Street yoga, anyone? The International Day of Yoga fell on June 21. As a curtain raiser to raise awareness, there was a ‘street yoga’ demo at BDA complex on the evening of June 10. And three days after June 21, there were yoga day celebrations at BBMP Grounds where well-known yoga exponents, young and old, demonstrated the ancient fitness regime to the assembled multitudes. Many schools in and around HSR also had yoga sessions on June 21 to celebrate the day. Anything that will beef up the health of a person should be encouraged, publicised and talked about. Fitness expert Wanitha Ashok celebrated the day in HSR with various school children from the Samarthanam Trust For The Disabled and other NGOs. The yoga mat is calling, where are you?

Who will tame the nail mafia? Despite repeat complaints, the HSR cops have failed to either nab the miscreants spraying tiny nails on the BDA Complex flyover or light up the stretch at night and install CCTV cameras. Says resident Avinash Gowda: “Not a single streetlight is lit on either side of the Agara and BDA complex flyovers for many years now, and it is posing some serious threat to motorists as these unlit streetlights are not serving any purpose.” MLA Satish Reddy said he would install CCTVs in the Residents Watch social media group many months ago, but nothing has happened so far, like many of his previous hollow promises. Now that he has been re-elected for the third time, he has to thank the people by coming good on all his promises to the citizens. What’s worse now is that this nail mafia is targetting many roads inside HSR too. Lots of screws, nails and clips are seen these days in HSR Layout roads. Says resident Hemant K: “The one in the photo was picked up near Sai Baba temple road. The bikes and cars get punctured. We can arrange for a magnetic sweeping of roads once a week or so. Since HSR is a role model for waste management, magnetic sweeping can also be

pioneered here by the BBMP. These magnets should be fixed on the vehicles for better and faster results. The authorities can sell the nails that are collected and buy, donate or refill their fuel.” Fellow resident Prasad Y was not as hopeful: “Magnetic sweeping will not work because we have to depend on the government departments who have a backlog of old cases that are yet to be resolved. No hope of getting this new complaint resolved by them.”

Seed balls for a greener tomorrow The practice of seed balls is gaining momentum across the country and HSR Layout is no exception. There were many events in the past and there was one only last month at the Sector 2 park on 22nd Main. “We had a nice time in making seed bolls in the morning,” said resident Siddu Dhavalagi. “It's a great initiative. I thank the organisers (Say Trees, an HSR-based NGO) for their Go Green campaign. I love being part of making Bangalore green.” So what is the concept, you ask? N Raj has the answer: “Basically seeds are collected from nature, then added to enrich the soil by making them into balls that are later sun-dried and scattered in hillocks, water-scarce lands, open spaces and where man-made plantations are a bit cumbersome.” If you want to be part of future campaigns across HSR and outside, you can visit: www.saytrees.org.

Troublemakers everywhere

HSR resident Vidhya SN reports miscreants are breaking vehicle number plates. “There are trouble makers who are intentionally breaking and scratching the number plates of parked cars. Three cars were affected in Sector 2 recently. I had taken my car out and went back inside my house for a few minutes to pick up something when the incident occurred. It happened on private property and the cars were parked on the vacant land adjacent to my house.” Vaseem Akram felt that the problem could be someone else: “She should check with the kids around… they might be playing around the vehicles and causing the damage.” What we would suggest everyone is to install CCTVs at the front, back and side of your house. This will help you identify the thieves and miscreants engaged in the act. If they happen to be on police records, they could be caught as well.

Samartha Bharatha is conducting free tuitions for 50 needy students at Pragathi Plus on 24th Main in Sector 2. This is for poor students from class 1 to 12 between 4pm and 6pm. Since there is an increase in the number of students this year, the youth organisation requires a few volunteers who can help in managing and grooming the students to become better citizens of tomorrow. This is an excellent opportunity to give something back to society. If you are a teacher, a retired employee or a youngster wanting to do more fulfilling during your free time, you could offer your valuable time and expertise for the worthy cause of helping students from government schools. Garbage, garbage, everywhere

