State of paralysis in HSR

T

he civic authorities and local politicians in HSR Layout are largely behaving like they are in deep sleep from which they will never wake up. Innumerable cries from the residents on various issues are not being attended to by the civic officials, be it BESCOM, BBMP, BWSSB, GAIL or the forest department. This state of zero conscience is unpalatable. Only when the residents raise their voice a few decibels higher, hit the streets and threaten punitive action, do the authorities oblige. Even then, the result is far from satisfactory. A ‘pothole pooje’ by the residents will make the BBMP sit up and do a shoddy job on that stretch. A drain is cleaned on one street but the next street continues to remain blocked. Garbage collection is regular one one day and irregular the next. There are no set timings for the collection. In addition, the garbage contractor has the gall to ask every resident to pay Rs 500 every month when he is supposed to charge nothing. When the residents in Sector 3 protested against this last month, the MLA himself intervened and promised that nothing will be charged. The time has come for every resident to know his rights. If you have followed all the building bylaws and built a house with proper setbacks, but your neighbor doesn’t, it’s your right to ask him to do the same. If he does not, you can raise hell. Remember, no illegality can occur if the immediate neighbours don’t endorse it. And this goes for noise pollution, commercialisation, tree cutting and building bylaw violations, among other things. If the culprit is a high and mighty individual, complain to the highest authorities, even going right up to the BBMP commissioner, police commissioner, chief minister and governor. All the email IDs and phone numbers are available on google. Just take a minute to find them and do your bit. Nobody is too powerful to do anything illegal. Sooner or later, justice will reign supreme. And the violators will have to stand down. It’s the law of nature. NEIGHBOURHOOD NEWS BUILDING BYLAW VIOLATIONS GALORE

HSR Layout is increasingly becoming a hub for illegal buildings galore. Take the 21st Cross Road in Sector 3. There are atleast half a dozen buildings with ground + four floors. And there are some more buildings on 20th Cross Road. This story of violation repeats itself across HSR. What is the local MLA, corporator and BBMP Joint Commissioner doing? Nothing at all. When this question was raised in the Residents Watch Whatsapp group where they are part of it, they remained silent on the subject. Clearly, they are the culprits and need to be made accountable for all the mess in HSR. The fact that the maximum encroachments of lakes and storm water drains were found in Bommanahalli constituency (HSR is part of this) clearly shows the extent of violations and their

connivance. Nothing can happen without their approval, direct or indirect. It’s about time they shaped up before justice strikes where it hurts the most. “Most of the upcoming houses has multiple floors without parking and that’s a major harassment for neighbours,” says resident Mohammed Moyeen of Sector 1. “Not only residences, but also new office complexes in HSR,” adds Lakshmi V. “Those who sincerely follow setbacks are idiots and those who don’t, merrily get away with multi-storied buildings. I have my sincere doubts if they even pay any taxes. If at all they pay, it maybe peanuts,” feels resident RS Hiremath. “I have raised complaints many times with BBMP on this matter,” says resident activist Kavitha Reddy. “I can’t keep hitting the streets and make BBMP remove

encroachments every time or take the issue to the minister to get all of these resolved. Resident Welfare Associations are useless when it comes to these issues. My only hope is to keep calling BBMP until they act. I will also write to the BBMP Commissioner now.”

RESIDENTS FOIL ATTEMPTED THEFT

Recently, at around 3am, a couple of residents in Sector 4 did the unthinkable. An HSR resident holidaying in Andamans was alerted of an intrusion by the backdoor sensor installed in his HSR home. He immediately alerted his neighbours. “We went after the thieves who were armed with rods and sickles,” recalls resident and cricket coach Fazal Khalil. “The police came and apprehended one guy and one of them escaped. It was an absolute nightmare. The whole thing went on for over three hours. Safety to residents is the most important issue. Other things seem irrelevant after this episode.” The residents did not stop at that. Eight families from this road (16th Cross) have hired their own security guards to take care of their street at night. “Please try and take a cue from this and if you have like-minded neighbours, do the same. It costs us about Rs 3000 per family per month. The cost will come down if more families join in. We were inspired by another street in Sector 4 that is doing this from before: 14th cross in Sector 4.”

