he other day, BJP MLA Satish Reddy took up cudgels with me on Whatsapp for creating the Residents Watch group only to give him a dressing down. He indirectly called me a Congress stooge when the fact is that the largest citizen protest I did last year was against the Congress government regarding the KCDC issue. Politicians love to label people. You are either with them or against them. Why can’t there be a middle ground, Mr Reddy? It’s time politicians broaden their mindset to include apolitical but vociferous residents like me into their circle of advisors because only people like us can give them a fair opinion about all the things they do. ‘Yes’ men will only cheer them on even if they are wrong, both factually and morally. But people like us will applaud them when they do good and slam them when they don’t. Nobody is bigger than the public who have appointed them to resolve all issues that are in public interest. If all politicians remember this, they will never misunderstand the intention why a group like Residents Watch was set up. To be more precise, the group was created to bridge the information gap between residents of different sectors and different associations in HSR Layout. It was also created to usher in transparency and immediate redressal of problems that needed urgent attention. Which is why, we included all the resident welfare associations, civic activists, local politicians and civic officials in the group. If complaints meet deaf ears, raising your voice is evident and the Whatsapp group members did exactly that when rain havoc traumatised HSR residents last month. Both the corporator Gurumurthy Reddy and MLA Satish Reddy have their hands full. It’s time they fulfil all their promises and not leave all the projects hanging in the air, like the Somasunderpalya Lake revival. To begin with, they should fix bad roads and the underground drainage system before the monsoons hit the city. Hoping for the best from them. NEIGHBOURHOOD NEWS SILKBOARD TRAFFIC WOES
The Jayadeva to Electronic City metro line will also have a flyover from Jayadeva to Silk Board. The land acquisition process is nearly complete, which will be followed by road widening and then, the flyover. Both BMRCL and BDA will be building it. The construction is slated to begin by April 2017 if all goes well. The Rs 400 crore flyover will be opened much before the Metro viaduct, promise officials in the know. But the project will be fully complete only by 2020. Until then, some temporary solution is still needed for the Silk Board mess.
GAIL PIPELINES BENEATH, BEWARE
The GAIL gas pipeline across HSR Layout is in a mess in many parts. The other day, one truck got stuck for hours on 15th B Main in Sector 3 because it had run over the loose mud where the pipeline was laid. That’s shoddy work by GAIL. Imagine all footpaths collapsing because of this shoddy work. There is yet another real risk staring in peoples’ faces. Says resident Shashidhar K: “If high pressure gas lines from Gail (4-bar pressure) are damaged during any road work by BBMP or BWSSB, it will be a disaster. Inter-department coordination and citizen involvement is a must in the future.” Another resident Meera says, “There’s auto cut off in gas pipelines. I have seen it in Ahmedabad,

but then over there, no one rips apart roads like they do here.” Dear GAIL, please get your act right before it is too late. And since BBMP is the monitoring agency, it is their duty to ensure safety for all.
KCDC: THE STORY SO FAR…
The stink from the Karnataka Compost Development Corporation (KCDC) has come down but things are yet to be set right as the odour management system is yet to become operational. Only one filter is installed but it cannot function unless all the filters are installed. And for that to happen, KCDC needs to make space for their installation by removing the compost piles. That’s a tough ask since it is also accepting municipal waste every day to compost it. Last month, the residents of Somasunderpalya met senior BBMP official Sarfaraz Khan and requested him to stop KCDC’s harmful effluents from entering the adjacent lake. If it’s not cleared before the monsoon, the smell and flow into the lake will only increase, they contended. Mr Khan said the removal of rejects is a priority and he will discuss with the cement manufacturers. Since the quarry is soon to be operational, the excess rejects will go into these scientific landfills, he said. The senior official promised that all efforts will be made to speed up the revival. Any land of the lake encroached by the KCDC will be given back, he added. Mr Khan said he will fix a meeting and involve the residents in putting out a micro plan for the whole of Bommanahalli constituency, so that the monitoring and results are visible. From now on, monthly meetings will be held at KCDC to update the progress on the odour control plant, among other things. ResidentsWATCH - HSR Layout

