Waste to energy plants? Questions remain

The state government has announced half a dozen waste to energy plants to tackle Bangalore’s garbage crisis, but is it ill-thought out? Some environmentalists believe so. And the best example is the way similar plants in Delhi have failed miserably. So how can the Bangalore plants be any good? There are votaries like resident Kavitha Reddy who bat for such plants, but the real long term solution lies in segregation, even if it’s for waste to energy plants. Research has shown that these plants even burn plastic and other hazardous material, causing untold health issues, including cancer to the surrounding population. Only segregated waste given to these plants can really result in high energy generation, say experts. But right now, it’s expensive and also polluting to the environment. Only recently, the National Green Tribunal stopped Delhi’s second waste to energy plant from being operational in Okhla by declaring it “unauthorised”. Environmentalists called it a ‘hazardous technology-based plant emitting dioxins’. Only a ‘refused derived fuel plant’ (RDF) is approved by the Supreme Court and this wasn’t. Therefore, environmentalists suggest that the best solution lies in ensuring that wet and dry garbage gets picked up in separate autos and is dumped in the right place, without getting it mixed at any point till it reaches either the landfill or the processing plant. The residents need to cooperate too as this entire exercise will fail if they don’t segregate or compost in their backyard. Every ward should compost its own waste. That’s the diktat of the BBMP. But making it work is not so easy - only about one-third of the city is segregating its garbage. Hope it happens completely and we get to dispose off our garbage in the most eco-friendly manner possible. For a successful example, we don’t have to look far. For over three years, Allappuzha in Kerala, has been doing a commendable job with biogas plants, piped compost units in households and aerobic composting units in public places. It also set up surveillance cameras across the city, linked to the police control room, to catch those littering public places. Why can’t Bangalore emulate? “Political will, mindset of citizens and space constraints in some areas,” reasons resident activist Dr Shanthi Tummala.

Women’s safety is a serious issue in every locality. Many incidents happen due to negligence and oversight of a smaller issue that ends up becoming a serious threat. It is well-known that the rapid increase of PG accommodations and random approvals for various institutes without much thought have led to a lot of ugliness in residential areas. HSR Layout is no exception. The 17th A Main and 17th B Main of Sector 4 is once such place where it is becoming a hot spot for illegal activities and public nuisance. There is a ladies PG and Oxford College on 17th B Main; there is a men’s hostel on 11th Cross, 17th B Main junction. There have been serious complaints of drug sales in this area. Now, it appears to have been taken a step further. Young men and women hang out on the public road and create public nuisance from 5pm till late in the night, due to which the residents from the locality are unable to walk around without squirming. Adding to the speeding bikes, the young men and women take advantage of the absence of street lights and sit in dark spots or in cars and indulge in obscene behaviour. The women residents of the area also end up getting eve-teased, lewd remarks are made at them. This is indeed leading to serious women’s safety issue. There is a need not only to warn the PGs but also to increase the police patrolling around PGs to ensure that the anti-social elements are kept at bay.

Building violations galore

MLA Satish Reddy and BBMP officials are sitting quiet while illegal buildings are mushrooming in HSR Layout. The best example of this are the rows of houses being built along 17th, 18th, 20th and 21st cross in Sector 3. Instead of the stipulated ground + two floors, there are basement+ground+four floors. The Subramanya temple is a living breathing example of violations. It's six floors. Looking at it, the site owner next to it is building another six-floor monster. What’s more, an illegal mall is coming up next door. Diagonally opposite this building, on 17th Cross is another such illegal construction. We are not sure what BBMP officials like Vinayak and Venkatesh are doing about this. Right now, it appears that they are looking the other way and giving excuses galore. BBMP joint commissioner Muniraju was recently transferred, so we do hope that the new person in his place, makes amends for his predecessor’s failings. His first priority should be to remove encroachments on footpaths and give a notice to all commercial buildings in residential areas. In addition, he should demolish illegal floors of residential and commercial buildings in HSR.

