Netas violate ex ban again

Our local netas don't get it despite protests from residents and the media. Recently, this is how Nandini Cool Joint junction looked like on 19th main. We urge all politicians to make a new year resolution instead: Never to use flex banners and remove plastic usage from their life. "We don't need those wishes which pollutes our city and waste our hard-earned money," says resident Kamesh Rastogi. Agrees Manisha: "Citizens are struggling to reduce waste while the political class has no such concerns." We get the politicians we deserve. The larger population that votes is not mindful of all this. Not everyone is civic-conscious. Shalini Rajnala was more categorical: "This is indirect electoral publicity. Who wants their greetings when there is no civic sense?" When Residents Watch got in touch with the BBMP official Abhishek who is in

charge of banner removal, he promised speedy action, but did nothing substantial. When HSR Citizen Forum volunteers tried to remove banners in HSR recently, they were stopped by a resident from proceeding with their work. "They had no legal sanction, so we stopped it," is all he had to say, although he had violated the flex banner rule too. Similarly, some time ago, more than 50 hoardings were erected in a radius of 400 meters near SBI Bank junction on 27th main road and its cross roads. Virtually every pole was fitted with the hoarding of a branded store, including the road divider. But the BBMP officials looked the other way. We feel that the netas should be penalised and the BBMP officials should be suspended for not doing their duty despite complaints from residents.

Wanted: CCTVs for Sector 5 MLA Satish Reddy promised 20 CCTVs for HSR, but only half of them are in use and even those have not been installed in the right place. Suggestions from the residents have not been taken at all. Even the cops don't know who chose the locations. In addition to the misplacement of CCTVs, they have ignored one sector completely. "They have not been installed anywhere in Sector 5," complains Riyaz Ahmed, the president of the Sector 5 Residents Welfare Association. We urge the MLA to also install on the BDA flyover to deflate the puncture mafia who are lining the road with nails and fleecing two wheeler riders for the last three years.

Plastic is back

Voter IDs for all As part of One Million New Voters Compaign by B.PAC, Hasiru Mithra, the citizen action group of HSR, conducted yet another successful camp recently in Bommanahalli constituency covering ward 174 (HSR Layout) and 190 (Mangammanapalya). "We got a good response," says member Lalithamba BV. "We hope these new voters come out and use their constitutional rights and vote." To sum up, they have conducted half a dozen camps in the last year and more than 1000 residents have registered. Several of them have already got their Voter ID cards.

Plastic is banned in Bangalore and well implemented in HSR Layout. However, plastic is again creeping into small and big shops. Says S Sankar: "Garbage bags are now available at MK Retail. White Collar dry cleaning shop on 19th Main is also giving away everything in a plastic cover." We urge the anti-plastic brigade and the BBMP officials to conduct surprise checks on shops to contain it from spreading all over.

'Aadhaar has an expiry date'

Last month, HSR police constables Somashekar and Mahesh Nayak did the unthinkable. To catch a chain snatcher, they jumped from the first floor and injured themselves. Mahesh broke his leg (hairline fracture) and Basavaraj hurt his back. But they managed to catch the 36-year-old Anekal resident Somashekar who confessed to having stolen three chains in separate incidents, including one on Sankranthi day in HSR. Deputy Commissioner of Police Dr Boralingaiah was all praise for the bravura act of the cops and called for a press conference to specifically highlight this deed. Incidents like these not only boost the morale of the police force but also instil confidence among residents.

