ast month, I was at the Women Economic Forum in Delhi. Movers and shakers from 109 countries debated over many things under one roof for the space of six days. One thing stood out. Be it a developed or developing country, the status of women needs upliftment. The issue of corruption and capitalists ruling the country is the same across the globe. The upshot? The developed countries are no better off than us. They suffer from the same issues and need civic activists just the way we do. So how can YOU make a difference? By joining any of our Whatsapp Groups and taking part in the many activities of HSR residents. By voicing your protest online and offline, be it on Twitter, by email or through the many apps (Public Eye and BBMP Sahaya). If you want to highlight the rot in the system and want to know how much money is allocated for a certain job in your neighbourhood (eg: streetlights), file an RTI online here: http:// onlinerti.com. Once you know the damning facts, you can confront the authorities and circulate it to publications such as ours. Let us unmask the culprits together and make the authorities work. I believe that development should happen equitably throughout the city, state and country. However, if the money granted cannot justify an equitable division, the money should go where resident activism is alive and marching. The other day at a public meeting, MLA Satish Reddy jokingly remarked that I want the entire city’s monies to flow into HSR Layout. I cannot say ‘yes’ to that idea but I do want HSR to get the money it truly deserves going by the revenue it’s contributing to the BBMP’s coffers. NEIGHBOURHOOD NEWS CM PLANTS TREE IN UPCOMING SECTOR 3 PARK
The eight-acre Sector 3 park behind Subramanya temple got a VVIP visitor last month. None other than Karnataka chief minister Siddaramaiah came to plant a tree. Having seen over 600 trees already planted in the park by over 35 residents of the area who pooled in around Rs 2 lakh, the chief minister instructed BDA chief Shyam Bhat to dig three borewells, build a compound wall and complete all other works on a record footing. With global warming and the rampant cutting of trees to make way for infrastructural works in the city, an urban forest is the need of the hour. And the residents plan to make this park, a nature wonderland with natural tank beds and ponds for the birds.

Wassup HSR? PUBLIC POLICY COURSE, ANYONE?
Last month, the Takshashila Institution launched India’s first post-graduate programme in public policy for working professionals. Citizen Matters reports that this 48-week programme is delivered using Takshashila’s networked learning platform that allows people from any academic background to take the course from anywhere at their own pace. Students will learn and interact with some of the foremost policy thinkers, analysts and practitioners and be eligible for careers with top industry verticals, NGOs, politics and media partners. The course starts in September 2016 and admissions opened last month. The faculty includes prominent policy experts such as Dr M Govinda Rao, (Member of the Fourteenth Finance Commission and former Member of the Prime Minister’s Economic Advisory Council), Dr Pratap Bhanu Mehta (President, Centre for Policy Research), Dr Sanjaya Baru (former media advisor to the Prime Minister), Dr C Raja Mohan (head of Carnegie India), Dr Srinath Raghavan (Senior Fellow, Centre for Policy Research), Dr Daveed Gartenstein-Ross (FDD,
Washington DC), Rahul Sharma, (MD, Rediffusion), Mr Rakesh Thukral (MD, Edelman India), Mr M R Madhavan (CEO, PRS Legislative Research) and Dr Rajan Govil (IMF). ROBOTICS AND WASTE MANAGEMENT HSR resident Manisha took a few kids from an orphanage for lunch recently and found that some of the senior kids were working on the disposal of harmful medical waste. “As a part of the project they had visited HSR too,” says Manisha. “These children, with minimum guidance, spoke with such clarity. They’re doing a Lego project on Robotics. They’re working on creating models of waste segregation, management and disposal. Their main focus is on medical waste. While the large hospitals send their bio-wastes to an aggregator, there are many smaller units and clinics that mix the injectables, medical wastes and syringes in the regular waste management process, thereby causing pollution and the spread of diseases.”
CLEANUP DRIVES GALORE
In the last few months, there have been cleanup drives galore by Hasiru Mithra residents of HSR. There was Syngene, a Biocon company and BPAC that conducted a cleanup drive on 27th Main opposite the Titan showroom. As part of their CSR initiative, the activity was coordinated by HaSiRu Mithra team members. Several other residents joined hands to make the locality better. Meanwhile, BPAC also launched a Green Ambassador program at Government Degree College in association with HaSiRu Mithra. The program will focus on Garbage crisis and management. The HaSiRu Mithra team also addressed thousands of garment factory workers in batches about waste segregation and the
plastic ban. This was followed by a lake cleanup drive around Somasunderpalya Lake by Hasiru Mithra members. Unlike before, the sewage is not flowing into the lake anymore, thanks to the BWSSB. But the leachate from KCDC is happening as before. The issue has been flagged by the residents with the KCDC and Special Commissioner Subodh Yadav. The lake belongs to BDA. Since the BDA has shut the lake maintenance division, it is yet to be handed over to the BBMP. The residents are pushing the BBMP, BDA, MLA Satish Reddy and MP Kupendra Reddy to do their bit, and they are doing it. The work is at several stages of completion. The lake restoration has only just begun.