When offices of Dreamz, TGS and Gruha Kalyan in HSR Layout shut down, there was a massive protest by investors on 17th Cross recently. Traffic was blocked for a few hours as the protestors held the road to ransom. The promoters Sachin Naik and Mandeep Kaur have serious allegations against them. Residents have alleged that the couple has looted people by promising them apartments that never existed. “They have given refund cheques which have bounced many times,” says resident Kavitha Reddy. “They have a bodyguard at their house; if people try to meet them, they are beaten up. For some reason, the police has not taken note of this, and the couple is walking around freely looting people.” Therefore, we urge the residents to look before they leap at the next best property offer that promises the moon. Always get any claim verified thoroughly and get every rumour quashed before you invest your hard-earned money. Importantly, never get sold on the property just because the promoter has released large advertisements in various media and hoardings with fancy price tags and irresistible offers. Greed is not good. Patience and prudence is the need of the hour.

Somasundrapalya Lake, located at the dead-end of 24th Main, is systematically being rendered worthless. Interestingly, while all of this was happening last month, MLA Satish Reddy appeared to be a mute spectator. Was all of this happening with his tacit approval? No one knows. To add to the dismal proceedings is a hand-in-glove Solid Waste Management Committee that includes Almitra Patel who is single-handedly responsible for getting the plant re-opened over three years ago. Last month, she was seen marshalling the troops to contain the damage of leachate entering the lake by introducing bio organisms into the lake waters. The residents under the banner of Kudlu Hosapalya Harlur Somasundrapalya Residents Welfare Association (KHHSP RWA) have written to the top brass of BBMP, KCDC, Lake Development Authority and the Karnataka State Pollution Control Board to act now before the lake dies an unnatural death, if it hasn’t already. The lake which was under the BDA will soon be handed over to the BBMP. But the detailed project report (DPR) of the BBMP to restore the lake is yet to be initiated. Rampant encroachment and construction by the Ayyappa temple on the lake periphery is another bone of contention. “Initially, we were told the temple will be taken over by the government and no more expansion will be permitted,” says Kavitha Reddy. “When we contacted the BBMP officials and the local politicians, 8

they are claiming innocence and aren’t even acting on the temple authorities.” Garbage and debris dumping on the lakeside continues unabated. And then, there’s the indiscriminate parking by drivers of lorries and taxis. “KCDC is continuing to pump out waste water to the lake and adding to the poison that is already there,” says KHHSP member Lalithamba BV. “KCDC is yet to give back the lake land they have encroached and each time we only get excuses.” The residents have requested the authorities to nominate a new nodal officer for Somasundrapalya Lake who is empowered to remove the encroachments made by the temple as per the Karnataka Lake Development Act. “We also request you to file cases against all the polluting organisations and people,” the letter said. “We also humbly request to nominate our RWA as Lake warden for Somasundrapalya Lake, like it has been done with Agara Lake.”

We hope the authorities save and revive Somasundrapalya Lake to create a lung space for the people living around the lake. If the BDA/BBMP fails, the Lake Development Authority should take over and restore the lake without much ado.

Wrongly briefed by BBMP and KCDC officials, the chairman initially fumed at the residents for having occupied buildings that encroached the buffer zone of the KCDC. “He said all the apartments are illegal and he will be filing a criminal case against the builders and against the people who gave approval and take them to court,” recalled Kavitha Reddy. “We did not lose nerve and asked him to go ahead, so that we can file a criminal case against KCDC for encroaching and destroying the adjacent Somasundrapalya lake, and using the lake wetland as a landfill and violating the norms of the National Green Tribunal, and even showed the RTI response from KCDC to prove that it was closed before the flats came up in that area.” Once the biased proceedings were replaced with fact-based ground report, the chairman agreed that KCDC is sinking public money. “He said he is thinking of demanding a COD enquiry on the Rs 70 crore spent in KCDC,” recalls Reddy. “He also showed us the Rs 14 lakh pending Bescom bill of KCDC and how he has made a request to the government to give him more time to pay the bill.” The residents also apprised the chairman that the bio-methanation plant at KCDC that was supposed to generate power to the unit had failed. The chairman is said to have even said that the chief minister is upset that Rs 460 crore of public money was wasted on the composting plant with little result. “He also mentioned 10 March 2017