This is the scene opposite Nandini booth in Sector 7. At midnight, people dump mixed waste and scoot. Every time this happens, this waste worker has to manually sort it. “Segregation, plastic ban and illegal dumping - three laws violated at once. This is simply inhuman,” says resident and activist Smita Kulkarni. Adds Kasturi Rangan Srinivasan: “The site is also used as a public urinal, causing health issues to residents. I request the site owner to clear the site and build a compound wall to prevent the people from committing nuisance.” Veena Sonwalkar is unhappy with the open drains on 9th main. “They have also created an unbearable stench for residents as sewage is being let with it; it is being used as a toilet by

passersby. We wake up everyday to see men standing and using it as a urinal. People also throw trash into the drain. Not to mention, the mosquito nuisance because of it. However, both the BBMP and local corporator don’t seem to care.” The open drains, particularly the Rajakaluves (main storm water drains), cannot be closed because it would lead to flooding of HSR Layout. Which is why, the Supreme Court has laid down the rule of a buffer zone around Rajakaluves. However, it is the job of the BBMP to keep desilting and cleaning the drains to prevent any stench and mosquito menace. In addition, they have to catch people throwing garbage into the drain and fine them heavily. This is something even the residents can do by capturing the act on their smartphone cameras and complaining to the BBMP. However, the BBMP Sahaya mobile app is turning out to be quite a scam. Many residents are watching their complaints getting closed without any resolution. Something needs to be done, fast. RESIDENTSWATCH.IN July 2018 09

Organic farmers mela

Say ‘no’ to plastic

We are partial to Savayava Krishi Pariwara, the cooperative that keeps selling organic vegetables and fruits directly from farmers. We cannot vouch for their organic-ness (nobody can; not even the well-known brands), but we would rather help small farmers instead of big brands that may or may not be genuine. Savayava mela happens every month near Hanuman temple off 24th Main Road in Agara. It is an opportunity to buy organic products where all the sale amount goes to the farmers – there is no middleman. They claim that they are not using chemical pesticides and fertilisers. In addition, the buyers get to directly interact with the farmers who can give them more information on how they grow their food. Last month was their 26th monthly edition of organic Mela where a variety of mangoes made their appearance felt. The other items that are quite popular here are vegetables, millets and desi ghee, among others.

“When we have anything hot in plastic, a little bit of it mixes with the food and consumed. This is carcinogenic. Stop today! No coffee, tea or sambar in plastic. Use tupperware and similar containers to carry lunch, but don’t heat food in them.” This is what the environmentally-conscious will tell you. We would go even further than that and say avoid plastic for carrying or holding any kind of food, hot or cold. What if the plastic melts over time, whether it’s hot or cold? One never knows. Therefore, we would advise everyone to say ‘no’ to plastic containers, even if they are food grade quality. We can’t be sure of that. Buy your kids steel and copper tiffins instead.

Plastic in drains The next time you are stuck in traffic after a heavy downpour due to flooding, think twice. “Our overuse of plastic and throwing them around is the main cause,” says HSR resident Sunil Reddy. “This is the photo of the drain next to Bellandur flyover. I recently participated in a hackathon co-organised by the German development agency GIZ and the technology/startup news organisation YourStory. The theme of the hackathon (which they called a ‘techathon’) was ‘Social Good’. It was spread over five events — one each in Goa and Bangalore, two in Hyderabad, followed by a grand finale, also in Hyderabad. It was a competition where the top three teams from each location would qualify for the final. The theme for Bangalore, from where I participated, was Smart Cities and Connected Mobility. The topics suggested by the organisers included parking management, better mobility options and video analytics for traffic monitoring, among others. After a brief summary about what they were working on, each of us (about 50) was invited to present our idea and pitch it to others to see if they’d want to team up. By this time, I’d had a few weeks to think about this. My wife, knowing my love for all things urban, had suggested that we present something with the city in focus. I had an idea of turning every city street into a potential revenue generator for the municipal corporation by asking motorists to pay for parking. My rationale was that a large portion of the corporation’s budget goes into building and maintaining roads, and the city deserved a return on its investment. In addition, I’ve always felt that motorists make a misguided assumption that streets are theirs to use as and when they please, with no obligation to pay. In cities across the globe (both advanced and developing), a key strategy ensuring street health, curbing pollution, and support for pedestrians is the concept of parking demand


