Changemakers galore Don’t take it to heart. I say this every time someone takes my remarks personally. I am being strictly professional; there is no personal malice. We judge a public servant based on his work, be it a corporator, MLA, MP or any government official.
Ofcourse, every one of them is under pressure from various quarters. However, there has to be a bare minimum that we would expect from them. Like fixing gaping manholes that could result in loss of lives, craters on roads that could break your back and lead to grievous accidents, illegal constructions that threaten the peace and quietude of a residential area, rampant corruption in government offices and so on. Everyone has their list of grouses, but there are positive stories, too. Forget about the past, lets focus on the future. Free wifi is coming to HSR. And so are feeder buses that will let you travel within the neighbourhood without hopping on to a two wheeler or car. This will prevent the parking issues plaguing HSR at shopping and eating hubs. HSR residents and MLCs Ugrappa and Vimala Gowda are highlighting the mushrooming of illegal eateries in HSR in the council. MLA Satish Reddy is releasing Rs 1 crore for the procurement of 100 CCTVs to monitor the main thoroughfares and interior roads of HSR to prevent crime and garbage dumping. Several residents have turned into activists and are doing their bit to alleviate the sufferings of fellow residents. Several of them are educating kids and adults on the benefits of composting and gardening. Many are growing their own vegetables and fruits and living a chemical-free life. Snakes on plains MLA Satish Reddy has proposed traffic signals on 9th main and 5th main. “The police is yet to execute it,” says resident Prem Kumar. The 19th Main junction now has some semblance of order after the service road was barricaded from 17th Cross to avoid jams, confusion and haphazard parking in front of Reliance Digital. Signals block traffic; innovative ideas like these make way for signal-free traffic.
Kaikondrahalli Lake in a mess again We all know that Chaku Srinivas Reddy is allegedly behind the pigs being breeded in HSR Layout. Now, he is involved in diverting sewage into the Kaikondrahalli Lake, damaging the lake fence and injuring BBMP officials because they had placed sand bags to block the entry of sewage. When lake activists gave a written complaint at the HSR Layout police station on September 21, 2016, the cops didn’t show much interest. Even after four months, no FIR has been filed against this builder by the HSR police. “This private landowner has been forcibly breaching the Kaikondrahalli Lake inlet and letting in sewage and plastic waste illegally since May 2016,” says the written complaint. “The workers were employed by the BBMP Lakes Department to block the sewage entry into the lake, but the landowner not only injured the workers but also removed the soil block put up by the labourers. As a result, sewage and garbage continues to flow freely into the lake, polluting the water body that has been rejuvenated and maintained at the cost of crores of taxpayers’ money. The three workers who were injured were treated at a hospital nearby and the situation at the lake continues unchanged.” The complainants include Shilpi Sahu, Meera K, Priya Ramasubban, Subramanian S and Jaidev Sonia, among many others. The video proof of this (http://tinyurl.com/kkhallioct) should give you an idea. The lake is being maintained by the Mahadevpura Parisara Samrakshane mattu Abhivrudhi Samiti (MAPSAS). Will the police act now and bring the offenders to book?
Vacant site owners need to get their property neat and clean. And when they can’t, the neighbours are forced to do it. Some take money from the site owner and have it cleaned regularly while the others shell out money on their own. There is Saurabh Sinha in Sector 7 and now there’s Chethan Reddy from Sector 1. “We found an adult Russell's Viper next to our restobar on 17th Cross,” he says. “This could be the case in most of the sites left vacant and uncleared. I request the authorities to act upon the owners of such sites. It is one of the most venomous snakes in the world.” Says resident Subbuswamy of Sector 5: “Residents living adjacent to uncleaned sites should be cautious.”
Shuttles from February Supposed to start by the end of last year, the feeder bus service in HSR Layout is delayed. Now it’s scheduled for February and the residents have kept their fingers crossed. The reason attributed is the delay in getting 200 mini buses for the purpose. BMTC has plans to induct them in other neighbourhoods of the city too. The feeder service is expected to be more intuitive this time with a revised route map to ensure maximum occupancy. When it premiered in HSR last year, it flopped because it was hastily executed and badly planned. Hopefully, the BMTC has learnt its lessons and will do it right this time, with inputs from concerned citizens.