The Karnataka government is linking Aadhaar with land records, but residents find many things wrong with it. Says Sridhar Ramu: "Aadhaar is a pathetic document, if used as an ID proof. The photo no way resembles the real person. Although the idea behind it is great, the implementation and process is pathetic. I dread what will happen if misused. Also, Aadhaar has an expiry date of five years. One has to renew it every now and then. This is cumbersome and disturbing." But when we checked with UIDAI, they clarified that only the biometrics expire every 3-4 years, not the card that carries lifetime validity. "The other day, my mom's Aadhaar expired as she was not able to authenticate it for online transactions," says Sridhar. "It's a very sneaky way to do it when they can clearly publicise it properly that the card needs to be renewed again every 3-4 years for biometric and every 10 years for a new photo ID." According to Sridhar, it's simple logic why that is so. "Aadhaar is an ID card too for everyone in India starting from a new born to a 90-year-old. Can the same ID of a new born or 5-year-old be relevant after 10 years? The answer is 'no' and it needs updating, both photo as well as biometrics. Unfortunately, the government hasn't publicised that there is an expiry date and the card gets deactivated."

Accidents on Sarjapur Road worry residents Claim two lives in fatal zone near Kaikondrahalli Lake By SHILPI SAHU Recently, residents of Purva Sunshine apartment woke up to an absurd sight of a car tipped into the storm water drain facing them. A couple of years ago, children came out to board their school bus only to find a two-wheeler rider, a hit-and-run victim, breathing his last. Fast forward to the present, in less than a week, there have been three separate fatal/critical hit and run accidents in front of their apartment on Sarjapur Road, near Kaikondrahalli-Sarjapur junction. Two of the victims have expired due to fatal injuries. There is no information available about the 3rd victim who survived. Despite a spate of deaths and accidents on Outer Ring Road, Sarjapur Road has been in much worse condition. Most stretches of the road from Carmelaram to Iblur have high population density, scores of apartment complexes, international schools, hundreds of commercial properties and an upcoming tech park, but lack footpaths, adequate lighting and drainage. They also have to suffer bottle necks that result in frequent mishaps by speeding vehicles. There have been more pedestrian accidents over the years than residents of Purva Sunshine can count. The road is a major connector to Sarjapur village, Hosur and Electronic City, but infrastructure is far behind where it should be to support the commercial growth that is taking place in recent years. Walking and crossing the road is a nightmare at any time of the day. Residents need basic safety for pedestrians. When will BBMP and the traffic police wake up? How many people will have to die before any action is taken? They need to look at immediate measures to make accident prone stretches such as these less dangerous for 12

pedestrians. Sewage treatment plants have no standard design Waste treatment crisis in HSR Layout By MANASI PARESH KUMAR By OUR FEATURE WRITER Three people died while they were cleaning the collection tank of the Sewage Treatment Plant (STP) in ND Sepal Apartments in HSR Layout recently. This has triggered questions about what goes into the maintenance of the STPs which go beyond just setting up these systems. “There is no set standard by the Karnataka State Pollution Control Board (KSPCB) on approved technologies for STPs. Whether you go for batch reactors or septic tanks, they will be approved. There are no defined parameters on the kind of technology to be deployed in proportion to the scale,” says Dr Ananth Kodavasal of EcoTech Engineering Consultancy. “The effluent water that first comes into the collection tank is a mix of liquid and solid waste. This tank is continuously aerated with diffusers or air blowers to avoid the build-up of methane gas from anaerobic bacteria when the tank lacks enough ventilation. A well-ventilated tank is where aerobic bacteria thrives and carbon dioxide is the byproduct. The air blowers are connected to pipes that constantly push fresh air,” says Dr Ananth. But with the options of mechanised cleaning available, why would men go down into the tank at all? “Even in the most serviced and well maintained STPs, where the tank is cleaned thoroughly every two years, mechanised cleaning does not work completely. One man has to go inside the tank to remove the sludge that allows the mechanised action to then do its job,” says Dr Ananth. Safety is therefore paramount. “No man should go into these spaces without protective gear like gumboots,

harness, air masks... every precaution needs to be taken. No one can stay inside these spaces for more than 10 minutes, even though there are air pipes constantly pushing in fresh air. Ventilation is vital. Single entrances will not work. You need at least two or more openings depending on the size of the tank,” explains Dr Ananth. Most apartments try to cut corners. “Mechanised cleaning costs Rs 4,000-5,000 for every tank. To remove 10 tanks of sludge, the cost will be substantial. Here, they paid with three human lives instead,” says Dr Ananth. The rules specify that the KSPCB officials need to conduct annual checks of these STPs to ensure their proper functioning. Most often, this remains only on paper. Even as the government mandates STPs for upcoming apartment complexes, with no set guidelines on technology to be used and its maintenance, the problem may continue to trigger tragic repercussions every time a sewage line is blocked. © Oorvani Foundation/Open Media Initiative. Meet the proactive health inspector of HSR