management. This reduces the demand for parking, rather than constantly having to increase the supply of parking lots and on-street parking. Given the sorry state of parking management across India, this was more than a little ambitious. The plan would have required coordination between city agencies, private contractors, and motorists – a rather daunting task. Still, since I’m probably optimistic bordering on delusional, I went with it. After we introduced ourselves and pitched our ideas (we weren’t the only ones going after smart parking), I teamed up with another person and managed to come up with a prototype of a smart parking app. After spending an hour or two discussing the broad contours of what we wanted to build, we split up to focus on individual pieces of the app. Around this time, Ashwin Natarajan, a startup founder who had worked with city governments, told us in unequivocal terms to “prepare for a world of pain if you expect the city to do anything”. Perhaps his experiences had made him bitter, but we took this as a cautionary note, and decided instead to focus on building a marketplace for private parking spaces rather than on city streets. Perhaps this diluted the ‘social good’ angle a bit, but my hope was that we’d at least be able to take cars off the road and free up space for smoother traffic or re-purpose space for other uses (vendors, cycling paths, or more pavements). Armed with a better-defined vision of what we wanted to accomplish, we set about it with gusto. It was thanks to the generosity of 91springboard that we were able to stay late and work as long we wanted – they provided unlimited food and coffee, and encouraged us to spend the night there if we so wished. Despite the hospitality and encouragement provided, I was surprised to see fewer teams returning to the venue, the following day. Soon, we had a working prototype of Space-

Monk, an app that would allow you to pick your destination, find parking close to it, and also give driving directions to the chosen parking spot. Once you arrived, the app would show walking directions to the destination. Although this wouldn’t solve the original purpose we started with — of generating revenues for municipalities through parking fees — it would reduce the number of cars on the road, since they’d instead be parking in one of our spots within a building. We’d be able to decongest roads and allow for smoother flow of traffic. On Sunday, we refined our pitch before the panel of judges, talking about why we believed the app was necessary, and conducted user surveys to understand how many people would be willing to do this, and a presentation about the overall idea. Our research indicated that 80% of respondents would be willing to pay for a secured parking spot, and nearly 70% were willing to let out their spot for vehicle users. Finally, along with 10 other teams, we presented the idea to the judges, and ended up with a Special Mention and fourth place. We had identified a solution that was easy to deploy: all you’d need is a smartphone and willing users (although this is hardly a guarantee of success!). However, the next steps are more challenging. Many apps that operate in this ‘marketplace’ framework — connecting supply with demand — often require a large amount of cash to incentivise users to get onboard. This is the exact situation that Uber, Ola, Airbnb, and others face. This typically requires an infusion of venture capital and patient investors willing to wait for returns. The more challenging part lies in getting municipal office holders on board. The many limitations of pet licensing BBMP’s idea of turning Bengaluru into another Singapore?

It is a war between the animal lovers and Bruhat Bengaluru Mahanagara Palike (BBMP) in the last two months as the municipal corporation has proposed to limit the number of dogs that could be owned in residences. From online petitions to flooding the offices of the Animal Husbandry Department with letters and objections, pet lovers went on an overdrive to stop the administration in its tracks. #NotWithoutMyDog started appearing on social media, while people objected to not letting one person have more than one dog in apartments. The Palike has proposed, among other things, micro chipping for the animals, penalty for not cleaning up after pets, fine for unlicensed pets, capture and culling of unclaimed animals and a cap on the number of pets (three dogs for a large house and one for an apartment). The pet lovers claim this proposal was an unexpected and unpleasant surprise that would allow pet owners to be harassed, especially in large apartment complexes where animals have become a bone of contention. The cap on the number of animals is what has irked most pet lovers in the city. But this isn’t for the first time the Palike has proposed the exact same move. Every couple of years, the BBMP wakes up to this issue, brushes the dust off from old drafts and repeats the dance. So it isn’t really a surprise as claimed by the pet owners. This move first came about in 2013 when the BBMP proposed the by-law under Section 344 of the Karnataka Municipal Council Act. It had listed 64 breeds that were allowed in residences and also proposed to muzzle certain breeds, including pitbull, Akita, Nepolitan Mastiff, Tosa, Dogo


