Which brands are polluting the environment the most? Recently, GAIA (Global Alliance for Incinerator Alternatives) coordinated a ‘Brand Audit’ in different cities to engage the citizens and bring the branded litter to the notice of the authorities and big consumer manufacturing companies (FMCG). In Bangalore, HSR was one such venue for the audit that happened from May 20-22 between 8am and 10.30am at the Bangalore One Park on 24th Main. “It was engaging and alarming as the data surprised us,” said volunteer Shanthi Tummala. “We were expecting most of the dry waste to come from FMCG giants, but were surprised to find many local players and unbranded plastic forming the majority.” The last day disheartened the volunteers even more as they saw sanitary pads tossed in dry waste and food packets with eatables still inside. “We lived the life of the waste workers for a couple of hours. I have full respect for them,” said participant and HSR resident Ratnakar Bhadravathi. The other volunteers who deserve our praise wholeheartedly include Krupa Seetharam, Chitra Praneeth, Tirumal Kumar Boppana, Rajni, Nalini, Divya Venkatesh, Shreya Praveen, Jagadish, Vijayalakshmi, Suma, Roopa, Akshita and Ishana, among others. “Hope the results will be used for positive developments in waste management,” signed off Ratnakar.

Garbage collection points are a mess

Nobody wants garbage segregation to be done near their house. The result is a complete mess, both at the Dry Waste Collection Centre (DWCC) on 24th Main in Sector 1 and the secondary collection point near Outer Ring Road in Sector 4. “KCDC, DWCC and the secondary collection point are a mess,” says Sector 1 resident Kavitha Reddy. “Added to it, the MLA (Sathish Reddy) gets a 35 MLD sewage treatment plant forcefully sanctioned in front of a school and in the middle of a residential area. People like me keep fighting and suggesting solutions but none get implemented due to the pressure from the garbage mafia. Soon, Agara Lake will get spoilt if this poisonous waste and garbage dumping continues to happen on the outer sides of the lake fence. Almost every road in HSR Layout is 06

There are blocked drains, the mother of all potholes and sewage overflow.” She has a few words for Sarfaraz Khan, Joint Commissioner (Solid Waste Management), BBMP. “You can't ignore the ground reality that the secondary collection point of Ward 174 is a mess. Dirty water and lechet is entering Agara Lake through small drains. Please take this seriously. We can't let a well-revived lake get spoiled due to the shortsightedness of BBMP’s SWM team! Please shift the secondary collection point. Due to this point, more and more waste from elsewhere is also getting dumped in HSR.”

Lake festival brings residents together Happy faces at Agara Lake The World Environment Day on June 5 brought several students and residents to the revived surroundings of Agara Lake. School and college students were given some gyaan about beating plastic pollution, and they took a pledge to support the cause. In addition, the residents and students planted saplings and even distributed saplings to all those who had assembled, including members of the Agara Lake Protection and Management Society and Lake Development Authority.

Kaagaz Foundation organised the Kere Utsava recently to create an awareness drive on beating plastic pollution, this year’s theme of World Environment Day. “We saw a good footfall at our stalls and many visitors took great interest,” said event coordinator Kavitha Reddy. “We spoke about three-way waste segregation, dry waste management, composting and various available options, R-R-R (Reduce, Recycle, Reuse), Water Save/Conservation and Sustainable Menstruation options for women to lead a ‘Happy Periods’ life.” Many visitors invited the volunteers to their apartments to have this awareness drive conducted over there, which the volunteers found to be quite encouraging.

Steel lunch boxes, please!

The recent plastic ban in Maharashtra has prompted one restaurant in Pune to deliver food in steel lunch boxes. The customers have to return the boxes once the food is door delivered. And if they come to the restaurant for takeaways, they are to deposit Rs 200 which will be refunded once they return the containers. We would like all the restaurants and eateries across HSR Layout to adopt this as well. If you know of an eatery already doing it, mail us(residentswatchmag@ gmail.com) and we will write about them. There’s something even better that you, dear reader, can do. Whenver you go to a restaurant for a takeaway, take steel containers with you, and a cloth bag. One little step like this will go a long way in not just saving the environment. Because actually, we need saving not the environment. It can take care of itself, provided we don’t contaminate it’s natural working process.

New road loses sheen quickly

Bad politicians are made!

