Species of HSR (Part 2) (Continued from last issue) Seventh Species: This species loves an argument. And if it loses the argument, it will not sit quiet but continue to argue. They are in the mistaken belief that the last person talking is the winner. And they don't mind fudging data to strengthen their point.

In this second installment, learn about many more individuals inhabiting HSR Layout.

Eighth Species: This species likes to do things quietly and without much publicity. But when someone else takes credit for what they think was their work, they scream hoarsely about it. And when things don't go their way, they use the others to train their guns on officials and netas who are spurning them.

Ninth Species: This is a completely selfless set that believes in making the others smile. They work day in and day out, without any title or recognition. Their selfless attitude makes them everyone's most reliable neighbour.

Tenth Species: These are activists who can't stomach any kind of atrocity. And nothing or no one can stop them from making their point or even filing a court case. They are driven by their ideals.

Eleventh Species: This one is a notorious lot. They don't do anything but love fancy titles. And they do any kind of match fixing to get that title. Such people are the most useless in society. Twelfth Species: These are the cowards. They don't have an opinion or lack the guts to say it to people that can set things right. These are the 'yes' men and women we should stay away from. Thirteenth Species: This species is highly opinionated and loves to give suggestions and directions to others, but never like to get their own hands dirty, when they are asked to. Smita Kulkarni shortlisted for 'Social Entrepreneur of the Year' HSR resident Smita Kulkarni was shortlisted by the Namma Bengaluru Foundation for the 'Social Entrepreneur of the Year' award for 2018. She didn’t win, but the nomination was award enough. The co-founder of Stonesoup is all about offering sustainability products and services. Smita and her partner Malini Parmar consult individuals and organisations on sustainability in addition to selling home and community composting kits, menstrual cups, cloth diapers, cloth sanitary pads and raising eco-awareness in schools through talks and fun events on sustainable living. No wonder, they were nominated in the right category. Coincidentally, two other HSR residents were also nominated this year: Pinky Chandran of Radio Active 90.4 MHz whom we profiled in the November 2017 issue and Residents Watch editor Zahid H Javali. That’s nearly 10% of nominees from HSR this year from among 41 finalists.

Kid writes letter to top cop

Disturbing trend among RWAs

The one-way rule is being constantly violated at Rockview junction at the end of 27th Main Road in Sector 2. Six-year-old Yashvi and a resident of HSR Layout has written an open letter to the Police Commissioner to fix the problem.

We have noticed one disturbing trend among resident welfare associations (RWA). Whoever owns a site becomes a member of the association. Which is fine. But imagine that person owning a site in every other sector of HSR and also contesting for RWA elections in every sector? They could be part of core committees or even office bearers in multiple sectors. This should not happen. We would urge all the Sector RWAs to adopt a resolution to ensure that this does not happen. The members can only contest if they are residents of that area. Just owning a site will not do to contest for elections. When there is no sense of belongingness, the larger public good is sacrificed at the altar of their greed for positions. "This is true. I fully endorse this view," says RS Murthy, founder and past president of Sector 2 RWA. Dr SB Kittur of Sector 3 RWA agrees. "Site owners should not be eligible to become RWA members. Residents who are having their own houses in HSR should be eligible to become RWA members. All sector RWAs should adopt this rule."

SLS Springs is water-sufficient Stumped by the abbreviation, RWH? Well, Rain Water Harvesting has reaped rich dividends for SLS Springs, the apartment complex in Somasundrapalya. Says resident Varughese Cherian: "We did RWH in 2015. No tankers for us since we implemented it, except on occasions like motor break downs. Any one planning to invest in RWH is welcome to visit SLS Springs. We will be happy to share our experience." With summer staring in our face, those who have done RWH will benefit from it. The others will have to rely on tankers.

Pigs continue to roam the streets Despite hiring contractors for the purpose, the BBMP is inept at catching pigs. The menace continues unabated. Resident Sridhar Ramu says, "Pigs are a common sight at all places... this is alarming and it is frustrating to see that no tangible action has been taken."

