16th Species: These guys are completely political. If they hear anyone say anything about their party or party worker, they defend or deride the opposition. When that doesn't work, they just vanish without prior notice. 17th Species: This kind does not like to be criticised. They will just quit the group and go away. Such closed minds are dangerous to society. 18th Species: Only when it is right up their alley will they be more vocal about the issue at hand. Otherwise, don't expect any response from them.

20th Species: These are observers. They neither like the spotlight nor are they opinionated about anything in general. They just like to know the trending news, so they are abreast of the latest laws governing their neighbourhood.

21st Species: This is totally aligned with its linguistic group and tries to push for its culture or cult group whenever and wherever they can. For example, getting its group of members to come with placards that identify their ethnic group, at a protest venue. Such narrow-minded people can never be called Indians. 22nd Species: These guys like to do things on their own. They don't like to delegate because they know that no one can match the commitment and selflessness they exude. Such people end up becoming foot soldiers for others who love to use them for their selfish ends.

Acid test for MLA Satish Reddy May 15 will decide the fate of Bommanahalli MLA Satish Reddy. HSR Layout comes under his jurisdiction. One cab driver said, "He was great in his first term but lagged way behind in his second." He also scored just 40 marks in the Bangalore Political Action Committee's (B.PAC) MLA ratings. Will he score a hat trick and win a third time or will someone better than him take over? It's all very easy to say, 'get out there and vote'. But when most people are outsiders who don't

care about the locality or the city they live in, what will prompt them to vote. They are here just for 1-3 years and in many cases, their voter IDs authorise them to cast their franchise in their native place. Another scenario is that most voters have no clue who their MLA or corporator is. In such circumstances, voter education is key. But who can conduct an impartial probe on every candidate and lay out everything that the voter should know about every candidate? The Election Commission? Until the voters are not swerved by caste, creed and party, the best candidates can win. But will the people get this in their head? The penny is yet to drop. Our advice: Vote on merit, not based on caste and party. The right candidate, even if it's just one person, can make a difference!

Roads: Residents Watch impact

Trees cut yet again

After our magazine highlighted some of the pitiable roads in Residents Watch, there has been some action by the BBMP. A good stretch of 23rd Cross off 14th Main has been completely re-tarred. Every other time, they would just patch up the pothole and move on. However, the quality of the work where potholes once existed is still suspect. Residents are not sure if the road will hold for long. Similarly, we had written about a bad spot of 22nd Cross. That has been fixed too, but it's patchwork at best. One big rain and it will be worse. Meanwhile, the other roads we had highlighted are yet to be done. And they include: 17th A Main, 23rd A Cross; 18th Cross, 14th Main; 22nd Cross, 17th Main; 26th Cross, 19th Main, 17th B Main, 25th Cross; 17th C Main and 23rd B Cross. Will the BBMP officials fix these bad roads immediately please?

Just when the tree cutting near the twin park in Sector 3 was still fresh in our minds, we hear news that yet another fully grown tree has been cut on 22nd Cross opposite HSR Club in Sector 3. The twin park work was supposed to be the handiwork of Bescom. Who is behind this one? No one knows. "All that the shopkeeper overlooking the tree said was that the tree was very much there when he shut shop at 9.30pm," says Anil. Clearly, this was an overnight activity to stay away from vigilant residents. It's time to check the CCTV footage from shops across the road and nail the culprits.

Abandoned cars galore

This has become a perennial problem in HSR Layout. Just because the 18th C main, 22nd Cross roads are wider, garage owners and even thieves make it a convenient place to park 377/A ,17th main their vehicles for days and months together. But HSR cops reveal an interesting twist to the tale. Apparently, most of the abandoned two wheelers and cars that the residents report to the cops happen to be belonging to the residents themselves. "They happen to be PG students or young working professionals who would have parked their vehicle to go on a vacation or to their native place," said one police constable. "Rarely have we found vehicles that were stolen.�

HSR resident BV Lalithamba is behind every other social initiative in HSR Layout such as the recent one involving the donation of stationery items to poor school students. For her commendable service in the last several years, she was felicitated by union defence minister Nirmala Sitharaman last month.

Playground put to good use

The other day, resident RS Murthy, former president, Sector 2 Residents Welfare Association, was pleased to watch the BBMP playground on 19th Main-17th Cross junction being put to good use. "This is the correct usage of the ground. Look at the number of people using it," he said, happy that it is not being used for cultural and religious functions like before.