GARBAGE SEGREGATION BLUES

The other day, resident Kavitha Reddy came across quite a character on her segregation awareness drive in Sector 1 as part of Hasiru Mithra. “The resident throws garbage from the first floor because the auto guy said it’s mixed waste. I went and explained to her about the garbage situation in Bangalore and said if your fully segregated waste is not collected, give me a call. If the vehicle is not regular, give BBMP a call. She says ‘why should I do all that when I pay Swacch Bharat Cess’. I told her that the Swacch Bharat money does not reach the states and her owner pays the tax, not her. She says dogs are a problem. I told her to keep the garbage in bins. The lady gets upset and says I don’t want to talk and leaves. This is the educated class.” ResidentsWATCH - HSR Layout

HSR residents are asking several questions these days. When will the state government and BBMP get their act together? When will the garbage mafia realise that it is digging its own grave and the grave of their children and grand children? They are right. It’s time to wake up the bureaucrats, government officials and netas. It’s time they act now, before it’s too late. If scientific composting in all the public parks of Bangalore and every ward is made mandatory, much can be achieved. Similarly, there has to be a way to tackle mixed waste too. You cannot live in Utopia and expect that everyone will segregate. Worldwide, segregation stands at 50% - and even that is a best case scenario. Ofcourse, some areas like HSR can be 100%. So we have to be pragmatic and have a multi-pronged approach to the issue for Bangalore and Karnataka in general.

RESIDENTS DEMAND DEMOLITION OF SAIBABA TEMPLE AND NANDINI COOL JOINT

The cry is getting hoarser among residents to take down Nandini Cool Joint and Saibaba temple that came up illegally in a median park in Sector 3. Not only are these a traffic nuisance but also a grave issue of encroachment in a public space. When residents objected to the temple’s initial construction more than three years ago, MLA Satish Reddy threatened communal violence and hushed them down. Recently, when the temple authorities tried to extend the temple, residents objected again and the construction was stopped midway. With such votebank politics in play, can anything be achieved out of this? Asks resident Somrup Pal: “Why did BBMP provide electricity to the temple fully knowing that it is illegal? temple and Cool Joint. The public can’t be called upon to come with weapons to attack.” Agrees Kavitha Reddy: “Get the temple and eatery demolished as they are a traffic mess too.”

Wassup HSR? TREE CUTTING SPREE

New constructions are as it is illegal, but what is irking residents further is the indiscriminate cutting of full-fledged trees in HSR Layout. “It is one of the main reasons for rising temperatures,” says resident activist Dr Shanthi T. “In Indiranagar, someone cut a tree by bribing someone. The citizens marched to the police station and didn’t leave until an FIR was filed against the culprit. What are we doing in HSR?” The HSR Federation of RWAs has issued a letter to the police and BBMP forest officials to immediately respond to complaints from residents. “People coming across tree cutting can lodge a police complaint thereafter supported by 5-10 residents in writing from that area so as to get the weight behind their complaint,” says Federation secretary Dr Ravindran. Let the RWAs also file cases to make the cases stronger, say residents. “Even on encroachments, we need action from RWAs informing BBMP,” says Kavitha Reddy. “Encroachments are also a serious issue and we cannot ignore it anymore!” We at Residents Watch believe that the all the resident welfare associations (RWAs) should petition the authorities on several issues - systematic and timely garbage collection and management; removal of footpath encroachments; a traffic signal at Cool Joint junction; indiscriminate tree cutting and visual pollution by illegal advertisement fliers, banners and signboards; installing ‘silent zone’ boards in residential areas, and shutting down offices working out of residential areas. Despite the hue and cry from

civic activists and the notice by the federation, rampant cutting continues in HSR. Only recently, it was Amber Home Interiors on HSR Club Road. They flattened two trees to ensure that their building façade view isn’t obstructed. How can such environment-unfriendly act make them great skyline beauticians? We suggest that residents boycott them for their crime and BBMP punish them for their impunity. “In other areas, people have been penalised for cutting trees. Don’t know why HSR is so lax despite complaints,” asks resident Lakshmi V. We urge Joint Commissioner Muniraju and MLA Satish Reddy to crack the whip and stop this immediately.

ARE RWAS REALLY EFFECTIVE?