When it rains, it pours in HSR Layout. If you are facing water logging, flooding and other issues, call these BBMP helplines for HSR Layout: 2573-2447, 2573-5642. It is also the time when snakes enter homes. Just the way Sector 7 is a hub of cobras, Sector 1 has become one too. The residents of 21st B Main and 22nd Main realised this much to their fright. “The area is teeming with cobras slithering out of empty plots into people’s homes and garages,” says resident Syed Imran. “The children who play on the street are particularly vulnerable. They are the ones who find the cobras first. The residents are logging complaints through the BBMP Sahaaya website but no response so far. Cobras from 1 foot to 5 feet have been found at regular intervals over the past month.” When you spot a snake, here are the numbers of snake catchers to call for HSR Layout: 99169-68959 (Mahesh Kumar),

CITIZEN DRIVES GALORE
Clean up drives and tree plantations are regularly being conducted in HSR Layout. Recently, HaSiRu Mithra did one for BengaluruOne Park on 24th Main, and another was done at the 15th Cross park by the Sector 4 Residents Welfare Association in association with HSR Citizen Forum and BBMP officials. Similarly, Sector 2 RWA cleaned up the Independence Park. Many more cleanup drives and tree plantations have happened in Somasunderpalya and HSR Layout. Residents Watch salutes all the residents who take their time off to get on to the streets and demand their rights. They are the real heroes because the government officials are only doing their job (if and when they do). The residents are going beyond their call of duty. That is truly commendable.

Wassup HSR? WASTE MANAGEMENT PARKS
The state government is planning to set up Waste Management Parks of 100 acres each with a buffer zone of 100mts to manage waste from all urban local bodies. These will be 3R Parks – Reduce, Reuse, Recycle. “I have suggested to add Recover, making it 4R,” says HSR resident Kavitha Reddy. “The note was put out by the forest department.” Reacting to this, another resident Shashidhar K said: “If these parks are successful, may be one day, kids from schools can have industrial visits to these centres to learn how our city waste is processed. They will be better citizens of tomorrow and generate lesser garbage.” Another curious news is that the Karnataka State Pollution Control Board (KSPCB) is in favour of scientific incineration of mixed waste. Environmentalists are opposed to incineration but KSPCB’s reasoning is that it is a better alternative to burning on roads or composting mixed waste. According to the anti-plastic team in HSR headed by Smita Kulkarni, close to 80% residents have started getting their own cloth bags when they shop. “I have seen aunties keeping cloth bags in purses and uncles taking out cloth bags from trouser pockets,” says Smita. “A few shops in HSR are still running ‘borrow-a-bag’ like Petsvilla, HOPCOMS and petrol pump shops too. MK Ahmed has got its own cloth bag that can be bought for Rs 9.” If you forget to bring your own bag or utensils when you visit a restaurant or shop to buy stuff, you don’t need to fret. STAR MARKET SETTING A BAD TREND
Star Market is in the news but for all the wrong reasons. “It is giving away compostable plastic bags,” says Smita Kulkarni behind the anti-plastic campaign in HSR. “We recently spoke to the manager in HSR Layout along with health inspector Mahesh to discontinue compostable bags.” The reasons she cited? “The Central pollution board has apparently permitted them, but the state board is still waiting for the lab results to confirm their contention,” she says. “Star’s bags look just like normal polythene covers and difficult for BBMP workers and volunteers to differentiate. This could lead to a lot of lookalikes flooding the market. Even if they are genuine and made from corn/potato starch like they claim, we cannot afford to waste food in making bags. Waste pickers like Hasirudala and several others have not been able to compost it yet even though they have been trying it for a year.”