A group of civic activists and members of residents welfare associations have teamed up to form Citizens for Bengaluru (CfB). The CfB volunteers went to the BBMP council last month to hand over the citizens' manifesto and interact with several corporators. "The manifesto was received positively by most of them, some were highly appreciative of our work and assured that our inputs are critical to them and will be considered for the party manifesto," says Srinivas Alavilli of CfB. "One of the corporators wasn’t too happy that we stopped the steel flyover and refused to accept our manifesto." Another not so happy corporator said, “We have our own manifesto, why do we need yours?” One of the female corporators appreciated the demand to “stop MLA interference” and said that is one of the biggest issues they are facing. "We believe in grassroots democracy and feel that Corporators must play a major role in shaping the agenda for the city and hence this political outreach is very important," says Alavilli. "Let’s get our political class to pay attention to citizens’ demands and be aware that our vote will depend on their response." That's not all. On May 5th, a public meet is being held at Town Hall to send a strong message that "voters will make this election about the issues faced by Bengaluru and the agenda for Bengaluru, not petty politics." Added Alavilli: "The basic concept of the event is a mock poll where voters will exercise their right to vote. We expect to see long lines waiting to cast their ballot and this is our primary work to mobilise thousands to come there." The group is also enlisting celebrities to help create awareness. The idea is to bring many different civic organisa-


tions on a common platform and hold this as a citizen event by all. Join their Facebook Page If you believe a citizens’ movement like CfB is worth contributing to and more and more people should become part of something like this, join the 'Citizens for Bengaluru' Facebook group. CfB volunteers discovered over the last 18 months (since #SteelFlyoverBeda) that they can make a dent in governance by showing up in large numbers. "Whether at the human chain or rail yatra or at BBMP council or party office, numbers matter," says Alavilli. "We need numbers going into the last few weeks before the election, so citizens’ voice can become the front and centre of this election, not the usual divisive agendas and unproductive discussions that make no difference to our city and state."

Basement shop catches fire

BBMP yet to enforce plan sanction rules; shops in parking spots By ZAHID H JAVALI Recently, the basement of the building housing Blackberry on 27th Main Road in Sector 2 caught fire. The shop Paatra Bhandar escaped from getting gutted as nearby shopkeepers teamed up to extinguish the fire. But not until two fire tenders arrived did the situation spring back to normal. It was an excruciating three hours and yet the lesson is yet to be learned. Overnight, the building owner painted the basement, so any newcomer doesn't know what had happened. And neither is the BBMP bothered about it. When asked about the fire incident, BBMP assistant executive engineer Ananth Raju said he wasn't aware of it. When pressed on why basement shops are being allowed, he said, "We are not allowing any new shops in the basement in any sanction plan." The truth is that many building owners have rented out the basements to commercial shops when they are meant to be for parking. "When I asked the landlord why he has still not learnt a lesson from the fire mishap in the Blackberry building, the landlord said that renting the basement works out for him," said one shopkeeper. "If there is so much greed at the expense of human life and valuables, it's up to the BBMP alone to take action." Any new building coming up in HSR Layout should have all the setbacks and parking space. A time will soon come where such buildings will find no tenants because they lack basic fire safety and parking facilities. It's just simple common sense. "Landlords have become so greedy that they are allowing for shops even near staircases," said another shopkeeper. "There's just no breathing area in case of a fire mishap." 16

In the Paatra Bhandar fire mishap case, the shopkeeper had kept cardboard boxes underneath the main switch. The small fire due to a possible short circuit spread quickly because these boxes caught fire. Only the timely intervention of the fire brigade saved the fire from getting worse. According to eyewitnesses, the fire was near the generator. If the generator had caught fire, there could have been a major blast. No trade licence is being issued to basement shops and yet they are openly flouting the rules. We urge AEE Ananth Raju and Joint Commissioner (Bommanahalli) Veerabhadraswamy to put an end to these basement shops across HSR Layout. Only deterrence will make the landlords learn their lessons and comply with the rules.