Vinod's night raids and penalties impress residents By ZAHID H JAVALI By OUR FEATURE WRITER HSR residents are a happy lot, thanks to the proactive work of health inspector Vinod Govindappa Maya. The 29-year-old joined the HSR ward in September 2016 and has an envious track record. With four recognitions from residents under his belt and two in Whitefield, one of his earlier postings, Vinod is what every government official should be. A corporation official for the last ten years, he rose from a junior health inspector to senior and has several HSR residents swearing by him. Says civic activist Shanthi Tummala: "He's the best health inspector I have come across in Bangalore." Vinod, holding a masters in biochemistry, worked as a health inspector in Kadugodi, Whitefield and Varthur before coming to HSR Layout. He was declared the best government employee for two years in succession by Whitefield Rising for his efforts in garbage segregation and plastic ban implementation. Last year, he was even nominated for the 'Namma Bengaluru' award in the 'best government employee' category. HSR is no exception. The resident welfare associations of Sector 1, 4 and 7 recognised him for his efforts and so did Kaagaz Foundation, an NGO in HSR. Ever since he joined, he has fined shopkeepers using plastic and people not segregating to the tune of Rs 17.8 lakh. "When I came, garbage segregation was around 70-80%. Now, it's 95% and I hope to make it 100% by the end of this year," says a confident Vinod. Dengue control was also achieved through his efforts. "In 2016, there were 270 cases of dengue in HSR but in

2017, it came down to 80," he says. The reason: Garbage segregation and spreading awareness about dengue among slum and apartment dwellers. "In Agara slums, we asked people to close the lids of their sumps. We also educated apartment residents using air coolers and air conditioners to clear stagnant water collecting underneath them." Night patrolling has brought down unauthorised garbage dumping near Ellukunte government school, 9th main near Tumkur Granite Bank and the lorry point near Freedom International School. Commercial waste was another area of concern that has been streamlined now. "Earlier, shops and establishments would just give their garbage to unverified vendors. We followed them to see where they were dumping the waste. Finally, we requested all commercial establishments to only use three vendors that are sending the garbage where it should go... Hasiru Dala, Sunil Reddy and Citizen Gauge." Sums up resident Chitra Praneeth: “Vinod is very prompt in his action and very dedicated with his work.� When Vinod isn't working, he's cycling at night, playing badminton or watching Kannada and Telugu movies. Annie Sinha Roy is a resident of HSR extension and India's first tunnel engineer who now works at Bangalore metro. The 31-year-old mechanical engineer who graduated from Nagpur University in 2007 encountered happiness and sorrow at the same time. Her father had passed away and just about then, she got a call from Delhi Metro. "I didn't have any choice because my financial condition was bad, so I had to take up the job," she says and has never regretted her ten years as the first and only woman tunnel engineer. After three years, she moved to Chennai to work for the Chennai Metro. Five years later, she went overseas to work for the Doha Metro-rail project in Qatar. But the stint was short-lived. She had to quit within four months because she got married and had to shift to Bangalore. For about three months, she worked as an assistant teacher at Vibgyor High School in Somasundrapalya. "Then one day, I saw a recruitment advertisement on the internet from Bangalore Metro. "I sent all my documents and eventually, got the job." TEAM WORK ALL THE WAY We have a lot of responsibilities. We work as a team with other members. We use a massive boring machine to create the underground tunnel, segment by segment, and with proper grouting. We have to maintain the alignment and earth pressure, which is already pre-determined. Taking care of