UBER PARKING ISSUE RESOLVED?
After months of crying hoarse over indiscriminate parking of cabs lining up to get registered by Uber, things came to a fruitful halt recently. Residents Rajesh, Srinath, Kavitha and Arathi waited for hours. Giving them company was HSR traffic inspector Rao Ganesh. Finally, the unit head comes out to talk to the residents and promised to resolve the issue within two days. If not, the residents had planned to go national with the issue of parking and clogging neighborhoods by Uber. Thankfully for both the parties, the issue was resolved and there isn’t much bad press from the residents so far.
STREETLIGHTS FOR ALL HSR will soon have a new garbage contractor, Roopesh. Known to be related to MLA Satish Reddy, we are not sure if it’s a good thing. He could behave like a man with connections, and that’s not going to work with the residents who want concrete action. But the plus side is that we can always accuse the MLA if the garbage isn’t being picked up on time, everytime. But what is even more important is for Joint Commissioner Muniraju to ensure that all the vehicles allotted to HSR are being used because right now, just about 60% are actually working. Bombard ‘BBMP.sahaya.in’ with your civic complaints. BBMP has made garbage clearance complaints to be treated on high priority. Make the most of it. The number of the concerned engineer is given with the sms. The control room calls you to verify if it is fixed. If you say no, they don’t close the case and when they do, contact the engineer, complain on the website again stating that it was closed without addressing the issue. Do your bit. Always be optimistic. Own up your neighborhood and all will be well. It is time we change if we want the world to change by not being pessimistic.
When a few Sector 4 residents approached their Residents Welfare Association, they were told that the streetlights were out of stock. Faced with repeated no’s, the residents of 16th Cross led by Fazal Khalil spent Rs 30,000 and installed sodium vapour lamps. When faced with anomalies like these, we urge residents to file an RTI (like using handy online services onlinerti.com) to find out where the money is going. You can nail the culprits. The other day when Sector 4 resident Fazal Khalil raised a complaint on the RW Whatsapp Group, it was promptly addressed. “Can someone please tell me how and under what law (if any) a juice shop is allowed to function on footpath outside Namma Shuttle?” he asked. Everyone agreed that it was illegal. Within days, the juice shop was removed. Who did it or how it happened is still a mystery.

Sudhir Reddy, a resident of Sector 4 and a CIO at a well-known firm, wants the authorities to put up a few ‘no parking’ signs and ‘no littering’ signs in HSR and enforce the ban as well. If you, dear reader, feels the same as Sudhir, we suggest that the residents take the help of the BBMP and Traffic police to install such boards. Wassup HSR? KCDC: A PEOPLE’S VICTORY
When the moment came to name people for the KCDC Citizens Committee, MLA Satish Reddy put his own men in the group. What we need are not political appointees, but real residents of the area who have been fighting against the KCDC. And people who are not dependent on the MLA. At one such meeting, when the MLA was pressured by residents Major (retd) Nagthan and Kavitha Reddy, the MLA finally agreed to include Anis Padela, the principal campaigner against KCDC in the High Court. Anis’s KHHSP RWA had joined Residents Watch to organise a never-before citizens’ protest against KCDC on October 31, 2015 too. While the MLA had organised several KCDC protests before, none had the support of the apartment dwellers who were immediately impacted by it. Clearly, nobody wants to be part of a political protest. But when the residents did it, magic happened. More than thousand people turned up for the four-hour peaceful protest that had more than 20 people come on stage and talk about how they were an aggrieved party. We also had people talking about how things can be rectified too. Eventually, the KCDC brought down the tonnage from 350 tonnes a day to 60 tonnes a day. The odour isn’t felt far and wide like before. On May 25, 2016, India’s first odour management system was commissioned with one filter going operational. Three more filters are to be installed in the next two months. If this is fully functional, the odour could be contained and all should be well. Let us be hopeful of that. And pray that the issue is completely addressed in time.

