doesn't care. There is white sand flowing into the drains during rains." Will the BBMP Commissioner look into this, please?

Voted without indelible ink On May 12, when Mrs Chacko went to vote at around 8.40am, she was able to vote without getting her nail inked. The women manning the pink booth in Sector 6 completely forgot about it. Perhaps, the VVIPs who had visited at the time made them forget the rules. This happens only in India.

Do this! Landlords and house owners should stop building commercial buildings without ample space for parking. This is leading to chaos all around. Soon, they will never get tenants for lack of parking spaces. Wake up and see sense. RESIDENTSWATCH.IN June 2018 09

Somasundrapalya Road needs attention

The residents of Somasundrapalya and HSR Layout are unhappy with the progress of works on Somasundrapalya Main Road and its shoulder drain and footpath. "The footpath and drain are open for months now," complains Lalithamba BV. "Some parts of the drain slabs have also broken, which goes to show the bad quality of work. Schools have opened and the people are forced to walk on the road, amidst vehicles, risking their lives. BBMP is not bothered to get this closed. Since Feb, elections was an excuse. Post that, there is no sign of it."

Garbage dumping continues in drains This is a picture of the main storm water drain (Rajakaluve) around Agara Lake near Green View Hospital. Eyewitnesses report that people come in cars and dump waste into this drain. "Since the depth of the water is 1.5 to 2 metres, there is much floating waste that comes to Agara Lake when it rains. On top of that, the BWSSB is letting waste water into the rajakaluve," complains one resident. The next time, you spot someone doing it, take their picture and mail the authorities and also mail us, so we can name and shame them. Try to take a video or photo, and try to take the registration number of the vehicle, so it’s easier to nail them.

KCDC: MP steps in now Rajeev Chandrashekar, the Rajya Sabha MP from BJP, was given a memorandum by the KHHSP RWA (Kudlu Hosapalya Haralukunte Somasundrapalya Parangipalya Residents Welfare Association) in April. He came to the area for a public meeting where the residents apprised him of the stink generated by the Karnataka Compost Development Corporation (KCDC). The Congress government has brought down the tonnage from 500 to 80 tonnes but the stink remains. The bio-filter plant is yet to be operational and the Refuse Derived Fuel debris is

Suncity Apts have a U-turn problem The residents of Suncity Apartments at Sarjapur-Outer Ring Road junction are facing an ordeal of sorts. Whenever they have to proceed towards HSR Layout, they have to wait at the signal right at their entrance and go a few metres on Sarjapur Road, get stuck in traffic and wait at the U-turn, before making it back to the Outer Ring Road that leads to HSR and beyond. The

yet to be cleared. The adjoining Somasundrapalya Lake is also encroached and polluted by the plant. It remains to be seen what the JD(S)-Congress combine will do about this long festering issue. Sathish Reddy promised that he would shutdown KCDC in his manifesto, irrespective of which government comes to power. Now that he is reelected, the residents are hoping that he delivers on his promise. The residents are protesting the stink for over four years now. residents are requesting the traffic police to allow a right turn at the traffic signal below the flyover from 8am-11am instead of diverting traffic towards Iblur village roads that are quite narrow and most of the time occupied by water tankers. Since nearly 300 apartment residents use this road, it's best to allow a right turn towards HSR instead. Their other demands include making the Sarjapur flyover two-way, increasing the width of Sarjapur Road, tarring the Bellandur Service Road and removing the hump near the Salarpuria office that is slowing traffic. Similarly, they want the Suncity entry road to be tarred or concreted for long life. In addition, they want the Bellandur Lake to be cleaned permanently. "Our kids are suffering and showing signs of asthma because of the pollution from the lake," said one resident. RESIDENTSWATCH.IN June 2018 11

Bengaluru’s first Bicycle Mayor To boost cycling in city, including HSR Layout By ARUNA NATARAJAN

Satya was part of a Non-Motorised Transport (NMT) task force created by the Directorate of Urban Land Transport (DULT) and played a role in the roll out of the Cycle Day program, with an aim to build a cycle lobby and create awareness about cycling. The Cycle Day program has become the longest running open streets event in India. The election of a bicycle mayor in Bengaluru has come on the heels of an announcement of plans by the BBMP to launch a public bike-sharing network in the city with a fleet of 6000 bicycles. Sankaran outlines three main challenges in getting more cyclists on the roads of Bengaluru – behaviour, policy and economics. He hopes to educate people about the ill-effects of the congestion-pollution complex to dismantle the notion that cycling is not an attractive or aspirational mode of transportation.