27th Main sewage overflows BWSSB takes action; but problem is still not fully resolved By QAMAR HJ Shoppers and shopkeepers are turning up their noses whenever they frequent any of the shops and restaurants on 27th Main Road. Particularly near Juice Junction and Tomatina. Earlier, it used to be near the HSR police station. But now, the action of sewage overflow has shifted down the road towards Multiplex supermarket. This is not a story of today but a recurring tale for the last 18 months. "This is a regular affair," says J Gangatharan who runs a library on 27th Main. "The sewage overflow on the road began more than 1.5 years ago. We don't know the reason." Some residents believe that the cause could be restaurants like Juice Junction, Tomatina and Hyderabad Biryani. "Their workers might be dumping waste into the drains that clog the flow," said one shopkeeper not wishing to be named. "The root cause are the other residents and restaurateurs. When the waste material is removed, it's all food waste. Ours is a high point area. Nothing can settle here unless someone is dumping waste right in this area. The sewage cleaning by the authorities is patchwork. It's clean today and unclean again tomorrow." The irony of this is that the restaurants are as much affected by their own alleged involvement. "Who wants to eat food when we have to get across the sewage flowing all over the road?" complained one resident. "Just the sewage smell keeps me away from this stretch of the road."

Sayabanna, the proactive assistant engineer of BWSSB said that he's surprised that the issue is still not resolved. "We had flushed out the liquid particles only two days ago," he said. "There was a major blockage near the police station." About the frequent recurrence of the problem, he said, "Workers dump waste during night time and it's hard to monitor at around that time. But we will clear the mess, not to worry." Gangatharan is still not convinced by his assurances. "The authorities keep cleaning every month or so, but it's a recurring problem. Why is it being fixed every month? Those responsible must be fined and the problem should be resolved once and for all."

The revival of the 98-acre Agara Lake is almost complete. Barring some landscaping and fencing work, the lake is fully revived at a cost of Rs 16.1 crore. Take that to mean, no sewage is going to enter the lake and pollute the water. All the waste from the storm water drains that enter the lake will be purified through a four-stage decontamination process. In addition, if it rains heavily and there is a sewage overflow from the drains, the gate will remain shut, to avoid its intake. The lake’s pending work is supposed to end within a month and the contractor is to maintain it till the end of this year. After that, the Karnataka Lake Conservation and Development Authority has to decide on the next course of action. "90% of the work is complete," says B Suresh, the secretary of Agara Lake Protection & Management Society. "It was supposed to be over by March this year. All the spillover works are getting done now." But there are newer challenges. The government has ordered the shutdown of KLCDA and all lakes will now be looked after by the Minor Irrigations Department. "A formal tender was to be called towards the lake maintenance, but now since the Lake Development Authority is no more in existence, we don't know what will happen. This is our biggest worry." For now, the LDA has asked the society to maintain the lake, but the monthly costs of Rs 5-6 lakh are high and not feasible. "We have found a couple of NGOs who might take it up, but they are not in a position to sign any agreement until the elections happen and there is clarity on the subject." In addition, the past has come to haunt Agara Lake. Way back in May 2007, Agara Lake was handed over to a private


company for a 15-year-lease in a public-private partnership. The residents went to court in 2008 with the help of Environment Support Group's Public Interest Litigation and got the agreement quashed in 2009. This led to the handing over of the lake back to the Lake Development Authority. But the private party went to court saying they got the contract first and went in for an arbitration. Last year, the government lost the case. So the lake now needs to be handed back to the private company for its upkeep and maintenance for the next 15 years. "Now, the LDA wa trying to get a stay in High Court, but it was shutdown before that," says Suresh. "We will fight it tooth and nail and we may even file a PIL after gathering all the records and consulting the legal experts." For the next six months, the lake's maintenance will not be a problem. And by then, a new government will be sworn in and there will be more clarity on how and when the Minor Irrigation Department will take over the lakes. Until then, we have to thank the core team of the Agara Lake Protection Society for doing their bit in getting the lake to this stage:

By 2020 March, a sewage treatment plant that can process 45 million litres per day will be ready. "The lake will have to depend on rain water for this and the next year," says Suresh. "Once the STP is ready, we will get treated water for the lake." Unlike some residents expressing their misgivings about the plant, Suresh says this is a more advanced secondary treatment plant where sludge formation will be a lot less. "Even now, there is smell in the lake at the flyover and Sarjapur Road junctions. But after the STP happens, the smell will be a bit less than now. The Rs 70 crore plant will be on a ten-year maintenance plan." BWSSB's long-pending separate sewage pipeline is almost ready and that is good news for the lake too. "They will divert the sewage to the underground pipeline. By this, 70-80% of sewage in stormwater drains will get diverted to the pipeline," says Suresh.

