Tree pruning is a problem
School buses choke roads
Sector 4 resident Suresh Bhaskaran is against tree cutting. But the real problem is about their maintenance, especially when they grow taller and wider. "Even for pruning, I must go to the forest department, which is an impossible mission. The other day, one huge tree fell and missed my car narrowly. We had to clear the debris ourselves."
Car break-ins galore The management of National Public School needs to get its act together. Streamline its buses to ensure it doesn't crowd the residential road next to it. Last month, the residents were greeted with NPS buses blocking the entire road in Sector 4 without any space for vehicle movement. "I parked my car in front of the buses and did not budge until the cops came in," says resident Kavitha Reddy. "Finally, they agreed to park five buses at a time without choking the road. To teach a lesson, sometimes one needs to take these arrogant people head on." Another resident Kamesh Rastogi says this is the problem with many schools that have come up in residential areas. "They enrol more students every year and require more buses without providing for adequate space on their campus. They end up parking on the lanes and sometimes on the narrow residential roads. This is the irony. I have had altercations with Cambridge and Lawrence buses. The school management must handle this and work with their transport agencies."
HSR is now becoming a den of bike thieves and car break-ins. The other day, a car parked opposite Rashtrakutas restaurant on 19th Main was broken into. The CCTV footage clearly showed four people operating in tandem to execute the theft. First, one passerby inspects the belongings in the car. The car owner had left behind his fitness backpack with nothing inside it. The theft mistook it for a laptop bag. One person goes inside the restaurant to check if there was anyone seated at the glass window watching over his car. The man comes out of the restaurant and gives the green signal. The other thief goes near the side window, and uses a sharp tool to break open the window in seconds and steals the bag. There is a man on a bike waiting right behind the car. This thief hops on to the passenger seat of the bike and gets away with the bag. The upshot? Don't leave any precious belongings in your bag, not even an empty laptop bag, because you might have to spend precious money to fix the window panes.

Kids hit the bottle
Walkathon on World Disability Day December 3 was a special day for the differently-abled students of EDventure Academy. Several residents, parents and children teamed up for a silent walkathon on World Disability Day. There were close to 100 people who had come together from all parts of HSR Layout and beyond. "Our message was loud that we need not always see disability and identify that every person has an ability through #ThisAbility campaign," says campaign lead Santhi Karamcheti. The walk happened between 9am and 940am and then, they all gathered at the school in Sector 2 where the kids showcased their dance, yoga and musical skills from 10am-1030am. The walk began at the HSR BDA complex and proceeded towards Star Bazaar in Sector 7 and back to BDA. #ThisAbility is an initiative from #supporticon that has launched an animation film that showcases the variety of talents and abilities a disabled person possesses. Sector 4 residents which is home to many colleges are worried with the gay abandon in which PG tenants are misbehaving. "The other day, I spotted four boys from Christ College staying in Manjunatha PG, sitting in front of my mom's house on National Public School compound, and drinking whiskey at about 7pm," says Kavitha Reddy. "It's shocking. Our locality is becoming dangerous."
Seed balls, anyone? Recently, the Ganesha temple park in Sector 1 and the Tree park on 24th Main played host to two Seed Ball events. The idea was for residents to come together and learn the easy art of making a seed ball. Pray how? Using just compost, seeds, clay and water, you could roll up a seed ball and create a forest. In addition, there was Vijay Nishat and Neeraj from Uttishta Bharatha talking about the various trees and the concept of seed balls. Essentially, seed balls are nothing but clay balls with seeds inside. They are insulated from the sun, birds and animals in areas where there is unpredictable rains. Only when it rains will the water enter the ball and the seeds will sprout. The normal practice is to carry these seed balls with you and throw them along highways and parched lands that are devoid of any vegetation.