Just because you are an enlightened citizen doesn’t mean you have to look down on the others. Perhaps, their proficiency lies elsewhere. Therefore, it’s best to always look at them with respect, be congenial and reason out with them on how they are setting a bad example to society and to their own kids – but keep your tone down and plead them to be good. Resident Fazal Khalil has noticed a signage in 4th Sector park saying ‘No Eatables Allowed’. However, he has seen the dustbins inside the park overflowing with waste like plastic wrappers and covers, among other things. He has two questions: Why is the person looking after the park not preventing eatables? Who is responsible for clearing the garbage because he doesn’t see the BBMP guys doing it? Dr Shanthi T says some people ignore instructions and only correct their ways when they are told one-on-one. So a better way out of this is for active citizens to politely educate the gardeners and citizens littering the parks and public

ampant commercialisation is the bane of any growing neighbourhood. HSR Layout is no exception. But it should not be at the expense of existing laws and residential safeguards. And that is precisely what prompted a few HSR residents to take up cudgels against a landlord who had let out his building for a restaurant on 17th B Main in Sector 4. “The residents did the unthinkable,” says resident Kavitha Reddy. “They stopped the opening of a restaurant on their road. The owner of this PG accommodation facility, which itself has serious encroachment and building violations, had rented out the ground floor for a restaurant. Fed up with the existing mess of traffic and parking issues due to National Public School, Oxford College, the mushrooming PG accommodations and a bakery, the residents met BBMP officials and submitted a memorandum not to issue a licence to the restaurant.” Looking at the growing public anger, the BBMP officials did not give their permission to open the restaurant. “The owner of the PG and restaurant tried to influence the residents, but Shamanna Reddy, Anand Reddy and myself did not budge from our stand.” Last year, the residents had also opposed the renewal of licence for a bakery opposite Oxford College. “We hope BBMP will also respond positively on that issue too,” says Reddy. “HSR Layout is suffering from rampant and unchecked commercialisation. If the residents of each road make use of the provisions in the law, the menace of PGs, hotels, bakeries, restaurants and other commercial establishments in residential areas can be eradicated. he campaign to save Agara Lake is making slow but sure progress. Lake revival is not an easy exercise and the Agara activists are getting to know this first-hand. “Even after three years, we are yet to start the revival of the lake,” says Kavitha Reddy, joint secretary, Agara Lake Protection and Management Society (ALPMS). “The lake was in good shape, but to make it a nature landmark, we pushed for its revival and the work should have started by now, but there is an old court case to deal with.” Some of the updates so far… 1. The work order is not released as per the court order as Biota company has gone to the Tribunal and the case hearing is in July 2016. The Lake Development Authority (LDA) has presented its case and also said that there is too much pressure from the citizens to revive it. 2. The permission for a proposed tree plantation has already been given, but the kind of trees to be planted will be decided by the Deputy Conservator of Forests. This is yet to happen. 3. A permission is sought from the LDA to repair the sluice gate by ALPMS. 4. The CEO of Lake Development Authority has been updated about the Cycle track proposal outside the lake fence to stop indiscriminate garbage dumping in the area. The BBMP is creating a Detailed Project Report on it. 5. The society has also submitted an objection to the LDA to prevent any future civil construction activity inside the lake. The National Green Tribunal has clearly said that civil construction is prohibited in lake areas. July 2016|13

T
he activism of HSR Layout residents has now become legendary. The other day, just through SMS-es, emails, phone calls and press publicity, they got HSR traffic inspector Rao Ganesh Janardhan from being transferred by vested interests. And last month, they staged a peaceful protest, anchored by this journalist, right inside the HSR BDA complex to oppose the overnight transfer of Subodh Yadav, BBMP Special Commissioner, Solid Waste Management (SWM). Having been brought in to tackle the garbage crisis in November 2015, the senior bureaucrat was loved for his people-friendly initiatives and loathed by the garbage contractor lobby and the equally corrupt corporators. The same day, residents across Bangalore protested in front of Town Hall to bring back Subodh, which included Bangalore’s compost queen Vani Murthy.
Why The Axe Fell?
Resident activism can only work when there are competent government officials around. Therefore, we urge CM Siddaramaiah to bring back sincere officials like Yadav for better governance.