Garbage issue? Composting bins to the rescue like KCDC, so let's do our bit by composting home waste,” she says. “Lots of methods available. When we as individuals start home composting, there is less dependency on the BBMP and fewer complaints.” Agrees resident scientist RS Hiremath: “Just three medium-sized plant pots are enough to compost most of the waste generated by a family of five. Even a small home on 20x30 ft. site can make this happen.” Says another resident Shashidhara K: “I have been composting with Daily Dump kambha for more than two years now. It is very easy and just takes five minutes of my time.” And Lalithamba is willing to help you with her practical insight. You can call her on 94480-63776. The best way to weed out the garbage issue is to compost our wet waste at home, in our garden, on the terrace or in our balcony. And there are residents already doing it, promoting it and even volunteering to help you get started. And you don’t even need a garden to do it. Just buy a compost bin from any of the manufacturers on the market and you can generate manure out of kitchen waste. The other day, Lalithamba BV uploaded pictures of her home-grown organic bananas and guavas in the Residents Watch Whatsapp group. She knows there are zero chemicals; can you trust the so-called organic vegetables being sold at 3-4 times the price? No. But you can trust yourself. Therefore, compost your own waste and if you have some space, grow your own vegetables and fruits. “We all have issues with badly maintained composting plants

Street sweeping isn’t regular Dry leaves and dust are all over HSR Layout, thanks to rampant construction activity (many of them illegal), commercialisation and lazy BBMP workers. Complains Kavitha Reddy, “Street sweeping is not happening on a regular basis; we need to address this issue as dry leaves and dust is increasing on the roads, particularly in Sector 1 and Sector 4. Also noticed that the BBMP workers are pushing the dry leaves into the stormwater drains, particularly on 27th main.” Murali also complains that weeds, grass and lack of waste management is rampant on 3rd main, 17th cross in Sector 7. Public road made private by local netas
Sector 2 RWA is frustrated
MP Kupendra Reddy and MLCs VS Ugrappa and Vimala Gowda are allegedly misusing their position by blocking public roads in front of their houses with traffic barricades. HSR residents are not happy at all. “Is the barricading on 19th Cross and 20th Cross in Sector 3, the right thing to do?” asks resident Seshu Maringanti. Another resident Kavitha Reddy defended this move by the politicians by saying, “People misuse the road and park vehicles at will… the residents are pissed… same case near my place… any empty space gets used for parking.” Fazal Khalil, another resident countered this by saying, “Agree and empathise to a large extent, but how can anyone block a road and call it private in this day and age? It's the rampant commercialisation that is probably the cause for all our woes.” We asked Deputy Commissioner of Police (South East) Dr Boralingaiah MB if the politicians are doing the right thing by barricading the roads. He said: “No one can block a public road, be it a dead end road or if someone’s life is under threat or any other reason you can think of.” Whoever is opposing these blockades of public roads is right. However, it’s best to complain at the highest level since the local cops are being pressured by the bigwigs to maintain the status quo. Last September, Sector 2 Welfare Society’s 13th Annual General Body meeting saw angry members voicing their frustration against the casual attitude shown to their genuine requests by BBMP officials. A week later, they met the ward engineers and health inspector in the corporator’s office. They gave a memorandum addressed to the BBMP Joint Commissioner with a copy to the BBMP Commissioner as well. But nothing happened. Again, this January, they called for another meeting with the BBMP officials. But the officials didn’t even turn up for it. Such is the apathy shown towards the residents. Will BBMP joint commissioner Muniraju show some heart and discharge his duties by marshalling his troops and sorting out the problems of HSR Layout, please?

A Green Ambassador Pledge was signed by Corporator Gurumurthy Reddy who also agreed to keep a composting drum in his office. There was a ‘sustainable menstruation’ stall by Krupa. These kinds of awareness campaigns are the need of the hour. Only education can get people to adopt an eco-friendly lifestyle.

‘No loudspeakers in public parks’ Says top cop and other noise pollution norms you didn’t know about
By our feature writer The next time you find your neighbour’s dog barking all night and not letting you sleep peacefully, you can call the cops and have it resolved. Similarly, if the reverse horn in their cars are causing endless agony, you can have them removed too. Similarly, if any public space like a park, footpath or a traffic median is being used by unscrupulous elements to broadcast religious, commercial or entertaining music, you can have the cops seize the equipment, fine them and even imprison them if they are repeat offenders. Similarly, if places of worship have put up loudspeakers on footpaths, you can complain to the cops and have them removed too.