Footpath under 14th Main yover
MLA gets proactive
The Sector 5 Residents Welfare Association president Riyaz Ahmed has urged the authorities to create a footpath under the 14th main flyover. "It is a long-pending demand of Sector 5 residents," he said. MLA Satish Reddy responded by saying he will take it up as soon as possible. This was back in June. But even after six months, there is no sign of it. Such is the official and political apathy in HSR.
When Residents Watch called the MLA about rampant road digging complaints in HSR, the MLA immediately got on the phone with the BBMP officials. The road digging in the whole of Garden Layout Road near Sector 2 was stopped by the BBMP. Across HSR, Airtel was making a mess by digging potholes and not filling them. "The roads are death traps for pedestrians and drivers," screamed resident Sridhar Ramu. "Something Tree avenue on 27th main? needs to be done ASAP regarding this." E-waste pickup point in Sector 1 HSR Citizen Forum (HCF) is at it again. From conducting eco-friendly festivals and festival waste management to home composting and terrace/organic gardening, water conservation, tree plantations and awareness on sustainable menstrual options, it now has another feather on its cap. Creating an e-waste pickup point in HSR. "After working on a solution for the sanitary waste for HSR by coordinating with BBMP and sanitary waste dealers, we were looking for solutions to dispose off e-waste as it contains harmful toxins like arsenic, cadmium, mercury and lead," says member Smita Kulkarni. "It cannot be given to dry waste collectors as they are not equipped to handle the toxins and recycle the waste." For the pilot project, HCF approached the Sector 1 Residents Welfare Association since they have worked with them before. Sector 1 RWA, ENSYDE and HCF have now arranged for e-waste pickup at the Sector 1 Ganesha park off 27th Main Road.
You can go there every first Saturday of the month between 10.30am and 11.30am. The RWA is arranging for more pick up points and planning to keep bins in other locations around sector 1. "As the process gets streamlined, the pickup schedule will extend to the other sectors," says Smita. To dispose off bulky e-waste, the residents can call hotline numbers to schedule a home pickup: 73497-37586, 080-41689889. The items that can be given include CFL bulbs, tube lights, batteries, CD, mobiles, computers, radio, gaming consoles, any other electronic gadgets and toys. Bulky items include TVs, fridges and washing machines. The next pick up will be on January 6 and February 3. Make the most of it.
No AEE means no work by BBMP? Complain to the health inspector or BBMP Joint Commissioner about desilting drains and removing encroachments, and they give a convenient: 'No AEE for HSR yet'. When asked why, the JC quips, "No one wants to come there as AEE. They say that they would much rather sit at home for six months doing nothing." This goes to show the heavy political influence and money power prevalent in HSR. Lawlessness is rampant in HSR, be it illegal buildings or encroachments. Any AEE might not want his arm to be twisted by upright residents on the one hand and venal violators on the other.

HSR Habba: A mega nuisance Residents complained from across sectors about the rampant misuse of public space by HSR Habba organisers. Clearly, the powers-that-be were behind all of this. On the night of December 24, the big bang festivities went on till midnight at the BBMP Grounds in Sector 2. The worse part of it was that the sound pollution was such that it reached Sector 3 and 4. When Residents Watch enquired with the police control room, the person said, "The MLA, MP and DCP are all at the venue, sir. You can go there and check it out yourself." When we called the jurisdictional DCP Boralingaiah at midnight, he said he was not at the venue and promised to look into it. Within minutes, the party had gotten over and cars of the dignitaries were making their way out of HSR. A day earlier, the habba organisers had taken up precious real estate on 27th Main Road, affecting businesses and inconveniencing commuters on a busy Saturday. When enquired, the record-breaking midnight noise mayhem was the handiwork of Kishore Reddy of the BJP Yuva Morcha. Clearly, the BJP and MLA Satish Reddy backed this noisy mess! I request him and every politician in HSR to stay away from creating noise pollution. It is quite an irony that all the sector residents had pooled in
monies to fight the High Court judges in court to prevent the vacant land from becoming a housing colony for the judiciary. They won the fight after a five-year legal tussle. And what do we get? The BBMP and the cops giving permissions for activities that are far removed from sports. There are more
cultural and religious activities happening at this ground than sporting events. And this is despite repeated written petitions by the Sector 2 Residents Welfare Association. It is time the BBMP, BJP corporator Gurumurthy Reddy, BJP MLA Satish Reddy, JD (S) MP Kupendra Reddy and Congress MLC VC Ugrappa agree to collectively keep the public space only for sporting events. Together, they can.