Yadav was making smart moves to involve the residents in the management of garbage across the city. By decentralising the entire process and making BBMP an independent entity, a solution that a senior bureaucrat had suggested, and we had publicised a few months ago. If BBMP becomes independent of garbage contractors, the entire collection, segregation and transportation would come under the BBMP and nobody can hold it to ransom. The logic is as clear as rainfall but vested interests have been trying to scuttle this from the very beginning. Until Subodh took charge. And that is what rankled the garbage mafia that acted swiftly and got him removed before he could wreck havoc with their revenue model. If Yadav was given his full term, he would have made the garbage contractors lose hundreds of crores worth business by breaking their nexus with the local politicians and BBMP officials. And how was he trying to achieve this? Through a series of measures like buying compactors to reduce the volume of garbage collected by compressing them with these advanced machines. On his instructions, the BBMP had already bought 25 compactors and was on its way to buy 100 more when the axe fell. Similarly, he wanted the BBMP to hire its own pourakarmikas, the foot soldiers who go door to door to pick up garbage. Right now, there are over 5000 of them who work under the contractors. middlemen, Yadav had planned a cooperative society in every assembly constituency.
The Larger Picture
Yadav was listening to the on-ground volunteers of Solid Waste Management who were rooting for decentralising garbage. What does that mean? Every BBMP ward should compost its own wet waste. Individual homes and apartment complexes should compost their own wet waste. Only the dry and reject waste will be collected and managed by the BBMP. Some wards already have segregation centres and bio methanation plants. His idea was to apply this to the entire city by getting the resident activists to undergo Master Trainer and Suchi Mitra programs. “He’s the first official who believed in empowering citizens by training them, which would, in turn, make the local officials accountable to the residents,” says Dr Shanthi Tummala of Bangalore Eco Team that initiated an online petition asking the CM to bring back Yadav. Within days, it garnered over 3000 signatures from concerned Bangaloreans. Not to mention, the many civic activists and resident welfare association members from across the city. Not stopping at that, about 25 residents went to the Vidhana Soudha the very next day to personally handover their petition to Chief Minister Siddaramaiah and Bangalore Development minister KJ George. But what about those who cannot compost the wet waste? “There will be private service providers for it,” says Dr Shanthi. “The plan is to train people from low-income groups to provide this service and make a living.” For those wanting to compost, space is not a constraint. “All you need is the space of a bucket. We are asking people to find space in the balcony at least to grow vegetables free from chemicals for their own good health. If the residents don’t want to use the compost generated, they can donate to nearby parks. We plan to push for buying back the compost in the long run.”

Another BBMP official helping the SWM volunteers to do their bit in tackling the garbage crisis is Joint Commissioner (Yelahanka) Sarfaraz Khan, who also holds the additional charge of BBMP (Health) division. “He’s another gem of an official. We can’t afford to lose him either. Any solution offered to him is first tried out by his officials in Yelahanka. If the experiment is successful, he implements it across the city.” That’s how Yelahanka was the first to ban plastic in Bangalore, followed by HSR Layout and now, all of Karnataka, thanks to a government order. he promoters behind Mustard Food Court (also in Koramangala and Electronic City) and Latte Lounge in HSR Layout have now opened two more restaurants to whet the appetite of HSR residents. Aptly named Birbal Biryani and Birbal Darbar, both are located on Sarjapur Road. In the food business for over nine years, proprietor Saurabh Sinha is now offering fine authentic North Indian and Chinese cuisine in a warm and inviting ambience. “We serve earthy, traditional, home-cooked style food, infused with innovation and cutting–edge culinary techniques,” says Sinha. “From exotic vegetarian and non-vegetarian dishes to authentic Biryani and delicious Chinese dishes, we carefully prepare every item on the menu.” Birbal Darbar is about six kilometres from HSR Layout and diagonally opposite Decathlon. Spread over 4000 sq. ft., the restaurant offers Indian, Chinese and tandoor delights. You can dig into biryanis (chicken, mutton and egg), dal bukhara and tandoori tikka, among others. There is also a party place on the terrace that can hold up to 30 persons. Birbal Biryani is about four kilometres away from Darbar, near Dommasandra circle and right opposite Silver Oak School. It is about 10 kilometres from HSR and is spread over 1200 sq. ft. with a capacity to seat 50 persons. It’s only biryani and starters out here. Choose from four biryanis – chicken, mutton, veg and egg. And then, there are four chicken and four veg starters. Take that to mean, chicken wings, chilli chicken, chicken 65 and boneless chicken kebab. The skill of using spices comes with the knowledge of understanding what spices to use and most importantly how and in what quantities to use them. Right for road
Residents want an access road cutting through Sobha Daffodil to connect Harlur Road with HSR Layout
The path that the opposition claims is a public road while Sobha claims otherwise