There is much talk about inefficient resident welfare associations. But when there is an efficient RWA, do the authorities listen? Says Sector 2 RWA secretary Chandrashekar: “We have given several comprehensive memorandums to the BBMP Joint Commissioner and discussed these with the engineers and corporator in detail. A copy of the memorandum was also sent to the BBMP Commissioner. Letters have also been given to the other civic agencies like the police, BESCOM and BWSSB on a regular basis. In the last two years, more than 10 letters have been given to BBMP on various issues. There has been very little response from the BBMP senior management to put systems in place.”

ILLEGAL ROAD CUTTINGS

Whenever you spot a road being dug up, do what resident Kamesh Rastogi does. “I called the health inspector who got me to speak to the assistant executive engineer about the illegal digging by Airtel guys in front of ShopOn and Aakruti Silverline on 24th Main in Sector 2,” he says. “The digging was stopped after the digging supervisor showed me a BBMP approval letter that was dated April 2015 and was meant for Somasundrapalya.” All of this goes to show one thing. Whenever someone is digging the road or cutting a tree, it is largely illegal. Ask for the permission letter and check the dates and the location assigned. If not, call the BBMP engineer and lodge a complaint on BBMP.sahaya.in. If all of us do our bit, HSR will be safer because the operators and BBMP staff will know that they can’t get away with their responsibilities. It’s the time to remain vigilant, proactive, responsive and caring.

‘KILL BILL’ CAMPAIGN CONTINUES

The other day, HSR activists were happy to notice that all the banners at Begur Road junction were removed by the BBMP Joint Commissioner Muniraju. More of this work, please. We need prompt and efficient officers to set right the many wrongs in Bommanahalli constituency where HSR is just a tiny part. “Likewise, we want all posters of politicians and shop inaugurations removed,” prays Kavitha Reddy. Adds Fazal Khalil: “I think the poster guys have realised that I don’t allow anyone to stick or nail any pole, especially trees, around my house. Almost the entire 16th Cross around my house are free from bills being nailed to the trees. I have been doing this for a very long time. I

think we as citizens should take them on once in a while.” Adds Lalithamba BV: “As citizens, whenever we pass by such posters, we must make an attempt to remove them. Also, call the phone numbers and advice them not to stick.” For Fazal Khaleel, it’s a continuing campaign that can never stop as newer players keep surfacing all the time. “Recently, I called up this school called Bachpan who have indiscriminately put up boards outside our gates. I called and spoke to the owner of the school. I threatened to lodge a police complaint against the school and make her a party to it. She apologised and promised to not repeat it. I also warned her that I would start an anti-Bachpan campaign on social media.”

SENIOR CITIZEN CARDS, ANYONE?

Hairbrained Act: These re-modelled storm water drains in HSR Layout have one major issue. There is no inlet for the overflowing water on the road to seep into the drain. How can the authorities be so brainless? Can they rectify this immediately, please?

Wassup HSR? FEEDER BUSES, SKEWED ROUTING

Feeder buses in HSR had 5% occupancy. Therefore, they were discontinued. But the real reason for their failure was the lack of proper route maps, believe residents. “I think the problem with feeder buses was that they were going to silk board each time,” feels resident Shashidhara K. “It takes forever to do a U-turn at Silk Board during peak hours, so their schedule never worked.” HSR Federation’s Ravindran disagrees. “It’s not the schedule; there were few takers. I travelled four times from sector 1 to HSR Club. The whole bus belonged to me for Rs 7. After three weeks, the buses turned back from Sector 6 signal but nothing changed.” Lalithamba BV says, “I also feel we need to publicise the route and schedule, like how we did for vehicle-free day. It must be available during peak hours both in the mornings and evenings.” The argument continues.

AUTOMATED TIMERS FOR STREETLIGHTS

Concerned green activist and resident Shashidhara K has noticed that street lights are on at 10am at many locations in HSR. “The only solution to this are automated timers in every street that turn off on a pre-defined schedule,” he says. Right now, the residents have to use the manual switch on every street to switch them on and off.

HSR BECOMING A TOXIC DUMPING GROUND

The other day, BBMP health inspector Mahesh and resident Dr Shanthi T found biomedical waste being dumped along with general waste in HSR Layout. “We found out that it is from Apollo Hospital on Bannerghatta Road,” she says. “It took till 3pm to get the proofs.” We need more vigilance and stiffer fines for violators, please.