Watch out for your head What’s the cost of not wearing an ISI helmet? By SATHYA SANKARAN The Indian Motor Vehicles Act makes it compulsory to wear a Bureau of Indian Standards (BIS) helmet when riding a two wheeler. It has been proven that wearing a standard helmet can reduce the risk of fatality by 40% and severe injury by 70%. Yet 70–80% of the helmets sold in the country are spurious. Recently, the Bangalore traffic police launched a drive and aborted it because BIS informed the cops that the conformance of helmets to Indian standards cannot be assessed through a visual examination. This raises many questions. The ISI mark on the helmet should clearly state the conformance to IS:4151 which is a comprehensive test to verify the strength and safety of the helmet followed by a CM/L license number below the mark issued to the production unit. While the license number needs a look up, there is no reason to believe that the IS number cannot be a proof of safety of the helmet by visual inspection. Unless, the mark is a fake. Currently anyone can make an ISI sticker as it is not tamperproof. Why is the safety of a private good like a helmet important to be chased like this and ISI made mandatory? If someone chooses to buy an inferior helmet, knowing fully well his chances of dying are 60% higher, isn’t it his choice? In 2016, 35% of the 1.42 lakh accidents, in India, were two-wheeler deaths. 68% of the deaths were of the 18–45 age group. This age group leaves behind dependents, some of whom end up on state support, apart from a loss of productive labour force. Lets look at the opportunity costs. 30% of the organised market, across India, is worth Rs 600 Crore. At same levels, the rest 70% of the spurious market is a loss of Rs 20

1400 crore. 33,796 deaths, in the 18–45 age group, annually at a per capita GDP or $1990 cause a loss of Rs 437 crore in GDP annually for the country. The cost of supporting four dependents each with education and health at Rs 4636 annually per capita works out to an additional Rs 15.6 crore to Karnataka alone. Does the social cost of not wearing ISI helmets justify the cost of making tamper-proof helmets? How do we incentivise the change at the margins? Manufacturers need to move to a machine readable ISI stamping. For consumers, ISI branded helmets need to carry better insurance premiums. All India, only 7% of drivers wear helmets. Multi-level parking over graveyards, anyone? One resident suggests, another recommends an easier way By SAFIYA SAYEED Resident and shop owner Rajesh Kumar says the graveyard in the military campus on 27th Main Road can be used for multi-level parking. But sentiment is what has prevented the authorities from making that happen for all these decades. Which is why one civic activist suggested that the 13th Cross Road adjoining the CPWD Quarters could be used for parking cars instead. In addition, all basement shops should be removed and parking needs to be allowed instead. That should decongest much of the road, says Jayaram Reddy, President, Sector 1 Residents Welfare Association. "There could be boards asking people to park on 13th Cross," says Reddy (see picture inset above). "Barring white marking, there is no other expense involved for this." Another shop owner J Gangatharan says, "It won't make a difference; the centre of activity will move over there, but the overall situation will not improve. What is really required is self discipline by the residents who indulge in double parking and hate to walk even a small distance. And then, there is the lack of enforcement by the authorities." Store owner Suraj Lulla buys into the graveyard idea. "It's a brilliant idea to control the current situation," he says, but adds, "I feel parking should have been taken care of by the commercial building owners at the time of construction. Basements of commercial buildings can become designated parking spaces. We can have one side of the road for cars and the other side for two wheelers. We could even apply the odd-even rule (parking on one side of the road on odd days and the other side on even

days). We should have a parking vendor who ensures proper parking regulations are being followed." BBMP engineer Ananth Raju says the parking idea is possible only if the BBMP Council of corporators approve the idea: "But graveyards is a sentiment thing. No one wants pillars to be sunk in graveyards as they feel it disturbs the dead." Agrees Jayaram Reddy: "Don't touch graveyards; the people will not like it. Instead, all basement floor shops should be removed as that space is meant for parking. Let shop owners and their staff park their vehicles inside. They are the ones clogging the roads and inconveniencing their own customers in addition to people living in smaller bylanes. We have requested the MLA and have also given a letter in writing on these unlawful shops. It's time the BBMP took action on it." The CWPD idea of Reddy is also doable. "Towards the north of the CPWD Quarters, on the 13th Cross, you can park around 50 cars if a white line by traffic department clearly demarcates it for parking purpose," he says. "This way, people will avoid parking on smaller roads and inconveniencing the residents." RESIDENTSWATCH.IN