After months of petitions and counter petitions, the residents got themselves a road opposite Akrithi Apartments at the end of 27th Main. However, within months, the road is showing signs of wear and tear. Here is proof. Will the BBMP fix it before it goes from bad to worse, please?

One reader of Residents Group mailed this in our Telegram group and we feel it sums up the scene today, after the elections. This clearly highlights that the residents are more at fault than the politicians. However, we believe that the officials can make a difference. And these authorities are also residents of the area where they live. We urge all the officials of Bescom, BBMP, BWSSB, BSNL, and the HSR Layout police to do their job without fear or favour. And if they are in the wrong, it’s time they corrected themselves and worked for the salary they are paid at the end of the month. This complacency, largescale corruption and ‘couldn’t care less’ attitude must end now.

The banned items were seized and a penalty of Rs 50,000 was imposed on each of them. Similarly, footpath enchrochments were removed on 17th cross. The19th main is next. How about a transport hub at city airport?

This will unclog Bengaluru and create more jobs in the outskirts By SATHYA SANKARAN Eight years ago, a bunch of us were discussing on Praja.in about commuter rail routes and reviewing its potential for changing the transportation scene in the Bengaluru Metropolitan Region of 8,000 sq kms. In one of the comments, I had proposed that we use the Kempegowda International Airport (KIA) as a hub for rail as well, so a new transport hub for passengers is created. Let’s look at what we might achieve by doing this. Economic growth of a country depends on the productivity of the economy. Efficient, intelligent usage of labour and capital investments determine productivity. Where we deploy investments like roads, bridges, buses, and trains will determine their outcomes. Bengaluru established a comparative advantage in IT services, post the liberalisation of the economy. Good quality of labour led to growth. The services industry relies on the movement of people rather than goods. We are unable to reap the efficiencies of our surface transportation infrastructure. This is because of bad engineering and rapid deterioration in the quality of assets. Further investments of road infrastructure in the city will fetch us diminishing returns. Instead, increasing efficiencies in the deployed infrastructure in the city is the key. Deploying new capital investments where it matters — the suburbs and industrial zones — is the need of the hour. A transportation hub which brings together rail, bus and air at the KIA provides a single landing point for

people and goods. Every day, more than 2.2 lakh people use the KSR railway station, 90 containers from the Railway ICD, 68 thousand people and more than 3 lakh metric tonnes of cargo pass through the airport. The location of Bengaluru airport is ideal for it to be an Entrepôt. This will unclog the city and provide the opportunity to create jobs in the region and living facilities. Investing in more mass transport rolling stock like buses, trams, and trains followed by quality vocational education can provide catch up growth that a low-income country needs. If it’s going to take 12 years to even get to talking about one suburban train to the airport, we will continue to be stuck with deploying sub-optimal flyovers in the city and miss the opportunity outside. MLA wants a playground on a landfill BBMP has rightly identified the area as a tree park By NIRMALA G The 16.5-acre rejuvenation plan of the Somasundrapalya lake has begun. The dewatering has started and desilting will be next. However, the Rs 5.2 crore project that is supposed to get over within six months has hit a stumbling block. MLA Sathish Reddy has put up a board at the entrance of the landfill area that he would make a playground over here. However, it’s a foolhardy idea and rife with danger. To begin with, a playground needs to be flattened and this garbage mountain (all the filth collected by the Karnataka Compost Development Corporation is underneath this) can never be removed because it’s nothing but a landfill with poisonous gases that have accumulated underneath for years together. Removing the RDF (refuse derived fuel) completely will be impossible, according to those in the know. They compare the RDF mountain to a landfill because the contents under the soil capping are the same. The best idea is to plant hundreds of trees, so nature can heal itself. If you leave it open as a playground, the area will never heal itself and neither can it be a curved playground. And if the ground is going to be flattened, it could meet with disastrous consequences, as the poisonous methane and other gases could be released into the atmosphere. That’s precisely why the Detailed Project Report of the BBMP has earmarked the four-acre RDF area for a tree park. When the MLA was apprised about the issue, he noted our points but has chosen not to issue any statement in this regard. We hope that he comes round to the fact that the playground is a bad idea and he should 16

go along with the existing plans of the BBMP. That said, we urge our readers to do something about not sending so much filth to the landfill in the first place. Donate clothes instead of throwing them away. Reduce food waste by donating rather than dumping it. Reuse shopping bags and containers; go for cloth bags. Save leftovers for the next day. Buy things with less packaging and boycott plastic water bottles.