Residents donate clothes

Workshops on student safety

Several residents of Somasundrapalya and HSR Layout donated items to the Goonj warehouse at Kudlu gate recently. Says Lalithamba BV: "Goonj is really doing a great job of creating resources with materials we have given. Their godown collects items, segregates and then creates a family pack for rural people to use. The rural pack consists of two pairs of pants, sarees, kids clothes and so on. They also give stationary and books to children. They are generally short of sarees which they end up buying. So they ran a campaign called 'Saree for Dignity' to receive and distribute more sarees to rural women." If you would like to join more such campaigns by Goonj and do your bit, visit: goonj.org.

The Bangalore Political Action Committee (B.PAC) is conducting BSafe, a Safe School Program in HSR Layout schools, both government and aided. If you want to volunteer for it, you can contact Lalithamba BV (94480-63776). The objective of the program is to conduct free workshops for parents and teachers about the child safety act and its implementation in schools in addition to organising workshops for children about safety in government and aided schools. The target is to reach out to at least 6000 kids over time. "All the parent, teacher and children workshops will be different," says Lalithamba. "All you would need is to meet us to understand both the programs and meet a few school principals to spread the word and help us reach out to more stakeholders and children. You will get a certificate for your volunteer-ship."

Water crisis is real Resident KK Puravoor was shocked to see the programme 'India's Water Crisis' on National Geographic Channel and urges the residents to adopt all water harvesting and water saving tips required to prevent an apocalyptic future. "The documentary discusses the problem of water crisis in the country... its origin, severity, and the effects of polluted water and a few solutions," says KK. "It states that by 2025, India will face a major water crisis, with ground water depleting in all the major cities and at a time when even money can't buy tanker water. This will be the single biggest problem to paralyse the nation after seven years. I would recommend everyone to watch it and spread the awareness of water crisis."

Residents Watch impact

Illegal eateries shutdown by BBMP after a story in this magazine By QAMAR HJ Operating any food outlet with the kitchen in the basement is against the order of the Karnataka High Court. When Residents Watch brought this to the notice of its readers and the authorities in the previous months, action followed. Thanks to proactive health inspector Vinod G, the Raghavendra Coffee House on 24th Main was shut down and Bansuri Sweets on 27th Main is to close by the end of March. Similarly, the upcoming Zoya Food Court on 27th Main that was highlighted by Residents Watch in our March issue was also issued a notice to prevent their launch in the basement. They have since moved to a new location. All of this was possible, thanks to a proactive Residents Watch keeping a tab on all the retail happenings in HSR Layout. The active Telegram group brought this to the notice of other residents and government officials. This was followed by the publishing of the rampant violation of the law in the monthly neighbourhood magazine. Says Vinod: "It is a violation and the BBMP hadn't given any permission to run such an establishment in the basement. The eatery owners said they would go to court against this shutdown, and we told them to go ahead." Little do the businessmen realise that they are in violation of the highest court of the land. Let this story serve as a forewarning to all those businessmen planning to start any eatery in the basement. Similarly, you cannot open any commercial store in a basement if it’s earmarked for parking. Even that will be shutdown. KCDC success story

Garbage processing brought down from 150 to 80 tonnes per day By SINDHU PR The stench-causing and ground water contaminating Karnataka Compost Development Corporation (KCDC) run by the BBMP has halted processing waste from areas other than Bommanahalli. That is, if an order by the BBMP Joint Commissioner is being followed by the KCDC officials. This is a major breakthrough for the residents of HSR Layout and its extension areas of Mangammanapalya, Somasundrapalya, Kudlu, Hosapalya and Singasandra as the stench is all around. People have been suffering from throat infections and stench-filled homes for over four years now. The first citizen-led protest against KCDC was in October 2015 when Residents Watch teamed up with the Kudlu Hosapalya Haralukunte Somasundrapalya, Parangipalya (KHHSP) RWA. More than 1000 residents signed a written petition that proclaimed 'Shutdown or behave KCDC'. And more than 3000 people turned up at the three-hour protest that was unlike any protest that HSR had ever witnessed. There was a stage where residents came and gave vent to their problems: teachers, students, doctors, politicians and government officials. Before the protest, the mayor had visited the place and promised to take up the processing capacity from the existing 500 tonnes per day to 1000. After the protest, it was eventually brought down to 150 tonnes. And from last month, it was further brought down to 80 tonnes per day. However, the story is far from over. The refuse-derived waste (RDF) mountain is yet to be removed from the premises. The stench is still bad, particularly when it rains, depending on the wind direction. And since the shutters have not been completely installed to contain 16

the stench, the RDF has been moved outside, increasing the debris on site. The state government has orally promised to shift the facility once the waste to energy plants are operational, but even those are not being allowed by the local population because they are not a clean alternative either. When asked about the future of KCDC, there was no response from Sarfaraz Khan, Joint Commissioner (Health). Says resident S Sankar: "Everyone wants to keep the KCDC issue alive till the elections to score brownie points." The best way forward is to get every ward to process its wet, kitchen waste. And residents can buy composters and do it themselves. Only the dry waste will be picked up from people's homes and recycled by companies like ITC as it is happening today.