F
irst the good news. No more construction within 75 metres of any lake in Bengaluru. The battle citizens have been waging on a mega project on Bellandur lakebed has come to an end, with the National Green Tribunal asking the developers to pay fine and vacate the encroachments. In what could be a big boost to the environment and sustainability activism in Bengaluru carried out by citizens, the National Green Tribunal (NGT) has delivered a landmark judgment. The NGT judgment imposes a new buffer zone of 75 metres for lakes and wetlands which will be a no-construction zone, as opposed to 30 metres of buffer earlier. This will stop all new projects from getting constructed within 75 meters of lakes, and will impact many existing projects too. The NGT has also ruled that the buffer zone of the rajakaluves must be calculated from the edge of the drain, as opposed to the current norm of measuring from the center of the drain. This has to be followed for all future projects. The NGT also upheld the fine levied on Mantri Techzone Private Limited at Rs 117 crore, and asked Coremind Software Services Private Limited to pay a fine of Rs 13.5 crores. Apart from this, the NGT has quashed the environmental clearance and plan sanctions, and has stayed the construction of the project till the time the developer obtains a fresh clearance.

to whom Environmental Clearance and other permissions are now granted not only around Bellandur Lake, Rajakaluves, Agara Lake, but also all other Lakes/ wetlands in the city of Bengaluru,” says the judgment. This comes as a big blow to many other cases of constructions around lakebeds. In a similar case of construction in valley zone in between Kaikondrahalli lake and Kasavanahalli lake, Southern bench of NGT had cleared the project, concluding that the plan was revised to ensure no violation. However, there are many other constructions coming up in the same area which will be affected by this judgment. The change in the buffer zone, as explained in the judgment, has been made because the RMP puts buffer zone for storm water drains at 50 metres while lake, a bigger water body than the storm water drain, has got only 30 metres as buffer zone. This judgment of NGT’s is likely to affect the future master plans and plan sanction rules for the city and the state.
Key highlights of the judgment
Mantri Techzone Pvt Ltd has been directed to restore 3 acres 10 guntas land in the encroached lake bed area immediately. There should be a buffer of 75 metres, which should be maintained as green belt/ valley zone. The developer has also been asked to recreate storm water drains to ensure problem-free water runoff. SEIAA (State Environmental Impact assessment Agency) has been directed to amend the environmental clearance of both the project proponents and all further constructions of these two projects shall be conducted under the monitoring of SEIA. The Green Tribunal has also taken note of the discrepancy in the footfalls and car parking numbers submitted by the developer. The developer has been asked to plan properly for managing traffic with extra service roads and approach roads as necessary. There is a combined direction to remove the muck/debris deposited in the rajakaluve within four weeks failing which LDA shall undertake the ResidentsWATCH - HSR Layout
same and charges shall have to be paid by the two builders. The NGT has taken note of water crisis and ground water scenario in the city. The direction says that treated sewage water should be used for constructions. In case the water is not good enough, sewage treatment plants should be upgraded immediately. Water source for the purpose of construction must be identified before providing environment clearance. State of Karnataka has been directed to submit a proposal demarcating wetlands for all lakes, within four weeks to MoEF, which will be officially notified later.
What is the project all about?
Earlier known as Manipal ETA Infotech, the mixed residential project got clearance under Special Economic Zone (SEZ) category, in a High Level Clearance Committee meeting held during Global Investors Meet in 2000, when SM Krishna was the chief minister of Karnataka. The project that was dormant for a long time got reactivated in recent years. The ambitious IT park-cum-residential project where Mantri Developers was a partner, was planned at a cost of Rs 2300 crore. The project was planned on 72 acres of land between two of Bengaluru’s important lakes, which forms the catchment area for Bellandur lake. The project was renamed as Mantri Techzone Private Limited, with a major change in stake holding patterns. A copy of the BWSSB no-objection certificate issued to the builder revealed that the NOC was partial and did not cover the full project. A study by Indian Institute of Science (IISc) revealed that the project has encroached the major storm water drain that connects Madivala lake to Bellandur. The study also said that the project would cause massive traffic jams in the area. A case was filed in the High Court of Karnataka by Namma Bengaluru Foundation (NBF), an NGO founded by Rajya Sabha MP Rajeev Chandrashekhar. The case in NGT was fought by Forward Foundation, Praja-RAAG and Bangalore Environment Trust. NBF withdrew the PIL in the High Court and impleaded in the NGT case. ultiple intelligences are the buzzword today. And Trio Tots has made it their focus. “The same concept is taught through different mediums like music, art, stories and games, so the child can learn in the language he is comfortable with,” says Lakshana Jeyachandran, the preschool’s centre head. I could even let them touch it and then say that I’m not going to put it out in the garden because they may get hurt. It will be a lesson for life.” True. The child is able to apply and