Which law? Rule 5 of the Noise Pollution (Regulation and Control) Rules, 2000 prohibits the use of loud speakers and other sound producing equipment if no written permission has been taken for using them. And where the permission has been taken, the decibel levels cannot be more than 50db in a silent zone (schools, hospitals, courts, government offices and places of worship) and 55db in a residential area. The sound of light traffic or a refrigerator is about 50 dB and the sound of an air conditioner is 60 dB. You could also install sound meter apps on your smartphones to detect the sound levels and make a strong case for noise pollution. In open areas where permission is given, only box-speakers are allowed, with each box not to have more than two speakers. Loudspeakers used for public programmes are to be used in

such a way that only people attending that programme can hear them. The loudspeakers are to be fixed within 300 metres of the amplifier. Loudspeakers should not be used or let out without sound-limiter for the purpose of use in open air spaces. Court rules Recently, the Bombay High Court observed that any violation of noise pollution rules would be seen as an infringement of Article 21 (Protection of Life and Personal Liberty) and a person could claim compensation. The state government is given a blanket permission to allow the use of a loudspeaker for cultural or religious functions for a limited duration not exceeding 15 days in a year. Places of worship are declared silent zones where the maximum permissible sound limit is 50 decibels during the day and 40 during the night. The above restriction
applies to all institutions around 100 metres. Says advocate Rajesh Rajnal: “If you are an aggrieved party, you can file a civil case (law of torts) or a criminal case under CPC 104 and IPC 268, 290 and 291 for causing nuisance. The police have their own duty to stop loud noise and disturbances. They have circulars and powers under the police act, so just one police complaint should do too.” And finally... Deputy Commissioner of Police (South East) Dr Boralingaiah MB, under whose jurisdiction is HSR Layout, reiterated all the facts mentioned above and categorically stated that no one can install loudspeakers without permission from the relevant authorities and loudspeakers cannot be installed in public parks. “The law is clear on that and no reason can be given to circumvent the law,” he said.

Here are the various laws that can be applied in a case of noise pollution Noise Pollution (Regulation and Control) Rules, 2000, Rule 5: Prohibits loudspeakers without police permission and where permission is given, the noise levels have to be within 50 decibels in silent zones and 55db in residential areas. Criminal Procedure Code 104: Under Section 133 of the Code of Criminal Procedure, 1973, the magistrate has the power to make conditional order requiring the person causing nuisance to remove such nuisance. Indian Penal Code, Section 268: A person is guilty of a public nuisance who does any act or is guilty of an illegal omission which causes any common injury, danger or annoyance to the public or to the people in general who dwell or occupy property in the vicinity, or which must necessarily cause injury, obstruction, danger or annoyance to persons who may have occasion to use any public right. A common nuisance is not excused on the ground that it causes some convenience or advantage. Indian Penal Code, Section 290: Whoever commits a public nuisance in any case not otherwise punishable by this Code, shall be punished with fine of up to Rs 200. Indian Penal Code, Section 291: Whoever repeats or continues a public nuisance, having been enjoined by any public servant who has lawful authority to issue such injunction not to repeat or continue such nuisance, shall be punished with simple imprisonment for a term which may extend to six months, or with fine, or with both. 100 CCTV cameras for neighbourhood
The result of two years of campaigning by HSR residents By our feature writer Around two years ago when then police commissioner MN Reddi visited HSR Layout, many demands were put forth to him by residents. Among them was the installation of CCTVs for improved surveillance and crime prevention. Now, their efforts have borne fruit. Bommanahalli MLA Satish Reddy has agreed to grant Rs 1 crore from the MLA’s Fund towards this project. “Already, the HSR police has identified 60 vulnerable spots where maximum number of chain snatching, molestation and other crimes have been committed,” says BNR Reddy, former chairman of Federation of HSR Layout Residents Welfare Associations. “Other factors like lonely stretches, parks and interior roads were culprits can easily escape have also been considered before arriving at this list.” The list will soon be shared with the members of HSR Federation before it will be put to practice. The other 40 cameras will be placed after taking feedback from the residents. All intersections in HSR will sport a CCTV. The major junctions will have 360-degree rotating cameras while the smaller ones will be 180-240-degree rotating cameras. “The control room will be manned by the police and is likely to be housed in the local police station,” says Reddy. “The details are not yet finalised.” In addition, the HSR Federation members are pushing for a unified police station for HSR that covers all seven sectors of HSR. Right now, there are three police stations for HSR Madiwala, Koramangala and HSR. If this comes through eventually, no timeline given, HSR will have a separate law & order police station and a separate traffic police station to cover all seven sectors. 12 February 2017

Before Two gruesome accidents like this on 19th Main prompted the traffic police to block the 19th Main-22nd Cross junction to prevent further mishaps. Vehicle users coming from 19th Main and 22nd Cross had to take a U-turn to get to the other side of the road. The trial move wasn't considered useful by many road users.
After
This road cutting on 22nd Cross in Sector 3 wasn't repaired despite repeated requests. Therefore, the residents themselves got it fixed. Shame on you, BBMP. You take money for road cutting but don't repair the road on time. It is about time, a 48-hour notice is issued to BBMP to fix roads damaged by the civic agencies.
Recently, a walkathon was arranged in HSR Layout by a school for differently-abled children on the occasion of World Disability Day. The children were all smiles as HSR residents joined in to lend their support. RESIDENTSWATCH.IN