LABOUR CAMP CLEARED OPPOSITE FREEDOM SCHOOL

Following an eviction to make way for a tree park, the labour camp behind Subramanya temple in Sector 3 moved to Sector 4 near Freedom International School some months ago. The residents were assured that these people from Raichur will go back to their homes soon a few months ago. Late last month, the assurances came good, much to the relief of residents. “It was a civic issue,” says resident Fazal Khalil. “The place was like a pigsty. Men and children urinating near the school and animals all over the place.” We thank the authorities and the politicians who made this happen. It’s a people’s victory.

MLA interacts with HSR residents on Whatsapp Amidst arguments and counter arguments, work happens Recently, when the rains wrecked havoc in HSR, Residents Watch editor Zahid Javali requested both MLA Satish Reddy and BBMP Joint Commissioner Muniraju to take complete responsibility and stop giving empty assurances. “We don’t want ad hoc measures and knee jerk reactions,” said Javali. “We want permanent solutions to long pending problems. Visible things happen before and after elections. But the real test is now.” Here are some snippets from it… Zahid Javali (ZJ): The pictures of civic collapse in HSR are proof enough. And the reports I am getting from residents about official apathy are further proof. MLA: Shall I send 10 years before pictures of HSR Layout… it was looking like a lake… We worked hard for HSR because I have great respect for residents. Simply don’t blame every one.

The crux of the matter

Kavitha Reddy (KR): Your message is more like shouting down and not resolutions. Accepting and acknowledging that there is a problem is the first step to working towards a solution. Here are some hard facts of HSR… 1. Most roads in HSR have not been asphalted for over eight years. 2. Storm water drains are not getting cleared. 3. Unauthorised PGs and commercialisation even in residential areas is a reality. 4. Apathy of the administration is a reality. 5. Forget building violations, encroachments are a reality. 6. No public toilets in HSR. 7. Pavement encroachment on commercial roads. Asking for a functioning system cannot be wrong. 10 years ago, there were also fewer people in HSR. Exiting the group is an excuse to not being accountable. If you still wish to exit, please do. We cannot force you to do your job. We can only request. The rest is up to you. We will continue to highlight the issues of HSR without fear or favour.

And finally...

Four hours later, the MLA was back in the group posting selfies of himself at the BBMP control room fielding phone complaints. The same midnight, he posted pictures of himself with Joint Commissioner wading in the waters on the flooded streets of Bommanahalli. The irony of it all? Most of the flooding happened in Bommanahalli, thanks to encroached storm water drains and lake/tank beds. Who is responsible? The officials and the politicians, ofcourse. But the people are as much at fault here. Why should they grease palms or use their influence to build on storm water drains and lakebeds? And ignorance of the law is no excuse. So it’s better to be safe than sorry. The next time, you are out buying property or building a house, remember that it can be demolished if it violates the law of the land. September 2016|11

fter successfully conducting a slew of campaigns on various eco-friendly measures in HSR Layout, the Hasiru Mithra members have come up with “HM Cutlery”, a not-for-profit initiative for customers to use reusable stainless steel utensils for office and family get-togethers. Take that to mean, renting reusable utensils at a negligible cost. “Your adoption and acceptance of this initiative will encourage others to follow you in protecting the environment,” says co-founder and HSR resident Kamesh Rastogi. “Please start using it and share with your community and friends to adopt it for birthdays, anniversaries and get-togethers.” To the users, it makes perfect financial sense. You get to use stuff that costs much lesser to rent than to buy disposables, some of whom are non-biodegradable to boot. On rent are lunch and dinner plates, bowls, spoons, water and coffee glasses. You can buy single items or as a set (1 plate, 1 bowl, 1 spoon, 1 water glass and 1 coffee glass). The benefits far outweigh the actual cost of the item and you get to be the green ambassador as well. A stainless steel plate costs Rs 85, but you get it for just Rs 2 on rent. There is no door delivery, though. “You are requested to collect the utensils from our office by 5pm,” says Kamesh. “Fill a form, pay a security deposit, and collect the utensils. After the event, you are requested to clean the utensils and return them to our office by 10am.” ResidentsWATCH - HSR Layout

Fresh routes for feeder buses

fter the success of ‘No Vehicle Day’ last year, the BMTC introduced feeder buses across HSR Layout. But many of the best suggestions from the residents went unheard, leading to its failure. But residents want the feeder service to work and here are two routes that they have proposed to the BMTC. We hope the authorities put on their thinking cap, and implement the two routes suggested by residents.