relate to what he is learning at school to what happens in real life. If his education is limited to books, he could equate education with books when actual learning can happen anywhere. Not that the other methodologies are given a miss. Montessori helps in inculcating life skills, like folding napkins to refine the children’s motor skills. “We have researched on different practices and taken the best out of them,” says Lakshana. Take the Waldorf method that is prevalent in other schools. “Waldorf sets up the environment for the child, where he can learn through unselfconscious imitation of practical activities, like getting a child to recognise a duck he has drawn to enable recall. We are trying to get the child to ‘think’ instead of ‘do’ the work. We are kindling him to be inquisitive, so he doesn’t have to ‘see’ his artwork to recall. How to pay property tax for the year 2016-17 By DR Prakash

BMP Property tax payment cycle is underway. Here’s a guide that explains the process and lists the problems, along with the changes introduced this year. This year, no forms are being sold by BBMP. Only online updating of the declaration by the tax payer. They have the option of taking a printout and keeping it in their file for future reference or maintain an e-copy.

1. Keep your copy of returns submitted for the year 2008-09 handy. 2. Log on to the website http://bbmptax.karnataka.gov.in and click on either the moving highlighted part of ‘Property Tax 2016-17 Pay Before April to Avail 5% Discount” or “Property tax 2016-17” on the right hand side. 3. You will be taken to a page with heading ‘Property Tax 2016-17’. Here click on ‘BBMP Property Tax 2016-17’ in bold blue letters. 4. Before clicking on the bold blue letters, open tabs for the following: * Depreciation table: https://tinyurl.com/bbmptable * How to file PT form: https://tinyurl.com/pttable101 5. You will be taken to the page ‘Sampanmoola, BBMP property tax interface’. Here click on ‘Property tax filing and payment box’. 6. That will lead you to the page ‘Property Tax System’. Scroll down and in the four columns given (Base Application no. / Renewal Application no. / PID no. / New PID no.), fill any one and click the button on the right. In the below box the owner’s name, ward number etc. will appear. (There are chances of multiple property details appearing). Click on your correct property and it will get highlighted. Then click at the bottom ‘Continue’. 7. Now you have reached the application form. The number of the form appears in bright red - make a note of it. Check for the details appearing — the name of the owner, occupation, address, contact details and rectify any changes / mistakes. 8. This section is not applicable anymore for this year (refer Point 4 above for clarification) As you scroll below, you will come to the Zonal classification of 2008-09, which is already ticked. You have to compulsorily tick the ‘CAP on ZONE applied’. 9. Check for the details of the measurements, plinth and built-up area, no. of floors etc. and if any corrections / mistakes appear, alter them with proper figures. Click ‘Save & go to step two’. 10. This will lead you to the details of usage, construction etc. If any changes are there, make them by clicking on ‘Delete’ provision ResidentsWATCH - HSR Layout
and enter the correct figures. Scroll down by checking all the details and click ‘Save & go to step 3’. 11. You have reached the auto calculated sheet of property tax. Check for the accuracy and enter advance payment, if any. Click on the ‘Declaration’ box. The final stage is the option of ‘Challan Payment’ or ‘Online payment’. 12. Click according to your choice, to pay at help centres / banks / Bangalore One counters – Challan Payment. (At present only Canara Bank is the option available). To pay by card – Online payment. 13. If opted for ‘Challan Payment’, or Offline Payment, a filled up challan with a validity of 10 days is generated and gets downloaded into your system in PDF format. You have to take a printout of the same and pay at any of the designated branches of the Canara Bank. Enter the particulars in Cash deposit form of Canara Bank (Name, mobile number, Deposit to account of BBMP commissioner) and submit it to the clerk with the BBMP challan. Get the sealed acknowledgement and visit Canara Bank after 3-4 days to get the BBMP receipt. 14. If opted for ‘Online Payment’, you have to continue from ‘Payment Screen’ and complete the transaction as per the guidelines. 15. In both the cases, receipt will be issued / generated, only after the amount gets transferred to BBMP account.