Residents say ‘no’ to commercialisation

Want Lok Ayukta to take action on errant landlords, officials By QAMAR HJ The BBMP officials need to be punished in a severe manner, so they don’t ever think of violating the rules even if their life depended on it. That’s the premise behind the recent petition by HSR residents to the Lok Ayukta. With clear proofs that the BBMP officials are looking the other way and the landlords are violating all the laws under the sun to allow commercial buildings in residential areas, the residents want to police the officials with the help of Lok Ayukta, the anti-corruption ombudsman. In a clearly-worded letter with two examples of blatant violations, the Federation of HSR Layout Residents Welfare Associations has written to the Lok Ayukta to intervene in this matter. “The BBMP is sanctioning building plans for commercial purpose in residential areas of HSR Layout, which is in violation of the High Court order on commercialisation,” says HE Chandra Shekar, the Secretary of the Federation. “For example, the building coming up on site 2324 on 17th Cross in Sector 1 has taken a residential plan and constructing a commercial building with cargo containers on the first floor, which is dangerous to the public and not allowed in BBMP limits,” says BNR Reddy, the Chairman of the Federation. Based on a previous complaint by the residents, the construction was stopped two years ago. However, the work on it has begun again, prompting the residents to go to the Lok Ayukta this time and not the BBMP like they had done

the last time around. “The BBMP authorities clearly told us that they have not given any permission this time,” says Reddy. A similar violation of the sanction plan has occurred by the landlord of site number 2323, which is next to the cargo building. “The number of floors built is double than what is sanctioned,” says Reddy. The Federation letter to the Lok Ayukta points out that such violations are happening across HSR Layout. “The landlords are taking commercial plan sanctions and constructing more than five floors,” the letter reads. “Construction of apartments that are more than five floors on a 30-feet road has become rampant in HSR Layout.” Keeping the violations in mind, the Federation is requesting the anti-corruption watchdog to take action on BBMP officials and landlords and stop this extreme commercialisation and blatant building violations in HSR Layout. We reached out to both BBMP engineer Ananth Raju and BBMP Joint Commissioner Veerabhadraswamy for their response, but they didn’t get back to us at the time of going to press. With over 150 runners, Jayanagar Jaguars, or JJs, have completed two years in HSR Layout. Spread across ten locations, they have close to 3000 members whose objective is to ‘run for healthy living’. Which also happens to be the motto of JJs that has gradually grown its presence in HSR Layout. With its wide roads and strategic location, HSR has become a haven for runners. The BBMP Grounds in Sector 2 opposite Nandini Cooljoint is their stomping ground. Being one of the “oldest and largest running groups in Bengaluru”, the group is forever taking part in every other major running event in the city, be it the TCS 10 K or the Bangalore 10 K challenge. What makes JJs, a better running group is because of its structured, scientific training at affordable costs. “This is made possible by our tried and tested programs for each ability level - from beginners to experienced marathoners and ultra-runners,” says coach Pramod Deshpande who guides the runners with a team of dedicated captains. Based out of Jayanagar, Pramod is a runner since 1973. A national level sprinter and ultra marathoner, he has coached national-level athletes in the 80’s and more than 2500 runners in the last three years alone. His coaching philosophy is simple: “To care and connect with athletes and bring out their best.” HUMBLE BEGINNINGS The HSR wing of JJs began in 2016 with eight runners. Today, you will find over 65 active runners every single Tuesday, Thursday and Saturday at BBMP Grounds by 5:25am. Incidentally, this is the second largest location for JJs among the 10 places where it’s active. “HSR has many well-known runners and podium finishers,” says member Sukesh Nayak. “This