Single-route

ResidentSpeak • It will not be commercially feasible if the regular BMTC buses are run as feeders; better to run mini-buses instead, like the low-floor mini feeder buses by Delhi Metro. Later, they can be replaced by electric buses. • The buses should be free for pass holders. For the others, it should be a fixed cost like Rs 10 or Rs 20, regardless of the distance or number of stops between origin and destination. ResidentsWATCH - HSR Layout

Flood zone maps to aid home buyers

A resident’s proposal to the government that will identify encroachments in a jiffy

t is a pity that even the tech-savvy professional of an IT firm is unable to figure out whether the location of the property he is planning to buy is an encroachment of a lakebed or a storm water drain. And this is after spending months on research and consultation with real estate experts and lawyers. On the contrary, we hear officials saying everyone must refer to age-old village maps before buying any property. Where did we go wrong? In the US, that is highly prone to flooding disasters, the scene is different. For housing loan and construction purposes, it is mandatory to obtain a certificate that indicates if the location for

construction is within or outside the flood zone. The entire nation is divided into 500 years’ flood plain, 100 years’ floodplain and no floodplain. Depending on the zone the construction falls into, the flood insurance is mandated and the premium is fixed. A similar project to detect encroachments is quite doable in Bangalore. Are we capable? Yes. We have already carried out even better projects. BBMP has GIS maps with individual PIDs (Property IDs) for tax collection purposes. In this case, they have mapped each and every land parcel. This is quite a time-consuming and tedious job. Coming up with flood-zoning maps is far simpler compared to this. Zoning maps will surely help in checking encroachment, corruption, confusion, cheating and eventually, unwanted ResidentsWATCH - HSR Layout


incidents like building demolitions. What do we have now? The hard copies of the BDA’s Comprehensive Development Plan (CDP) is of no use. The CDP is a comprehensive map of land use and land cover of an area, but many of the existing issues don’t figure in the map. Also, we can’t locate the property using the coordinates (latitude and longitude) of the property. The zoning can be checked by going to the Drushti section of BDA’s website. However, this section is largely offline. Is this fool-proof? Absolutely not. The valley zones that are supposed to indicate flood zones in the CDP map are based on old, village maps. In reality, many drains and lakes are already encroached and the topography of the land has changed immensely. The CDP doesn’t account for the realities caused by corruption and compulsion prevalent in the property sector. A realistic view of flooding zones What we need is a realistic view of the land and flooding-prone zones. We require a GIS map for all the villages coming under the boundary of interest. A geo-referenced and mosaicked image of the villages can be used to digitise all the relevant facets of the land in question. They can also be used to classify land into different zones like government land, Rajakaluve, lake bed, civic amenity and so on. A zone where the construction is deemed legal may be created for easy understanding by the common man. Extreme care must be taken to ensure the accuracy of the maps. Once prepared, the existing GIS map of individual land parcels can be overlaid on this. Finally, the combined map can be overlaid on the satellite imagery for better visualisation. The transparency level of each layer must be allowed to be set by the user so that he can see the layers beneath. Once the project goes Live, the user should be able to locate the property by navigating to the location by visual references. By entering the latitude and longitude of the property, he can go to the site’s location using a smartphone. If the property searched is falling within the zone where the ResidentsWATCH - HSR Layout

construction is legal, the user can proceed to the next step of purchasing property. As this mapping project would be carried out and approved by the government, officials or representatives will not be able to give any excuses on errors and other glitches. Do we have the expertise? Very much. The government nodal agency for Remote Sensing and GIS, KSRSAC (Karnataka State Remote Sensing Application Centre) has proved its credentials beyond doubt, by successfully carrying out projects like LRIS (Land Resource Information System). Remote sensing centres of many states were waiting for the outcome of this project to carry out similar projects in their respective states. KSRSAC has set a precedent in many such projects, which were far more complicated than the one we are talking about. F Agencies like KSPCB, BWSSB, BBMP and BESCOM have drafted lopsided policies that treat home buyers and apartment owners unfairly. As a result, they suffer from many issues.

