‘KCDC will be shifted’ Last month, there was a snap visit by BBMP Commissioner Manjunatha Prasad. He promised to asphalt the Akruthi Silverline Road in Sector 2 from his own funds. He asked the forest department to fix the non-functional leaf shredder in the nursery near KCDC. He promised to remove encroachments in and around Somasundrapalya Lake, including the clearance of debris from KCDC. He confirmed that funds have been released for the completion of bio-filters in KCDC to contain the stench. He also said he has pushed for de-centralised processing of waste to ensure lesser intake at KCDC. The encroachment of Ayyappa temple will also be removed soon. And finally, he said, “KCDC will be shifted, but it will take time.”

Hoarding menace continues Not sure when our politicians will wake up. Visual pollution is not good for anyone. People will only curse them when they see such life-size promotions. And these kind of hoardings are present at every other junction in HSR Layout. We received innumerable complaints in the Residents Watch Whatsapp group. People have not just aired their views. Some have even raised a complaint online (http://bbmp.sahaaya.in). “Just for birthday wishes, there were too many hoardings,” says K Rastogi. Are MLA Satish Reddy and corporator Gurumurthy Reddy reading this? It’s about time they realised that these hoardings will only antagonise people and that’s not good for the upcoming elections. Please take note and warn your party workers, supporters and well wishers to desist from it.

‘HSR Layout in a mess and no one is bothered’ Residents are complaining that online complaints are closed by BBMP officials without resolving them, be it potholes or garbage dumping. “Ward officials seem to have forgotten their duties,” says resident Kavitha Reddy. “The other day, when I went to the BBMP office, other than trying to give lame excuses, Mr Venkatesh (assistant executive engineer) did nothing. Government officials get paid by taxpayers. They are public servants and issues that are pending for many months do not seem to bother these officials. Instead, they show their arrogance and try to prove that debris is not their problem when I complained about garbage strewn around Agara Lake. BBMP is suffering garbage mafia and incompetent and corrupt officials and city/lakes/storm water drains are all getting filled with debris and BBMP officials do not act upon complaints. No money is the standard excuse and money gets spent on not so relevant infrastructure. KCDC is sinking money. Illegal constructions, encroachments and illegal banners are wiping out BBMP revenues. The ward engineer has not acted on a single encroachment or building violation and we wonder why?” Agrees another resident Bhakta: “On the issue of encroachments, jungle law is prevalent in HSR. Some months ago, HSR traffic inspector Rao Ganesh Janardhan was about to be transferred because of some political interference. Fervent calls and WhatsApp messages from residents and letters from local resident welfare associations and Residents Watch prevented his transfer from taking place. Last month, it happened again. But this time, the Director General’s office transferred Rao to Sampangiramnagar police station as inspector (law & order) at the behest of the Home ministry. Rao has served HSR for one year and three months when the average tenure of a good officer is atleast three years in Bangalore. His abrupt transfer despite the goodwill he carries among HSR residents speaks volumes of political interference. Usually, a person stays put at a station for up to five years if the public are with him. The residents are not taking this lying down. They are petitioning local politicians to intervene in the matter. However, the new posting is a step up for Rao Ganesh. From managing traffic to tackling crime could be quite discomforting to a beginner, but we are sure he will do a mighty good job of that too. We wish him all the luck. A real batsman Rao Ganesh was recently honoured at the Namma Bengaluru Awards for being one of the best government officials in the city. Recharging ground water is a one time investment. And the results are a lifetime of profit that does not need any replacement or maintenance. You do it today, influence all tomorrow and if you are lucky, you By your OURneighbours FEATURE WRITER will have pure water sparkling in your own well. Rainwater from roof tops of buildings, roads, payments, playgrounds and many such surfaces flow out of our city. Most of us neglect this precious water and may even consider this a nuisance. However, you can make simple interventions in your house premises and create your own underground lake. The Process Divert rainwater into an existing old well, even if it is dry. Make sure the rainwater is filtered to avoid debris to enter the well. No well? Not to worry. You can create a cement ring well. Cement ring wells can be built by digging the ground (circular shape of 3 or 4 ft diameter) to the required depth (minimum 10 feet) followed by inserting precast cement rings to avoid caving in of the adjoining soil. Fill up the remaining excavated pit around the rings with jelly and crushed stones. Do not fill anything inside the cement rings. Rainwater may be allowed directly into the well for ground water recharge. Ground water recharging can also be done through check bunds, infiltration trenches and infiltration galleries. The rainwater from the well passes through many layers of soil and will reach the water table to create large underground lakes. This way, we are giving back water to mother earth.