Here is how you can file a complaint against online trolling

The virtual abuse of several celebrities, activists and journalists keep drawing the attention to the chilling phenomenon of ‘trolling’ that has seen an exponential rise since the advent of social media. The people have suffered not just verbal, but also relentless sociopathic, emotional slander. In a way, it is a democratising trend. No one is spared. Anyone who holds a point of view that is different from that of the establishment or the troller is subject to continuous, intense harrassment and verbal assault on online platforms. The National Crime Records Bureau documents all such cases under a general category of cyber crimes. There were more than 33,531 cases of cyber attacks cases during 2014-16. ‘Trolls’ actually describe characters from fantasy literature – most recently the Harry Potter series – and seem almost cute, compared to the vicious beings that are spreading vitriol and setting the internet on fire. A virtual troll is a person – completely human, mind you – who posts a provocative or abusive message to a news group or message board. He or she is a cyber bully and disrupter, who is causing or feeding off the pain and sorrow of people, mostly as a leisure activity or sometimes, even as a paid job from a party or an institution. Trolls might be following almost a hundred victims, just jumping from post to post. They do not seem to be normal and often bring their own baggage of psychological or sexual aberrance. Trolls typically stalk, harass or bully a person, a group of people or an organization. They may throw lies, fake accusations, dominating attitudes, issue threats, refer to identity theft, damage data or equipment, engage in soliciting, or

gather information to harass and belittle people. They send incendiary or abusive messages, electronic viruses or even e-mails to those who do not toe their line of thinking. But in an age when such instances are reaching alarming proportions, what does one do? Just retract and move on? Or is there hope to be found in the law of the land? Recently, the Ministry of Home Affairs in the Indian government announced plans to train 27,500 police personnel in line with a scheme for Cyber Crime Prevention against Women and Children (CCPWC) from ‘Nirbhaya’ funds in 2017-2020. But so far, there is no significant action on cyber misuse. If you too have faced or are subjected to trolling and abuse, what can you do to stop the bullying? If you are a minor, contact your parent, guardian, teacher or any other trusted adult. If you are an adult and wondering what you can do about it, then start with the following steps. Understand the bullies. Most pesterers have sociological, psychological or deep-seated mental issues, with roots in past history of sexual abuse, mental illness, or problems with their sexual identity. Is it possible to identify, understand and engage them? Maybe you can begin to deal with them, with some gentle handling, to find out the background of their problems. Even though that sounds too good to be true, you never know. They might be borderline attention-seekers who find it good enough to be cossetted a bit and then leave. However, this needs a judgmental call — both with regard to the issue and the nature of bullying — and if they have been particularly vitriolic and threatening, this may not be the right course of action. You might think that if you keep quiet about it, the trolls would just run their course and stop. But don’t. Speak up. Don’t let them harass you, and don’t assume that if you keep quiet about it, he or she would tire of the pastime and slink away. They won’t. So talk and act. Block out the bully from Google Chat, Facebook or Twitter. It would be best to block the posts or messages that harass and intimidate you.

But save the evidence. Especially if the chats, posts and messages from the stalkers are hurtful and harassing. Once you compile the visual information that indicates the bully’s behaviour, you have foolproof evidence on your side. If the bully sends you hurtful or threatening chats, posts or emails, do not delete them. Having a written record of such behaviour will give you the proof that you need to have any action initiated against them. Report the bullies to the service providers and the platform; be specific about your complaints. A vulgar, offensive or annoying stalker can just be banned from Facebook if you report him or her. Cyber crime, including trolling, has no jurisdiction. Any cyber crime can be reported to the cyber crime units of a city, irrespective of the place where the offence is committed. If you have anything to report, contact the Cyber Crime Cell (see box on right). You can also try to contact a well-known cyber crime lawyer who can help you file a complaint either at a cell, or online. Your lawyer would also help you to share some facts when you call the cyber crime helpline number. These are the steps you need to take. Submit an application letter addressing the chief of the cyber crime investigation cell. State your facts with your name, address and contact number. Attach or annex documents, according to the type of cyber crime against which you are reporting your complaint. Attach a copy or screenshot of the profile or content that you are objecting to. Fix a screenshot of the URL, linking the offensive content. Add hard and soft copies of the content. You can submit the soft copy in a CD-R. If you are not able to find a cyber cell in your locality, you can file an FIR in your local police station. If you face any hurdles in filing an FIR, you can contact the commissioner or judicial magistrate of your city. A few sections under the IT Act or the Indian Penal Code (IPC) may be pertinent to your complaint. The residents of Sarjapur Road are spoiled for choice. How would you like to get run over today? A speeding bike? An auto? A car or an SUV? Even a truck if you’re lucky. All plying on the ‘wrong’ side of the road. It all started when the stretch of the road from the Sarjapur Road Fire Station to Iblur junction was made a ‘no right turn’ zone – no break in the median for about a kilometre or so. This was done to ease traffic hotspots elsewhere and it has served its purpose. The side effect, however, is the flood of wrong-way traffic – particularly of people trying to take the turning near Motherhood hospital. Sign boards are put up but to no avail. When it comes to blatantly breaking rules, there is no bar on age, caste, gender or class. There are no footpaths to speak of and what little there is gets taken over by these vehicles taking the wrong side sometimes, overflowing into the middle of the lane and on to the incoming traffic. Even superheroes would not risk being pedestrians here. Trying to stop the wrongdoers and having a sensible conversation has proved useless. Nobody cares. Over the last six months, there were at least 30 serious accidents on this stretch of the road, of which three were fatal – and they were all pedestrians. Wrong side driving is a common affair. Even school kids are not spared. Last week, a person died because of wrong side driving. It was a collision between two bikes coming from opposite directions. The traffic police have no intent of fining the offenders. They only want to catch people who are not wearing helmets. It’s okay to drive with a helmet on the wrong side. Cult.Fit congests residential road with staff cars