T Sobha Daffodil is spread over 9.6 acres and consists of nine residential blocks and over 432 flats across 11 floors. The project has been approved by all the competent authorities including BDA, BBMP, BESCOM, BWSSB.

he residents of HSR Layout are caught between the devil and the deep sea. On one end is a congested, badly maintained and narrow Somasunderpalya Main Road causing traffic crawl-ups during peak hours. On the other end are residents on Harlur Road wanting an access road cutting across Sobha Daffodil apartment complex. Their plea? The vacant space below the high tension wires can be made into a public access road, the way you have it in gated communities. But is Sobha, a gated community? That’s for the legal experts to comment on. But what will happen if Sobha gives in? All the traffic from Harlur Road (and there are newer apartments coming up in Harlur every other day), the vehicular traffic on 27th Main will go up exponentially. Is that a good thing? “No way,” says Sobha resident and civic activist S Lakshmi. “The road demand is by vested interests from Royal Placid and surrounding layouts as that will benefit a handful of them to increase the value of their properties. But it will increase the problems for Somasunderpalya and HSR Layout. Imagine people from thousands of apartments mushrooming in Harlur Road, Kasavanahalli, Kudlu and nearby areas, accessing this road.”
Problems Aplenty
Online petitions are a craze today. And Rajesh Prabhu from Haralur & Somsunderpalya Residents Group has started one on Change.org that has already garnered over 1,500 supporters. His petition says: “Encroachment of the road by Sobha Developers, causing traffic jams in Somasunderpalya and around. Many school buses have to go through ResidentsWATCH - HSR Layout
The map put out by Haralur and Somasunderpalya Residents Group on their Facebook page the narrow roads, causing public inconvenience.” However, it’s factually incorrect, contends M Subash, the president of Sobha Daffodil Apartments Owners’ Association. “There was a complaint made by Royal Placid Residency Welfare Association to BBMP and an order was issued to demolish the alleged encroachment without giving an opportunity to Sobha Ltd or the residents of Sobha Daffodil to represent their case,” he says. Copies of the original order in Kannada and its English translation are available at the apartment website (http://sobhadaffodil.in/ legal-matters). The residents of Sobha Daffodil knocked on the doors of the Karnataka High Court, which immediately quashed the demolition proceedings. “After multiple hearings, the BBMP Zonal Court upheld and confirmed that all pieces and parcels of the land were legally transferred by BDA to Sobha Ltd. There was no evidence of encroachment. Therefore, the land transfer is tenable and approved by all legal and competent authorities,” says Subash. Copies of the order in Kannada and its English translation are on their website.
The Real Issue
“The building approval that Sobha Ltd obtained from BDA has a clause stating that the approval is subject to Sobha Ltd ceding a portion of their land for building road access,” says Subash. “This has been incorrectly interpreted by the various parties as referring to a road cutting across the property. This is a complete misrepresentation of facts. This clause in fact refers to the area in front ResidentsWATCH - HSR Layout
of the estate, near the main gate. This land has already been relinquished by Sobha Ltd to BBMP to provide connectivity to adjacent apartments.” The copy of the relinquishment deed is on Sobha’s website too. With no legal recourse left, some people on the Royal Placid side are resorting to under-hand tactics like beating up people near the apartment, pressurising them with needless official harassment and so on. “Why can’t they do it, the legal way? This is a democracy and the law should prevail,” says Subash. “This kind of harassment must stop. We will not tolerate it.”
The Other Side Of The Story
Rajesh Prabhu and his team intends to approach the BDA once more as a combined entity after a signature campaign to get their way. They are also gathering public support through a speciallycreated Facebook page (https://www.facebook. com/right4road). “They are propagating false information on social media,” claims Subash. But the question remains. Will an access road to HSR Layout really help or lead to even more congestion? “With a lot of people coming from Outer Ring Road using HSR Layout as a bypass road to reach Sarjapur Road and Hosur Road, the problems are only going to peak if another bypass road is created for the other surrounding neighbourhoods,” says Subash. Fix Somasunderpalya Main Road Residents offer several solutions to solve the traffic and pollution bottleneck

SR residents Nitin Pai and Lakshmi Srivatsan are no urban planners. But when they see chaos greeting them every morning, they decided to put on their thinking hat and come up with practical solutions to deal with the problem. Nitin put together a plan to fix the ever-busy Somasunderpalya Main Road. And Lakshmi examined the scene on foot to come up with the reasons behind the frequent traffic crawl-ups during peak hours. And the solutions weren’t hard to come up with.