Last month, Bengaluru’s first ever Bicycle Mayor was elected at The Park. Jaap Werner, Consul General of Embassy of the Kingdom of the Netherlands declared Sathya Sankaran as Bengaluru’s newly chosen Bicycle Mayor. Everyone working in the field of sustainable mobility is familiar with Sathya. He draws inspiration from every citizen who is dedicated to the cause of cycling and pedestrianisation, and those who depend on cycling to earn their daily living. “They are the real heroes and I derive energy from them,” said Sathya, who was chosen from a shortlist of six applicants. He is the third bicycle mayor in India after Nikita Lalwani of Vadodara and Arshel Akhter of Guwahati. Satya's position is a voluntary, two-year role, that will see him serve as a liaison between civic authorities, activists and communities to encourage cycling in the city while lobbying to improve the cycling infrastructure that will enable people to safely ride bicycles in Bengaluru. The bicycle mayor program was instituted by Dutch NGO ByCS with the aim of getting 50% of the population to use non-motorised transport as the primary form of commute by 2030. © Oorvani Foundation/Open Media His 40-km commute to work every day spurred Initiative. Tendersure standards coming to HSR Cycle tracks, bollards, islands, pelican signals and more By QAMAR SULTANA HSR Layout will not be the same again. It will look better, if the non-motorised infrastructure is developed, according to the prescribed standards. We are talking about remodelling the footpaths of the following roads: 14th Main, 17th Cross, 19th Main and 27th Main. The works that began a few months ago are proceeding slowly, if not briskly. All the tiles on footpaths are being systematically removed, forcing the pedestrians to take to the roads. One resident even fell in the drain at night for lack of any warning sign. We wrote about it in our previous issue. The footpaths are a complete mess. Some residents are wondering why perfectly well-laid out pavements are broken again on certain stretches. But then, this has to be done to bring in uniformity in design and standards, argue officials. The long-pending cycle tracks are finally going to come up on these roads. In addition, the storm water drains will be desilted and shoulder drains will be provided. Bollards will also be placed to ward off motorised vehicles. There will be physical barricades to separate the cycle tracks from vehicular traffic. That's not all. The various junctions along these roads will be improved to Tendersure standards. Take that to mean, pelican signals (where residents can press a button and stop traffic), road signages and medians to prevent jams and unnecessary overtaking. Wherever necessary, traffic islands will also come up to match the contours of the road and the flow of traffic. It may be recalled that more than a year ago, members of Hasiru Mithra and Residents Watch had approached 18

then city development minister KJ George and gave him a proposal to build these very roads to Tendersure standards. Though that proposal is still hanging fire, at least the non-motorised infrastructure is being made to match up to that standard. This is yet another success story of what HSR residents and this magazine have done in the last few years.

'I conquered myself'

HSR resident Chitra Praneeth shares her fascinating story of climbing Mt. Everest

By OUR FEATURE WRITER

[ [ EVEREST STORY She has done five mountain treks before, including the Annapurna basecamp (4200 mtrs), but this is the highest she has scaled so far (5064 mtrs).

Chitra Praneeth (42), a resident of Sector 1, a micro biologist by education and an interior designer by profession, she is now more into social work. She's an active member of HSR Citizen Forum that does everything from spreading awareness on plastic ban and garbage segregation to voter ID camps, tree plantations, and more. When she's not doing that, she goes on a holiday. And this time around, it was no less than climbing the mighty Mount Everest. Ask her how she felt, and Chitra remember's Sir Edmund Hilary's oft repeated quote:“It’s not the mountain we conquer, but ourselves”. At 8848 metres above sea level, Mt Everest towers over the Himalayas. "For the 18 of us, all part of Karnataka Mountaineering Association, our sight was set on Everest Base Camp, which is still a blood-thickening 5364 mtrs above sea level. We knew it was going to be tough, but I think we still underestimated the difficulty of such a trek to get to the feet of the world’s highest mountain." DANGEROUS DESCENT I flew from Kathmandu into Tenzing-Hilary Airport brimming with excitement at the adventure ahead. Perched halfway up a cliff face, the runway is about 500 mtrs long and is considered one of the most dangerous airports. A minor pilot error could land us into the side of the mountain. With my feet back on the ground, I started my trek with a three-hour walk, mostly downhill, to our first camp Phakding (2610 mtrs). I knew this was going to be a challenge, but after the first day, my confidence had gone up. As I was warming up my body, sipping hot tea inside the teahouse, I got a chance to interact with a lovely family of five from Pune. They had three children, all aged below 13 years. They were on this trek with