amount, please keep your receipts safe. BBMP has promised to adjust the difference in the next cycle’s payments. b. The form filling site is time-bound and if delayed, it will ask you to get back to home and to start afresh. c. It is advisable to provide your mobile number, as SMS is automatically sent by BBMP, regarding the application number, base application no., PID / New PID / Khatha no. based on the type of your first (2008-09) application, the moment it is completed and a second SMS the moment the challan is generated consisting of the application no., base application no., total amount of tax to be paid, pay by date as soon as it is generated. d. If any doubt arises, refer to ‘How to fill PT form’ from the already opened tab. e. The process is not problem-free yet. Here are the common problems faced by users. One cannot look at the tax paid for 2015-16 or previous years anywhere in the website. Property tax calculator does not work. Problems in calculating car parking area. The BBMP tax payment interface does not work well with Internet Explorer browser, while it works fine on FireFox and Chrome browsers. No arrangement for those who are computer-illiterate or don’t have computers. They will have to go to Bangalore One centres or Citizen Centres to get the thing done and get the challan, and pay it in the bank. The challan generated gives a deadline of 10 days. There is no clarity over what happens if it is not paid in 10 days. Cops clueless on safety measures in PGs
Neither the police nor the BBMP has a ready reckoner for the list of authorised PGs in HSR Layout By Nikita Malusare
D
o you recall the incident that took place in June 2014, where a man broke into a paying guest facility and raped a 25-year-old techie? It was only natural for people to be worried about the safety of their own PG facilities. When something goes wrong, the police are the ones to protect people. But here’s the shocker for you: Bengaluru police doesn’t have a list of paying guest facilities in the city. And the city administration body, BBMP too doesn’t have a list of authorised PGs readily available online. In October 2013, BBMP councillor N R Ramesh had presented statistics in the council, which put the number of PG facilities at a whopping 8000, while the licensed ones were only 272. It was in one such unauthorised PG that the above incident took place.

Unauthorised PG facilities are the ones not registered with either BBMP or the police, hence not obligated to provide security to the inhabitants. There is no monitoring done by any agency on such PG facilities. Under Schedule 10 part II of the Karnataka Municipal Corporation Act 1976, PG accommodations are supposed to procure trade license from BBMP Health Department. License fee varies with the number of rooms that the accommodation has. Even the PG accommodations having less than 10 rooms are supposed to have a license. Karnataka Municipal Corporation Act 1976 mandates trade license to be displayed in the paying guest facility premises. If you don’t find a trade license displayed, you can ask the owner to show it to them. You may also check for trade license with the three zonal designated BBMP Health Officers of South, East and West who are in charge of issuing license for each of these zones. Their numbers are available on BBMP website if anyone wishes to enquire with them. However, even then if you don’t find the licence details, it is possible that the facility may be one of those unregistered ones. PG owners are responsible for safety of their people. They are answerable to the local police officials. There are special rules for ResidentsWATCH - HSR Layout
the safety of PG accommodations as per police guidelines. At the time of emergency, anyone can contact them. They are expected to be present in five minutes. On the direction of City Police Commissioner for the safety of PG occupants, PG owners have been asked to keep a photocopy of photo identity card and a separate form that has personal details of the occupant. Name of the occupant, date of birth, age, home town, office address and contact number, emergency contact numbers etc. will be collected through this form. PGs are advised to keep a full-time security guard and a CCTV camera outside the gate entrance and inside the premises. This will help police at the time of investigations, when something goes wrong. They are also advised to keep a register of all the visitors to the PG, including everybody from milk man or maid to friends of the occupants. However, none of these are mandatory, hence no PG is obliged to follow it. After the incident in June 2014, the police were in the process of drafting a set of safety rules for the PG accommodations.
What can you do if PG owner is not following the rules?

In case of failure in taking safety precautions, first make an attempt to personally convince the PG owner to set it up. You can also take the help of police to enforce the precautionary measures.
What precautions should I take when I’m living in a PG?
You can introduce your friend who visits you regularly, to your PG owner and your PG friends. This will help them get acquainted with them and to be alert if a new face is spotted. Inform beforehand to your PG owner if your friend is going to meet you, so that they know who is expected to come. Ensure that your PG owner has your emergency numbers. Do not throw away keys carelessly. Ask your friends to accompany you if you want to travel during late night hours. Always be ready to make noise, so that others can come to your rescue.