Why This Is Important Any city cannot depend on rivers or dams alone for water supply. There has to be better planning. About 50 per cent of it can come from dams and rivers, 20 per cent from rain water harvesting (RWH), 20 per cent from recharged borewells and 10 per cent should be recycled water. The process to revive Somasundrapalya Lake has begun. BBMP commissioner Manjunatha Prasad has granted Rs 4 crore for its revival. It may be recalled that MLA Satish Reddy and MP Kupendra Reddy promised to revive the lake from their funds, but nothing happened except the clearing of the debris around the lake. The battle is far from over. The lake needs additional funds to complete the project. The residents petitioned corporate titan Kiran Mazumdar Shaw of Biocon for support. But the request didn’t find favour because she was already occupied with reviving a few other lakes. “The fight for the revival of the lake has gone on for many years now,” says Kavitha Reddy. “Finally, the BBMP has completed the survey of the lake. It is giving back the lake land that was encroached by BBMP itself through the KCDC (Karnataka Compost Development Corporation).” The BBMP Commissioner visited the lake last month. “Even though this is a BDA lake yet to be handed over to BBMP, the commissioner said they will still go ahead and revive the 16.29 acre lake with the intervention of the Lake Development Authority,” informs Kavitha. Towards this end, the BBMP Lakes team has with LDA officials. A tender for the lake revival is expected soon. This is a big turnaround story. Not long ago, the lake and the lakebed was a dumping ground for all kinds of debris. In addition, the adjoining KCDC encroached the lake and poisoned it by letting its effluents into it. Today, the contamination has come to a halt and efforts are being made to revive the water body and its surroundings. “The residents have run a sustained campaign, as

this is the only lung space for over 20000 people living around the lake,” says resident Lalithamba BV. “The lake revival will also prevent the ground water contamination by the waste water from the KCDC and increase the ground water levels which the locality is deprived of.” The lake rejuvenation is estimated to cost around Rs 6 crore. The residents are petitioning corporates like BEL, IBM and Wipro to pitch in with their CSR (Corporate Social Responsibility) funds and speed up the revival process.

WHAT CAUSES LAKE POLLUTION?

Why are the lakes in Somasundrapalya, Agara and Bellandur polluted? Who is accountable? And this goes for all the other lakes in Bangalore. The Karnataka government has now set up the Karnataka Lake Conservation and Development Authority (KLCDA) whose primary job is to oversee conservation of water bodies. But there are many agencies in the city that are supposed to handle specific issues related to pollution. There is a problem, though. With multiple bodies looking after different systems, there is no accountability on any of them. When the crisis hits, they blame each other and get away, while the lakes emit fire and froth (Bellandur and Varthur lakes are famous for this). Here is an explanation of which agency is responsible for what problem, if a lake in involved.

Raw sewage from houses Bengaluru Water Supply and Sewerage Board (BWSSB) is the reason for the domestic sewage in Bengaluru’s lakes. Bengaluru is not fully covered with a sewerage network and sewage treatment facilities. A lot of apartments and layouts especially on the outskirts of the city are left with no option but to let their sewage into stormwater drains or lakes. In some areas, old underground sewerage networks have collapsed and connectivity is lost. The restoration work is slow. The result: Raw sewage enters lakes and pollutes them. but they are not operated in the right manner. What’s worse is that the treated sewage does not meet the required parameters. These STPs don’t have power back-up, are poorly maintained and are shut down during power cuts.