PUBLIC SPACES
Community garden on 18th Cross It's an encroachment of public space for a private farm, protest some residents By YOGITA D By OUR FEATURE WRITER The median park on 18th Cross diagonally opposite The Punjabi Rasoi restaurant is now playing host to a community garden. An initiative by the HSR Citizen Forum led by Shanthi Tummala, the idea is to give the residents a first-hand experience of how to grow an organic garden in a green public space that was earlier being used for nothing. "Composting is the first step to urban farming and we would like to encourage residents to grow their own vegetables," says Shanthi. "Since many struggle with the lack of space, we have identified and both the MLA and corporator have graciously agreed to let us use a stretch of common land for a Community Garden." There are 80 patches in the community garden that are being allocated to HSR residents on a first-come-first-served basis to grow their vegetables and herbs. "So far, 40 registrations have already come-in for the patches," says member Smita Kulkarni. "The patches are ploughed, marked and ready for growing." The inauguration happened on December 12 in the presence of MLA Satish Reddy and corporator Gurumurthy Reddy. But not all the residents are happy. They believe this is an encroachment and even the corporation cannot allow public property to be used for growing vegetables and taking them home. "The BBMP has announced that it will go in for decentralised processing of garbage, so they cannot stop us because the compost that is produced through the lane composters that we have launched on a pilot basis in HSR this month, will not be bought by
BBMP. However, that compost can be used at this community garden," says Shanthi. Some residents believe that this attempt at community gardening where the residents take care of all the expenses is unlike tree plantation where someone sponsors the saplings. "It's not volunteer work and actually involves money. And it's under a high tension wire that could impact man and plants," reasons resident Kamesh Rastogi. Another resident Rajesh Kumar says public spaces are being converted to private spaces and this is another example. "Are there any written agreements between the authorities and the people who run these establishments?" The argument continues.

Mahantesh's magic touch Wants to help 1 lakh disabled people by 2020 through Samarthanam Trust By ZAHID H JAVALI