Their rooftop chimney is facing the residential houses when it should face the sky. Road overbridge for HSR and Koramangala

Private skywalk is met with mixed response from residents By NIRMALA G Soon, the residents of HSR Layout can cross over to Koramangala. A Rs 1 crore skywalk is planned to be constructed at the end of the BDA flyover near 9th Main Road, Sector 6, on Outer Ring Road (ORR). This will connect Sector 5 on the other side of ORR. To be built by Adonai Shelters, this will ease the road crossing blues of several elderly citizens and students. “Contrary to people’s fears, this will be built at a height of 28 feet while the upcoming Metro is to be built at 45 feet,” said HE Chandra Shekar, Secretary, Federation of HSR Residents Welfare Association. “In addition, there will be electronic escalators to help the elderly and the disabled from using the skywalk.” The skywalk will have a length of 116 feet and a width of 28 feet. The traffic survey report done by students of Bangalore University indicated that there were 6000 people crossing the road every day with the peak reaching 12500 on certain days. This will help all those citizens making use of this stretch to cross the road, according to Adonai Shelters. “It’s a fully-funded private enterprise where Adonai will monetise using billboards and other forms of advertising to make up for the capital and running costs,” said a spokesperson from Adonai Shelters at the ground-breaking ceremony last month. “In addition, the BBMP will be paid a rental for using the footpath and the road for the structure.” Adonai claim to have built 21 such shelters across the city and this should be a cakewalk for them. MLA Sathish Reddy and Federation of HSR Residents Welfare Association chairman BNR Reddy were present at the inaugural function. This would be Adonai’s 22nd skywalk in Bangalore. If all goes well, the road over bridge should be ready by the end of this year. However, the residents are giving a mixed response to this development. “At 9th main, there is a traffic stop where we can cross the road without a hitch, and people can also take the road below the flyover as the speedy traffic is above and not below the flyover which has a traffic signal,” said resident Dharmender. Kavitha Reddy is curious to know how this skywalk will 34

not be demolished if the Metro work begins. “We had asked for one over bridge near Mantri Sarovar earlier, but the government responded saying that it will be a waste as Metro will pass through. It's hard to believe how this skywalk will work because I have seen Metro construction. They dig out the entire stretch and those machines need a lot of space.” Sector 6 resident Biju Chacko was sarcastic about this new development: “The storm water drains from JSS School to MK Ahmed on either side are still works in progress for the last one year. Since the ground beneath our feet is not good enough, we are just elevating ourselves.” However, Ravindra Karki says, “You can see the skywalk being used extensively near Ecospace in Bellandur. A similar situation will happen here too. Already many people have lost their lives near Sobha apartments in Bellandur. Even they are demanding a skywalk.” Agrees Girish Bellary: “How does a person who cares for himself choose to cross roads on the road surface when a skywalk is next to him? Only people who prefer suicides will indulge in it. Some residents gave the example of the majestic Skywalk not being used. Does that mean it was built unnecessarily? “The users need to know how to make use of the structure. The same goes for lifts and escalators. People still have the staircase as a choice. On Outer Ring Road, there needs to be a skywalk for every two kilometres.” The argument continues.