Argentino, Fila Brasileiro, Boerboel, Bull Terrier, Doberman Pincher, Rottweiler, German Shepherd and Mastiffs, among others. The Animal Welfare Board of India objected to these provisions in April 2014 and also the penalty for those who would not clean up after their pets. The Urban Development Department put the proposal on the shelf. In 2016, the BBMP revamped the proposal but retained the penalty for those who would not clean up after their pets. Come 2018, the draft is similar to the drafts of 2013 and 2016, with provisions many of which were the reasons the proposal did not get through in the first place. The copy-paste job has even gone international with this draft. Part-III of the plan, which lists out breeds approved for residential flats, is almost straight out of the hand book by the Housing and Development Board of Singapore (this includes a spelling mistake as well – Bichon Havanese is spelt as Avanese). Dr Parvez Piran, former Joint Director, Animal Husbandry Department, BBMP, who was instrumental in introducing the by-law in 2013 says it is important to have a holistic view of having a pet in a crowded city like Bengaluru. “We can’t have five dogs in a small apartment. Think of the neighbours. But the idea behind the by-law was to get a semblance of control over breeders and ensure the stringent licensing of pets, not to harass pet owners.” But even as the BBMP grapples with recycled ideas, the original intent behind the by-law which was pet licensing is slack at best. As it stands, every pet owner in the city has to get a license from the Animal Husbandry Department at the BBMP at a cost of Rs 250

for which they need to have an updated vaccination card of the pet with two pictures at the Zonal headquarters of your area of residence. These licenses expire in March every year and have to be renewed for Rs 110 at the zonal headquarters again. However, as many pet owners will tell you, this is easier said than done as the officers give the run around the mill. In a bid to make life easier for the officials and the pet owners, citizen groups started licensing drives in the city. The first major drive happened in August 2017 by Cubbon Park Canines where officials ran out of stationery with the number of animals who were registered. Four more drives were done in Sahakar Nagar and Domlur as well. An idea was mooted with a letter to the Joint Commissioner suggesting the first part of Friday every week to be dedicated to pet licensing, ensuring the officers were prepared for the drive. Priya Chetty Rajagopal, an active animal rights activist, says there was no response to it. The question, however, remains. Why does the BBMP wake up once every few years to reintroduce the draft that hasn’t passed muster till date? Residents to create a city forest by 2028 400 volunteers dedicated five hours on ‘Earth Day’ for an afforestation drive By NIKITA VASHISTH

On April 22, World Earth Day, around 400 volunteers gathered at a Government High School near Bommasandra, about 14 kms from HSR Layout, to plant 5500 saplings that will result in a forest by 2028. This Earth Day plantation drive was organised by Say Trees, a HSR Layout-based NGO that’s involved in tree plantations across India. This was their eighth plantation drive using the Miyawaki method of creating a forest, the concept by Akira Miyawaki, a Japanese botanist. This involves planting a variety of native species close together in a small pit. The advantage: trees grow 10 times faster and 30 times denser. The objective is to grow a 100-year-old forest in 10 years. At 7.45 am, I walked into the Government School and found the organisers arranging the equipment and saplings. The seedlings were placed closely in strategic positions where no two varieties were adjacent to each other, to avoid density in one area. Soon after, volunteers along with families and children, arrived. We were briefed on the Miyawaki method of creating a forest and were given a demonstration on how to plant a sapling. It was 8.15 am. We formed groups of two to three individuals, and started planting. The forest pit was prepared by Say Trees members 10-15 days prior to the plantation drive where they dug the ground 1 feet deep, added manure and cow dung to enhance microbial activity. How to plant a sapling • We first dig the earth to the height of the sapling bed. • Remove sapling from plastic/ cement bag. Place it carefully in the dug-out pit, taking care to keep the soil intact around