Poorly treated sewage from the STPs of large apartments Many apartments have under-designed STPs. There is no foolproof Consent for Establishment and Operations (CFE-CFO) process in place. Some apartments operate STPs that use unproven technology, which don’t work reliably or consistently. The other problems? Poor operation of apartment STPs due to lack of trained operators, poor maintenance by untrained vendors, ageing defects going undetected due to a lack of proper monitoring and adequate budgeting. The Karnataka State Pollution Control Board (KSPCB) needs to take care of these situations through a proper approval mechanism and timely inspections.

Industrial effluents Authorities allow unauthorised industries to operate within residential and commercial zones. There is no policy to account for total pollution load. This leads to indiscriminate approvals for all kinds of industries. The industries are allowed to operate without suitable Effluent Treatment Plants (ETPs). The result? Industrial pollutants reach the lakes without a checkpoint. KSPCB and BBMP are supposed to prevent this from happening.

Raw sewage gets diluted by treated sewage Treated sewage from apartment STPs needs only tertiary treatment to remove nitrates and phosphates. But raw sewage needs primary and secondary treatment first, and then tertiary treatment. But there is no separate logistical arrangement for both types of sewage. Therefore, they are directly dumped into rainwater drains, which reaches the lakes unhindered. The diluted sewage is not easy to treat. BWSSB, KSPCB, BBMP and BDA (Bangalore Development Authority) facilitate this wrongdoing by providing the infrastructure and letting the violations happen without penalising the culprits.

Drains clogged with garbage create a huge amount of leachate BBMP does not have logistics to handle all types of waste. People are forced to dump solid waste in drains. Hawkers and the BBMP staff sometimes dump garbage, paper cups, coconut shells and vegetable waste into drains. The BBMP can control this situation. The amount of pollution and its repercussions are not assessed properly for the entire lifecycle of the business and for any kind of waste produced. No business is forced to declare its logistics channels for handling its pollution of all types. KSPCB and BBMP are the agencies that can put processes in place, prevent this and penalise the guilty. Thus, all the power to control pollution in lakes lies with the agencies that operate in Bangalore. The failure of these agencies has resulted in the present situation where lakes catch fire and are dumped with garbage.

KSPCB is not fining these apartments for not treating the sewage in the right way. And we are talking about raw sewage, partially treated sewage and fully treated sewage.

How to access the information Go to the homepage of the BBMP website: bbmp.gov.in. Choose the language and go to the department section on http://bbmp.gov.in/en/web/guest/home. Select the Solid Waste Management section. Go to the download section. Select your zone and then select your ward. You will now be able to see the key map for your ward, block maps, datasheets and all the details related to daily garbage collection in your ward.

How to make use of the database There are two sets of data for every auto block: 1) Block Map 2) Demographic Datasheet for the ward. The Block Map has details of auto numbers, garbage package and the geographical information of streets covered under a particular block. The demographic sheet has the details like the number of households, pushcarts, auto tippers, compactors and sweepers (pourakarmikas) allocated to your ward. What’s more, you can check the key map attached at the end of each ward. Check the block name applicable to your area. Then download the map file and datasheet for that particular block. Check if the details on ground match the