ight for RERA (Real Estate Regulatory Act), Karnataka chapter, is a public group, devoted to the welfare of people owning apartments, villas and plots. We seek to improve the legal framework and its implementation, by working for a quick and proper implementation of RERA and reforms in the existing laws. We are also seeking reforms in the procedures and policies of agencies like the Karnataka Pollution Control Board (KSPCB), Bangalore Water Supply & Sewerage Board (BWSSB), Bangalore Electricity Supply Company (BESCOM), Bruhat Bengaluru Mahanagara Palike (BBMP), Bangalore Development Authority (BDA) and so on to make the rules fair and more practical to comply with. We have conducted an extensive survey of apartments across Bangalore to understand the common issues faced by the home owners and about 170 specific issues have been compiled. Our Google Group provides online help for home buyers’ queries and their problems by publishing articles and conducting frequent seminars for them to enhance their knowledge and awareness of their rights, the RERA Bill, Occupancy Certificate, Khata and so on. B BBMP must conceptualise creative finance strategies along with infrastructure financing banks to provide low-cost funding to developers for infrastructure projects like walkways. It will also ensure that they are well maintained too, while developers get access to extra real estate space to offset their investment.

ResidentsWATCH - HSR Layout

BMP should invite real estate developers to build underground or overhead walkways for pedestrians. Such developers whose developments are situated next to the walkway entry/ exit should especially be invited. Additional air-rights can be built up as part of the walkway - the private developer can rent this out as commercial space for retail and food outlets. Sections of overhead walkways can be left open for gardens and open-air cafes. The ramps and escalators need to be integrated with private properties and accessible by public. A planned pedestrian network needs to be envisioned along the IT corridor and other points on Outer Ring Road. Instead of ad hoc footbridges, pedestrians can be encouraged to walk along the overhead network of planned pedestrian walkways and promote activities that are integrated with private development. This can encourage walking and open up more retail space. A great example of this is Hong Kong’s network of streets above the ground level. There will be no obstruction to the vehicular traffic as only pillars for the overhead walkways will be built on road medians. Of course, safety standards have to be adhered to and emergency plans put in place for natural disasters like flooding, earthquake, fire and so on. The private sector needs to be given several revenue streams that can be leveraged for funding. ired of seeing such garbage blackspots? Un-walkable footpaths? Broken slabs on street side drains converted to death traps? Construction rubble uncleared for months? Last month, Citizen Matters launched a new project by the people, for the people and of the people. This is your chance to support BBMP in identifying the bad spots in the city and report them through mapping. This data will be shared with BBMP directly and can help eliminate the blackspots in the city, identify future blackspots, remove the construction debris and fix the broken un-walkable

footpaths. All you have to do now is to express interest. Citizen Matters will send the instructions to the email ID you share. Once the instructions are sent, complete the mapping as soon as possible, by walking on each road and public space in your ward. When there is more than one person expressing interest in a particular ward, the area could be divided into two or more groups. It’s about time the use of loud air horns and loudspeakers is banned for good. Noise pollution can wreck havoc. Particularly at a time when we are stressed already.

he Subramanya temple in Sector 3 is violating all norms of the land. Several loud speakers are installed along the footpath on 18th Cross Road opposite the temple, inconveniencing residents and heart patients for three days at a stretch during festivals. In addition, it has built two additional floors that violate the building bylaws. Some time back, the illegal Saibaba temple behind Nandini Cool Joint (another illegal structure) in Sector 3 was found creating similar mayhem. The residents around the area protested and the noise levels came down subsequently. It’s now the turn of Subramanya temple. Residents Watch has received several complaints from office workers working close by in addition to housewives and heart patients who live in the vicinity. And as one resident Lalithamba BV put it: “Noise pollution increases BP in general.” Residents have now decided to complain to the Karnataka State Pollution Control Board and the Bangalore Police commissioner about this noise menace. On festival days, the loudspeakers are put to use from 7am to 10pm. “The temple owner owns the land not the air and the surroundings,” says resident activist Kavitha Reddy. Dr Shanthi Tummala, another prominent civic activist in HSR Layout, says: “Noise pollution every day is difficult to tolerate. Patients, students, everyone suffer.” Resident and national award-winning scientist RS Hiremath says the sound levels in the neighbourhood go beyond the temples. “It is high time we take stringent action against this and also against rogue motor bikers and drivers of tractors & autorickshaws with modified silencers.” Residents Watch urges all temple owners (there are only temples in HSR limits) to avoid using loudspeakers for the well-being of society.