Pinpoint faults, prevent cyber attacks

Bescom's HSR centre does all of this and more By NIRMALA G Last month, Bescom's HSR centre has begun testing a few 11KV feeders that will precisely determine the location of a power failure. Earlier, it was completely manual, took many man-hours and was labour-intensive. But now, this would be detected within no time, thanks to Karnataka's first centre for distribution automation system (DAS). Once completely operational after this pilot run, around 120 feeders would be connected, benefitting over five lakh Bescom users. Funded by Japan International Cooperation Agency (Jica) and designed by Efacec, a Portuguese firm, DAS uses real-time parameters covering the feeder lines, distribution centres, directional pathways and supply centres. With every system under one roof, it is now easy to pinpoint the area where the power supply is interrupted, so the personnel can go directly to the problem spot and fix it. That's not all. The HSR centre will also prevent any cyber attacks on the smart power grid of Bangalore. All the servers are operating out of HSR and so is a dedicated cyber security wing filled with trained personnel. Earlier, the servers were physically located at the State Data Centre in the city centre and Infosys was handling the operations in Electronics city. But now, with everything under one roof at its DASS centre in HSR Layout, the data and management is far more safer and secure, according to Bescom officials. Bescom has a paperless office with digital signatures, dedicated user accounts and passwords. Take that to

mean, no one can hack into the system. And even if someone tries to, the hawk-eyed personnel stationed round the clock will thwart such threats in no time. The cyber security will be handled by three separate wings—Information and Communication Technology, Smart Grid and Information Security and Planning wing. All of this is to ensure that no hacker takes control of the network. This apart, Bescom has the majority of its Restructured Accelerated Power Development and Reforms Programme (R-APDRP) online. Be it the website, billing, financial transactions, collection of resources, estimates and GIA, 17 different modules are routed through servers and websites. Any person can hack, log in and play havoc with the system. However, with this centre, Bescom completely owns its entire infrastructure and therefore, it is now more capable than ever before to safeguard its big data centre.

Victory for community journalism How Residents Watch was recognised for being the voice of the people

Residents Watch is in esteemed company. Last month, the Namma Bengaluru Foundation (NDF) nominated its editor Zahid H Javali for the 'Media Person of the Year' award for 2018. He was one among the eight finalists chosen from thousands of nominations across Bangalore. Though he didn't win the title, NBF CEO Sridhar Pabbisetty said 'Every nominee is a winner' and we tend to agree. Zahid was shortlisted from among thousands of entries that NBF received from all over the city. Ernst & Young monitored and whetted the nominations to arrive at 200 entries. A jury of over two dozen accomplished individuals poured over the nominations and picked 41 finalists, Zahid being one of them. In the 'Media' category, he was one among eight. The nomination should hopefully shed light on why it's important for grassroots community journalism to thrive. If every journalist adopts their neighbourhood and remains apolitical and non-partisan in delivering news and views, much can be achieved. As the HSR Layout edition of Residents Watch has shown. Since HSR has a large part of floating population, many of our milestones go unnoticed. Therefore, without further ado, here go some of the success stories we have been part of through our proactive role in bettering HSR. A SOCIAL MEDIA GROUP LIKE NO OTHER After two years of reporting on HSR, we set up the Residents Watch Whatsapp Group involving government officials, local politicians, civic activists and members of resident welfare associations. A year later, we included the entire Bangalore media, so they could report on certain issues citywide and


pressure the government officials and netas alike. This group was unique to HSR. There is no other monthly neighbourhood glossy magazine in Bangalore or perhaps India. And there is no neighbourhood-specific social media platform that involves the Bangalore media. There are sector-wise or block-wise associations but this is a group that unites not only the seven sector associations but also the many apartment associations in HSR Layout. Today, we have moved on to Telegram because it's much easier to manage and can accommodate 10,000 members unlike Whatsapp's limit of 256.