the sapling, as it has been growing in it for a few months and is accustomed to it. • Add a handful of manure in the pit around the sapling. • Fix a stick next to the bed of the sapling and tie it to the seedling. This gives the sapling support as it grows. Then cover the sapling with the dug out soil and press it to keep it firm. • One sapling is now successfully planted. There were 96 varieties of saplings, including peepal, neem, banyan and other fruit-bearing ones, picked from multiple nurseries around Bengaluru. In a year’s time, these saplings will grow to be dense, not leaving any space for people to even walk through it. “Planting a variety of trees gives biodiversity to the environment,” adds a Say Trees member. This is what it looked like (see visual on right) at the end of five hard working hours. Hay was added to the pit to keep the water intact in the soil. Around noon, the plantation drive came to an end, with 5500 saplings planted successfully. This is the first time ever that the Miyawaki method of creating a forest was implemented at a city school. This government school plantation will have permanent manpower and sprinkler irrigation system to maintain the forest for the next two years. Even if 92-93% of the saplings survive in the next 2-3 years, they would become self-sustainable with rainfall, ground water and water from sewage treatment plants for their nourishment. The organisers are yet to finalise the sewage treatment plant from where the water will be procured. “Planting saplings is only the tip of the iceberg as maintenance is more important,”

says Durgesh Aghari, Head of Partnerships and Projects at SayTrees. They plan to have a pond next to the forest pit where birds and small animals can eat and find water to drink. The idea is to create a self-sustaining space. Fidelity Investments whose many employees joined the effort funded this drive. Namita Iyengar, a Computer Science lecturer at Mahesh PU College, came for her first-ever plantation drive. She arrived early morning to find the saplings lying around, and left with much joy after planting them all. “I plant trees in my house but coming and planting trees for the world, especially on Earth Day feels good,” says Namita. In the last rainy season, Say Trees planted about 1 lakh trees. The survival rate, says Say Trees, was 80-85% whereas around lakes, it is over 90%. Plantations around lakes are safe as there is no threat from cattle, anti social elements, and local goons. The other areas such as railway land and open spaces have lower survival rates due to the cattle movement and external human intervention. For example, a railway land near Yeshwantpur suffered 45% loss of saplings due to illegal dumping. Another volunteer, Nagaraj Chilale, found out about SayTrees plantation drives a couple of months ago and was waiting for this day ever since. “Everybody was enthusiastic despite the harsh summer heat and committed to reaching the target,” he adds. At the end of five hours that hot summer morning, I left the government school feeling elated on being an active participant in improving my city’s green cover. These facilities should come up by the end of this year, if all goes well. “The next stage will see a borewell and a small office for their department,” says Narayanaswamy, the executive committee member of Sector 3 association. “With suggestions from residents like us who live in the vicinity, the department has decided to build a walking track and leave a small portion for the children’s play area. We are also requesting one toilet inside the park for the visitors.” Since the department has no independent source of revenue, it has to depend on the government for funds. The 9080-metre park was handed over by the BDA to the sports department on May 21, 2012. The work has already begun. The encroached area is fenced and the ground is being levelled. “The residents are thankful to Mr Javali without whose help, this ground would not have been around,” says Narayanaswamy.

HSR Layout is really blessed with activists like HM Javali ensuring that the lung spaces don’t get gobbled up by land sharks. As secretary of Sector 3 Residents Welfare Association, he was instrumental in the upkeep and improvising of the twin park and the birth of Swabhimaana Tree Park, both in Sector 3. There is another park on 18th main that would not have come up if not for his effort: Friend’s Park behind NH Narayana Hospital. When BDA had all but decided to give up the site for residential purpose, Javali approached the Department of Youth Services & Sports to take possession of the park before it’s too late as it was granted to them by the BDA in 2012. The department realised its folly and fenced the park to prevent encroachment. However, in the latest master plan by the previous state government, this portion of the land was shown as a residential area. It is also alleged that some government officials had helped in the encroachment of 3500 sq. ft. space of the park. When the Sector 3 association wrote a letter to the BDA and sports department, the encroachment was removed in the north-west side of the Friend’s Park. To prevent further encroachment, the Department of Youth Services & Sports has now decided to build a free basketball and tennis court, an open gym and a children’s