Mahantesh G Kivadasannavar needs no introduction. The 47-year-old resident of Sector 4 for the last six years has an enviable track record. The partially-blind social worker is the founder and managing trustee of Samarthanam Trust for the Disabled, which was awarded the Special UN Consultative Status in 2015. His non-profit is spread across 15 cities in India in addition to offices in the US and UK. With an employee strength of 526 (37% women), 34% of them are differently-abled. What's even more laud-worthy is that he has over 10,000 volunteers and over 100 corporates helping him with their Corporate Social Responsibility (CSR) funds. With such wider acclaim, milestones are bound to happen. According to him, Samarthanam has educated over 11000 kids since inception (1997), rehabilitated 2567 women, trained 9550 people and found jobs for 7100. That's not all. They have helped 100 artists give 3000 performances across three continents and touched over 25000 visually-impaired cricketers. They have covered three lakh households and processed 2.4 lakh tonnes of dry waste. Mahantesh is also the President of the World Blind Cricket Ltd and the Cricket Association for the Blind in India. Flooding issue unites citizens Sector 6 and 7 residents form the HSR CAT Force By PRADEEP NAGRAJ
[ [ Pradeep Nagraj is a Sector 6 resident, a civil engineer and an active member of CAT Force.
26
January 2018
The HSR residents were greeted on Independence Day by waves of sewage water washing up their doors and entering homes, that raise a stink. Roads were filled with sewage water, and cars were floating around. Boats and fire engines rushed to rescue people and pump out water. The flooding woes continued in HSR for almost three months, while the authorities did nothing to stop further damage. The residents of Sector 6 and 7 created a Whatsapp group and called it the HSR Civic Action Task (CAT) Force. Their single-minded focus was to solve the flooding issue. "First, there was a road block by the affected residents at the Sweet Chariot signal," says its vocal member IN Murthy. "This caught the attention of officials and public representatives." Adding to their anger was the lack of support from the Residents Welfare Association (RWA). "No RWA member approached any of these affected residents. That's when the HSR CAT Force decided to take matter into their hands." The members met Bommanahalli MLA Satish Reddy several times and even raised the issue at the national level by getting Bangalore South MP Ananth Kumar to visit the affected localities. It was made clear to him that the affected residents were living in BBMP-created low-lying pockets because the surrounding main road levels were increased unwittingly by the BBMP. The drain depths were lessened to less than six inches, which were earlier about three feet deep. After several
RESIDENTSWATCH.IN
follow-up meetings with him along with MLA, Opposition leader BBMP Padmanabha Reddy, BBMP engineers, an interim relief was provided — the required number of pumps and pipes were brought to remove the sewage water from these flooded pockets. This was followed with visits by the Chief Minister and his many ministers, who promised the release of funds to solve the flooding problem. However, with no urgency being shown and their priorities elsewhere, the residents wondered whether all of this is mere eyewash. HSR CAT force members, predominantly active due to senior citizens and women, held regular meetings and brainstormed to find out how the flooding can be avoided in 2018. Chief engineers of Storm Water Drain divisions visited the area. A Special Commissioner was appointed and a meeting was set up with Mayor and later, the BBMP Commissioner. Several timelines for various tasks towards flood management were given but most are yet to begin, even after three months. Based on the analysis of BBMP Engineers and inputs given by residents, a detailed project report (DPR) was to be prepared. This DPR was supposed to be scrutinised by an expert agency, STUP Consultants, and approved. Last month, the HSR CAT Force organised a 'Clean HSR Walkathon' on December 3 to bring people together and invite all the stakeholders to visit HSR and walk along the routes most affected by flooding. The invitees included Mayor Sampath Raj, Rajya Sabha MP Kupendra Reddy, Bommanahalli MLA Satish Reddy, MLC VC Ugrappa, HSR Corporator Gurumurthy Reddy, Additional Chief Secretary Mahendra Jain, BBMP Commissioner Manjunatha Prasad and BBMP Joint Commissioner (Bommanahalli) Veerabhadra Swamy. Hundreds of residents participated and apprised them of their problems and demanded their right for a well-designed storm water drain system and an effective sewage management system. The solutions to the flooding are now feasible, thanks to STUP's detailed HSR map that has the terrain and topology that shows the low-lying areas. Some of the remedies for
Sector 6 and 7 are as follows... Desilting 5th Main, 9th Main and Outer Ring Road: These storm water drains have not been desilted for the last 20 years. Removing the silt will increase the depth of drains and their carrying capacity. A mesh at the entry point of Mangammanapalya will prevent garbage clogging into these stormwater drains (SWDs). People around these SWDs, both residential and commercial, have to be educated to not throw garbage or connect sanitary lines to these SWDs. Gate management system: BBMP has to install gates at critical junctions of the SWDs upstream of HSR layout to regulate the flow of water into the SWDs in HSR Layout. This will decrease the water into Sector 6 and 7 and allow time for water to flow out of these pockets without flooding the roads. A water holding pond is also suggested, one each in Sector 6 and Sector 7 based on its terrain and topology. Diversion of water flow: Rain water mixed with sewage water from Begur, Hongasandra and Mangammanapalya fills several lakes and flows down towards HSR Layout. This water has to be diverted along the 9th Main box drain and a new drain downstream has to be built on Outer Ring Road that will flow into Bellandur Lake. Sewage management: The sewage water should be prevented from being let into the SWDs. Sewage lines are overloaded and this flow into the pipes has to be diverted. The manholes and pipes also need to be desilted. "Though the rains stopped two months ago, the sewage is still entering the houses in 6th and 7th sector," says Murthy. "These three measures should give great relief from flooding. However, there are other additional measures suggested which are not unanimously approved by the experts. For example, the new internal drains have to be taken up only after the above measures are completed, otherwise they will carry the excess sewage mixed water from Mangammanapalya and other areas from the main SWDs into the interior pockets. The extent of ground water contamination also needs to be considered." RESIDENTSWATCH.IN