Scrap CDP 2031: HSR Federation Offers many more suggestions to protect neighbourhood

The new masterplan proposal will enhance the cost of living and further burden the law-abiding citizens, says the Federation of HSR Layout Residents Welfare Association. In a damning four-page letter to the authorities, it says, "The minimum floor area ratio (FAR) is reduced from 1.75 to 1.5 and the maximum from 3.25 to 2. As the metro train connectivity is now a reality, you have to consider a higher FAR not just around the metro station as this will help law-abiding citizens for bye-law compliance, just like the European cities where the FAR is 3-4. Smaller plots should also be entitled for TDR (Transfer of Development Rights)." The masterplan flies in the face of existing reality where FAR is already 3-4 and the civic agencies are doing nothing to stop such illegal buildings. "What is the point of keeping FAR low when there is no serious effort in enforcing the same?" asks federation secretary HE Chandrashekar. A lower FAR also forces the people to move out of the city, eating into green fields and causing deforestation. "Cities need to grow vertically as it offsets land shortage and makes mass public transport more viable," says the federation letter signed by its chairman BNR Reddy and secretary HE Chandrashekar. The Issue of Road Widths The federation picks holes in the masterplan proposal where the road width cut off is 9.5 and 12.5 metres when most common road widths are 9 and 12 metres. "This seems to deny a certain privilege for a 9 and 12 metres road and that is unacceptable," says Chandrashekar. "Sometime back, there was such an interim by the BBMP commissioner but it was struck down by the high court. Now a similar criteria is making its way into the masterplan. Avoid such obstacles and instead use


9 and 12 metre roads as the cut off criteria to benefit commoners." Road bye-laws Some of the suggestions given by the federation in their letter to the authorities are as follows: * Clear and demarcated footpaths and curb stones are a must with a minimum footpath width of 10% of the road width on each side with a minimum of 1.5 metres on either side. * Proper storm water drains along with utility ducts on either side to avoid road cutting and digging going on forever. * Dedicated bicycle lanes can be mandated on roads wider than 80 ft and above. * The order of priority on road should be pedestrian, cyclist, public transport and private transport. This is in line with what is being followed in European and other developed countries. Minimum setbacks for all buildings of all types Don't just promote owners of large land parcels, urges the federation. "Modify the plot area requirement as upto 50 Sqm, above 50-100 sqm, above 100-200 sqm, above 200-300 sqm and so on," it says. Apartment construction criteria Any road above 12.5 metres can have an apartment, according to the proposed legislation. "This renders most small and medium-sized land parcels unusable as most roads are 9 and 21 metres," says the Federation. "It supports the interests of only large developers with large land parcels which normally has access through wider roads and increases the cost of ownership. Instead, allow apartments on road widths that are 9 metres and above." But this would lead to congesting narrow residential lanes and not something that the residents themselves would advocate. There will be more parking issues and more vehicles on roads that will damage the roads. Not to mention, more consumption of electricity and water. Transfer of Development Rights The masterplan is a raw deal for small plot owners, says the Federation. "TDR cannot be loaded for smaller plots which make the cost of ownership higher due to stiff land prices," says

Chandrashekar in his letter. "Please allow TDR usage even for smaller plots as stated in RMP 2015 that is mainly based on road width." Commercial activity in residential areas Don't allow any commercial activity on roads less than 15 metres width, says the Federation. "The proposed commercialisation in the RMP 2031 is totally unscientific because it's a threat to peace and tranquillity of the neighbourhood, creates parking and traffic congestion, compromises on safety and security as it invites strangers to the vicinity and is not feasible due to inadequate water and sewage system." Buffer zones in HSR Layout HSR Layout was formed in 1982-83 by the BDA and the layout is fully developed with only 20% sites lying vacant. Though many buildings violated the existing RMP 2015, the authorities turned a blind eye. The residents of Sector 3, 6 and 7 bore the brunt of it when it rained heavily last year and flooded the low-lying areas. Keeping these in mind, the Federation has suggested that the buffer zone earmarked in the proposed CDP 2031 be exempted for all the layouts formed before 1.1.2017. "In this context, individual RWAs of all sectors, and many individuals have filed an objection letter, which are enclosed with our letter," says Chandrashekar. Retain sports ground The Federation has requested the BBMP to retain CA site No 3 abutting 18th Main in Sector 3 that is allotted to the Department of Youth Empowerment & Sports that intends to turn it into a sports stadium (see picture on Page 26). "It's marked as yellow zone (residential purpose) in CDP 2031, which is unwarranted," says the Federation. To Sum Up The Federation has asked the government to retain and implement CDP 2015 to avoid the flooding issue of HSR and drop the CDP 2031 plan completely to avoid any problem for residents in built-up areas, including the fear of losing their properties. IT HAPPENED TO ME