Fire safety tips for Piped Natural Gas customers in HSR Layout

By SAVITHA SAMPATH Piped Natural Gas (PNG) is available as an alternative to Liquid Petroleum Gas in many cities across India. PNG is preferred by many as it is cost-effective when compared to LPG. Gas Authority of India Limited (GAIL) has started work in HSR Layout on supplying PNG to industrial and a few residential areas and people have been asked to apply for it if they want the connection. Some residents have been getting it for many months now and many other residents are waiting for their connection for over a year now. Piped natural gas, though not risky as compared to LPG, is also flammable. So, it becomes necessary for all of us in HSR Layout to be aware of the hazards that are related to PNG. Piped Natural Gas is methane. It is much lighter when compared to LPG. PNG is also flammable. Since it is also lighter than air and has a high dispersion rate than LPG, it is not as hazardous as LPG in case of a leakage.

Fire Safety precautions while using PNG The precautions that need to be observed are almost similar to that of LPG. Here are the points that you should keep in mind while using piped natural gas. Ventilation: Before using PNG, make sure the room has enough ventilation. Open the doors and windows, so that in case of any leakage, the gas would disperse quickly. Leakage: A distinctive odour is added to the gas for easy identification. Also, if there is a hissing sound near a pipeline, it may indicate leaking natural gas. If there is a leakage, close the valve that supplies gas to your stove and seek the help of your gas supplier. Do not light a match or a lighter or any naked flame. Do not move an


electrical appliance or turn off or turn on an electrical appliance. If you are going away for a long time, close all the valves that supply gas. This prevents accumulation of gas in your house. Digging: Unlike LPG, PNG is supplied through underground gas lines that runs to your house. So, in case any digging work is taking place around your house, inform the gas company immediately. If you suspect any potential damage to the gas line, call the gas supplier immediately. Asphyxiation: Prolonged exposure to natural gas may lead to carbon mono-oxide poisoning and eventually death by asphyxiation. If there is a yellow, large and unsteady flame in your gas burner or if there is a pungent odour when you are using the gas, then there could be a presence of carbon monoxide. In such cases, contact your supplier immediately. It is also advisable to install carbon monoxide indicators in your kitchen. Maintenance: Maintenance plays a key role in preventing accidents due to leakage and exposure to carbon monoxide. Get your gas appliances checked regularly by a qualified technician from the gas company. If there is any damage or repair to the gas appliances, have this checked only by the qualified technician. Do not store or use any flammable products in the same room near the PNG. Such as LPG, paints, spray repellants, varnish, cleaning products, etc. This will prevent any accidental ignition. Never use PNG and

LPG in the same place. PNG gas, like any other inflammable materials, needs us to be cautious and aware. It can be a boon and also a bane if we are not aware and careful. Rooftop pub shutdown by residents

Residents prevent the booze joint from opening Botellon By QAMAR HJ By OUR FEATURE WRITER Last month, Botellon, a rooftop pub atop a building that has violated every building bylaw on 17th Cross-15th Main in Sector 4, was ordered to shutdown before it could open its doors. And the credit goes to the active residents of HSR Layout. They complained to MLA Satish Reddy, BBMP Joint Commissioner Veerabhadraswamy and DGP Fire Services MN Reddi. Not to mention, the Excise and Town Planning departments. Finally, the health department of BBMP ordered its shutdown and so did the fire services department -- it ordered the disconnection of electricity. "The building is not fully shut," says Vijayalakshmi, President, Sector 4 Residents Welfare Association. "But we are 100% sure that the pub will not come up." The residents protested to the higher-ups the moment they got wind of their intentions to start a pub. "They were still doing the interiors when we decided to take legal action before they started their operations. It's a high-rise building in a residential area that has not left any setbacks, among other violations." HSR Federation Chairman BNR Reddy pitched in too. "I spoke to Mr MN Reddi and asked the residents to take a formal letter to complain against the building itself for

bylaw violations," he said. Just across the road on 17th Cross is The Moghul's, a restaurant that had encroached on the footpath. After complaints from this magazine and the residents, the encroachment was demolished and the hotel has also shutdown to make way for The Egg

Factory (see pic above). "But now the management has changed and they have again encroached the footpath with a proper tiled roof and indoor seating," says Vijayalakshmi. "But we will not allow it." One down, one more to go. RESIDENTSWATCH.IN