data given in the system. For example, you could find the auto number mentioned in the block data sheet, from the section Primary vehicles - auto tipper. Then you can compare it with the auto that comes to your place. The discrepancies could be reported to BBMP. An auto block in a microplan covers 750 homes and commercial areas falling within the area. There will be a certain number of sweepers, auto tippers, compactors and pushcarts deputed to the entire ward, on the basis of which BBMP will pay the contractor. These details are now public and open to public scrutiny. BBMP revamps SWM section on website The Solid Waste Management section on the BBMP website has undergone a revamp, with detailed rules and regulations, a complete solid waste management plan for the city, detailed segregation guidelines and posters, frequently asked questions and an option to share your story, along with ward-wise microplan data. Sarfaraz Khan, Joint Commissioner of Solid Waste Management in BBMP says the intention is to bring in transparency and make everybody fall in line, including officials, contractors and civic workers. He says there have been allegations of fake employees working as pourakarmikas in some wards. Therefore, the BBMP is doing Aadhaar verification of civic workers to avoid duplication while recruiting them, making payment and providing facilities.

With the formation of ward committees, I hope citizens will actively report about the issues,” he said. BBMP IT department helped with GIS mapping of the auto blocks, while ward officials were given a form to fill the information for the ward. Sources said that the data that is made public now was the first-level data obtained from ward officials, and is open to citizen scrutiny. Shuchi Mitras, Master Trainers and citizens in every ward can go through the details and flag the health inspectors and higher officials if there are discrepancies in the data. The complaints can be lodged at Joint Commissioner’s office in each zone of the BBMP. HSR towers are EMF-compliant, says DoT portal

Last month, the Department of Telecom launched the Tarang Sanchar portal. It lets you know if the amount of radiation being emitted by the mobile towers comply with the emission standards. There are three kinds of towers: ground-based, roof top and wall-mounted. In HSR, there are close to 100 rooftop towers and about six ground-based towers. We checked out several towers in HSR Layout and found them to be complaint. However, we were not able to check all of them because there is a limit to how much one can verify per user per day. The portal launch was timed well. It happened soon after the Supreme Court ordered the deactivation of a BSNL mobile tower in Gwalior following a plea by a 42-year-old cancer patient. However, the government maintains that the mobile tower emissions rules in India are ten times more stringent than global norms. The World Health Organisation (WHO) has referred to approximately 25,000 articles published around the world over the last 30 years and declared that “current evidence does not confirm the existence of any health consequences from exposure to low level electromagnetic field”. The telecom website says, “Since the effects on human beings are to be studied over a long period of time, further studies are going on around the world.” The telecom department reiterates that all is well with EMF radiation in India. In its report on the site, it says, “Keeping the precautionary EMF safe exposure limits for the Radio Frequency Field (Base Station Emissions) as 1/10th of the safe limits prescribed by ICNIRP for all areas in India, it eliminates the need for fixing lower limits for specific areas like schools, hospitals, residential premises, children playgrounds and other such areas; a

segregation of which is impractical in densely populated localities.” The jury is out there but concerns are real. Many people have felt changes in their body chemistry although no independent studies can pinpoint the exact reason why they are suffering from cancer and so on. But radiation could be one of the causes.

This By OUR FEATURE was an order by the WRITER Karnataka High Court based on a petition by Leo F Saldanha of the Environment Support Group in Banashankari. Explicitly, the court ordered the BBMP “to take immediate steps for constitution of the ward committees consisting of public-spirited persons, who will perform their duties and would not assert only their rights. Then only the orders passed by this court would be effective.” If you want dummy receipts to go away and public money spent on ground, this is the way forward. “The court direction now ensures statutory support for citizen monitoring in all civic matters and decisions,” says Saldanha. “The time has come for citizens to reclaim their long-denied statutory right to participate in civic decision making, particularly on matters listed in the 12th Schedule of the Constitution, and in all functions of Ward Committees as mandated in the Karnataka Municipal Corporation Act.” Without further ado, here is how the city’s residents can apply to be members of this prestigious committee. Attached please find an extract/ EPIC of the electoral roll of my ward which shows that I am a resident of the ward. As per Section 13H(2)(b) of the KMC (Amdt.) Act of 2011, the Ward Committee members are to be “nominated by the Corporation” but it does not say that corporators are to recommend the names. Therefore I am applying to you.