'I'm injured because of BBMP apathy' The civic body has taken the lid off the closed drains in HSR Layout and I fell into one of them By SANTOSH SRINIVAS By OUR FEATURE WRITER

It was the night of February 20, 2018. When I was returning home, I remembered that I had to buy some groceries on the way back. Just then, I happened to see the new My Fresh Basket store on 19th Main. As it was well past 10pm and the store was about to close, I parked my car and casually walked towards the store. What happened next could blow your mind. All I remember was falling into the darkness for a brief moment. When I did manage to get up, I realised I had fallen into an open drain which did not exist earlier. Quickly, the store personnel gathered around and were frantically

trying to pull me out. I realised that my right ribs were hurting and there was an acute pain on my right foot, which I initially suspected to be just an ankle sprain. Once I reached home, I realised there was a swelling in my ankle and I decided to get it checked the first thing next morning. After an x-ray and CT scan, it was determined to be a communion fracture which required surgery to fix it. The bone was fragmented and there was a ligament tear. I continue to be under treatment and cannot walk unassisted and I am right now under medical leave. I am sure BBMP is going about their way to cleanse the drains of debris, but there should be a method to this madness. They should take enough precautionary measures to ensure there are physical barricades or some sort of visible indicators that there's an open drain and people need to watch out. If such a method was adopted, this accident would not have happened. Not only was the physical injury excruciating, but also a mental strain on me and my family. I hope BBMP learns its lessons and barricades all the open drains to prevent future mishaps like mine. RESIDENTSWATCH.IN

How a specialist saved my bleeding mouth When your regular doctor fails you, it's time for a second opinion By ZAHID H JAVALI For over two years, I was suffering from bleeding gums all around my mouth. My regular dentist in HSR Layout of over six years insisted that it could be because of heredity or some gastric issue. But that shouldn't be because my parents don't have that problem and neither did I have an issue with my stomach. The issue reached a flash point when the dentist (with a basic bachelor's degree) suggested that a healthy tooth that was partially broken had to undergo root canal to prevent the painful gum problem I was experiencing on one side of the mouth. But despite the surgery, when he fixed the crown, the problem remained. Neither was the measurement of the tooth accurate and nor had the gum pain subsided. After a few days and much thought, I remembered a dentist friend of mine, an old advertiser of Residents Watch, who had moved out a few years ago. He suggested that I consult a gum specialist (periodontist) for my problem. The moment I met her a week later with my mouth xray, she found bone loss all around and did a deep cleaning, even under the gums by applying a local anaesthetic gel. It took about half an hour, but ever since, I have had no bleeding. The moral of the story? When your current doctor doesn't fix your problem or tries to blame something other than his own discipline of medicine, it's time to wake up and go for a second opinion. And again, it's important to go to a specialist who is much better at solving these issues. It took me two years and several drops of blood to realise this crucial fact. family doctor has a basic degree, it's time you went to a specialist and put an end to a chronic health issue. Even if it means stepping out of HSR Layout and going to the remotest corner of Bangalore to get yourself examined. There's more. Not only did this specialist diagnose my prevailing issue, she was also able to prevent future pain. One look at the X-ray, and she asked me to get both my top and bottom wisdom tooth removed because they were touching my neighbouring molar. She also found that one root canal done more than 15 years ago was partially done - only halfway through the canal when it should have been touching the bottom. So she directed me to a specialist in the same clinic who was good at this. Once all of these were done, she found that my gums had healed very well and there was no need for any flap surgery or bone grafting. Instead, she just did a laser surgery with just an anaesthetic gel for four of my bottom teeth, just to be on the safer side. And finally, the moment of reckoning. The troublesome tooth that had refused the crown earlier accepted it without fuss and there was no pain in the gums thereafter. It was a happy ending to a bloody story.