The road fixing requires serious commitment from BBMP and MLA Satish Reddy. Will they rise to the occasion? Only time will tell.

Says resident Lakshmi: “The current traffic jams are because of bad roads that are all dug up. The footpath is encroached by the retailers and the parking of vehicles is all over the road. The Uber and Ola drivers double park and also take U-turns on the narrow lane leading to DHL junction. The customers of the paan shop at Rockview also park along this narrow road, blocking the entire traffic.” That’s not all. “For the last seven years, there is a water or sewage line leaking in front of Rockview every single day. So there is always a puddle of water and the place is forever potholed right at the turning in front of Uber, which slows down all the traffic.” Another issue is the cigarette shop at the corner of DHL where the road leads to Sobha Daffodil. “His customers park in front of his shop and slow down the vehicles approaching the road as it is right at the junction. There is also a bike repair shop opposite this cigarette shop where all bikes are parked, further clogging the entrance to the road. Nitin Pai’s Formula
His recommendations have already been submitted to HSR Layout corporator Gurumurthy Reddy, but nothing has happened ever since. “Improving traffic is more about increasing the flow than about land,” he says. According to him, the main causes of traffic congestion include the road geometry, poor road condition, too many turnings, road cholesterol (40% of the road width is unavailable for traffic flow because of haphazard parking and footpath encroachment) and external traffic (that uses HSR and SSpalya Road as a bypass road). Once you know the reasons for the traffic bottlenecks, the solutions are easy to come by. also park on the approach roads. All the school buses use Harlur Road and Somasunderpalya Road to get into HSR. Therefore, there are major jams at 4pm every day. If the concerned authorities take care of these issues, we would not have so many problems.” Another solution by the residents is to make Somasunderpalya Road and Hamilton Hospital Road one-way. “The entry can be from SSpalya Road and exit can be from Hamilton Bailey Hospital Road,” says Lakshmi. “The footpaths alongside DHL are broken. If they are fixed, people will not be forced to walk on the road.”
Lakshmi’s Recommendations
The residents of Somasunderpalya area have the following recommendations to make for the BBMP, traffic police and MLA Satish Reddy. 1. No parking from Bescom junction and all along Somasunderpalya Main Road. 2. No parking on Sobha Daffodil approach road. Many big trucks and cabs park haphazardly here, slowing traffic that approaches this road. The residents also believe that many drivers park their vehicles here to play cricket at the empty ground next to Rabindra Bharathi school. 3. One way - entry from Somasunderpalya Road and exit from Aakruthi Road. 4. Traffic cops posted during peak hours and school time in the afternoons. ResidentsWATCH - HSR Layout
Here are Nitin’s recommendations…
1. Traffic flow can be improved by improving road condition, reducing turnings, implementing no-parking on the entire stretch. 2. Traffic flow will be reduced in the area if a bypass road is constructed to take away external traffic (ORR, Electronic City and Harlur Road-Sarjapur Road…). 3. Double Circulator Loop around Somasunderpalya with some one-way side road. 4. High-quality resurfacing of 27th Main, Somasunderpalya Rd, Kudlu Rd and side roads towards Harlur Road. 5. No parking from 7am-10pm in the entire congested area.
However, there are a few requirements for his plan to succeed:
1. Road surface must be high-quality throughout and weatherproof. 2. Footpath must be built throughout and unobstructed. 3. No parking and no loading and unloading from 7am to 10pm. 4. No digging or road cutting without BBMP permission by various agencies. 5. No garbage dumping. 6. Enough number of traffic signs. 7. Co-operation of all leaders, residents, factories, schools and shops in the area. July 2016 |35