that the compost is lying unsold due to drought and the farmers’ inability to use the compost,” recalled Anis. “We have made it clear that the Solid Waste Management Committee is misleading the government and BBMP with useless and outdated ideas,” said Reddy. “We told him that it’s time we start thinking about composting, biogas, waste-to-energy and split the waste processing into different forms and not be dependent on one single processing form.” A few weeks before this meeting, the residents also met senior Congress politician Dinesh Gundu Rao. Recalls Reddy: “The meeting was positive and we do hope the government will think hard, think long-term and take an informed stand without listening to an inept and insensitive expert committee that is in favour of KCDC.”

To avoid parking at the road corners, the residents suggested the cops to mark ‘No Parking’ at these spots. The issue of increased parking by Oxford college students and National Public School buses getting parked in the middle of the road was raised yet again. The residents suggested that Oxford be forced to use the parking space inside the college that lies unused. A similar issue prevails on 9th Main with the buses of Lawrence School.

you can’t afford organic, don’t fret. Experts anyway advise you to eat conventional fruits and vegetables because they still do carry the nutrition required for your heath. Also remember that the local farmers might not have the money to get their produce certified. That alone should not make you blacklist them. Check out their farming practice and organic pesticides before arriving at any conclusion. Also remember to wash off fruits even if their skin is not consumable, because the germs could get inside after you peel off the outer skin. Eat stuff when it’s still fresh. And the best solution? Grow your own garden, be it your balcony, terrace or backyard. If you are a beginner, you could try growing the easier variety like tomatoes, lettuce, cucumbers, carrots, radishes, green beans and zucchini, among others. Nail mafia 100 CCTV cameras And how one resident did his best and what the cops can do for HSR residents

He is leaving town to go back to his native place in Tamil Nadu. Will some other good samaritan take over from him? No one knows just yet. But we can learn lessons from his five-year exercise of beating the nail mafia. Among all the flyovers on this stretch, the HSR-BDA flyover is the most notorious, according to him. “Clearly, they are targetting two-wheeler riders and the culprits must be doing it in the early mornings when there is not much traffic. CCTVs installed at flyovers should nail the culprits,” says Jebakumar. “The number of makeshift puncture shops and nail-dumping spots have reduced along the ring road. I don’t see too many vehicles impacted but the quantity of nails has increased. In 2014, I collected about 2kg. In 2016-2017, it rose to 75kg.” Earlier, a cluster of nails would greet him, making his job easier to sweep the road with his magnetic stick, and the nails would be strewn in both the directions of traffic and along the entire stretch of ORR. “But now, it’s only on flyovers, and evenly distributed along both sides of the roads,” says Jebakumar. “In the last few days, I have been going to different places in Bangalore. The good news is that I have not seen ‘cobbler nails’ in any of these places. The ‘cobbler nails’ are the trademark of puncture mafia on ORR.” The lesson from this is easy to figure out. Since the nails are sprayed at the two extreme ends of the flyover, it’s best to travel in the middle of the road to avoid a flat 34 March 2017

However, if two wheelers are being targetted, it could be dangerous for them to take the middle of the road. “The government must provide free puncture repairs on ORR to demotivate the nail mafia,” says Jebakumar. He could well be right because our sources in the police department tell us that the culprits spraying the nails could be hooligans doing it on behalf of the puncture shop owners and collecting or a monthly fee for it. “Another solution is for the BBMP to employ vehicles with magnetic sweepers. The cops should warn puncture shop owners and also check their validity.” Jebakumar has also petitioned the Karnataka chief minister through change.org to get the government to tackle the nail mafia more efficiently. Over 2000 signatures have already been digitally inked but no proper crackdown has happened from the Siddaramaiah government or the Bangalore Police.

Tips and tricks on how to stay safe and how to help the police were shared by the police top brass and everyone went away well informed.

However, HSR Citizen Forum teamed up with BBMP health inspector Vinod and turned this black spot into a colourful spot for people to take rest under the trees and brave the summer sun. Kudos!