zero knowledge, be it the trail, temperature or hardship. Seeing their zeal and enthusiasm, my confidence doubled. My outlook changed soon enough. The next day, I climbed for seven hours. The trail was weaving through pine forests and blooming rhododendron flowers. With Dudh Kosi River roaring below me, I crossed four suspension bridges. It was a gruelling ascent and a difficult trail because of the constant traffic of co-trekkers and dusty roads. I passed dozens of yak trains carrying supplies to the teahouses up the mountains. I often wondered how these animals could walk through such heights with such a calm demeanour. NAMCHE BAZAAR After two hours up a steep trail, I arrived at the bustling marketplace of Namche Bazaar (3440 mtrs), my next camp and gateway to the high Himalayas. The air was thinner here and I was out of breath while climbing the single flight of stairs from the dining room to the sleeping quarters. Namche is the first real glimpse into Sherpa culture. This beautiful little town is always bustling with tourists. Colourful shops with variety of souvenirs and warm wear. Friendly people and yummy mouth-watering German bakeries is what Namche is all about. I spent hours at the bakery with free Wi-Fi and chatting with my friends. DINGBOCHE From Namche, I trekked higher and stayed for a night at Tengboche (3860 mtrs), and then made my way up to Dingboche (4410 mtrs). The air was thin and breathing was a chore here. I would stop frequently to rest and catch my breath. My friends watched me closely, looking for any signs of altitude sickness. Most of us experience some effects of the altitude, particularly headache and loss of appetite. Drinking 3-4 litres of water was a must every day with frequent visits to the washroom becoming an ordeal. I personally hated every visit to the loo for lack of hygiene and water. From this place (Dingboche), four of my group members had to return due to lack of fitness and altitude sickness. It was a

hard decision to take and I was worried about the morale and confidence levels in the rest of the group. I desperately felt the need to stay for an extra day at Dingboche. However, the rest of the group started their journey towards Lobuche (4940 mtrs). At the top of an ascent, we turned a corner and arrived at the memorial of fallen mountaineers and Sherpas. I quietly made my way around to each memorial. It was a reverential moment and a sobering reminder of the risks and dangers on the mountain. At this point, my feelings were completely not in my control, and I cried my heart out and was constantly remembering my kids back home. I was thinking of the risks I had taken and if they were worth it. But I felt at one point of time that I must value my passion and the calling of the mountains. THE FINAL ASCENT The days are physically grueling and I started to wear down mentally and just wanted to go home. It became even harder to breathe as I pushed past an elevation of 5000 meters. I spent two and a half hours on the trail trying to sort my head out and focus. It’s a particularly challenging trail, going up and down passes and scrambling over rocks that I was almost in tears a couple of times. Altitude sickness was hitting me hard and I felt like giving up with every step I took. I was just three hours from my destination and fighting with my mind to come to terms with the difficulty I was going through. Finally, I decided to risk my life less and turn around to go back. It took some time to come to terms with what I had done and make myself realize and believe that the mountains will always be there to be scaled again. I made a promise to myself that I would touch that peak next time with much more confidence and strength, physically and mentally. There was no euphoria, and no happiness of achievement. I hugged my friends, congratulated everyone who had accompanied us and thanked the guides for leading us to safety. REFLECTIONS The Himalayas are breathtakingly beautiful, and I realized just how insignificant I was on this mighty mountain. It was physically demanding but it was overcoming the mental barriers that I am completely proud of. I was just 300 metres away, which would have taken another two hours. RESIDENTSWATCH.IN

Suburban Rail project in Bengaluru To benefit the stretch from Hosur to Whitefield By KHADER B SYED. Pic: Shree D N The start of 2018 saw a slew of announcements for the Bengaluru Suburban Rail Project, a project that was first proposed in 1983. In January this year, the state government set up a Special Purpose Vehicle (SPV) for Rs 1745 crore as the Phase-1 cost. The government and Indian Railways will share 40% on 50-50 share while the rest will be borrowed from financial institutions. That announcement was followed with Rs 17,000 crore allotted in the GOI 2018-19 Union Budget. The Indian Railways threw its hat in the ring and promised elevated sections in the proposed suburban rail network of 440 kms. The rationale for elevated tracks was that some of the sections were saturated and could not accommodate more railway lines for Suburban Rail system. The execution will be a technical marvel if it comes through. These two announcements have managed to move the project from government files to the drawing board and actual execution. The political ping pong over the project has now moved to firm commitments. Things are moving along, though at a slow pace. The budget allocation is as follows... # Quadrupling between Cantonment and Whitefield: Rs 492.87 crore # Doubling of Yeshwantpur–Byappanahalli-Channasandra line: Rs 169.64 crore # Doubling and Electrification of Byappanahalli–Hosur Line: Rs 520 crore # 3rd Coaching Terminal @ Byappanahalli: Rs 115 crore # Yelahanka-Doddaballapur-Guntakal Doubling & Electrification: Rs 250 crore 34