quality and safety is important, otherwise you can face fatal accidents. We have to take care of geo-technical conditions and the quantity of excavated material. We work inside the tunnel. Each and every breakthrough is a major milestone for me. I can't count any one thing as an achievement... all of them are. THE LITMUS TEST I never faced any problem as a tunnel engineer. It’s a challenging job, ofcourse. In the beginning, it was difficult for a woman to work in a man's world. And then, there was the ego factor of how can a girl work on site, and full time. This is the mindset of Indian men that office work is good for girls, but on site, it's not because of dust pollution, chemicals, gases and so on. People even told me to sit in the office and visit the site only once a week. But I understood that if I want to learn, I need to be on site, full-time. In the beginning, it was tough working with a contractor. But then again, if I had to learn about tunnelling, it's best to start work with a contractor. And thankfully, I always got great support from my seniors. On the first day of my site visit, I met Mr Hall (Manager, Alpine) who asked for my name, designation and education. Then, he showed me a loader and said the boom was not working. "Go down and check out why?" he said. One supervisor replied to him instead of me: “Sir, how can she go down the vehicle? She's a woman...” The supervisor replied without skipping a beat,“She is an engineer... that is her only identity on site... no man or woman. Are there words like 'Male Engineer' and 'Female Engineer' in the dictionary?". I felt proud about myself when he said that and later realised why he said that in front of everyone. He made me feel free to work

without any hesitation. My advice to any woman taking up mechanical engineering is to not change their branch of engineering. So what if you are a woman? You have enough capability to handle any problem and any situation better than a man. If not a tunnel engineer, I would have been a fashion designer. My future plan is to do some sort of business... but nothing decided yet. HSR DIARY I came to HSR extension in January 2015. I like it because it meets all my needs right here. I don't have to venture out of the neighbourhood to buy anything. It's completely self-sustaining. My grouse is that the road conditions need to be improved and indiscriminate tree cutting should be stopped. The pollution rate is also increasing every year and something needs to be done about the traffic and commercial establishments causing it. PASTIMES I love to draw and travel to discover new places. I just want to fly like a free bird and inhale pure oxygen. MY FAMILY My mother is a retired businesswoman. My husband is the Vice President of LeadSquared, MarketXpander Services Pvt. Ltd. You must vote in 2018 state elections

Get your voter ID card if you still haven't, plead informed residents By WHITEFIELD RISING Byyou OUR WRITER If areFEATURE unhappy with the present and want a significant change in the future, you have to vote in this year’s elections. It doesn’t matter if the quality of the candidate is stellar or not. What matters is that you vote and by voting, you can hold the person accountable. In the last election, the winning candidates won by slim margins... as low as 125 votes. Even Whitefield MLA won by just 6149 votes. So, we are frittering away our power in some sense by not collectively exercising it. The more involved we are, the more we make an effort to get out and vote and make our voices count. In a large apartment complex in Whitefield, we found that while 6,000 residents were eligible to vote, only 1,000 were registered to vote in their Bangalore constituency. And of these, only 200 came out and cast their vote. Given the margins, this community alone could have swung the election. This is the power we have but we are choosing not to exercise it. To get your voter ID, if you don't have it yet, first check which form you need. Did you ever register to vote anywhere in India before? No? Use Form 6. Yes – Use Form 8A Transposition (moving residence within the same constituency). If you have an acknowledgement for the form you submitted and it was in the last two months, go to the BBMP Ward office where you submitted it and check with them. If you applied a long time ago and/or you don’t have any acknowledgement or online reference for your form, you have to submit the form again. If you haven’t got your actual voter card yet, you can just print it out and vote with any other government-issued photo ID such as Aadhaar, PAN, Driver’s License or Passport. You don’t need an actual voter ID card to vote. If you want a voter card, you have to get it from a Bengaluru One center near you.