Lane composting begins in Sector 3
It's a pilot project on two streets on 22nd Cross and Twin Park Road By SAFIYA SAYEED By OUR FEATURE WRITER The HSR Citizen Forum has begun yet another pilot project: Lane Composting. With 12 lane composters donated by MLA Satish Reddy, they have begun by installing two in Sector 3: 22nd Cross and Twin Park Road. With the BBMP clearly stating that decentralised garbage processing is on cards, this kind of lane composting could well spark some interest among the residents who want to replicate it elsewhere. HSR is perfect for this because nearly 90% wet waste is segregated at source. Right now, the waste is sent to the Karnataka Compost Development Corporation (KCDC). But what if KCDC shuts down, thanks to the unscientific management of the plant? Where will the waste go? Here is where this pilot project could emerge as a viable solution. Even better ofcourse would be if every household composts its wet waste at home using traditional methods or smart bins. As forum founder Shanthi Tummala says, "The main challenge in setting up localised processing units is because people don't want them in their backyard. People equate wet waste processing to stink and nobody would like to stay close to a composting unit. But why does wet waste stink? The time taken from the generation of waste to the actual processing at the compost facility is anywhere from 2 to 5 days. That is when the piled up waste starts rotting in un-aerobic conditions and therefore the smell. So the sooner it is processed, the lesser the smell." Lane composting will allow residents to dump all the
wet waste in one lane in a composter that is kept on the footpath near the house of the lane-volunteer. "The composter will be locked, so that no passer-by can drop any litter in it. The BBMP supervisor who holds the key will be held accountable for the quality of segregated wet waste dropped in the composter," says member Smita Kulkarni. "The composting method is aerobic and low-maintenance." However, the pilot project could hit a road hump. Says resident Pradeep K: "Come rains and the composter is going to stink like hell when all the organisms will start to breed." Then again, this is only a pilot project. But the organisers don't want the fear of the unknown to stop them. If something happens, they will figure out a way. After all, it's a good idea that needs to be given a chance.

EDITORSPEAK Decentralised waste processing plants are a requirement. Or better still, every resident should only give away dry waste and process the wet waste using smart bins. RESIDENTSWATCH.IN

PET CARE
A pet sitter for all
Sajila's four-bedroom house is host to birds, rabbits and cats By ZAHID H JAVALI Barring birds that have to be caged, so they don't fly away, every other pet in Sammy's Nest is free to roam around the house. That's 39-year-old Sajila Dhanasekar's home business in Sector 2 that plays host to every variety of pets, barring dogs because "the other pets will not be comfortable with them around and you have to cage either one of them and I don't want to do that". Over the last two-and-a-half-years, Sajila claims to have boarded over 750 pets. A resident of HSR for the last 13 years, the Kerala-born entrepreneur worked with Fidelity as an associate and later helped her husband with his business. Soon, she got bored of it and became a pet sitter instead when her friend Vidhu suggested it and has never looked back since. Unlike other pet sitters, her pets stay with her in her house, and sometimes, in her bed. "I board cats, Hamsters, guinea pigs, birds and rabbits," she says. Her profession has allowed her to meet different kinds of animals and birds. Like African grey. "They are intelligent and talk like humans," she says. And cats, ofcourse. "Some are very funny and jovial and some are rowdies. I once boarded a senior cat who was 17 years old for almost six months. Taking care of her was fun and at the same time, quite stressful, due to her age. She is like a 90-year-old human being with all kinds of mobility and sickness issues. Thankfully, my 17-year-old only had slight arthritis." Pet sitting is not for everyone. It works for Sajila because she loves pets. "A pet sitter should always be alert. Some cats can pick fights, so you should identify 34

the fighter in the group and isolate them. Cats are very moody and adamant... If they don't want to eat, they just won't and fall sick easily. Their stomach is very sensitive and can get gastritis quite easily if you just change the brand of the food they eat. They sleep a lot in the day time and are very active and playful at night. They are also great escape artists. In a fraction of a second, they can disappear through a small window." Barring traffic on narrow roads, Sajila is a happy HSR resident. Besides pet sitting, she loves reading and watching films. "If not a pet sitter, I would have been an assistant to a veterinarian," she says. Her future plans? "Building a bigger place for my boarding pets and starting a grooming place for cats." Sajila wakes up at 6am and goes to bed by 10.30pm. "If you like pets, it’s the best job to do. You just have to treat the pets like your own kids and they will give you a lot of love in return."

Putting up tents and selling products on footpaths have become a common occurrence in HSR. This time, the offenders are Nandi Toyota on 22nd Cross and Maruti Suzuki on 15th B Main, both in Sector 3. Fine and prevent them, BBMP. Bansuri Sweets on 27th Main and Raghavendra Coffee House on 24th Main are violating the High Court order by having an eatery in the basement. The BBMP health officials have to shut them down. Now.
